Pour commencer, Méduse est une jeune fille qui se fait remarquer : séduite puis violée par Poséidon, elle se révèle fertile puisqu'elle accouche de faux jumeaux, le cheval Pégase et le géant Chrysaor. Pour simplifier, disons que le monstre est par deux fois tué : Persée assassine d'abord Méduse pour assurer la protection de sa mère, Danaé, importunée par le roi Polydectès. Cet essai propose de remplacer la présence ou l’absence d’institutions de poste comme premier critère d’étude des communications à distance, par les invariants mécaniques et physiologiques propres aux déplacements humains. Sur la base de ces invariants, il devient possible d’engager des comparaisons fructueuses dans l’espace et le temps des transports non motorisés. Cette approche confirme qu’avant l’invention du moteur à vapeur, l’histoire du mouvement est déterminée par des invariants physiologiques et techniques. Elle montre que lorsqu’il est question de vitesse de déplacement, l’histoire est immobile, ou presque, tant que l’homme dépend du cheval, de la voile ou de ses propres jambes. Ainsi, le haut Moyen Âge n’était pas plus « lent » que l’Antiquité romaine ou le bas Moyen Âge. De fait, les études portant sur des périodes et des espaces spécifiques devraient considérer que les variations dans la vitesse des déplacements se produisent dans les limites d’un ambitus beaucoup plus restreint et plus stable dans le temps que ce que suggère une histoire des institutions, dont le biais évolutionniste pose parfois problème.

Traditionnellement, l'histoire du cheval au Mexique a été envisagée à la lumière des vainqueurs. Les chevaux étaient présentés comme des acteurs majeurs de la victoire des conquérants et de leur supériorité sur les vaincus. Les chevaux symbolisaient la Conquête, la domination coloniale et la division entre la République des Espagnols et la République des Indiens. Toutefois, l'histoire du cheval au Mexique doit être élargie à la société coloniale novo-hispanique dans son ensemble, c'est-à-dire dans une période où nous décelons la genèse de la mexicanité moderne, raison pour laquelle nous avons intitulé notre thèse "Le cheval mexicain" dont la naissance et la cristallisation s'étendent entre 1519 et 1639 environ. Les questions qui ont guidé notre étude sont les suivantes : dans quelle mesure les chevaux et les cultures équestres dévoilent-ils les mécanismes à l'oeuvre dans la société de la Nouvelle-Espagne et témoignent-ils de son originalité -au regard de l'Espagne notamment- ? Quelle part donner aux Indiens dans la construction de cette culture chevaline proto-mexicaine ? Quand et comment le cheval mexicain cesse-t-il d'être un cheval espagnol ? De quelle façon prend-il conscience de cette "identité" mexicaine et comment l'appréhende-t-il ? Dans quelle mesure enfin le " cheval mexicain " permet-il de mieux comprendre la complexité, les héritages multiples, les échanges et les tensions qui fondent l'identité mexicaine ? Parmi les manifestations majeures de cette histoire, se trouve en premier lieu " l'équitation reine " qui se présente sous la forme de diverses techniques équestres dont des conceptions, des valeurs idéologiques et esthétiques novo-hispaniques projetées sur l'animal sont indissociables. En second lieu, il convient de poser les bases d'une ethnographie du cheval en Nouvelle-Espagne dans laquelle " les chevaux vécus " évoluent au coeur d'une domestication dont rendent compte notamment l'élevage, les usages, le harnachement et un langage chevalin original. En troisième lieu, les sociétés chevalines novo-hispaniques, à mi chemin entre les sociétés à écuyers et les peuples cavaliers, apparaissent comme un creuset et un laboratoire d'expériences. Enfin, les regards indigènes sur les chevaux, qui interrogent les origines du cheval au Mexique et les associations d'ordre mythologique que les Indiens établirent entre le cheval et le cerf, constituent l'une des expressions primordiales de l'histoire du cheval au Mexique. Au terme de la consultation et de l'analyse d'une documentation abondante et variée dans la forme et dans le fond et souvent inédite, notre travail permet d'enrichir tout d'abord l'histoire du cheval au Mexique. En effet, en abordant le cheval du point de vue de la mexicanité, notre thèse apparaít comme la première tentative d'histoire sociale et culturelle sur la genèse du cheval mexicain, pour l'importance qu'elle accorde aux apports indigènes dans l'équitation et les techniques de la domestication ou encore pour la mise en évidence d'une culture du cheval novo-hispanique métisse. Notre travail enrichit aussi l'histoire coloniale du XVIe siècle, au regard notamment des portraits sociologiques de marchands et de voleurs de chevaux, qui sont les premiers de ce genre à cette époque.

