The current challenge is to develop indicators based on climate services to facilitate decision-making at the regional and local levels in the context of climate change adaptation. This thesis aims at identifying relevant indicators to characterize the impacts of climate change on the management of hydropower reservoirs. We have built a hydroclimatic modelling chain applied to four French catchments and reservoirs of major energy interest (Dordogne at Bort-les-Orgues, Ain at Vouglans, Durance at Serre-Ponçon and Verdon at Castillon). Our study illustrates a conceptual approach to reservoir management that allow us to develop an indicator to characterize the flexibility of water-energy systems in future climates. The results obtained show the conditions under which water volumes are available (or not) to optimize hydropower production. Finally, we adapted a stochastic dynamic programming model for optimal reservoir management to be used with hydrological projections. The analysis highlighted that, even in the optimized context, climate change might impact the management of large reservoirs, especially those with a predominantly multi-use purpose and current nival regime of hydrological inflows. Our approach provides a new methodological framework for climate impact studies on the water-energy sector and for the future development of climate services

Der volle Inhalt der QuelleIn urban environments, or in the areas where the stormy showers are frequent and violent, it is advisable to temporarily store volumes of precipitations in retaining tanks before slackening them with flow controlled in the sewage networks or the natural environment, which limits the risks of flood and the environmental impacts. The dimension of these basins can quickly be important and their establishment on an encumbered site to become complicated and expensive. The solution suggested in this study is to distribute the retention on several basins connected to each other by pipes and controlled by nozzles, and to exploit their respective capacity and the conditions of transfer to optimize the rejection in the network or the natural environment. A numerical model named tank type was developed, which represents with a good level of precision the heights in the basins and the flows transferred according to time as well as intensity and the duration of the rain. This simplified model incremented according to a step of coherent time with the intensity of the rain works in volumes and flow without being delayed on the hydraulic conditions of flow. It was validated by several studies of sensitivity on meshes of 2 or 3 tanks and opens up the way for a tool for pre simple and reliable dimensioning

Der volle Inhalt der QuelleReservoir operation problems are in essence stochastic because of the uncertain nature of natural inflows. This leads to very large optimization models that may be difficult to handle numerically. The first part of this thesis revisits the scenario aggregation method proposed by Rochafellar and Wets (1991). Our objective is to improve the convergence of the progressive hedging algorithm on which the method is based. This algorithm is based on an augmented Lagrangian with a penalty parameter that plays an important role in its convergence. The classical approach consists in using a fixed value for the parameter or in adjusting it according a trajectory chosen a priori: decreasing or increasing. This thesis presents a dynamic approach to update the parameter based on information on the global convergence provided by the solutions at each iteration. Therefore, it is an a posteriori scheme. The thesis also addresses reservoir problems via stochastic dynamic programming. This scheme is widely used for such problems because of the sequential nature of the operational decisions of reservoir management. However, dynamic programing is limited to a small number of reservoirs. The complexity may increase exponentially with the dimension of the state variables, especially when the classical approach is used, i.e. by discretizing the state space into a "regular grid". This thesis proposes an approximation scheme over an irregular grid based on simplicial decomposition of the state space. The value function is evaluated over the vertices of these simplices and interpolated elsewhere. Using bounds on the true function, the grid is refined while controlling the approximation error. Furthermore, in a specific information-decision context, a "uni-bassin" assumption often used by hydrologists is exploited to develop analytical forms for the expectation of the value function. Though the proposed method does not eliminate the non-polynomial complexity of dynamic programming, the results of an industrial case study show that it is not absolutely necessary to use a very dense grid to appropriately approximate the value function. Good approximation may be obtained by evaluating this function at few appropriately selected grid points.

