Project risk measurement is a critical driver of local government project implementation. It aids identification of the level of the effectiveness and maturity of project risk management to bolster the seamless process of local government project implementation. Unfortunately, empirical facts imply local government project risk measurement is not yet well developed to the extent of leveraging successful local government project implementation. As these explain why some local government projects are often marred by risks to only fail as others fail to get completed, this research evaluates the level of local government project risk measurement maturity in the South African local government. To accomplish that, the study used interpretivist research paradigm, exploratory research design and qualitative research method entailing the usage of content analysis. Content analysis was used to evaluate the existing information and data in the local government repositories about the process used for measuring and mitigating local government project risks as well as their associated limitations. Findings that were thematically analysed revealed the effectiveness of the process of risk identification and mitigation is often still marred by poor risk management culture, poor governance and lack of proactive initiatives to identify and mitigate all forms of risks. Failure to proactively identify and mitigate all risks was found to have caused late interventions that affect identification and mitigation of all risks in their early stages. Such risks were found to include poor governance, corruption and fraud that affect optimisation of the limited financial resources as well as supply chain risks, ecological and health and occupational risks. Given the fact that a model for measuring project risk measurement was also found to be a challenge, the study extracted and suggested the local government project risk management maturity measurement model (LoG-PRiMMM-Model) as one of the new insights and contribution of the study that can be replicated for leveraging project risk measurement and mitigation in the contemporary local government sphere

The emphasis is on such aspects as the selection of projects for the competition, the role of the project manager in preparing a high-quality project proposal, the possibility of cooperation with NGOs, the presence of a team, the cooperation of municipalities, villages, communities, and communities in the preparation and implementation of joint projects. The analysis of the current situation, dynamics, and main trends in the development of project activities in local government bodies was carried out; the experience of cities and villages is compared. The main attention is paid to the prospects for the development of territorial units, potential areas of project activities. The author notes that one of the main obstacles to the successful work of the project in local governments is the lack of human resources and experienced specialists. The author focuses on the need for constant practical work and support from external experts who can advise and improve the qualifications of project management specialists. Purpose The purpose of this paper is to investigate the critical success factors (CSFs) for effective project stakeholder management at the local government level in Ghana. Design/methodology/approach The study used data from questionnaires administered to project stakeholders for identifying and ranking CSFs. Findings The study identified the top five CSFs for stakeholder management at the local government level in Ghana to be: communicating with and engaging stakeholders; identifying stakeholders properly; formulating a clear project mission statement; keeping and promoting good relationships; and analyzing stakeholder conflicts and coalitions. Research limitations/implications Generalization of the findings should be done with caution since the scope of data collection was limited to district assemblies in the Greater Accra region of Ghana. Nevertheless the results of the study are, however, useful and indicative and can lend direction to future research. Practical implications This paper has contributed to the growing body of knowledge related to CSFs for local government projects. The results should help understand factors which are of priority to stakeholders when assessing their involvement in projects. Further, the findings could form the basis for competency development of local government personnel in specific areas where improvements are required. Originality/value The paper identified CSFs for effective project stakeholder management at the local level. Most studies on critical factors in project environments have focused on CSFs and project success and thus this study delves into an area which has not received much attention in the literature.

Measuring project management performance is complex and requires tools to capture the dynamic nature of the processes involved. Since the conception of system dynamics in the 1950s, the method has been used to solve complex projects. Project management possesses dynamic characteristics that involve planning, human resources, implementation, and control elements; thereby, using system dynamics to measure project management performance is a realistic approach. A research study was conducted using system dynamics to develop project management performance measures to capture the complexity of the process in local government agencies. The research approach considers measuring project engineering management performance as a holistic system influenced by leadership involvement, project management processes, and project engineering manager’s ability. The Zachman architectural framework was used to develop the project-management performance system’s ontology as the system dynamics model’s foundation. A case study was conducted for three cities with local government agencies to better understand the model components and factors that influence performance. Leadership involvement, project management processes, and project manager abilities were identified as critical factors that influence the project management performance level. To validate the results of the case study, the project management performance was further studied for the City of El Paso in terms of capability, capacity, and maturity level. The research study concluded that system dynamics is a feasible method and effective tool to measure management performance for engineering projects at local government agencies.

Purpose. The purpose of the article is to systematically substantiate theoretical and methodological principles and practical approaches to the management of project activities in local self-government bodies. Methodology. The theoretical basis of the work is a set of scientific provisions of scientists in the field of project management. To solve a set of tasks in the work was used the following methods: system-structural analysis and synthesis; historical and dialectical methods, method of scientific abstraction; expert evaluation; comparative and graphical methods; abstract-logical method. Results. It is analyzed that local self-government today is an integral part of any modern society, which plays an important role in the complex process of exercising public power, promotes deep awareness of citizens that democracy is not only the establishment of a set of electoral procedures, but also social partnership. ensuring the per-sonal participation of man in the affairs of the society of which he is a part. The process of project management in local governments should also be characterized by broad public discussion and publicity at all stages, which proves the rele-vance of the study. Originality. A mechanism for public evaluation of the effectiveness of the results of local govern-ment projects has been developed. The technology of identification and fixation of socio-economic needs of the local population with the use of methods of setting priorities and analysis of hierarchies is schematically presented and the importance of the process of filtering the needs of citizens is noted. Practical value. The practical significance of the obtained results of the research lies in the presented proposals of effective forms of public participation in the process of project activity management in local self-government bodies. As a result of the implementation of the proposed mechanism it is expected: to increase the level of public confidence in budget programs and the state as a whole; involvement of citizens in the implementation of budget programs, projects; establishing communication between citizens and local authorities; improving the economic performance of the region, etc.

