The article investigates the case of a Danish labor market initiative for refugees with a professional engineering background. The ambition is to identify the causes and contextual elements that are active in shaping labor market initiatives directed at groups of refugees. Contemporary theories of practice are used to investigate the structures that enable, constrain, and channel the activities related to the initiative. The discussion focuses on the practice of the initiative in order to analyze ways in which activities are organized in the site. Furthermore, it sets out to investigate how the practices exist and are interconnected in ecological arrangements where practice architectures hold one another in place. The theoretical conceptualization in terms of practice, practices, practice architectures, and practice ecologies helps to explain how a seemingly ideal initiative turned out to have a little impact in bringing the refugee engineers closer to employment on the Danish labor market.

Debates on gender equality policy in Sweden assume that women’s labor market participation is central to gender equality and should be promoted via special initiatives and programs. This paper examines how gender equality discourses have changed over time, analyzing Swedish state labor market policy in the 1980s and 1990s, special labor market initiatives to eliminate gender segregation and encourage nontraditional gendered work choices, and contemporary state subsidies for paid domestic work (i.e., tax deduction for domestic services). Critically interpreting these reforms reveals consistencies and continuities in how labor market participation is viewed as the key promoter of gender equality, revealing transformations in how gender equality is understood and constructed. A transition is discernible from state-funded programs and reforms to governmental agencies/authorities and state subsidies to promote enterprise and the growth of specific labor market sectors.

Since March 2020, the global labor market has been exposed to exceptional shocks due to the outbreak of a global pandemic - Coronavirus Disease 2019 (COVID-19). The COVID-19 crisis has threatened subjects and shaken relations in labor markets around the world, and employment levels in the European Union (EU) and the United States of America (USA) have begun to oscillate significantly. The aim of the research is to review the trends observed in the labor markets of the EU and the USA during the first and second quarters of 2020, and to review the projections of eminent authors related to future trends in the mentioned markets. The analysis of the unemployment rate, as well as the policies and measures taken by the EU and USA governments in order to mitigate the consequences of the pandemic, were used in making the final assessment which of these systems suffered more damage, and which of them responded more adequately to crisis. The descriptive and comparative method, analysis and synthesis technique, as well as content analysis of available domestic and foreign literature, were used for research purposes. The result of the research is reflected in the observation that both the EU and the USA responded to the economic and social emergency, and through a number of initiatives supported employees and companies in their labor markets in a timely manner. Finally, the so-far analysis results show that after the first six months of 2020 the American labor market has been much more affected by the pandemic than the European labor market.

The empowerment of Persons with Disabilities (PWD) has recently attracted the attention of the Indonesian government. Several initiatives have been made to empower their life, especially the establishment of Act No. 8/2016 which enhances their right to inclusive economic activities. This study aims to map PWD in Indonesian labor market. Specifically, it analyzes the characteristics of employed and unemployed PWD. It explored Labor Force Survey (Sakernas), which began to concern on disability issue in 2016. The results show that PWD prevalence varies highly among provinces led by West Sumatera, East Nusa Tenggara, and South Sulawesi and that PWD has lower labor participation rate than that of PWOD. It may indicate the significant presence of discouraged workers among PWD.

From 1980 to 1996, Australian researchers identified consistently inferior labor market outcomes for professionals from non-English-speaking background source countries. In 1997, the incoming conservative government initiated a major review of Australia's skilled migration program, based on a determination to ‘select for success' among applicants. Subsequent initiatives included mandatory English language testing, rigorous qualifications screening, incentives for international students to migrate, and abolition of income support in the first two years post-arrival. This article provides a detailed analysis of factors leading to this policy transformation. Labor market outcomes for 2001 are defined, including a halving of unemployment among recently arrived migrants.

This article is the third in a series to celebrate the 70th anniversary of the ILR Review. The series features articles that analyze the state of research and future directions for important themes the journal has featured over its many years of publication. In this issue, we also feature a special cluster of articles and book reviews on one of the most critical labor market issues across the globe—the legalization and integration of immigrants into national labor markets. Despite the urgent need for immigration reform in the United States, there is a paucity of US research that looks at the impact of a shift from unauthorized to legal immigrant status in the workplace. The US immigration literature has also paid little attention to immigrant legalization policies outside of the United States, despite the fact that other countries have implemented such policies with far more regularity. The articles in this special issue draw on studies of legalization initiatives in major immigrant destinations: Canada, Italy, and the United Kingdom. Together they underscore the importance of cross-national perspectives for understanding the range of legalization programs and their impact on immigrant workers, the workplace, and the labor market. These findings contribute to key questions in migration scholarship and inform the global policy debate surrounding the integration and well-being of immigrants.

