Der volle Inhalt der QuelleThe use of models for innovation within the public healthcare sector were studied, due to the fact that the public agency The Swedish Association of Local Authorities and Regions, SALAR, recently developed and launched a model for innovation. The public sector has not been the focal point in any of the literature about innovative organizations, but there is no shortage of literature regarding that of bureaucracy and the systematization of work processes in the public sector. That is why the authors find it interesting to study how a systemized organization set about working innovatively using instruments and models. Through the use of semi-structured interviews with five representatives from the public healthcare sector, data was collected and the results showed that the choice and use of innovative models differed between the respondents. Some respondents used models that already exist, while others constructed their own. The results also showed that neither one of the respondents used the model created by SALAR, and only two of them had pre-existing knowledge of the model. The study is concluded with a discussion about the degree of generalization/specialization in innovative models, and a suggestion for a possible revision of SALAR’s model in order to create wider knowledge of it.

Der volle Inhalt der QuelleProblem. With the Swedish public sectors problem with efficiency in mind, several reforms have beeninitiated during the last decades. These reforms go, in academic contexts, under the name“New public management”. The reforms have resulted in, among other things, an increasedcompetition, privatization and goal-orientation in the public sector. These new conditionshave changed the public leadership challenge and demand an increased focus on innovation todecrease costs and increase value as a central aspect of the Swedish public leadership.
Purpose. The purpose for this research has been to examine the conditions for innovation in a publicorganization and how the leadership can improve the organizational innovativeness.
Method. This research does not aim to measure the innovativeness in a public organization, instead itfocuses on understanding the condition for innovation and how the leadership can affect theorganizational innovativeness. Hence, it is motivated that I use a qualitative approach in theresearch process. Semi structured interviews and precedent research are being used as afoundation for the results and recommendations given.
Conclusion. The leadership’s opportunities to improve the organizational innovativeness depend on anumber of independent organizational variables and the adaption of the variables to oneanother and the system as a whole. Leadership includes both the formal boss and the coworkerin a relationship that ought to be characterizing by reciprocity and cooperation. Bothmanagement and leadership are vital competences for the formal boss as both structure andculture must support each other. The conditions for organizational innovativeness improve ifthe organization has a structure and a culture that enhances: transboundary cooperation, spaceand energy for creative activities, a common context that contributes to an organizationalidentity and motivation and competence and organizational learning. The examinedorganization needs to decentralize the right to make decisions, improve the openness of theculture, and strengthen the organizational identity and audit structures in purpose to facilitatetransboundary cooperation.

In order to handle those changes, it has become important to develop innovative solutions. Public procurement can be used as a tool for such innovative development. Instead of producing new solutions on its own, the solutions can be obtained from actors on the market. When it comes to innovations, public procurement constitute a new way of using procurement, as it includes a risky and complicated process to handle. The government should therefore assist public organizations with the needed support as well as necessary and complementary resources, in order to raise their willingness, abilities and opportunities to procure innovations. The purpose of this study is to gain an understanding of what may prevent and enable public procurement of innovation in the public sector. The aim of the study is also to gain knowledge about the governmental support, aimed to increase the public procurement of innovation. A phenomenological methodology was applied on this study, with reason to look into different approaches of the phenomenon. A description of what may prevent and enable public procurement of innovation in the public sector could be identified as a result of this study. These could be categories as: knowledge and incitement, function and dialogue, legal fears, financial resources and collaboration. Upphandlingsmyndigheten, Vinnova and Sveriges kommuner och landsting, constitutes three governmental agencies that are collaboratively working towards supporting and increasing public procurement of innovation in Sweden. The support and resources that is given through these authorities can be described in terms of skills, advancement, counseling, guidance, knowledge and financial resources and incentives to procure innovations.

Der volle Inhalt der QuelleThe purpose of this thesis is to develop an understanding about which conditions for development and innovation that is current in The Swedish Armed Forces and what can hinder or encourage these, and also how these conditions relate to each other. We have done this through a qualitative study where we have interviewed Swedish Armed Forces managers of development. After analysing the content from these interviews with Classic Grounded Theory as a method a model was created. The models name is Cross-border transformation and the aim is at the fact that a transformation is started and is ongoing. As a result of the security policy and with a legitim base in democratic decisions the Swedish Armed Forces is yet again in a transformation. From a minimalistic inset defence with employed soldiers and sailors to a democratic conscript based national defence of our territorial integrity. This is happening in the same way as it did when the wall fell, a new officers system was developed and we paused the conscription, as new and revolving yet again. Now instead the focus is again to growth in both volume, geographically as well as in capabilities and categories of personnel. This is a transformation that effects all parts of the Swedish Armed Forces and all its processes, but also the society at large and the cities where new military establishments yet again are to become part of the normal day life. We see through our model that development rather than innovation as a concept is used, but has not bin prioritised in the Swedish Armed Forces during the years of a minimalistic inset defence. It is therefore cross-border to leave a culture and an era to cross into another. To change the way we lead and are led in normal day life, to see development and creativity as something that is allowed to exist and that can cost both in time and money. It is cross-border and a transformation in addition to happen in a context where the society has changed. The technology development is led by civilian interests and the Swedish Armed Forces has to find its place in the global world of suppliers and innovations in almost all areas. It is cross-border that we yet again are breaking new ground, that we have to cooperate with the world around us to be able to carry out and get effect of the decisions of a new direction for the Swedish Armed Forces that has been made. At this point the Swedish armed forces leadership philosophy, the mission tactics and the chosen leadership model plays a decisive role for the possibility of a successful cross-border transformation. Based on this we come to a summarising conclusion that with mission tactics as a philosophical and methodological foundation for leadership, combined with developing leadership in every leaders conscious practice and with mutual trust between concerned parties will good conditions for a more innovative and developing climate be encouraged. To be able to benefit from this climate it requires that innovation becomes a conscious and active action and process.

Der volle Inhalt der QuelleThe aim of this thesis is to help the Swedish-Chinese association Kang Le Hua Ren in Gothenburg to develop their cultural venues by formulating guidelines to support the design of cultural venues in the public space. The study’s geographical concentrating is Angered in Gothenburg’s northeastern areas where Kang Le exercise their activities. The intention is to produce a creative proposal including visualizations and explanatory texts that can constitute support for developing existing venues.The study is based on qualitative research methods with a case study of Kang Le supplemented with a survey with members of the association. The results show that tai-chi is the most valued activity among Kang Les board and members. Tai-chi and other forms of exercise, along with food and music are the generally significant elements that can contribute to creating a public forum for Chinese cultural exchange that can appeal to more than those related to the Chinese culture. In addition to the generally significant elements, it is necessary that the venue is somewhat flexible and undefined, which challenges the users creativity. It is also important that each site is examined thoroughly in order to exploit its potential in the best way, and that users are involved in the creative process.Keywords: Public place, cultural venue, culture, Chinese culture, Kang Le Hua Ren, intercultural, user involvement.

Their main objective is to give developing support to idea holders and entrepreneurs who have a direct connection to the university. The majority are students that rarely have experience regarding product- and business development. The students need, ambition and knowledge differs when they enter the incubator. Idélab is challenged with adapting their processes to satisfy everyone, and to do so with reasonable resources. Instead of finding out whether or not Idélab can increase the number of successful and growing companies, the dissertation gives the notion that an operational strategy rather be further developed. The organization needs to map out and categorize their users with focus on need and direction. Therefore the recommendation is to redefine the vision and internal as well as external goals. This could help to clarify their own definition of what success and sustainable growth means to their users and themselves.
