This is a study of the discourse contest concerning the officialisation of English in the United States. It consists of an analysis of the language of that discourse shaped by a belief that discourse is a rather neglected but potentially illuminating area of examination of language and literacy policy. The study seeks to understand the processes and content of language policy as it is being made, or performed, and is influenced by a critique of the theory and practice of language policy which tends to adopt technicist paradigms of examination that insufficiently elucidate the politics of the field. ¶ Accordingly a systematic gathering of the texts of language disputation in the US was collected. These texts were organised in response to the methods of elicitation. Semi-elicited texts, elicited texts and unelicited texts were gathered and tested to be sure that they constituted a fair representation of the concourse (what had been said and was being said about the issue) over a 15 year period. Those statements, or texts, that had particular currency during the 104th Congress were selected for further use. An empirical examination of the subjective dispositions of those activists involved in the making of official English, or of resisting the making of official English, was conducted. ¶ This examination utilised the Q methodology (inverted factor analysis) invented by William Stephensen. The data from this study provided a rich field of knowledge about the discursive parameters of the making of policy in synchronic and diachronic form. Direct interviews were also conducted with participants, and discourse analysis of ‘naturally occurring’ (unelicited texts) speeches and radio debates and other material of persuasion and disagreement was conducted. ¶ These data frame and produce a representation of the orders of discourse and their dynamic and shaping power. Against an analysis of language policy making and a document analysis of the politics of language in the United States the discourses are utilised to contribute to a richer understanding of the field and the broad conclusion that as far as language policy is concerned it is hardly possible to make a distinction with political action. ¶ The theoretical implications for a reinvigorated language policy theory constitute the latter part of the thesis. In the multi-epistemological context that postmodernity demands, with its skepticism about the possibility of ‘disinterest’, the thesis offers its own kinds of data triangulation, and the making central of subjective dispositions and political purposes and engagements of the principal anatagonists.

United States foreign policy must balance national interests with international obligations, including a commitment to human rights. Genocide represents an enormous violation of human rights but also a significant challenge to the formulation of United States foreign policies. The word genocide was created to encompass the multi-layered characteristics of the systematic and intentional nature of mass human destruction. Though the US has vowed to prevent and stop genocide from occurring, its actions do not indicate so. In Turkey the US failed to defend Armenians, using political principles to justify the decision. Association between the Holocaust and genocide has limited US recognition and action in other situations. Various methods were employed in response to genocide in Rwanda in order to avoid an obligation to action. Emphasizing the people and the society which they compose, the United States must not focus on a strict definition of genocide but must broaden its comprehension beyond technicalities in order to responsibly recognize and respond to genocide, and in doing so capture the intended comprehension of the word

This thesis is a critical discursive investigation of the English Only movement in the 'United States of America. 'English Only' is a political movement whose aims are the following: to amend the U.S. constitution so that English becomes the official, national language; to restrict or eliminate Bilingual Education; and to restrict or eliminate the ability of the U.S. government to provide services in languages other than English. This research project can be described as a critical language policy (CLP) study whose overall framework is critical discourse analysis (CDA). More specifically, it follows the discourse historical approach (DHA) to CDA (Wodak et al. 1999, Wodak 2001,2006, Reisigl and Wodak 200112009), an interdisciplinary, multi- methodological approach that is useful in analyzing the positive construction of the 'self and the negative construction of the 'other' as they are manifested in discourse. Thus, this research examines the discursive construction of the English Only movement through the analysis of 'official' public texts produced by proponents and opponents of English Only, and of the attitudes of ordinary people toward the range of issues encompassed by English Only. It examines selected texts in detail and emphasizes various levels of context, with a particular emphasis on the socio-political and historical dimensions of texts produced. The overall aims of this thesis are: to contribute to the existing body of knowledge about the contemporary English Only movement, to explore the ideological dimension of the English Only movement and to expose its discriminatory, anti-immigrant and especially anti-Latino nature, and to expand the range of possible applications of CDA.