The article presents a report based on a research project carried out at Humanitas University in Sosnowiec. The project titled “Entrepreneurial management of the local government” was conducted in selected municipalities of the Metropolitan Association of Upper Silesia and investigated the extent to which employees of the Municipal Office in Sosnowiec and the Municipal Office in Chorzów understand the issue of entrepreneurial management of the local government. The results of the study demonstrated discrepancies in the understanding of the term “entrepreneurial management of the local government”. Therefore, the outcomes of the report could stimulate the municipal institutions’ management to improve the management process, taking place in their institutions. Moreover, the collected data could be an incentive for scientists to perform further research in the area of public service, as it rarely appears in the scientific publications.

Purpose: The purpose of this article is to determine the level of maturity in project management in selected areas in local government organizations in Poland. Design/methodology/approach: The analysis conducted for this paper included literature analysis, survey research and analysis of research results. The objectives of the article were achieved by obtaining answers to the formulated research questions. Findings: Based on the literature review, the article identifies project management maturity levels and indicates the areas in which project management maturity is studied. Based on the results of the study, the level of maturity in four areas of project management in local government organizations in Poland is indicated. Originality/value: The study of project maturity in four areas of project management in local government organizations in Poland, allowed us to identify the area in need of improvement. This is very important, because often limitations in one area hinder the achievement of higher levels of maturity in other areas of project management maturity. In the conditions of growing demands of society to the government, project activities cover not only traditional industries, but also the sphere of public administration. Critically important for the success of organization is the team (rather than individual) level of knowledge, skills of staff, and a certain maturity of the organization as a whole in the field of project management. However, the project activities of local self-governments cannot be considered effective or fully compliant with the modern requirements. The level of project competence of management teams of many territorial communities is still not sufficient for the implementation of tasks and functions, the production of relevant project ideas and their successful implementation. The aim of the research is to describe of project management maturity model for its implementation into the activities of the local self-governments from the positions of effectiveness of project management. The entry of the local self-government to a high level of project management maturity will reduce the negative impact of the human factor, systematically focus activities on meeting the needs of the community on a project basis, improve the quality of project management processes, and reduce unproductive costs. Among the forms of village building, 'publicly supported village building' led by local governments and the government has been most actively promoted in the last two decades. This paper points out that publicly supported village building projects have been conducted under the premise of competition and self-reliance, and takes Dakbad-gol in the western part of Busan as a case study of a village's changing sense of place. Since the late 2000s, Busan has not only been carrying out its own local government-level village creation programs such as 'Sanbok- doro Renaissance' and 'Creating a Happy Village', but it is also the most selected city for the central government's 'Urban Regeneration New Deal Project' among metropolitan cities. The village of Dakbad-gol is noteworthy in that it is a place where the local government's village building project and the central government's urban regeneration project have been implemented successively. This paper examines the process by which an ordinary village in a mountain corridor, which was considered one of the backward areas in the city, was selected for publicly supported village building projects by the local and central governments, and used the strategy of selling places, and analyzes the logic and characteristics that contributed to the change.

The focus of the paper is placed on the selected elements of the sources of competitive advantage in basic local government units in Poland, namely tasks implemented in projects. The paper consists of two main parts. In the first part of the paper, a starting point was the presentation of the essence of competitiveness and competitive advantage in the process of project management from the perspective of local government units in Poland. In the second one, the results of the research proceedings concerning the importance of tasks implemented in projects in projects in basic local government units in Poland were discussed. The considerations presented in the paper refer to the results of the research proceedings, which took place in two stages. The first stage of the studies was conducted in 2013 and it concerned the years 2010-2012, the second stage – in 2018, and it concerned the years 2016-2018.

In Ukraine, the changes concerning territorial communities and their development strategies are taking place at the legislative level. In accordance with this, local governments need to change the approach to their development, since there should be a long-term effect that can be monitored as well as its effectiveness evaluated. Project management, which is implemented by various methodologies, should be used to implement the development strategy of a particular territorial community. The project approach shows its effectiveness in different areas. At the same time, it is less represented in local government. The research studies the factors influencing the low level of project activities implementation in local governments in Ukraine. The case study of implementation of the project approach in the municipality of Sumy city while developing and implementing the Sumy City Development Strategy until 2030 is considered. General problems that arise during the project methodologies implementation in local governments and proposals for leveling them are identified. The research purpose is to analyze the use of project methodologies in local governments while creating development strategy for a territorial community. Nowadays, the requirements for the creation of development strategies of territorial communities have been adopted at the legislative level. These requirements should contain new criteria (e.g.: performance indicators), which were not mandatory before, and the officials often ignored them. Nowadays the existing approaches to strategy creation, and most importantly, its implementation, should be significantly revised, including reorientation from a short-term effect to a long-term one. In order this activity (development strategies creation) to be as effective as possible, it should be expedient for local governments to use project methodologies. The problem that we point out in the research is that there is a certain difficulty in project methodologies implementation in local governments while creating the development strategy for a territorial community.

Urban regeneration projects and policies of each country, enhancement of regional economic vitality through revitalization of commercial districts, support from local governments, participation methods of each project entity, and performance and continuity after the completion of the urban regeneration project were analyzed. However, since this study only compared public data published by each country with previous studies in related fields, it is insufficient to listen to opinions from stakeholders or analyze follow-up management. It is expected that better results will be obtained if interviews with related parties and on-site investigations are conducted in parallel.

