After some thirty years dealing with the Federal Depository Library Program (FDLP) as a reference librarian and later as head of Indiana University’s Government Information, Maps, and Microforms Department, I still feel passionate about the role FDLP librarians play in maintaining documents collections and providing easy access to what our governments publish. Throughout my career as a documents librarian, I contended that documents librarians are stuck in the middle: between ensuring access to government information for our researchers and students, and working as an “agent” of the government to protect these collections. I am specifically remembering all the various recalls for specific documents from the Government Printing Office (GPO), a fundamental aspect of FDLP in working with agencies to get depository items. While cleaning up office files in anticipation of retirement a few years ago, I uncovered a few treasures I would like to share with my government documents colleagues.

A review of: Lambert, Frank. “Assessing the Authoritativeness of Canadian and American Health Documents: A Comparative Analysis Using Informetric Methodologies.” Government Information Quarterly 22.2 (2005): 277-96. Objective - To assess by means of citation analysis whether the public trust afforded health documents published by the Canadian and U.S. governments is appropriate, and to ascertain whether differences in the respective health care systems influence how publications are produced. Design – Comparative study. Setting – The Canadian Depository Service Program (DSP) and the U.S. Department of Health and Human Services (DHHS) web sites. Subjects – One hundred sixty-six electronic documents sourced from the DSP website, and 284 electronic documents sourced from the DHHS website. Methods – Subjects were randomly selected from repositories offering the most comprehensive collections. Documents with evidence of references to other works used in preparation were separated from those without such characteristics. Data variables were collected from documents with evidence of references. Statistical analysis of the data was undertaken. Main results – Of the respective samples, 89 (53%) from the DSP and 109 (38.4%) from the DHHS contained references. Personal authors were identified in 46 (51.7%) and 63 (58%) of the respective subsets. Handbooks and guidebooks accounted for the largest portion of the DSP subset (29; 32.6%) and government periodicals were the largest constituent of the DHHS subset (41; 37.6%). Scholarly journals were the most common reference type for both the DSP (44%) and the DHHS (58.5%) subsets. The number of references per document was widely dispersed for both subsets; the DSP mean was approximately 64 (SD=114.68) and the DHHS was 73.71 (SD=168.85). Kruskal-Wallis subset analysis of median number of references by document type found differences generalizable to the entire DSP and DHHS populations. Health Canada Reports, handbooks, and guidebooks contained significantly more references than periodical articles or fact sheets. Certain DHSS documents, classified as “other,” contained more references than periodical articles. Canadian documents were more likely to contain references than U.S. documents. Comparison of documents to determine whether one country employs more rigorous citation practices did not produce statistically significant results. U.S. Federal Government documents are more likely to be referenced in other U.S. government health documents, compared to Canadian publications. The presence of references in documents from either country significantly affected likelihood of being cited by web authors. Conclusion – Significant differences in reference use frequencies between DSP and DHHS documents challenges Foskett’s stance that documents of value contain references (Foskett). Use of peer-reviewed scholarly journals for both DSP and DHHS publications was reassuring, suggesting a fairly rigorous publication standard. Reliance of DHHS publications upon federal government documents remains unclear. Referencing of DSP documents, irrespective of reference usage suggests a level of trust towards Canadian government health publications. Web authors appear more comfortable citing referenced DHHS documents. Further study could involve the examination of reference frequency by journal compared against journal impact factors.

Abstract— This research analyzes how the Local Government of Padang, especially at Layouts, Building Structure, and Housing Department (TRTB Department) of Padang City preparing Government Performance Accountability Report (LAKIP) in the period 2014 to 2017 from the standpoint of preparation, distribution internal and external agencies, also the process for evaluating and implications for government policy in the future. The analysis is done by looking at the implementation of the mechanism of regulation conformity with the rule set, which is the reference was the Head of the Decree No. 239 LAN Regulations of 2003 and The Minister of State For Administrative Reform and Bureaucratic Reform No. 29 of 2010. This research uses a case study as a research approach to dig deeper information. Data collection techniques used was literature study, document analysis, and interviews. The primary data used was interviews with the main source of research namely the Head of TRTB Department of Padang City Mr. Ir. Dian [2] Fakri, M.Sp. as well as secondary data obtained from various sources such as accounting standards, government regulations, LAKIP documents of TRTB Department of Padang City, and also the official website of the relevant institutions. The results of the research prove that the preparation of the LAKIP of TRTB Department of Padang City has been carried out in accordance with the laws and regulations, the distribution system of the LAKIP is in accordance with applicable regulations according to the LAKIP writing guidelines, the LAKIP value of TRTB Department of Padang City is already quite good but there is no reward and punishment system, and the benefits of LAKIP are as a consideration for granting or defense of positions the head departments.

