Modern society receives a relatively big part of information using information communication devices. Information search possibilities are rapidly growing. On the other hand, the amount of information itself is expanding. One of the quickest ways of finding information is using internet search engines, e.g., “Google”, “Yahoo”, “AltaVista” and others. Their usage undoubtedly makes big influence on education. Pupils’ ability to find the necessary information is highly relevant. Thus, information search literacy is an inseparable component of general education. It is not enough only to find information, it is necessary to use it in the most effective way. Seeking to improve pupils’ information skills, it is necessary to know current position of an analysed question. The object of this research is information search using ICT. The aim of the research is to analyse how comprehensive school upper class students use ICT for information search. It has been ascertained by a research what additional information sources pupils use, where and how they get necessary literature, what information search engines and what electronic information sources they use most frequently. At least a few times per week apart from textbooks respondents use other literature as well (books, dictionaries, handbooks) for learning purposes. They use encyclopaedias very seldom or don’t use them at all. Pupils usually read books and newspapers which they have at home. They also use internet and library service; however, it is not popular to borrow books from friends or buy them. Pupils use internet daily both for leisure and learning. Girls more often than boys use internet for learning and for leisure – they use it equally. Respondents usually search information through Google search engine, less frequently – through Delfi. The other search engines and catalogues mentioned in the questionnaire are used very seldom, especially HotBot, Penki, On.lt and others. Both girls and boys, town and region pupils equally use search engines and catalogues. From electronic information sources respondents most frequently use internet encyclopaedia Wikipedia. Internet books and e magazines are read once a month on average, virtual library is scarcely used. It is absolutely not popular to use such sources as Nerandu.lt, tingiu.lt, Speros.lt. Key words: comprehensive school, electronic information sources, ICT, information search.

Research into service management has revealed concepts and ideas which may be usefully applied in other management settings. In order to evaluate their potential relevance to managing information technology (IT), several aspects of service management are explored, including the nature of service products, customer-supplier contact, the design of service delivery systems, and measuring and achieving service quality. Some ideas have already been applied to IT, but others could also be relevant. These include examining contacts between users and IT specialists, using process flow charts to design IT services, and employing service quality measures in IT management. A general model is proposed for managing IT service quality; the application of this model at the strategic level of firms is examined.

Paradoxes of using technology imply phenomena where the same option of a particular technological device both improves and undermines the well-being of people. In this paper, we deal with the present-absent paradox, which is related to the freed-enslaved paradox. The phenomenon of absent presence is examined in contemporary research through two constructs: technoference and phubbing. The general model of the effects of using information and communication technology on the relationships assumes that disrupting interactions leads to conflict; conflict lowers relational well-being, also lowering personal well-being. At the same time, the person becomes attached to the device, usually the telephone, and is “enslaved.” Specific models are also offered as part of the phubbing test. The paper also summarizes the results of empirical research on the two phenomena to illustrate specific, confirmed effects the use of ICT devices has on the relationship with others and personal wellbeing. Conscious use of technology could significantly reduce the repercussions, but this also seems a kind of paradox.

So, adequate people´s incentives should be accordingly designed with that purpose in mind. A framework that enhances alignment through an incentive policy is proposed, relating incentive initiatives with alignment criteria. Framework uses Luftman instrument, where its dimensions represents alignment opportunities that should be explored. The used incentive instrument is based on the WorldatWork model. An incentive policy should consider five areas; compensation, benefits, work-life, performance/recognition and development/career opportunities. Strategic alignment dimension is composed by six areas; communications, competency/value measurements, governance, partnership, technological scope and skills. The framework supports the definition of an incentive policy enhancing general and specific alignment dimensions. Theorization about some possible direct relations between the dimensions of an incentive policy and alignment is made, helping the incentive policy definition.

Best Value Procurement/Performance Information Procurement System (BVP/PIPS) has been developed by Dean Kashiwagi and the Performance Based Studies Research Group (PBSRG) from 1991 - 2010. BVP/PIPS is a licensed technology from Arizona State University that includes a deductive logic called Information Measurement Theory (IMT), an industry structure model which shapes the PIPS functions, and a process and structure that transfers risk and control to expert vendors. The BVP/PIPS has gone through numerous stages: the performance information centered PIPS (1994-2001); the PIPS testing phase (2001-2005); and the implementation stage (2005-2009); and the theoretical refinement and standardization of BVP/PIPS technology (2010). BVP/PIPS was introduced into the Netherlands in 2005 by a large general contractor Heijmans, the Rijkeswaterstaat, and aggressively proliferated by Scenter and others. BVP/PIPS usage in the Netherlands is modified to fit within the European procurement law. However, the main advantage of PIPS is the IMT based philosophy of minimized management, direction, and control of expert vendors.