The current financial predicament of Local Government Councils and constant pressure for increase in allocation has been in the front burner of Local Governments Administration in Nigeria. The focus of this research paper examined Local Government Finance in Nigeria using Ife Central Local Government. Data for the study were gathered from face-to-face interview and available records in Ife Central Local Government. The data collected were subjected to descriptive statistics (simple percentage) and content analysis. The study explored various sources of financing local governments in Nigeria. It also explained financial relationship of Nigerian local government vis-à-vis State and Federal Government using theory of decentralization. The study went further to explain financial management in Ife Central L.G. Result obtained from the analysis shows that financial transfers from federal government (Statutory Federal Allocation) are the most viable and reliable source of local government revenue and that without Federal Allocation no capital project can be embarked on. Therefore, to arrest this financial situation that local government find itself, that is over dependence on federal allocation, this work submitted that local government should increase their revenue base by laying more emphasis on the internal revenue sources, especially those areas that are hitherto neglected or not been fully exploited.

The sixth of nine Indonesian national development agendas under the President Joko Widodo administration is to increase productivity and competitiveness, one of which is by the establishment of Techno Parks. The projects will be terminated in 2019; however, exit strategies that contribute to sustainable development have been rarely considered throughout the history of development studies and practice. This paper examines the concept of exit strategies within the context of a case study of the Indonesian Institute of Sciences (LIPI)-assisted project of the Tasikmalaya Techno Park (TP) from 2015-2019. It addresses two questions: (1) How has LIPI executed the TP project in Tasikmalaya throughout the period? (2) What is the recommended exit strategy for regional policymakers after project termination? To overview the implementation of TP activities, an internal- external analysis was conducted, and to formulate exit strategies, SWOT and QSPM were employed. Data were collected from July-September 2018, consisting of primary data collected from competent respondents by semi-structured and in-depth interviews selected by the purposive sampling method as well as secondary data compiled from relevant institutions. The conclusion is that the Tasikmalaya TP has five core businesses and its mission is to become a center for dissemination, technology transfer, and agribusiness incubator. The TP was present in quadrant I, meaning that aggressive strategies were recommended. There were four future management options and independent management was considered as the most appropriate. Its role should be more supported by middle- to long-term strategies and a well prepared legal system. Policy implications are discussed.

The Indonesian government's policy to encourage the involvement of private companies to contribute to renewable energy (RE) projects affects the lives of the local community in the surrounding areas. However, the local community's role in the RE project implementation must be clarified. The study identifies a possible role for the local community to participate in the RE project. It examines the barriers to its participation under the lens of public-private-people partnership. The study was conducted in a mini hydro power plant project in Indonesia. Eight representatives from the village government, community members, and company management were interviewed. The data were analyzed and presented in a descriptive-qualitative manner. The study found that local community participation is needed to manage water as a natural resource for mini hydro power plants. Still, the need for explicit agreement on responsibility and benefit-sharing between the local community, village government, and private companies becomes the barrier to community participation. The findings emphasize the need for formal partnership to specify how local government, private businesses, and communities supposedly develop renewable energy as the basis to involve stakeholders at the local level.

Local governmental public works departments frequently engage in planning, cost estimation, ceiling price determination, bidding, contracting, construction, supervision, and inspection activities for various building projects. However, despite all this work, local governments in Japan often cancel bids for project design and construction due to incorrect cost estimations. Consequently, facilities are often not constructed as planned, resulting in adverse impacts on public services and decreased government employees’ motivation. While local governments have conducted internal investigations to prevent incorrect estimations, a firm diagnosis model and preventive measures have not been developed. This study analyses the various causes of incorrect cost estimations and subsequently examines the resulting social problems. We propose improved human resources development management and organisational management techniques using the V-mSELC model—an error analysis model designed to address incorrect cost estimations. The study aims to aid public works professionals and interested scholars.

Purpose – The purpose of this paper is to complement the research that has been done in global projects so far and has two objectives: to study organizational challenges in global projects, compared with those of traditional projects; and to define and analyze the main organizational challenges the project team members and project managers meet when assigned to global projects. Design/methodology/approach – The research is based on a survey sent to 550 project managers and people working in a global environment, data from 246 respondents, and 30 interviews with senior project team members. Findings – The results show that the main organizational challenges are managing the external stakeholders in the global project; the local government in the country, local content demand, local authorities, local industry, and lack of support from the base organization and management. One of the conclusions is that companies need a relationship management approach to managing these challenges in global projects. Originality/value – Organizational challenges are an underestimated area in projects and when it comes to an in-depth understanding of organizational challenges in global projects only a very few studies have been published compared with other project management issues. This article contributes to existing research by presenting the organizational challenges in global projects and how they differ from traditional projects.

