This study discusses the development of fiscal capacity in Central Java, Indonesia. The purpose of this study is to analyze internal and external factors that increase regional fiscal capacity, and formulate strategies by analyzing internal and external elements to obtain four alternative strategies namely 'strength - opportunity' strategy, 'strength - threat' strategy, 'weakness - opportunity' strategy and Strategy for 'weaknesses - threats'. This study uses secondary data to analyze indicators of regional fiscal capacity and primary data collected through focused discussions, to analyze strategies. The results of the analysis indicate that there are several main strategies to increase regional fiscal in Central Java Province, namely the program of intensification and extensification of regional taxes; improving the quality of human resources with special competencies in the field of taxation; synergy and internal coordination between regional government institutions; improvement of the supervision system for taxpayers; realizing clear and legal regional regulations, simplifying the mechanism for managing investment licenses in Central Java and optimizing regional revenues through modernizing the collection of taxes and levies by utilizing technology. Modernization of increasing regional fiscal capacity will encourage the achievement of equitable regional revenue, increase public participation, administrative efficiency, consistent law enforcement, and improve the level of public confidence in the implementation of good governance.

Post-release adaptation study of Javan gibbon(Hylobates moloch) was conducted in twelve months from April 2016 to March 2017 in the Mount Malabar Protected Forest, West Java.We studied eleven Javan gibbons released between March 2014 to August 2016. The purpose of this study was to assess the adaptiveability of the released Javan gibbons. Data collection was conducted by focal animal sampling method with 5-minute interval recordingtime and ad libitum method. The average time allocation of Javan gibbon activities was the following: feeding 23.02±1,62%; moving26.95±3.07%; resting 40.88±3.81%; socializing 7.56±3.55%; sexual 0.26±0.24%; and vocalizing 0.95±0.21%. We compared activityallocation data from this study and those from wild Javan gibbons and found similarities as follows: 47.60% at a family of Jowo-Bombom-Yani-Yudi, 62.45% at a pair of Moly-Nancy, 51.70% at a pair of Robin-Moni and 52.58% at a family of Mel-Pooh-Asri. Postreleaseadaptation of Javan gibbon is influenced by internal and external factors. Internal factor includes the ability of each individual todevelop wild behavior according to its gender and age group, in terms of natural fruit consumption, brachiation movement, morningcalls and alarm calls, as well as affiliative bonds among individuals. External factors include the ability of Javan gibbon to adapt to theenvironment, namely weather conditions and human presence.

The credit distribution is a vital banking intermediation functions in which banks serve as intermediaries for debtors and creditors. Credit distribution to customers is dependent upon internal and external factors. This research is conducted to examine the influence of internal and external factors on credit distribution at Indonesian’s rural credit banks in particular rural credit banks in Java and Sumatra. The data used in this study are a financial report of rural credit banks in Java and Sumatera from the period 0f 2014-2016 accessed from Bank Indonesia’s website. Inflation data obtained from the Central Bureau of Statistics. This study applies a panel regression model with the common effect model as the best model. The results of the study show that inflation is the single external factor that influences the distribution of assets in BPR, while interest rates (Bank Indonesia’s certificates) do not affect credit distribution. Meanwhile, internal factors which include Operational Costs to Operating Income, third-party funds, Capital Adequacy Ratio, concurrently affect credit distribution in rural credit banks in Indonesia, especially Java and Sumatra.

Local knowledge on the benefits of wild meat is probably the motivation behind consumption of such unusual source of protein. Various tribes in Indonesia are known to include wild meat of monitor lizards, Varanus spp. in their diet for several reasons including health benefits. Water monitor, Varanus salvator, is widely distributed across the Indonesian Archipelago and commonly found even in degraded habitats. Meat and internal organs of this species are commonly known to be consumed in Indonesia by at least three ethnics, i.e. Batak on Sumatra, Dayak on Kalimantan, and Minahasa on Sulawesi islands. We aim to investigate consumption of water monitor meat in a few communities in the western part of Java, where there is likely a custom albeit benign. Previous observations in the province of West Java showed consumption of a smaller scope in Sundanese communities, where religious background is of a restriction. Consumption of water monitor meat all over on Java seemed to be infrequent, yet also prevailing at a level of small business. In the western part of Java, consumption and sales seemed to be dominant in the northern areas, but mostly in Jakarta than in the regencies of West Java province. Direct observations and casual interviews with a few associates in West Java revealed a long-term practice in Cibinong. Besides its gastronomic benefit, meat of water monitor is believed as health tonic for men and a therapeutic method to treat skin diseases.

All over the world want organizations to be sustainable, like organizations in Indonesia. Corporate governance (CG) implementation is a must in an organization. The application of corporate governance in Indonesia is applied to organizations in the form of cooperatives. The study aimed to determine factors of corporate governance in women corporative of East Java, Indonesia. Factors that include corporate governance are internal control, the rules for members, annual member meetings. The object of this study was 159 Cooperatives in East Java, Indonesia. The implementation of coporate governance in women's cooperatives has been going well, judging by the cooperative's performance appraisal. The implementation of internal control still needs to be improved. Cooperative members have mostly fulfilled their obligations as members through payment of basic contributions and mandatory contributions. The meeting held by members of most women's cooperatives was carried out on time. Cooperatives are microfinance institutions for cooperative members. Cooperatives are organizations that are established for the welfare of members. Implementation of corporate governance in women's cooperatives will improve cooperative performance.

