Annotation:

Previous studies have found that how to win an election is always an important question for legislators. Their behavior in lawmaking and constituency service is also associated with their aspirations for re-election. In the era of booming social media, how legislators can use social media to increase their chances for election and re-election has become a compelling issue. This study argues that legislators do indeed maximize the benefits of social media to win elections. On this account, this study intends to explore two main questions: (1) What kind of messages legislators choose to convey to voters on their fan pages; and (2) Whether the political characteristics of legislators affect the types of the messages they convey there. In this study, posts were collected from the fan pages of 25 Taiwanese legislators. These text messages were then converted into numerical data that could be quantitatively analyzed with the content analysis method. It was found that legislators tend to start with soft messages in their communications with the public. They share some details of their daily schedules and everyday lives with their voters before they begin image building and posting political material. This study also found that the political characteristics of legislators, including their party membership, their status either as a district or proportional representation (PR) legislator, and their incumbency all affect the content of posts on their fan pages. For example, compared to Kuomintang (KMT) and Democratic Progressive Party (DPP) legislators who share information from their daily lives, New Power Party (NPP) legislators prefer to share only political information. PR legislators devote more attention than district legislators to criticizing the government on their fan pages. Incumbents are significantly less likely than challengers to share daily information, but more likely to share political information. This study found that the aforementioned differences have resulted from the many ways that different types of legislators use to increase their chances of winning an election.

In 2009, NATO adopted the Strategic Communications Concept. In the period when we are acquainting ourselves with this concept in the Republic of Slovenia, adopting the prescribed standards in this field and deciding on the breadth of its use, we also began to regulate the subject-specific terminology. In the theoretical part of the article we thus present some basic premises of terminology as a science and the NATO's Strategic Communications Concept, while the empirical part presents the process of identifying the appropriate Slovenian term for this concept. Internet security is of paramount importance due to the pervasive nature of the network in modern society. As the globe grows increasingly interconnected, issues like data breaches, unauthorized access, and service disruptions become more common. Safeguarding private data, ensuring uninterrupted communication, and protecting vital services are all essential to establishing confidence and stability in the online world. Internet security is a complex problem to solve due to the interconnected nature of the Internet's Architecture and Protocols (IAP). Due to the wide variety of devices and platforms that can access the Internet, cybercriminals can breach a complex ecosystem. Constant monitoring and flexibility are required due to the rapid development of new attack methods and vulnerabilities. The difficulty lies in balancing implementing new security measures and minimizing disruptions to the user experience, which calls for adaptive and novel approaches. In this paper, the Behavioural Biometric Block Chain-Enhanced Authentication layer (BBB-EAL) framework recommends a static authentication mechanism for end-users and edge servers. This authentication creates a secure and encrypted link between parties. Access tokens are produced via a smart contract, removing the requirement for a trusted third party. This work emphasizes the importance of architecture design and sequence diagrams in representing participant interactions and information sharing. Additionally, it examines the construction of the Machine Learning (ML) model used to recognize KMT dynamics. Simulations indicate that the recommended design improves user authentication in an IAP-enabled environment. The findings demonstrate the ability to evaluate confidence in real time, achieve minimal authentication time, and utilize resources efficiently.

Nowadays a new area-based distributed mobile cache system and a sustainable distributed Geo-cast technology enables data caching temporarily in a designated local area using short-range communication technologies such as Bluetooth and Wi-Fi. This system doesn’t need servers and infrastructure network. To enhance the short-range communications as a time-offset communication in a physical world the caching capability is needed. Due to this advantage it is sure to adopt a new location-based communication services. The proposed work is frames a developed middleware for a widespread embedded OS and a software development kit with an open application programming interface. The proposed middleware is expected to prompt the third-party developers to produce various applications using this platform and provided with some pseudo-code. And also explained the methods for using this platform by an implemented geo-location social game.

Recently, OFDM technique has been applied to many digital communications systems such as DVB-T, WiFi, WiMAX and MIMO systems. OFDM can send multiple high speed signals by using orthogonal carrier frequencies. In addition, OFDM technique can combat inter-symbol interference (ISI) and inter-channel interference (ICI). Therefore, OFL has been an essential technology in high-speed communications. The aim of this project is to implement the base-band OFDM system on hardware exploiting FPGA-based DSP Development Kit and DSPBuilder® software from Altera®. The results can be used for training purpose and for a further development of OFDM-based communication systems.