Due to the characteristics of the system and the targeted optional objectives, a flood control operating strategy has been developed based on coupled simulation-optimization to reduce downstream flood damage of the multi-reservoir system by using spillway gates. The objective function is minimizing the total damages during the flood events that can be expressed as a function of water surface elevations at the inundation zones.The proposed method is based upon combining of three major components: (1) a hydraulic 1D model that allows simulating the flows in the river including the reservoir system, (2) an operation reservoir module adopted for simulation of the multi-reservoir considering physical constraints of the system as well as operation strategies, and (3) an optimization model applied to determine the best set of spillway gates levels, which specify the reservoir release.The method has been successfully implemented for the multi-reservoir system in the Vu Gia Thu Bon catchment. Three flood events in 2007, 2009 and 2017 were selected for demonstration. In order to assess performance of the approach and for comparison purpose, three developed scenarios that are representing operations the reservoir system in the historical, the current rules and the proposed model have been used. The results indicate that the proposed model provides much better performance for all scenarios in terms of reducing the peak flow as well as reducing the maximum water levels at downstream control points compared to the rest scenarios

Der volle Inhalt der QuelleThe optimal operation of a multireservoir hydroelectric system is a complex, multistage, stochastic decision-making problem involving, among others, (i) a trade-off between immediate and future consequences of a decision, (ii) considerable risks and uncertainties, and (iii) multiple objectives and operational constraints. The reservoir operation problem is often formulated as an optimization problem but not a single optimization approach/algorithm exists. Dynamic programming (DP) has been the most popular optimization technique applied to solve the optimization problem. The stochastic formulation of DP (SDP) can be performed by explicitly considering streamflow uncertainty in the DP recursive equation. Different approaches to incorporate more hydrologic and climatic information have been developed and have revealed the potential to enhance SDP- derived policies. However, all these techniques are limited to small-scale systems due to the so-called curse of dimensionality. Stochastic Dual Dynamic Programming (SDDP), an extension of the traditional SDP developed in the 90ies, is one of the few algorithmic solutions used to determine the operating policies of large-scale hydropower systems. In SDDP the hydrologic uncertainty is captured through a multi-site periodic autoregressive model. This analytical linear model is required to derive some of the parameters needed to implement the optimization technique. In practice, reservoir inflows can be affected by other observable variables, such snow water equivalent and/or sea surface temperature. These variables, called exogenous variables, can better describe the hydrologic processes, and therefore enhance reservoir operating policies. The main objective of this PhD is to assess the economic value of SDDP-derived operating policies in large-scale water systems using various hydro-climatic information. The first task focuses on the incorporation of the multi-lag autocorrelation of the hydrologic variables in the SDDP algorithm. Afterwards, the second task is devoted to the incorporation of different exogenous hydrologic variables. The hydroelectric system of Rio Tinto (RT) located in the Saguenay-Lac-Saint-Jean River Basin is used as case study. Since, RT’s hydropower system is not able to produce the entire amount of energy demanded at the smelters to fully assure the aluminum production, a portfolio of energy contacts with Hydro-Québec is available. Eventually, we end up with a decision support system for the management of a large portfolio of physical and financial assets using various hydro-climatic information. The overall results reveal the extent of the gains in energy production that the operators can expect as more hydrologic variables are included in the state-space vector.

Der volle Inhalt der QuelleQuantification of uncertainty in reservoir performance is an essential phase of oil field evaluation and production. Due to the large number of parameters and the physical complexity of the reservoir, fluid flow models can be computationally time consuming. Traditional uncertainty management is thus routinely performed using proxy models of the fluid flow simulator, following experimental design methodology. However, this approach often ignores the irregularity of the response. The objective of the thesis is to construct non-linear proxy models of the fluid flow simulator. Contrary to classical experimental designs which assume a polynomial behavior of the response, we build evolutive experimental designs to fit gradually the potentially non-linear shape of uncertainty. This methodology combines the advantages of experimental design with geostatistical methods. Starting from an initial trend of the uncertainty, the method determines iteratively new simulations that might bring crucial information to update the estimation of the uncertainty. Four criteria of adding new simulations are proposed. We suggest performing simulation at the extremes and the null derivative points of the approximation in order to better characterize irregularity. In addition, we propose an original way to increase the prior predictivity of the approximation using pilot points. The pilot points are also good candidates for simulation. This methodology allows for an efficient modeling of highly non-linear responses, while reducing the number of simulations compared to latin hypercubes. This work can potentially improve the efficiency in decision making under uncertainty