This study begins with the problem of auditor performance on the Big Four Public Accounting Firm and requires an improvement in audit quality due to a decreased audit quality assessment on the Big Four Public Accounting Firm. Problem related to audit quality is also experienced by government internal auditors. This is due to several factors such as the minimum standards set by the Financial and Development Supervisory Agency (FDSA) that have not been met by government internal auditors, auditor staff with accounting education backgrounds are still very few, auditors have not applied the Government Internal Oversight Apparatus (GIOE) code of ethics and so forth. The aims of this study to determine the extent of the audit quality produced by the government's internal auditors at the FDSA of Java island Representatives. Through the theory of behaviorism, this study has four objectives is to find out the implementation of professional accounting ethics, auditor competence, integrity, professional commitment on audit quality. Therefore, this study contributes to FDSA of Java Provinces to carry out the functions and duties of government internal auditor based on the GIOE codes and ethics and standards.

Five new spider species belonging to the genus Mallinella Strand, 1906 (Araneae, Zodariidae) are described from the Greater Sunda (Sumatra, Borneo, Java) and adjacent smaller islands (Bali, Palau Belitung). These taxa are M. abdita sp. nov. (♂♀, East Kalimantan, Borneo), M. bifida sp. nov. (♂♀, East and South Kalimantan, Borneo), M. insulana sp. nov. (♂, Bali), and M. wiputrai sp. nov. (♂♀, Palau Belitung). Males that were considered by Simon to be conspecific with Storena melanognatha van Hasselt, 1882 prove to belong to an unknown species and here described as Mallinella simoni sp. nov. (♂, Java and Palau Belitung). New collections from Sundaland confirm that the first species is confined to Sumatra whereas M. simoni sp. nov. is hitherto known from Java and Palau Belitung. The known distribution of Mallinella albomaculata Bosmans & Hillyard, 1990, mentioned from Sulawesi, is here extended to the island of Borneo; the internal epigyne structure of this species is described and illustrated for the first time.

Purpose The purpose of this paper is to measure and evaluate the performance of the relationships between farmers, dairy cooperatives and industrial milk processors. Design/methodology/approach Data used in this study were primary data collected through personal interviews and closed questionnaires with 1–5 Likert scale. The sample consisted of the representative of the management of 12 dairy cooperatives located in Central Java Province, representative of the management of 12 dairy cooperatives located in West Java Province and some farmers who are members of those dairy cooperatives. This study uses balanced supply chain management scorecard for measuring the performance of dairy supply chain, importance-performance analysis (IPA) for identifying the indicators that are most in need of improvement, and strength, weakness, opportunity and threat (SWOT) analysis for formulating strategic planning. Findings The results of balanced supply chain management scorecard combined with IPA analysis showed that the performance relationship between farmers, dairy cooperatives and industrial milk processors in West Java Province is slightly better than that in Central Java Province. It can be seen from the average value of the score of indicator, the category of each indicator and the category of the performance index of each relationship. The major weakness of the relationship between dairy farmers, cooperatives and industrial milk processors in Central Java Province lies in the different perspective (no perspective is dominant), whereas that in West Java Province is dominated by the perspective of the customer. On the other hand, the major strength of the relationship in Central Java Province is dominated by the perspective of the customer, whereas that in West Java Province is dominated by the perspective of learning and growth. Research limitations/implications The limitation of this study is related to the number of the dairy cooperatives as the sample and the type of scale used to measure the performance of the relationships between farmers, dairy cooperatives and individual milk processors. So, the future research may replicate this study by surveying all the dairy cooperatives in Central Java and West Java Provinces. It may also enhance the measurement of the performance of the relationships by using a direct measure of each indicator in each perspective, rather than recording the management of dairy cooperative perceptions. Practical implications This research provides essential insights for the management of dairy cooperative in the context of strategic planning development. The research reveals that there is a different strategic planning for improving the performance of the relationship between dairy farmers, cooperatives and industrial milk processors in each province. It depends on the major weakness and strength of the relationships, and also, opportunity and threat faced by the dairy industry. One important thing, the management of dairy cooperative in both provinces should have strategic planning related to the use of machine milking by farmers to improve the milk quality. Social implications The research revealed that strategic planning could be built after analyzing the internal and external conditions carefully. It may encourage more dairy cooperatives to measure and analyze the internal and external conditions at the bottom of strategic planning of their business. Originality/value Although this research only used the balanced supply chain management scorecard and IPA analysis for measuring the performance, and SWOT analysis in formulating the strategic planning for improving the current performance, it will make a difference. First, instead of measuring the performance of dairy cooperatives, this research measured the performance of the relationships between dairy farmers, cooperatives and industrial milk processors. This way, the dairy cooperatives were only sources of data collection. Second, the investigation was quite complicated since the objects of the research were represented by the relationships between farmers, dairy cooperatives and industrial milk processors in Central Java Province and West Java Province.