This paper focuses on evaluating strategic management of the labor market through legislated active labor market measures introduced in the Slovak Republic to support youth employment. Based on the presented statistical data and managerial and legal analysis of the labor market in the Slovak Republic, with particular emphasis on the economic status of young people, two key parts of the adopted strategic document should provide better economic security for young adults. From the point of view of employers the initiatives are an attractive means for incorporating young adults into the economy, especially because this allows for increased active management of personnel costs that are directly related to compensatory incentives from the side of state agencies for employment of young people. This strategic management creates possibilities for employers to gain access to lower labor costs and to realize significant cost savings. Supporting data are presented graphically and at the same time the cost savings for employers are calculated. Overall, these two analyses demonstrate the practical effect of the new strategic measures on corporate management of personnel costs

The Czech–Polish border is almost 800 kilometres long. Since 1991, 6 Euroregions and two European Groupings of Territorial Co-operation (EGTC) were created and have been conducting cross-border cooperation (CBC) along the entire length of the border. This was probably also the institutionalisation of cross-border co-operation, what has helped to reach and maintain a high level of mutual Czech–Polish relations. What can therefore be considered striking or surprising is a rather low level of cross-border labor mobility between the labor forces of both countries. Authors therefore attempted to identify projects and initiatives in the field of the cross-border labor market along the entire border. Research showed that the CBC stakeholders don’t prioritise co-operation in the field of the labor market, as they don’t see any real cross-border demand. There are some exceptions, driven mainly by the automotive and mining industries in Czechia attracting a Polish workforce. The main reason for the relatively low level of Czech–Polish cross-border co-operation in the field of the labor market is an absence of a major economic engine on either side of the border, rather than any kind of hostile or re-bordering sentiments in mutual relations between subjects from both countries.

There is a growing need for valid tools for assessing skills and certifying qualifications in the context of increasing labour migration and mobility. Due to the growing internationalization of business activities, companies are interested in standardized skills assessments that ensure valid and comparable ratings of job applicants and employees. At the same time, assessment of professional or vocational skills, which are highly domain-specific and numerous, remains challenging, especially in terms of comparability. Therefore, objective skills assessment tops the list of challenges faced by national VET systems. This paper presents an overview of practices and tools for assessing vocational skills and VET learning outcomes, and covers the following issues: a) current practices and challenges in measuring vocational skills and learning outcomes in VET; b) initiatives for internationally comparable assessment of vocational skills, including PISA-VET and WorldSkills competitions; c) national initiatives for assessment of VET learning outcomes in the cases of Germany and Russia; d) labor market- and industry-driven initiatives in skills assessment for job seekers and qualification assurance. This paper contributes to the literature on skills assessment by providing a more comprehensive picture of approaches to skills assessments, including well-established ones and emerging initiatives outside the field of measuring learning outcomes in education.

Demographic changes, and in particular the aging of the population, affect the changing needs of the labor market. Many reports and analysis indicate that it is a very important challenge for both governments and employers to activate people aged 45+, prepare them for retirement and longer activities, acquire new qualifications and competencies and compete with young people. It is all about adapting older employees to function within the changing ways of innovative production techniques and methods, so that they can remain productive in the work environment for as long as possible. It should be assumed that people over 45 years of age by investing in their own professional development will become more competitive in the labor market and thus will not allow marginalization and stigmatization of this age group. Initiatives limiting the negative effects of aging populations and contraction of labor resources as well as the elimination of unemployment among people over 45, including training, improving their competences or retraining, are very important here.