I, Palembang City..The purpose of making this website-based document management system is to make it easier for the office to process incoming and outgoing documents, reduce the level of risk of loss, damage to incoming document data, outgoing documents, as well as reports of incoming and outgoing documents by period document. The system development methodology used is an iterative methodology, where the stages in the methodology are: planning, analysis, design, coding, and testing. Interviews and observations are the first steps taken before analyzing system requirements. Tools in data design using Entity Relationship Diagram (ERD) using visual studio software and SQL Server 2000 database. The document management system developed can improve performance, especially in document management at the Water Resources Management Office of South Sumatra Province.

“Oriental Institute Journal” publishes a series of documents related to the dramatic pages in the history of the Far Eastern University and the Russian higher school as a whole. One of the indicative situations that reveal the atmosphere of that time is a set of documents stored in the Russian State Historical Archive of the Far East. These are the documents related to the internal audit of the educational activities of the staff of the Department of Chinese Studies, conducted in December 1935 – January 1936. The audit was initiated by M. Potapov's note in the university newspaper (Fig. 1). The author, on behalf of Chinese-learning students, reproaches the teachers (Rudakov and Zhang are mentioned) for despotism and formalism, evading the decisions of the Communist Party and the Soviet Government. In response, the faculty administration organized an audit of the work of the Department of Chinese Studies, authorizing K. P. Feklin, an employee of the Department of Japanese Studies, and student activists (Potapov and Denishchenko). The “inspection team” presented several analytical and summarizing documents: materials, conclusions, and practical proposals. In these documents, the work of teachers A. V. Rudakov, T. D. Chervonetsky, and Zhang Yue Ren was criticized. As a result, A. V. Rudakov (Fig. 2) and T. D. Chervonetsky (Fig. 3) presented explanatory notes to the administration of the faculty and the university. The publication of the entire series of documents is scheduled for four issues in 2021.

The article is based on documents stored in the State Archives of the Almaty Region (Almaty, Republic of Kazakhstan), Fund 489, Op. 1: «Documents of the Semirechye Regional Department for National Affairs» (1918–1919) «, highlights the activities of the Regional Department for National Affairs in the early years of Soviet power in Semirechye (Zhetysu). The department, establised in November 1918, was at that time the only body connecting the Muslim population with the Soviet regime and protecting it in the difficult conditions of the Civil War and social changes. This was the period of the so-called “Colonial revolution”, when the “proletarian” government lobbied for the interests of the Russian population (including the Cossacks and the wealthy peasantry), ignoring the interests of the impoverished (“proletarian”) Muslim population. The Soviet government treated the Muslims, who were mostly nomadic and semi-nomadic population, as the «dark masses». The article argues that the Regional Department for National Affairs acted as a defender of Muslims during ethnic conflicts caused by the anti-colonial uprising of 1916 and its aftermath. The department defended the Muslim, primarily Kazakh and Kyrgyz, population from the new government, which the Muslims perceived to be genuinely Russian. The main directions of the Regional Department’s work related to the protection of the indigenous population are considered: 1) general legal assistance; 2) assistance in the settlement of interethnic conflicts; 3) aid to the starving people; 4) assistance and protection during the mobilization of Muslims for agricultural and public works; 5) assistance to Kazakh women in trouble; 6) helping Muslim children; 7) the fight against the Russification of office work; 8) upholding the special position of the nomads and explaining the essence of the nomadic economy to the Russian leaders of the region.

The Department of Human Settlements (DoHS) has over the years received reports on lack of proper implementation of the Supply Chain Management, in particular the management of movable assets processes. Asset Management is a sub-component within Supply Chain Management in the DoHS. Asset Management is responsible for the management of all movable assets procured by the department. Movable assets such as departmental vehicles, office furniture, computer sets, are used by the officials in performing their day-to-day functions. Officials in the Department are responsible for the management and safeguarding of the assets assigned to them. The research covered in this article aimed to investigate how the department manages its assets and complies with the transversal policies of Supply Chain Management (SCM), which deal with demand management, acquisition management, utilisation management and disposal management processes. The information covered within this research is from varying records, official documents and departmental policies, dealing directly with the problem at hand, especially the management and monitoring of movable assets. Varying methods of collecting and analysing data were used to achieve valid and reliable results. The researcher analysed and compared various information records that informed findings with regard to risk management and control measures, value for money, responsibility and accountability and intervention strategies that may bring about efficiency and effectiveness in the department with regard to management of movable assets. This was done to address the issue of audit queries received by the Department of Human Settlements.

The protection of security information in government departments requires the active engagement of executive management to assess emerging threats and provide strong security risk control measures. For most government departments, establishing effective protection of security information is a major initiative, given the often continuous, strategic nature of typical security efforts. This requires commitments or support from senior management and adequate resources. It necessitates the elevation of information security management to positions of authority commensurate to the required responsibilities. This has been the trend in recent years as government departments are increasingly dependent on their information assets and resources, while threats and disruptions continue to escalate in frequency and cost. It is clear from numerous recent studies that organisations that have taken the steps described in this research document and have implemented effective information security risk control measures have achieved significant results in reduced losses and improved resource management. Given the demonstrable benefits, it is surprising that there have not been greater progress in effectively managing information assets. Although regulatory compliance has been a major driver in improving the protection of security information overall, this study has also shown that nearly half of all government departments are failing to initiate meaningful compliance efforts. Failure to address the identified vulnerabilities by government departments will result in espionage, covert influencing manipulation, fraud, sabotage and corruption. Information security risk control measures include the elements required to provide senior management assurance that its direction and intent are reflected in the security posture of the organisation by utilising a structured approach to implement an information security programme. Once those elements are in place, senior management can be confident that adequate and effective protection of security information will protect, as far as possible, the department’s vital information assets.

