This paper explores concessions made by Australian authorities concerning Japanese immigration during the era of the White Australia Policy in the early twentieth century. Australia’s Immigration Restriction Act was introduced in December 1901. As the major piece of legislation in the White Australia Policy, the act made it virtually impossible for non-Europeans to migrate to Australia. However, Japanese people enjoyed a special position among non-Europeans under the White Australia Policy thanks to Japan’s growing international status as a civilised power at the time, as well as its sustained diplomatic pressure on Australia. While the Commonwealth was determined to exclude Japanese permanent settlers, it sought ways to render the policy of exclusion less offensive to the Japanese. In the early 1900s, two minor modifications to the Immigration Restriction Act were implemented in order to relax the restrictions imposed on Japanese citizens. Moreover, in the application of Commonwealth immigration laws, Japanese people received far more lenient treatment than other non-Europeans and were afforded respect and extra courtesies by Australian officials. Nevertheless, these concessions Australia made to Japanese citizens were minor, and the Commonwealth government maintained its basic policy of excluding Japanese permanent settlers from Australia. This paper shows that, despite continued diplomatic efforts, Japan was fundamentally unable to change pre-war Australia’s basic policy regarding the exclusion of Japanese permanent settlers.

Heading date is a major determinant of the regional and seasonal adaptation of barley varieties. The dogma is that introduced germplasm is more likely to be adapted if it is derived from a similar latitude. However, barley germplasm introduced from similar latitudes of South-East Asia is extremely early heading in the Australian environments and vice versa. A doubled-haploid population from a cross of an Australian barley Galleon and a Japanese barley Haruna Nijo was evaluated for heading date in Australia (Perth, 31°56′S) and China (Wuhan, 30°33′N) under normal autumn sowing, late sowing in the field, and extended-light glasshouse conditions. One major QTL was identified on chromosome 5H under the three conditions in China. The single QTL accounted for up to 50% of phenotypic variation for heading date. The Australian variety contributed to late heading date. Two QTLs on chromosomes 4H and 5H were detected for controlling heading date in Australia. The QTL/QTL interaction contributed up to 35.8% of phenotypic variation for heading date in Australia, which is the major reason for the extremely early heading date of the Japanese variety in the Australian environment. The chromosome 5H QTL was detected at the same chromosomal location when the population was grown in either China or Australia. In both environments the Australian variety contributed to the late heading date. Selection against the Japanese alleles of chromosomes 4H and 5H QTLs could eliminate the extremely early genotype in Australia and selection against the Australian allele of chromosome 5H QTL could eliminate the extremely late genotype in China when Australian and Japanese germplasms are used in the breeding programs.

The rising fame of multiethnic and multiracial or ‘mixed’ celebrities in Japan, such as tennis player Naomi Osaka, has brought into focus the roles of Japan’s Nationality Law and understandings of nationality and citizenship in shaping identity. According to Article 14 of Japan’s Nationality Law, persons holding multiple nationalities must choose to forfeit all but one before the age of 22. In this article I aim to address how multiethnic and multiracial youths of Japanese descent in Australia are approaching the ambiguities surrounding their citizenship and nationality rights. To do so I will closely examine to what extent the Nationality Law affects their future decisions and identities by drawing upon evidence from in-depth interviews I conducted with mixed Japanese youth who are the child of one Japanese parent and one non-Japanese parent and live in Australia. Using Pierre Bourdieu’s theory of cultural capital, I argue that mixed Japanese youth in Australia perceive citizenship less as an agent of identity and more as an index of socioeconomic opportunity. My findings demonstrate that these individuals actively strive to maintain their dual citizenship and strategically align their cultural capital to realise meaningful cross-cultural careers that communicate between Australia, Japan, and their own mixed identities.