Dès la Renaissance, des antagonismes se font jour entre les utilisations guerrière et esthétique du cheval. Notre contexte sportif contemporain ne permet plus la transmission des pratiques savantes. La rupture épistémologique se situe dans l'abandon d'une recherche systématique de la mobilité de la mâchoire du cheval, fondement de l'équitation savante occidentale et base de la restructuration posturale du cheval. Ce maintien statuaire auquel le cavalier conduit le cheval fusionne leurs deux natures dans l'unité mythique du centaure. Mais quel est l'essence de ce trajet pédagogique ? L'histoire de l'équitation montre que parallèlement à la didactisation des savoirs se dessine une transmission de type initiatique. L'auteur dévoile la relation vécue avec son maître René Bacharach, décrypte les apports respectifs du maître, du cheval, de l'élève, et conclut que l'initiation équestre donne à l'écuyer les moyens d'accomplir son procès d'individuation dans sa dimension d'universalité.

Les campagnes militaires de Philippe II et d’Alexandre le Grand ont bouleversé les équilibres politiques et militaires du monde grec classique. En développant une pensée militaire fondée sur la coordination des armes et non sur le primat de l’infanterie, ils ont donné à la cavalerie une importance tactique qu’elle n’avait pas dans les armées civiques de la période classique. L’épopée d’Alexandre représente, à cet égard, une aventure collective de dizaines de milliers d’hommes et de chevaux. Elle initie une conception de la guerre dans laquelle les chevaux sont des acteurs incontournables, infléchissant la stratégie, la tactique et la logistique de campagne. Dès lors, la production, la formation et la remonte des chevaux de guerre constituent des enjeux primordiaux de la construction des royaumes hellénistiques, car les dynasties des successeurs d’Alexandre se sont constamment préoccupées d’entretenir de cavaleries puissantes.Dans cette aventure cavalière, les cités emboitent le pas aux royaumes hellénistiques avec les ressources dont elles disposent, réformant leurs cavaleries ou en constituant de nouvelles, souvent dans une perspective fédérale leur permettant de nourrir de plus grandes ambitions militaires. Cela implique de trouver des chevaux, mais aussi des hommes capables de les monter et de les entretenir. Le consensus social établi entre les autorités civiques et les élites cavalières – une « classe d’écuyers » loin d’être homogène – diffère fortement d’une cité à l’autre en fonction de la culture équestre locale, c’est-à-dire des usages, pratiques et représentations des hommes de cheval dans le cadre – politique, économique et social – de la communauté civique à laquelle ils appartiennent. Les cultures équestres régionales ont donc en partie déterminé la capacité des cités à développer leurs cavaleries, mais, en retour, les mutations politiques et militaires de l’époque hellénistique ont considérablement influencé la culture équestre des élites en en renouvelant les pratiques – du prestige de l’hippotrophia aux réalités de l’équitation militaire – et en l’associant plus fortement qu’avant aux destinées politiques de la cité, à ses valeurs et à son système de représentation
The military campaigns of Philip II and Alexander the Great upset the political and military balance of the classical Greek world. By developing a military way of thinking based on the coordination of arms and not on the primacy of the infantry, they gave the cavalry unprecedented tactical importance compared to other civil armies in the classical period. Alexander the Great's epic is, in this respect, a collective adventure of tens of thousands of men and horses. It introduced a conception of war in which horses were key players, bending strategy, tactics and campaign logistics. From then on, the production, training and upbringing of war horses became primordial issues in the construction of the Hellenistic kingdoms, because Alexander's successors' dynasties were constantly concerned with maintaining a powerful cavalry.In this equestrian adventure, the cities followed in the Hellenistic kingdoms' footsteps with the resources available to them: they reformed the cavalry or created new units, often in a federal perspective allowing them to feed greater military ambitions. This involved finding horses, but also men to mount and care for them. The social consensus established between the civic authorities and the cavalier elites - a far from homogeneous "squire class" - which differed greatly from one city to another depending on the local equestrian culture, i.e. the uses, practices and representations of horsemen in the political, economic and social context of the civic community to which they belonged. Regional equestrian cultures thus partly determined the capacity of cities to develop their cavalry, but, in return, the political and military changes of the Hellenistic period considerably influenced the elite's equestrian culture by renewing its practices - from the prestige of hippotrophia to the realities of military riding - and associating it more strongly than before with the political destinies of the city, its values and its system of representation