Corruption becomes an important issue for countries in Asia including in Indonesia. The number of cases of corruption to make Indonesia as a nation with high levels of perceived corruption in the world. This study aimed to explore the perceptions of government officials at the State University in Central Java on the effect of pay satisfaction, internal control systems, and organizational culture against corruption tendencies. The sampling method using purposive sampling. The sample in this study amounted to 145 employees in the financial sub department of State University in Central Java. Data collection using questionnaire. Analysis of the data in this study using the Structural Equation Model ( SEM ) component -based Partial Least Square ( PLS ) 2.0 M3. The results of this study indicate that the variable pay satisfaction does not effect on the propensity to corruption. Internal control system does not affect the trend of corruption. Organizational culture collectivism dimension negatively affect the tendency of corruption. Organizational culture dimension uncertainty avoidance does not affect the trend in corruption. Indonesian batik small and medium enterprises (SMEs) are rapidly growing, but they face many challenges in developing their business. For this reason, we propose a combination of open innovation and engagement theory to overcome these challenges. We conducted interviews with 27 local government officers (external stakeholder) and 57 managers of batik SMEs (internal stakeholder). We confirmed the interview results with 20 batik experts and representatives from the Indonesian Ministry of Industry in the Focus Group Discussion. We have divided the findings of this study into two categories: Java and outside of Java, since the two areas have different characteristics. According to our findings, the biggest challenge of batik SMEs in Java is the emergence of the batik printing business. Meanwhile, batik SMEs outside of Java are having difficulty obtaining raw materials. Open innovation has been implemented by some batik SMEs in Indonesia and can improve their business performance. However, more batik SMEs do not implement open innovation due to the lack of their skills and involvement of other stakeholders. As a result, we suggest that open innovation in the Indonesian batik industry needs to be supported by the participation of various parties or that open innovation is combined with engagement theory.

East Java is one of the regions that have the highest population maladministration reports in Indonesia. In 2017-2018, the Indonesian Ombudsman Representative Office in East Java experienced an increase in maladministration reports. This case caused many complaints from the public regarding the slow progress of population administration and led to internal and external conflicts of employees. This study aims to describe the function and role of the Indonesian Ombudsman Representative of East Java, the report completion process, and the strategy to overcome maladministration reports. This study employs a qualitative case study approach and is supported by the analysis using Atlas.ti software. Data collection is conducted through interviews, observation, and documentation. The findings reveal the role and function of the Indonesian Ombudsman Representative in East Java in terms of their effort to eradicate maladministration. Conflict management using progressive and participative methods (PROPARTIVE) is carried out for the completion of maladministration reports. PROPARTIVE methods explore the objectives of the reporter as a family to be open and mediate all parties to find solutions. The obstacles experienced by the Ombudsman in eradicating maladministration are the limited number of employees, the disobedience of the compliance with competencies, and the uncooperative reports between the reporter and the reported parties. Meanwhile, the supporting factors are the strategic location of the Indonesian Ombudsman Representative Office in East Java, the cooperation between employees and institutions, and the support of the Ombudsman website to facilitate the management of reports

East Java is included in the strategic area of national halal tourism development by the Ministry of Tourism. This was supported by the existence of religious tourism objects, natural and artificial tourism attractions, organizing annual cultural events, and adequate infrastructure. The purpose of this research is to review the potential and formulate strategies for the development of halal tourism in East Java. This research uses secondary data with qualitative method and SWOT analysis technique. Internal analysis shows the strengths and weaknesses factor as well as external analysis shows the opportunity and challenge factors of weakness in the development of halal tourism in East Java. Strength factors include diversity of tourist destinations, infrastructure to support the mobility of tourists, and level of tourist visits. Weakneses factors include promotion and branding, skilled human resources, as well as supporting facilities for halal tourism. Opportunity factors include government policy support, existence of supporting institutions and international reputation of halal tourism Indonesia. Threat factors include economic stability, security stability and competition for the halal tourism industry. Based on the analysis of internal and external factors, the formulation of the development strategy of halal tourism in East Java among others : a) S-O strategy: encouraging domestic and foreign investment in the development of halal tourism in East Java; b) W-O strategy: development of East Java halal tourism information center platform; c) S-T strategy: create a brand identity for East Java halal tourism titled “Khazanah Jawa Timur”; d) W-T strategy: establishment of special economic zone for east java halal tourism.

The study focused on structure and fiber length of Java kapok fruit from Pate County, Java Tengah in Indonesia for effective utilization. The internal structure of Java kapok fruit can be divided into two parts: fiber bundle and combination of short staple and seeds. The two parts had little adhesion and large difference in fiber length. Fiber bundle method was put forward to measure fiber length, which had strong correlation with Hand-measured staple length. Furthermore, analysis showed the length of kapok fiber had some correlation with length of fruit, and no correlation with length of middle perimeter. Also, the three parts of fruit: head, middle and tail had no significant difference in fiber length.

