AbstractTwo recent Hong Kong cases have highlighted the developing dissonance between family law norms in Hong Kong and other jurisdictions. The first entailed a challenge to the Hong Kong Director of Immigration’s refusal to recognize an overseas same-sex civil partnership as analogous to marriage. The second concerned a parental order for a child born overseas as a result of a surrogacy arrangement to an unmarried commissioning couple. These two cases challenged a specific conceptualization of the family in Hong Kong law: a preference for a heterosexual, married couple as the basis for the family unit. However, other common law jurisdictions would recognize the applicants’ claims to family status, as do international human rights principles. This article explores the scope and intersection of Hong Kong’s family law values, its private international law obligations, and the potential for invoking the public policy exception in these cases. In doing so, it tests the extent to which Hong Kong law’s conceptualization of the “Ideal Family” can be legitimately imposed to oust the claims of the “Other Family” to legal recognition.

Although the number of employees on overseas assignments accompanied by their families has increased steadily, little is known about the effects of this experience on family functioning. Japanese families on family-accompanied assignments living in Hong Kong were compared with families living in Japan (consisting of 135 and 248 paired partners, respectively). Applying an ecological framework, family functioning was examined using the Feetham Family Functioning Survey–Japanese (FFFS-J). Japanese wives living in Hong Kong rated family functioning lower, particularly in the area of “relationship between family and family members.” Between paired marital partners living in Hong Kong, the level of satisfaction in the area of “relationship between family and society” was significantly lower for wives than for husbands. This study provides application of the family ecological framework in families in a multicultural environment and identifies potential areas for family assessment and intervention that may of interest to health care professionals who care for families living away from their home countries.

Purpose – This study aims to develop a prototype for measuring the carbon emissions arising from the utilization of electrical appliances in a typical Hong Kong family in Kowloon District. Design/methodology/approach – To estimate carbon emission coefficients of energy consumption, the US building energy database books are referred to, which include home appliances’ energy end-use expenditure splits and energy end-use carbon splits. Due to differences in climate, geography and culture, the estimation equations are refined with assumptions and constraints based on the context of Hong Kong. Findings – By calculating the amount of carbon emissions from different electrical appliances, including space cooling, water heating, lighting, refrigeration, wet cleaning and cooking, it is estimated that the carbon emissions from major home electrical appliances in Hong Kong’s residential building sector is 1,805,397 metric tons. According to the findings of this study, by adopting the energy-saving guidelines for space coolers, refrigerators, water heaters and washing machines, carbon emissions in Hong Kong’s residential building sector can be reduced by 155,443 metric tons, or by 8.6 per cent of the current emission. Research limitations/implications – Due to limited resources, the case study does not cover residential units in other districts of Hong Kong, including the Hong Kong Island and the New Territories. In addition, relevant institutional and financing costs of implementing the proposed practices such as increasing the air-conditioning temperature and upgrading the lighting system should be further considered. Future research will be extended to the wider territory of Hong Kong and to obtain more cases for analysis. Originality/value – This paper provides a microscopic perspective on investigating the carbon emissions associated with energy consumption from major home electrical appliances in Hong Kong’s residential buildings. By unveiling the interaction between energy consumption and carbon emission, we formulate measures and strategies for implementing a cost reduction and carbon saving scheme of Hong Kong’s residential buildings, which is in line with government’s guidelines on green buildings.

Annotation:
In Hong Kong family communication is inadequate due to a work-focused and busy life style and a dearth of communication skills among family members. Positive family communication is essential to enhance understanding and facilitate expression of care and concern among family members. Happy Family Kitchen, a family-based intervention program was implemented to enhance family communication among Chinese families in a district in Hong Kong. The study was in an explanatory sequential design with two phases. The first phase was a longitudinal pre-post one-group study aimed at examining whether gratitude expression practice among family members would improve family communication and strengthen family health, happiness and harmony (3Hs) in a Chinese community. The second phase was a qualitative study in the form of focus group interviews to understand the participants’ experiences in gratitude expression practice in family communication. With the collaboration of local community partners, a community-based participatory research (CBPR) approach was adopted to develop a culturally informed intervention. In the quantitative study, 330 eligible families were recruited to participate in a gratitude expression practice intervention. Data from self-administered questionnaires were collected at baseline, 6 weeks and 3 months after the first intervention session. Results showed more frequent expressions of thankfulness and appreciation and less frequent criticism among family members were independently associated with improvement in family communication scores by 1.39 points [95% CI: 0.34-2.43], 1.51 points [95% CI: 0.30-2.72] and 0.92 points [95% CI: 0.21-1.64] respectively. Family 3Hs were enhanced while family communication improved. In the second phase qualitative study, thirteen focus group interviews using a semistructured interview guide were conducted in mid 2011. The interviews focused on the impact of change, facilitators and barriers in family communication after gratitude expression practice performed by the participants. Thematic content analysis revealed gratitude expression practice during cooking and dining could engage family members to initiate communication. Family communication and family harmony were improved by expressing more gratitude. More connectedness, happiness, appreciation and respect were noted and family members’ behaviours to reduce risks of mothering burnout were reported. The identified challenges to gratitude expression practice included a lack of gratitude expression experience among family members and the influence of Chinese cultural beliefs on gratitude expression practice. The findings of present study suggest that through a CBPR approach gratitude expression practice seems to enhance family interconnectedness and improve family communication. Findings dissemination to the community was discussed. The benefits of community-academic partnership and encountered challenges were examined. Further suggestions on research through CBPR approach were proposed.