Les Mamlûks sont réputés pour avoir porté les arts de la furūsiyya à leur plus haute expression. Cette thèse a pour objectif de cerner à la fois les enjeux de leur dextérité, et ses caractéristiques. La première partie porte sur la littérature de la furūsiyya. Après un bilan historiographique, plusieurs ouvrages de furūsiyya sont analysés et comparés, afin de mieux appréhender les héritages et les apports proprement mamlûks. Un traité anonyme de maniement de dabbūs et de lutte à cheval, contenant également une partie sur les feux de guerre, est édité et traduit. La deuxième partie de cette thèse porte sur la suprématie militaire des Mamlûks. Leur formation très poussée y est décrite, mais la lumière a aussi été mise sur leurs chevaux : leurs races ; leur dressage ; leur nombre ; leur entretien. Un large échantillon d'armes mamlûkes est présenté. Enfin, un chapitre est consacré au problème des procédés de combat, encore très mal connus, qui tend à nuancer la vision d'archers montés que l'on a généralement des Mamlûks. Enfin, la dernière partie relève de l'histoire sociale. Elle a pour ambition de démontrer que la maîtrise de la furūsiyya était perçue par les Mamlûks comme la détention d'un art complexe, un « attribut de distinction » qui les distinguait du vulgum pecus. Ce sont alors les diverses manifestations de cette appartenance sociale qui sont analysées : les « sports » équestres, les lieux de jeu et d'entraînement militaire et les palais-écuries, enfin les institutions et les spectacles.Les annexes contiennent un tableau détaillé des manuscrits de furūsiyya et un glossaire, en plus de quelques planches
The Mamluks are renowned for bringing the arts of furūsiyya to their highest expression. This thesis aims to identify both the issues of their dexterity, and characteristics.The first part focuses on the literature of furūsiyya. After a historiographical balance, several treatises of furūsiyya are analyzed and compared in order to better understand the legacy and contributions properly Mamluk. An anonymous treatise of handling dabbūs and fight on horseback, also containing some of the fires of war, is edited and translated.The second part of this thesis is on their military supremacy.Their extensive training is described, but the light was also put on their horses : races, training, numbers and maintenance. A wide selection of Mamluk weapons is presented. Finally, a chapter is devoted to the problem of combat methods, very little known, which tends to moderate vision of mounted archers that is generally widespread.The last part focus on social history. It aims to demonstrate that furūsiyya mastery was seen by the Mamluks as the knowledge of a complex art, an "attribute of distinction", which distinguished them from the hoi polloi. Then, the various manifestations of belonging to this social class are analyzed: "sports" riding, gambling venues and military training, and palace-stables, and finally the institutions and the shows.The appendices contain a detailed table of manuscripts of furūsiyya, a glossary and a few plates