Der volle Inhalt der QuelleNuclear power as a generation technology that is widely used in electricity production systems is characterized by high fixed costs and low variable costs. To amortize its fixed costs, nuclear is preferentially used for inflexible baseload operation, i.e. operate at a constant level to meet the non variable part of electricity demand of a system and produce at its maximum capacity. Because of this specificity, the insertion of nuclear production in competitive electricity markets has not been deeply studied so far. Therefore, even in competitive markets, the question of the optimal management of a nuclear generation set has not been raised because nuclear production is supposed to operate continuously (to cover baseline demand). However, there are cases where the management of nuclear generation seems more complex than suggested by this simplified view. Typically, when the proportion of nuclear energy in a production set is high, the nuclear generation output has to adjust to the variations in demand. This raises the question of the optimal way to manage this production technology in that kind of setting. As this question has not been studied so far, there is a need for a theoretical framework that enables an analysis of situations like the French one, with a competitive market and where nuclear represents 80% of generation, i.e. much more that what would be necessary to cover the baseload demand. We place ourselves in a medium-term horizon of the management (1 to 3 years) to take into account the seasonal variation of the demand level. In the medium-term, the manager of a large nuclear set (like the French set) has to set its seasonal variation of output according to the demand level. Since nuclear units have to stop periodically (from 12 to 18 months) to reload their fuel, we can analyze the nuclear fuel as a stock behaving like a reservoir. The operation of the reservoir allows different profiles of nuclear fuel use during the different demand seasons of the year. Thus, we will look at this question as a rational economic analysis of the operation of a nuclear fuel “reservoir”. We then analyze it within a general deterministic dynamic framework with two types of generation: nuclear and thermal non-nuclear. We study the optimal management of the production in a perfectly competitive market. Then, we establish a numerical model (based on data from the French market) with nuclear plants being not operated strictly as base load power plants but within a flexible dispatch frame (like the French nuclear set). Der volle Inhalt der QuelleThe optimal operation of a system of reservoirs is a complex decision-making problem involving, among others, the identification of a temporal trade-offs regarding the use of water. Should the last unit of water be kept in storage or rather be released for use downstream? The variability of natural inflows further complicates this decision-making problem: at any given point in space and time, this trade-off must be made without a perfect knowledge of future reservoir in flows. Generally speaking, the optimal balance between immediate and future uses of water requires the integration of short- and long-term policies. If short-term policies lead to shortsighted decisions, long-term operational strategies are not appropriate to handle short-term events such as floods. We propose a modeling framework based on the time decomposition (TD) approach: mid/long-term policies are determined first and then used as boundary conditions for the optimization of short-term policies. The mid-term optimization model captures the temporal persistence found in the weekly streamflow process whereas Ensemble Streamflow Forecasts (ESF) are used to drive the short-term model on a daily time step. More specifically, a Stochastic Dual Dynamic Programming (SDDP) generates the weekly benefit-to-go functions that are then imposed to a linear programming model implemented on each 14-days member of the ESF. This modelling framework is implemented in a rolling-horizon mode on a cascade of hydropower stations in the Gatineau River basin, Quebec, Canada. Using this modelling framework, we analyze the relationship between the economic value of different sets of short-term hydrologic forecasts. The results show that the energy generated by the hydropower system increases with the forecast's accuracy and resolution but that the relationship is not univocal; other factors seem to contribute to the forecast's utility.