Over the last few years, I have attended several political meetings concerned with the refugee crisis, multiculturalism or Indigenous rights in Australia, meetings at which liberal democratic–minded ‘left-wing’ people came together to discuss, or agitate for change in, governmental policies. At these meetings, I always found it difficult to accept the slogans on their placards and in their speeches: ‘Shame Australia! Reconciliation for a united Australia’, ‘Wake up Australia! We welcome refugees!’ or ‘True Australians are tolerant! Let’s celebrate multicultural Australia!’ My uncomfortable feeling came not only from the fact that I was left out because of my Japanese nationality but also because I had never seen or heard words like ‘shame Japan’, ‘wake up Japan’ or ‘true Japanese are ...’ at Japanese ‘left-wing’ political gatherings. In Japan, these are words used only by right-wing nationalists. Indeed it is difficult to even imagine liberal-left intellectuals in postwar Japan calling for a ‘true Japanese’ political response (as if such a response was positive), such is the extent to which the idea of ‘good nationalism’ is now regarded as an oxymoron. This is my starting point for an essay in which I want to be attentive to the different roles played by national(ism) in the Japanese and Australian political environments.

The article is related to the establishment of Australian foreign policy tradition and becoming of Australia as a subject of international relations. The significant role of the dominions during First World War Great and their help for Great Britain victory, intensified their struggle for independence. As the result of long-term efforts, dominions reached the proclamation of the Balfour Declaration in 1926 by London, which was later confirmed by the Statute of Westminster (1931), which established the authority for dominions for an independent foreign policy. The development of Australian foreign policy before and during World War II was analyzed. The evolution of the relations of the Australia and Great Britain in the context of the events of the World War II is traced, in particular the peculiarities of the allied relations of the two countries. There is shown the regional dimension of the World War II within the Asia-Pacific region, in the context of Australia and the United States actions against Japanese aggression. There are analyzed the peculiarities of external threats effect on the transformation of the Australian foreign policy strategy, in particular in the national security sphere. The main threat for Australia in that period become Japanise aggressive and expansionist policy in the Asia-Pacific region. A lot of Australian soldiers and military equipment were sent to Great Britain to support traditional allie. But in actual strategic situation in Europe there were great doubts that British troops and the navy would be able to effectively help Australians in case of an attack by Japan. Politics of national security and defense of Australia in the context of its participation in World War II is considered. In the conditions of real threat of Japanese invasion, as well as the lack of sure to receive necessary support from Great Britain, the Australian government start to find a military alliance with the USA. There were identified the key implications of World War II for Australian socio-economic system.

This cross-sectional study aimed to determine ethnic and environmental influences on the relationship between BMI and percentage body fat, using a sample of 144 Japanese and 140 Australian-Caucasian men living in Australia, and eighty-eight Japanese men living in Japan. Body composition was assessed by anthropometry using standard international methods (International Society for the Advancement of Kinanthropometry protocol). Body density was predicted using Durnin and Womersley's (1974) equation, and percentage body fat was calculated from Siri's (1961) equation.Significant (P<0·05) ethnic differences in stature, body mass and BMI were observed between Japanese and Australian men, but no ethnic differences were observed in their percentage body fat and height-corrected sum of skinfold thicknesses. No differences were found in the BMI–percentage body fat relationship between the Japanese subjects living in Australia and in Japan. Significant (P<0·05) ethnic differences in the BMI–percentage body fat relationship observed from a comparison between pooled Japanese men(aged 18–40 years, BMI range 16·6–32·8kg/m2) andAustralians (aged 18–39 years, BMI range 16·1–31·4kg/m2) suggest that Japanese men are likely to havea greater percentage body fat than Australian men at any given BMI value.From the analyses, the Japanese men were estimated to have an equivalent amount of body fat to the Australian men at BMI values that were about 1·5 units lower than those of the Australians (23·5kg/m2 and 28·2kg/m2, respectively).It was concluded that Japanese men have greater body fat deposition than Australian-Caucasians at the same BMI value. Japanese men may therefore require lower BMI cut-off points to identify obese individuals compared with Australian-Caucasian men.

