<p>The seismic resilience of new and existing structures is a key priority for the protection of human lives and the reduction of economic losses in earthquake prone areas. The modern seismic codes have focused on the upgrade of the structural performance of the new and existing structures. However, in many cases it is preferrable to mitigate the effects of the earthquakes by reducing the induced loads in the structures using seismic isolation and response control devices. The limited expertise in the selection and design of the appropriate system for new and existing structures is the main challenge for an extensive use of seismic isolation and response control systems in practice.</p> <p>This document aims to provide a practical guide by presenting a collection of the most commonly used seismic isolation and response control systems and a critical evaluation of the main characteristics of these systems. Comparisons of the key parameters of the design processes for new buildings with seismic isolation are presented, while the application of seismic isolation systems and response control systems for the retrofitting of existing structures is also examined, followed by various case studies from Greece, Japan, Mexico, New Zealand, and Turkey.</p>

The concluding chapter reviews the book’s argument and argues that scholars have been confusing cause and effect in attributing the rise of the early Indian religions to a metahistorical distinction between “Brahmanical” and “non-Brahmanical” forces, rather than understanding this distinction as arising historically out of a process of identity formation. I have argued that by dropping the assumption of a fundamental dichotomy between Brahmanism and the śramaṇic tradition, and of the metahistorical priority of the former, we see more clearly how Brahmanical and śramaṇic identities arose in ancient India, and the chapter provides some speculations on the sort of historical model this new methodology might imply. Finally, it discusses the implications the new methodology has for modern Indian discourses and for our understanding of the origins of religious traditions around the world.

Kane asserted that Indian “Buddhists” did not have any independent legal ideas or instruments, and, in effect, did not—in fact, could not—contribute anything to Dharmaśāstra or Indian Law. Even in his day, however, evidence was available that rendered his position untenable, and the recent re-dating of some major texts makes it even more so. Indeed, on the basis of a single Buddhist Vinaya, or monastic code, it can be shown that the relationship between Buddhist monastic law and Dharmaśāstra can be both complex and variable, and there are clear cases where Buddhist developments appear to have had priority.

Grounding is commonly assumed to induce a strict partial ordering: it is said to be asymmetric, transitive and irreflexive. Why it is that we ought to believe that grounding is irreflexive, in particular, appears to turn in large part on the impossibility of any instance of it being reflexive. But why is this? Indeed, how would things need to be such that anything could ground itself? And why is this so bad? This paper explores metaphysical and explanatory reasons for supposing that nothing can ground itself. The discussion centers on the thoughts that there are problems with bootstrapping, the priority ordering and necessary beings, and finds them wanting. A conclusion is reached that the best reasons we have for supposing that grounding is irreflexive are going to be epistemic rather than metaphysical.

Shobana Shankar's groundbreaking intellectual history tackles the controversial question of how Africans and Indians make and unmake their differences. Drawing on archival and oral sources from seven countries, she traces how economic tensions surrounding the Indian diaspora in East and Southern Africa collided with widening Indian networks in West Africa and the Black Atlantic, forcing a racial reckoning over the course of the twentieth century. While decolonization brought Africans and Indians together to challenge Euro-American white supremacy, discord over caste, religion, sex and skin color simmered beneath the rhetoric of Afro-Asian solidarity. This book examines the cultural movements, including Pan-Africanism and popular devotionalism, through which Africans and Indians made race consciousness, alongside economic cooperation, a moral priority. Yet rising wealth and nationalist amnesia now threaten this postcolonial ethos. Calls to dismantle statues, from Dakar to Delhi, are not mere symbolism. They express new solidarities which seek to salvage dissenting histories and to preserve the possibility of alternative futures.

Depression is a global health priority. Despite the evidence on burden and effective treatments, the vast majority of individuals affected by depression do not receive these treatments. Major challenges exist for implementation of evidence-based treatments, especially in LAMIC. A number of clinical trials have shown the effectiveness of treatment for depression across a range of low-resource settings and the common threads running through these trials. MANAS is one such trial conducted in Goa, India, which provided evidence that trained lay counsellors working within a collaborative-care model can reduce prevalence of common mental disorder, suicidal behaviour, psychological morbidity, and disability days among those attending public primary care facilities. Despite the additional resources required for the intervention, costs incurred over follow-up were similar across the two arms. The role that lay health workers can play in reducing the treatment gap has important implications for mental health care in low-resource settings.