The global strategic environment has dramatically changed. We live in a highly complex information environment, where we are facing hybrid threats, terrorism, information confrontations, cyber threats, irregular war, massive migration and so on. In this environment, the Alliance needed to adapt and enhance the speed, connectivity and effectiveness of its Strategic Communications (StratCom) effort, which was created as NATO’s smart answer to the challenging information environment we live in. This article describes the NATO Strategic Communications concept to provide deeper understanding and increase knowledge of the context, tools, capabilities and processes conducted within the frame of it. The article explains the role, responsibility and opportunity leaders at every level have in conducting, leading, implementing and using the NATO concept of Strategic Communications.

The primary motivation for this research is to design and implement the visible light communications (VLC) educational toolkit, especially in the analog front-end part. It consisted of six kits (transimpedance amplifier, pre-amplifier, DC-offset remover, analog filter, and AGC) in which each kit has one practicum task. There are six tasks and one task for the project by integrating these kits. The undergraduate students can use this educational kit to investigate the physical layer in a VLC system. It provides a low-complexity educational kit, so this is becoming an alternative as supplement course offered in this field. Then, it has a simple design and user-friendly. Open Access has had a major impact on scholarly communications by reducing the traditional barriers to research. Unfortunately, this has compounded the issues of discovery. Institutional repositories, disciplinary repositories and multi-disciplinary, multi-institutional repositories and metrics such as downloads, citations, and Eigenfactor™ Score are new tools in the scholarly researcher's kit. Familiarity and comprehension of these tools will help scholars make efficient use of the overabundance of scholarly communications. This strategic access approach will ultimately result in greater precision.

The overseas internship programme offered at Tokyo Institute of Technology as part of the science communication curriculum is highly significant, as it prompts graduate students to acquire new skills and awareness levels, including an enhanced meta-level understanding of the importance and complexity of human communications. The capacity to correlate and respond on-site in human interaction can be gradually cultivated during the internship as students experience diverse communication environments. Moreover, the exposure to different organisational, cultural and social environments helps develop a more international outlook. As a result of the initial experience described in this paper, TiTech has adopted internships as an important part of the educational tool-kit to produce scientists and engineers who can play an active role at the global level using their acquired technical knowledge and broad practical capabilities.

Transformation to Smart Grid needs proper design of good communication and monitoring infrastructure for the Smart meters as well as understanding the power use pattern of the individual users for providing them uniform power supply as per the individual consumer’s requirement.In the proposed system, the meter monitors and calculates the power and if the consumer exceeds the prescribed load limit it alarms. In case the consumer does not reduce his load meter automatically it cuts off the particular loads in consumer connection. GSM communications network are used to transfer electricity consumed data to the consumer as per programmed in the Arduino kit.

The aim of this article is to present the most significant problems connected with the process of rebuilding the post-war transportation system in Warmia and Mazury. The system was one of the most important fields of the economy because it provided a basis for further reconstruction. It was essential for carrying out post-war territorial decisions connected with the relocation of the population, for example displacing Germans, relocating the people from the East or the process of settlement. The reconstruction of the transportation system was also necessary for the development of former East Prussia, a part of which was given to Poland by the new administrative authorities. For this reason, teams of railmen were the first to arrive to the territory of Warmia and Mazury. This article presents the destruction of the rolling stock and the participation of the Soviet soldiers in its further devastation. Moreover, the focus is placed on the stages of the reconstruction of the railways and rail connections. Apart from that, substantial attention is devoted to the reconstruction of the road system. The article describes the difficulties in obtaining cars and motorcycles, caused by the fact that most of such vehicles were only to be used by the local authorities. Furthermore, the article presents the development of the passenger road transport network. Attempts have been made not only to reconstruct the timetables and describe the changes in ticket prices, but also to present the difficulties such as the lack of punctuality or limited driving comfort. The article is supplemented with data regarding the number of passengers of the aforementioned forms of transport. Additionally, the information about the alternative methods of travelling during the first five years after the Second World War have been provided.