Cléomadès d’Adenet le Roi et Méliacin de Girart d’Amiens constituent ensemble une énigme de l’histoire littéraire du Moyen Âge. Nés d’un même conte oriental, ils forment deux romans distincts, exactement contemporains. Le travail mené dans cette thèse vise à percer une part du mystère de la gémellité des textes. L’enquête sur les sources et les conditions de composition des romans nous mène à la cour de France, sous le mécénat de Marie de Brabant, et nous conduit à postuler une mise en concurrence délibérée des poètes. L’étude littéraire conjointe des romans vise à établir les modalités de la transformation du conte en roman, et celles de l’adaptation d’une fable orientale aux goûts d’une société aristocratique de la fin du XIIIe siècle. Dans des œuvres unies par la même contrainte, deux poétiques distinctes se déploient. La dernière partie de la thèse se penche sur la postérité des deux romans, dans laquelle nous cherchons les traces d’une histoire de leur réception
Cléomadès by Adenet le Roi and Meliacin by Girart d’Amiens are both an enigma in the literary history of the Middle Ages. Both originate from the same oriental tale but they are actually two different, exactly contemporary novels. The research work in this thesis aims at understanding part of the mystery of the twin nature of the texts. The research on the sources and the conditions in which these novels were written takes us to the court of France, under the patronage of Marie de Brabant, and leads us to assume that the poets may have been deliberately led to compete with each other. The literay study of the two novels tries to establish the way the tale became a novel, and to understand how an oriental tale was adapted to the tastes of an aristocratic society of the late thirteenth century. In these two works submitted to the same constraints, two distinct poetics appear. The last part of the thesis examines the fate of the two novels, looking for clues on the history of their reception

Ce travail original fait la lumière sur l'origine et l'évolution du cheval de race Criolla en relation avec l'origine et l'évolution de la culture des Indiens Pampas. Ces indigènes américains, venant généralement de l'actuel territoire chilien, ont adopté le cheval arrivé d'Europe dans la pampa à partir du XVIe siècle et ont développé une culture dont le centre était le cheval. Cet animal a également connu une évolution : originaire d'Europe, la vie dans la grande plaine argentine l'a modifié mais c'est surtout le travail de sélection inconscient fait par les Pampas qui va permettre l'apparition du cheval Criollo, récupéré et organisé, au début du XXe siècle, en tant que race par le Professeur Solanet et ses amis. L'influence des indigènes dans le processus de formation de la race Criolla est désormais claire ainsi que les fondations de la culture des Indiens Pampas
This original work explains the origin and the evolution of the Criollo horse in relation to the Pampa Indian 's culture. The Native Americans, generally coming from the actual Chilean territory, adopted the horse arrived from Europe in the Pampa from the 16th century and developed a culture which center was the horse. The animal suffered an evolution as well : coming from Europe, the life in the great Argentine plain modified it but it is especially the work of unconscious selection done by the Pampas that is going to allow the apparition of the Criollo horse, got back and organized as a breed at the beginning of the 20th century by Professor Solanet and his friends. The influence of the Native Americans in the formation of the Criollo breed is now clear as is the foundations of the Pampa Indians' culture

