The Master Gardener Program sponsored by the Univ. of Missouri provides the metropolitan Kansas City area with information, demonstrations and programs designed to educate the general public about gardening topics and suggests solutions to current or anticipated problems. The main objectives of this evaluation were to identify the satisfaction level of clients (public) and the Master Gardeners from the program, demographics of Master Gardeners, how the program has changed the quality of life of the Master Gardeners and to identify any constraints. An evaluation committee consisting a social scientist, horticulturist and Master Gardeners were formed to develop the process and tools necessary for a comprehensive evaluation. It was decided that each facet of the program should have its own separate evaluation. The committee met several times to develop evaluation tools (survey questionnaires), to gather information from clients and the Master Gardeners. The results indicate a high level of satisfaction from clients and the Master Gardeners. The program had made positive changes in lives of Master Gardeners. The results provide guidance in decision making for further implementation such as it was found that the program should give a strong emphasis on providing new or advance horticultural information to Master Gardeners through continuing education.

This article explores the twisting and complicated history of school desegregation in Kansas City, Missouri, as an example of how illusive meaningful racial integration was and still is in urban America. The goal of desegregation was difficult to achieve from the beginning, when the school district adopted its initial desegregation plan based on neighborhood schools. This article examines the impact of that plan and its many shortcomings, particularly the provision permitting students to transfer between schools and the manner in which massive demographic change in the city undermined desegregation. The role of the U.S. Department of Health, Education, and Welfare (HEW) is also examined in detail, especially the department's part in pressuring school officials in Kansas City to reform the original plan in the early 1970s. By the late 1960s and early 1970s, the Kansas City school district, like a great many other urban school districts, had experienced massive white and middle-class flight that left it with a smaller tax base and significant fiscal difficulties. Consequently, the Kansas City Public Schools grew increasingly reliant on federal funding. In compelling Kansas City to make changes to its desegregation plan, HEW officials used a “carrot and stick” approach. On one hand, HEW offered incentives to the school district in the form of large grants; on the other hand, HEW coerced the school district into making reforms by threatening to terminate the school district's federal funding. Ultimately, the desegregation that was accomplished in Kansas City was far too little and came far too late, after the school district had lost most of its white students to the predominantly white suburbs beyond. This historical analysis of school desegregation in Kansas City is important because it illustrates how race, inequality, and segregation profoundly affected an urban school district's willingness and ability to implement Brown, with or without federal funding. Similar stories echo through urban school districts across the United States.

Kansas City is a microcosm for USA. Although Kansas City shows a relatively diverse population, it is one that is segregated along the lines of race and income. This is an inequity that is common to all cities across the country. With this inequity comes unequal opportunity to survive and to thrive. Firearm violence is a core component of this societal inequity. In this article, we present the proceedings of the 2019 Kansas City Firearm Violence Symposium, where distinguished experts in trauma convened to share their experience, evidence and voices of gun violence—directly and indirectly. There were discussions on topics such as the human toll of gun violence, the role of structural violence in its perpetuation, the intersectional nature of race with both violence and medical care, and guidance on measures that could be taken to advocate for the reduction and elimination of gun violence. This was a symposium that started a country-wide conversation between academia, healthcare, survivors and the community on the most pressing public health crisis facing USA today.

The Big Blue River Basin is located in southeastern Nebraska and northeastern Kansas and consists of surface water in the Big Blue River, Little Blue River, Black Vermillion River, and various tributaries draining 24,968 km2. Approximately 75% of the land area in the basin are cultivated cropland. The Big Blue River flows into Tuttle Creek Reservoir near Manhattan, Kansas. Releases from the lake are used to maintain streamflow in the Kansas River during low flow periods, contributing 27% of the mean flow rate of the Kansas River at its confluence with the Missouri River. Tuttle Creek Reservoir and the Kansas River are used as sources of public drinking water and meet many of the municipal drinking water supply needs of the urban population in Kansas from Junction City to Kansas City. Elevated concentrations of pesticides in the Big Blue River Basin are of growing concern in Kansas and Nebraska as concentrations may be exceeding public drinking water standards and water quality criteria for the protection of aquatic life. Pesticides cause significant problems for municipal water treatment plants in Kansas, as they are not appreciably removed during conventional water treatment processes unless activated carbon filtering is used. Pesticides have been detected during all months of the year with concentrations ranging up to 200 μg/l. If high concentration in water is associated with high flow conditions then large mass losses of pesticides can flow into the water supplies in this basin. This paper will investigate the use of a monitoring program to assess the non-point source of this atrazine contamination. Several practices will be examined that have shown ability to remediate or prevent these impairments.

