Human use of land has altered the structure and functioning of ecosystem. The most spatially and economically important human uses of land globally include cultivation in various forms; livestock grazing, settlement and construction, reserves and protected lands and timber extraction. The patterns of land use give us insight into the factors that have caused the land cover to change. A better understanding of the determining factors of land use changes is of crucial importance to the study of global environmental change. This paper theoretically strive to evaluate the contributions of government policies and programmes in transforming the various land uses in the urban centers of Ogun state with a view to provide better understanding among the stakeholders in real estate investment. The paper recommended that although landuse changes is an inevitable consequences in the developing nations, there is the need to consider the positive and negative aspect of the policies in order not to jeopardize the available environmental resources for sustainable development. The paper concluded by emphasized the need for government to carry the citizen along in the various policies and programs for even development.

ABSTRACT: This article, which is part of the North–South Legal Mapping Project, considers land law and land use in each jurisdiction on the island of Ireland. The first part provides a sketch of the basic structures of land law, identifying a remarkable level of convergence (or, more accurately, absence of divergence), which is only partially qualified by recent comprehensive land law reform in Ireland, notwithstanding the absence of comparable reforms in Northern Ireland. The second part considers land use, where there is greater (and increasing) potential for divergence, particularly in environmental governance. The article sketches and explains core influencing factors that have shaped the evolution of environmental governance on the island to date, before considering how Brexit and subsequent developments impact regulatory alignment across the island. It focuses on the issue of water protection and river basin management, in light of the three transboundary river basins on the island.

The goal is to study the importance of rational use of land area for cultivation of crops. At the same time, a decisive role is assigned to increasing their productivity in order to ensure food security of the republic. Methods – economic-statistical, factor analysis and marketing research. Results – the need to improve the mechanism for the return and redistribution of empty unused in agriculture has been identified. It was determined that their status should be increased in order to be involved in agricultural turnover. The forecast for the sown area and the efficiency of cultivating crops has been calculated. The authors note that the return of unused lands to agricultural use will increase their productivity by up to 32%, and will also meet the need for agricultural products. Conclusions - it is necessary to accelerate the process of transferring this category of land to the state for their full exploitation for agricultural purposes, since the area of arable land for agricultural purposes is decreasing, which negatively affects the productivity of some agricultural plants. Rational land use in agriculture and solving the country's food problem contribute to increasing soil fertility, combating erosion, which poses a significant threat to the sustainability of agroecosystems, and reducing their degradation. In countries with developed economies, a systematic land accounting method is used. Its distinctive characteristic is the ability to carry out registration and accounting activities with land plots within the region and low unit costs. In Kazakhstan, it is advisable to use this approach in relation to agricultural lands, a significant share of which constitutes the country’s land fund. The proposed methods will reduce the number of abandoned land masses, increase investment attractiveness, and also support peasant (private) farms.

Migration from rural area to urban area increases urban population. It increases and needs for settlements, leading to conversion of agricultural lands into settlement areas. Inconsistent land use compared with spatial planning causes change in land use. Spatial land use expansion can be monitored and predicted by modeling. NetLogo application is a software integrated with Agent-Based Modeling (ABM), which can be used to predict change of land use with various complex parameters. The present study used population growth as a parameter to predict change of land use of Makassar in 2050 based on 2017 land use classification map as the start of the prediction. The analysis result showed that the biggest change of land use happens to Settlement class which is 594.74 hectares and the smallest is Water Body class which is 8.76 hectares.

It has been shown that simulation models are reliable tools for predicting land changes, which contributes to better understanding and management of human impact on the environment. Land use and land cover changes in the Lower Neretva Region between 1990 and 2035 have been analysed and modelled in this study. The final simulation model of future changes was created based on cellular automata and artificial neural networks, implemented in the MOLUSCE plugin for QGIS. In addition, a test simulation model for 2020 was created, which showed high accuracy. Input variables for the final simulation model included a digital elevation model (DEM), slope, distance from water bodies, distance from built-up areas, and population density by settlement in 2011 and 2021. According to the results, forests and grasslands will expand and occupy almost 45% of the area. A slight increase in built-up and agricultural areas is expected, while swamps, water bodies, and sparse vegetation areas will decrease.

