Relevance of the study of theoretical developments on the formation of political and governing elite, including its functions, due to the need of compliance of the role of politi-cal and governing elite and social needs.The article is devoted to the priority functions of political and governing elite at pre-sent state.In this work studied scientific approaches to defining the role of the elite. It was es-tablished that the main and most essential function of political and governing elite, which actually led to the selection of this category, is political control. It is shown that political and governing elite level for personalized serves as the political system, namely strate-gic, integrative and regulatory. The main functions of political and governing elite also includes: mobilization, communication, function representation in the political system of society social interests.Determined that in terms of military aggression from Russia, the loss of economics and the state, when Ukraine needs a final exercise their geopolitical choice by the practi-cal implementation of the course towards european integration through reforms in all spheres of public life, political and governing elite should focus on specific primary func-tions. Analysis of public inquiries allowed to formulate these functions, referring to re-cent peacekeeping, communicative, integrative and regulatory.

Insufficient output and rising pressure after governing stage of a 630 MW supercritical unit occurred only 18 month after the first outage. Though analysis based on measured parameters, fouling existed in governing stage and the first stage group. By virtue of linearization of formula and decoupling the impacts to thermal characteristic parameters, the quantified deposition degree was obtained. The fouling reason was determined by scale sample analysis, and the solution was proposed by quantitative calculation. The problem was successfully solved with boiler pickling, turbine cascade jet-beading and pulsing minimum oxygen to inhibit flow accelerated corrosion. A steam quality detection method was also proposed as the installation of measurement point after governing stage of supercritical unit. These treatments provided building and operation experience for 1000MW ultra-supercritical turbine and the same type of equipments.

Local governments in pursuit of their objectives have become increasingly dependent on the private and third sector actors. New Public Governance (NPG) is an approach to understand the production and delivery of public services in a fragmented and pluralist society. The development of health care and social services and the creation of service innovations have been a part of the ongoing change. Local governments have started to search for new approaches to service delivery in co-operation with private firms and third sector organizations. This study focuses on the role of local government as a meta-governor in creating and developing a service innovation called the Kotitori model in Tampere, Finland. Meta-governance is needed to govern complexity and plurality in a network society. Local authorities can exercise power by using meta-governance tools while sharing the responsibility for public governance with other actors. The results of this study suggest that tools provided by NPG theory can be identified in the process of developing a service innovation. Thus, it may be that local governments should use both hands-on and hand-off meta-governance tools in order to exercise successful meta-governance. The results also suggest that adequacy of the different meta-governance tools differs according to the stage of the innovation process. In this sense this study provides also new insight to the theory of NPG.

Abstract Abstract 4590 Megakaryocytes generate platelets by remodeling their cytoplasm into long proplatelet extensions from which platelets release. While the mechanics of proplatelet elongation have been studied, the terminal steps of platelet production remain poorly understood. To understand the mechanics of platelet release, we developed a novel gradient sedimentation protocol to isolate released proplatelets. This has enabled us to define and quantify different stages in platelet maturation and identify a new intermediate stage in platelet production—the preplatelet. Preplatelets are anucleate discoid particles considerably larger (2-10μm) than platelets that have the capacity to reversibly convert into barbell-shaped proplatelets. Video-microscopy of GFP-tubulin expressing cells reveals that preplatelets elongate and twist into barbell forms by a process mediated by microtubule-based forces. α-Granules and dense granules present in the preplatelet translocate between platelet-sized swellings during barbell proplatelet formation, and ultimately concentrate at the terminal loops. Fission releases two mature platelets from the barbell ends, and isolated proplatelets will mature into bona fide platelets in culture over a 5-day period. Correspondingly, mature platelets are generated within 2 hours post-transfusion of fluorescently-tagged proplatelets into recipient mice. Released proplatelets were plated on extracellular matrix proteins (fibrinogen, laminin, fibronectin, collagen, matrigel) or a BSA control, and cultured for 24 hours to recapitulate the bone marrow vascular niche and determine whether these cell-substrate interactions mediate platelet release. Fibrinogen and laminin binding increased platelet release roughly 4-fold, suggesting cell-substrate interactions in the bone marrow vascular niche and surrounding vasculature are critical for the final stages or platelet production. These findings confirm that proplatelets mature into multiple individual platelets both in vivo/vitro, and begin to define the mechanistic events leading to platelet production. This article introduces a suggested comprehensive framework for identifying, assessing and governing trade-offs and enhancing coherence in public policy decision-making. The framework is based on a simple three-stage model of policy-making: understanding policy interactions (input), integrating policy-making (process), and assessing <em>ex ante</em> policy decisions (output). The first stage is tackled with an interactions assessment framework, identifying how different sectors or ministries relate to each other in terms of their respective objectives, and on what topics negotiations are required to manage trade-offs. The second stage draws on approaches and experiences in environmental policy integration. It focuses on institutional procedures, structures and rules that enable integrated policy-making processes. The third stage draws on the longer-standing policy-analytical field of impact assessment applied to sustainable development. The article discusses the conceptual and theoretical foundations of each stage, as well as practical policy experiences. Discussing this in the context of 2030 Agenda implementation, the article suggests how trade-offs and policy coherence can be better governed using adapted policy-analytic methods and approaches.