Abstract. Quantitative analysis of digital topographic data is an increasingly important part of many studies in the geosciences. Initially, performing these analyses was a niche endeavor, requiring detailed domain knowledge and programming skills, but increasingly broad, flexible, open-source code bases have been developed to increasingly democratize topographic analysis. However, many of these analyses still require specific computing environments and/or moderate levels of knowledge of both the relevant programming language and the correct way to take these fundamental building blocks and conduct an efficient and effective topographic analysis. To partially address this, we have written the Topographic Analysis Kit (TAK), which leverages the power of one of these open code bases, TopoToolbox, to build a series of high-level topographic analysis tools to perform a variety of common topographic analyses. These analyses include the generation of maps of normalized channel steepness, or χ, and selection and statistical analysis of populations of watersheds. No programming skills or advanced mastery of MATLAB is required for effective use of TAK. In addition – to expand the utility of TAK along with the primary functions, which like the underlying TopoToolbox functions require MATLAB and several proprietary toolboxes to run – we provide compiled versions of these functions that use the free MATLAB Runtime Environment for users who do not have institutional access to MATLAB or all of the required toolboxes.

Abstract. The PROMICE (Programme for Monitoring of the Greenland Ice Sheet) aerophotogrammetric map of Greenland ice masses is the first high resolution dataset documenting the mid-1980's extent of the Greenland Ice Sheet and all the local glaciers and ice caps. The total glacierized area was 1 804 638 km2 ± 2178 km2, of which 88 083 ± 1240 km2 belonged to local glaciers and ice caps (GIC) substantially independent from the Greenland Ice Sheet. This new result of GIC glacierized area is higher than most previous estimates, and is in line with contemporary findings based on independent data sources. Comparison between our map and the recently released GIMP (Greenland Mapping Project) Ice Cover Mask (Howat and Negrete, 2012) show potential for change assessment studies.

The can-sized satellite, ScoreSAT satellite is a small communications satellite. ScoreSAT helps to develop a platform for finding directions and the exact spot where a lack of communications signal occurs, as well as a real-time visual feed for analysis of communication during and after landing. The project focuses on the design of ScoreSAT and provides a real-time system for capturing real-time data during descent. The objective of the real-time system is to improve the accuracy and location of ScoreSAT data collection, which can provide pressure, humidity, temperature, altitude, latitude, and longitude readings. The main components of this platform are the hardware design that comprises the flight controller, GPS module, and telemetry kit, the software design, which are Mission Planner, and the real-time system (RTS). Based on the entire research, the compact design of the ScoreSAT and ground station was developed to provide alternative meteorological parameter monitoring to complement primary meteorology ground observation such as weather station and radiosonde and to enhance the reliability of the remote sensing observation for environmental studies concerning the factors determining the environment and atmospheric.

Abstract Background: Over 14,000 cervical cancers are diagnosed annually in the U.S. In 2019, ~30% of individuals with a cervix were under-screened based on current guidelines. Previous studies established feasibility of mailed self-sampling high-risk HPV test kits to improve screening adherence. Qualitative findings from our HOME trial found unmet information needs and anxiety among patients with a positive kit result. We designed the STEP trial to test optimized implementation strategies for educating patients about screening when offering the kit to patients due/overdue for screening, and when reporting results. Purpose: To evaluate acceptability of the implementation strategies, we interviewed individuals after receiving a positive kit result about the result communication processes and their information needs. Methods: The STEP trial added a centralized licensed practical nurse to communicate about and arrange scheduling for all patients with positive kit results, and provided an educational pamphlet to explain the purpose of HPV testing (especially difference to Pap testing) and how latent infections can reactivate. Telephone interviews were conducted from December 2021 to March 2022 with 29 patients (56% of invited) who had a positive kit result. Interview guide asked about reaction to the kit, results communication, patient-provider interactions, and follow-up visit experiences; and included a survey regarding attitudes toward the kit. Five coders analyzed interview transcripts using iterative content analysis; 12 transcripts were double-coded. Codes were organized into node reports to identify overarching themes. Results: Of 29 participants, most (65.5%) were non-Hispanic White and the average age was 47.5 years (SD=11.2). Participants appreciated the convenience of the kit, though a few worried about the accuracy of self-sampling test results, especially compared to screening performed by a provider. While surprised by the positive kit result, all reported feeling reassured after talking with the nurse and understood next steps in the diagnosis and management process, although some reported still wanting to check with their primary care provider about the test findings. Though an educational pamphlet was provided with the home HPV kit, most participants did not recall receiving it or using it to understand their kit results. After reflecting on home kit versus in-clinic screening, most (69%) preferred using the kit on their own to provider-collected screening. All (100%) agreed that the kit instructions were easy to understand, however 90% were sure that they had sampled the right place, and 86% believed that the home test results were correct. Discussion: Unlike the prior HOME trial, there was less negative affect expressed by patients after receiving results. This suggests patients received the information needed to continue with the screening process and supports the value of a centralized nurse. Scientific development of the problems of using telecommunications for medical purposes covers the period from the second half of the 19th century to the present day. The progress of technical and methodological aspects proceeded in parallel. After decades of scientific knowledge’s evolution, in the 1970s the concept and the term «telemedicine» appeared. The purpose of the article is to reconstruct the history of the scientific rationale of the «telemedicine» concept and term, also as to study the activities of the scientific group that played a key role in this process. In 1968-1976 at the Massachusetts General Hospital (USA), a scientific group of Professor Kenneth Bird functioned; they carried out two scientific projects to create a «telemedicine network». The group made consistent research, which resulted in the substantiation the «telemedicine» as the distant medical care using telecommunication technologies; the corresponding term was introduce into scientific circulation. The necessity of an integrated approach is substantiated. «Telemedicine» is perceived as a set of electrical communications, diagnostic devices, and methods of translation and interpretation of medical data. The scientific group for the first time evaluated the accuracy of distant diagnostic decisions made using two-way television communication. The special design for this scientific study created. Now, it become a classic.