Purpose: The study sought to establish the determinants of sustainability of water projects in Machakos County, Kenya. Specifically, the study sought to establish the effect of project management capacity, government policies, resource support and monitoring on sustainability of water projects in Machakos County Kenya. The study was guided by Project Management Competency Model, Policy Theory, Resource Based View Theory and Program Theory.Methodology:The target population comprised of 244 water projects in the county implemented by the county government, national government community and non-governmental organizations. The unit of observation was water project managers. A descriptive research design was adopted in the study. The study applied Yamane sampling formula to derive a sample of 151 respondents to be involved in the study. The study used quantitative data that was collected from respondents using 5-point Likert scales questionnaire with closed ended questions. Data was analyzed using Statistical Package for Social Sciences (SPSS). Both descriptive and inferential statistics were used. The study findings were presented through tables and figures.Results: The study found that the key significant determinants of sustainability of water projects in Machakos County were capacity of the project management, government policies, monitoring and resource support. The study concluded that project management capacity had the greatest determinant of sustainability of water projects in Machakos County, followed by resource support, then monitoring while government policy had the least determinant of sustainability of water projects in Machakos County.Contribution to policy and practice: The study recommends that the government should advocate for proper planning with involvement of the benefiting community and timely implementation with the required results. This can be done through making of a policy by the ministry demanding for the practice of the same by the involved organizations. The project committee should set up financial structures considering both rising of funds and dissemination of the same in relation to operating and maintaining of the project. This can be done through learning and training on the same. The study also recommended that water beneficiaries and management should be sensitized to improve their knowledge on conservation and protection of water facilities from mismanagement and destructions. Community members should be involved in the determination of the water sale rates. County governments and the general management of the water projects in Kenya should ensure that the local community members are trained to do minor repairs.

Since the 1990s, with the implementation of the reform and opening up policy, the rapid development of China's economy, the progress of urbanization is getting faster and faster, and as one of the urban wastes, the treatment of domestic waste has also attracted more and more attention. The municipal solid waste incineration treatment, and the heat generated after combustion is used to generate electricity, referred to as "garbage incineration power generation", because this way can make the waste to reduce, harmless, and can be converted into part of the electricity, because it is widely used in the treatment of municipal solid waste by local governments. Due to the shortage of government funds, most domestic waste incineration projects are implemented in BOT mode. Waste incineration power generation projects are often a large investment, for investors, the recovery period is long, the technical requirements are high, the investment agreement signed with the government is also very complex, coupled with the imperfect supporting laws and policies in China, so that the process of waste incineration power generation projects have many problems and risks, through the operation, construction, investment and other links. Based on the theoretical content of risk management in project management and combined with practical cases, this paper puts forward countermeasures and suggestions for important risks in the project, so as to analyze and discuss the risks of garbage incineration BOT project. Firstly, this paper investigates and collates the research situation of relevant projects at home and abroad, and systematically summarizes the project research results from three aspects, namely, BOT risk management of waste incineration power generation projects, BOT model of projects and BOT project risk research. Secondly, the multi-case study method was used to analyze the risks of 3 typical waste-to-power generation BOT projects, collect risk factors, construct risk aggregation, and summarize 5 types of key risks and 14 kinds of risks. Then, according to the BOT agreement signed with the government side, the specific risk management method is proposed. The goal of this study is the LF waste incineration power generation project. The author participated in the project and identified and evaluated the project risks through risk list and hierarchical analysis, so as to find out the main risks in the project such as government risk, public opinion risk, completion risk and operational risk. In addition, in combination with the project risk, specific risk coping strategies are proposed according to the risk coping strategies proposed in the paper and the actual situation of the project, so as to reduce the degree of project risk and reduce risk losses. For other similar projects in China, there is reference and reference significance and value.

In recent years, governments and development practitioners have emphasized the involvement of all stakeholders, especially the intended beneficiaries in the project cycle to accelerate the achievement of development objectives and sustain the realized gains. Various approaches are being used to intensify the involvement of people in the planning, implementation, monitoring, and evaluation of community-driven development interventions. In Kenya, County governments are constitutionally mandated to promote the participation of the people in development and governance at the local level. Since their inception, the County governments have been putting in place local governance structures and avenues for members of the community to participate in development projects and programs. In Kenya, these participatory local governance structures and avenues have not been widely studied. The study assessed the influence of gender equality in the management committee on community-led monitoring of borehole water projects. The study was based on the theory of participation which attributes the success of engagement between project stakeholders to four favorable factors: context, design, power, and scale of the engagement. A case study research design was used. The study population comprised the household heads, borehole water project management committee members, and officials of the County government of Meru County, as key informants. Interview schedules and a questionnaire were used to collect both qualitative and quantitative data. Systematic random sampling was used to select 38 household heads. All the 12 members of the Mbeu cattle dip community borehole management committee, one Mbeu Ward administration official, and 10 officials of the Directorate of Monitoring and Evaluation in Meru County formed part of the study sample. The study showed that superficially, there is no gender-based discrimination in community-led monitoring of borehole water projects. The study showed that County Government of Meru policies meant to promote gender equality are not well cascaded or implemented at the local level. The study concluded that the management committee is pivotal in community-led monitoring of borehole water projects and broadly, implementation of community-led development initiatives. The study recommends that authorities ought to educate members of the community about patterns of gender-based discrimination.

A specific challenge related to infrastructure creation that is faced by several countries has to do with the lack of participation to an optimal level of subnational governments in the development of Public Private Partnership (PPP) projects which, in turn, could offset the existing infrastructure limitations. In this article, we analyze the Mexican case, whose main feature is that, despite implementing the PPP scheme for almost 10 years and having technical assistance from international organizations to establish the required institutional framework (i.e. legal and technical dimensions), local governments have not been able to create the necessary competencies to carry out this type of project. In order to assess local governments on this subject, we conducted an analysis based on the model designed by the OECD in relation to the execution of PPP projects. A proposal to explain the lack of local government participation in PPP schemes, rests on the foundations of so-called “subnational authoritarianism.”

