The present study examined the effects of group home staffing variables on the proportion of successful program completions by adjudicated juvenile delinquents. A survey questionnaire was sent to most small group homes serving this population in California. Respondents became the 114 participants. There were no significant relationships between the staff/resident ratios and successful completion, between the inconsistency measure and successful completion, or between staffing pattern type and successful completion. Homes that employed live-in part-time family counselors had the highest staff/resident ratios. Homes that employed family counselors working in shifts had the highest staffing inconsistency.

The Industrial Schools Act introduced State coercion into the ‘childcare’ of the colony, and industrial schools became legal enforcers for other welfare institutions. This thesis provides an account of two industrial schools in nineteenth and early twentieth century New South Wales, focusing on the children and the lives they lived within the institutions and relying heavily upon primary sources. NSS Vernon enrolled destitute, neglected and delinquent boys. The curriculum, combined with an elaborate system of rewards, proved effective as reformative agents and after 1911 the ship’s coercive function was taken over by other reformatory schools and by a system of probation. About one third of girls admitted to ISG Newcastle were older, sexually delinquent girls. Inappropriate site, inadequate preparation, insufficient and untrained staff, lack of suitable curriculum and denial of support from the Colonial Secretary led to total failure of the school. Physical and verbal abuse was in evidence at Newcastle and resurfaced after the change of enrollments to mostly older girls about the time of the school’s transfer to Parramatta in 1887. After 1905 committals were aimed at maintaining street order and parental authority, to house the ‘uncontrollables’ and ‘incompetents’ and to provide a lock hospital for the control of venereal disease. The expressed purpose of the school to provide ‘good useful women’ dovetailed neatly with the introduction of probation, mostly for boys, which was enforced ‘through the mother’

Over the last 30 years, the juvenile justice system and juvenile correctional ideology shifted to become more punitive in nature. However, studies examining this shift are lacking in the literature. The present study will attempt to assess what correctional ideology, rehabilitative or punitive, is dominant within juvenile corrections by conducting a national survey to juvenile facility directors. This study will be based on prior literature, most of which has focused upon line staff in an adult correctional setting. From this prior literature, more specifically from the work of Cullen et al. (1989), scales will be created to determine the correctional orientation of the key administrators in juvenile facilities. This will allow us to assess whether the correctional ideology driving the juvenile system has in fact become punitive. The findings from this study have the opportunity to alter the current status quo in juvenile corrections.

This study utilizes a national survey to measure the job satisfaction of juvenile facility directors. The prior literature has focused on the experiences of line personnel within the adult correctional system, and this research serves to provide new information regarding this specific population. The current study will address the predictors and correlates of a director's job satisfaction. It is hypothesized that specific characteristics within the organization will predict job satisfaction. Issues regarding staff within an institution and their effect on a director's job satisfaction are the focus. Results indicate that staff issues significantly contribute to the job satisfaction of a director. Specifically, this research can be used to understand facility director retention, staff and juvenile related issues, and the effect of job satisfaction on criminal justice policy issues.

This national study, focusing on job satisfaction within juvenile facility directors, was conducted by the means of a survey. The study is longitudinal in nature; the survey was conducted in 1995 and 2000. Other past studies have focused on line level employees, guards, and the juveniles, but few have concentrated on juvenile facility directors. Literature on directors is currently lacking, this continuous study will give a better ongoing perspective of their attitudes and beliefs. Findings from this particular study will help to address current concerns inside of the system, starting at the apex. The survey's goal is to correlate factors that have a direct impact on their job satisfaction. Results indicate that staff issues have a dramatic impact on a director's job satisfaction.

This study had a two-fold purpose. The first purpose was to compare the rankings of a set of knowledge/skills statements as reported by teachers of students with emotional behavioral disorders and teachers in juvenile correctional special education settings. A survey instrument designed to measure the importance, proficiency, and frequency of use of clusters of knowledge/skills statements was administered to 123 teachers in juvenile correctional special education settings in state institutions. Mann Whitney U analyses were calculated to compare the mean rankings of the two groups of teachers. The findings indicated that teachers in juvenile correctional special education settings and teachers of students with emotional and behavioral disorders were very similar as to which knowledge/skills clusters were important to their job performance, which clusters they were most proficient at using, and which clusters they utilized most frequently. The second purpose was to compare the teachers in juvenile correctional special education settings and to determine whether their mean rankings of the knowledge/skills clusters varied when analyzed by differing categories of age, type of certification held, years of teaching experience, and level of the teachers' education. Analysis of variance revealed no significant difference in the mean rankings in any of the comparison groups. Therefore teacher age, level of education, type of certification held, or years of teaching experience yielded no significant differences on the mean rankings of the knowledge/skills clusters.