The chasm in the protection of classified information in South African government indicates that all the departments have at their disposal information that is to some extent sensitive in nature and obviously requires security measures. This study shows that government officials who in their official duties come to contact with classified information are either vulnerable or are implementing the security controls incorrectly. It is also clear that in the absence of a comprehensive statutory framework, the government departments’ classified information has resulted in an unstable and inconsistent classification and declassification environment. The statutory framework would, in addition to other things, address the rising threat of espionage and antagonistic activities, the selling of information and the protection of critical records in government, without hindering the constitutional rights of citizens to access information. This would create a system of valuable informantion and clarify which information requires security measures with respect to the protection of classified information.

The primary goal of this study is firstly to analyse the Fraud Prevention Policy and Strategy, the Policy on Protection of Whistle-Blowers, and the Policy Document on Forensic Audit Process of the Department of Trade and Industry (DTI) in order to establish the reason for the ongoing spate of fraudulent and corrupt activities among employees within the DTI Head Office, regardless of the relevant policies put in place. Secondly, another goal is also to establish other reasons that could be linked to the reoccurrence of fraudulent and corrupt activities within the DTI. During the research survey questionnaires were administered to employees of the DTI. Furthermore, online interviews were conducted with a purposively selected sample within two divisions of the DTI. In addition, a literature study was conducted to acquire relevant information and perspectives from available national and international literature. Various objectives were fulfilled in this study as follows:  It was established whether the reporting of internal or external fraud and corruption and the relevant policies put in place contribute in any manner to the prevention of fraudulent and corrupt activities at the Department of Trade and Industry's national office.  It was determined if there is a policy document on measuring these policies after they have been implemented.  It was determined how the Department of Trade and Industry's national head office addresses fraud and corruption. Other possible reasons for the Department of Trade and Industry employees' lack of reporting fraud and corruption in their departments, other than the fear of being victimised, were identified.  The views and opinions on the internal reporting of fraud and corruption were determined.  The degree of awareness of the investigative procedures related to fraud and corruption among the Department of Trade and Industry management and their employees were determined.  It was established if employees have faith in the Department of Trade and Industry's investigative procedures to fraud and corruption.  The extent of knowledge on the importance of reporting fraudulent and corrupt activities in the DTI were established.  Feedback to help minimise fraud and corruption within the Department of Trade and Industry and improve future strategies was provided. This study contributes to the knowledge base with regard to fraud and corruption within the Department of Trade and Industry.

AbstractRecent economic, demographic, and spatial changes have profoundly modified urban and rural areas and generated new territories, characterized by varying degrees of urbanity. The classification methods traditionally used to identify them are based on the distinction between urban and non-urban areas and are no longer functional to describe the territorial outcomes of these transformations. New methods have therefore been formulated and implemented in recent years to replace them. EUROSTAT has developed and updated periodically its own methods, intended to methodologically support scholars to read territorial diversities and transformations. Being the basis for the production of official statistics and data comparison between regions, these methods have fully replaced all the other methods that singular statistical offices of European countries had previously developed. Several government institutions began adopting specific territorial classifications in their strategic planning documents. These methods differed from those implemented by statistical offices, providing a more accurate and detailed framework for national and regional policies. This also happened in Italy, with ISTAT (Istituto Nazionale di Statistica—National Statistical Office) and many governmental institutions (e.g., National Government Institutions, Department for Economic Development and Cohesion, Ministry for Agricultural Policies, National Rural Network), experimenting with their own urban–rural classification methods to map all or part of the Italian territory. This paper offers an overview of the methods formulated and implemented in Italy over the last 15 years by ISTAT and governmental institutions. During this time, these institutions have developed six different methods to define urban and rural territories and to delimit territories with several degrees of urbanization, such as peri-urban areas. Specifically, ISTAT uses the EUROSTAT method to produce international and national statistics. Governmental institutions adopt methods based on economic and demographic data, which identify various territorial categories in addition to urban/rural ones, in their strategic planning documents. These findings result from desk research based on an analysis of official documents and scientific papers.

