There is a growing concern from government, communities, civil society and mining companies on the sustained development of the impact of mining on communities and the benefits of mineral development. Communities are more vocal in expressing their expectations for benefits and on the other hand mines are concerned about profits and maintaining a social licence to operate. This study critically evaluates the impact mining has on socio-economic development in mining communities. The focus area of the study is the West Rand District Municipality in Gauteng Province, South Africa. The ‘impact’ refers to the mine’s contribution to infrastructure development and poverty reduction projects in areas where the mine is operating and sourcing labour from. Forecasts for better performance in the future will be assessed. Issues such as community consultation, identification of projects, development forums, the Integrated Development Plan (IDP) and partnerships are addressed. The literature was reviewed from existing national and international research on the topic. The study starts from two assumptions. The first is that minerals are potentially a great resource of wealth for poor countries. The second assumption is that minerals have the potential to benefit the local population through the creation of indirect employment, skills transfer, enhancing the capacity of health and education services, improved infrastructure and small and medium business opportunities. Poverty levels are viewed on a national and international scale. The study reveals problems, with existing approaches, on mine community development. It concludes that the impact of mining on infrastructure development and poverty reduction projects can be huge, but only if a variety of demanding preconditions are met. The study concludes that the reality of mineral led development in mine communities has not lived up to a roaring promise.

This research study investigates how environmental tools such as Resource Efficiency and Cleaner Production (RECP) can contribute to sustaining and supporting economic growth in South Africa. Resource optimisation is crucial when considering the concept of sustainable development. It also contributes to addressing the challenges of global warming and climate change, which in turn threaten industrial growth and sustainability in the long term. The study places emphasis on the barriers that prevent industry from implementing RECP recommendations, and identifies opportunities that could potentially reposition businesses should they consider implementation. It also promotes other sustainability tools that are available through collaboration with international entities, and this could be of great benefit to the South African industry. Factors of unemployment and urbanisation restricts national growth to some degree, hence the study explores how RECP can contribute to job retention by introducing new resource optimisation methodologies for the manufacturing sector, Moreover, it examines the imbalance between the demand as well as limitations of these resources. Through the compilation of data collated from questionnaires completed by industry, government and civil society participants, this study looks at achieving a balance between environmental sustainability and growth. It also looks at aligning this balance with the integration of specific economic and environmental policies, which also includes social aspects. What comes through significantly in this research is the lack of awareness within industry in terms of RECP, as well as the importance of prioritising the uptake of environmental initiatives to ensure that industry is compliant with the stringent policies and legislation designed by government to drive the sustainability process. Consequently the study shows that communication between public and private sector, as well as the awareness raising and marketing of sustainability to consumers need to be improved. An analysis of the various government support mechanisms is conducted, in respect of how industry could potentially leverage growth and drive positive change within their businesses. In addition to RECP, emphasis is placed on other Sustainable Consumption and Production (SCP) initiatives and tools that could possibly entrench sustainable practices and help with their incorporation into their business strategies.

The oil industry has been a major contributor to economic development in many countries; providing jobs, revenue, infrastructure and businesses to third parties. However, this development has also come with adversity on the physical environment. The oil industry accounts for the highest Green House Gas (GHG) emissions in the world, making it the number one polluter. In addition, South Africa has been regarded as the biggest polluter in Africa, with fossil-based fuel cited as the major cause of environmental degradation. South Africa’s physical environment is also cited as having degraded more than most countries in Africa. This proposition requires players in the oil industry to urgently address this situation. As the future of economic development is likely to be spearheaded by the oil industry, concerns have been raised at the slow rate of addressing oil companies’ operations which causes the environment to be less sustainable. This study uses a qualitative content analysis to explore the oil companies’ actions towards addressing environmental adversity caused by their unsustainable operations. In order to be environmental sustainable, oil companies must; incorporate environmental sustainability into missions and visions, financial investment into sustainable initiatives, involve top management in environmental programs, engage stakeholder, comply and align organisational processes and operations with environmental legislations and introducing renewable energy.

One of the greatest challenges facing the world today is integrating industrial activities such as mining with environmental integrity and social concerns. Monitoring is fundamental to environmental management, both to assess the adherence to standards and to allow environmental managers to learn from practical experiences. However, a problem arises when the regulatory authorities cannot keep up with their mandate of enforcement and compliance monitoring. This research examined how the Department of Minerals and Energy (DME) implements the concept of sustainable development in the mining sector of the Eastern Cape (EC) and, more specifically, the extent to which the Mine Environmental Management (MEM) section is able to effectively monitor compliance of mining operations with environmental legislation. This was the first systematic compilation of statistical data for the DME, and presents the first study in the EC regional office in terms of environmental sustainability. Results indicate that there has been a sustained increase in mining activity over the past three years, possibly as a result of the boom in the construction industry and the accelerated road maintenance and improvement programmes in the Eastern Cape. Mining applications received by the DME have increased by 47% from 2006 to 2007 (January-May) and by a further 100% from 2007 to 2008. In addition to the increasing number of mining concerns being established, 98 mining concerns will need to apply for the conversion of their old order rights to new order rights by the 1st May 2009. Mining in the province is predominantly small scale with mining permits (mined areas less than 1.5Ha) making up 52.3% of all applications, with larger mining concerns contributing 29.3% and prospecting contributing the remaining 18.4%. In terms of compliance inspections, the EC regional office is required to conduct 120 environmental compliance inspections annually in terms of contributing to sustainable development. The MEM section exceeded this target since 2003. However, when the number of operational mines is considered, 120 inspections per year equates to one mine being visited, on average once every four years (based on 2008 data). Based on projected figures (number of compliance audits and number of operational mines) for 2009, the DME’s target of 150 inspections for 2009/10 combined with the limited staff D. Watkins – MBA Dissertation 2008 capacity will, at best, mean that mines would be inspected once in seven years. However, the target of 150 inspections will not actually even cover the expected number of EMP evaluation inspections. This has serious implications in terms of regulating the compliance of the mining concerns with their EMPR’s. The low level of compliance monitoring can be directly related to staff capacity and logistics problems at the regional office as well as provincial targets being based on staff capacity rather than the number of operational mines. Thus, considering potential environmental damage associated with mining operations and the capacity constraints of the MEM to conduct frequent compliance audits, it is likely that mining operations will have negative implications for sustainable development in the region. Currently there are many challenges facing the DME in terms of contributing positively to sustainability in the mining sector and there is a need to base future actions on the idea of continuous improvement and ultimately progress.

The history of public relations include facets of “publicity” and “press agentry,” and has matured beyond these narrow, tactical functions, rising to accept positioning as strategic communications which can drive corporate social responsibility decision-making that resonate credibly with community stakeholder. The study explored public relations models of communication within stakeholder engagement to establish corporate social responsibility projects in the mining sector in Richards Bay, South Africa. The stakeholder engagement process depends greatly on principles outlined in the King Reports, which includes a stakeholder ‘inclusive approach’ and ethical guidelines for ‘governing stakeholder relationships’ and emphasises ‘sustainable development’. Furthermore, a socially responsibility business integrates the economic, legal, ethical and discretionary obligation of business to society and further recognizes its place in the broader community. Although qualitative research design was chosen for this study, the research used purposive sampling to select individuals and groups for data collection on the stakeholder communication experience. Six Individual in-depth interviews and one focus group interview were conducted with the organisation’s Communities and Corporate Relations team and the community leaders. The research reports that the corporate social responsibility stakeholder engagement process has five stages (consultation, engagement, agreement, decision making and feedback) and there is an evaluation process on community development projects set by the organisation. Consequently, the organisation and the communities both benefit from the corporate social responsibility projects. Additionally, the analysis shows that the model used for stakeholder engagement within corporate social responsibility is the mixed-motive model of public relations. Hence, the relationship between the organisation and its host communities is established and maintained, as well as the social licence to operate and reputation is enhanced. Therefore the research concludes that a public relations’ mixed-motive model of communication is best suited for stakeholder engagement in order to establish corporate social responsibility projects in the host communities that can enhance favourable organisation-community relationships. The model intends to achieve equilibrium between the organisation and the community stakeholder. However, further research is recommended into the development of a new African public relations model of communication that encompasses the concept of ‘Ubuntu’ where the community leader is the final decision maker in consultation with the traditional council.

Climate change is one of the most serious issues the world is facing today. With an economic slowdown globally, huge food shortages and record-high fuel prices, it has never been so important for countries to guard their natural resources to ensure future sustainability. The South African energy generation industry, of approximately 40 000 Mega Watt (MW), consists largely (90%) of coal-fired power stations, with the remainder comprising of nuclear and pumped storage schemes which are regarded as environmentally neutral. It is only recently that Eskom and independent power producers (e.g. Darling Independent Power Producer Wind farm with an estimated 10 MW) embarked on utilising South Africa's natural resources to generate electrical power. South Africa's access to inexpensive coal and paid off coal-fired power stations has made it difficult to justify the investment in renewable energy. However, on 31 March 2009 South Africa became the first African country to introduce a feed-in-tariff for renewable energy (Gipe, 2009). The hope is that this initiative would stimulate the investment in green energy generation. Eskom and municipalities are currently the only entities that have licences from the National Energy Regulator of South Africa (NERSA) to buy bulk electricity from power producers. The question therefore arises: if green electricity is more expensive to generate and is sold at a price premium to Eskom and municipalities, would they pass the premium on to consumers; can they differentiate the green electricity product and will consumers be willing to buy at a premium price? This research study aims to answer if businesses would be willing to pay a premium for green electricity, why they would be willing to buy it, which factors influence the purchasing decision and what barriers exist that will deter a purchase. A survey was conducted on businesses in the Western and Northern Cape of South Africa. The businesses sampled have a notified maximum demand of 50kVA or higher and excludes the re-distributor (City of Cape Town) customers. Approximately ten per cent of businesses would be willing buy green electricity. Most of these businesses have indicated that they are willing to pay a premium of five to nine per cent for green electricity. The businesses that are willing to pay the largest premiums (>10%) are in the electricity, gas, water, finance, insurance, real estate, business services, manufacturing, transport, storage and communications sector. Businesses that are willing to buy green electricity: • Have a strategy to reduce their carbon footprint; • Want to be community leaders (altruistic motivators); • Have as their biggest barrier the additional cost of green electricity; and • Feel that power utilities should be required to include a minimum percentage of green energy in their energy mix.

International awareness and demands for the protection of the environment by the public on industry has only been pushed into the limelight in the past couple of decades. Prior to this it could be argued that it was accepted that environmental protection and economic development were at odds. However it has since been recognised that there is a need to achieve environmental sustainability, the concept of which was released in the 1987 Brundtland Report released by the United Nations. There are a number of ways that industry can reduce its impact on the environment and thus help reach this goal. While some advocated that stricter legislation would result in greater innovation by industry in “cleaning-up” its act, such as the Porter Hypothesis, there were also a number of new concepts and voluntary industry codes being developed. These new practices and codes have been promoted by organisations such as the International Chamber of Commerce and include technological improvements within organisations and improved resource productivity. The aim of this case study research was to find out what the environmental policy and related performance of Summerpride Foods Ltd, a pineapple processing factory in East London was and does an understanding of its environmental performance provide insights for improved efficiency. This involved the identification and analysis of what resources were used during the processing of pineapples as well as making recommendations that would result in increased efficiencies of their use. Due to the number of resources identified, only the use of water and coal which were ranked as having the highest impact were investigated further. The literature review showed that there are industry moves to applying cleaner production and eco-efficiency concepts as a means to attaining environmental sustainability. There are a number of voluntary environmental management system standards and codes that organisations can subscribe to with most probably the ISO 14001 standard being the most internationally recognised. There are many benefits to organisations adopting such standards. The use of lifecycle assessments is a useful tool that can be used to assess the environmental impact of a product through its entire life and thus enable one to identify all resources used and their impact, as well as to provide the information required to quantify areas where the greatest improvements can be made. The results of this research showed that at the start of the study, there was no formal environmental policy in place at Summerpride Foods Ltd and that this was starting to become a requirement with some customers. The detailed results which focused on water and coal usage showed that current operating methods do not recognise the importance of any wastage and that there are a number of changes that could be made that would not only result in better efficiency of use but would also result in substantial financial savings to the organisation. Summerpride Foods Ltd currently has a number of systems in place that help reduce its impact on the environment but these are not formally recorded. Summerpride Foods Ltd should adopt the principles of eco-efficiency and record all systems that impact on the environment. This would be the first step to attaining a formal environmental management system accreditation which due the increasing competitiveness of the international market in which Summerpride Foods Ltd operates, would give it a degree of advantage over those competing pineapples processing factories that do not have such accreditation.