This article compares the efforts of two Australian entrepreneurs to import Japanese entertainments for theatres in mid-twentieth-century Australia. David N. Martin of the Tivoli Circuit and Harry Wren, an independent producer, were rivals in the business of touring variety-revue. Both travelled to Japan in 1957, the year that the governments of Australia and Japan signed a landmark trade agreement. Whereas Martin's efforts were hampered by the legacy of wartime attitudes, Wren embraced the post-war optimism for trade. Wren became the Australian promoter for the Toho Company of Japan, touring a series of Toho revues until 1968. These Toho tours have been overlooked in Australian histories of cultural exchange with Japan. Drawing on evidence from archival sources and developing insights from foreign policy of the time, this article examines why Australian entrepreneurs turned to Japan, what Toho sent on tour, and how Toho's revues played in Australia. It analyses trade in touring entertainment as a form of entrepreneurial diplomacy that sought to realize the prospects of regional integration.

As the Japanese continued their rapid advance through Southeast Asia and into New Guinea, apprehensive Australians believed their country could be next. The government also knew their traditional ally Britain would not come to their aid should the Japanese invade Australia, and as most of their own forces were already out of the country, the remainder would have provided a totally inadequate defence. For Prime Minister Curtin and his advisers it was America that had to provide protection for Australia; both for its own sake, and as the base from which the Japanese advance through the Eastern Pacific rim from North to South could be halted.

This study examines the role of schooling and ethnic community contact in ethnolinguistic and cultural identity construction and heritage language maintenance through the surveys and narratives of three groups of Japanese-English bilingual youths and their parents in Sydney, Australia, as a part of a larger longitudinal study from childhood. The bilingual youths were either born in Australia or immigrated there at a young age, and one or both of their parents are Japanese. All youths attended local Japanese community (heritage) language schools on weekends for varying periods of time while receiving Australian education (one group received some Japanese education as well) during the week. The bilinguals were grouped by types of schooling and community contact. The results show that community schools foster positive Japanese inclusive identity and heritage language development, especially with home, community, and peer support. Contrary to previous studies, positive attitudes toward hybrid identities and Japanese maintenance were found, regardless of the levels of Japanese proficiency. The development of identity and heritage language appear to be influenced not only by schooling and community, but also by wider socio-cultural contexts.

The aim of this study was to investigate differences in psychological characteristics between people with knee osteoarthritis (OA) from Japan and Australia. Sixty-two adults from Japan and 168 adults from Australia aged over 50 years with knee pain were included. Japanese data were collected from patients with knee OA diagnosed by medical doctors. Australian data were baseline data from a randomized controlled trial. Participants were not exercising regularly or receiving physiotherapy at the time. Psychological characteristics evaluated were depressive symptoms, fear of movement, and pain catastrophizing. These psychological characteristics were compared between the Japanese and Australian cohorts by calculating 95% confidence intervals (CIs) for difference of the mean. To test for equivalence, an equivalence margin was set at 0.5 standard deviations (SD) of the mean, where these SDs were based on the Australian data. When the 95%CI for the difference of the mean value lay entirely within the range of equivalence margin (i.e. between -0.5 and 0.5 times the Australian SD), the outcome was considered equivalent. There were no differences between the groups from Japan and Australia for depressive symptoms and the two groups were considered equivalent. There was no difference between groups for fear of movement, however the criteria for equivalence was not met. People from Japan with knee OA had higher scores for pain catastrophizing than people from Australia. The findings should be confirmed in other samples of people with knee OA from Japan and Australia due to the limitations of the participant recruitment strategy in this study. However, our findings suggest there may be a greater need to consider pain catastrophizing and build pain self-efficacy when managing Japanese people with knee OA. Implementation of international clinical practice guidelines for OA management may require different strategies in different countries due to different psychological profiles.