Land resources are the main means of agricultural production and the spatial basis for all types of objects. The Russian Federation has huge reserves of natural resources, including agricultural land, which in some regions are used irrationally. Not only the well-being of Russians, but also the food security depends on the careful attitude to the lands of this category. Statistical data on the availability of lands of the first category are given and the issues of increasing the level of use of these lands are considered. The role of the Unified State Register of Real Estate, ensuring the safety of agricultural land, is shown. The main reasons are reflected, as a result of which the lands intended for growing crops are unclaimed. Possible ways to reduce unused lands of this category are proposed. Recommendations for reducing the area of unused land by selling them at auctions are given.

The article presents the scientific and methodological basis of land use in the Republic of Uzbekistan. In particular, the differences and similarities between the definitions of "land use" by several scholars have been studied. The purpose and specific tasks of the land fund categories are described. The land-use system was critically analyzed and the inefficiency of land use categories of the Tashkent region, which is the object of research, was identified. Its causes have been investigated. In order to prevent these processes, the methodology of analysis and forecasting of these processes on the basis of cartographic and mathematical-cartographic methods was also analyzed. Suggestions are made for the development of land use forecasts based on some elements of the formation of land use schemes. In order to increase the efficiency of land use, it is necessary to clearly define the process of land use. A land-use scheme has been proposed to prevent identified deficiencies.

The Kakodonga river basin covers an area of about 1,113 km2. The average maximum temperature is 28.50C and the minimum temperature is 18.40C. The average rainfall of the basin is 1766 mm. The present paper is an attempt to analyze spatially land-use concentration and land-use efficiency of the Kakodonga river basin. For the preparation of thematic maps, Survey of India topographic sheets and IRS P6 LISS-III imagery (2011) data are used. The land-use categories data has been collected for three years (2012-2014) at the revenue circle level from the Economic and Statistical Department of Assam. To work out land-use concentration Bhatia’s (1965) method was adopted. The major land-use categories are forest cover, area put under non-agricultural use, barren lands, permanent pastures, and other grazing lands, miscellaneous trees and groves, culturable wasteland, current fallow land, other fallow lands, and the net area sown. The land-use efficiency has been worked out taking five positive variables are net sown area, total irrigated area, area irrigated more than once, the intensity of irrigation, and intensity of crops.

The purpose of the article is to consider the institutional foundations of the rational use of agricultural land in a multicultural economy. The formation of land use is faced with the acute problem of organizing a sustainable competitive land use, ensuring a high level of marketability of production and a sufficient level of profitability in conditions of the developing land market. This article discusses the rational use of agricultural land in a multicultural economy, taking into account structural and resource indicators. The efficiency of land use in farms with different land ownership depends on increasing labor productivity, strengthening the economic regime, increasing the intensification of production, using internal reserves and agricultural production opportunities, and, especially, rational use of land. The greatest efficiency of production and use of land has been achieved in large agricultural formations, where high-performance equipment is used, crop rotations are observed, and there is greater availability of credit resources, subsidies, and leasing. The monitoring data of the Committee of the Republic of Kazakhstan on Statistics for 1.01.2020 indicate that 93.7% of peasant and farm farms have a land area of up to 500 hectares. To the greatest extent, small-earth peasant farms have become widespread in the southern region, where the share in the total number of up to 50 hectares is 90.1%, while in the northern region only 8.1%, central - 3.9%, and western - 11.3%. In this regard, the tasks of preserving productive agricultural lands, and optimizing arable land and acreage in terms of quantitative and qualitative characteristics of land become a priority. The solution to these tasks is connected with the improvement of technologies for maintaining and increasing the bio-productivity of agricultural lands, the development of technologies for rational land management, land use, and land protection, the creation of effective organizational and legal mechanisms for managing agricultural lands, as well as the development of state monitoring of agricultural lands. Optimization of land use in farms and agricultural enterprises of based on the proposed methodology, taking into account state support measures, will create a basis for a new stage in the development of land reform and will create incentives for the effective use of agricultural land.