The narrative of the United States is of a "nation of immigrants" in which the language shift patterns of earlier ethnolinguistic groups have tended towards linguistic assimilation through English. In recent years, however, changes in the demographic landscape and language maintenance by non-English speaking immigrants, particularly Hispanics, have been perceived as threats and have led to calls for an official English language policy.This thesis aims to contribute to the study of language policy making from a societal security perspective as expressed in attitudes regarding language and identity originating in the daily interaction between language groups. The focus is on the role of language and American identity in relation to immigration. The study takes an interdisciplinary approach combining language policy studies, security theory, and critical discourse analysis. The material consists of articles collected from four newspapers, namely USA Today, The New York Times, Los Angeles Times, and San Francisco Chronicle between April 2006 and December 2007.Two discourse types are evident from the analysis namely Loyalty and Efficiency. The former is mainly marked by concerns of national identity and contains speech acts of security related to language shift, choice and English for unity. Immigrants are represented as dehumanised, and harmful. Immigration is given as sovereignty-related, racial, and as war. The discourse type of Efficiency is mainly instrumental and contains speech acts of security related to cost, provision of services, health and safety, and social mobility. Immigrants are further represented as a labour resource. These discourse types reflect how the construction of the linguistic 'we' is expected to be maintained. Loyalty is triggered by arguments that the collective identity is threatened and is itself used in reproducing the collective 'we' through hegemonic expressions of monolingualism in the public space and semi-public space. The denigration of immigrants is used as a tool for enhancing societal security through solidarity and as a possible justification for the denial of minority rights. Also, although language acquisition patterns still follow the historical trend of language shift, factors indicating cultural separateness such as the appearance of speech communities or the use of minority languages in the public space and semi-public space have led to manifestations of intolerance. Examples of discrimination and prejudice towards minority groups indicate that the perception of worth of a shared language differs from the actual worth of dominant language acquisition for integration purposes. The study further indicates that the efficient working of the free market by using minority languages to sell services or buy labour is perceived as conflicting with nation-building notions since it may create separately functioning sub-communities with a new cultural capital recognised as legitimate competence. The discourse types mainly represent securitising moves constructing existential threats. The perception of threat and ideas of national belonging are primarily based on a zero-sum notion favouring monolingualism. Further, the identity of the immigrant individual is seen as dynamic and adaptable to assimilationist measures whereas the identity of the state and its members are perceived as static. Also, the study shows that debates concerning language status are linked to extra-linguistic matters. To conclude, policy makers in the US need to consider the relationship between four factors, namely societal security based on collective identity, individual/human security, human rights, and a changing linguistic demography, for proposed language intervention measures to be successful.

North Korea has against the numerous warnings of the international community, protocols and sanctions tested nuclear and missile devices. The purpose of this study is to explain how the political ideology of Juche informs North Korea’s nuclear weapons programme. Using a qualitative analysis, this study analyzed the origin of Juche and its impact on North Korea’s foreign and nuclear policies through the years. The social values underlying Juche were found to be the foundation of North Korea’s nuclear and missile ambitions. Juche itself has evolved as a framework that informs North Korea’s international relations and the study traces this evolution through the different Kim presidencies.

This thesis contributes to the historiography on President Ronald Reagan, political rhetoric, U.S.-Soviet Relations, 1980s politics, and religion in foreign policy. It examines the consistency and purpose of Reagan’s religious and moral rhetoric in an attempt to gain an understanding of Reagan’s rhetoric as it pertained to his Soviet policies. It draws largely from speeches, articles, summit meetings, interviews, personal correspondences, radio broadcasts, press conferences, political insider’s memoirs, and Reagan administration documents that laid out foreign policy strategies for dealing with the Soviet Union.