The SCBD Project in Banjarnegara consists of five components including frameworkof capacity building, institutional capacity building, human resources management, humanresources development and sustainable financial and budgeting. This project will is held in fiveyears using two funding schemes phases, donor funded the first 3 years (2009‐2011), thencontinued by the local government of Banjarnegara. During the 2009‐2011period, the projecthas finished all five components, PMU then conducted evaluation to ensure achievement of theSCBD’s main goal: strengthening local governance for delivering good public services. The expostevaluation method used to evaluate the SCBD Project for short term outcomes found thatthe project hasn’t directly improved the public services performance even having completed allfive components of the project. Most people in Banjarnegara Regency felt no significantimprovement of public services provided by the government. The ineffectiveness of publicservices can be understood, because not all of the components of the SCBD project had beenthoroughly implemented at local government level. Moreover, many activities of the projecttend to overlap implying lack of coordination among the project implementation units.Key words: evaluation, SCBD

The delivery of services to government groups have historically been unsatisfactory. Multiple studies have identified these services as low performing. Studies have also found that information communication technology services have been one of the worst performing services over the last 10 years. The Performance Based Studies Research Group (PBSRG) has been testing a delivery model, called the Best Value Approach, for the last 20 years that can ensure government groups receive high performing services. The major issue that the BVA approach encounters is it requires the organization to change their normal way of delivering services. It requires the organization to minimize their management, direction, and control of the vendors and instead, utilize their expertise. This paper will review a case study with a local government organization (LGO) and their issues with trying to apply the BVA to deliver their Peoplesoft software.

In 2015, the Taichung City Government launched the "Reaching-for-Stars Youth, Dream-Come-True in Taichung"(RSY project), which promotes the establishment of youth entrepreneurial clusters in Taichung City and invites young people of cultural and creative industries to return home for entrepreneurship. In order to investigate the Taichung City Government's strategy for promoting this project, this study adopted grounded theory, in-depth interviews, and field surveys. This study proposes the "Entrepreneurship Base Operation Strategy Framework", which contains five operational strategy facets, the government entrepreneurship policy, local entrepreneurship capital and environmental resources, operation management strategy for incubation and counseling, brand management and marketing of the entrepreneurship base, and local sustainable management.

Purpose The purpose of this paper is to trace the trajectory of the Gauteng Freeway Improvement Project, an electronic tolling (e-tolling) programme based in South Africa, to argue for the importance of taking advantage of similar public project opportunities to introduce the concept of Transformational Government (t-government). Design/methodology/approach The research uses an interpretive perspective and utilizes actor–network theory (ANT) to identify the roles and interests of the various stakeholders within the project and assess how each stakeholder could have better influenced the project’s sustainability using a t-government approach. Findings The findings suggest that in the midst of waning global actor interest, and strong local displeasure about specific public projects, public participation offers an ideal opportunity to introduce the notion of t-government, the use of information and communication technologies (ICT) to transform government for citizen benefits. The research allowed the authors to posit that public participation projects are solid and indispensable avenues for introducing t-government. Part of this claim is hinged on the view that the specific e-toll project carries a visible ICT artefact, which has embodied its own patterns of use characterized by various viewpoints, values, opinions and rhetoric. Practical implications The paper elevates the importance of t-government as a means to bring about practical transformation in government using public projects. The paper suggests how governments can use public participatory approaches to assimilate a new way of working in government. Originality/value This paper contributes to research on the emerging discourse on t-government. The paper also highlights the utility of ANT as a tool for understanding the dynamic public sector ICT programmes, their associated complexities and unintended consequences.

The integration of urban water cycle management with urban planning and design is referred to as ‘Water Sensitive Urban Design’ or ‘WSUD’ in Australia; one of the key elements of WSUD is the management of urban stormwater. In early 2006, the Victorian Government released the Yarra River Action Plan, which allocated $20 million towards tackling urban stormwater pollution. To help ensure this money is allocated in an equitable and transparent manner across all metropolitan local governments a multi-criteria assessment tool has been developed. This paper presents an overview of the multi-criteria assessment tool developed and adopted for selecting WSUD projects that are eligible for funding through Melbourne Water's Stormwater Program. This tool considers three types of indicators: environmental, engagement (engagement with stakeholders and local government capacity building) and financial. Within each category, a series of indicators of different weightings are applied to score a project. Where initial concept designs do not meet the Program criteria, additional work is undertaken to refine and improve the project. The tool and its use are illustrated with a case study.

This study carries out an in-depth analysis of urban water policy implementation in China through a policy cycle analysis and case study of Sponge city program. The policy cycle analysis articulates discrete steps within the policy formulation and implementation process, while the case studies reflect the specific problems in water project implementation. Because of the principal–agent relation between central and local government, a ‘‘double wheel’’ policy cycle model is adopted to reflect the policy cycles at central level and at local level. Changde city and Zhuanghe city, two demo cities in the Sponge city program, are chosen for the analysis. The policy cycle analysis shows that the central government orders local government to implement policy without clear direction on how to attract private sector participation. The evaluation of central government did not include private sector involvement, nor the sustainability of the investments. This promotes the local government’s pursuit of project construction completion objectives, without seriously considering private sector involvement and operation and maintenance (O&M) cost. The local governments do not have political motivation and experiences to attract private investments into project implementation. The case study in the two demo cities shows that local government subsidies are the main source of O&M funding currently, which is not sustainable. The water projects are not financially feasible because no sufficient revenue is generated to cover the high initial investments and O&M cost. The lack of private sector involvement makes it difficult to maintain adequate funding in O&M, leading to the unsustainability of the water projects. It is not easy to achieve private sector involvement, but it could be the key to realizing urban water resilience in a more sustainable way.