This study analyses overlaps in naturally occurring multi-party conversations among Japanese long-term residents of Australia, to investigate how Australian culture influences their Japanese communication style. One of the study???s interests is how their gendered communication styles appear in Australian English culture. Japanese gendered communication styles have been discussed in the literature, for example that males interrupt females more than vice versa; active participation by males versus passive participation by females in mixed-gender conversations; self-oriented topic initiation by males versus other-oriented topic initiation by females etc. These styles were assumed to be rarely observed in their L1 communication styles in Australia, where English, in which gendered language is less distinctive than Japanese, is spoken, and gender-free society has been more emphasised and practiced than in Japan. Among conversations recorded by the two informants, three multi-party conversations per informant (i.e. six in total) were selected, in which over 2000 overlaps are observed. The study first established a framework of functional overlap classification in terms of the ownership of the conversational floor. Then, based on this frame, all overlaps were classified into a number of functional categories, and were analysed qualitatively as well as quantitatively. The results showed little differences in the Japanese communication styles of the long-term residents of Australia from the Japanese communication styles which have been discussed in the literature, such as frequent use of aizuchi and other cooperative overlaps at and other than at Transition Relevance Places. As for gendered communication style, at least socio-cultural norms between traditional Japanese husband and wife are observed in the informants??? communication style. Although a number of variables that surround the informants need to be considered, the results may suggest that Japanese socio-cultural norms are, at this stage, more stable and they maintain the communication style of the Japanese long-term residents of foreign culture in their first language communication more strongly than was expected. However, different trends may be observed in future.

[Abstract]: This dissertation investigates how an independent Australian grain exporting SME has been able to access the Japanese market for food quality soybeans and corn. This firm has succeeded in entering this market despite entrenched competition from traditional suppliers in the USA and Canada and in the face of rigorous food safety and quality standards as required in this particular market. The research in this dissertation focuses on outlining the critical ‘enabling competencies’ that the firm and its suppliers developed in order to enter the Japanese market. A single case methodology involving multiple in-depth interviews with key stakeholders was used to provide triangulated evidence concerning the necessary and sufficient conditionsfor SME exporters to compete successfully in such mature markets, particularly in the face of entrenched competition from large scale suppliers of similar productsfrom the United States and Canada. From the data collected in this research, a model of SME internationalisation was proposed highlighting the driving forces whichstimulated the development of a set of ‘enabling competencies’ enabling successful entry into the Japanese market for food grains. This model has both practical andtheoretical implications for the development of trade between Australia and Japan in the food grain sector. In conclusion this dissertation suggests that firms with thecapacity to develop such competencies can succeed in entering enter such productmarkets.

Annotation:
The rapid spread of COVID-19 has already affected human lives throughout the globe. Governments of different countries have taken various measures, but how they affected people lives is not clear. In this study, a rule-based and a machine-learning based models are applied to answer the above question using public tweets from Japan, USA, UK, and Australia. Two polarity timeseries (meanPol and pnRatio) and two events, namely “lockdown or emergency (LED)” and “the economic support package (ESP)”, are considered in this study. Statistical testing on the sub-series around LED and ESP events showed their positive impacts to the people of (UK and Australia) and (USA and UK), respectively unlike Japanese people that showed opposite effects. Manual validation with the relevant tweets shows an agreement with the statistical results. A case study with Japanese tweets using supervised logistic regression classifies tweets into heath-worry, economy-worry and other classes with 83.11% accuracy. Predicted tweets around events re-confirm the statistical outcomes.