Pollution control regulations directed at the land-based factories of the Southern African fish processing industry do not appear to promote the required level of investment in pollution control systems. Two self-administered mail-questionnaires comprising undisguised fixed-alternative and open-ended questions were constructed to survey the opinions and viewpoints of a census consisting of twenty-seven senior managers responsible for making pollution control investments in the demersal and pelagic sectors of the fish processing industry. The first questionnaire was directed at establishing the relative importance of factors that influence waste and pollution control investment decisions as well as the perceptions and preferences of managers with regard to various pollution control policy options. Descriptive statistics such as the modal class were used to summarize the distribution of opinions and viewpoints within the research population. Rank ordered preference data was analyzed using a multidimensional unfolding computer algorithm. This structural multivariate statistical method is a special case of non-metric multidimensional scaling that generates perceptual maps which can aid in the discovery of the hidden structure underlying multidimensional decisions. Investments in waste and pollution control do not appear to have a high priority when compared to other strategic investments that the fish processing industry managers may make. The relative importance of factors that could influence the managers of the industry to invest in waste control equipment appear to be determined by the perceived financial returns that can be expected from such investments. Findings suggest that pollution control legislation is rendered ineffective due to inadequate enforcement. However, it appears that existing legislation needs to be rationalized in order to facilitate compliance. The most favoured pollution control instruments were those that lowered the cost of legally mandated expenses such as subsidies and income tax allowances. These were followed by permit systems which specified the allowable characteristics of discharges while allowing individual companies freedom of choice as to the method of achieving compliance. The second questionnaire was used to verify the researcher's interpretation of the findings and preliminary conclusions drawn from the replies to the first questionnaire.

Objective This study assesses whether noise levels above legal limits of 85 dB(A) that can result in noise-induced hearing loss are present in areas where employees are supposed to work and to verify that such areas are demarcated as noise zones at the Polokwane Platinum Smelter. Background and motivation Excessive noise is a global health hazard with considerable social and physiological impact, including the development of noise-induced hearing loss (NIHL). Noise is a major hazard in many workplaces. It is estimated that more than 30 million workers (almost 1 in 10) are exposed to unsafe noise in their work places. NIHL is the second most self-reported occupational illness or injury in the United States. Amongst miners, more than 90% of the population reports hearing problems by the age of 55 years. Noise exposure is prevalent in construction, foundries, agriculture, transport, industry and mining-related activities. The prevalence of NIHL has not changed much in the past two decades. Therefore, a hearing conservation programme is an important issue in the smelter as certain areas are denoted as noise areas. Study design A cross-sectional study design with a group of utility workers at the Polokwane Platinum Smelter, as the experimental group, and a group of undergraduate Bachelor of Science students at the University of Limpopo (Turfloop Campus) served as a control group. Method A sound level meter was used to measure the noise levels where the utility group performs their technical work. Data were analysed using the Statistical Package for the Social Sciences (SPSS) computer program. Results The average noise measured in various locations of the Polokwane Platinum Smelter was between 62.6 dB(A) and 105.1 dB(A). The results indicated that workers at the Polokwane Platinum Smelter are over exposed to noise in certain work areas if they work eight hours in the area. Areas where the average noise level was above noise rating limit of 85 dB(A) were demarcated as noise zones as an additional protective measure. Employees also use hearing protective devices, when they are working in noise zones, to control personal noise exposure. This is in accordance with the Occupational Health and Safety Act No. 85 of 1993 as amended eleventh edition (OHS Act 85/93). Conclusion In the present study, noise levels in certain areas exceeded the noise rating limit of 85 dB(A). However such areas are clearly demarcated as noise areas and employees accessing those area must wear earmuffs or earplugs. Possibilities of employees developing hearing loss overtime exist, if employees work for eight hours or longer in demarcated areas and do not adhere to the existing Hearing Conservation Program (HCP) implemented at the Polokwane Platinum Smelter. Noise levels at the Polokwane Platinum Smelter should be monitored regularly.

The study focuses on rehabilitation, since absence of proper rehabilitation process result in indelible damage to the environment. South Africa, like many other countries, is faced with many environmental problems caused by mining. These problems are particularly caused by, inter alia, abandoned mining areas without rehabilitation, inadequate environmental impact assessment after closure, inadequate financial provision for rehabilitation, and lack of monitoring and aftercare system after post mine closure. The study found that many Companies ignore laws governing prospecting, extraction and rehabilitation. The main purpose of this research is to investigate and recommend guidelines in the rehabilitation process so as to instil respect for the environment. The study therefore recommended strict legislation relating to environmental protection against mining.

ENGLISH ABSTRACT: In 2007, Bürer and Wüstenhagen (2009) conducted a survey amongst European and United States venture capital and private equity investors (VC/PE) to ascertain their public clean energy policy preference and concluded that VC/PE investors view the feed-in tariff (FIT) scheme to be the most preferred policy option. In this research study, the author re-conducted part of the Bürer and Wüstenhagen (2009) survey with thirty South African VC/PE investors to determine their perceptions on clean energy public policy preference. It is evident from the survey, that opinions are varied and at times even contradictory. This in itself demonstrates an important feature of the South African VC/PE and clean energy industry: it is young, dynamic, changing rapidly and can look very different, depending on the vantage point. The investors surveyed were mainly optimistic about the long-term development of the South African renewable energy industry led by private investors. VC/PE investors in South Africa have mixed views on various investment options, and are concerned about both the regulatory and macro-economic trends. The interviews and survey results show a number of recurring issues. Altogether, the survey results indicate that VC/PE investors consider FITs to be the best public clean energy policy instrument in leveraging private investment and finance for renewable energy in South Africa. This study serves to illustrate and confirm, in line with empirical studies, that VC/PE investors in South Africa believe that clean energy market-pull policies provide an impetus and indeed spur private investor participation in clean energy in developing countries. While it is true that most VC/PE investors would prefer the price certainty associated with a FIT regime, this is almost an irrelevant question in South Africa since constitutionally the state is bound to procure through competitive tendering. This study also serves to highlight the need for more active research and attention in this field.

The current trends in sustainable development (SO) were examined in this study, which brought about the realisation that SO has become a business imperative. Mining, which is a highly impacting industry, is faced with the dilemma of implementing the principles of SO despite the realisation that its activities are severely limited by· the finite nature of the resource it is capitalising on. This reality, however, does not detract from the non-negotiable requirement for the industry to meet the increasing pressures to act responsibly towards the environment and the community in which it operates. Gold Fields has stepped up to the plate and has already taken several steps to achieve this end. These include the adoption of SO in its Vision, Values and strategies and the development and implementation of a SO framework to ensure the integration of the principles of SO into the business. Furthermore, Gold Fields has also entered into voluntary activities that further cement the commitment the company has towards so. These other initiatives include, inter alia, its International Council on Mining and Metals membership, UN Global Compact participation, becoming a signatory to the cyanide code, IS014001, and so on. This study focussed on several indicator categories and the identification of a set of supporting sustainable development indicators (SOls) for each, which included environmental, social, economic, technological, and ethics, legal and corporate governance (not in order of priority). These indicators were assessed by a carefully selected group of respondents whose collective wisdom and expertise were used to identify and weight supporting SOls for each of the indicator categories. These supporting SOls were in turn used to develop a model that is able to assist in the business's decision making processes when capital investment is being considered . A water treatment project that is currently being considered by Gold Fields was utilised to demonstrate how the decision making model can be applied to two different scenarios. The result clearly and successfully demonstrated that by proactively taking environmental, economic, social, technological, and ethics, legal and corporate governance considerations into account, a gold mining company is able to increase the level of SO of a capital investment project.

The study was conducted to assess the impact of mining activities on selected soil physical, chemical and microbial properties on farmlands around three selected mining sites. Nine soil samples were collected from each of the following farms : Hans Merensky, Mogoboya and Leon Tom, Foskor Mine and JCI mining sites, respectively. Additional nine soil samples were collected from non-polluted Waterbok farm that serves as a control for the purpose of comparison. The samples were taken at 0–15, 15–30, 30–45 cm depths at three sampling points on each farm for physical, chemical and biological studies. However, soil samples collected for microbial (fungi, bacteria and actinomycetes) counts were surface (0–15 cm) soil samples. Soil chemical properties determined include pHw, electrical conductivity (ECe), exchangeable acidity (EA), organic carbon, available phosphorous, exchangeable cations as well as heavy metal (i.e. Mn, Zn, Cu, Pb, Cd, As and Sb) concentrations. The physical parameters determined include texture (sand, silt and clay) as well as bulk density. Soil pHw and ECe values decreased with depth; and ranged from 6.94 to 6.50 and from 12.24 to 10.76 mS cm-1, respectively. Exchangeable acidity showed a gradual increase with depth and ranged from 0.72 to 0.80 cmol(+)(kg), while percent organic carbon decreased with depth ranging from 1.41 to 2.19 %. Exchangeable cations, particularly K and Mg increased with depth while Ca decreased marginally with soil depth. Available phosphorous content decreased following increases in distance from the pollution source while heavy met.al contamination decreased with soil depth but increased further away from the pollution source. Significantly high loads of Pb, As and Sb were recorded at all depths on the three farms around the mining sites, which were largely responsible for the pollution but worse on the Leon Tom farm; with Pb constituting the greatest pollutant. The concentration of extractable heavy metals in the studied areas was in the order: As >Sb>Pb>Zn>Cu >Mn >Cd. Cadmium level appeared generally very low in all samples while elevated levels of Mn, Cu and Zn were detected at all depths in the polluted soils.Significant differences in microbial levels were detected at the various sampling points. The highest count of 3.82 and 6.20 CFU g-1 for fungi and actinomycete, respectively were both from the Leon Tom farm, while 6.46 CFU g-1 counts for bacteria was obtained from Mogoboya farm. Interestingly, fungal and actinomycetes activities were more sensitive to heavy metal contamination than bacteria that were significantly increased following soil pollution.

