The objects of this research is the relations emerging in implementation of state strategy on development of intellectual property in Singapore. The work expounds the significance of normative-legal and institutional elements of state mechanism of protection of intellectual rights in realization of the strategy, The author highlights the key aspects of implementation of the strategy on transforming Singapore into a hub of intellectual property in Asia that determine the coordinative role of the state in this process. Research is conducted on the Intellectual Property Hub Master Plan of 2013, forming the content of state strategy for development of intellectual property in Singapore. The Singapore’s Intellectual Property Hub Master Plan intends close cooperation and interaction between all institutional elements of national mechanism of protection of intellectual rights. The normative framework for implementation of this plan consists in the legislation, which employs international standards in the area of intellectual property. Singapore’s state development strategy is aimed at attaining the leading position in the region and the world by creating the system of alternative settlement of disputes, qualitative and quantitative strengthening of the pull of specialists in the sphere of intellectual property, involvement of private sector, connecting the state to international bases and systems, reexamination of tax breaks and preferences, as well as stimulation of scientific research and proliferation of the experience of strategic planning.

This article reports a study that aims to formulate an outbound open innovation strategy for the exploitation of publicly funded research intellectual property in Malaysia. The outbound open innovation strategy is proposed due to the inability of the existing intellectual property commercialization strategy of Malaysian public universities to optimize the exploitation of publicly funded research intellectual property. The current strategy assumes that the best exploitation route is by way of commercialization to enable the public universities to monetize the publicly funded research intellectual property. This strategy creates a legal barrier since publicly funded research intellectual property is locked up behind proprietary rights and a rigid licensing regime. In contrast, outbound open innovation strategy allows publicly funded research intellectual property to be exploited through permissive licensing. This study employs a mixed-methods approach involving semi-structured interviews and survey questionnaires with technology licensing officers of Malaysian public universities. The output of this study is an outbound open innovation strategy which connects innovation to the intellectual property system and improves the socio-economic impact of publicly funded research intellectual property.

In the past year, knowledge and innovation management have acquired increasing relevance in organizations. In the last decade, open innovation strategy, and in particular, crowdsourcing innovation model has also gained increasing importance. This model is seen as a new innovation model, capable of accelerating the innovation process. Therefore, it is important to understand how organizations can best take advantage of this innovation model. This paper approaches in two ways for commercializing intellectual property: crowdsourcing innovation, and intellectual property marketplaces. Thus, with the intention of understanding the concepts and practices, the study started by collecting scientific articles through bibliographic data bases. The paper provides knowledge about concepts and practices underlying the ways for commercializing intellectual property. It also contributes with a proposal of architecture for an intellectual property marketplace, based on the analysis of practices about crowdsourcing innovation and intellectual property marketplaces. This architecture is still in a draft stage, but already includes helpful insights for organizations interested in applying the open innovation strategy.

According to IBISWorld (2013), 7.7% of Australia’s A$11 trillion assets are natural resources and 5.4% is intellectual property. Despite this intellectual property is overlooked as a valuable asset in the oil and gas industry. As the means of extraction become more complex, the methods and tools needed for the purpose can give one company an edge over another. Intellectual property rights help to protect that competitive advantage. Companies need to have a strategy for the early identification, management and protection of this asset. Customers, contractors and joint venture partners can create intellectual property ownership issues that must also be identified and properly managed. This extended abstract provides: a framework for establishing a robust intellectual property management strategy for companies in the exploration and production sector; identification of key intellectual property assets of businesses in the sector; a review of industry specific challenges, such as the requirement under WA’s Petroleum and Geothermal Energy Resources (Environment) Regulations 2012 to disclose trade secrets and commercially sensitive material about downhole substances; and, consideration of model agreements used in the sector, such as the AMPLA Model Petroleum Exploration Joint Operating Agreement.