Uppsatsens syfte var att undersöka socialarbetares erfarenheter av att stödja deltagare i arbetsmarknadsinsatser. För att undersöka detta genomförde vi fem kvalitativa intervjuer med socialarbetare som är verksamma inom arbetsmarknadsenheter i två olika kommuner. Efter intervjuerna genomfördes en innehållsanalys. Resultatet av denna visar att socialarbetarna upplever att klienten påverkas positivt av rutiner och känsla av sammanhang, samt får en viktig referens att tillföra i CV:et. Respondenterna beskrev även ökad självkänsla och ett kontaktnät som främjande för individen. Enligt resultatet finns det faktorer som hindrar socialarbetarna i arbetet med individen. Dessa faktorer är otydlighet i rollfördelningen mellan arbetsförmedlingen och kommunen, otydligheter i lagen samt att det ibland infinner sig en känsla av tvång hos individen avseende deltagande i en arbetsmarknadsinsats. Slutsatsen är att arbetsmarknadsinsatser ger individen möjlighet att utvecklas på individuell nivå för att på sikt nå ett arbete. Direkta resultat av en arbetsmarknadsinsats är ovanligt, då det tar lång tid att se resultat.
The purpose of this essay was to investigate social workers experiences of supporting participants in labor market initiatives. By interviewing social workers in labor market units, in two different municipalities, and by analyzing their narration of what factors increase a client's chance of employment. After the interviews we performed a content analysis. The result of the analysis shows that the social workers feel that the client is positively affected by routines, the sense of context and receive an important reference to add on the resume. The respondents also described increased self-esteem and a network of contacts as promotion for the individual. According to the result, there are factors that prevent social workers from working with the individual. These factors are ambiguity in the division of roles between the employment service and the municipality, ambiguities in the law and that there is sometimes a feeling of coercion in the individual regarding participation in a labor market initiative. The conclusion is that labor market initiatives give the individual the opportunity to develop on an individual level in order to eventually reach a job. Direct results from a labor market effort are unusual, as it takes a long time to see results.

In response to some of the negative economic consequences of globalisation, there is considerable international interest in participatory styles of engaging local communities. This method of community engagement also has local expression in response to social and economic exclusion. A number of theoretical approaches and debates on social exclusion, which have occurred on both sides of the Atlantic are explored. In the UK and in the US current policies are set within a supply side context. This attributes social exclusion to the characteristics of people and deprived places, leading to targeted area interventions. In contrast with previous approaches, the current policy framework requires explicit community participation. This thesis explores the concept of participation, specifically in relation to targeted programmes in Hackney, East London, and with reference to urban programmes in New York. A qualitative approach is employed to address a specific set of research questions concerned with; identifying the extent to which an ethnically diverse constituency of local stakeholders have been engaged in and empowered by local initiatives; what they consider to be the benefits and constraints of such strategies and their effectiveness in addressing what they consider as their most pressing concerns, including forms of labour market discrimination. A number of theoretical issues concerning community, capacity building, and empowerment in the context of partnerships are also addressed. The key conclusions are that local interventions provide value for participants in relation to extending networks and acquiring specific skills. However, the thesis also concludes that effective participation as envisaged by policy makers is difficult to achieve. There are constraints on local actors in their ability to affect the fortunes of their localities. While recognising the limitations of area interventions to address the consequences of processes over which they have little control, the thesis concludes by making suggestions on how future policies might address local issues more effectively.

Within the South African context, the mining industry is a major employer and a significant contributor to the economy. Production costs are ever increasing and for this industry to survive and remain financially viable, efficient technologies are continuously being explored and implemented to ensure the industries sustainability now and in the future. In order for this to be achieved, sufficient and competent technical skills, in the form of artisans, technicians and engineers are required. The mining industry is currently experiencing a shortage of these skills. Twenty-one persons were interviewed, who are representative of three stakeholder groups: namely, regulatory bodies, educational institutions and mining companies to ascertain the challenges in terms of the technical skills and thereby, derive solutions for the industry. The data used to uncover the above was obtained using qualitative techniques applied to the three stakeholder groups. This research presents the responses of those in-depth interviews from the various stakeholders obtained over several months of research. The challenges within the industry are disclosed and practical solutions presented to mitigate those challenges.Copyright

AbstractThis chapter provides insight into the rationale, background and key concepts of the book and will discuss relevant theoretical considerations, contexts and discourses. The complexity surrounding the conceptual understanding of active citizenship, adult education and vulnerability will be considered, and approaches towards achieving a shared understanding of the nature of adult education and lifelong learning will be addressed within this chapter. In this book, the concept of active citizenship is used as a conceptual lens to understand the role of adult education in including young adults in active social, political and economic participation and engagement. The findings indicate that the social, economic and political dimensions of active citizenship, encompassing the development of social competences, labour market skills as well as civic and political participation, have been related to various educational initiatives (programmes) to engage young adults in active participation. The chapter will open the discussion of the cross-national complexity and interdependencies between adult education, social inclusion and active participatory citizenship, which underpin the dialogue offered in the seven contributions within this book.