Comorbidity between panic disorder and major depression is found in the majority of individuals with panic disorder and a substantial minority of individuals with major depression. Comorbidity between panic disorder and depression is associated with substantially more severe symptoms of each of the disorders, greater persistence of each disorder, more frequent hospitalization and help-seeking behavior, more severe occupational impacts, and a significantly higher rate of suicide attempts. These two disorders share many risk factors, such as neuroticism, exposure to childhood abuse, informational processing biases, and elevated amygdala activation in response to negative facial expressions. Research on the temporal priority of panic disorder and major depression has most frequently found that panic attacks and other symptoms of anxiety predate the onset of the first major depressive episode, but the first depressive episode predates the onset of full panic disorder. Treatment studies indicate that cognitive behavioral therapy (CBT) is the most effective treatment for panic disorder. Other forms of treatment include medication, particularly selective serotonin reuptake inhibitors. Comorbid depression does not appear to affect the outcome of CBT for a principal diagnosis of panic disorder, and CBT for panic disorder has positive, yet limited, effects on symptoms of depression.

This book offers a sensory history of the British in India from the formal imposition of their rule to its end and the Americans in the Philippines from annexation to independence. A social and cultural history of empire, it focuses on quotidian life. It analyzes how the senses created mutual impressions of the agents of imperialism and their subjects and highlights connections between apparently disparate items, including the lived experience of empire, the otherwise unremarkable comments (and complaints) found in memoirs and reports, the appearance of lepers, the sound of bells, the odor of excrement, the feel of cloth against skin, the first taste of a mango or meat spiced with cumin. Men and women in imperial India and the Philippines had different ideas from the start about what looked, sounded, smelled, felt, and tasted good or bad. Both the British and the Americans saw themselves as the civilizers of what they judged backward societies and believed that a vital part of the civilizing process was to put the senses in the right order of priority and to ensure them against offense or affront. People without manners who respected the senses lacked self-control; they were uncivilized and thus unfit for self-government. Societies that looked shabby, were noisy and smelly, felt wrong, and consumed unwholesome food in unmannerly ways were not prepared to form independent polities and stand on their own. It was the duty of allegedly more sensorily advanced westerners to put the senses right before withdrawing the most obvious manifestations of their power.

From theory development to ground-breaking innovations, the history of cardiac and vascular anatomy, as well as physiology, is presented. Utilizing knowledge of structure and function, parameters created have allowed adequate patient clinical assessment and guided interventions. A review of concepts reveals the impact of multiple physiological variables on a patient’s haemodynamic state and the need for more accurate and efficient measurements. In particular, it is noted that a more reliable index of ventricular contractility is the end-systolic elastance rather than the ejection fraction. Constant direct preload assessment has not yet been achieved but continues to be determined through surrogate variables, and continuous cardiac output monitoring for oxygen delivery, although advancing, has limitations. Considering the effect of compound factors perioperatively, especially heart failure, modifies the goals and interventions of anaesthetists to achieve improved outcomes. Therefore, medical management prior to surgery and complete assessment through history, physical examination, and diagnostic tests are a priority. This chapter also details the expectations following volume expansion to augment haemodynamics during surgery, the concept of functional haemodynamic monitoring, and limitations to the parameters applied in assessing fluid responsiveness. Challenging the accuracy of conventional indices to predict volume status led to the use of goal-directed therapy, reducing morbidity and minimizing length of hospital stay. The mainstay of this chapter is to reinforce the relevance of advances in haemodynamic monitoring and homeostasis optimization by anaesthetists during surgery, using fundamental concepts of cardiovascular physiology.

Emergency and critical care specialists are important interdisciplinary physicians who often impact on the long-term survival of patients sustaining cardiac arrest, as well as immediate outcomes. These specialists are often at the crossroads of survival for patients achieving return of spontaneous circulation, and it is important to appreciate that out-of-hospital and in-hospital cardiac arrest patients represent different pathophysiological subgroups with respect to aetiology and pathophysiology. Important time-dependent triage and therapy are crucial, and efforts to identify and treat pathophysiological triggers share priority with the initiation of hypothermia protocols and other targeted interventions, such as coronary angiography and percutaneous coronary intervention. Updated basic life support (BLS) and advanced life support (ACLS) protocols emphasize the importance of high quality chest compressions as central to achieving return of spontaneous circulation and emphasize that airway interventions should not detract from this objective. No specific ACLS intervention including intubation, vasopressor therapy or use of anti-arrhythmic agents has been found to improve outcome. The goal of both BLS and ACLS protocols is the achievement of return of spontaneous circulation, the prevention of re-arrest and the initiation of immediate post-resuscitation interventions associated with improved outcome. These include targeted temperature management (induced hypothermia) and coronary angiography for appropriate patients and ‘bundled’ critical care for all recognizing that the post-arrest state is a systemic inflammatory condition requiring multidisciplinary care beyond hypothermia and cardiovascular support.