Cracking of blade dovetails occurred in a governing stage of a 50MW steam turbines twice within 5 months. To find out the failure mechanism and measures to avoid the failure accident, one of the cracked blades has been inspected by the metallography and a scanning electronic microscope. The inspection results show that the cracking of the blade is caused by the high cycle fatigue. When governing stage blades are in operation, the vibration of blades can extend to platform or even to dovetail parts over radial supporting surfaces depending on temperature, centrifugal force and assembly tolerance. The calculated results by FEM show that not only natural frequencies of blades in operating are smaller than that in stationary but also the modal order shifts when the blade runs from stationary to operation states. The effect of mode shift on the failure was investigated. According to the conclusion, the blades have been retrofitted by increasing neck of dovetail to avoid dangerous resonance, and the blades have been operating in healthy condition for two years after the modification. Contrarily, if the phenomenon of mode shift were ignored, it would be difficult to find out the right reason of resonance and ways to retrofit the damaged blades.

A supersonic gas ejector in conjunction with a liquid ring vacuum pump is used for creating and maintaining a vacuum in a chamber for technological purposes. In this paper, the authors submit an overview of the problematics of suction pressure reduction with a supersonic gas ejector used as a pre-stage of a liquid ring vacuum pump. This system has also the function of a cavitation protection due to the higher pressure present at the suction throat of the vacuum pump. A part of this paper is devoted to the governing equations used at the definition of the flow through an ejector. The CFD analysis of the problem was implemented with the package Fluent in 2 dimensions using the axisymmetric approach. The parts of the physical model were printed on a STRATASYS 3D printer, or were cast from technical resin. The experimental studies are then carried out in our own laboratory for validation purposes.

Taking the curved continuous rigid frame bridges (CRFBs) with high piers as research object, the construction stability of four different styles of main piers were analyzed by finite element (FE) method in three construction stages including the segment 0 stage, largest cantilever stage, and finished bridge stage. Rules governing the stabilities of bridges with various pier styles, height, and slenderness ratio were established. At different construction stages, pier type and pier height affect structural stability differently. Wind loads have little influence on structural stability at any construction stage, and accidental events influence the stability of bridges more than normal construction loads. There is a nonlinear power relationship of fixed functional type between the stability safety factor (SSF) and slenderness ratio in all four pier styles; this power relationship can be used to predict the stability of a new pier.

Classical consolidation theory ignores the influence of soil liquid phase acceleration. This paper considers the influence of liquid phase acceleration on the stress balance equation during the consolidation of soil, obtains the one-dimensional equation governing quasi-hydrostatic consolidation under large deformation with the consideration of the inertia of the liquid phase, and solves the governing equations by finite element method. The calculation results show that the liquid phase inertia effect of the soil will cause excess pore pressure in the soil, obviously increasing in the initial stage of consolidation, and the self-weight of soil exerts an influence on the excess pore pressure at the later stages of consolidation. The liquid phase inertia effect parameter Dc determines the strength of the liquid phase inertia effect. A larger Dc value results in a larger increase in the excess pore pressure, and the later the liquid phase inertial effect occurs, the longer the duration is. In the large strain consolidation analysis, especially at the initial stage of consolidation, it is necessary to consider the liquid phase inertia effect of the soil.

Annotation:

The Multi-Stage (MUSTA) scheme was used to construct the numerical fluxes when the hyperbolically degenerate governing equations, in which the independent eigenvectors can not be found, are numerically solved for dilute particle-gas two-phase flows. The abilities of MUSTA scheme used in various problems were analyzed. It was found that the MUSTA scheme is effective even for very complicated problem although appropriate total number of stages should be carefully selected. When the total number of stages equals 3 or 4, the MUSTA scheme is as accurate as Riemann solver in most cases.