AbstractIn China, if the losing party does not take the initiative to satisfy an effective court judgment, arbitral award and other legal documents, the winning party may apply to the court for enforcement. Then the court may deduct the deposit and/or auction the property of the losing party and use the money/proceeds obtained therefrom to repay the winning party. However, this enforcement power is exclusively vested in the court, and the winning party cannot seize and/or dispose of the property of the losing party on its own. Due to the large number of enforcement cases, the difficulty in tracking down enforceable property and the insufficient punishment against dishonest judgment debtors, China has been plagued by the “difficulty in enforcement” for a long time. In China, the main reason for the “difficulty in enforcement” is that it is difficult to track down the enforceable property of the party subject to enforcement. In order to resolve this problem, Chinese courts have vigorously promoted the information system interconnection between different government departments, which has greatly improved the efficiency of tracking down and/or freezing the property of the party subject to enforcement through the information network system. Another reason for the “difficulty in enforcement” is that it is difficult to sell off non-cash properties. Chinese courts have carried out judicial auctions through the Internet, which has greatly improved the deal closing rate and increased the transaction price of the property auctioned, and greatly improved the possibility of the applicant being compensated. Other than the above approaches, Chinese courts may also impose various restrictions and punishments on dishonest judgment debtors. There are various restrictions and punishments and the implementation thereof depends on the interconnection of different information network systems. If the circumstances in which the party subject to enforcement evades or resists enforcement are serious, the Chinese court may also hold it criminally responsible. In addition, being a contracting state to the United Nations Convention on the Recognition and Enforcement of Foreign Arbitral Awards (hereinafter referred to as the “New York Convention”), China has been holding a quite friendly attitude towards the recognition and enforcement of foreign arbitral awards. In practice, most foreign arbitral awards can be recognized and enforced in China. Compared with the recognition and enforcement of foreign arbitral awards, there are more requirements and preconditions for the recognition and enforcement of foreign court judgments. Nevertheless, China is now relaxing these requirements and preconditions, and more and more foreign court judgments are being recognized and enforced. With continuous efforts of relevant departments, the enforcement conducted by Chinese courts is getting increasingly effective. We firmly believe that Chinese courts can further improve the enforcement effectiveness as day goes by.

The analysis reveals how Irish public health strategies increasingly target the individual in terms of responsibilising behaviours, inculcating them to make healthy lifestyle choices and mitigate against health risks. Scrutinising the claims and arguments set out in three health documents-Shaping a healthier future (Department of Health, 1994), Quality and fairness – A health service for you(Department of Health and Children, 2001), and Healthy Ireland (Department of Health, 2013)-they note the increasing shift to a market-based model of healthcare, and of the role of the state as one amongst many actors in the health policy arena. Health policymaking, as they argue, has become an increasingly technocratic process, and their analysis raises significant questions about the implications of neoliberal modes of government in the context of the three documents’ acknowledgement of persistent health inequalities in the State.

Interviewing many Canadian filmmakers from the era, including pioneering cinematographer Roger Racine, Holloway uncovers how film practitioners discovered new ways of filming in the Arctic’s extreme cold, with the help of the National Film Board of Canada and Eastman Kodak. Forcier Holloway also examines Canadian government Department of Defense documents that outline the reasons for Canadian military exercises in the Arctic and the documentaries that were made about these manoeuvres, including the film Exercise Musk-Ox (1946), which was released as a newsreel as part of the National Film Board of Canada’s Canada Carries On series.

This chapter discusses the day when Irving Robert Kaufman first confronted the Pentagon Papers. It elaborates on published news stories and the excerpts of Defense Department documents from what became known as the Pentagon Papers: a forty-seven-volume opus dissecting the origins of America's involvement in Vietnam and its conduct of the war until 1968. Although the volumes were designated “Top Secret,” the chapter argues that much of their content was already public in the form of old news articles and official memoirs. Nonetheless, the United States claimed describing them in print would reveal important facts damaging to American alliances and secret negotiations to withdraw from Vietnam. The chapter begins with a discussion of Kaufman's role in the Pentagon Papers. It recalls the time when Kaufman had condemned the Rosenbergs for arrogating to themselves the decision to transmit atomic information to the Russians, even if the USSR was then an ally. Now, when the government accused the Times of a similar sort of arrogance—claiming it could decide for itself whether disclosing secret documents threatened the nation—Kaufman was far less credulous. As the chapter emphasizes, the two cases differed greatly, but it's also true that after two decades on the bench and all the accompanying political and social change, Kaufman was simply less willing to swallow government protestations of national security.