The paper considers specific issues to be encountered while carrying out strategic assessment of performance of capital invested in the intellectual property assets. Intellectual property items gain value in the context of a certain strategy, which defines, how these items contribute to the strategic goals of a particular enterprise. Thus, the author concludes, additional while obligatory stage of strategic assessment of investment projects concerned should be incorporated in the procedure of evaluating economic efficiency of investments in the intellectual property assets. The essential part of strategic assessment of investments in the intellectual property assets/items is to ensure that the projects under consideration are aligned with the mission, goals and strategy of a given business unit. To make the strategic assessment efficient one should embrace the specifics of different strategies employed by the given business unit, strategic goals of investment activities, employed strategies of innovation, established procedures for using the technique of strategic goals decomposition and for creating the balanced scorecard.

The article presents the results of research on the justification of structural elements within the management framework for intellectual property commercialization under the process of technology transfer. The study provides basic theoretical premises, approaches and principles of intellectual property management and reveals the specifics of management decision making. Based on scientific research in favour of viewing the subsystem of intellectual asset management as an independent subsystem of management along with production, financial, marketing and other subsystems, the study offers a functional and structural representation of the management framework for intellectual property commercialization along with focusing on its critical role in the overall management paradigm and technology transfer system. The significance of information and intellectual assets as a research object in the theory and practice of management has been reasoned. It is argued that the process of intellectual property management in a modern research and production enterprise challenges fundamental adjustments and regulatory support. According to the results of the study in the area of management theory and practice of intellectual property commercialization in modern realia, the following structural elements of the system have been identified: a developed enterprise strategy and technology transfer vectors; strategy implementation assessment; making a decision as to diversification and expansion towards intellectual property commercialization; calculation of remuneration to creators of intellectual assets; informing external stakeholders as to the market value of the enterprise strategic goals in technology transfer.

Purpose As firms turn their innovation activities toward collaborating with external partners, they face additional challenges in managing their knowledge. While different modes of intellectual property right regimes are applied in closed innovation systems, there seems to be tension between the concepts of “open innovation” and “intellectual property rights”. The purpose of this paper is to investigate how firms best manage knowledge via intellectual property rights in open innovation processes. Design/methodology/approach Following a mixed methods approach, the authors review relevant literature at the intersection of knowledge management, intellectual property rights, strategic management of intellectual property rights and the open innovation process. The authors identify success drivers through the lenses of – but not limited to – intellectual property rights and classify them in five distinct groups. Expending the view on open innovation beyond its modus operandi, the authors develop the Open Innovation Life Cycle, covering three stages and three levels of the open innovation process. The authors apply their findings to a case study in the pharmaceutical industry. Findings The authors provide four key contributions. First, existing literature yields inconclusive results concerning the enabling or disabling function of intellectual property rights in open innovation processes, but the majority of scholars detect an ambivalent relation. Second, they identify and classify success drivers of successful knowledge management via intellectual property rights in open innovation processes. Third, they advance literature on open innovation beyond its modus operandi to include three stages and three levels. Fourth, they test their findings to a case study and show how management leverages knowledge by properly using intellectual property rights in open innovation. Practical implications The findings support firms in managing knowledge via intellectual property rights in open innovation processes. Management should account for the peculiarities of open innovation preparation and open innovation termination to prevent unintentional knowledge drain. Originality/value This is one of the first studies to view open innovation as a process beyond its modus operandi by considering the preparations for and termination of open innovation activities. It also addresses the levels involved in managing knowledge via intellectual property rights in open innovation from individual (personal) to project and firm level.

The creation, legal protection and management of intellectual property become extremely important during the transition period of Russian Federation economic to the innovative state. Enterprise management should develop an accurate intellectual property management strategy to ensure the competitiveness of the company and maximize the positive effect of intellectual property rights. This article describes the basic strategies, as well as the advantages and disadvantages of its use. The necessary actions to obtain the intellectual property rights during various stages of the innovation project are also included.