We explore cooperatives’ potential to play governing roles in neighborhood commercial corridors (NCCs) by examining one grocery cooperative in Philadelphia that has had stores on three NCCs in the city. We distinguish between an anchor institution role, where one organization provides collective goods for the corridor, and governance, where multiple corridor stakeholders collectively provide goods. We conclude that a cooperative will more likely play a governance role if it enters an NCC at a point when there are no other potential corridor-governing organizations, and when the NCC itself is at an early stage of development or redevelopment. What this suggests more generally about NCCs is that the organizations present at their founding or at a critical juncture have a large impact on their future developmental trajectories. We argue further that a cooperative is more likely to play a governance role when it was created by neighborhood stakeholders and it thus reflects the distinct social norms of the neighborhood.

The anisotropic formation of elongated metal-oxide aggregates in water under intensive stirring is analyzed. It is treated in terms of anisotropic ballistically mediated aggregation kinetics in open systems. The basic kinetic equations describing the stages of homogeneous nucleation, independent growth, and ripening of the aggregates are formulated for the open system under the external influence with the stirring intensity as the main parameter governing the process. The most significant elongation of the aggregates is shown to evolve at the ripening stage.

An innovative approach to mitigating climate change beyond the international negotiations and hard-law approaches is governing by disclosure – the acquisition and dissemination of information to influence the behavior of particular actors. This paper analyzes the institutionalization of carbon disclosure as an organizational field, focusing in particular on the role of governance entrepreneurs in this process. The emergence of carbon disclosure is scrutinized along four distinct stages of transnational institutionalization: start-up; competition and growth; convergence and consolidation; integration into international public policy. For each phase, the role and relevance of governance entrepreneurs is analyzed. The article finds that during the first stage, entrepreneurs mainly acts as innovators and “out-of-the-box” thinkers; in stage 2, entrepreneurs can be characterized as flexible adaptors and opportunity seekers, while in stage 3, the role of meta-governors in dominant. Finally, the last stage, entrepreneurs acts as connectors and bridge-builder between the transnational sphere of carbon disclosure and the wider international governance arena.

Transformations in the sphere of federal relations concern the most important directions of the reforming processes in the country. However, not all proposed and actually developing components of the federal reform seem well-argued and corresponding to long-term, strategic interests of the Russian statehood. The basic course of reform should meet the objective requirements of further decentralization of governing economic and social processes and the need to ensure strengthening the responsibility of RF subjects’ executive bodies and local self-management for steady social and economic development of their territories. The solution of these problems calls for a new model of federal policy of regional development, specification of some important components of the municipal reform as well as inserting certain amendments into the system of intergovernmental fiscal relations in order to stir up their stimulating function.

Abstract. The most important observational characteristics of coronal mass ejections (CMEs) are summarized, emphasizing those aspects which are relevant for testing physical concepts employed to explain the CME take-off and propagation. In particular, the kinematics, scalings, and the CME-flare relationship are stressed. Special attention is paid to 3-dimensional (3-D) topology of the magnetic field structures, particularly to aspects related to the concept of semi-toroidal flux-rope anchored at both ends in the dense photosphere and embedded in the coronal magnetic arcade. Observations are compared with physical principles and concepts employed in explaining the CME phenomenon, and implications are discussed. A simple flux-rope model is used to explain various stages of the eruption. The model is able to reproduce all basic observational requirements: stable equilibrium and possible oscillations around equilibrium, metastable state and possible destabilization by an external disturbance, pre-eruptive gradual-rise until loss of equilibrium, possibility of fallback events and failed eruptions, relationship between impulsiveness of the CME acceleration and the source-region size, etc. However, it is shown that the purely ideal MHD process cannot account for highest observed accelerations which can attain values up to 10 km s−2. Such accelerations can be achieved if the process of reconnection beneath the erupting flux-rope is included into the model. Essentially, the role of reconnection is in changing the magnetic flux associated with the flux-rope current and supplying "fresh" poloidal magnetic flux to the rope. These effects help sustain the electric current flowing along the flux-rope, and consequently, reinforce and prolong the CME acceleration. The author presents the results of scientific research on informational and educational support of students’ self-organizing independent work, which is complicated and comprehensive, because it includes sequential and consistent execution of large stages of educational and cognitive activity requiring creative approach to decision making. Starting point of this activity is assignment from the lead instructor to study and acquire given learning material. Having received the assignment, the student assesses the individual work effort required to complete it, sets time limits, draws up the schedule, manages the workplace, gets acquainted with information and training materials available and, if necessary, searches for additional required literature. After that, the student is to study educational theoretical material and perform practical exercises and tasks. Finally, he/she carries out self-control of acquired knowledge and skills. Assuming that acquired knowledge and skills do not fully comply with the fund of evaluation assets the student is to reexamine the learning material or correct the mistakes in the practical exercise. The next stage is to submit the accomplished work to the lead instructor. For holistic and figurative appreciation of this complex didactic process pedagogical science uses system modeling. In the present article the author introduces the functional model of students’ self-organizing independent work adapted to distance education. The model under consideration is of practical interest because it can be applied to forecast the process of knowledge acquisition in students’ self-organizing independent work and monitor the influence every link of this work has on the final result of independent work. In the long run, decision is made as to which educational technology proves the best. The efficiency of informational and educational support in the structure of the presented model has been confirmed by the results of the pilot study and final testing.