Annotation:
The population of Hong Kong is ageing and is expected to gradually increase, and thus an increase in single older people with mild cognitive impairment is expected. This may progress to dementia overtime. By 2064, a third of Hong Kong's total population is expected to be aged 65 or above, which will put extreme pressure on long-term health services and increase social care costs. Studies of mild cognitive impairment (MCI) and dementia have mainly been conducted in the west, and evidence-based research addressing the genuine needs of patients with MCI in their daily activities is limited. The home is the central focus of many people's lives, and the elderly will spend most of time in it.The specific objectives of the study are first, to briefly review and explore the common strengths and limitations of public housing in Hong Kong and selected cities; second, to identify the deficiencies of current public housing in terms of universal design and broaden the scope of this approach; third, to develop a model of the relationships among coping strategies for enhancing quality of life, unmet needs and the feeling and concerns of people with MCI living alone. The present ethnographic study is aimed at revealing some of the contemporary concerns about human culture and social interaction. A triangulation study approach is taken, beginning with participatory design workshop followed by participant observations with five residents living alone with MCI, and an in-depth interview with a centre manager who assisted in this study and is a carer for those with dementia. This study suggests that universal design principles are not sufficiently applied in the development of public housing for single elderly people living with MCI. To address this deficit in interior, home furniture and product designs, the concept of a visible reminder has been suggested, which includes multisensory and psychological considerations. Design practitioners should fully utilise this conceptual model when developing universal design furniture for the general public, without stigmatising those with disabilities such as MCI. The coping strategies for improving the quality of life these older people are identified as continued home care and family support, an awareness of universal design principles, social networks and engagement and revisiting public health policies. Governments should take the lead in helping to improve the quality of life of people with MCI through healthcare, social engagement, caring and universal design.

Most of the time children are necessary to go to play spaces with caregivers. However, play spaces in general are designed for children that caregivers are always excluded. Sometimes only basic resting facilities are provided for the caregivers. In the recent years, some studies have already concerned the inclusiveness of public play spaces for the needs of children and their peers with different motion, sensory and cognitive capabilities. On the other hand, there is still very rare to have research on the inclusiveness of the design of public play spaces for caregivers. Taking Hong Kong as a case study, this paper reviews and explores the meanings of public play spaces and identify direct and possible indirect users. The study also explores the current social issues, in particular the family and household-member factors, related to the design of public play spaces, in a densely populated city. The paper then identifies the needs and preferences of different direct and indirect users of public play spaces, addresses the commonly overlooked needs of caregivers in the design of public play spaces, and uncovers the design gaps which, if addressed, could significantly enhance the inclusivity and relevance of public play spaces amidst evolving social contexts.

The construction of a certified passive house in a rural, red state signals the successful completion of a case-study project that has had far-reaching effects beyond initial expectations. Instituting passive house principles into the curriculum of a newly established professional degree program was highlighted by the design, construction, certification, sale and monitoring of this single-family home. And while the house is the most visible manifestation, the ongoing influence of the larger initiative may prove to be its most important legacy. This includes a solidifying curriculum that teaches passive strategies, environmental stewardship and professional responsibility, and further establishes the department’s role in community design, leading by example in an underserved region. The cycle of certified houses, established by PH01:BRK, now seeks to enter a self-sustaining mode of developing projects. The PHIUS certified PH01:BRK serves as a model to successor projects that hone technical, budgetary and curricular constraints while continuing the momentum established by the first house. This paper describes the initiative within a pedagogical context, as a forerunner of sustainable building within the regional building industry, and as a political marker in a state that rejects regulation and often the notion of climate change altogether. This cultural condition has even created a difficult framework for the continuation of the initiative within the university itself. This paper also summarizes and speculates on the initiative as a unique pedagogical model for design-build studio and supporting technical and professional coursework. Students were exposed to many of the design challenges that we have come to expect from a design-build studio in terms of process, outcomes, and challenges. This does not diminish the student’s effort and embrace of the project. It does, however, bring attention to the positive effects that have been seen in the resulting curricular and service roles of the department and the recognition throughout the community. This is especially significant in a rural state with no residential energy code and negligible building code enforcement, suggesting issues that go beyond pedagogy and are measured against the region’s cultural and sociopolitical landscape.