Première forme de traitement spécialisé pour mineurs délinquants depuis la moitié du 19ème, l’enfermement est, à l’heure actuelle, la réponse qui occupe le devant de la scène politico-médiatique face à la délinquance des jeunes en Belgique. Depuis la fin des années 70, les dénonciations du « manque de places » en régime fermé sont fréquemment relayées. L’augmentation de la capacité institutionnelle est la réponse apportée par les pouvoirs publics. Pourtant, rares sont les connaissances empiriques existantes qui portent sur le fonctionnement « concret » de ces institutions qui allient des missions sécuritaires et éducatives. Maigres sont aussi les productions qui cherchent à dépasser les paroles des intervenants et des jeunes pour saisir « in situ » les modes respectifs de socialisation et les rapports qui interviennent entre ces acteurs.

C’est au regard de ces premiers constats que le projet de thèse de doctorat en criminologie, intitulée « L’enfermement des mineurs poursuivis par la justice. Ethnographie de trois institutions de la Communauté française », a vu le jour. Comprendre le fonctionnement des trois institutions d’enfermement en Communauté française en se basant sur une approche ethnographique paraissait pertinent.

La thèse s’articule autour de trois parties. La première pose le cadre historique et contemporain de l’enfermement en Belgique et présente un bilan critique (recension, synthèse et examen) des connaissances produites sur ces institutions en Communauté française. La seconde explicite les choix méthodologiques empruntés ainsi que les questionnements réflexifs qui se sont imposés durant les immersions. La troisième constitue le véritable cœur de la thèse et présente sept thématiques ressorties suite à l’analyse inductive du matériel d’immersion, suivant le cheminement dans l’enfermement et la progression dans le quotidien institutionnel :la structuration des espaces qui révèle la conception dichotomique de la vie communautaire s’y déroulant avec d’un côté les jeunes, de l’autre les professionnels ;la présentation des acteurs et de leurs modes de socialisation respectifs ;les différents temps du placement :un temps court cadenassé et un temps long qui se doit d’être libéré et rentabilisé ;les rapports entre intervenants et jeunes où l’observation réciproque permet aux uns d’assumer leurs fonctions officielles (sécuriser, éduquer, évaluer), aux autres d’apprendre à être observés et ce faisant de développer des processus de résistance « en coulisse » ;les ressorts de l’humour :rire « entre soi » « des autres » qui permet tantôt la cohésion, tantôt l’exclusion ;des parcours de placement qui mobilisent les équipes et révèlent les limites du régime fermé, les moments particuliers où les enjeux de l’enfermement se dévoilent et des embryons de confiance se décèlent loin du quotidien collectif, loin du regard « des siens » et « des autres ».

Dans cette perspective, les rapprochements entre les jeunes et les adultes, la confiance et le sens qui peuvent en découler pour les jeunes, s’observent particulièrement dans les interstices de l’enfermement, loin des normes rigides qui le gouvernent. Et il apparait que ce sont surtout les missions d’évaluation demandées par les autorités mandantes qui nuisent à la relation de confiance. Cette observation complexifie les réflexions scientifiques antérieures qui mettaient en évidence le caractère paradoxal des objectifs sécuritaires et éducatifs de ces institutions. Ce n’est pas uniquement le « duel » sécuriser / éduquer ou aider mais bien, le « triptyque » sécuriser / éduquer ou aider / évaluer et communiquer qui caractérise la « prise en charge » dans l’enfermement et qui mérite d’être davantage questionné et investigué.