Static and dynamic characteristics of a two stage relief valve have been studied theoretically and experimentally. The governing equations of the valve have been derived and sensitivity analysis was performed by digital computer simulation on the valve response characteristics based on the established dynamic equations of the motions of the valve. From this study, significant parameters on the valve response were identified, which can be modified to improve the dynamic characteristics of the valve. Subsequently, experiments were performed with a specially fabricated Vickers type pilot relief valve. The results showed fair agreement with the simulation results, thus proving the validity of the model.

In the course of expansion in turbines, steam first supercools and then nucleates to become a two-phase mixture. The fluid then consists of a very large number of extremely small droplets which are carried by and interact with the parent vapour. The formation and subsequent behaviour of the liquid phase cause problems which lower the performance of the wet stages of steam turbines. To treat such flows the general conservation equations governing the whole field are combined with those describing droplet nucleation and growth and the set treated numerically. The article examines the solution of throughflows of nucleating steam in a turbine stage using a time-marching technique. The treatment which is the refinement of an earlier one has been applied to the flow in a turbine stage. Comparisons are presented between the results of theoretical solutions and direct measurements upstream and downstream of the nucleating stage and the agreement obtained is good.

In this paper, a cavitation analysis model for centrifugal pump was applied to simulate a three-dimensional turbulent flow inside a whole stage of a multistage centrifugal pump based on the Rayleigh-Plesset bubble equation. The 3-D turbulent flow field and vapor-liquid phase distribution in a multi-stage centrifugal pump were computed by solving the bubble equation coupled with two-phase turbulent governing equations. The process of bubble vaporization, growing and condensation were simulated and visualized. The cavitation model and simulation were validated by comparing numerical solutions with tested curve of net positive suction head required (NPSHr) for the pump.

ABSTRACT Black radiolarian cherts are widespread in the lithological records of the Silurian; however, the processes governing their formation remain unclear. Analyses of Early Silurian cherts of Poland have revealed that they are composed of degraded remains of cyanobacterial mats enclosing variable numbers of dissolved radiolarian tests. In optical and scanning electron microscope (SEM) images, this cyanobacterial necromass, containing entrapped radiolarians and forming massive or laminated cherty deposits, exhibits a complex taphonomic and diagenetic history. These cyanobacterial mats underwent syndepositional to early diagenetic silicification in a peculiar environment which was highly enriched with dissolved silica, due mainly to a massive deposition of opaline tests of post-bloom radiolarians, which settled on mats covering large areas of the sea bottom. It is assumed that precipitation of the chert precursor silica occurred in the highly porous mats and, to a great extent, was governed by the activity of sulfate-reducing bacteria (SRB), which resulted in changes in pH in the mat profile. This process was a key factor governing the dissolution of the radiolarian tests and subsequent reprecipitation of dissolved radiolarian silica in the mats' microenvironment. Photosynthesis carried out by cyanobacteria and the decompositional activity of sulfate-reducing bacteria resulted in: i) a shift of the oxygen gradient below the mat, and ii) strong pH fluctuation within the mat profile. During the first stage of bacterial degradation of the cyanobacterial necromass (SRB I stage), an increase in pH caused dissolution of the radiolarian tests. During the second stage of bacterial degradation (SRB II stage), as the decomposition of organic matter proceeded, a significant amount of organic acid was produced, causing a reduction in pH in the mat interior. Presumably this triggered rapid silica precipitation from the pore waters, which were highly saturated with silica. The availability of radiolarian tests and the rate of their dissolution was therefore a key factor governing the rate of silicification in Early Silurian cyanobacterial mats.