The creation and subsequent access to accurate information is widely accepted as a vital component of a national radioactive waste management strategy. Information on the origin and quantity of the waste together with its physical, chemical and radiological characteristics provides a catalyst for sound and transparent decision making. This information will originate from a number of potentially disparate sources, including material manufacturers, facility operators, waste producers, Government and Non-Government organisations and regulators. The challenge to those with a role in information management in further increased by the fact that much of the information created is required to support activities, not only in the immediate future, but also in the longer-term — typically many decades or even centuries. The International Atomic Energy Agency (IAEA) has published a number of guidance documents under the Safety Series, one of which makes direct reference to information management. The document [1] is intended to assist Member States in the development of a national system for radioactive waste management and identifies the key responsibilities and essential features of such a system. The following statement appears in Section 5: “The regulatory body, the waste generators and the operators of radioactive waste management facilities should maintain documentation and records consistent with the legal requirements and their own needs.” An essential requirement of these ‘documents and records’ is that they should be “...kept in a condition that will enable them to be consulted and understood later by people different from, and possibly without reference to, those who generated the records ...” The scope of the documentation and records to be kept will be wide ranging but will include “...an inventory of radioactive waste, including origin, location, physical and chemical characteristics, and, as appropriate a record of radioactive waste removed or discharged from a facility”, and “site plans, engineering drawings, specifications and process descriptions ... radioactive waste package identification ...”. It is has long been recognised in the United Kingdom that the management of radioactive waste will require the assembly and secure retention of a diversity of records and data. This information will be needed to inform the strategic decision making process, thus contributing to the future safe, environmentally sound and publicly acceptable management of radioactive waste. In the meantime it will also service the nation’s international commitments. When the planning application for a Rock Characterisation Facility (RCF) was refused and the subsequent Nirex appeal rejected in 1997, it was recognised that transfer of waste to a national repository was ulikely to take place for many decades. The long-term preservation of information by the waste management organisations thus became an issue. Since this time, the UK nuclear industry, including the waste producers, regulators and other Government Departments have worked together to develop a common information management system that is now being implemented. It is based on an Oracle database and is supported by ‘electronic tools’ designed to facilitate entry and retrieval of data in a common format. Long-term access to these data underpins many aspects of the system design. Designing such a system and seeing through its development has been a challenge for all those involved. However, as the project nears the completion of the development phase, it is clear there are several benefits in this approach. These include a sharing of best practice, shared development costs, an improved understanding of the needs of all parties, and the use of a common platform and tools. The ‘partnership approach’ between waste management organisations, Government departments and regulators will also reduce the likelihood of future surprises or conflicts of interest. Industry-wide co-operation also provides a greater degree of confidence that the system will continue to enjoy technical and financial support for the foreseeable future. The British Radwaste Information Management System (BRIMS) is supported by the principal waste producers, the Department for Environment, Food and Rural Affairs (DEFRA), the Nuclear Installations Inspectorate (NII) and United Kingdom Nirex Limited (Nirex). All organisations that have participated in its development over the past seven years have free access to it and may use it as part of their waste management strategy.

ABSTRACT Background: A hospital is a facility to provide a health service which is primarily give access to curative health. The demands of the public for better services is a need that must be met by government agencies that provide health services. This study aimed to observe the implementation of public service in general hospital of Sukabumi City West Java. Subjects and Method: This study used a qualitative method using a frame of mind from Edward III’s Policy Theory. The data were conducted by enrolled a tot al of 16 informants. Data were collected through in-depth interviews, observation, and review of documents related to public services at general hospital of Sukabumi city. The data were analyzed descriptively. Results: In this study, the implementation of public services at the general hospital of Sukabumi City had been running well but was not optimal and required improvement in several aspects. There is a need of regular meetings to discuss the implementation of public services, monitoring and evaluation by the board of directors, communication training for hospital staff, especially employees who deal directly with patients and / or patients’ families, repair, improvement of public facilities at the Sukabumi City Hospital, and there should be a special department to coordinate the implementation of public services. Conclusion: The implementation of public services at the general hospital of Sukabumi City has been running well. The optimalization and improvement are needed for this hospital. Introduction: In 2018, the Australian Centre for Cannabinoid Clinical and Research Excellence (ACRE), a National Health and Medical Research Council (NHMRC) Centre of Research Excellence was funded to develop a suite of state-wide medicinal cannabis prescribing guidance documents. At this time, regulatory changes in Australia were enabling broader access to medicinal cannabis in a medical model. The initiative funded through the New South Wales (NSW) Government’s Clinical Cannabis Medicines Program enabled the development of practical resources to support NSW medical practitioners in prescribing medicinal cannabis to patients for conditions where cannabinoids are perceived to have some benefit. Aim: To provide interim guidance to support medical practitioners in the prescription of medicinal cannabis where they are perceived to have potential benefit. Methods: A team of clinical pharmacologists, pharmacists and clinicians collaborated in the development of the first tranche of prescribing guidance documents. The suite of six medicinal cannabis prescribing guidance documents covered the most common indications for which prescriptions for medicinal cannabis were being sought by NSW patients: dementia; anorexia and cachexia; nausea; chemotherapy-induced nausea and vomiting; spasticity; and chronic non-cancer pain. In 2019, the draft guidance documents underwent a comprehensive review and consultation process involving fifty key stakeholders before publication. Results: The ACRE medicinal cannabis prescribing guidance documents have been widely adopted, both in NSW and around the world. The prescribing guidance documents are now recommended as a health professional educational resource by the Australian national medicines regulator the Therapeutic Goods Administration and state health departments. The prescribing guidance on epilepsy from the second tranche of guidance documents has recently been published in the British Journal of Clinical Pharmacology. National medicinal cannabis prescribing pattern data and enquiries to the first-of-kind, state-government funded medicinal cannabis advisory service for medical practitioners informed the themes of the second tranche of six medicinal cannabis prescribing guidance documents being developed in 2022. Conclusions: ACRE medicinal cannabis prescribing guidance documents delivered interim guidance to Australian medical practitioners on the evidence-based and best-practice prescription of medicinal cannabis. Prescribing guidance document themes align with Australian medicinal cannabis prescribing patterns and areas where medical practitioners are seeking further information and advice. It is anticipated that the prescribing guidance documents will be updated periodically as further evidence becomes available. Dematerialization of local governments and environmental economics go hand in hand in pursuing sustainable development and environmental protection. Dematerialization, a concept in environmental economics, refers to reducing material consumption enabling economic growth without a commensurate increase in content consumption and associated environmental impacts [2]. This tendency to do more with less is essential to the municipalities' environmental economy. Advances in technology and the digital skills of municipal employees will be critical in accelerating the adoption of dematerialization practices in municipalities. One of the ways municipalities can transition to dematerialization is through digital management processes. Employees' digital skills are essential for the change to take place successfully. First, it is necessary to assess employees' existing skills in detail, then, based on the research results, develop a plan for improving the weakest skills in particular courses. The aim of this study was to assess the digital competencies and work habits of municipal administration employees in municipalities of three different countries � Liepaja Municipality (ML) (Latvia), Vila Nova de Poiares Municipality (MVNP) (Portugal) and Mielec Municipality (MM) (Poland). The research was based on a survey of city council department employees and a review of the relevant literature. The survey was conducted in 2022; 279 respondents participated in it, answering 72 questions. As a result of the research, recommendations were developed for the employees of local government administrations to improve digital competence and the transition to electronic document management, which could reduce the local government's impact on the environment and support the implementation of an environmental economy.