Abstract A lexicon comprises a collection of standardized sensory vocabulary of product along with its unambiguous definitions and references. It is widely used as a communication tool among sensory panel and it provides sensory insights to product developers, marketing professionals, and suppliers, across countries or cultures to describe similar products. Specific sensory lexicon have been developed for beverages, dairy, fruits and vegetables, nuts and grains, soy and meat products, and animal feed. Based on its lexicon, a sensory wheel can be established hierarchically as an overview of the entire product’s sensory attributes. Furthermore, an intense training for panels is necessary to get a good sensory judgement. Sensory panel calibration can be performed such as by using sensory kit as a training tools. The aim of this paper is to review the latest developed lexicon, sensory wheel and sensory kit, as well as its application.

In 1992, Wornell and Oppenheim did research on a modulation which is formed by using wavelet theory. In some other studies, proved that this modulation can survive on a few channels and has reliability in some applications. Because of this modulation using the concept of fractal, then it is called as fractalmodulation. Fractal modulation is formed by inserting information signal into fractal signals that are selffractal similary. This modulation technique has the potential to replace the OFDM (Orthogonal Frequency Division Multiplexing), which is currently used on some of the latest telecommunication technologies. The purpose of this research is to implement the fractal communication system using Digital Signal Processing Starter Kit (DSK) TMS320C6713 without using AWGN and Rayleigh channel in order to obtain the ideal performance of the system. From the simulation results using MATLAB7.4. it appears that this communication system has good performance on some channels than any other communication systems. While in terms of implementation by using (DSK) via TMS320C6713 Code Composer Studio (CCS), it can be concluded that thefractal communication system has a better execution time on some tests.

Industry 4.0, or the Fourth Industrial Revolution, is a recent technological development that has significantly changed the industrial production process. One of the keys to this change is the Internet of Things (IoT), where the role of humans is likely to diminish and be replaced by machines. Aligning the workforce with IoT is important, but creating a qualified workforce is a challenge. IoT learning modules are needed to help students understand IoT concepts. The purpose of this research is to design an Internet of Things kit module with Radio communication with LoRa SX1278 Ra-02. The research stages start from literature study, hardware design, software design and overall testing. Module testing is done by sending DHT11 sensor data using LoRa SX1278 Ra-02 and monitored in Thingspeak. From the test results that have been carried out, it can be concluded that sending using LoRa (Long Range) technology is influenced by distance and obstacles. At a distance of 40 to 230 metres, communication between the Lora Transmitter and Lora Receiver is successful, which shows that LoRa technology is able to overcome communication distances in that range. However, at a distance of more than 230 metres to 300 metres, data transmission can still be done by the Lora Transmitter, but the data cannot be received by the Lora Receiver, indicating a bottleneck in communication.