Hasil penelitian mengungkapkan bahwa strategi Majelis Ulama Indonesia Jawa Barat yang diterapkan harus mendukung kebijakan dan tujuan lembaga yang diformulasikan dengan mengembangkan misi, menganalisis kelemahan dan kekuatan lingkungan internal, menganalisis ancaman dan peluang yang ada di lingkungan eksternal, kemudian menentukan alternatif strategi dan memilih strategi yang tepat. Pelaksanaan stratgei yang terkoordinir yaitu diawali dengan mengembangkan strategi yang sesuai dengan budaya lembaga, melaksanakan program kegiatan diantaranya adalah melakukan sertifikat halal gratis, gelar halal expo, olimpiade halal, layanan konsultasi sertifkat halal, dan halal care comunity. Sistem manajemen sertifikat halal yang tersususn secara rapi. LPPOM MUI Jawa Barat memanfaatkan sistem informasi untuk mendukung program kegiatan. Evaluasi strategi yang membangun yang sesuai dengan tuntutan dan perubahan zaman. Sistem evaluasi yang diterapkan diantaranya yaitu melakukan rapat auditor, rapat pimpinan, rapat istimewa, rapat koordinasi khusus, mengoreksi tindakan dan menganalisis hambatan. This study aims to find out how the strategy of the West Java Indonesian Ulema Council is in the effort to issue a halal certificate which includes the formulation of strategies, implementation of strategies and evaluation of strategies. The method used in this research is descriptive method with a qualitative approach. The data collection used is observation, documentation study and interview techniques. The results of the study revealed that the strategy of the applied West Java Indonesian Ulema Council must support the policies and objectives of the institution formulated by developing missions, analyzing the strengths and weaknesses of the internal environment, analyzing the opportunities and threats of the external environment, then determining alternative strategies and choosing the right strategy. The coordinated implementation of the strategy is initiated by developing strategies that are in accordance with the culture of the institution, carrying out program activities including free halal certificates, halal expo titles, halal olympiad, halal certificate certification services, and halal care community. The halal certificate management system that is prepared neatly. West Java LPPOM MUI uses information systems to support activity programs. Evaluate building strategies that are in accordance with the demands and changes of the times. The evaluation system applied includes conducting auditor meetings, leadership meetings, special meetings, special coordination meetings, correcting actions and analyzing obstacles.

AbstractThis research aims to examine an impact of fiscal decentralization, internal control system, and local government performance examination to the local government financial accountability. As Local autonomy implemented in Indonesia in 1999, it has impacted to several financial reform in Indonesia such as fiscal decentralization calculation, new model of internal control system, new criteria of local government performance and also local financial report accountability. This study collected secondary data from Badan Pemeriksa Keuangan Republik Indonesia by using 117 local government in Java Island as population. The study used purposive sampling method that consists of 106 local government that were analyzed by linear regression by using SPSS 21. The result showed that internal control system has significant impact to the local government financial accountability. However, fiscal decentralisation and local government performance examination has no significant influence to local government financial accountability.Keywords: decentralisation fiscal, internal control system, local government performance, local government financial accountability.

Summary In order to clarify the growth stress mechanism of tree species in tropical forest, peripheral and internal longitudinal released strains in 39 year-old teak (Tectona grandis) trees planted in West Java, Indonesia were investigated using the strain-gauge technique. Results showed that both of the peripheral and internal longitudinal released strains were not affected by the rate of growth of the trees. However, released strains distribution inside tree stem, from pith to periphery, were significantly affected by growth rate; slow growing trees generate steeper released strain gradients.

Abstract. National water use accounts are generally limited to statistics on water withdrawals in the different sectors of economy. They are restricted to "blue water accounts" related to production, thus excluding (a) "green" and "grey water accounts", (b) accounts of internal and international virtual water flows and (c) water accounts related to consumption. This paper shows how national water-use accounts can be extended through an example for Indonesia. The study quantifies interprovincial virtual water flows related to trade in crop products and assesses the green, blue and grey water footprint related to the consumption of crop products per Indonesian province. The study shows that the average water footprint in Indonesia insofar related to consumption of crop products is 1131 m3/cap/yr, but provincial water footprints vary between 859 and 1895 m3/cap/yr. Java, the most water-scarce island, has a net virtual water import and the most significant external water footprint. This large external water footprint is relieving the water scarcity on this island. Trade will remain necessary to supply food to the most densely populated areas where water scarcity is highest (Java).

This study was aimed to analyze factors and models of business sustainability of smallholder layer farms in Kendal Regency, Indonesia. Purposive sampling method was used to select 120 active layer chicken farmers in Sukorejo, Pageruyung, Patean, Limbangan, and Boja Districts as research respondents with the ownership of 300 to 10,000 birds. Research variables consisted of three external variables (social, economic, and institutional) and two internal variables (income and business sustainability). Closed questionnaires were used to collect data. The data were analyzed descriptively using Structural Equation Modeling (SEM) by AMOS 21 software. The results showed that the exogenous and endogenous variables met the modeling criteria with Chi square value = 160.764; probability = 0.380; CMIN / DF = 1.031; GFI = 0.892; AGFI = 0.841; TLI = 0.998; CFI = 0.998; RMSEA = 0.016. Social, economic, institutional and income variables had a significant and positive influence (P≤0.05) on business sustainability. The constructed model had a strong and positive relationship, so it could illustrate the sustainability model of layer business in Kendal Regency.