Abstract The formal Systems Engineering process was developed by the Department of Defense and its contractors in the late 1950s, during the development of the first ballistic missile systems, and was first documented as a standard process in 1969 in MIL-STD 499, Engineering Management. The process is intended to provide an overall framework for managing the development and acquisition of complex defense systems, describing an orderly sequence and supporting documentation to be implemented by both the government customers and development contractors. During the definition of systems engineering, defense and aerospace systems clearly represented the most complex products undertaken by the U.S. scientific, engineering, and industrial communities. As commercial products, particularly those spanning many technical disciplines, began to exhibit the same degree of complexity, the companies responsible for these commercial products have started adapting the DoD systems engineering process and practices for use in commercial product development projects.

Abstract The regulation of Occupational Safety and Health (OSH) in Nigeria, which is currently seeing some progress in the formal sector, has been short of impressive in the informal sector of the economy. Con- sidering it is the role of every government to ensure that all sectors of the economy operate in a manner that guarantees and ensures the safety and well-being of its citizens, Article 4 of International Labour Organization (ILO) Convention No. 155- Occupational Safety and Health Convention was ratified by the Government of the Federal Republic of Nigeria (FRN) in 1994, which led to the development of a coherent National Policy on Occupational Safety and Health in 2006. This, inter alia, failed to address the informal sector; hence the Revised National Policy on OSH 2020 was introduced by the Govern- ment, through the office of the Honorable Minister of the Federal Ministry of Labour and Employment, as a framework for bridging the existing gap. In a bid to ensure the success of the Policy document, the Department of Occupational Safety and Health of the Federal Ministry of Labour and Employment was designated the Competent Authority by the Government. This paper takes a look at the stakeholders in the informal sector of the economy, focusing on the south- south part of Nigeria, and identifies some of the challenges hampering the effective implementation of Occupational Safety and Health systems needed for the promotion of safety and health at workplaces. It concludes by providing a practical tool that can be a guide for the policy users, especially in the in- formal sector of the Nigerian economy, in alignment with the second of the three determinants of the future of energy, as captured in the theme for NAICE 2021: "The Future of energy – a trilogy of de- terminants; Climate Change, Public Health, and the Global Oil Market".