In agricultural landscape management, the conventional top-down approaches that primarily focus on market-led responses struggle to preserve the landscape elements essential for environmental sustainability. To address this deficiency, land use and land cover change (LUCC) scenarios promote an integrated understanding of landscape dynamics and highlight the inconsistency between the compartmentalisation of the public sector (“siloisation”) and the necessity for management that reflects the interdependencies of socio-ecological systems. This study investigates the extent to which the creation and dissemination of LUCC scenarios lead to modifications in the values, attitudes, and behaviours of local actors engaged in land management, giving particular emphasis to the role of these scenarios in encouraging integrated management. To accomplish this objective, we interviewed local actors who actively participated in the co-construction of the scenario narratives or learned about the scenarios during dissemination workshops. We then analysed the data via a thematic and lexicometric analysis. The findings highlighted the dual function of these scenarios as a catalyst for pre-existing political will to promote integrated management and as a tool for raising awareness about major environmental challenges. At the group level, the outcomes encompassed aspects such as basing political decisions on the results of scenarios and fostering collaboration between institutions. These outcomes were observed among the actors involved in co-constructing scenarios or those with pre-existing motivations to pursue integrated management initiatives. Additional personal outcomes included an increased awareness of environmental challenges and the consolidation of non-formalised knowledge. We argue that combining co-construction and dissemination enhances the outcomes of scenarios considerably.

Abstract. We examine historical and future land-use emissions using a simple mechanistic carbon-cycle model with regional and ecosystem specific parameterizations. We use the latest gridded data for historical and future land-use changes, which includes estimates for the impact of forest harvesting and secondary forest regrowth. Our central estimate of net terrestrial land-use change emissions, exclusive of climate–carbon feedbacks, is 250 GtC over the last 300 yr. This estimate is most sensitive to assumptions for preindustrial forest and soil carbon densities. We also find that land-use change emissions estimates are sensitive to the treatment of crop and pasture lands. These sensitivities also translate into differences in future terrestrial uptake in the RCP (representative concentration pathway) 4.5 land-use scenario. The estimate of future uptake obtained here is smaller than the native values from the GCAM (Global Change Assessment Model) integrated assessment model result due to lower net reforestation in the RCP4.5 gridded land-use data product.

The crisis situation in the use of land resources in both agrarian and non-agrarian spheres of land use in Ukraine is stated. One of the main reasons for this situation is identified the lack of a perfect system of legal documents that would really regulate scientifically sound environmentally and economically acceptable land use. The concept of land use and protection in the conditions of development of the digital economy and society in Ukraine which can be used for development of the corresponding state target program is substantiated. The concept defines the guiding direction in the organization and implementation of processes of sustainable land use, protection of lands from depletion, degradation and pollution in market conditions with high priority of monitoring of land and land relations by automated information-analytical systems and remote sensing of the Earth. The principles and approaches to the development of the state target program of land use and protection are proposed. Options for solving the problem of ensuring the rational use and protection of land are outlined and analysed. The directions, ways, stages of realisation, innovative component and expected results and efficiency of execution of the state target program of use and protection of lands on the basis of the developed concept are defined. Abstract Demand for land use can cause an undesirable impact. Bali Island has been exploited as the midpoint of tourism activities and altering land use over the last two decades. Badung regency is the hinterland area of Denpasar City, the capital city of Bali Province. Land conversion in Badung was caused by the construction infrastructures related to tourism development. Conversion occurred from agricultural lands to built-up lands. This research analyzed remote sensing data, taking the advantage of abundant, serial data acquisition. This study used Landsat 7 ETM and Sentinel 2 satellite images obtained from 2010 to 2020. Land cover types were identified by visual interpretation and LULC changes were analyzed by overlaying land use maps. Identified land-use types included eight categories, i.e. paddy fields, forests, mangroves, built-up areas, mixed gardens/plantations, upland fields, shrubs, and water bodies. Land use has changed significantly in the past 10 years especially in built-up areas, upland fields, and paddy fields. The trend showed that built-up areas persistently increased from 2010 to 2020. Paddy fields, shrubs, mixed gardens/plantations, and mangroves fluctuated in terms of the acreage; rose from 2010 to 2015, but were reduced in the rest of the period. Water bodies did not change throughout.