A pilot study was conducted at the Namakwa Sands Mineral Separation Plant, to investigate the effects of acidic gaseous emissions from the Mineral Separation Plant on the adjacent Succulent Karoo vegetation. Sulphuric acid fumes, a major gaseous emission of the mineral processing, was the subject of investigation of the present study, due to the potential high negative impact of elevated concentrations thereof on vegetation in the ecosystem. Permanent sample plots along three transects radiating from the Mineral Separation Plant were laid out in the eastern, south-eastern and southern directions following the prevailing wind directions and practical consideration of land accessibility. The ecological components assessed as indicators of possible pollution levels in the environment included percentage plant mortality, foliar sulphur content of selected plant species, chemical composition of solubles in mist and dust samples, and soil pH. In addition, the vegetation was screened for plant species suitable to be used as potential bioindicators. Potential bioindicator plant species were selected on the basis of their relatively wide distribution in the study area and apparent sensitivity to the ambient air pollutants. The percentage of dead plants of each species that occurred on the sample plots was used as a criterion of the possible sensitivity of the plant species towards air pollution. The bioindicator plant species selected for potential monitoring purposes were: Galenia fruticosa, Lampranthus suavissimus, Lycium ferocissimum and a Ruschia sp. (SP 9). Plant mortality was greater nearer the emission source, with 28 + 5 % dead plants at 400 m, 19 + 6 % at 800 m and only 10 + 4 % at 1,200 m from the Mineral Separation Plant. Data summed for all species recorded and pooled for all three transects per sampling distance. With the methods used in this study, in the case of all sample plots on the three transects, no significant difference was found between the mean pH values of soil samples collected from open spaces without plant cover (8.01 + 0.46) and those collected underneath shrubs (8.91 + 0.96). Subsequently only the pH values of soil samples collected on open spaces were used to investigate the variation in soil acidity with distance and direction from the emission source. The means represent total number of samples from open space versus those collected from underneath shrubs. The pH of soil samples increased with distance from the emission source along the transects to the south and south-east of the emission source. Eastward of the emission source, soil pH values remained relatively low at all sample distances. This pilot study could not determine whether the continuous acidity of the soil along the eastern transect in the direction of the prevailing wind, was caused by increased deposition of gaseous emissions on the higher lying hilly terrain in this area, or by the underlying geology. Ion chromatographic analysis of mist and dust samples collected on each sample plot indicated the presence of several chemicals that had probably originated from the gaseous emissions from the Mineral Separation Plant as well as wind blown constituents from the adjacent surroundings of the sample plots. Of these chemicals, only the sulphate concentrations of the mist and dust samples were further evaluated, since that could be related to the emission of sulphuric acid fumes by the Mineral Separation Plant. Results indicated that the mean sulphate concentration of mist and dust samples collected from sample plots relatively close to the Mineral Separation Plant, 118.8 + 31.6 mg/litre (400 m), were higher than further afield, decreasing to 57 + 30.1 mg/litre at 800 m and 43.1 + 19.6 mg/litre at 1,200 m. These values, representing the mean sulphate concentrations of mist and dust samples at each sampling distance (data of the three transects pooled), differ significantly at the 85 % confidence level. Statistical evaluation of the data of the mist and dust pH measurements, pooled for the three transects on the basis of distance, indicated a gradual increase of the mean values from 400 m (7.3 + 0.26), through 800 m (7.7 + 0.34), to 1,200 m (8.2 + 0.83), although these values were not significantly different. A decreasing trend in accordance with that in the case of the sulphate concentrations of mist and dust samples with distance from the mineral processing plant, was also observed in the sulphur content of the leaves of selected plant species, with mean sulphur content higher at 400 m sampling distance (0.29 + 0.091 %) than at 800 m (0.264 + 0.086 %) and a further decline at 1,200 m (0.232 + 0.079 %), data of the three transects pooled. However, these values were also not significantly different. Although not significantly so, the decreasing trend in the results of the sulphate concentration of mist and dust samples, the sulphur content of plant leaf samples as well as plant mortality observed, and increasing soil pH values with distance from the Mineral Separation Plant, suggest that the gaseous emissions from the Mineral Separation Plant could probably have had a detrimental effect on the adjacent Succulent Karoo vegetation. A more detailed study is necessary to confirm this trend. In addition it is recommended that in order to clarify the soil pH measurements outcome along the eastern transect that were contradicted by the results of the mist and dust pH measurements, a more intensive survey over a greater distance (at least further than 1.2 km from the Mineral Separation Plant), be conducted to quantify vegetation damage and acid deposition to the east of the emission source.

Rehabilitation is a dynamic process influenced by factors related to more than one field of ecology. It is therefore necessary to consider all these components when assessing the rehabilitation, although in the initial stages the successful revegetation of the disturbed areas is the most important criterion. Richards Bay Minerals, on whose mining site this project was carried out, is dredge mining heavy minerals on the north coast of Natal, where they have rehabilitated mined areas since 1978. This project has been carried out to establish: 1) The success of their dune forest rehabilitation using quantitative techniques. 2) The available seed bank in their rehabilitation stands. 3) The similarities in the succession taking place in rehabilitation stands compared to the revegetated stands in the vicinity of Richards Bay. 4) The best methods for creating alternative vegetation communities, especially grasslands, with a high species diversity on the mined tailings. This study reviews only the success of rehabilitation of the natural vegetation but other studies focusing on the insect, reptile, mammal and bird populations are also being undertaken by other researchers. No particular method of determining the success of vegetation rehabilitation has been chosen by restoration ecologists. Therefore in this study a broad range of quantitative techniques were used to show whether successional changes are occurring in the vegetation and physical environment. The results obtained from sampling the rehabilitated vegetation have shown that both the species richness and diversity are increasing as the returned vegetation matures. Levels of soil properties such as Sodium, Phosphate, Calcium and percentage organic matter have also risen with increasing stand age. Community complexity is also increasing with stand age, and TWINSPAN and DECORANA plots have separated out the differently aged stands based on their differences. A "pilot" study was done on the seed bank present in the rehabilitation stands. This has shown the presence of large amounts of early successional, mostly herbaceous species. Seeds of later successional and woody species were scarce which may be a result of the sampling intensity used. However seeds of late successional ground cover species were found in the older stands. Comparisons between the natural revegetation of disturbed areas in the vicinity of Richards Bay and the rehabilitation stands revealed similarities in both species composition and complexity. Species richness and diversity values are comparatively similar for the younger revegetated and older rehabilitation stands, and lWlNSPAN and DECORANA analysis techniques clustered the samples recorded from these areas in close proximity on their relative plots. The oldest revegetated sites contain a number of species found in the rehabilitated vegetation but as Acacia karroo has thinned-out in these stands many of these other species are now mature individuals. Attempts at rehabilitating an area of grassland at Richards Bay Minerals has not produced satisfactory species diversity and experimental manipulations were used to try and increase the diversity of the existing Eragrostis curvula dominated community. Of the several treatments used for the manipulation, a combination of burning and further topsoiling was the most successful in reducing Eragrostis importance and in increasing the species richness. Grassland topsoil spread directly onto the bare tailings produced an extensive vegetation covering over a short period but species richness was not significantly greater than for the existing Eragrostis dominated grassland, and further treatments and management needs to continue if this technique is to be employed. Only a limited amount of alien infestation of the rehabilitated areas was evident from the sampling undertaken during this research. As the removal of alien plants is an ongoing process and the rehabilitation stands are continuously monitored to identify any new invaders, this is not expected to become a problem. From the results of work done overseas and the rehabilitation carried out in South Africa it appears that it is possible to return natural vegetation communities on mined areas. That this is a lengthy process is to be expected but by manipulating the vegetation and continuously monitoring the process it may be possible to speed up development. Areas in need of further research have been identified based on the findings of this project. This will help to reinforce the undertaking of management proposals that will enhance the vegetation recovery and the success of the rehabilitation programme.

Queensland's political history has been built upon a culture of developmentalism, particularly at the cost of environmental protection. This has been a prominent feature in the policies of past Queensland Premiers such as T.J. Ryan, Ted Theodore, William McCormack, Forgan Smith, Frank Nicklin, Johannes Bjelke-Petersen and Wayne Goss. The policies pursued by many of these Premiers often resulted in the destruction of many sensitive environmental areas, of which the effects are still evident today. This study examines how anti-environmentalism has been a recurrent theme in state politics, as well as examining the extent to which industry has influenced governmental policies toward developmentalism. In particular, this research explores in depth the theory of 'regulatory capture' and examines the extent to which this is applicable to the Queensland context. A secondary issue which is explored is that of the development of a culture of nonenforcement within government departments. The testing of these theories is conducted through an analysis of the Queensland Criminal Justice Commission Inquiry into the Improper Disposal of Liquid Waste in South-East Queensland. The outcome of this thesis certainly demonstrates that state government departments responsible for environmental protection were negligent in fulfilling their roles. This thesis will highlight how such departments were 'captured' by the interests of industry to the extent that they failed to administer and enforce effective environmental legislation. It also raises the possibility that, as a result, administrators were guilty of official misconduct. Finally this thesis argues that while departmental culture is so strongly embedded in pro-development policies, responsibility for the environment should be centralised in an agency whose sole responsibility would be environmental protection. Such an agency could be an Environmental Protection Authority.

With the rapid expansion of the industries in South Africa, environmental problems including air pollution have been increasing. Among industries that cause air pollution is the iron and steel industry. Air pollution impacts negatively on the environment and therefore the measures implemented to improve air quality by this industry were investigated. The purpose of this thesis was to critically analyse the air pollution control measures implemented by the iron and steel industry in South Africa and to find out what they are doing to address the problem of air pollution, as well as their processes in involving and encouraging community involvement with regard to environmental issues. The key findings from this study were that the South African iron and steel companies are doing their best in trying to control the problem of air pollution. Some of them do not only rely on the South African legislation, they also do self-regulation by monitoring and controlling the air pollution problems even if not strictly required to by legislation. The iron and steel industry does also involve communities, through participation in public environmental forums. Air pollution has always been an issue in South Africa, but due to a lack of enabling legislation in the country, many people were not aware of their environmental rights. Now that the South African Constitution highlights the rights of people to an environment that is not harmful to their health or wellbeing, people are becoming more aware and have started taking the issue of air pollution in a very serious light. With the new environmental legislation including the National Environmental Management Act 108 of 1009 and the National Environmental Management: Air Quality Bill (Draft 1, April 2003), most of the issues relating to air pollution will be dealt with in a better and more enforceable way.

This thesis contributes towards improving corporate social and environmental reporting (CSR) in South Africa, by determining what about CSR would need to be and could be improved. The sources of information for this were twofold. A comprehensive literature review, besides providing the background to the study, determined what specific criticisms have been levied against existing CSR disclosure and CSR systems. This thesis argued that many of these limitations arise out of the many primarily rule-based systems in existence and use, and that CSR should rather be based on sound fundamental principles and a conceptual framework, and be an enforceable standard i.e. with legal backing to ensure compliance. The second source of information on possible areas of improvement was from the users and or the stakeholders. In Part I of the thesis, these users or stakeholders were surveyed to determine which areas of reporting were important, and which needed to be better reported. What was important was that significant expectation gaps were found in CSR specifically regarding reporting the impacts on employees, the public and consumers and the physical and biotic environment. This provided evidence for the need for improvements in actual reporting in these traditional CSR areas, and hence il, . justification for the work ofthis thesis. Having identified areas of weakness and potential improvement in current CSR, an analysis was required to be performed to determine how these areas could be better reported. An assessment would need to be made if in fact these areas could be measured (and hence reported), which was undertaken in Part 2 of the thesis. The thesis revealed the need for improved CSR, and a greater degree of accountability and transparency by business that improved CSR could provide. It was argued that reporting, other than financial, which includes CSR should be prepared using a conceptual framework of principles, similar to that used in financial reporting, and thus a principle-based approach to CSR should be used as opposed to a rule based one. It was noted that such a principle-based approach would address many of the qualitative criticisms levelled against CSR practices, and current rule based systems. Using a systems based approach, a framework of interactions and impacts caused by businesses on social and physical systems was developed, which was used as the basis for a suggested CSR model. The model was validated using a peer and expert review process, and by comparison to the Global Reporting Initiative (GRI), which was used to represent international and South African best practice. However, it was noted that potential measurement difficulties would be encountered if the proposed model were used. It would also need to be determined what practical barriers would exist to implementingthese CSR models in business, which was the objective of Part 3 of this thesis. When the practical implementation of a comprehensive CSR system was evaluated in industry, both the proposed model and the GRI were considered. An important part ofthe measuring process was noted to be company risk assessment, often undertaken by the company's insurers. Where environmental impacts, health and safety, or other potential impacts (e.g. accidents or spills in the transport industry having significant impacts on other road users), were noted to be a significant risk, measurement systems and control procedures had been put in place by most companies. Perhaps the most significant part of risk, besides the potential loss in earning capacity, is potential litigation. Common law litigation would encourage companies to monitor and protect the health of their workers and consumers. Legislation e.g. National Environmental Management Act and Air Quality Act, would encourage companies to monitor their environmental impacts. Thus a combination of risk and legislation encourages monitoring and measurement. The findings of the third part of the thesis suggest that increased pressure should be placed on companies to become IS014001 certified as this would facilitate increased CSR reporting, however, this in itself is unlikely to occur unless increased pressure is placed on companies by (legal of customer). The author suggests that IS014001 certification would be more effective in ensuring environmental protection, than simple CSR disclosure. Significant challenges exist to the possible implementation of many of the key areas identified in the proposed CSR model (specifically where measurement problems exist), and no companies were found to be in a position to report on these aspects comprehensively. The findings of this thesis include that existing legislation and financial imperatives influenced measurement and recording of certain impacts and influences. At the same time, many managers suggested that lack of financial (and other resources), as well as the absence of legal requirements were some of the reasons why other impacts and influences were not measured. Thus it could be concluded that legislation enforcing CSR, together with financial incentives (or penalties for failure to meet such standards), could play a significant role in improving CSR in South Africa.