The research paper analyzes the financial income of a poor community living around the Cirata cistern, in West Java, Indonesia, before and after the community employed the aquaponics strategy of planting ipomoea aquatica. Data are gathered from observation, interviews and statistical analysis of the incomes of community members. In addition, analysis of the data applies Net Present Value (NPV), Internal Rate of Return (IRR), and Payback Period (PP). The findings clearly demonstrate an increased annual income of more than 1.117.296 rupiah among those community members using the aquaponics strategy. Once the community has adjusted to professionally implementing this aquaponics strategy, it would be practically useful to invite investors to invest their capital to develop this area. Purpose This study aims to investigate the effects of intellectual intelligence, emotional intelligence, internal locus of control, and auditors’ experience (intrinsic characteristics) and organizational culture (an extrinsic characteristic) on auditors’ professionalism. Design/methodology/approach Data are collected from auditors working in public accounting firms in the Central Java and Yogyakarta provinces of Indonesia between March 1 and June 30, 2017, using survey questionnaires with a Likert scale (one-five). The ordinary least squares (OLS) regression method is used to analyze the data. Findings Findings from OLS regression reveal that emotional intelligence, internal locus of control and auditors’ experience positively influence auditors’ professionalism. However, intellectual intelligence and organizational culture do not show any effect on their professionalism. Originality/value Even though there are some limitations, such as how to measure intellectual intelligence, and the relatively small size of the sample, this study makes a significant contribution because it is the first study to measure the joint effect of both intellectual and emotional intelligence and the first to examine the influence on auditors’ professionalism of both individual and organizational characteristics.

Based on some historical and anthropological accounts, this article examines adynamic interplay between Islam and local tradition in Indonesia with specialreference to Java and Sulawesi. It explains how local Muslims differed in theirinterpretation and application of Islam. It looks at processes of religious changeas a world religion interacts with local forces. The “localization” of Islam was aconstant feature in the expansion of Islam beyond the Arab homeland, includingSoutheast Asia. Based on the framework of ‘practical Islam’, rather than ‘normativeIslam’, and on the framework of both accommodation and conflict betweenshari’ah and adat as a whole system, rather than as separate entities, it providesa greater variety of Islamic beliefs and experiences. Comparatively, Javanesepeople have been more diverse than Sulawesi people in terms of religious spectrum;Muslims in Java have incorporated animism, Hinduism, Buddhism, andIslam into their culture system. Stories about the nine saints show how earlyIslamic preachers sought to accommodate Islam with local traditions. In Sulawesi,Dato ri Bandang and the other teachers, representing the elite aristocracy whoattempted to Islamize the kingdoms and the people alike and Syeikh Yusuf, representinga strict kind of Islam, show diversity but tends to suggest a less diversepicture, when compared to Java. Despite internal diversity in Java as well as inSulawesi, Java has remained more open and tolerant with cultural diversity,whereas Sulawesi has increasingly become more legalistic. Berdasarkan kajian sejarah dan antropologis, artikel ini membahas hubungandinamis antara Islam dan budaya lokal di Indonesia dengan rujukan khusus padaJawa dan Sulawesi. Artikel ini menjelaskan bagaimana orang Islam lokal berbedadalam memahami dan menerapkan Islam. Artikel ini melihat proses-prosesperubahan keagamaan ketika agama dunia bergumul dengan kekuatan-kekuatanlokal. Lokalisasi Islam adalah ciri tetap dalam penyebaran Islam melampaui tanahArab, termasuk Asia Tenggara. Berdasarkan kerangka “Islam sebagaimana yangdipraktekkan” (‘Islam praktikal’), bukan ‘Islam normatif’ dan kerangka akomodasidan konflik antara syari’ah dan adat sebagai sistem yang menyeluruh, bukanrealitas yang terpisah, artikel ini menawarkan kemajemukan kepercayaan danpengalaman Islam. Secara komparatif, orang-orang Jawa lebih majemuk daripadaorang-orang Sulawesi dalam hal spektrum keagamaan. Orang-orang Islam diJawa memasukkan animism, agama Hindu dan Buddha, dan Islam kedalamsistem budaya mereka. Cerita-cerita tentang wali songo menunjukkan bagaimanapenyebar-penyebar Islam awal berusaha mengakomodasi Islam dengan budayabudayalokal. Communication of military organizations outside the battlefield in the Indonesian National Military (TNI) organization is manifested through TNI social communication. Implemented through Military Operations Other Than War (OMSP). The Indonesian Army formed the Citarum Harum task force after the Citarum River problem became an international concern. This study aims: 1) Model to analyze the communication of the Indonesian Army in building public awareness to restore the sustainability of the Citarum River; 2) Revealing the communication of the Indonesian Army Armed Forces to the public so that the Citarum Harum program can be achieved; 3) Revealing the form of cooperation between the Indonesian Army and the mass media in the Citarum Harum program. Research is based on the philosophy of post-positivism. Type of qualitative research. The nature of descriptive research. Case study research method. The technique of studying data is through data triangulation. Checking the correctness of data or information obtained by researchers from various points of view. The results of the study: 1) Military communication skills for regional officials are needed; 2) To create an understanding with the community, it is necessary to focus on listening to the aspirations of the community by living in people’s homes and providing examples of working to protect the environment; 3) Collaborating with journalists to always actively publish in mass media and online media. Conclusion: 1) Organizational organization, internal communication organization is very important to support organizational activities. 2) TNI social communication functions to take a persuasion approach and increase public understanding of military organizations. 3) The communication strategy carried out by the Siliwangi Military Regional Command provides information and publication of the Citarum Harum Program every day to the mass media and facilitates to facilitate the coverage process.