I argue that throughout his two terms as president, while there was variance over time in some aspects of his rhetoric (i.e., his characterization of the Kremlin), Ronald Reagan’s rhetoric consistently pointed to religion and morality as central aspects of the Cold War and central causes of East-West tensions. He also consistently pointed to the Soviet system as the greatest moral evil facing the world, and his Soviet policies and interactions with Soviet leaders reflected his perception that religion and morality were at the heart of the Cold War and East-West relations. This thesis intends to provide a better understanding of the worldview Reagan presented in his public rhetoric and of the ways his foreign policy actions were, overall, consistent with that worldview. This study defines Reagan’s public rhetoric as a tool of persuasion that sought to reshape public and private perceptions of the East-West relationship, the Cold War, and America’s role in it.

This study analyzes newspaper coverage of immigration reform in mainstream newspapers prior to, and following the debate in June 2007. The newspaper text is analyzed using metaphor interpretation supported by content analysis. The quantitative result categorizes the identified metaphors in three distinct metaphor categories about: immigrants and immigration, immigration policy and enforcement, and metaphors about the debate and immigration issue itself. The relative distribution of metaphors among categories is provided. Using an open coding process, emergent metaphor categories are identified. The qualitative findings describe metaphors and schemas that were potentially activated by particular metaphorical phrases in this context. Lastly, this research compares the similarities and differences of the immigration debate of the early 20th century with the contemporary U.S. and European debate.

Throughout history states have pursued both cooperative and power-oriented strategies. Moralists and realists have long questioned the appropriateness of using force to gain state objectives. Recent analysts have stressed that states have a moral duty to manage international uncertainty in the best interests of their citizens. While this might involve utilizing both power-seeking and order-seeking strategies, it has been suggested that pursuing order-seeking strategies could help alleviate international uncertainty. An historical survey, as well as recent case studies in Grenada and Nicaragua, indicate that the United States often has relied upon military strategies in the Caribbean Basin. The United States has employed a variety of techniques including "shows-of-force," threats, coercive diplomacy, intervention, and covert activities. These policies appear to have been based upon the assumption that military policies can be carefully calculated to alter the behavior of another state. Due to classified information, sensitive information is often restricted regarding this topic. However, available information indicates that American foreign policy regarding the use of force in the Caribbean Basin has not been useful. While such policies may appear to have been successful in the short run, the same policies often have brought negative repercussions in the long run. Not only has the United States been regarded unfavorably, but it has been portrayed as a nation which only observes international law when it is convenient to do so. Further, international uncertainty has often been exacerbated by U.S. actions. Also, it is not clear that such military strategies always have been carefully designed~ and even if they were, such policies would not be completely predictable. The United States needs to design new foreign policy strategies, relying less upon military force.

The purpose of this study was to explore systematically the interaction among nation states by focusing on a single case of American policy toward the Arab-Israeli conflict, specifically the symbolic rhetoric in presidential speeches. This study seeks to increase our knowledge about international crises, and any possible patterns and fluctuations in presidential symbolic rhetoric toward the Arab-Israeli conflict during the 1948-1992 period. The central objective is to explore whether changes in symbolic rhetoric may be related to the escalation of the conflict, as well as investigating numerous parameters of the rhetoric itself. The measure of presidential symbolic rhetoric was tested in seven Middle East countries: Egypt, Iraq, Israel, Jordan, Lebanon, Saudi Arabia and Syria. Theoretically the study adopts Edelman's classification method in distinguishing between referential and condensational symbols. Attention in this study is paid to condensational symbols or symbolic commitment (i.e pride, anxieties, patriotism), and whether the use of those symbols in the Middle East might have been related to three other primary variables: actual conflict in the Middle East, United States military and economic aid to the region, and U.S. political initiatives in the region. In addition, we focused on five distinct conflict periods to see whether changes in symbolic rhetoric patterned itself differently before, during, and after the five crises. The principle conclusion of this research is that the Arab-Israeli conflict was an important issue symbolically to U.S. policy makers, and the presidents of United States lean toward positive symbols. These symbolic commitments tend to increase during the escalation process, and the amount of attention and symbols decreased when war de-escalated. From these results it is possible to assert that presidential perceptions reacted to events as they developed in the region. Convergence between rhetoric and conflict in this specific study suggests that symbols are important political and social indicators in the way policy makers perceive certain issue-areas, and this rhetoric relates to important political events in the Middle East.