As in other European countries, awareness of the socio-economic costs of the non-integration of immigrants has led Swiss policy-makers to promote integration both as an individual duty (conditional on the requirements and individual responsibilities of a foreign person), as well as a policy priority for stakeholders at federal, cantonal, and communal levels. This pragmatic, yet in some cases restrictive, approach to integration has evolved gradually over time and has been strengthened by the divisive debates around foreigners that surrounded the 2014 initiative against mass immigration. In this context, we seek to provide a timely analysis of the evolving legal and policy framework that regulates the integration of migrants, refugees and asylum-seekers (MRAs) into the Swiss labour market and society. While we shed light on the development and changes pertaining to the relevant legislative and institutional framework, we also highlight key aspects that play an obstructing role to immigrants’ integration. Ultimately, we contend that not only certain legislative and administrative aspects, but also direct democratic instruments have provided important disabling barriers to migrants’ integration as they have not effectively managed to challenge ‘Fortress’ actualities and exclusionary trajectories of boundary construction.

In the aftermath of the Great Recession, rising levels of youth unemployment led to an array of policy responses involving learning, transfer, and experimentation to address the complex needs of youth at risk. Reviewing these recent experiences, this chapter examines nine European countries (including Turkey) representing a range of different school-to-work transition regimes and with varying levels of youth unemployment and gender inequalities. It analyzes the institutional and process “enablers” of and “barriers” to policy learning and innovation, and it traces the pathways and major foci of learning and transfer within and between countries, as well as through supranational channels. This examination highlights where changes in policy governance have occurred. It is concluded that innovative initiatives for sustained labor market integration of youth require a policy environment that is conducive to coordinated sharing and diffusion of knowledge between different levels of administration and joint stakeholders’ bodies.

This chapter provides an integrated analysis of the findings from this volume. It discusses the challenges presented from comparing youth transitions across countries, the importance of using a wider range of indicators, and a more comprehensive policy focus. The chapter argues that the concept of economic production encapsulates some of the key dimensions and focus for policy initiatives related to labor market flexibility, mobility, and reforms to vocational education and training systems. It contends that an exclusive focus on this domain risks undervaluing the continued importance of the sphere of social reproduction, the role of family legacies, and how these affect established and emerging forms of inequality. It proposes that given the complexity and variety of youth transitions, policy initiatives need to simultaneously focus on both dimensions to develop multifocused strategies to ensure successful youth transitions. Finally, it identifies key issues for future research resulting from this comprehensive analysis.

This chapter focuses on trade union strategies to represent immigrant and ethnic minority workers in the Netherlands. Since the early 1990s, trade unions in the Netherlands countries started developing policies to better represent the rights of immigrant and ethnic minority workers. Trade unions focused on the labour market inclusion of ethnic minority workers by promoting and supporting initiatives related to education and training, and measures aimed at fighting labour market discriminations. These initiatives were mainly developed through tripartite and bipartite negotiations within an industrial relations system characterised by a strong tradition of social dialogue which also guaranteed a high degree of institutional embeddedness in trade unions. According to the analytical framework presented in Chapter 1, the dominant logic of action of Dutch trade unions was between race/ethnicity and social rights.

This chapter examines the diversity advocates' imaginaries of work and labor, many of which are contradictory, both aligning with and critiquing market values. This topic matters because, especially as advocates envision their practices as potentially promoting worker power, their analyses generally do not fully account for the protean boundaries of so-called tech work and actual, material labor conditions, including the lower-status labor that supports Global North hacking. The chapter also focuses on ideations surrounding work and labor relationships within diversity initiatives. It demonstrates that various motivations for diversity advocacy sit in tension with one another. It also argues that the imagined relationships between diversity in tech and workplace preparedness are important because they expose the generative potentials in diversity advocacy.

With the current labor market requiring graduates to have international, foreign language, and intercultural skills to be able to interact in a global setting, institutions such as World Trade Organization (WTO) and the General Agreement on Trade in Services (GATS) are placing more importance on internationalization. Complying with WTO and GATS agreements, Oman had to liberalize its HE, open the door for foreign universities to have campuses inside its borders, and encourage outbound and inflow of students.

The article aims to assess the importance of undertaking entrepreneurial initiatives by women in rural areas. Authors review the literature on entrepreneurship and professional activity of women. Initiatives were examined within the framework of the use of aid programs for entrepreneurship. The study begins with a look at the development of entrepreneurship in the context of sustainable rural development. Then, the attitudes of women to undertaking economic activity were traced. The long-term changes concerning education and preparation of women in the professional market were verified. The article ends with reflections on the social and economic importance of undertaking entrepreneurial activities by women in rural areas, as well as finances and support for such initiatives.