AFRIKAANSE OPSOMMING: Hierdie studie is gedoen om die opvoedkundige ondersteuning wat leerders in spesiale jeugsorgsentrums in die Wes-Kaap ontvang te ondersoek, deur gebruik te maak van ’n kwalitatiewenavorsingsontwerp en binne ’n interpretatiewe paradigma te werk. Hierdie studie het ook die belewenisse van manlike jeugoortreders ten opsigte van hul opvoedkundige ervaring binne die rehabilitasiekonteks ondersoek. Die populasie vir die studie was oortreders in ’n spesiale jeugsorgsentrum – ’n onderwysinrigting waartoe jeugdiges deur die hof gevonnis word indien hulle herhaaldelik by misdaad betrokke is. Die navorsing het uitgelig dat die jeugoortreders in die studiepopulasie ’n lang geskiedenis van aanhouding het; dat hulle voorheen in ’n inrigting van die Departement van Maatskaplike Ontwikkeling, ’n gevangenis van die Departement Korrektiewe Dienste en ’n spesiale jeugsentrum van die Departement van Onderwys aangehou is. Die betekenisvolheid hiervan is dat dit toon hoe gefragmenteer dienste aan jeugdige oortreders gelewer word. Daar was baie onderbrekings in die deelnemers se opvoedkundige pad, asook verwydering van die gesins- en gemeenskapslewe. Verder wil dit voorkom of geen departement aanspreeklikheid aanvaar het vir die rehabilitasie van die jeugdiges nie, aangesien hulle heen en weer tussen die inrigtings van die verskillende departemente geskuif is. Daar moet beter samewerking en skakeling wees tussen alle departemente wat betrokke is by jeugoortreders en die implimentering van programme moet effektief gemonitor en gereeld geëvalueer word. Programme moet gereeld hersien en konstant aangepas word om sodoende die lewensvatbaarheid van die programme en inrigtings te bepaal. Jeugdiges in jeugsentrums is nie ’n homogene groep nie en kom uit verskillende agtergronde met diverse opvoedingsbehoeftes waarin voorsien moet word. Die jeugdiges het ook hul opvoedkundige behoeftes verwoord en dit het beroepsvaardighede, sosiale en morele ontwikkeling ingesluit. Verder is die redes ondersoek waarom die jeugdiges aanhoudend betrokke bly by misdaad. Hulle het aangevoer dat dit as gevolg van portuurdruk, dwelms en armoede is. Die jeugdiges het ook voorstelle van alternatiewe programme en ondersteuning gemaak. Volgens hulle moet dit insluiting in die gemeenskap, positiewe vryetydsbesteding, erkenning deur ander en weerbaarheid behels.
ENGLISH ABSTRACT: This study was done to investigate the educational support that learners receive at a special youth centre in the Western Cape, by making use of a qualitative research design and working within an interpretive paradigm. This study also investigated the experiences of male youth offenders with regard to education within the rehabilitation context. The study population were young offenders in a special youth centre, which is an educational institution where young offenders are being sentenced to after being repeatedly involved in crime. The research revealed that the youth offenders of the study population have a long history of detention; that they were held in an institution of the Department of Social Development, the prison of the Department of Correctional Services and special youth centres of the Department of Education. This finding is significant because it shows the fragmentation of services that are delivered to youth offenders. There was a lot of interruption along the participants’ educational pathway, as well as removal from family and community life. Furthermore, it would appear that no department accepted responsibility for the rehabilitation of the youths, because they were moved back and forth between the institutions of the different departments. There should be better collaboration and liaising between departments that are involved with young offenders and the implementation of programmes should be monitored effectively and evaluated regularly. Programmes should also be reviewed regularly and constantly adjusted to establish whether is the programmes and institutions are sustainable. The youth in youth centres are not a homogenous group and come from different backgrounds with diverse educational needs that should be met. The youths also voiced their educational needs, which included workplace skills, social and moral development. Furthermore, the reasons why the youths continue to be involved in crime were investigated. They said that it was because of peer pressure, drugs and poverty. The youths also made suggestions of alternative programmes and support. According to them it should entail inclusion in the community, positive free-time spending, recognition by others and resilience.

Current research on girls and delinquency has brought to awareness the often stressful and traumatic lives of girls. Furthermore, the last three decades have seen an increase in the proportion of girls entering the Juvenile Justice System and an increase in the proportion of girl’s court ordered to attend military structured treatment programs. Developed with boys in mind, many researchers in the area of female delinquency believe that military structured treatment programs are less effectiveness for girls. Thus, the goal of the current study is to consider the experience of girls in a military structured residential treatment facility. Additionally, this study sought to answer the following questions posed by the administrative personnel of this program: 1) Why do staff members report more difficulties when working with the girls? 2) Why are girls more emotionally labile than boys? 3) What changes can be made to the program to increase girls’ success in the program? Participants in this study were referred to a military structured residential treatment program. At the time of the study, four girls, ages 14 to 16, participated in the study. In addition to the girls’ participation, staff members including drill instructors, program officers, teachers, health professionals, and administrative staff participated in the study. The current study utilized an ethnographic approach to explore and identify information that may be useful in better understanding the research questions. The Listening Guide Method (Brown & Gilligan, 1992) was utilized to conduct a narrative analysis of the interviews with both the girls and staff members. Results demonstrated that while in the program, services provided were uneven in both scope and quality. For example, lack of training among staff members resulted in missed opportunities to teach the girls necessary skills that would enable them to tolerate emotional distress while in the program and at home. In order to better meet the needs of the girls, it is recommended that this program strive to integrate both military and therapeutic programming, and educate and train all its staff members in the delivery of gender-responsive programming.