Dans son ouvrage de référence L'Empire romain en mutation des Sévères à Constantin (192-337 p.C.), Jean-Michel Carrié évoque les changements intervenus dans les armées au cours du IIIe et du début du IVe siècles. Selon lui, “les tâches de patrouille aux frontières, la nécessité d'intervenir rapidement dans les secteurs menacés, a imposé une plus grande mobilité”. En échos à l'historiographie du XXe siècle, il n'hésite pas à parler pour l'année 378 p.C. d'une “armée largement reconvertie à l'arme équestre” au moment de la bataille d'Andrinople. L'idée d'une montée en puissance de l'arme de cavalerie au sein de l'armée romaine entre les règnes de Septime Sévère et de Théodose n'est pas nouvelle. Tous les auteurs abordant le sujet de l'évolution de l'armée romaine tardive mettent en exergue le renouveau de la cavalerie. Leur argumentaire repose essentiellement sur une source, la Notice des Dignités, et sur le fait que Gallien aurait créé un commandement de cavalerie vers 256 p.C. Il convient donc de reprendre tous les éléments du dossier et de s'interroger sur la réalité de cette “armée largement convertie à l'arme équestre”. Y a-t-il des changements structurels majeurs et un renouvellement de la hiérarchie ? Les missions attribuées, tant militaires que civiles, sont-elles vraiment différentes par rapport à celles du Haut-Empire ? Dans un premier temps, nous favorisons une approche chronologique des métamorphoses intervenues au sein de l'arme de cavalerie. Cette dernière est composée à l'orée du IIIe siècle de trois types d'unités héritées de l'armée du Principat : les alae, les cohortes equitatae et les equites legionis. La première partie s'intéresse à leur transformation -ci au cours des IIIe et IVe siècles. La deuxième partie se penche sur les innovations intervenues entre les règnes de Gallien et de Dioclétien. La troisième partie se concentre sur les mutations du IVe siècle de Constantin à Théodose. Dans un deuxième temps, il convient de revenir sur le quotidien des unités de cavalerie lorsqu'elles sont stationnées dans les camps ou les forts de l'Empire. La quatrième partie, traite ainsi, en deux volets, la vie en garnison. Dans un troisième et dernier temps, nous cherchons à déterminer les éventuels perfectionnements de l'arme de cavalerie. La cinquième partie est centrée sur le couple du cavalier et du cheval. Enfin, dans une sixième partie, il nous faut comprendre la nouvelle place occupée par la cavalerie au sein de l'armée romaine tardive en étudiant la physionomie du combat de cavalerie
In his reference book L'Empire romain en mutation des Sévères à Constantin (192-337 p.C.), Jean-Michel Carrié evokes changes in the late Roman army. He notes that “tasks of border patrols and the need of quick intervention in threatened areas imposed a better mobility”. Echoing to twentieth-century historiography, he argues that the Roman army appears “largely converted to the cavalry” at the Battle of Adrianople (378 A.D.) Several historians have already written about the rise of the weapon of cavalry in the Roman army during the reigns of Septimius Severus and Theodosius. All of them agree to highlight the revival of cavalry when dealing with the evolution of the Late Roman army. Considering that Gallienus would have created a command of cavalry in 256 A.D., theirs works are mainly based upon the analysis of a fourth-century document called the Notitia Dignitatum. We endeavour to reopen the case in order to question the reality of an army supposedly “largely converted to the cavalry”. Were there such things as great structural changes and a renewal of the hierarchy? Would assigned missions, both military and civilian, be very different in the Late Empire than they were in the Early Empire?

From the sixteenth century on, a vast amount of cheap print offering instruction in the basics of literacy and religion was published, much of it intended primarily for the use of children. Alphabets, primers, catechisms, and other similar texts circulated widely in Europe, but this chapter considers their distribution around the globe via emerging mercantilist and missionary networks. Ranging from 1500 to 1850, and taking examples from Mexico, Tranquebar, and New England, and from nineteenth-century Bengal, Malacca, and the United States’ “Indian Territory”, an overarching (though inevitably incomplete) history of the global circulation of cheap children’s print is attempted. The chapter concludes that, even though these texts must be understood as contributing to processes of colonization, coercive evangelism, and cultural and linguistic loss, they also produced many fascinating hybrid formats, fusing indigenous, colonialist, and missionary practices.