The increase in longevity and the gradual and accelerated aging of the world population are trends that highlight the needto pay attention to the peculiarities inherent to elderly citizens. The return or permanence of the elderly in the labor market often conditions them to a marginal job position, that is, retired still active or self-employed, since when the elderly is absorbed by the formal market, it is common that he accepts reduced wages and no work records, a fact that justifies the option of many elderly workers to work on their own in informality. On the other hand, the best opportunities to keep a job after retirement or re-entering the labor market belong to the more qualified elderly, with a higher level of education and, above all, to those who do not have manual labor activities. Thus, the objective of this research is to analyze the dynamics of performance of the elderly in the formal labor market, from the perspective of the level of education. Therefore, the methodological procedures used in the research will be of a qualitative and quantitative approach, from the point of view of the objectives, it is presented as an exploratory and descriptive research, as technical procedures it is presented as bibliographical, from the data collection of the Continuous PNAD, in the period between 2012 and 2020. This study hopes to understand the different aspects of the elderly in the Brazilian labor market, in addition to raising theoretical data that may allow the formulation of public policy proposals and the participation of public and private initiatives in projects for the insertion of the elderly into the labor market

The number of social enterprises is increasing rapidly. Social enterprises are looking for new, innovative and economically sustainable ways to tackle structural societal challenges that generally fall outside the direct focus and objectives of the public and private sector. Social enterprises are primarily mission-driven, where profit is not a goal in itself but a means of creating social impact with regard to a specific social problem. The intended impact areas of social enterprises broadly range from poverty reduction, sustainability, healthcare, or labor participation of vulnerable groups. With respect to the latter impact area, many initiatives have been taken across Europe to prevent and combat marginalization of vulnerable groups as a result of long unemployment spells, which may cause financial and social pressure, as well as decay of physical and psychological health conditions. Nevertheless, the nature and extent of these initiatives vary considerably across countries (CEDEFOP, 2018). Social enterprises, in collaboration with other relevant stakeholders such as ‘conventional’ companies or local governments, can play a key role in addressing these challenges. This proposal builds on research that was completed earlier this year at HU concerning the scaling of social enterprises with a particular focus on work integration of people with a distance to the labor market (so-called WISEs) (e.g. people with low qualifications, young people disengaged from education, people with mental or physical disabilities, refugees, former prisoners, former addicts, or people who have difficulties finding a job due to their age etc.). One of the outcomes of this research showed that it is difficult for WISEs to transcend its societal impact beyond the local level. In practice, the effective realization of both social and economic value is not easy for many WISEs, but the interaction with and between different actors in the external environment or ecosystem also plays a crucial role in its success. More research is needed on what works in successfully addressing the work integration of vulnerable groups in different parts of Europe, and under what conditions. The aim is to come to a joint EU research proposal, in which WISEs play a central role, to contribute to innovative and more structural solutions for labor participation of vulnerable groups.

At this point innovation, whose importance is realized more with the Innovation Economy, has developed and Eco entrepreneurship, which is one of the contemporary concepts, emerged. In the markets, entrepreneurs hoping to find new ways to create untouched markets, generated Eco entrepreneurship, which we will hear more in the future. In this study, it is tried to draw the attention of investors and companies to "Eco entrepreneurship", and banks to their share in the market with this concept.

Our modern society that is based on innovation is ever more quickly developing. Further and further more, one policy measures and actions are not sufficient in ones ability to solve emerging problems and the resulting challenges. Modern solutions require an inter-sectoral approach and coordination of different policy actors and systematic action. The aim of this article is to show the impact of youth policy as a separate policy area on employment policy, specifically in the Lithuanian labor market. The article focuses on the category of 15–29 year-old inactive youth. The article analyzes individual specific measures of youth policy which affect young people’s ability to integrate and reintegrate into the labor market, best practices from different European Union countries are revised too. The article aims to have an inter-sectoral lens in its outlook and methodology. Inter-sectoral interaction should be perceived as the most effective element in its ability to solve labor market problems of this particular case; particularly through the integration of youth policy measures and the employment policy field. The article analyzes the Lithuanian situation beginning with the start of the Youth Guarantee initiative in Lithuania. The final section of the article identifies conclusions and provides recommendations.