The advancement of technology has led to its integration in widespread fields, heavily impacting areas such as communications. While there is concern that the introduction of information technology into healthcare renders the medical practice impersonal, its implementation has a positive effect on patient care quality. The exchange of health information via an electronic medium, such as the electronic health record (EHR), is known as health information technology (HIT) and has been the focus of many studies. Many supporters of HIT promote the benefits associated with the general rise in technology, such as the increase in convenience and efficiency of information storage; but others are hesitant, often citing privacy and security breaches as primary concerns. Studies show that despite various initial qualms about EHR integration, once the integration is complete, the quality of patient care increases.

Purpose – Since the 1970s productivity growth in most economies slowed, while information and communication technology expenditures increased: the “information technology (IT) productivity paradox.” Some researchers reported an end to the paradox, but this is most likely due to IT industry growth approaching the Year 2000 phenomenon. The purpose of this paper is to update IT productivity paradox research. Design/methodology/approach – For comparability this research replicates methods employed by previous studies but employs a two-level approach: first macroeconomic indicators; second labor and multi-factor productivity. Findings – Findings suggest IT investment has high positive correlation with gross domestic product growth, but not labor or multi-factor productivity. This ambiguity suggests the paradox is still poorly understood. Research limitations/implications – The findings are not conclusive; the authors cannot confirm or reject the existence of the productivity paradox. The global recession and banking crisis makes it prudent to wait until recovery before analyzing data from that period. Practical implications – Lack of convincing evidence supporting positive effects from IT investment suggests some firms benefit from IT investment, but not others, and that IT investment has questionable returns. Social implications – Firm level studies might find IT investment benefits some firms, but lack of convincing macroeconomic level evidence of positive effects of IT investment suggests the paradox still exists. Originality/value – This research updates the IT productivity paradox demonstrating the phenomenon is still poorly understood and thus worthy of further study, questioning the benefits of IT investment for industry and national economies.

ObjectiveHealth services in many countries are investing in interorganisational networks, linking patients’ records held in different organisations across a city or region. The aim of the systematic review was to establish how, why and in what circumstances these networks improve patient safety, fail to do so, or increase safety risks, for people living at home.DesignRealist synthesis, drawing on both quantitative and qualitative evidence, and including consultation with stakeholders in nominal groups and semistructured interviews.Eligibility criteriaThe coordination of services for older people living at home, and medicine reconciliation for older patients returning home from hospital.Information sources17 sources including Medline, Embase, CINAHL, Cochrane Library, Web of Science, ACM Digital Library, and Applied Social Sciences Index and Abstracts.OutcomesChanges in patients’ clinical risks.ResultsWe did not find any detailed accounts of the sequences of events that policymakers and others believe will lead from the deployment of interoperable networks to improved patient safety. We were, though, able to identify a substantial number of theory fragments, and these were used to develop programme theories. There is good evidence that there are problems with the coordination of services in general, and the reconciliation of medication lists in particular, and it indicates that most problems are social and organisational in nature. There is also good evidence that doctors and other professionals find interoperable networks difficult to use. There was limited high-quality evidence about safety-related outcomes associated with the deployment of interoperable networks.ConclusionsEmpirical evidence does not currently justify claims about the beneficial effects of interoperable networks on patient safety. There appears to be a mismatch between technology-driven assumptions about the effects of networks and the sociotechnical nature of coordination problems.PROSPERO registration numberCRD42017073004.

The information security situational awareness system is proposed in this paper to leverage big data and artificial intelligence (AI) to enhance information security situation prediction. Deep learning techniques, specifically the long short-term memory recurrent neural network (LSTM-RNN), predict security situations using complex non-linear and autocorrelation time series data from current and past system conditions. Additionally, the study incorporates the variant gated recurrent unit (GRU) within the LSTM-RNN framework. A comprehensive experimental analysis is conducted, comparing various methods, including LSTM, GRU, and others, to assess and compare their predictive performance. The experimental results reveal that LSTM-RNN demonstrates a commendable level of predictive accuracy on the test dataset, with a mean absolute percentage error (MAPE) of 8.79%, a root mean square error (RMSE) of 0.1107, and a relative root mean square error (RRMSE) of 8.47%. Both LSTM and GRU exhibit exceptional predictive accuracy, with GRU offering a slightly faster training speed due to its simplified architecture and fewer trainable parameters. Overall, this research highlights the potential of AI-based methodologies in constructing robust information security situational awareness systems.