The explosion of Pan Am Flight 103 over Lockerbie, Scotland, in December 1988, should never have happened. Wallis, who has extensive, direct, personal knowledge of aviation security matters gained from his position at the crossroads of security information and the industry's endeavors to combat aviation terrorism, had warned the industry one year before the bombing that the interline element of baggage represented the prime opportunity for terrorist activity and had urged the adoption of passenger and baggage matching, a system that he had helped to develop. Mandated by the FAA for use at high risk airports, it was the feature missing from Pan Am's activity at Frankfort, an omission so cruelly exploited by the bombers. Wallis argues that the priority given by governments to technological solutions to the continuing terrorist threat puts the flying public at unnecessary risk every day. This volume brings together all of the facts surrounding the sabotage of Flight 103, including the investigation and the civil litigation in which so much of the story unfolded for the first time. It uncovers the fundamental weaknesses in Pan Am's communication and management policies. Abstract This study is organized around a set of key concepts that Ambedkar, the Indian thinker and leader of the socially marginalized, proposed to reconstruct public life, factoring in oppression and degradation. This framework conceived human beings as endowed with a distinct set of attributes entitling them to consideration as moral equals despite other differences among them. It also accorded a procedural priority to consciousness in human understanding. Ambedkar deployed this framework to contend against social institutions of caste, untouchability, and other forms of marginalities and to interrogate texts, traditions, and modes of social dominance. Ambedkar regards justice as foundational to modern societies. It called for ‘initial equality’ across its members while recognizing desert. All differential accomplishments, however, cannot be rewarded or compensated. Democracy is an essential requirement to resolve competing claims. As a self-governing mode of rule, democracy affords access to its members to multiple avenues of reach, learning, and enablement. Nationalism, a distinctive bond that precipitates with the entry of the masses into the political arena, is justiciable only if it has a definitive tilt towards democracy. Social relations, however, are caught in trappings of power across levels of a social ensemble. Control over state power is an indispensable condition to undermine dominance and enable the commons. The representational, constitutional, and institutional architecture of power must be geared to this end. Such a pursuit needs to be secured through an apt moral anchor shored up through religious sanctions. In Ambedkar’s view only Buddhism can measure up to this demand.

The first CBs were private institutions that were given a monopoly over the issuance of currency by government in return for help in financing the budget and adherence to the rules of the gold standard. Under this standard the price of gold in terms of currency was fixed and the CB could issue or retire domestic currency only in line with gold inflows or outflows. Due to the scarcity of gold this system assured price stability as long as it functioned. Wars and depressions led to the replacement of the gold standard by the more flexible gold exchange standard. Along with restrictions on international capital flows this standard became a major pillar of the post–WWII Bretton Woods system. Under this system the U.S. dollar (USD) was pegged to gold, and other countries’ exchange rates were pegged to the USD. In many developing economies CBs functioned as governmental development banks.Following the world inflation of the 1970s and the collapse of the Bretton Woods system in 1971, eradication of inflation gradually became the explicit number one priority of CBs. The hyperinflationary experiences of the first half of the 20th century, which were mainly caused by over-utilization of the printing press to finance budgetary expenditures, convinced policymakers in developed economies, following Germany’s lead, that the conduct of monetary policy should be delegated to instrument independent CBs, that governments should be prohibited from borrowing from them, and that the main goal of the CB should be price stability. During the late 1980s and the 1990s numerous CBs obtained instrument independence and started to operate on inflation targeting systems. Under this system the CB is expected to use interest rate policy to deliver a low inflation rate in the long run and to stabilize fluctuations in economic activity in the short and medium terms. In parallel the fixed exchange rates of the Bretton Woods system were replaced by flexible rates or dirty floats. The conjunction of more flexible rates and IT effectively moved the control over exchange rates from governments to CBs.The global financial crisis reminded policymakers that, of all public institutions, the CB has a comparative advantage in swiftly preventing the crisis from becoming a generalized panic that would seriously cripple the financial system. The crisis precipitated the financial stability motive into the forefront of CBs’ policy concerns and revived the explicit recognition of the lender of last resort function of the CB in the face of shocks to the financial system. Although the financial stability objective appeared in CBs’ charters, along with the price stability objective, also prior to the crisis, the crisis highlighted the critical importance of the supervisory and regulatory functions of CBs and other regulators. An important lesson from the crisis was that micro-prudential supervision and regulation should be supplemented with macro-prudential regulation and that the CB is the choice institution to perform this function. The crisis led CBs of major developed economies to reduce their policy rates to zero (and even to negative values in some cases) and to engage in large-scale asset purchases that bloat their balance sheets to this day. It also induced CBs of small open economies to supplement their interest rate policies with occasional foreign exchange interventions.