ABSTRACT Background: Despite rapid economic growth, stunting affects one third of the child­ren under five population in Indonesia. The Government of Indonesia (GoI) realizing the problem, established the National Strategy to Accelerate Stunting Prevention as a national priority program for 2017 to 2021. The GoI plans to maximize the use of resources, policies, and programs that encompasses nutrition-specific and sensitive interventions directed to the first 100 days of life. This study aimed to explore the extent of program planning, budgeting, and implementation related to stunting prevention at district and village level as well as to understand the challenges presented to converge intervention. Subjects and Method: A case study with ecological approach was conducted in 10 villages from five districts in Indonesia. The study method included focus group discussions with 70 district officials and 100 village representatives, interviews with 12 key informants from district planning agency, document analysis, and reflective journaling. The data were reported descriptively. Results: Most head districts, officials from relevant departments and village leaders committed to stunting prevention following the vice president decree of stunting as a national priority. As a result, programs and budget were in place and local initiatives to prevent stunting were on the rise. Despite the commitment, many expressed ambivalences and disregarded the issue as a mere short stature (genetic variation). Thus, problems related to efficiency, coverage, and sustainability persists as maintaining motivation among staffs were difficult. In some settings, the situation was exacerbated by factors such as high financial dependency, misconception, and poor gender relation. Conclusion: The policy and programs to control stunting among children in Indonesia are in place. However, challenges occur due to the complexity in governance system as well as lack of political will. Better communication and cooperation are essential for well implemented policies. The CH146 Griffon helicopter is a Federal Aviation Administration (FAA) and Transport Canada certified commercial helicopter used by Canadian Armed Forces in military role, which is distinguished from the original design intent of the helicopter for commercial use. A regime based Structural Usage Monitoring (SUM) program is developed by Bell to meet the Canadian Government requirements documented in the Technical Airworthiness Manual (TAM). As part of the CH146 SUM, helicopter usage data recorded by the Flight Data Recorder (FDR) system is collected and flight conditions (regimes) are defined by using dedicated software tools. Helicopter usage is then compared with the baseline and by using the actual helicopter data on selected critical components and fatigue damage accumulation is performed. Finally, the calculated damage is evaluated to define recommended structural maintenance actions. Development of the CH146 SUM is completed and more than 50,000 flight hours accumulated FDR data is processed. The acceptance of the SUM program by the Canadian Department of Defence (DND) is expected in the summer of 2019.

Higher education is passing through a process of conceptual and organizational transformation, promoting a new paradigm of academic education, able to respond to the needs of a dynamic society that is in continuous reformation. Arguments for the need for a strategic approach to the problem of abandoning university studies are also outlined from the perspective of the desired, imperatives and recommendations for higher education existing in the agendas and official documents of the European Union. University dropping is not a new problem, over time multiple researches have been carried out to identify and prevent school failure. With the passage of time and the appearance of new factors that contribute to this negative phenomenon among young people - the change in the educational-informative and formative vision, equal opportunities regarding education, the psycho-pedagogical support offered in universities - is necessary to involve all the factors that contribute to education university for stopping and possibly eradicating this phenomenon. Starting from the variety of reasons behind the decision to abandon studies, we can consider that reducing the dropout rate depends on a series of factors located at different institutional levels, government, universities, faculties, departments, but also at the level of teaching staff. In the present research, carried out within the State University of Physical Education and Sports (SUPES), we aimed to identify the extent to which the phenomenon of university dropout manifests itself at SUPES, the factors that cause it and to formulate strategies to prevent and decrease student dropout.

This paper will describe some of the key environmental and regulatory issues affecting development of offshore renewable energy projects in the United States. Offshore wind, wave, tidal current, and ocean thermal energy conversion (OTEC) projects all have unique environmental and social issues that must be addressed to the satisfaction of federal, state, and local authorities. This paper examines the existing federal regulatory schemes applicable to offshore renewable energy development in the United States including a discussion of an on-going jurisdictional debate between agencies at the U.S. federal government level. The various permitting processes for offshore renewable energy projects all involve an examination of the potential environmental and social/human effects of each proposed project. Typically, the agency with primary permitting authority must prepare an environmental impact statement (EIS) or equivalent document that includes a transparent process that encourages the participation of the interested public and other affected stakeholders. While acknowledging the importance of social/human impact issues, this paper will focus primarily on the potential physical and biological effects from offshore renewable energy projects including a discussion of the uncertainty that surrounds predicting the impact of new or innovative technologies. The U.S. Department of Interior, Minerals Management Service (MMS) recently published a programmatic environmental impact statement (EIS) that includes 52 “best management practices” for reducing environmental and social impacts from offshore alternative energy projects. Finally the paper will examine the important role of environmental monitoring and adaptive management in informing regulators and developers of potential adverse impacts and adapting project design and operations to avoid or minimize these effects.

The Government of Uganda has a vision for a digitally empowered society, which is set out in a wide range of government documents. Ministries, Departments and Agencies (MDAs) have their own digital strategies cascading down the central vision, but the government’s tax strategy seems disconnected from it. Tax policy has focused less on the societal and economic benefits of digitalisation, and more on the attractiveness of digital services and their providers as a potential source of tax revenue. Tax policymakers have a responsibility to ensure that the design of the tax system is properly aligned with broader government policies and priorities. In many cases tax policy has come to be seen as a barrier rather than an enabler of progress on other policy issues. This is not always the fault of the Tax Policy Department. Being properly joined up is a shared responsibility, and MDAs have to reach out and connect with tax policymakers to strengthen their own strategies. This short Policy Brief explores the need for a Tax Strategy for a Digital Uganda. It asks what more tax policy in Uganda can do to tackle market failure, and support the roll-out of the government’s ambitions for use of digital services.