Objective. We assessed the cost-effectiveness of determining new human immunodeficiency virus (HIV) diagnoses using rapid HIV testing performed by community-based organizations (CBOs) in Kansas City, Missouri, and Detroit, Michigan. Methods. The CBOs performed rapid HIV testing during April 2004 through March 2006. In Kansas City, testing was performed in a clinic and in outreach settings. In Detroit, testing was performed in outreach settings only. Both CBOs used mobile testing vans. Measures of effectiveness were the number of HIV tests performed and the number of people notified of new HIV diagnoses, based on rapid tests. We retrospectively collected program costs, including those for personnel, test kits, mobile vans, and facility space. Results. The CBO in Kansas City tested a mean of 855 people a year in its clinic and 703 people a year in outreach settings. The number of people notified of new HIV diagnoses was 19 (2.2%) in the clinic and five (0.7%) in outreach settings. The CBO in Detroit tested 976 people a year in outreach settings, and the number notified of new HIV diagnoses was 15 (1.5%). In Kansas City, the cost per person notified of a new HIV diagnosis was $3,637 in the clinic and $16,985 in outreach settings. In the Detroit outreach settings, the cost per notification was $13,448. Conclusions. The cost of providing a new HIV diagnosis was considerably higher in the outreach settings than in the clinic. The variation can be largely explained by differences in the number of undiagnosed infections among the people tested and by the costs of purchasing and operating a mobile van.

In 2016 Kansas City installed a marker that celebrated its role as host to the first meeting of the National Planning Conference of Homophile Organizations in 1966. The marker was the first to commemorate this historic gathering of gay rights activists as well as the first to recognize Missouri’s LGBTQ history. This article charts the effort to install Kansas City’s marker as a case study of the issues involved in documenting LGBTQ history. What began as a community collecting initiative quickly evolved into an effort that included students, city officials, and a federal heritage area. The authors—a founder of the community collection initiative, a public history educator, and a public history student—demonstrate how those involved attempted to navigate questions of ownership and shared authority. Ultimately, the authors ask public historians to see themselves as potential allies to, rather than authorities of, the communities with which they work.

Public Library of Cimahi City is to provide information needs for the users from Cimahi City and users from other city. The Public Library of Cimahi City has collections and library equipment that must be maintained and cared for so that they are not damaged and consumed over time, as well as the building where the collections are stored. It is necessary to pay attention to the continuity of the library service. So in library activities, it is necessary to have preservation activities to maintain collections and equipment in the library. This study aims to have a comprehensive description of preservation activities at the Public Library of Cimahi City which are divided into three stages, namely preventive, curative, and restorative. The method used is descriptive qualitative, by collecting data through observation, interviews and documentation. This study uses triangulation technique to test the validity and analysis techniques of thematic data for data analysis. The informants were librarians at the Public Library of Cimahi City. The results showed that the preservation process at the Cimahi City Public Library had not been fully implemented. The Public Library of Cimahi City focuses more on preventive activities, such as installing air conditioners to maintain humidity and room temperature; installing curtains on glass windows to prevent sunlight from hitting the collection; and perform cleaning and maintenance on every element of the library. Meanwhile, curative and restorative preservation activities at the Public Library of Cimahi City are still lacking when compared to preservation standards carried out by other libraries, which have only been implemented through collection repair activities (binding, gluing and using adhesive), and room renovation. So it can be concluded that the Public Library of Cimahi City needs to pay more attention to preservation activities so that every element that supports the sustainability of the Public Library of Cimahi City can be preserved.