Education, in general, creates strong basics of sustainable development. Higher education is one of the important settings for accomplishing better education and quality of human life. Region based higher educational institutions (HEIs) have high input in regional economic development through traditional functions of teaching and research. Educational institutions acquiring graduates with relevant knowledge and skills for the labour market. The given paper examines: How Georgian regional universities enhance the graduates’ employability and workforce formation? Do the institutions encouraging university-business interactions? What are the main challenges and optimal ways of improvement? The article is using a qualitative research method with a combination of mixed research techniques by collecting and analysing other qualitative and quantitative information from national governmental reports, scientific articles, and annual statistical data. The paper draws the background information, that enhances the bed climate for recent graduates on the labour market, the unemployment and employment rate, proportion of horizontal mismatch, fields or groups of studies that students are most likely to be mismatched, its cause and effects relationship. Results show that institutions have week interaction with regional enterprises and SMEs: HEIs do not have skills anticipation strategy based on the regional business sector to avoid potential misbalance in the labour market. HEIs instead of showing initiative often take a proactive position and are looking at interactions between labour market stakeholders; they have weak interaction with public and private enterprises. Regional SMEs’ participation in creating curriculums is uncommon.

The design and construction of structures throughout history has too often been realized through the labor of enslaved people, both in the direct construction of these structures and in the procurement and fabrication of building materials. This is as true today as it was at the time of the pyramids.Despite the challenges, the design and construction industries have a moral and ethical obligation to eradicate modern human trafficking practices. If done right, this shift will also lead to commercial advances.Led by the Grace Farms Foundation, a Connecticut-based non-profit organization, a working group composed of design professionals, builders, owners, and academics has set out to eliminate the use of modern slaves within the built environment through awareness, agency, and tangible tools. Although inspired by the success of the green building movement, this initiative does not use the past as a template. Rather, we are committed to work with the most advanced tracking and aggregation technology to give owners, builders, and designers the tools they need to allow for clear and concise integration of real-time data into design and construction documents.This paper summarizes the history of the issue, the moral, ethical, and commercial call to action, and the tangible solutions – both existing and emergent – in the fight against modern-day slavery in the design and construction industries.Our intent is to present this material via a panel discussion. The panel will include an owner, an international owner’s representative, a builder, a big data specialist, an architect, an engineer, and a writer/academic who will act as moderator.

Purpose – the purpose of this research is to find the benchmark, triggering a significant shift of the EU transport infrastructure construction sector from usual labour to the IT-based project implementation. The work aims to find obstacles that hold off IT from booming in this sector. Research methodology – following the literature overview, three bills of quantities of sample transport infrastructure construction projects selected as the objects for analysis and the mathematical-statistical method was applied to actually completed projects to find the benchmark for costs of respective IT development. Findings – the findings of this work suggest a 10% benchmark of project scope, applicable for IT innovations at the expense of human labour demand. Research limitations – EU financial support and public procurements of investment projects are mostly applicable for investment phase. This research is therefore limited to the analysis of investment activities. Practical implications – the industry stakeholders would welcome the IT if innovations developed with the budget not exceeding the benchmark. IT researchers and developers could use the results for cost adjustments of their offered solutions to the EU transport construction companies. Originality/Value – this work encourages discussions on initiation of the initiatives at the political level aiming to the requalification of the existing unemployed labour force in order to meet the current labour demand in the construction market as a whole. It provides a direction for future scientific researches and IT developers in order to increase the attractiveness of IT for application in construction projects.

Oxfam partners with the Jordanian Hashemite Fund for Human Development (JOHUD) through its Youth Participation and Employment (YPE) programme in order to connect with communities and train local community-based organizations (CBOs). JOHUD’s aim is to build the job-seeking capacity of youth in four governorates in Jordan. The programme organizes informal activities involving peer-to-peer education to help young people engage in the community as volunteers, and links them to various governmental and non-governmental institutions. COVID-19 and the associated lockdowns have altered the organization’s operations, with most projects shifting online. JOHUD has adopted a youth-led initiative aimed at matching young people’s skills with labour-market demand in each governorate where the programme operates. This case study presents examples of how the programme has helped young people transform into professionals, and how youth-led employment centres can contribute to youth development activities.

Mohammed Yahya is an entrepreneur engaged in the production and sale of essential oils. Getting his enterprise established was not easy. However, things improved when he started receiving support from Youth Participation and Employment (YPE) programme partner the Local Initiative and Development Forum (FIDEL). FIDEL was instrumental in facilitating business grants and business development support. With this more focused approach, Mohammed managed to register his business, participated in national fairs, and opened new market segments. He successfully graduated from the informal labour market to the self-employed category. The training he received from FIDEL helped him to increase the sale of his products. In the future, he hopes to explore the international market and reduce his imports of raw materials by growing ingredients locally.