To conduct innovation, firms absorb and utilise internal and external knowledge. This study examines the effect of internal and external knowledge, in terms of the breadth and depth of knowledge sources, on a firm’s innovation. The breadth of knowledge sources refers to the amount of knowledge sources used within the firm. The depth of knowledge sources is the amount of knowledge sources intensively used by the firm. This study is aimed at answering the following questions. a) What knowledge sources are mainly used? b) What type of innovation is frequently conducted? c) What are the effects of the breadth and the depth of knowledge sources on the innovation capabilities among Indonesian restaurants and cafés? The resource-based view and resource dependency theory are used to understand the role of internal and external knowledge on innovation within a firm.We distributed a semi-structured questionnaire to 101 owners/managers, using a purposive, in several cities in Indonesia, such as Bandung, Denpasar Bogor, Malang, Yogyakarta and other cities in East Java. The results show that the Indonesian restaurants and cafés utilised external knowledge sources more often than internal ones. The firms produce more incremental product innovations than radical ones. The depth of the internal knowledge sources has a positive significant impact on the firms’ innovation capabilities, which supports the previous studies. Meanwhile, the breadth of the internal knowledge sources is found not to have a significant effect on innovation. Additionally, the effects of the breadth and depth of the external knowledge sources on the innovation capabilities are also insignificant.

Abstract Background More than two-thirds of patients diagnosed with type 2 diabetes mellitus (T2DM) in Indonesia encounter medical-related problems connected to routine self-management of medication and the social stigma related to T2DM. The current study aims to explore distress and coping strategies in Indonesian T2DM outpatients in a Primary Healthcare Centre (PHC) in Surabaya, East Java, Indonesia. Methods We conducted a qualitative study using two different data collection methods: focus group discussions and in-depth interviews. The guideline of interviews and discussions were developed based on seventeen questions derived from the DDS17 Bahasa Indonesia (a Bahasa Indonesia version of the Diabetes Distress Scale questionnaire), which covered physician distress domain, emotional burden domain, regimen distress domain and interpersonal distress domain. Results The majority of the 43 participants were females and aged 50 or older. Our study discovered two main themes: internal and external diabetes distress and coping strategies. Internal diabetes distress consists of disease burden, fatigue due to T2DM, fatigue not due to T2DM, emotional burden (fear, anxiety, etc.) and lack of knowledge. Internal coping strategies comprised spirituality, positive attitude, acceptance and getting more information about T2DM. External diabetes distress was evoked by distress concerning healthcare services, diet, routine medication, monthly blood sugar checks, interpersonal distress (family) and financial concern. External coping strategies included healthcare support, traditional medicine, vigilance, self-management, social and family support and obtaining information about health insurance. Conclusion Our study shows that for Indonesian T2DM-patients, spirituality and acceptance are the most common coping mechanisms for reducing DD. Furthermore, our study revealed an overall positive attitude towards dealing with T2DM as well as a need for more information about T2DM and potential coping strategies. Finally, an important finding of ours relates to differences in DD between males and females, potential DD associated with health services provision and the specific challenges faced by housewives with T2DM.

Rice is a vital food commodity in Indonesia due to its role as a staple food for most Indonesian people. The rice supply chain in Indonesia varies from one region to another and it is difficult to trace movement along the chain from land to customers. This introduces non-transparency and uncertainty in the quantity and quality of rice at every node along the supply chain. The crucial issues of food safety and security, as well as consumer concern and curiosity in buying and consuming foods, increases the need for a traceability system for the rice value chain which can be easily and widely accessed. This paper describes the design framework of an IT (Information Technology)-based traceability system for the rice supply chain on web platforms. The system approach has been followed (where the system requirements are identified based on supply chain characteristics) and then the logical framework for implementing internal and external traceability was modeled using IDEF-0 (Integrated Definition Modeling). This paper further presents an explanation of the ERD (Entity Relationship Diagram) as an initial step to modeling the data requirements and a model of information exchange between stakeholders that explains the data that must be recorded and forwarded to the next stakeholder. Finally, we propose the CBIS (Computer Based Information System) concept to develop a traceability system in the rice supply chain.

The sugar industry remains a priority for development in the Indonesian agricultural sector, especially in East Java. However, the performance of the sugar industry in East Java during the two last decades has declined, which is shown in the decreasing volume of production. This study utilized the analysis of transaction cost economics to identify the problems of the sugar mills in East Java – Indonesia. This research compares the transaction costs between state-owned (Ngadiredjo) and privately-owned (Kebon Agung) sugar mills. The study shows that in Kebon Agung Sugar Mill transaction costs are higher than production costs, while in Ngadiredjo Sugar Mill the reverse is true. However, the high transaction costs in Kebon Agung Sugar Mill cannot be attributed directly to inefficient institutions, because Ngadiredjo Sugar Mill incurred high costs for plants, land preparation, and fertilizer, which decreased the proportion of transaction costs. If analyzed in detail, the following facts are revealed: (i) market transaction costs in Kebon Agung Sugar Mill are higher than in Ngadiredjo Sugar Mill. This is because Kebon Agung Sugar Mill has established cooperation with sugarcane farmers in the form of extensions and transport subsidies; and (ii) the political transaction costs proportion in Ngadiredjo Sugar Mill is higher than in Kebon Agung Sugar Mill because of the imposition of many ‘illegal’ fees. There should be management (corporate) reform of sugar mills, both internal and external. Internally, sugar mill management must apply good corporate governance that guarantees the transparency and control of every activity. Nowadays, there is no controlling unit in sugar mill management that supervises corporate activity, so that it is susceptible to manipulation and mark-up. Externally, the relationship between sugar mill management (CEO) and the Board of Directors should be reformulated so that sugar mill management has wide authority to make corporate strategy decisions. Centralization of authority in holding firm (PTPN/PT. RNI) has caused high transaction costs as a result of the long hierarchy in decision-making.