A self-administered survey of randomly selected recipients in 44 Missouri, U.S., communities found that most Missourians were very concerned about the quality of natural resources and having trees on streets and in parks. Respondents felt that Missouri was not doing well at making sure fewer trees are lost during development and at managing stormwater runoff. Residents in communities with a population of 50,000 or more, in the St. Louis and Kansas City suburbs, and in the cities of St. Louis and Kansas City show strong support for a ballot issue establishing a tree fund supported by a tax of US$5 or less. Missourians in communities with a population greater than 5,000 showed support for protecting or replacing trees during development through passage of a tree preservation ordinance. They lack basic knowledge of their community's tree program and could not correctly say whether their community was certified by The National Arbor Day Foundation as a Tree City USA. They are most likely to seek information on trees from their local garden center. The results of the survey, together with recent surveys of community forestry officials and street tree inventories, are used to make recommendations to state agencies charged with managing community forests.

PurposeIn Quebec, where a large majority of public libraries are municipal departments, the mission of the libraries must be defined in collaboration with city councillors and acknowledged by them. The purpose of this paper is to understand the views of city councillors in Quebec on the mission of public libraries, and to compare them to actual library practices.Design/methodology/approachThe research strategy adopted is a multiple case study. Interviews were conducted with 12 city councillors who represent their library on the city council. These interviews and the municipal cultural policies were subjected to a discourse analysis. The interviews with the directors of the public libraries and some documents were subjected to content analysis.FindingsA conceptual framework based on the theory of social construction of reality is proposed to study the discourses of city councillors in their textual dimension, to contextualise them and to analyse them in comparison with library practices.Originality/valueThere is no homogeneous view among city councillors in Quebec on the mission of public libraries. However, a model of the discourse of city councillors does emerge. It is less developed than current literature. It presents a passive image of the library in which the tradition continues, ignoring the Information Society. The analysis also revealed that the views of city councillors are based on their own convictions as individuals, on their role in the management of the municipality as elected officials, and on the image they have of the users of public libraries.

This study investigates the aftermath of a high-profile violent police incident as it relates to city-wide firearm violence. Utilizing two Midwest cities (Kansas City, Missouri and Omaha, Nebraska) as comparison cities, we assess whether violent firearm incidents increased in Minneapolis after the murder of George Floyd. Multiple interrupted time-series analyses showed statistically significant increases in weekly firearm incidents in Minneapolis (AME = 10.63, p < 0.05) and Omaha (AME = 1.47, p < 0.5) following the murder of George Floyd. No significant results were found in Kansas City. Similar relationships were found when examining monthly firearm incidents. The firearm spike in Minneapolis thus represents an approximate 10-fold increase in weekly firearm incidents relative to that observed in Omaha. We conclude, therefore, that the murder of George Floyd was associated with a substantially greater increase in firearm violence in Minneapolis than in the two comparison cities. Police training to reduce police violence and public health approaches to reduce urban firearm violence will alleviate the social and economic impacts of violence on federal and state governments.

Lighting is one of the most critical components that support human life and other living creature. Poor illumination can impede users’ ability to use a building or space effectively. Library is one of the places that require good light spread so that users feel comfortable when doing activities in it. The Batam City public library is a library located on the fourth floor of the Batam City joint office. This library only has four small apertures in the form of windows for a 13.2 meter x 9 meter area, therefore sunlight cannot distribute evenly. Therefore, one solution to ensure that the library room has a suitable distribution of light is to employ artificial lighting. According to a questionnaire distributed to visitors and staff of Batam City public libraries, 82.4% of respondents believed that lighting in Batam City public libraries was still inadequate. This study used data from direct field observations, interviews with staff and library visitors, questionnaire distribution, and literature review. This research uses quantitative methods by calculating light intensity through the simulation of dialux software. Simulations were carried out in the catalogue room and the library reading room. Changing the colour of the wall surface, the furniture arrangement and the lights' placement are some experiments done to provide a good distribution of light. This study aims to evaluate and obtain lighting simulation results for the public library in Batam City that adheres to the SNI standard (300 LUX).