Regional technology clusters are an important source of economic growth within the knowledge economy. The success of Silicon Valley in particular has shown that university discoveries can spill over into regional economies to drive the emergence and growth of major new industries. From a public policy standpoint, the goal of ‘creating more Silicon Valleys’ has emerged as a major goal of recent technology policy. Evidence suggests that regional clusters focused on high technology only rarely develop. How do regional technology clusters emerge, and what makes them sustainable? A large literature has emerged attempting to answer this question. This article surveys three major perspectives on technology clusters: (1) approaches focused on universities as the anchor of regional clusters; (2) theories focusing on the development of social networks within clusters; and (3) institutional explanations. Each of these three approaches focuses on factors that are unquestionably important in explaining why some regions develop successful clusters while others do not. Each approach also yields a clear policy perspective and has itself influenced public policy. At best, each approach can, however, yield only a partial explanation of cluster success, but in combination they do reveal how complementary the perspectives are. A holistic approach that combines insights from the three approaches yields a reasonably clear understanding of key factors that explain why some regions successfully develop technology clusters while others do not.

The article analyzes the problem of the correlation between professional well-being and organizational commitment of specialists in the field of IT in Ukraine. The concept of "professional well-being" is defined as the psychological state of the employee associated with the efficiency and productivity of his work; the concept of "organizational commitment" as an emotional attachment, identification with the norms and values of the organization, acceptance of goals, excessive work in the interests of the company. The professional well-being was studied according to the method of "Professional well-being" K. Ruth (indicators: autonomy in professional activity, competence, professional growth, positive relations in the team, professional goals, acceptance of oneself as a professional, general indicator); and organizational commitment according to the method of "Professional demand for personality" O. Kharitonova (indicators: satisfaction with the realization of professional potential, belonging to the professional community, experiencing professional demand, professional competence, professional authority, evaluation of professional results, attitude to others, self- esteem and general indicator of personal demand in the professional plan) and the Questionnaire of J. Meyer and N. Allen "Scale of organizational commitment" (indicators: affective loyalty, normative loyalty, continuance loyalty). The correlation between professional well-being and organizational commitment has been empirically identified by correlation analysis. Loyalty scales have been found to be negatively correlated with professional well-being scales, suggesting that the more competent an IT professional considers himself, the less likely he is to become loyal to an organization. It is concluded that the structure of professional well-being and commitment to the company of IT employees has its own characteristics and requires more detailed further research.

Objectives: The objective of this study was to compare evidence requirements for health technology assessment of pharmaceuticals by national agencies across Europe responsible for reimbursement decisions focusing specifically on relative effectiveness assessment. Methods: Evidence requirements from thirty-three European countries were requested and twenty-nine national agencies provided documents to review. Data were extracted from national documents (manufacturer's submission templates and associated guidance) into a purpose-made framework with categories covering information about the health condition, the technology, clinical effectiveness and safety. Results: The level of detail in the required evidence varies considerably across countries. Some countries include specific questions while others request information under general headings. Some countries include all information in a single document, which may or may not include guidance on how to complete the template. Others have specific guidance documents or methods and process manuals that help with the completion of the submission templates. Despite differences in quantity and detail, the content of the evidence requirements is broadly similar. All countries ask for information on the health technology, target disease, and clinical effectiveness and safety. However, one country only requests clinical effectiveness information as part of cost-effectiveness analyses. We found twenty-six evidence requirements for which generic answers may apply across borders and nineteen in which countries requested nationally specific information. Conclusions: This work suggests that it would be possible to put together a minimum set of evidence requirements for HTA to support reimbursement decisions across Europe which could facilitate collaboration between jurisdictions.

Design/methodology/approach – From a company-based perspective, the study quantifies leading companies’ degree of influence in each convergence field. Findings – However, the result shows that companies’ influences are not mature enough to transfer the initiatives from both the NBT and BINT convergence fields. In addition, this study presents a perceivable framework for companies/institutions by identifying which technological fields the companies/institutions are influential in and what degrees of technological impact are shaped among them. As a result, this allows companies/institutions to recognize their environments squarely. Originality/value – This study applied the replacement process that can reinforce the investigation of the extent to which a firm has a significant ability to influence others directly and indirectly. From the methodology perspective, such replacement can intensely display the structure and the extent of competition among firms. Therefore, the results provide an explicit information to understand the overall business situation. Paper type – Research paper

Downstreaming information of Indonesian Agency for Agricultural Research and Technology (IAARD) technology is carried out, among others, through the Multi Channel Dissemination Spectrum (MCDS). The SDMC employs various dissemination channels and actors to accelerate technology dissemination. MCDS discussions at the operating level are limited especially on how it contributes to more technology adoption. Referring to the Agricultural Innovation System, an innovation arises due to support of various subsystems ranging from technology providers, carriers, users, markets, policies, and interactions among subsystems. Likewise, the MCDS should be supported by its subsystems for an effective dissemination. This paper aims to contribute ideas on subsystems requirements in the implementation of the MCDS and how these subsystems can drive the delivered technology information to be adopted by users. The supporting subsystems (planning, approaches in the implementation process, policies, infrastructure) for technology implementation are essential in dissemination activities. As a system, MCDS does not only focus on delivering IAARD’s technology information, but the success of technological innovation must be supported by dissemination planning and its subsystems, technology application ecosystem, and interaction between potential users and technology producers.