Mount Sanggara, West Java, Indonesia, specifically in Legok Jero area has orchid diversity consisting of 46 epiphytic and four terrestrial. The diversity indexes (H’) were categorized as medium both for epiphytic and terrestrial species. The problems in Mount Sanggara are due to conversion of forest into coffee plantation and illegal logging although the forest status is protected forest. Besides, orchids are also threatened by illegal collecting. Strategic management is needed to solve these problems. The purpose of this study was to create the proper strategies to manage the forest in a sustainable way for orchid species, surrounding villages, company, and the sustainability of the orchid community itself. This paper explores internal and external factors by SWOT analysis to formulate management strategies. Data were gathered by structured and unstructured interview and questionnaire. The instruments were distributed to company as stake holder, farmer group, and local residents. From the SWOT analysis, several strategies were proposed to optimize the strengths and opportunities for the purpose of overcoming the weaknesses and to avoid the threats. Consequently, the proposed strategies can be an alternative for stakeholder to manage this forest sustainably not only for local residents but also for the orchid community itself.

This paper aims at studying and identifying the characteristic of ulama’s works from Purworejo, Central Java Province of Indonesia. Some ulama from Purworejo teach their students as well as their followers by publishing their idea based on religious texts. They try to response the problem of ummat from daily life perspectives. Those works consist of 56 titles at least that being written in Arabic language, Indonesian languange as well as Javanese language. The scope of works the have written are also varied ranging from discussing a certain doctrine to compiling some religious text for daily ritualpurposes. Through qualitative method, this paper shows that most of ulama articles from Purworejo targeting them for internal members although only a commercial publication company has published a few.

Teaching English writing skill which involves developing linguistic and communicative competence of learners is considered a challenging task. When teaching writing, therefore, EFL teachers in general and Indonesian teachers in particular encounter many challenges (i.e. difficulties). This study aims to find out Indonesian teachers’ challenges in teaching English writing skill and discuss possible solutions to remove, or at least, minimize, the problems. The data was collected by interviewing 10 English teachers who come from different part of East Java, Indonesia and teach English in either private or public Junior and Senior High Schools. The instrument used was structured interview. The data collected from the interview was, then, analyzed descriptively. The findings show that there are internal and external factors contribute to the challenges that the teachers confront. The internal factors include linguistic competence, native language interference, motivation and reading habits of the learners, while the external ones include the class condition, aids available for teaching writing and the availability of time. The research findings would facilitate the teachers and the concerning authorities to improve the ELT especially in teaching writing.

Abstract. National water use accounts are generally limited to statistics on water withdrawals in the different sectors of economy. They are restricted to "blue water accounts" related to production, thus excluding (a) "green" and "grey water accounts", (b) accounts of internal and international virtual water flows and (c) water accounts related to consumption. This paper shows how national water-use accounts can be extended through an example for Indonesia. The study quantifies interprovincial virtual water flows related to trade in crop products and assesses the green, blue and grey water footprint related to the consumption of crop products per Indonesian province. The study shows that the average water footprint in Indonesia insofar related to consumption of crop products is 1131 m3/cap/yr, but provincial water footprints vary between 859 and 1895 m3/cap/yr. Java, the most water-scarce island, has a net virtual water import and the most significant external water footprint. This large external water footprint is releasing the water scarcity on this island. There are two alternative routes to reduce the overall water footprint of Indonesia. On the one hand, it may be reduced by promoting wise crop trade between provinces – i.e. trade from places with high to places with low water efficiency. On the other hand, the water footprint can be reduced by improving water efficiency in those places that currently have relatively low efficiency, which equalises production efficiencies and thus reduces the need for imports and enhances the opportunities for exports. In any case, trade will remain necessary to supply food to the most densely populated areas where water scarcity is highest (Java).

In some areas in Indonesia, farmers usually graze their goats during the day and house them at night. The goats eat grass without additional concentrate. However, how much nutrient intakes of grazing goats in Indonesia are seldom calculated. Therefore, this research was set up to investigate the productivity and to estimate the dry matter, protein, and TDN intake of grazed Kacang buck using lignin internal indicator. About 12 heads of Kacang buck, aged 1-1.5 year (the incisors have erupted 1), having the initial body weight of 18.42+1.78 kg (CV= 9.67%) and reared by farmers in Grobogan, Central Java, Indonesia were used in this study. Intake and nutrient digestibility of the buck were calculated using lignin as internal marker. After being reared 86 days, the average daily gains (ADG) of the buck were 3.20+21.14 gram ( -26.16 gram to 53.60 gram). Low ADG of the buck was caused by low DMI, protein and TDN intake. The Kacang bucks were usually grazed in the soccer fields, back yards, and roadsides, therefore their intake were lower than their maintenance needed. The averages of DMI, protein and TDN intake were about 1.17+0.17 % their body weight, 30.16+4.18 g and 91.45+11.64 g, respectively. It can be concluded that the productivity of grazing Kacang bucks is relatively very low.