The future of public libraries has been threatened by funding cuts and new digital technologies which have led many people to question their traditional role and purpose. However, freedom of information, ready access to knowledge and information literacy in all its digital and analog guises are more important than ever. Thus, public libraries remain significant spaces and places where people can socially interact and learn. In many countries public libraries are reinventing themselves and part of this process has been the redesign of library services and the design and construction of new library building and facilities that articulate the values, purpose and role of what has been termed ‘the next library'. Following discussion of new library developments in London, Birmingham and Worcester in the UK, Aarhus in Denmark and Helsinki in Finland, the article concludes that public libraries are now both social and media spaces as well as being important physical places that can help city dwellers decide what type of urban world they want to see.

The Michaelis Art Library, part of the Reference Division of the Johannesburg Public Library Service, originated with a collection of books purchased for the planned Johannesburg Art Gallery in the 1920s. Temporarily and then permanently housed in the Public Library, the collection became the nucleus of a growing art library, the largest public art library in South Africa. In recent years usage of the library declined as a result of political tensions, but then increased in parallel with a surge of vitality in the arts which heralded the end of apartheid and the emergence of democracy. During 1995 the Michaelis Art Library was due to move into Johannesburg’s central library building.

HIV-related stigmas contribute to disparities, and contact with HIV-positive individuals has been suggested to reduce stigma. Faith-based organizations have been recognized as important to stigma reduction efforts among African American populations; however, relatively few church-based studies have measured HIV-related stigma. This study uses baseline data (N = 1,448) from a study with 14 African American churches in Kansas City, Missouri and Kansas, to examine correlates of HIV-related stigmas among church members and community members accessing church social services using two previously validated scales that measure discomfort interacting with individuals with HIV and anticipated stigma or rejection. Knowing someone with HIV was associated with lower discomfort, even after adjusting for sociodemographic characteristics and sexual risk, HIV knowledge, previous communication about HIV at church, and mean drug and homosexuality stigmas. Knowing someone with HIV was not associated with anticipated stigma or rejection after adjustment. Contact-based interventions hold promise for reducing discomfort around people with HIV among church-affiliated populations.

With reduced hours, decaying infrastructure, and precariously positioned staff, local public libraries provide much needed services in cities devastated by inequality and slashed safety nets. In this article, I draw on ethnographic research of a small public library in a diverse, mostly working class neighborhood in Queens, New York. I show that in addition to providing an alternative to the capitalist market by distributing resources according to people's needs, the library serves as a moral underground space, where middle–class people bend rules to help struggling city residents. Although the library occasionally replicates hegemonic ideologies about immigrant assimilation, it provides a striking example of cross–class and interclass solidarities and resistance to the neoliberal social order. I conclude by discussing the potential of public libraries as everyday spaces of subversion and emancipation, as well as research sites for urban scholars.

The purpose of this study is to investigate the gap between perceptions and expectations of users on the services of West Sumatera Province Library as a public sector and determine the priority level of the requirements for the library in order to improve the quality of services based on the dimensions of the service quality. This was done using Servqual and Quality Function Deployment (QFD) method. It was found that, from overall attributes, only one attribute fulfills users’ expectations (it has a positive gap), tangibles element for the attribute of cool air circulation. The ranking of the gap, for all dimensions, is the dimension of responsiveness, assurance, empathy, tangibles and reliability. It indicates that users’s expectations were not being fulfilled yet. The main benefit of this research is to understand user’s perceptions and expectations towards the services provided and to obtain the improvement priority to be taken by the West Sumatera Province Library.