This thesis discusses the current Japanese language (nihongo) education for immigrant students at public schools in Japan and provides recommendations through the study of language policy and the comparison of bilingual education in the United States. The current situation of a decreasing birth rate and increasing aging population in Japan has led to the acceptance of more foreign workers. Due to this change, language education in Japan has increasing development. The focus of chapter 1 is on the theories of language policy. This paper particularly focuses on the ideas of Wright (2004), Neustupný (2006), Spolsky (2004), and Cooper (1989), and discusses similarities and differences between them. By applying these theories to language policy in Japan, chapter 1 shows how language policy changed throughout Japanese history. Chapter 2 discusses the current environment surrounding immigrant students. It includes a description not only of the expanding population of foreign students, but also the history of Japanese language education and the laws related to it. This chapter also presents the present movement of language policy in Japan and how the movement affects Japanese language education for language minority students. Chapter 3 compares bilingual education in the United States to bilingual education in Japan, and makes three suggestions to improve Japanese language education at public schools in Japan, particularly addressing the classification of language levels for immigrant students, teaching styles, and the limitation of qualified bilingual teachers.

Resumo: O Haiti e a Luisiana são ligados por vários paralelos sociohistóricos. Ambos sofreram colonização francesa e espanhola, sendo mais marcados pela primeira. Nos dois lugares foi implantada a economia plantation na qual a mão-de-obra era de escravos do oeste da África. A organização social e demográfica resultante - isto é, uma população majoritariamente escrava e linguisticamente diversa que tinha contato limitado com os senhores franceses - levou à formação de dois crioulos franceses distintos e estruturalmente parecidos. Contudo, apesar dessas semelhanças do período colonial, atualmente, o crioulo haitiano é o crioulo mais falado do mundo e o crioulo da Luisiana está moribundo. Neste trabalho, examinam-se quais foram os motivos sociohistóricos do período pós-colonial que resultaram nessas duas realidades contrastantes, tratando da política linguística, especificamente a legislação linguística, a padronização e a educação, e de questões acerca de atitudes linguísticas, além de considerações mais práticas - geográficas e socioeconômicas - envolvidas na formação da vitalidade de uma língua
Abstract: Haiti and Louisiana are connected via a number of sociohistorical parallels. Both were colonized by the French and the Spanish, but were much more culturally and linguistically influenced by the French presence. In both places, the plantation economy system took hold with a labor force comprised of West African slaves. The resulting social organization and demography - i.e. a linguistically diverse slave majority with limited contact with their French masters - lead to the formation of two distinct but structurally similar French creoles. However, despite these similarities between Haiti and Louisiana during the colonial period, Haitian Creole is currently the most spoken creole language in the world while Louisiana Creole is moribund. In this thesis, the sociohistorical factors of the post-colonial period that resulted in these two contrasting linguistic realities are examined, with an analysis of the language policy - specifically language legislation, standardization, and education - and its impact, as well as that of language attitudes and of more practical issues such as geography and economics, in shaping the vitality of these two languages