The South African mining sector has over the years been perceived to be exploitative and not responsive to the investment interest of immediate stakeholders where they extract (local communities and labour). The perception of non-investment has resulted in amongst others, extensive community and labour unrests leading up to mass killings of mine workers at Marikana by the South African Police. The South African government has enacted policies to guide Corporate Social Responsibility (CSR) for the sector but the historic problems associated with this sector persists. As a result of community concerns around mining CSR, communities are mobilising around civic organisations, with the aim of brining the mining sector to account and fostering community development in their localities. This research explores and analyses if the mining sector adheres to CSR in their ventures and how communities perceive the sector’s activities and CSR approaches. The epistemological foundations of this research are mainly positivist adopting theoretical assumptions of the stakeholder theory. The research methods are however those of mixed methods – quantitative sequential qualitative methods. The subsequent research designs are a survey in the quantitative methods and exploratory interviews in the qualitative methods. Data was gathered using a survey questionnaire in the quantitative methods and recorded phenomenological interviews in the qualitative methods. Data was gathered from a sample of 200 community members in the two sampled mining areas of Marikana (100) and Carletonville (100). The former is a platinum belt and the latter is an old gold mining area. To augment quantitative data from the field survey sequential qualitative data was collected through semi-structured interviews (phenomenological interviews) with mining company executives, government leaders, trade unions leadership as well as community members in Makhado and Tshikondeni mining sites. The researcher encountered various limitations including travels to remote areas with lengthy distances on gravel roads, and respondents’ “over-researched” attitudes especially in Marikana and Makhado. The findings suggest that the mine workers’ location, living and working conditions influence their understanding and therefore definition of CSR. Although numerous CSR definitions emerged in the case of Marikana CSR was equated to basic service provision similar to those provided for by the municipality like houses, schools, roads and clinics. In the case of Carletonville which is a well-developed mining town, CSR meant skills development, local enterprise development and provision of bursaries. It emerged that the majority of community members are not aware of the CSR programmes implemented in their localities. Respondents further cited collusive corrupt activities between the mining companies, traditional authorities and municipal leadership as the main deterrent to CSR and to local economic development. Overall findings suggest that the mining sector is adherent to CSR legislation at the minimal level but this does not meet the needs and expectations of community members. The mismatch between community expectations and their understanding of CSR does not align with government policy on CSR requirement of the mining sector. The study recommends, among others, that bold and decisive government enforcement of penalties, which include consistent revoking of mining licences for non-CSR compliance by mining companies. The thesis also highlights the implications for managers as the rise of civic organisations propels a new engagement approach between mining companies and communities. This new approach would have inherent challenges such as delays in reaching consensus and exposing mining companies to internal community politics. Additionally, the study recommends future research be focused on evaluating constitutional powers of traditional leaders in relation to community interests in mining CSR. Furthermore, research could be conducted to establish previous compliance records on post-mining social commitments and environmental rehabilitation of mining companies in South Africa. This thesis brings to the fore, an illustration of the emergent bargaining power communities has and how it compels mining corporates to engage with communities more consultatively. Failure to do so, result in situations such as Coal of Africa impasse in the Makhado area where losses amounting to billions of Rands are incurred.

The aim of this study was to develop an organisation development model to support organisational change and transformation in a dynamic, continuously changing business environment, specifically for the mining industry in South Africa. Literature revealed that there is a tendency to employ universal and generic models to challenges of organisational change, whereas successful 00 needs a situation specific or contextualised approach. The field of OD reflects a paucity of empirical research, necessitating a greater research competence and more in-depth, robust empirical 00 studies to answer to 'contemporary contextual and environmental challenges. A further call is voiced towards OD to resolve organisational change challenges from a systemic perspective, which has been a central tenet of the field. A number of research participants from a South African company that has been implementing organisational change and transformation interventions in the mining sector, were selected by means of purposive sampling. A modernist qualitative approach with the case study as research strategy was utilised during the development of the model. Various data collection techniques were utilised with grounded theory as a data analysis technique to explore and systematically develop the concepts and categories of the model. Atlas.ti, together with manual coding procedures were utilised to systematically organise and analyse the rich descriptive data. Credibility, transferability, dependability and confirmability were ensured by following the guidelines presented in the literature. In the literature study, the sample's narrative was critically contrasted against the established scientific knowledge base of OD, considering specifically taxonomies, models and theories related to the emergent OD model. The resulting model deviates from the established perspectives on OD, in that it reflects a hybrid of several fields of study endeavour. The latter is consistent with a business practice perspective that integrates and deal with a single application domain, compared to a science-informed perspective which conducts research largely within defined (and confined) disciplinary boundaries. The OD model has implications for the mining industry in South Africa, and the development of grounded theory should facilitate the application thereof in future research.

The South African Mining Industry is confronted by a continual wave of labour unrest due to the unfulfilled socio-economic expectations of its employees and surrounding communities. The industry reportedly also has a very high wage gap between the mine workers and executives. This essay advocates for extensive Corporate Social Responsibility (CSR) by the South African mining industry not only to help address the socio-economic issues in and around mining communities but also to restore stability and ensure that the industry flourishes. As part of advancing my position, I show that the implementation of enlarged CSR by the mining industry is consistent with Rawls's account of justice and with the United Nations Guiding Principles on Business, the Universal Declaration of Human Rights, and the South African government's Mining Charter. I argue that by embracing the concept of enlarged CSR and collaborating with its supplier base towards this end, the mining industry can improve socio-economic conditions and prevent the collapse of the industry much to the benefit of the mining industry and its stakeholders, including the citizens of South Africa at large who benefit from tax revenues generated by the industry.

With increased public environmental awareness and support for environmental protection, business success is becoming more dependant on environmental performance. Many large companies have acknowledged this and are engaged in corporate environmentalism to work towards the goal of ecological sustainability. The small business sector has an equally important role to play in sustainable development since their combined impact on the environment is significant. The extent to which the small business sector in South Africa has adopted a pro-environmental attitude however, has not been established. This research therefore attempts to ascertain the level of environmental awareness and practice within small business. To achieve this aim, a questionnaire was used to collect both quantitative and qualitative data from a sample population of small businesses in Edenvale, Gauteng. The sample population represented a variety of economic sectors. The quantitative data was analysed statistically by calculating the percentage of respondents or responses and by performing a test of proportions. The qualitative data was used to clarify the findings. The results suggested that the overall level of environmental awareness and practice within the small businesses was very low. Environmental issues were not considered to be a part of the business agenda as small business managers were unaware of the environmental impacts of their business activities. Moreover, there was a lack of both environmental pressures and information. The majority of the small businesses were therefore environmentally inactive. A small proportion of the businesses were environmentally reactive in that they had started to address environmental issues. This was however, only in response to environmental pressures and not through their own volition. Furthermore, unless subjected to environmental pressures or given incentives, the small businesses were not planning to integrate environmental practices into their business activities in the future.

In a country that ranks forty seventh on a list of fifty countries in a world competitive survey economic growth should be a high priority in South Africa. The main player in South Africa's energy industry took up the gauntlet and is moving to economic growth with the vision 'to provide the world's cheapest electricity for growth and prosperity." Competition was introduced among the electricity producers by a process called trading and brokering. Majuba power station, the most expensive electricity producer on the South African grid, was left out in the cold. Management of Majuba is challenged to derive resourceful strategies to ensure sustained profitability. These strategies will require a study into world trends to enable them to be more competitive. Crystal ball gazing is not needed to know that major restrictions on pollution of the atmosphere by industry will be curbed by stringent legislation. The current electrification programme in South Africa is bound to impact the shape of the daily load curve. Labour cost and the rate of inflation have been increasing and can be expected to keep on rising in the foreseeable future. It is important to know what macro effect these factors will have on the South African power industry. Majuba must be able to identify the changes lurking on the horizon and have contingency plans in place to meet these challenges. In this work different types of plant needed to meet the daily load demand are researched from literature. It is then compared to the types of plant installed in South Africa. This leads to the conclusion that the installed plant in South Africa is not sufficient to meet the daily demand effectively. A case study is done on Majuba Power Station that has been operating in a two shifting mode since December 1996. This means that the units is started every day to be on full load in time for morning peak and then shut down after evening peak. It is also shown that this mode of operation is proffitable for a relatively expensive power generator.

Studies conducted on people who reside next to dust producing mines and industries show major health risks. Air pollutants from the mine and industries are inhaled by exposed miners and people who live in the vicinity (Steenland, 1995). Aim The aim of the study is to investigate non-occupational exposure to silica dust at gaMaja village in Polokwane, Limpopo Province. Methodology Study design For this study a cross sectional descriptive study design was used. Study site The study was conducted at gaMaja village near Polokwane in the Limpopo Province Sampling A total sample of 200 villagers participated in the present study. vi Data Collection Two hundred questionnaires were used to collect survey data and were coupled with four dust deposition gauges. The four gauges were mounted at four different positions in the village and were left for six hours. Data Analysis Questionnaires were analysed using SPSS computer software to determine silica-related illnesses and indicators of exposure to silicosis susceptibility. Dust samples from dust deposition gauges were analysed using a Varian 110 atomic absorption spectrometer for determination of silicon. Results The majority of both male and female participants reported that they do not wheeze (81.4%) or bring out phlegm from their chest (71.4%) as compared to those who reported episodes of cough (48%). Gauges were able to identify exposure to a particular pollutant, silica dust, and were successful.Discussion Data from questionnaires revealed that villagers do not show signs and symptoms related to silicosis, however, that does not rule out infection in a long run. The results from dust samples that were collected reveal that there are traces of silica (crystabolite) in the village of gaMaja. Dust samples were collected during normal production at the mine in the middle of summer. Conclusion Findings from this study show that people residing next to dust producing mines and industries are at high risk of health hazard. Mining companies and policy makers should take note of the findings while planning preventive strategies for reduction of air pollutants.

Mining operations significantly influence the environment due to direct and indirect discharges of waste products into the aquatic systems. The primary aim of this study was to assess the current situation in the platinum mining area and develop a management plan to ensure that existing and potential environmental impacts caused by platinum mining and processing are mitigated. To do this, an assessment was carried out to investigate changes in critical aquatic invertebrate and fish community distributions and assess how they relate to measured environmental factors. Five sites were selected, one reference site which is upstream of heavy mining activities and four sites within heavy mining and processing activities. Standard techniques for water, sediment, invertebrate and fish sampling were used. Macro-invertebrates sampled were identified to family level whereas fish were identified to species level. Multivariate analysis used was cluster analysis by non-metric multidimensional scaling (NMDS) for both macro-invertebrates and fish. Three methods of ordination were used to analyze the biotic and abiotic data namely N-MDS, Correspondence Analysis (CA) and Canonical Correspondence Analysis (CCA). Cluster analysis of macro-invertebrates data revealed three major groups based on sampling period (low flow or high flow) and the last cluster according to the locality. Multidimensional scaling ordination of high and low flow for macro-invertebrate communities confirmed the groupings detected by cluster analysis. Cluster analysis for fish communities revealed two groups at 50% similarity; the first group is the combination of reference and exposure sites for both high and low flow sampling regimes. No fish were sampled at site 4 during both low and high flow regimes. Multidimensional scaling ordination of high and low flow fish communities confirmed the groupings detected by cluster analysis. Analysis using a similarity profile (SIMPROF) test indicated that fish communities are statistically (p=5%) the same. It was found that macro-invertebrates and fish respond differently to environmental variables.