The Southeast Coast Network (SECN) conducts long-term terrestrial vegetation monitoring as part of the nationwide Inventory and Monitoring Program of the National Park Service (NPS). The vegetation community vital sign is one of the primary-tier resources identified by SECN park managers, and monitoring is currently conducted at 15 network parks (DeVivo et al. 2008). Monitoring plants and their associated communities over time allows for targeted understanding of ecosystems within the SECN geography, which provides managers information about the degree of change within their parks’ natural vegetation. The first year of conducting this monitoring effort at four SECN parks, including 52 plots on Cape Hatteras National Seashore (CAHA), was 2019. Twelve vegetation plots were established at Cape Hatteras NS in July and August. Data collected in each plot included species richness across multiple spatial scales, species-specific cover and constancy, species-specific woody stem seedling/sapling counts and adult tree (greater than 10 centimeters [3.9 inches {in}]) diameter at breast height (DBH), overall tree health, landform, soil, observed disturbance, and woody biomass (i.e., fuel load) estimates. This report summarizes the baseline (year 1) terrestrial vegetation data collected at Cape Hatteras National Seashore in 2019. Data were stratified across four dominant broadly defined habitats within the park (Maritime Tidal Wetlands, Maritime Nontidal Wetlands, Maritime Open Uplands, and Maritime Upland Forests and Shrublands) and four land parcels (Bodie Island, Buxton, Hatteras Island, and Ocracoke Island). Noteworthy findings include: A total of 265 vascular plant taxa (species or lower) were observed across 52 vegetation plots, including 13 species not previously documented within the park. The most frequently encountered species in each broadly defined habitat included: Maritime Tidal Wetlands: saltmeadow cordgrass Spartina patens), swallow-wort (Pattalias palustre), and marsh fimbry (Fimbristylis castanea) Maritime Nontidal Wetlands: common wax-myrtle (Morella cerifera), saltmeadow cordgrass, eastern poison ivy (Toxicodendron radicans var. radicans), and saw greenbriar (Smilax bona-nox) Maritime Open Uplands: sea oats (Uniola paniculata), dune camphorweed (Heterotheca subaxillaris), and seabeach evening-primrose (Oenothera humifusa) Maritime Upland Forests and Shrublands: : loblolly pine (Pinus taeda), southern/eastern red cedar (Juniperus silicicola + virginiana), common wax-myrtle, and live oak (Quercus virginiana). Five invasive species identified as either a Severe Threat (Rank 1) or Significant Threat (Rank 2) to native plants by the North Carolina Native Plant Society (Buchanan 2010) were found during this monitoring effort. These species (and their overall frequency of occurrence within all plots) included: alligatorweed (Alternanthera philoxeroides; 2%), Japanese honeysuckle (Lonicera japonica; 10%), Japanese stilt-grass (Microstegium vimineum; 2%), European common reed (Phragmites australis; 8%), and common chickweed (Stellaria media; 2%). Eighteen rare species tracked by the North Carolina Natural Heritage Program (Robinson 2018) were found during this monitoring effort, including two species—cypress panicgrass (Dichanthelium caerulescens) and Gulf Coast spikerush (Eleocharis cellulosa)—listed as State Endangered by the Plant Conservation Program of the North Carolina Department of Agriculture and Consumer Services (NCPCP 2010). Southern/eastern red cedar was a dominant species within the tree stratum of both Maritime Nontidal Wetland and Maritime Upland Forest and Shrubland habitat types. Other dominant tree species within CAHA forests included loblolly pine, live oak, and Darlington oak (Quercus hemisphaerica). The most frequently encountered species in each broadly defined habitat included: Maritime Tidal Wetlands: smooth cordgrass (Spartina alterniflora), perennial saltmarsh aster(Symphyotrichum enuifolium), and groundsel tree (Baccharis halimifolia) Maritime Upland Forests and Shrublands: yaupon (Ilex vomitoria), southern/eastern red cedar (Juniperus silicicola + virginiana), and cabbage palmetto (Sabal palmetto). Four non-native species identified as invasive by the Georgia Exotic Pest Plant Council (GA-EPPC 2018) were found during this monitoring effort. These species (and their overall frequency of occurrence within all plots) included: Japanese honeysuckle (Lonicera japonica; 17%), bahiagrass (Paspalum notatum; 8%), Vasey’s grass (Paspalum urvillei; 8%), and European common reed (Phragmites australis; 8%). Two rare plants tracked by the Georgia Department of Natural Resources (GADNR 2013) were found during this monitoring effort. These include Florida wild privet (Forestiera segregata) and Bosc’s bluet (Oldenlandia boscii). Southern/eastern red cedar and cabbage palmetto were the most dominant species within the tree stratum of the maritime Upland Forest and Shrubland habitat type. Species that dominated the sapling and seedling strata of this type included yaupon, cabbage palmetto, groundsel tree, and Carolina laurel cherry (Prunus caroliniana). The health status of sugarberry (Celtis laevigata)—a typical canopy species in maritime forests of the South Atlantic Coastal Plain--observed on park plots appeared to be in decline, with most stems experiencing elevated levels of dieback and low vigor. Over the past decade, this species has been experiencing unexplained high rates of dieback and mortality throughout its range in the Southeastern United States; current research is focusing on what may be causing these alarming die-off patterns. Duff and litter made up the majority of downed woody biomass (fuel loads) across FOPU vegetation plots.