Since the 1951 United Nations Convention, nations have dealt with refugee issues in various ways. In the United States, since the Vietnam War, there has been great debate and a significant amount of research on issues of refugee resettlement, with these discourses inherently involving issues of power and ideology. English language training and the promotion of economic self-sufficiency have been interventions used to integrate and assimilate refugees into American culture and society. These two interventions were the subject of the current investigation. The purpose of this study was to look into the way federal refugee resettlement policy mandated by the Office of Refugee Resettlement (ORR) construes the notion of self-sufficiency in policy documents; and whether or not that constructed version of self-sufficiency is reflected or reinforced in the local attendant English language training, provided by the Immigrant and Refugee Community Organization's (IRCO) Pre-Employment Training's English language training courses. Through a combination of Critical Discourse Analysis and analytic techniques influenced by Corpus Linguistics, this study was able to investigate the construal of self-sufficiency in ORR refugee resettlement policy and its reflection in IRCO PET ELT. The ORR policy Title 45: Public Welfare, Part 400: Refugee Settlement Program and the lesson plans and materials of IRCO's PET's SPL levels 2 and 3 were analyzed with a textual analysis, process analysis, and social analysis. The ORR policy also underwent a collocation comparison analysis that employed the Corpus of Contemporary American English (COCA). The results of this qualitative study indicate that the federal resettlement policy exploits a common connotation of self-sufficiency to mask its underlying subjugating policies that position resettled refugees into early employment positions with little opportunities for higher education or occupational advancement. The ELT provided by IRCO's PET program reflects and reinforces the ORR's construed notion of self-sufficiency as well as its underlying hegemonic agenda. These findings this relate to broader discourses of immigration, neoliberalism, and education in the United States. Conclusions drawn from this investigation have pedagogical implications and applications that are discussed.

Initially proposed in 2001, the Development, Relief, and Education for Alien Minors Act (DREAM Act) continues to be relevant after nearly 20 years of debate. The year 2010 was significant because there seemed to be some possibility of passage. This study investigated the ways in which the DREAM Act discourse was framed that year by supporters and opponents. Selected Congressional speeches of three supporters and three opponents were analyzed using the approach to frame analysis developed by Schön and Rein. Accordingly, attention went to each individual's metacultural frame (i.e., culturally shared beliefs), policy frame (i.e., identification of problem and presentation of possible solution), and rhetorical frame (i.e., means of persuading the audience). Attention also went to the shared framing among supporters and the shared framing among opponents as well as differences in framing across the two groups. Although speakers varied in framing the issue, there were commonalities within groups and contrasts between groups. For supporters, the metacultural frame emphasized equity/equal opportunity, fairness, and rule of law; for opponents, the metacultural frame stressed rule of law, patriotism, and national security. For supporters, the policy frame underscored unfairness as the problem and the DREAM Act as the solution; for opponents, the policy frame emphasized the DREAM Act as the problem and defeating the DREAM Act as the solution. Rhetorical frames also differed, with the supporters making much use of testimonial examples and the opponents making much use of hyperbole. The study illustrates (1) how the same named values and beliefs can have dramatically different interpretations in metacultural framing, as were the case for rule of law and American dream in this discourse; (2) how the crux of an issue and its intractability can be seen by looking at how the problem is posed and how the solution is argued, and (3) how speakers strengthen their claims with particular kinds of rhetorical devices. Through descriptions of political positioning on the DREAM Act, the study contributes to understandings of ongoing issues regarding the lives of undocumented young people who have received and are receiving education in the U.S.

Efforts are currently underway in the US federal context to improve and strengthen evaluation practice and increase the use of evaluation results to inform policies and programs. However, these efforts remain unrealized, due partly to the lack of a comprehensive theoretical framework that views evaluation and related organizational processes and institutions as part of a larger system. Early intuitive theoretical taxonomies of evaluation policy suffer from the lack of connection to specific examples and instances, and are missing clear classification criteria that would allow practical application. To generate a grounded taxonomy of evaluation policy, this study surveyed members of the American Evaluation Association in 2009, asking them to generate examples of evaluation policy, and then to sort and rate these suggested policies. Results are analyzed using the concept mapping method of Trochim (1989), which first translates aggregate sorting decisions into conceptual “distances” on a two-dimensional dot map, then uses hierarchical cluster analysis to generate groupings of ideas. These groupings become the foundation for categories in a theoretical taxonomy. Findings reveal several different dimensions by which participants grouped evaluation policies, including the dimensions of “value” and “policy mechanism.” A values-by-mechanisms taxonomy and instructions for its use in an evaluation policy inventory process are proposed.