Global Value Chain (GVC) is a relatively new concept where the process to produce goods or services occurs across countries. Previous research has concluded that integrating in GVC is important for a region to promote its economic growth. One indicator of a region's involvement in GVC is its export value at which in the Province of East Java, the jewelry industry (HS code 71) is the largest export contributor. This study aims to identify new export destinations based on trade data and to analyze internal factors of strength and weakness as well as external factors of opportunity and threat to formulate strategy to improve the competitiveness of jewelry industry with small, medium and large scale in East Java. In this research, the trade balance of jewelry industry between Indonesia and East Java and global importers was analyzed. The results show that some countries in Asia and Oceania, Europe and America are potential markets for the gold industry in East Java to increase the current value of exports. The geographical location of East Java which is close enough to the current export destination countries of jewelry products (Taiwan, Japan and Singapore) as well as potential destinations (India and China) is a competitive advantage. This research also identifies several strategies that can be done by the stakeholders in developing the jewelry industry in East Java.

The global competition demands Indonesia to compete with other countries in international market. East Java is a province which gives big contribution to Indonesia’s GDP. From year to year, the source of economic growth in East Java is still dominated by the processing industry especially by the Small and Medium-Sized Enterprises (SMEs) sector. This sector is able to contribute more than 50% to East Java’s gross domestic product (GDP). Considering that, the sectoral development could be more effective to deploy in this sector for it is the prime mover of East Java’s economy. In addition to the contribution to GDP, this sector is also able to solve the employment issues and the demand fulfillment. To collect the datas, writer used questionnaire to gain the primary data with the East Java SMEs players as the respondents. Then the data was processed using Balance Scorecard approach to measure SMEs’ performance. Besides that, writer also used the secondary data that obtained by the literature study method. In result, it shows that SMEs has a promising prospect in facing external and internal challenges and pressures. Thus, this result indicates that SMEs could promote the East Java’s economy and could be a solution for Indonesia to face the global competition, especially the ASEAN Economic Community (AEC) that will be officially enacted in the end of 2015.

This research is quantitative research with a descriptive research design. Sources of data in this study using primary data obtained from the results of distributing questionnaires to village officials in Sumowono District, Central Java, Indonesia with 99 respondents. The results of this study indicate that the competence of village officials, individual morality, internal control systems, and whistleblowing systems simultaneously have a significant effect on the prevention of village fund fraud. Partially, the competence of village officials, individual morality, internal control systems, and whistleblowing systems have a positive effect on the prevention of village fund fraud.

This research aims to examine the determinants of internal whistleblowing intention at OPD Purbalingga Regency. The determinants of internal whistleblowing intention need to be examined because Indonesia is one of the countries with a high level of fraud. This research used primary data in the form questionnaires with purposive sampling method. The sample used in this study were 27 Regional Apparatus Organizations (OPD) in Purbalingga Regency, Central Java Province. The variables examined in this study were professional commitment, ethical environment, moral intensity, and personal cost. This research used descriptive analysis and multiple linear regression analysis. The results of this study indicate that professional commitment, ethical environment, moral intensity, and personal cost have a positive and partial effect on the intention to conduct internal whistleblowing at the Regional Apparatus Organization (OPD) of Purbalingga Regency. A person with a high moral intensity tends to have a high intensity to whistleblowing. This means that morals are often an important limitation for a person to take action. A person with high moral boundaries will not like anything beyond the existing moral rules.

To formulateEco-tourism Development Strategy.Using the matrix analysis method of IFAS and EFAS, produce a common strategy; SWOT analysis generates alternative strategies. This research was exploring, to formulate policies and programs based internal and external conditions. Data were collected by questionnaire, interview and observation. The number of respondents 25 people who are competent in the field of tourism.The results showed, local people envolvement of Wonorejo, Bajul Mati, Bimo Rejo, Watu Kebo, Sumber Waru and SumberAnyaras buffer villages, in the development of eco-tourism in Baluran National Park needs to be improved through approach, training and community empowerment. Alternative strategy obtained eco-tourism product development strategy; development of basic infrastructure and facilities as well as supporting tourism; tourist market penetration and promotion; increased security; as well as institutional and human resource development strategy of eco-tourism. Eco-tourism development strategy is a strategic priority of generating eco-tourism product development programs and maintaining biological resources.

This paper aims to develop the role of internal factors, external factors, and risk management variables on MSMEs’ business performance. This research was conducted in underdeveloped regions of five provinces, which includes 14 cities in Indonesia—East Java, West Sumatra, North Sumatra, West Nusa Tenggara, and East Nusa Tenggara. The Resource-based view and Market-based view methods were chosen to measure 1401 data of MSMEs. The data was collected using offline questionnaires then processed using SPSS. This paper demonstrates a remarkable outcome for MSMEs, showing the significant result of risk management factors that includes risk assessment of marketing and financial management. Other independent variables of internal, external, and risk management factors also show important outcomes on MSMEs performance. This paper offers additional value of the implementation of ERM in MSMEs, which are spread in underdeveloped regions in Indonesia. The findings shown that the activity of the enterprises in identifying and managing risk would bring up the significant effect on operational business performances.

Besides, the accounting information system quality has an impact on the accounting information quality. To collect the data, a research instrument was prepared to participant. Using survey information collected from forty seven (47) Baitulmal Wattamwil (BMT) in West Java Indonesia those are applied accounting information system, this study uses path analysis method. The results of the test show that the top management supports and the internal control have significant influences on the accounting information system quality. Besides, the accounting information system quality has an impact on the accounting information quality as well.