The U.S. Army Corps of Engineers (USACE) Advanced Modeling Object Standard (AMOS) has been developed by the CAD/BIM Technology Center for Facilities, Infrastructure, and Environment to establish standards for support of the Advanced Modeling process within the Department of Defense (DoD) and the Federal Government. The critical component of Advanced Modeling is the objects themselves- and either make the modeling process more difficult or more successful. This manual is part of an initiative to develop a nonproprietary Advanced Modeling standard that incorporates both vertical construction and horizontal construction objects that will address the entire life cycle of facilities within the DoD. The material addressed in this USACE Advanced Modeling Object Standard includes a classification organization that is needed to identify models for specific use cases. Compliance with this standard will allow users to know whether the object model they are getting is graphically well developed but data poor or if it does have the data needed for creating contract documents. This capability will greatly reduce the designers’ efforts to either build an object or search/find/edit an object necessary for the development of their project. Considering that an advanced model may contain hundreds of objects this would represent a huge time savings and improve the modeling process.

This report documents the testing and inspection efforts undertaken to evaluate the capabilities and limitations of X-Ray Computed Tomography (XRCT) technology from the perspective of detection and quantification of flaws in pipelines. The fundamental motivation behind this project is to leverage the capabilities of the XRCT technology for highly accurate detection and characterization of flaws in pipelines. The accurate sizing and characterization of flaws/cracks in pipelines is of great consequence in providing effective and efficient operational and repair decisions in any integrity management program. As is the case with any emerging technology, comprehensive validation is needed before the technology can be considered mature enough to be effectively deployed by operators in the real-world or be used in the development of reference standards. This report discusses a validation approach and compares the XRCT results with those obtained from conventional NDE, and sectioning and microscopy, for synthetic and real-world features. Results are discussed in the context of the development of reference standards using synthetic flaws. The discussion provided in this document will be valuable for operators in understanding applicability, gaps, and future direction for the XRCT technology in the context of accurate flaw detection and characterization in pipelines. Results discussed in the report show that XRCT has the potential to enable the pipeline industry to establish a set of reference standards that can be used for a wide range of purposes, including technology development and qualification, personnel training and competency testing for inspection of flaws in pipelines. Once established as a proxy for "truth", XRCT will significantly minimize the need for frequent destructive testing for the generation of validation data further enabling the use in the development of reference standards. Within the purview of the work scope completed in this project, XRCT showed excellent results with synthetic features confirming that the technology (along with the process of generating synthetic features) is ready to be used in the development of reference standards using synthetic features. Research over the past 20 years has improved the pipeline industry's understanding of the behavior and failure processes for mechanical damage. This new understanding of mechanical damage has influenced the methods that should be used to characterize and inspect pipelines for mechanical damage. This research and development work has resulted in a range of assessment tools considering feature formation strain, failure pressure and fatigue life assessment including the effects of coincident features such as corrosion, welds gouges and cracks. The industry has also completed research developing an understanding of appropriate remedial actions to mitigate the risk of mechanical damage features. Guidance documents defining recommended practices for characterization, assessment and remediation of mechanical damage have been developed and published. To support the development of an improved understanding of the accomplishments of research, this project was completed to systematize the last 20 years of mechanical damage research. This report provides this summary in four mechanical damage subject areas including: Formation and Behavior, Detection and Characterization, Assessment and Management, and Repair and Remediation. The report also provides an overview of the treatment of mechanical damage in existing regulations and standards, identifying opportunities for improvement. Gaps in current mechanical damage understanding or tools are also identified as targets for further research. This work should be of interest to regulators, pipeline operators, researchers and engineering consultants or analysts as a description of the state of knowledge and developing a roadmap for future mechanical damage assessment and development.

Extreme heat poses an unprecedented challenge to health and productivity in India. Heatwaves (prolonged periods of extreme heat) have increased in frequency in recent decades due to climate change. Landmark heatwaves (1998, 2002, 2010, 2015, 2022) have each led to large death tolls (according to government estimates) and extensive economic damage by reducing labour productivity and affecting water availability, agriculture and energy systems. Governments across India at the state, district and municipal levels have responded by creating heat action plans (HAPs), which prescribe a variety of preparatory activities and post-heatwave response measures across government departments to decrease the impact of heatwaves. These documents are meant to be iterated upon and refined over time.

Conflict and poverty have forced millions of people in Latin America and the Caribbean to leave their homes and migrate to other countries without legal protection. This study identifies the challenges faced by migrants in Chile, Ecuador, and Peru in their attempt to access basic services and other benefits that, in many cases, require them to have specific documentation, including legally recognized identity credentials. A qualitative approach is applied using interviews to document the experiences of 16 migrants and refugees with different characteristics, such as age, gender, sexual orientation, country of origin, and physical abilities. This research provides evidence on how these refugees and migrants struggle to integrate into their host countries as well as recommendations based on their most pressing challenges when trying to access services and obtain documents. As a result, this document highlights that evolving legislation, a lack of information, and siloed government departments are among the key factors that influence the experiences of migrants and refugees in these countries.