The printer and bookseller John Evans was, in the last decade of the eighteenth century, seemingly prolonging the lifespan of the type of publication that had hitherto typified the Aldermary Churchyard press and which it was abandoning in search of ‘respectability’. The place of business Evans established for his work, and which was retained by his family for a further forty-five years, was originally John Marshall’s, and what seems to have been his ‘big break’ came courtesy of Marshall when he fell out of favour with the patrons of the Cheap Repository Tracts. Nevertheless, Evans had a distinct career. Stretching into the 1800s, he was arguably the last printer of the traditional ‘penny history’ in the capital, a text and illustrative tradition that dated back at least to the printers and publishers of the mid-seventeenth century; he was a major link in the production of broadside ballads and slip songs between Marshall and the later printers Pitts and Catnach; and, as this chapter will show, he was a significant and heretofore underappreciated printer of street literature specifically for children.

AbstractThis chapter analyzes the rhetoric and policy of U.S. officials regarding oil and the Suez Canal during the early Cold War. When William J. Casey warned experts that the 1970s energy crisis was “a strategy of progressive strangulation” and that American military power was the best response, he drew on a decades-long set of beliefs that identified the Suez Canal as an artery for the economic health of “the West.” According to that perspective—which took root after World War II and drew on earlier strategic discourses of the British Empire—the supply of cheap oil was crucial to the political-economic health and national security of the capitalist world. Beginning with the threat of economic nationalism and the creation of the concepts of a “world oil market” and interdependence, that powerfully ingrained perception is critical to our understanding of twentieth century international history.

This paper argues for an expanded view of research infrastructure. Drawing on our experiences leading the research platform DigitalHistory@Lund, it shows how research capacity can be unlocked “bottom-up”, by providing scholars with comparatively cheap—yet often inaccessible— technological support. By engaging researchers in digitally enabled scholarly practices, the platform yielded a multiplying effect that has seen participants produce highly competitive grant applications and eventually bring home external funding currently worth eight times the platform’s original costs. The platform thus demonstrates the importance of “immaterial” infrastructure in the sense of basic organisational structures that facilitate collaboration and communication.

Qing Cun is one hour to the south of downtownShanghai. Shanghai has gone through a period of rapid urbanization in the last 25 years, and while seemingly the opposite, Qing Cun is as much a landscape of change as the city center. Most of the working age population has left to find jobs elsewhere, leaving behind the elderly and migrant workers who rent the cheap housing. Qing Cun is a modest example of a traditional Jiangnan “water town”, which dot the region just south of the Yangtze River. The town government has replaced some of the historic structures with new ones, and while they are an improvement for the inhabitants, they represent a tremendous loss of architectural and material richness.

Throughout modern history, there have been fluctuations in the prices of energy products due to complex economic situations. Each crisis leads to the development and focus of technology in search of current alternative sources. The energy situation in Slovenia is also very dynamic, so it is understandable that everyone is looking for an optimal way out of the economic vortex. We limit ourselves to the energy supply of a single family house for heating purposes. The cost model is based on the use of the most commonly used energy products in Slovenia. We live in a country rich in forests, where biomass is the most frequently used energy source. Despite the impression that biomass is a cheap energy source in rural areas, we find that the use of a heat pump is the most justifiable investment in all conditions and environments, while also keeping in mind the unobstructed green transition.

As muscles fatigue, their passive and active mechanical properties change increasing the susceptibility of the human body to damage. The state-of-the-art technique for muscle fatigue detection, EMG signals, is cumbersome. This paper presents a technique to detect fatigue by tracking a kinematic parameter of the musculoskeletal system. The method uses the time-history of a single joint angle to detect fatigue in the lower limbs. A sensor is mounted to the knee joint to measure the knee flexion angle. Time delay embedding is used to track the orbit of knee joint motions in a reconstructed phase-space. The reconstructed phase-space allows us to obtain information about other body parts and joints of the lower limb in addition to the knee joint, since they are all connected in an open kinematic chain. Long-time drift in the orbit location and shape in phase-space is quantified and used as a measure of lower limb fatigue. The proposed technique presents a mobile, wireless, and cheap method to assess fatigue that can act as an early warning system for the lower limb.