South Africa’s SDFIs have potential to play a critical role in fostering environmental compliance in the mining industry. Their role is particularly important in the small-scale and junior mining sector which is usually shunned by private finance institutions because of high environmental credit risk. Equipped with knowledge and experience of working with clients across different sectors and their potential leadership role in technology transfer, SDFIs can leverage their position in acting as trusted third party environmental regulation enforcers. Financial institutions have long been criticised for showing little interest in environmental impacts of their clients while concentrating on profit maximisation. This study sought to investigate the response by financial institutions to this criticism through evaluating the role of SDFIs in fostering environmental compliance by small-scale and junior mining companies which are generally viewed as having a poor environmental compliance record. Through the twin qualitative research methods of interviews and document analysis, the role of three state-owned development finance institutions in fostering environmental regulation compliance by small-scale mining enterprises in South Africa was evaluated. The study revealed that SDFIs explicitly and implicitly provide a wide range of products and services which help small-scale and junior miners in complying with environmental regulations. The study also found that, while SDFIs are beginning to adopt market-based mechanisms to encourage environmental compliance, they still heavily rely on command and control mechanisms as a way of mitigating environmentally related risks arising from financing mining companies.

The purpose of this research was to study the relationship between firm‟s commitment to green, green marketing capability, green relationship learning, green human resource investments and firm performance for electronics manufacturers in South Africa. Despite the increased focus on on green marketing, there has been little focus on research relating corporate commitment to green and how it relates to green marketing capabilities and firm performance. This study fills this research gap by proposing and testing hypotheses relating firm commitment to green, green marketing capability, green relationship learning, green human capital investment and a firm‟s performance. To answer the research questions, primary data for n=212 respondents covering a range in firm size, gender, race, and age for electronics manufacturers in South Africa was used to test the hypothesis relating corporate commitment to green, green marketing capability, and a firm‟sperformance. The structural equation modeling approach was used to test the model fit and hypothesis testing. The software SPSS 24 was used to analyse the descriptive statistics and AMOS 24 was used to test the research model. The results showed that firm commitment to green was a predictor of firm performance and green marketing capability, green relationship learning, and green human capital investments was found to be mediators in the relationship between firm commitment to green and firm performance. Indeed, the hypotheses stated in this study were found to be true. The main contribution of this study is showing how corporate governance commitment to green can enable firm performance (both marketing and financial) through mediating variables of green marketing capability, green relationship learning and green human capital investment. The study further shows that corporate commitment to green influences green corporate social investment positively. Environmental impact assessment follow-up has been widely addressed by various researchers. However, there is still a gap in the actual implementation of this process. This study addresses this gap by evaluating the effectiveness of implementing the environmental authorizations of Eskom’s Kusile and Medupi Power Stations during the construction phase. The main aim of the study is to determine whether the environmental authorization conditions were effectively implemented by project developers and whether full compliance which could lead towards sustainable development was at the forefront of Kusile and Medupi developments. The survey method was used whereby questionnaires were formulated and completed by fifty (50) participants involved in the implementation of both power stations’ environmental authorizations. The results showed that the importance of protecting the environment and overall compliance with the projects’ environmental authorization conditions are well understood and implemented. However, some of the responses indicated the difficulty in implementing certain environmental authorization conditions such as retaining existing vegetation cover. About Nineteen (19) external audit reports (of which nine were for Kusile and ten for Medupi) between the periods of 2008 to 2014 were reviewed and the audit results shown good percentage of over 90% compliance with the environmental authorization at both power stations. In conclusion, the environmental authorizations were well implemented by both Kusile and Medupi Power Stations. The environmental management through compliance with the environmental authorization is at the forefront of the Eskom’s developments and thus promotes sustainable development. The outcome of this study has a wide application that includes application to any new project that involves building infrastructure.

The original aims of this project were to investigate the potential for phytoremediation, with emphasis on metal accumulation, of three contrasting industrial processing wastes. These were tailings material (PT) from the decommissioned Pering Pb/Zn Mine (Reivilo, North West Province, South Africa (SA)), smelter slag (SS) from the Samancor Mnsmelter (Meyerton, Gauteng, SA) and electro-winning waste (EW) from MMC (Nelspruit, Mpumalanga, SA). It became evident, however, early in the project, that the use of metal hyperaccumulating plants was not a viable technology for these wastes. The project objectives were thus adapted to investigate alternative remedial technologies. The use of endemic and adapted grass species was investigated to revegetate the PT. In addition, chemically-enhanced phytoremediation was investigated to induce metal hyperaccumulation by grasses grown in the PT (Part 1). Revegetation of the SS and EW were not considered feasible, thus land disposal of these two Mn-rich processing wastes was investigated (Part 2). Part 1 - Revegetation of tailings from Pering Mine The PT was found to be alkaline (pH > 8.0), and consisted mainly of finely crushed dolomite. It was generally nutrient poor with high amounts of readily extractable Zn. It also had a very high P-sorption capacity. Seven grass species (Andropogon eucomus Nees; Cenchrus ciliaris L.; Cymbopogon plurinodis Stapf ex Burtt Davy; Digitaria eriantha Steud; Eragrostis superba Peyr; Eragrostis tef (Zucc.) Trotter and Fingeruthia africana Lehm) were grown in PT treated with different rates of inorganic fertiliser under glasshouse conditions. The fertiliser was applied at rates equivalent to 100 kg N, 150 kg P and 100 kg K ha-1 (full), half the full rate (half) and no fertiliser (0). Seed of C. ciliaris, C. plurinodis, D. eriantha, E. superba and F. africana were collected from Pering Mine. Seed of A. eucomus was collected from the tailings dam of an abandoned chrysotile asbestos mine. These were germinated in seedling trays and replanted into the pots. A commercial variety of E. tef was tested, but due to poor survival this species was subsequently excluded. The foliage and root biomass of the grasses and concentrations of Ca, Cu, Fe, K, Mg, Mn, Pb and Zn in the foliage were determined. The yield of all the grasses increased with an increase in fertiliser rate, with a significant species by fertiliser interaction (p = 0.002). The highest yield was measured for C ciliaris, followed by D. eriantha (4.02 and 3.43 g porI, respectively), at the full fertiliser application rate. Cymbopogon plurinodis was the third highest yielding species, while the yields of E. superba and F. africana were similar. There were positive linear correlations between foliage yield and fertiliser application rate for all grasses. The root biomass of the grasses also increased with an increase in fertiliser application rate. The interaction between grass species and fertiliser level had a non-significant (p = 0.085) effect on the yield of grasses, though there were significant individual effects of species (p < 0.001) and fertiliser (p < 0.001). Digitaria eriantha had the highest root biomass at each fertiliser application rate, followed by C plurinodis and C ciliaris. Similarly to foliage yield, there were positive linear correlations between root biomass and fertiliser application level. Positive, linear correlations were found between foliage yield and root biomass, though the strength of these varied. The weakest correlation was found for D. eriantha (R2 = 0.42) but this was attributed to a moderately high variance in foliage yield and roots becoming potbound. Generally, nutrient concentrations were within adequacy ranges reported in the literature, except for P concentrations. This was attributed to the high P-sorption capacity of the PT. Zinc concentrations were higher than the recommended range for grasses, and also increased with an increase in fertiliser application rate. This was attributed to the high available Zn concentrations in the PT and improved growth of the grasses at higher fertiliser application rates. It was recommended that C ciliaris and D. eriantha be used for revegetation due to high biomass production and that E. superba be used because of rapid growth rate and high self-propagation potential. Both C plurinodis and F. africana can also be used but are slower to establish, while A. eucomus was not a suitable species for revegetation of the PT. Inorganic fertiliser improved the growth of all these species and is recommended for the initial establishment of the grasses. An experiment was conducted to investigate the potential of inducing metal hyperaccumulation in three grass species (C ciliaris, D. eriantha and E. superba) grown in the PT. Grasses were grown in fertilised tailings for six weeks, then either ethylenediaminetetraacetic acid (EDTA) or diethylentriaminepentaacetic acid (DTPA) was added to the pots at rates of 0, 0.25, 0.5, 1 and 2 g kg-I. Grasses were allowed to grow for an additional week before harvesting. The concentrations of Cu, Pb and Zn were determined in the foliage. The interactive effect of species and chelating agent on the uptake of Cu was marginally significant (p = 0.042) and non-significant for Pb and Zn (p = 0.14 and 0.73, respectively). While the addition of the chelating agents resulted in an increase in Pb uptake by the grasses, it did not induce metal hyperaccumulation in the grasses. This was attributed to the ineffectiveness of the chelating agents in the PT in the presence of competing base cations (mainly Ca). The use of this technology was not recommended. Part 2 - Land disposal of Mn-rich processing wastes Chemical characterisation of the SS showed that it was an alkaline (pH > 9.5), Mn-rich silicate (glaucochroite), that generally·had low amounts of soluble and readily extractable metals. Acidic extractants removed high amounts of Mn, Ca and Mg, attributed to the dissolution of the silicate mineral. The EW was highly saline (saturated paste EC = 6 780 mS m,l) with a near-neutral pH. It had high amounts of soluble Mu, NHt+, S, Mg, Ca and Co. The primary minerals were magnetite, jacobsite (MnFe204) and gypsum. The effect of SS and EW on selected chemical properties of six soils was investigated by means of an incubation experiment, and their effect on the yield and element uptake by ryegrass was investigated in selected soils under glasshouse conditions. Five A-horizons (Bonheim (Ba), Hutton (Hu), lnanda (la), Shortlands (Sd) and Valsrivier (Va» and an Ehorizon (Longlands (Lo» were treated with SS at rates of 30, 60, 120,240 and 480 g kg'l and EW at rates of20, 40,80,160 and 320 g kg'l. Soils were incubated at field capacity at 24 QC and sampled periodically over 252 days. The soil pH, both immediately and over time, increased, while exchangeable acidity decreased after the addition of SS to the soils. The pH at the high rates of SS tended to be very high (about 8). The electrical conductivity (EC) of the soils also increased with an increase in SS application rates and over time. The most marked changes tended to occur in the more acidic soils (e.g. la). In the soils treated with EW, there was generally an increase in the pH of the acid soils (e.g. la) while in the more alkaline soils the pH tended to decrease (e.g. Va), immediately after waste application. There was a general decrease in pH over time, with a concurrent increase in exchangeable acidity, due to nitrification processes. The EC of all the soils increased sharply with an increase in EW application rate, attributed to the very saline nature of the EW. Water-soluble Mn concentrations in the soils treated with SS tended to be below measurable limits, except in the acid la. Iron concentrations decreased with an increase in SS application rate and over time for all soils. The water-soluble concentrations of Mn, Ca, Mg and S increased sharply with an increase in EW application rate in all soils. There was also a general increase in Mn concentrations over time. Iron concentrations tended to be low in the EW-treated soils, while Co concentrations increased as EW application rate increased. Exchangeable (EX, 0.05 M CaCh-extractable) concentrations of Fe, Co, Cu, Zn and Ni were low in the SS-treated soils. The concentrations of EX-Mn tended to increase with an increase in SS application rate in the la soil, but generally decreased in the other soils. There was also a decrease over time, attributed to the high pH leading to immobilisation of Mn. The EX-metal concentrations of the EW-treated soils were generally low, except for Mn. The concentrations of EX-Mn increased sharply as EW application rate increased. The contribution of EX-Mn was calculated to range from 209 to 3 340 mg Mn for EW rates of 20 to 320 g kg-I, respectively. In the Lo soil the expected amount of Mn was extracted at the different EW application rates. In the other soils the EX-Mn concentrations were typically higher than expected. This was attributed primarily to the dissolution ofMn from the EW due to the interaction between soil organic matter and the EW. There was generally an increase in EX-Mn concentrations over time, attributed to the decrease in pH of the soils treated with EW. The above-ground biomass production of ryegrass grown in Lo and Hu soils treated with SS increased at low application rates, but decreased again at the highest rates. The reduction in yield was attributed to an increase in soil pH leading to trace nutrient deficiencies. At the lower SS application rates, nutrient concentrations of the ryegrass tended to be within typical adequate ranges reported in the literature. Of concern was the elevated Mn concentration in the ryegrass foliage, though no toxicity symptoms were seen. This was attributed to the dissolution of the silicate mineral due to soil acidification processes and the possible ameliorating effect of high Ca and Si concentrations on Mn toxicity. The growth of ryegrass was generally poor in the Hu soil treated with EW and it did not survive beyond germination in the Lo soil treated with EW. In the Hu soil plants grew well in the 20 and 40 g kg-I EW treatments, but died at the higher rates. In both cases mortality was thought to be due to the high salinity that resulted in toxicity and osmotic stress in the newly germinated seedlings. The improved growth at the lower rates ofEW, in the Hu soil, was attributed mainly to increased N availability. The concentrations of Mn in the foliage were elevated in the soils treated with EW. A pot experiment was conducted to test the effect of applying either humic acid (HA) or compost (at a rate of 20 g kg-I) with lime (at rates of 0, 5 and 10 Mg ha-I) on the growth and nutrient uptake of ryegrass grown in the Hu soil treated with EW at rates of 0, 10, 20 and 40 g kg-I. A basal P-fertiliser was also applied in this experiment. The highest yields were measured in the treatments receiving either HA or compost at the highest application rate ofEW. The addition oflime did not improve the yield of the HA treatments, but did in the compost treatments. Generally, nutrient concentrations were adequate. The Mn concentrations were markedly lower than expected, and this was attributed to the formation of insoluble Mn-P compounds due to the addition of fertiliser. The effect of either HA or compost on Mn concentrations was not marked, but lime reduced Mn uptake. A leaching column experiment showed that, generally, the Mn was not readily leached through a simulated soil profile, though the addition of compost may enhance mobility. There was also evidence to indicate an increase in salinity and that Co concentrations of the leachate may be a problem. These data suggest that soil organic matter may be a very important factor in determining the release of Mn from the wastes, notably the EW. The land disposal of the SS and EW was not recommended at the rates investigated here, as both showed the potential for Mn accumulation in above-ground foliage, even at low application rates, while high application rates negatively impacted on plant growth. It appears that P-compounds may be beneficial in reducing Mn availability in the EW, but further testing is required.