The assessment process is an important step in the evaluation, as it underlies the successful evaluation of a project. One solution to make the project assessment more objective is to apply the concept of a Group Decision Support System (GDSS), which in the decision process uses computing. This research tries to implement the concept by building an application for project evaluation and providing recommendations on project performance in local government agencies. The proposed Decision Makers (DMs) are involved: Executives of Government Institutions, Project Management Work Units, Business Process Owner Units, and Communities represented by the DPRD. The computational process uses the Multi-Criteria Decision Making (MCDM) method, and the Copeland scores voting method ranks the project of all DMs. The results of application computing in implementing GDSS and MCDM indicate that the process of determining project rankings will be faster and more accurate.

Ukraine is in the process of reforming local self-government and territorial organization of power, in which state policy is based on the interests of residents of territorial communities and priority issues of security and well-being of the region. 2020 has become a key year in the formation of the basic level of local self-government: most of the existing small local councils will unite, and the formed associations will have the authority to use the resource potential and responsibility for the living standards and security of their communities. The project approach to the processes of ensuring the security of the population of the united territorial communities will help to organize effective management in this direction. Risk management of security projects is an extremely important and socially responsible part of the work of every project manager of the functioning and development of united territorial communities. To reduce losses from the risks of dangerous events and emergencies, as well as untapped opportunities in security projects, there is a need to develop convenient tools. The article presents the developed method of anti-risk security management of the united territorial communities and describes the stages of management of opportunities and threats in their security projects. A model of anti-risk security management of united territorial communities has been formed. The mathematical model of risk management of stakeholders of wind energy projects has been improved and the mathematical model of risk management of safety of united territorial communities has been obtained. It is recommended to use the method of risk management of the security of the united territorial communities in the planning phase of these projects, as a convenient tool to ensure timely and adequate response not only to the risks but also to the opportunities of the project.

Agriculture is the bedrock for combating poverty and developing rural areas. This motivated government policies on agriculture. This paper evaluated the performance of Fadama III in addressing food productivity and rural development in Rivers State. A critical review of secondary materials from Rivers State National Fadama III Development Programme Coordinating Office Report on implementation of National Fadama III projects in Rivers State formed the methodology for the study. It revealed the concept, approaches and implementation process of economic interest groups and government financial commitments to various farming activities in the local government areas. There were remarkable improvements in rural development in the participated local government areas. The assessment further revealed committed efforts by officers and management of the program which ensured effective implementation of rural infrastructure in participated communities. It is recommended that expenditure control measures adopted by the management of fadama program in Rivers State should be applied in future agricultural projects to ensure quality deliverables. The government should pursue only rural development-oriented agricultural policies, and finance projects that have certified Local Development Plans. Seemingly bottleneck criterion that would delay the release of funds should be relaxed for agricultural program managers to be proactive to beneficiaries’ requests and function effectively. Finally, the fadama program should be extended to increase communities’ dual opportunities of experiencing both agricultural and rural development.

The Training and Development Scheme (TDS) is an affirmative action-based program located in the Greater Durban Area of Kwazulu-Natal. The program was conceived in 1992 to address the racial and gender disparities in the Durban Metropolitan Area. At the time the Scheme was introduced, the transition from an apartheid city council to a non-racial council had yet to take place, and the uneven racial and gender employment patterns were all too evident. The TDS would be one of the mechanisms to address the under-representation of Black (Indian, Colored, and African) employees in the management cadre of local and provincial government. The Training and Development Scheme has since evolved from a small affirmative action pilot project into a comprehensive human resource development program with additional objectives and partnerships. It is envisaged that at the end of the 1997–98 program, approximately 145 participants would have graduated from the Scheme. The participants would have been provided with education and training that complies with the requirements of the National Qualifications Framework and is dynamically linked to the broader institutional transformational issues of local and provincial government management. Purpose The complexity caused by conflicting values of stakeholders is a critical issue influencing the performance and sustainability of stock public–private partnership (SPPP) projects, which is a special type of public–private partnership (PPP) project in China. The purpose of this paper is to focus on value conflicts between local government and private sector, which are two major stakeholders in SPPP projects, and investigate exchange rules to resolve value conflicts. Design/methodology/approach Using a mixed method approach, 55 semi-structured interviews were conducted for 15 stakeholders involved in a representative SPPP project. Social network analysis was then adopted to outline the value conflict network based on data drawn from focus group discussions. Finally, 24 value conflicts between local government and private sector were analyzed through another 13 semi-structured interviews in an abductive approach. Findings Results show that value conflicts between local government and private sector are dynamic and intertwined within and across three project phases, based on which six exchange rules, rationality, Altruism, power consistency, competition, group gain and reciprocity, are identified. Two sets of situational factors which potentially influence exchange rules adopted by the two parties are revealed, namely, urgency and professionality for local government and short-term interests and long-term interests for private sector. A summary of paired exchange rules is provided to predict if value conflicts between the two major stakeholders will be resolved or not. Research limitations/implications Theoretical implications are twofold. First, the results provide a contribution to PPP project management by investigating value conflicts between local government and private sector, which deepen the understanding on the unique characteristics of SPPP projects. Second, the findings contribute to a comprehensive understanding of social exchange theory by suggesting a summary of condition-based and pair-based exchange rules. Originality/value One strength of the study is in the concentrated analysis of a single case which allows for a deep understanding of value complexity between local government and private sector in SPPP projects from a dynamic and networked perspective. A guideline is provided for both parties when a value conflict is found hard to resolve. Besides, this study is also among the first that addresses value issues in SPPP projects.