In recent decades, the land use changes induced by various economic activities in agricultural ecosystems have affected many aspects of human life. This is the reason why land use change is considered as one of the agriculture-related environmental impacts in a sustainability assessment of food and bio-based products. At the same time, the methodology applied for the quantification of land use change effects is still under intensive research, stimulating scientific discussions. The overall objective of this paper is to fill the gap in knowledge of responsible and sustainable land use management. Specifically, the research provides a comprehensive set of land use change indicators in the context of land use change and land use efficiency. The indicators can be measured based on publicly available databases with the applicability to agricultural sustainability assessment of land use change on a local, regional and global scale. The high share of artificial land and dominant agricultural use of land with low land use intensity were noted in Belgium, Luxemburg, Netherlands, Slovenia, Cyprus, Croatia, Finland, Germany, and United Kingdom. However, land use efficiency was also low. In turn, heterogeneous land cover (but less artificial areas than in other EU countries) and heterogeneous land uses with diverse land use intensity were noted in Austria, Bulgaria, Denmark, Estonia, France, Hungary, Ireland, Italy, Latvia, Lithuania, Malta, Poland, Portugal, Romania, Slovakia, Spain, and Sweden. The challenge in future research could be aggregation of different indicators in assessing the similarity of land use between countries.

In the context of the reform of the sale of agricultural land, the priority is to optimize land use, which is to find a balance of land that would meet their environmental, economic and social compliance with the functions of the agricultural sector. Two main approaches to the optimization process are considered. The first is by intensifying agriculture with significant energy costs, land depletion and the inevitable increase in environmental pressures. And the second is the gradual formation of a balanced agrosphere with alternative agriculture and environmentally friendly livestock. The structure of land plots in terms of regions of Ukraine, which in the conditions of the land market does not promote balanced land use, is analyzed. Acquired arable land will not be transferred to other categories of land at auctions, even if it is significantly degraded. When forming the pricing policy in the land sector, it is important to compare the value of arable land in Ukraine and European countries. This comparative analysis shows the underestimated value of arable land in Ukraine (the lowest figure in Europe is less than 1 thousand euros / ha) at the initial stage of sale. It is estimated that the six-year lease of arable land at this stage of land reform is more appropriate than their sale. The fact of plowing part of pastures under these conditions and increasing the share of arable land in river valleys, drained lands, etc. is alarming. According to the results of the calculations, Table 1 shows the value of arable land, pastures, hayfields by administrative regions. The comparative characteristic of agricultural lands on the available highly productive lands is carried out. The highest share of such lands in Ternopil, Poltava and Cherkasy oblasts was found out, which provides for their highest valuation. The created map diagram of the general cost assessment of agricultural lands demonstrates their land resource potential and reflects the spatial differentiation of this indicator by typological groups of regions. The authors analyzed the optimization model of land use in Ukraine, developed by a group of leading domestic scientists under the project "Sustainable Development Programs", and proposed to consider the category of productive lands as basic arable lands, the share of which in Ukraine is 44.8% of arable land. The directions of reforming land relations in Ukraine taking into account historical traditions and granting the highest status of the basic land user - the rural community are offered. At the same time to make calculations, based on the results of which to identify production types (specialization) of farms, which will be the most objective, as it takes into account local natural and economic conditions; - on the basis of specialization of peasant farms, study of types of land use in enterprises of various forms of ownership and data on natural land fertility to perform agricultural zoning of the territory; - in each allocated agricultural area, the whole array of land in use, divided into at least 3 groups: 1) lands of peasant farms, which over time should be granted the right of life ownership with the possibility of inheritance and on which the state should support non-profit, subsistence farming; 2) lands withdrawn from agricultural circulation due to the destruction of their natural fertility and those to be transferred to the nature reserve fund, and, over time, included in the national ecological network; 3) lands that have not yet lost their natural fertility and those that are in the use of agricultural enterprises of various forms of ownership. Key words: land optimization, monetary valuation of agricultural lands, land resource potential, spatial differentiation of lands, land relations.