Environmental degeneration, market pressures and stricter regulation and waste legislation has placed organizations under tremendous pressure to change their current processes and adopt cleaner production (CP) techniques and technologies. However, in countries like South Africa, CP implementation still remains low. In light of this problem, the government has made efforts to promote CP among industries by forming a support structure called the RECP (resource efficient cleaner production), as a strategy to encourage organizations to embrace this change and move away from the tradition end-of-pipe technologies towards CP technologies. This study is based on a case study of a paper manufacturing company in Kwadakuza, KwaZulu-Natal. The aim of this study was to use Environmental Management Accounting (EMA) to identify benefits of CP. Paper manufacturing consumes large amounts of natural resources and generates excessive wastes. Hence, the operational activities of paper mills have a negative environmental impact. However, the scope of this study was limited to the steam generation process and focused mainly on the efficiency of the current coal-fired boilers used in the boiler plant. The research methodology used in the study was both quantitative and qualitative involving triangulation. Data was collected by means of a questionnaire, semi-structured interviews and documentary review. The company uses old, obsolete boilers to generate steam. It had been discovered during a cleaner production assessment (CPA) of the process that the process uses large amounts of coal and generates excessive boiler ash (waste). This boiler ash also contains approximately 20 percent unburned coal present resulting in major losses to the company. Furthermore, the company has also experienced regular breakdowns during the year resulting in loss in production and high maintenance costs. Hence, it was concluded that the steam generation process was inefficient and that the boilers were not operating as per technological specification. However, management was unaware of the huge losses incurred due to raw material losses, more especially the coal used in the process. Environmental costs were also inaccurately calculated and thus underestimated. Hence, the ‘true environmental’ costs were not considered during strategic decision making. Over the last two decades, EMA has emerged as an important approach by organizations wanting to improve their environmental and economic performances. However, despite the many pilot projects conducted that demonstrated the positive impact that EMA has on an organization, EMA implementation remains slow and lagging in South Africa. EMA is an environmental management tool that traces environmental costs directly to the processes and products that are responsible for those costs, thereby highlighting problem areas that need to be prioritized when considering the adoption of CP. The literature review on the role and impact of implementing EMA and the benefits of adopting CP was presented to determine and outline views and findings of past researchers. Previous researchers identified that traditional costing systems did not adequately account for the actual environmental costs incurred by companies as much of these costs were hidden under overhead accounts. Hence, production costs were high, resulting in incorrect profit margins being set and ultimately impacting on company profitability. The main cause of this was that non-product output costs were added to production cost instead of being separately recorded as ‘non-product’ output. These costs are actually environmental costs as they represent waste. Material Flow Cost Accounting (MFCA), a tool of EMA, was considered as an appropriate method to implement to accurately calculate non-product output costs. MFCA made managers aware of the true magnitude of their losses and inefficiencies of current technology by increasing the transparency of non-product output costs (environmental costs). MFCA was further used to benchmark non-product output costs against technological standards and best available technological standards to highlight the economic and environmental benefits of adopting CP techniques and technologies. Based on the findings, one recommendation is that the company should consider restructuring their conventional costing system and adopt an EMA system instead. The use of an MFCA model had been suggested. This model was used by the Economy, Trade and Tourism industry in Japan to identify non-product output and improve efficiency of production processes. In addition, findings revealed that the company should implement CP techniques in the short-term to ensure that boilers are functioning according to technological specification. This will result in economic and environmental benefits for the company. However, greater savings potential is available in the long-term, by changing current technology and adopting state-of-the-art technologies. This would, however, require greater investment needs of the company to taken into consideration during strategic decision making.

South African gold mines are associated with the generation of a lot of mine waste in the form of milled rock (tailings). Tailings contain the mineral pyrite which, when exposed to air and water, cause acid mine drainage (AMD). Due to the large environmental impact (footprint and scale) ofthe tailings storage facilities (TSFs) on soils and groundwater, there has been much research done in phytoremediation. Some plants, such as Eucalyptus, used in this method are able to control seepage by using their extensive roots but this may inadvertently extract some contaminants from the water and accumulate them in the above ground parts of the tree. Upon harvesting of these plants, there is the potential for them to be used as biofuel for the generation of bioenergy, and by industry or the public as timber/construction wood, firewood, charcoal, generation of electricity, etc. In this study, three species of Eucalyptus trees grown by the University of the Witwatersrand in three site-species trials on AMD were evaluated for their concentrations of elements in leaves, bark, branches/twigs and stem wood, in order to determine the safety of the biomass for fuel, and the potential for environmental pollution (dissemination of metals) that could be caused by combustion. The study focused on Eucalyptus camaldulensis, E. grandis x camaldulensis hybrid and E. dunnii trees grown for eight years in three different trial sites, with one trial ("Mispah") situated at AngloGold Ashanti's Vaal River Mining Operations (VR, near Orkney - Klerksdorp) and two trial("Madala", "Red Soil") situated at the West Wits Mining Operations (WW, near Carletonville). The sites were typical of soils on the mine properties (WW Madala: Clovelly, WW Red Soil: Hutton, VR Mispah: Hutton and Mispah), and impacted by seepage from adjacent TSFs. Three entire above-ground trees were harvested per species (three trees per site, nine in total), weighed fresh and after drying. Samples of leaves, bark, twig/small branches, and main stem wood were analysed for their elemental contents; alongside a Certified Reference Material (CRM) (Orchard Leaves no. 1571); using Leco CNS analyser, Inductively Coupled PlasmaOptical Emission Spectroscopy (ICP-OES) and Inductively Coupled Plasma-Mass Spectroscopy (ICP-MS) to determine the concentrations of major and trace elements such as Aluminium (AI), Barium (Ba), Calcium (Ca), Iron (Fe), Potassium (K), Magnesium (Mg), Manganese (Mn), Sodium (Na), Nickel (Ni), Phosphorus (P), Sulphur (S), Strontium (Sr), Titanium (Ti), Zinc (Zn), Vanadium (V), Chromium (Cr), Cobalt (Co), Copper (Cu), Arsenic (As), Gold (Au), Mercury (Hg), Lead (Pb), Uranium (U), carbon (C) and ash content. The CRM was used to validate the two analytical methods. There was variation in the concentrations of nutrients measured. There were no significant differences noted in the metallloids concentrations between all the Eucalyptus 11\ species studied (p>O.05). Variation between sites could not be determined as there were no replicates available to perform the comparison. The World Health Organisation (WHO) maximum permissible level (MPL) in plants for arsenic (As) is 1 mg/kg. The MPL was exceeded in all tissues of all three Eucalyptus species studied. Arsenic concentrations of 5.09, 4.36 and 5.48 mg/kg were found in the wood of E. camaldulensis, E. grandis x camaldulensis and E. dunnii respectively. A risk assessment performed found that there was no evidence that there will be adverse effects caused by supplying fuelwood from these contaminated Eucalyptus trees. Even though high arsenic concentrations were recorded in this study, if the wood is used as fertilizer in a vegetable bed, the transfer of the arsenic to the common vegetables is below the daily oral reference dose. The general trend in the concentration of metals and metalloids in different plant tissues was in the order of leaves > bark > branches/twigs > wood. The results of the biomass exposure assessment showed that the exposure through use of the ash as fertiliser was lower than the oral reference dose for Mn, Fe, Ba and As. The biomass risk assessment showed that the best-performing tree, in terms of wood production on AMO, was the E. camaldulensis. The risk of other metallioids was not evaluated as there was no good agreement between the results recorded with those certified of the CRM. It is suspected that the CRM used was old.

Supply chains incorporate “green” principles in their processes to promote environmental sustainability. Through an online survey, this study investigated green supply chain management (GSCM) implementation and employee awareness of GSCM initiatives in five starch and glucose processing companies in Gauteng. Eighty employees working in management and supervisory positions participated in the study by completing an online questionnaire. The research findings indicated that employees are aware of environmental goals and targets, environmental policies, legislation and standards, and green designing initiatives implemented. Employees perceive that collaboration with suppliers and contractors on environmental issues is in place, however, government partnerships are perceived as being insufficient. Benefits of green marketing campaigns and GSCM initiatives have not been identified. The study noted resistance to change, lack of adoption of technology advancement, insufficient communication and training, and cost implications as barriers hindering GSCM success. It is, therefore, recommended that appropriate support and communication regarding GSCM initiatives are strengthened.

The majority of people in the mining areas in Limpopo, South Africa, depend on agriculture to sustain their livelihoods; however, the mines have also become important because they create better employment opportunities. The purpose of the study was to analyse the impact of mining on agriculture and socio-economic aspects in the rural communities of the Greater Tubatse Local Municipality. The objectives were to profile the socio-demographic characteristics of the community members surrounding a chrome mine; to determine the impact of mining activities on agricultural production (crop and livestock production); to determine factors influencing farmers’ perceived impact of mining activities on agricultural production; and to ascertain the socio-economic (natural capital, financial capital, social capital, human capital, physical capital) impact of mining activities on the local communities. A quantitative research approach was used to conduct the study using a survey design. Six villages surrounding a chrome mine in the Greater Tubatse Local Municipality in Limpopo participated in the study. Stratified and random sampling approaches were used to select participants from each village to constitute a sample of 347. A total of 347 survey questionnaires were administered through face-to-face interviews but only 309 were correctly and fully completed. SPSS version 24 was used to analyse the data. The data were analysed using descriptive statistics, the ordered logistic regression model, Wilcoxon signed ranks test and binomial test. The majority (50.8%) of the respondents were male. Sepedi was the most spoken language (97.7%). Most (63.3%) of the respondents were in the age range of 18-30, and 76.4% were single in terms of marital status. A large proportion of the respondents (70.6%) could read and write because they had secondary education. Land ownership findings show that more than half (58.1%) of the respondents had farm plot sizes between 4.6 and 10.5 ha. Average farm plot size was 4.1 ha, and only a few (1.3%) of the plots were above 9 ha. The average family size was about 7 people (actual 6.7). A large proportion (77.7%) of the respondents were dependent on government social grants (pensioners, disability and orphans) as the main source of income. Regarding the impact of mines on agriculture, the study found that in general, the mines did not have a negative impact on the production of livestock and crops, except for donkeys and groundnuts, which were negatively affected. In addition, the findings also show that a large proportion (92.6%) of the respondents lost their agricultural land (mainly grazing land) because of increased mining activities, although the loss of land did not affect production. With regard to the socioeconomic impact of mining activities on the surrounding communities, the study found that the mines had a negative impact on natural capital, physical capital, financial capital and social capital. However, the impact on human capital was positive. It is recommended that mining companies in the study area provide the necessary support to improve the socioeconomic status of the rural communities surrounding the mines in Greater Tubatse Local Municipality.