This research addresses a need in the literature on flood risk management in Malaysia, particularly as it relates to development projects. Understanding and improving risk management strategies is crucial as Malaysian floods increase. A thematic literature review was used to search relevant 2018–2023 literature. It exhaustively searched scholarly databases, and government, and international organization reports. Multi-thematic analysis was used to understand the flood risk management narrative. The study shows that Malaysian flood risk management strategies need a more holistic and integrated approach. The development of an integrated framework is a significant step forward because it allows for the better coordination of developmental project initiatives with strategies meant to mitigate and manage flood risks. Effective collaboration between the federal government, Malaysian local authorities, urban planners, developers, and construction firms is crucial. Effective flood management requires accurate risk assessment by consultants, developers, and local authorities to integrate current and future development projects in flood-prone areas. Project development requires strategy, overview, and flood risk assessment in planning permission can produce creative and secure results.

Relevance of the study is due to the need to implement tools of strategic municipal management in local self-government authorities in order to successfully complete the reform of decentralization. Foreign experience testifies that one such tool is the Balanced Scorecard (BSC) of Kaplan and Norton, which was evolved from a performance management tool for business to a dominant system of strategic management in the public setor. This tool allows use of non-financial indicators, take into account social aspects and environment as well as manage risks under uncertainty. The article argues that the BSC implementation in local self-government authorities will ensure the solution of the following tasks: 1) aligning the strategic and tactical goals with measures for their implementation; 2) increasing the institutional capacity of authorities (through development and motivation of personnel, formation of innovative organizational culture, introduction of performance management system, improvement of internal processes, development of information systems); 3) increasing the transparency and stakeholders confidence, in particular foreign investors, to attract financing in the post-war period. It was found that the structure of the BSC model and the algorithm of its implementation depend on the field of activity, size, tasks and features of the organization. An algorithm for developing the BSC model of the city council executive committee (its structural unit for the pilot project implementation) is proposed and the main strategies for the four components of this model (stakeholders, finance, internal processes, training and development) are identified. Based on the experience of Canada, Denmark, the Czech Republic and other countries, the main advantages, conditions of success and challenges of implementing the BSC concept in local self-government authorities are identified, taking into account political, organizational, financial and other aspects. It is proposed to define the ways to solve considered challenges using the design thinking methodology.

Between Meiji 41 and Meiji 44 (1908–1911), the Japanese colonial government implemented a fishermen migration project in five prefectures and six ports in Taiwan. This was set up earlier than the Japanese migration project for farmers. The latter was not formally kicked off until Meiji 43 (1910). Comparing these two Japanese government-run migration projects also shows the following differences: First, the fishermen migration project started at the time when detailed surveys and assessments of Japanese colonial migration to Taiwan had not yet been completed. Second, the later farmer migration project, unlike the fishermen migration project, was under the leadership of the Taiwan Sōtokufu (Office of the Governor-General, Taiwan). The fishermen migration project was basically an agenda set up by local prefectures. Third, it aimed at improving Taiwan’s coastal fisheries through recruiting Japanese fishermen to migrate to Taiwan. The idea was that these Japanese fishermen would be exemplary fishermen who would generate incentives for Taiwanese to compete with them. Therefore, in contrast to agrarian migrants, fishermen migration was more of an economic colonial project than a political one. Given that the fishermen migration project in Taiwan was initiated by inexperienced local prefectures while the Taiwan Sōtokufu played only a passive role, its limited achievements are not a surprise. The only successful case was in Donggang (東港), where the geographical location and personal cooperation among local and Japanese fishermen helped it become an ideal place for Japanese fishermen migrants. The migration project failed in all the other five ports. In this paper, I will analyze how the fishermen migration project operated. I will show the different governmental strategies implemented between local prefectures and the colonial government at the time when the implementation of fishing reforms was still in the trial-and-error stage of colonial experiments. At the same time, I will argue that the project failed because of the existence of unfavorable structural factors that worked against the development of the migrant industry. The Taiwan Sōtokufu might have been aware of these unfavorable factors in Taiwan, which did not support the promotion of fishermen migration policies focused on coastal fisheries in Taiwan. Out of concern for colonial rationality, the colonial government had to call off the project. Nonetheless, the Taiwan Sōtokufu then expanded spending on fisheries and related industries, and became active in promoting the fishing industry. The industry thus developed during the Japanese colonial era. (This article is in English.)

<p>This paper is an exploratory study on renewable energy implementation in the rural areas of Indonesia. The study aim was to investigate the factors contributing to the sustainability of renewable energy projects in the rural areas. It mostly uses a qualitative approach. Primary data was mainly obtained from in-depth interviews conducted in site areas with the project owners, project managers, a key person in each local government, industry representatives, and the local community, including local leaders and users of renewable energy. Secondary data in the form of various official project reports was also used. The results indicated that the success of energy project implementation lay not only in good technology performance and long-term maintenance, but was also highly dependent on six key factors, namely: (1) project planning and development; (2) community participation; (3) active communication and beneficiaries; (4) availability of maintenance program, workshop and technician; (5) project management and institutionalization; (6) local government support and networks. The findings from this study provide useful insights to all stakeholders involved in the implementation of renewable energy technology for the rural areas in Indonesia.</p>

Co-production is a solution by which the government provides public services. Co-production theory is built upon Western experience and currently focuses on the types of co-production in different policy stages, the barriers and governance strategies for co-production. However, little attention is paid to how political background will influence the co-production process. To fill the gap, we analyzed a case of co-production that occurred in China, and we characterized the political background as consisting of three main political features: political mobility, central–local relations, and performance measurement. Based on an in-depth case study of a government project in a medium-sized Chinese city, the impact and the changes of political features affecting governmental projects in different co-production stages are analyzed and assessed. We find that political features play a critical role in the co-production of China’s large government projects and may separately and jointly affect co-production. Government performance measurement affects the co-design and co-implementation of projects. Political mobility and changes in local government and performance measurement also affect the co-implementation continuity of the project. Political focus affects the co-design of projects. Central-local relations influence the support from higher government and the actual practices of lower government in the co-implementation stage.