The purpose of this qualitative, phenomenological study was to explore the support of juvenile offender learners in correctional schools from a wellness perspective. The support of juvenile offender learners on the six dimensions of wellness is crucial since it has a wide range of benefits, it links achievement of teaching and learning, and rehabilitation and avoid recidivism. The study integrates Ubuntu and Wellness frameworks (Hettler, 1984) as a lens to understand the support of juvenile offender learners’ wellness in the correctional schools. The two frameworks informed the formulated Wellness framework as an approach to address and support wellness in active teaching and learning of the juvenile learners in the correctional schools. Data collection methods used was semi- structured interviews, open-ended questionnaires and observations. The research used purposive sampling of 12 teachers and 21 juvenile offender learners from seven correctional schools in four different provinces in South Africa. Ethical considerations are followed this include how best to negotiate access to the correctional schools, signed consent forms, anonymity, and confidentiality. The findings of the study revealed inadequate support structures and challenges that threaten the wellness of juvenile learners. However, it was revealed that teachers make an effort to support juvenile offender learners’ wellness in the correctional schools. Conversely, there are gaps in terms of policy, theory, and practice on how they can effectively support juvenile learners. The major impediment is that teachers are trained to teach in mainstream schools not in the environment of imprisonment. The study recommends that teachers, Learner Support Assistant (LSA), Peer Educators (PE), and security official be trained on how to identify intellectual, physical, social, emotional, spiritual, and career challenges of juvenile learners and address them in order to improve their learning, and rehabilitate. The DCS can do this through collaboration with various stakeholders who have knowledge and expertise in the six-wellness dimensions. Hence, the study formulated the model called Collaborative Intervention Support for Wellness framework. It consists of five strategic support structures (DCS, and other governmental department, non-governmental stakeholders LSA and PE) that are to assist the teachers in the correctional schools to support and enhance the juvenile offender learners’ wellness.

Die doel van hierdie kwalitatiewe, fenomenologiese studie was om die ondersteuning van jeugoortredende leerders in korrektiewe skole vanuit ‘n welstandsperspektief te ondersoek. Die ondersteuning van jong jeugdige oortreders in die ses dimensies van welstand is van kardinale belang, aangesien dit ‘n wye verskeidenheid voordele inhou, verbind dit die prestasie van onderrig en leer, en rehabilitasie en vermy herhaling. Die studie integreer Ubuntu en wellness-raamwerke (Hettler,1984) as ‘n lens om die ondersteumning van jeugoortreders se welstand in die skole vir korrektiewe te verstaan. Die twee raamwerke het die geformuleerde welstand-raamwerk ingelig as ‘n benadering om welstand in die aktiewe onderrig en leer van jong leerder in die korrektiewe skole aan te spreek en te ondersteun. Etiese oorwegings word gevolg, dit sluit in hoe om die beste toegang tot die skole vir korrektiewe, ondertekende vorms van toestemming, anonimiteit en vertroulikheid te beding. Die bevindings van die studie het onvoldoende ondersteuningstrukture en uitdagings ontdek wat die welstand van jong leerders bedreig. Dit is egter aan die lig gebring dat onderwysers moeite doen om die welstand van die jeugoortreders in die korrektiewe skole te ondersteun. Daarteenoor is daar leemtes in terme van beleid, toerie en praktyk oor hoe hulle jong leerders effektief kan ondersteun. Die grooste struikelblok is dat onderwysers opgelei word om in hoofstroomskole onderrig te gee, nie die omgewing van gevangenisstraf nie. Die studie beveel aan dat onderwysers, LSA, PT en veiligheidsbeampte opgelei word in die identifisering van intellektuelle, fisieke, sosiale, emosionele, geestelike en loopbaanuitdagings van jong leerders en om hulle aan te spreek ten einde hul leer te verbeter en te rehabiliteer. Die DKD kan dit doen deur samewerking met verskillende belanghebbendes wat kennis en kundigheid het in die dimensies van ses welstand. Daarom het die studie die model genaamd “Collaborative Intervention Support for Wellness raamwerk geformuleer. Dit is ‘n kompromie van vyf strategies ondersteuningstrukture (DKD, en ander regeringsdepartemente, nie- regeringsbelangheggendes LSA, en portuurstudente) wat die onderwysers in die korrektiewe skole moet help om die welstand van die jeugoortreder te help en te verbeter.

This research was conducted in the Thohoyandou Correctional Centre within the Female/Juvenile place found in the Thulamela Municipality in the Vhembe District. It is approximately 200km to the north of Limpopo Provincial capital of Polokwane. It focuses on finding out factors that influence offenders to re-offend again, investigate recidivism among youth offenders and identify some of the problems relating to recidivism. The research consisted of juvenile offenders incarcerated in the Thohoyandou Correctional Centre within the juvenile area. Both groups of sentenced male and female juveniles participated in the study. The research used non-probability sampling. Purposive sampling was used to gather information within the Thohoyandou Correctional Centre. The research used interviews and focus group interviews as methods of collecting data. The interviews were conducted using English and Tshivenda then the responses were translated from Tshivenda to English. The researcher interviewed young offenders who have offended and re-offended. The researcher used grounded theory as a method to analyse data. This method helped the researcher to generate theory from the data collected