The development of the economy of South Africa and many other countries has been highly dependent on mining industries. Minerals such as gold, platinum, diamond and many others have been mined and continue to be mined. Despite the importance of these minerals, their processing comes with social and environmental problems. During the processing of these minerals, trace elements such as copper, chromium, nickel, mercury, uranium, molybdenum and many others are released as wastes into the environment either, directly or indirectly. The release of the elements into the soil is of concern due to the possibility of groundwater system contamination. The presence of these elements in the groundwater system poses serious challenges to the wellbeing of life forms, due to their toxicity, when they exceed threshold limits. From the processing plants, these elements could be released onto the soil, and mobilise to groundwater, increasing the already existing environmental crisis due to water pollution. Once these elements are in the water, access to living organisms becomes easier through the food chain. Some of these elements are not biodegradable and thus persist in the environment as well as in the bodies of living organisms. They can cause serious health problems because of their toxicity effect. In humans, these elements can be carcinogenic, and also cause chronic disorders, kidney failures, defects in infants, bone and vascular diseases which could also be lethal. It is therefore of importance that these elements are neither bioavailable nor bioaccessible to living organisms. When these elements are mobile in the soil, the probability of reaching groundwater increases. Water, an important natural resource should always be protected from such pollutants. The demand for unpolluted water has been rising every year in the world due to increasing population, extended droughts and improper disposal. This research was dedicated to determining the behaviour of elements in an agricultural soil impacted by mining activities. Agricultural soils are sometimes exposed to pollutants that could originate from dust fallout or precipitation; fertilisers and manure; pesticides; and water used for irrigation. Understanding the iv processes that control the distribution of these pollutants in agricultural soils is an important risk assessment measure, considering that such pollutants have the potential of being taken up by crops and vegetables or transported to groundwater. In this study, a soil on a farm that grows vegetables for commercial purpose. Cabbage, spinach, carrots and potatoes are some of the vegetables grown on the plot and sold to markets in Pretoria and Johannesburg. The plot is in the vicinity of smelting operations in the North West Province. The mobility of trace elements in the soil can be controlled, depending on the type and properties of soil. Hence in this research, the ability of the soil to adsorb elements entering the soil is studied. The batch experimental work was performed to determine the effect of pH, initial concentration (5 - 100 mg/L), competing ions (Fe3+, Ca2+, Co2+, Mg2+, K+, Ni2+ and Zn2+), fertilisers (ammonium nitrate, ammonium phosphate and calcium chloride) and plant exudates (acetic acid, citric acid and oxalic acid as well as ethylenediaminetetraacetic acid (EDTA) which is often used as proxy organic ligand (found in manure)) on the adsorption of cadmium (Cd), copper (Cu) and chromium (Cr) onto an agricultural soil. The PHREEQC geochemical modelling code was used to complement experimental methods in predicting processes and to further assess the leaching behaviour of the elements. Powder X-ray diffraction (PXRD) and X-ray fluorescence (XRF) were used to determine the mineralization of the soil. The structural features of the soil were determined using Fourier Transform Infrared spectroscopy (FTIR) and the element content was determined using Inductively Coupled Plasma Optical Emission Spectroscopy (ICP-OES). The point of zero charge (PZC) of the soil was found to be 8.3 and the cation exchange capacity (CEC) of 51.6 meq/ 100g. In the absence of fertilisers and plant exudates, the soil exhibited a similar high adsorption for elements at all initial concentrations by all the elements. Most (> 90%) of the elements were adsorbed within the first 3 minutes of contact with the soil. Langmuir, Freundlich and Dubinin-Radushkevich adsorption isotherms were used to describe the experimental data for the elements. Kinetic rates were modelled using pseudo first-order and pseudo second-order equations. Pseudo v second-order gave the best fit for all the elements (R2 >0.999) indicating chemisorption. The effect of pH on Cd and Cu was insignificant however, the adsorption of Cr decreased with pH. The presence of competing ions decreased the adsorption of cadmium more than that of the other analyte elements. The soil was generally effective in adsorbing and retaining the elements. However, the retention was highly dependent on elemental speciation and prevailing conditions e.g. pH (as in the case of Cu and Cr). Such changes in conditions would have implications for groundwater quality. The effect of plant exudates and EDTA was studied and the results showed that low molecular weight organic acids (LMWOAs) viz acetic acid (AA), citric acid (CA) and oxalic acid (OA) and EDTA significantly (p < 0.05) decreased the adsorption capacity of the elements onto the agricultural soil. AA had the least effect on the adsorption capacity of the elements whereas OA and EDTA strongly prevented the adsorption of the elements. Moreover, some of the elements which were already in the soil including those which were not under study such as Ca and Mg were desorbed from the soil by OA and EDTA. Thus, the mobility of the elements was increased by the presence of plant exudates, increasing groundwater contamination and consequently threatening the health of living organisms. Agrochemicals such as fertilisers, stabilizers and pesticides are constantly applied to agricultural soils to improve the fertility of the soil for better crop production however; their presence may affect the mobility and bioavailability of elements in the soil. The effect of ammonium nitrate and ammonium phosphate as well as calcium chloride on the adsorption of Cd, Cu and Cr onto an agricultural soil was studied. The effects of initial concentrations of the elements (5 – 50 mg/L), concentrations of fertilisers (0.01 – 0.1 mol/L) and pH (3 - 8) on the adsorption of Cd, Cu and Cr were studied. The initial concentration of the elements and the concentration of fertilisers had no significant effect (p > 0.05) on the adsorption capacities of Cu and Cr at pH 5. But, ammonium nitrate and calcium chloride decreased the adsorption capacity of Cd. The adsorption of Cd onto the soil was reduced as the concentration of fertilisers increased. The adsorption of Cd was lower than that of Cu and Cr at all pH values. The agricultural soil was found to vi be an effective adsorbent in preventing the mobility of Cu and Cr in the presence of fertilisers but not for Cd whose adsorption was significantly affected by the presence of ammonium nitrate and calcium chloride. A continuous flow fixed-bed column script with specified conditions simulating the natural environment was utilised in PHREEQC for column studies. The geochemical computer model PHREEQC can simulate solute transport in soil surfaces. The effect of initial concentration (100 and 300 mg/L) of the elements, column bed depth (5 and 10 cm) and pH (3, 5, 7 and 10) were considered in this study. The adsorption capacity was affected by initial concentration of the elements since the breakthrough curves at higher analyte concentrations were reached at lower pore volumes than at low concentrations. This can be attributed to the fast occupation of active sites of the soil at higher concentrations. The results from PHREEQC indicated that the conditions used would lead to the oxidation of Cr3+ to Cr6+ leading to the formation of HCrO4- and Cr2O72- which were not favoured for adsorption by soil surfaces due to high solubility. This could have potential implications on the quality of groundwater in regions with similar conditions. Thus, the leaching of Cr6+ onto the agricultural soil will be high in areas where remediation techniques are not applied. The changing of bed depth from 5 to 10 cm did not have an effect on the adsorption of the elements. The ability of the soil surfaces to adsorb Cd and Cu even at lower bed depth implies that the soil will be effective in preventing the leaching of the elements to groundwater due to strong surface interactions of the elements with the soil. The results from PHREEQC showed that the adsorption of Cd and Cr onto the soil surface was not affected by pH. The results for Cr were contradicting with those obtained from laboratory experiments which could be due to the conditions used in PHREEQC. The change in the speciation of Cu at basic conditions decreased the ability of Cu adsorption onto the soil surfaces. The Cu2+ was converted to Cu(OH)2 which were large in size and thus only a small amount could be adsorbed since the other adsorption sites were covered by the large species. This research had notable outputs in the form of publications which will form an important repository of information.