Fintech has arguably democratized financial services, allowing non-traditional firms to enter the space. Fintech refers to digital technologies that integrate various forms of technology, including Blockchain, Robo-advisors, Crowdfunding, Big Data, Peer-to-peer (P2P) lending and intelligent investment consulting in the financial sector. Nonetheless, the Fintech research topic in developing countries like Malaysia is still at the nascent stage. The previous literature has recognized the Fintech evolvement, features, and effect but has not yet provided a comprehensive conceptualization and manifestation. The governing issues of Fintech are also still worth further investigation. Based on the fintech literature review, this paper explores the Fintech conceptualization and its governing issues in-depth. The study will contribute to understanding Fintech, its manifestation, and how Fintech evolves. This concept paper also shed some light on Fintech research areas by identifying the governing issues surrounding Fintech implementation. From the practical perspective, the contribution is a recommendation on how the Fintech application could be utilized optimally by the Fintech companies that would positively impact the Malaysia ecosystem and contribute to the national agenda.

The life cycle of Calanus finmarchicus in the lower St. Lawrence estuary is described based on observations of female egg production rate, population stage abundance, and chlorophyll a biomass collected over 7 years (19911997) at a centrally located monitoring station. The mean seasonal pattern shows maximum abundance of females in May, but peak population egg production rate and naupliar (N3N6) abundance occur in early July just after onset of the late spring early summer phytoplankton bloom. The population stage structure is characterized by low summer abundance of early copepodite stages C1C3 and high stage C5 abundance in autumn. Between 1994 and 1997, there was important interannual variation in both timing (up to 1 month) and amplitude (five- to eight-fold) of population reproduction. Patterns of seasonal increase of C5 abundance in autumn suggest interannual variations of both timing and magnitude of deep upstream advection of this overwintering stage. Thus, the main features of C. finmarchicus population dynamics in the central lower St. Lawrence Estuary are (i) late reproduction resulting from food limitation prior to the onset of the summer phytoplankton bloom, (ii) probable export of early developmental stages during summer, and (iii) advection into the central lower St. Lawrence Estuary of overwintering stage C5 in autumn from downstream regions. These results support the hypothesis that circulation, mainly driven by discharge from the St. Lawrence River and its tributaries, is a key factor governing population dynamics of C. finmarchicus in this region.

Abstract Determination of stage-discharge relationships in natural rivers is extremely important in flood control projects. The importance of rating curves in rivers and the difficulty of its establishment show the need for simpler and more precise methods. Determination of rating curves in compound channels, especially with composite roughness, has proved to be difficult because of significant variations in hydraulic parameters from the main channel to the floodplains. In the current paper, a new approach that is based on the concept of the cross-sectional isovel contours is introduced for estimation of the stage-discharge curves in compound channels. The multivariate Newton's method is applied to the difference between the observed and estimated data to optimize the exponent values of the governing parameters. The proposed method is verified by comparing predictions obtained by using it with some experimental datasets. For compound channels with composite roughness, the stage-discharge curves obtained by the proposed method are more accurate than those obtained by using available conventional methods.

AbstractPalaeoweathering profiles are widely represented in the Iberian meseta. Transmission electron microscopy (TEM) and analytical electron microscopy (AEM) were used to describe the mechanisms governing the processes involved in the formation of one of these weathering profiles developed over slates of the Iberian Hercynian Massif. Three well-differentiated weathering stages were distinguished, based upon well-defined mineralogical signatures characteristic of primary or secondary minerals. The lower stage is characterized by fresh green slates composed of Fe-chlorite, micas, quartz and feldspars. The soft slates represent an intermediate weathering stage. A confined environment has permitted the development of smectite from the different primary phyllosilicates, both by neoformation of montmorillonite and transformation into beidellite. In the upper part of the profile, the red slates are the most weathered. A tropical or subtropical climate has resulted in the formation of kaolinite and abundant iron oxides over several metres. The present study demonstrates that the three identified weathering stages were formed under the same climatic conditions. Such ‘toposequences’ are developed at the present time in tropical areas (Bocquier, 1971).