Abstract The politics and practices of decision-making in a large dam project on the Greek island of Crete is investigated through the case study of the Aposelemis Dam, a European Union (EU)-funded development project to supply drinking water to three urban centers and major tourist destinations. Our study employs a modified version of the World Commission on Dams (WCD) evaluation framework. We compare the processes used in Greece with the best practices suggested by the WCD framework. Our study reveals three areas of weakness in this project. First, the political decision to build the dam took place in the absence of reliable hydrological studies and in the face of strong opposition from the residents, local governments, and professional organizations. Second, during the stages of planning, design, implementation, and operation of the project, the Greek government failed to follow transparent procedures in its deliberations. Affected residents and local governments in all the stages of the project were disregarded and mitigation of negative effects was negligible. And, third, the comprehensive sustainable regional development goals of the EU funding were never materialized.

The development of the greenhouse gas (GHGs) voluntary emission reduction market has created a new way for all agricultural GHGs emission reduction projects. Figuring out how to drive farmers to participate in the market is the key to the development of the agricultural voluntary emission reduction project mechanism. Current research on farmers’ participation in voluntary emission reduction projects has mostly been conducted from the perspective of the economic, social, and ecological benefits of the project and lacks research on analyzing farmers’ willingness to participate in combination with specific GHGs operational mechanisms. To find out how the operational mechanism of the field water management voluntary emission reduction (FWMVER) projects influences farmers’ willingness to participate in the project, this study constructed the attitude–context–behavior theoretical framework to consider the FWMVER operational mechanism. Based on the survey data of 789 rice farmers in GuangXi, China, the structural equation model (SEM) was adopted to analyze the impact of social networks, social trust, social norms, profit expectations, cost expectations, and satisfaction with the government in relation to the farmers’ willingness to participate in FWMVER projects. Results showed that social networks, social trust, social norms, profit expectations, cost expectations, and satisfaction with the government had significant impacts on the willingness of farmers to participate in FWMVER projects. Satisfaction with the government can effectively regulate the profit expectations and cost expectations for farmers to participate in the FWMVER projects. Policy implications were proposed based on analytical results to advise local governments to develop agricultural carbon finance, to improve public services in agricultural production, and to encourage establishing non-governmental organizations in rural areas involved in voluntary agricultural GHGs emission reduction projects.

Sustainable regional development projects are a challenge for all countries, regardless of their geographic location, cultural differences, or level of economic development. Kazakhstan is also facing this challenge and tries to counteract this process by actively implementing regional development projects and programs. However, project effectiveness and project value remain bottlenecks as these projects are aimed to improve lives and work in rural areas and eliminate inequality; therefore, managing such projects is a complex issue. This study seeks to obtain data that will help to address these research gaps and to identify value aspects of such projects from the end-users’ perspectives – local communities. This can help to understand how to select projects with high value and enhance their effectiveness.For this purpose, in 2020, a questionnaire survey and semi-structured interviews of end-users of regional development projects implemented in local communities were conducted. 301 respondents from main mining towns included in the regional development program of the Republic of Kazakhstan have been surveyed and 18 deep interviews have been conducted. The results show that Kazakhstani regional development projects appear to have a low level of value from the perspective of main stakeholders and beneficiaries – local communities. Project value evaluation has also revealed that a concept of value is different for local government authorities, project teams, and local communities. The study expands knowledge on the management of regional development projects, revealing the importance of understanding the value for such projects to achieve success and enhance their effectiveness.

Increasing roles of non-government organizations in the solution of social problems and development have got importance worldwide. Thousands of NGOs provide different kind of needed services to people in Pakistan. NGOs working for the solution of social problems face various types of challenges which include specific management problems to run organizations’ matters. This research was conducted to explore management related problems of NGOs in District Bahawalpur. Majority of respondent NGOs among selected sample of 116 reported that lack of financial resources not only creates but also increases management problems of local level NGOs. The research also found other internal and external management issues including lack of staff, untrained staff, no assistance and guidance of NGOs from concerned government departments, untrained executive body members, no interest of executive body members in development projects or their extra interference in NGOs matters, no ability of project designing and embezzlement in NGOs’ finances. This research recommends NGOs to hire trained and hardworking staff, design better projects, manage funds in a better way and make financial matters transparent. Also, government should guide, train and fund local level NGOs considering their importance.

In China, the government is not only responsible for the supply of local public facilities and services, but also the maker of public-private-partnership (PPP) policies and systems, and has a greater voice in PPP projects. The attitude and behavior of the government are essential to the sustainable development of PPP projects. This research focuses on the deep-seated connotation of the external attitude and behavior of the government, that is, the impact mechanism and path of the government’s relation orientation on project sustainability. First, enrich the connotation of the government’s relation orientation, project sustainability, and project governance, and improve the measurement scale. Then, construct a structural equation model, collect data through questionnaires, and explore the path of the government’s relation orientation on project sustainability. The research results show that: (1) different relation orientations have different effects on project governance and project sustainability, among which instrumental relation orientation and rent-seeking relation orientation will directly affect project sustainability; (2) relationship governance and contract governance play different mediating roles. The research results provide new ideas and perspectives for improving project governance mechanisms and project sustainability in the practice of PPP projects in China.