From 1978 on there have been a series of legislative acts that have placed substantial protectionist burdens on the American taxpayer to provide incentives, credits and mandates for the production and use of ethanol under the rationale of reducing U.S. dependence on foreign sources of oil while purporting to economically benefit the American economy and strengthening American security. While there has been much discussion about the economic benefits of ethanol policy, there is growing literature suggesting that in addition to being neither economically nor environmentally beneficial, ethanol policy may not be achieving its intended goals. Connection between political contributions, policy formation, and the actual outcomes of the enacted policies does not appear to have been addressed. Throughout the course of ethanol policy development the narrow interests of some stakeholders may have been met at the expense of others. Given the very large economic and social costs of ongoing ethanol subsidies and mandates an exploration of such a nexus would be illuminating and valuable. Hence the question of this research will be: Has the ethanol energy policy of the United States, as outlined in legislative actions, requiring subsidies and mandates from taxpayers, been reflective of a deliberative democratic process that after taking into account the input and influence of various competing viewpoints has resulted in a beneficial national policy? Consequently have the policy outcomes of the legislative stakeholders matched the stated intentions of those involved in the deliberative debate that enacted it or, where have those objectives not been met? Research that can increase understanding of how such an important policy may have failed can inform policy deliberation in such diverse areas as agriculture, national security and energy policy while illuminating how and why such public policy was made. Examination of a policy created and continuing which may have failed the most basic cost benefit analysis and does very little to enhance national energy security could demonstrate how a distortion of the legislative process resulted in outcomes that differ markedly from the stated intentions of those who enacted the policy.

A return to the principles of globalism, strong anticommunism, and containment does not appear to be in the best interests of the United States at the present time. The priorities of this administration, a resolve to reassert American global leadership, protect interests worldwide, and contain the Soviet Union are predicated on principles of hegemony and preponderance that were short-lived and are now long gone. The United States is no longer the only viable political and economic leader as once was the case. Through the post-war reconstruction and revitalization engineered by the United States, Japan, West Germany, South Korea as well as many other nations have become economic rivals if not superiors (as is the case with Japan in many sectors). Yet, the defense policies of the Reagan administration take into account neither the diminished ability of the United States to enforce order in the world system, as evinced in an independent European Community and the existence of OPEC, nor the reluctance of the members of the system itself to continue as pawns in a"'grand strategy"' of a U.S.-dominated world order. The present decentralized structure of power and the beneficial relationships this structure now holds for previously subserviant nations who now need not rely on the United States as"'world benefactor"' are factors that mitigate the impact of U.S. leadership.

In 1962 Congress enacted legislation which made social services an important instrument of public welfare reform. The law represented the culmination of a half-century effort on the part of public welfare officials to secure recognition for public social services as a distinctive yet integral feature of progressive social welfare policy in the United States. This dissertation traces the evolution of this effort from its origins in the Progressive period to the passage of the Public Welfare Amendments of 1962.The Progressive ideal of social welfare focused on building an institution of public welfare which would satisfy the economic, social, and psychological needs of all citizens. Public welfare officials viewed social services as playing a key role in the realization of this goal. The paper examines how social services became a means of protecting and expanding the functions of public welfare.The history of public social services has been marked by controversy. Throughout most of the twentieth century, the institution of public welfare has been subjected to periodic assaults by the taxpaying public. The stigma associated with welfare has caused many professional social workers to oppose the idea of incorporating social services into public welfare. The response of public welfare officials to these sources of conflict is a major topic which the paper explores.The context for and the ramifications of the dispute between professional social workers and public welfare officials over the propriety of public social services are discussed in the first three chapters of the paper. The last three chapters recount the political strategies used by public welfare officials to gain acceptance of their plan for integrating social services with public welfare policy.