Acid rock drainage (ARD) and dust are potential consequences of gold and uranium mine residue deposits (MRDs) on the Witwatersrand basin. Urbanisation has taken place around mines and, with the curtailing of mining activities and clearing of land previously covered by MRDs, there is pressure to use this land for residential, industrial and agricultural purposes. However, mining companies historically were not required to provide pollution control measures and there is evidence for contamination of land and water. Thus, there is a need to prioritise contamination sources for mitigation and to understand the extent of contamination and potential risks associated with different categories of land-use on mining land. The aim of my study was to conduct a first-order risk assessment to aid in identifying vulnerable land use in the vicinity of gold and uranium mining, and prioritising MRDs, including footprints, for mitigation. To achieve this I constructed a Geographical Information System (GIS) using publicly available spatial data, and then tested the usefulness of historical aerial photographs and remote sensing imagery for mapping MRDs and impacts of MRD origin under Highveld conditions (i.e. a seasonal climate with summer rainfall and annual evapotranspiration of >2.5 times mean annual precipitation). The Ekurhuleni Metropolitan Municipality (EMM; 1923 km2) is an area of extensive historical mining with major urbanisation, while retaining areas for agricultural land use; thus it was selected as a representative study site. I used a numerical rating scheme, which combined a number of parameters in two separate stages to calculate a risk index. The first stage involved the classification of hazards associated with MRDs while the second involved an assessment of land use vulnerability based on exposure pathways and proximity. Historical aerial photographs (1938, 1964 and 2003) and the Chamber of Mines (CoM) Dump Indexes were used to identify and classify MRDs in terms of basic geotechnical properties, current status and historical failure. Multi-spectral data, acquired over two years (2002 and 2003) in two seasons (spring and summer) by the TERRA satellite’s Advanced Spaceborne Thermal Emission and Reflection Radiometer (ASTER) sensor, were used to compile thematic images, indicating potential contamination of surrounding land. It was intended that a zone of influence could be distinguished for each MRD enabling me to rate the hazard severity. The thematic images I selected included primary minerals (pyrophyllite and chlorite), secondary minerals (copiapite and jarosite), an indicator of uranium-bearing ore (referred to as mincrust) and the normalised difference vegetation index (NDVI). These minerals were chosen as potential indicators of different transport routes of contaminants and I tested their associations with different features and land use. I also tested for seasonal differences in the detection of these minerals, and used NDVI to examine the masking effect of active vegetation. I found GIS to be well suited for combining the various forms of spatial data and providing information about MRDs, aqueous pathways, proximity to vulnerable land uses and impacted areas. However, I found that the potential severity of the hazards posed by each MRD, as indicated by a zone of influence, could not be determined from aerial photographs and ASTER alone. I therefore utilised the findings expressed in the literature survey to assign ratings for the different classes of MRDs. The vulnerability assessment was also supplemented by literature review to rate land uses based on human exposure pathways. I determined that MRDs (including footprints) cover 4.1% of EMM, with slimes dams, totalling 3.5%, occupying the majority of this area. I found that 64% of slimes dams had failed prior to 2003 and I plotted a further 0.6% of EMM covered by visible mine residue spillage. Fifty three percent of MRDs were situated within 100 m of drainage lines or old wetlands, while 52% of these (i.e. 27% of the total) had been constructed in the watercourse. I also found that 15% were constructed on dolomites. Informal settlements were located on or bordering 6% of MRDs, with 41% of MRDs within 1 000 m. Eighty eight percent of MRDs were found within 1 000 m of formal residential areas, 71% within 500 m, and formal settlements were located on or bordering 5% of MRDs. Twenty three percent of MRDs were located within 500 m of agricultural land, while 35% were within 1 000 m; and industrial land use was on 9% of MRDs (footprints), with 40% of MRDs being within 500 m of industrial areas and 61% within 1 000 m I found that chlorite did not provide a ‘signature’ of gold and uranium mine residue, whereas the other four minerals did. I also found that, of the two seasons examined (spring and summer), the best time to take an ASTER image to detect mineral signatures of gold and uranium mine contamination is after a few dry days following the first spring rains. For this reason, I used the ASTER taken in late October (spring) 2003 to examine associations with pathways and land use. I found more pyrophyllite and copiapite on industrial and business land use than background, which I suggest is associated with the settling of windborne dust on large and flat roofs; although, in the case of copiapite this could be related to the oxidation of settled wind blown pyrite material. I found jarosite to be a reliable indicator of mine residue, which, together with mincrust, helped me identify contamination in former agricultural holdings, which are now a township. Although, chemically undefined, mincrust was a useful indicator of contamination, as I found it to be reliably detected on MRDs (including footprints), mine residue spillage, wetlands and other contaminated sites, and absent from known uncontaminated sites. Furthermore, it was not necessarily masked by active vegetation, whereas copiapite, jarosite and pyrophyllite were. Mincrust was also detected on irrigated agricultural land with an odds ratio of between 10 to 36 times greater than for rain-fed. Consequently, the most likely pathway for mincrust is the aqueous. The mincrust signature, together with historical aerial photographs, also assisted me to identify historical mining along Black Reef outcrops, through detection in a wetland upstream of known mining activities. The culmination of my study was a risk class and index for MRDs from which ‘risk maps’ were produced. These maps provide a guide to the level of risk posed by each MRD to the surrounding land use. Of the total 287 MRDs (including footprints) identified in the EMM, 50% were classified lower-risk; 40% medium-risk; 10% higher-risk and 0% as much higher risk. The lower-risk MRDs were predominantly rock dumps, whereas the higher-risk MRDs were slimes dams. The findings from my study will contribute to meaningful recommendations for future land use and enable mining companies, landowners, developers and government to allocate their resources judiciously (i.e. appropriate to the level of risk). Countries and governments around the world have accepted the scientific argument on the prevalence and the possible effect of global warming and climate change on the environment, world economy and ultimately human life (Nhamo, 2011). Amongst all industrial corporations, the mining industry is the biggest environmental polluter due to its extractive nature and energy intensive operations. However because of its economic importance, it cannot be abandoned, instead it needs to find a win-win situation, where it continues to succeed but minimizes environmental damage. This thesis aims to examine the possible impact of clean technology on the sustainability of South African gold mining sector. Specifically, the study aims to determine the drivers behind the move towards clean technologies and methods, identify challenges and opportunities associated with this transition at Harmony Gold’s Kusasalethu mine. This was achieved through using Kusasalethu as a case study to which investigations of the effectiveness of clean technology and methods were carried out. The case study was multidimensional; exploring the effect of clean technology on energy consumption, greenhouse gas emission (GHG), water consumption, cyanide management and Kusasalethu’s financial performance. While the case study was largely qualitative it involved quantitative data analysis that had to be triangulated with other data sources and data gathering instruments to achieve legitimacy. This meant that the study had to adopt the mixed research methods. The instruments used included; key informant interviews, and document analysis, structured questionnaire and a set of open ended questions that served as interview guide. The qualitative data were analyzed by means of coding, descriptions, typologies, taxonomies and visual representations, whilst quantitative data were processed through Microsoft Excel to generate various forms of descriptive statistics. The findings indicate that resource consumption (energy, water, cyanide) depends on the mine design and gold output rate. Clean technology implementation at Kusasalethu helped the mine reduce energy consumption and GHG emissions. However scope 2 (indirect GHG emissions associated with energy consumption) is also determined by coal production technologies and methods used by coal mines. Although data on Kusasalethu water and cyanide management and related technologies was not available, the aggregate data for all Harmony Gold mines indicated higher annual water and cyanide consumption during 2010 and 2012. In terms of Kusasalethu’s financial performance and clean technology adaptation, acquisition of clean technologies increased capital expenditure temporarily. However, the positive effects of the clean technology transition and implementation minimized operational cost and increased operational profit greatly. Although adopting clean technologies calls for increased capital expenditure, this study reveals that this expenditure pays off in lower operation costs for the mine and the environment benefits through lower GHG emission. However, clean technologies are yet to impact significantly in lowering water and cyanide consumption levels as they do with energy consumption. The study concluded that clean technology and methods played a positive role on Kusasalethu’s environmental impact and financial performance by reducing energy consumption and GHG emissions. Though, more need to be done in terms of water and cyanide management.

Pans are endorheic wetlands, and are abundant in South Africa in a band from the western Free State into Mpumalanga. The pan environment experiences daily and seasonal fluctuations in physico-chemical conditions. The physico-chemical variables are influenced by the local climatological and hydrological conditions, and are all inter-related. An imbalance of one variable can have countless effects on the others. The physico-chemical composition of the water ultimately determines the existence of the biota in such wetlands. Branchiopod crustaceans are a unique group of fauna which have various morphological, physiological and behavioural adaptations which enable them to survive in these variable environments. One such adaptation is the production of dormant egg banks. These eggs reside within the sediment through the dry phase and hatch during a following wet phase when conditions are favourable. Due to the endorheic nature of pans they are more vulnerable to anthropogenic stress. Anthropogenic activities are having profound effects on the integrity of these ecosystems. Agricultural and mining activities have some of the largest influences. The impacts that the following activities have include: the over utilisation of water, decreased periods of inundation, erosion and sedimentation, effluent discharge and direct habitat destruction. Many wetlands as a result are experiencing a rapid loss in biodiversity. Mining activities are on the increase especially in the Highveld region of southern Africa. Many of these wetlands are already (and will be in the future) affected by mining activities, making the effect of acid mine drainage (AMD) on the biota a priority concern. In conjunction with the uniqueness and vulnerability of pan ecosystems it is necessary to find new ways of monitoring such environmental impacts in the shortest time possible with minimal efforts, for the benefit of both the environment and researchers involved. This study therefore aimed to assess the diversity of branchiopod crustaceans hatching from egg banks of selected pans and obtain a reference community structure. It also aimed to assess the impacts AMD could have on the hatching success of branchiopods from these egg banks with the objective to determine whether these egg banks are still viable after exposure. To achieve the stated aims and objectives, sediment samples were collected from selected pans in mining regions of the country. Regions selected included Chrissiesmeer in the Mpumalanga province, Wesselsbron in the Free State province and Delareyville in the North West province. The sediment was used for hatching experiments in the laboratory. Pan sediment was exposed to three different treatments which included two salt solutions (1000 mg/l and 1500 mg/l respectively) and AMD. The salt solutions served as controls while the AMD served as an exposure. The number of nauplii hatching was counted in the controls and compared to the number of nauplii hatching in the AMD. The diversity of nauplii was also assessed and compared between controls and the AMD. The recovery potential of eggs exposed to AMD was also assessed by exposing the sediment treated with AMD to distilled water after its removal to get a better understanding on the effects of AMD at the community level. Results from the control treatments indicated that most pans have a range of taxa hatching that follow patterns of pan succession. Between the 1000 mg/l and 1500 mg/l controls there was no treatment that proved superior to the other. Representatives of all four orders of branchiopoda hatched from the experiments. The North West and Free State pans were the most diverse and had had the greatest abundances of individuals hatching. Spatially all three provinces differed in the diversity of individuals hatching from pans, as there were distinct differences in the taxonomic compositions. Although taxonomic composition of pans grouped together per province, pans from just a single province were largely dissimilar. Results from the AMD treatments indicated that AMD has a negative effect on the hatching ability of branchiopod crustacean eggs. Eggs that were initially exposed to AMD were unable to hatch in its presence. The recovery experiments indicated that recovery after exposure is limited as recovery only occurred in a few pans. The taxonomic composition of nauplii in the pans where recovery took place was altered and less diverse than the taxonomic composition found in the respective control treatments. Overall it was found that hatching experiments can be used as a monitoring tool in lieu of field sampling. Hatching experiments showed that AMD is detrimental to the branchiopod egg banks, inhibiting the ability of eggs to hatch in its presence. Recovery can take place but the recovery potential is low. Since the recovery potential of the egg banks is low, pans which are affected by AMD could experience extinction of the entire branchiopod community in years to come. As branchiopod communities are unique among pans, and serve as an important food source for many aquatic bird species, their extinction will bring about further losses in biodiversity.

Although the mining industry contributed to the development of the country by providing infrastructure and employment, it left a negative impact on the environment. To this end, various pieces of law were promulgated to limit environmental damage and hold those who pollute (Mining Companies / licensees) accountable. This research focused on two study sites namely Blyvooruitzicht and Grootvlei gold mines. Both mines underwent forced mine closure and their environmental liabilities remained unresolved. This study focused on important laws governing the South African gold mining sector, to form an understanding of these laws and to establish if these laws protect the environment sufficiently or not. The study included an overview of the current relevant legislative framework regarding mines, with the aim of identifying if there were gaps between Mining law, Company law, B-BBEE law (Equity Law) and Environmental law. This included an exploration of the interrelationships between the various pieces of legislation and the challenges relating to compliance and enforcement of these mentioned laws. Further to this, the research study investigated the requirements and responsibilities of the South African State, and directors of mining companies. The finding was that South African law with respect to mining companies needs minor adjustments, but the crux of the problem is a lack of effective implementation and enforcement by the State. There is ineffective administration of environmental quality control by the various designated National Government Departments. Recommendations made include the need for clear monitoring of compliance and enforcement of the environmental regulatory framework if there is to be successful mine closure in South Africa. In addition, the South African State Government could consider incentivizing compliance, that is, reward mining companies who uphold environmental law. Further to this the thesis suggest the elimination of any contradictions between the various legislations within the mining industry and stipulates that legislation must be read in conjunction with one-another if a robust legislative framework is to exist.

This study assesses the presence of selected trace metals and pops in the Baynespruit River, Sobantu, KwaZulu-Natal. Sediments, plants and water samples were collected along the river during dry and wet season. For metal analysis, the extraction was done using acid digestion and then determined on the inductively coupled plasma atomic emission spectroscopy, for total metals in sediments, plants and water. Bio-available metals in sediments were analysed using atomic absorption spectroscopy. POPs were extracted in sediments using soxhlet extraction, which was followed up by evaporation on the rotary evaporator, sample clean up on a GPC column, further sample concentration on the rotary evaporator and later analysed on GC/MS instrument. Metals of concern in both seasons were Cu, Cr, Pb and Zn which exceeded maximum permissible limits for South African soil, Cr was just about the maximum permissible limit. The targeted POPs were not detected on any site during this work.

Climate change has come to be understood as a deleterious phenomenon, which threatens business, society and ecological systems, thus making it imperative to understand its impact on human, social and economic activities as well as the impact of these activities on climate change. Against this background, this research sought to determine climate change intervention strategies in the mining supply chain in general, specifically focussing on opencast mining contracting and plant hire companies’ practices. This focus on the mining industry was driven by its importance in South Africa and globally, despite its significant direct and indirect contribution to climatic changes. The mixed-methods multiple case study focused on the climate change management of the Mutual Construction Company Group of Companies (MCCGC), an open cast toll mining firm and equipment supplier. Limited to two sites, Pilanesberg Platinum Mines (PPM) and Tharisa Minerals (Tharisa) Mines, the researcher gathered data through interviews, questionnaires, observations and document review. Data was analysed through deductive content analysis. The research made three major findings: (i) the MCCGC, like its principals PPM and Tharisa, does not have an explicit climate change management strategy. Instead, climate change is managed indirectly through implicit strategies seeking to manage environment, health and safety concerns of the mines, (ii) as a contractor, the MCCGC has had to adopt PPM and Tharisa’s implicit approach to climate change management strategies to meet contractual obligations, instead of an explicit approach and, (iii) the MCCGC and its principals’ commitment to environment, health and safety management, and implicitly climate change management, is not mere rhetoric but is being put into practice. The research concluded that MCCGC’s lack of expressed climate change management intentions and practices exposed the firm to climate change risks, most notably financial risks and reputation risks. Financial risks arise from possible ex post climate change liability. In addition, MCCGC is risking its contract tenures, particularly if the two mines change ownership and the new owners insist on an explicit rather than implied climate change strategy with all its suppliers. Reputational risks arise from the possible failure to attract new clientele and investors who may perceive MCCGC as a risky partner, due to an inept climate change intervention strategy