The AfCFTA being the second largest free trade agreement in the history of World Trade Organization is aimed at uniting African markets. This paper aims to review the framework of the continental free trade agreement, it pros and cons, its grey area, and its impact on the Oil and Gas Industry in Nigeria. The impact of the agreement on the local industries servicing the oil and gas industry is considered as well. The paper reviews the possible advantage of the AfCFTA on the Nigerian oil and gas market. The possible threats to nationalization in the oil and gas industry due to the availability of cheap labour and technical expertise across the continent in the country is analyzed. Solutions to protect the oil and gas industry in Nigeria is recommended as well.

In today’s manufacturing processes, optical measurement techniques are becoming increasingly popular for on-line quality control. This fast and cheap technique enables manufacturers to not only check single points given by an inspection plan, but entire surfaces. This paradigm change brings new possibilities as well as new challenges to the inspection process. We devised software and technologies that achieve a seamless integration of optical measurement techniques into the existing workflow in the production process from design and prototyping up to series production. These techniques go far beyond the simple measuring of structural dimensions. The system permits the management and storage of the complete history of measurements. Hence, trends in deviations from the desired quality or functionality can be determined early and easily. This helps to implement corrective actions even before the produced structures fail to meet the specifications. Using a safe and decentralized server architecture using https, all data is available across business units and plants. Additionally, we developed highly interactive visualization and data exploration tools which enable expert users to fast and easily evaluate the measured data. With these techniques and visualization tools, we combine the advantages of optical measurements with the established evaluation of tactile measurements.

This policy brief is part of a two-part series analysing the history and current situation of Japanese foreign direct investment (FDI), and its potential role in India’s economy. The previous part found that while Japan has become a major investor in India over the recent decades, top-level political relations in the past had limited impact on India’s actual ability to attract Japanese foreign direct investment. This policy brief examines the factors that determine Japanese companies’ willingness to establish or increase their presence in India. It finds that India’s dynamically growing market, relatively cheap talent pool, infrastructure ‘spending spree’, and recent policies promoting the industry are highly attractive to Japanese companies. That being said, Japanese investors are deeply concerned about India’s poor infrastructure and still relatively restrictive regulatory environment. For these reasons, the realisation of the 2022 March announcement by Japanese Prime Minister Kishida, which would add an up to 136% increase in Japanese FDI stock in India, would first and foremost depend on India’s own ability to implement reforms and improve its infrastructure, rather than on the political will of top Indian and Japanese leaders.

Policy coherence for development, or PCD, refers to the need for multiple policies from different sectors to work in unison rather than in opposition to each other, if international development is to be achieved. In Europe, the argument for PCD was based on the recognition that EU efforts on development cooperation were often contradicted or undermined by other EU policies, both internal as much as external, to the extent that the EU was effectively taking back with one hand what it had given with the other. In some severe cases, the EU was even taking back more than it gave. Thus for instance, while on the one hand the EU was funding development projects to support agriculture production projects in Africa, on the other, its trade policies and domestic agriculture subsidy policies in Europe were encouraging the dumping of cheap subsidised food on African markets thereby undercutting local producers competing in the same markets. The impact of European development aid was therefore being negated by its trade and agriculture policies. This note first outlines how the concept of PCD developed in European development policy circles and what measures the EU and its member states took to promote policy coherence since it was first written into the EU Treaty in 1992. The practical experience gained over these nearly 30 years is of course of wider relevance in good policymaking and not just in development cooperation. This became particularly apparent with the agreement on the UN’s 2030 Agenda in 2015 that saw the introduction of the new concept of PCSD or policy coherence for sustainable development that recognised the wider relevance of policy coherence across the whole integrated policy package of the 17 Sustainable Development Goals. The note will also cover this latest, global chapter in the history of efforts to promote policy coherence and see how the EU has responded, notably with the Better Regulation package of the Juncker Commission and in the work on the Von der Leyen Commission Green Deal. The note will conclude with potential lessons on promoting policy coherence for EU policy-making for coping with the cascading effects of climate change.