Der volle Inhalt der QuelleThe management of infectious diseases in wildlife reservoirs is particularly challenging and faces several limitations. The development of appropriate management strategies requires a detailed understanding of the factors affecting the transmission and persistence of the infectious agent in the population. Among these factors, heterogeneity of transmission is a common characteristic in natural host-pathogen systems. Indeed, wild animals express a broad range of behaviours, are organised in a variety of social and spatial structures, occupy many areas with very different characteristics and belong to a large diversity of species. Such heterogeneities, from between-individuals to between-species, may result in different contributions to the overall number of new cases of infections. Thus, understanding transmission heterogeneity could provide valuable insights on how to effectively manage these systems, by targeting the individuals or areas that are responsible for most transmissions. The aim of this thesis was to provide insights on the monitoring and management of infectious diseases in heterogeneous wild populations, using Brucella melitensis infection in a French population of wild Alpine ibex (Capra ibex) as a case study. The biology of brucellosis and the ecology of Alpine ibex makes this case study a good candidate for transmission heterogeneity at several levels. Using bacterial examinations, we first established that only 58% of seropositive individuals were at risk to excrete Brucella, and that this risk decreased with increasing age. Then, we took advantage of detailed information available on ibex population dynamics, behaviour, and habitat use, and on epidemiological surveys, to build an individual-based model in order to quantify heterogeneity at the individual and spatial levels. The transmission is extremely heterogeneous between individuals, with females generating around 90% of the new cases of brucellosis infection, and between spatial units, three of the five socio-spatial units (the core area) accounting for more than 80% of brucellosis transmission. Using statistical models to estimate the temporal dynamics of the seroprevalence and of the force of infection in the population, we found evidence that the massive captures with test-and-remove operations that were conducted in 2015 managed to reduce brucellosis transmission in the population. Based on these results, we evaluated several predictive disease management strategies in the individual-based model. Our results confirmed that the primary strategy should be to remove as many seropositive individuals as possible, and that strategies targeting females and/or the core area are more effective than untargeted management. Although there is no silver bullet for the management of brucellosis in the population of study, targeted strategies offer a wide range of promising refinements to classical sanitary measures. We therefore encourage to look for heterogeneity in other infection-wildlife systems and to evaluate potential targeted strategies for improving management schemes in terms of efficiency and acceptability

The aim is to develop an optimal flow management law (electrical, fluidic, thermal).A detailed study was carried out on the various means of hydrogen production and the different methods of its storage. A large place is given to the characterization of the hydrides within the reservoir. This work allowed the development of a new characterization method for hydride tanks. The latter was experimentally carried out with charge and discharge processes carried out on three reservoirs containing different hydrides. Given the manufacturer's confidentiality, several data were not accessible experimentally. Thus, a numerical model of the hydride tank was carried out in the multiphysics Comsol environment. In order to model the thermal coupling between the fuel cell and the hydride tank, an OD model in the Matlab Simulink environment of a fuel cell, hydride tank and heat exchanger system was realized. These developments resulted in the proposal and study of two topologies for the management of heat exchanges between the fuel cell and the type AB hydride tank: series topology and parallel topology. In the series topology, the same heat transfer fluid circulates in the reservoir and in the fuel cell, which means that the two components have the same operating temperatures. This can cause difficulties in the operation of the POC which generally requires higher operating temperatures than those of the tank. The parallel topology provides the solution to this problem by offering the possibility of two distinct operating temperatures for the PàC and the tank

Dimensioning and operation of reservoirs should therefore be modified according to climatic change scenarios. To assess the effect of climate uncertainty on reservoir volumes dimensioning using cost-benefit analysis, a model of reservoir dimensioning at the river basin scale is applied in Greece. For the case study, there is no cost of error and adaptation seems to be inefficient. A methodology at the scale of the Mediterranean region with a generic modeling at the river basin level is developed. Reservoirs networks and reservoirs-demands links are reconstructed and coordinated reservoirs networks operation is determined, using only globally available data. The link reconstruction methodology is applied on irrigation demand and validated qualitatively on Algeria. Change in reliability with adaptation of reservoir operating rules under climate change over the Mediterranean region is then assessed. Reliability changes seem to be more influenced by inflow changes than by demand changes. They are not important for the Nile basin and the European and Middle East sub-regions, while in North African countries with a more pronounced Mediterranean influence, like Tunisia or Algeria, reliability decrease can be significant

Der volle Inhalt der QuelleThis thesis work is part of the contribution to the scientific and technological advancement of the use of renewable energies based on a PEMFC fuel cell system powered by hydrogen from a metal hydride tank. The first part of the work was devoted to the characterisation of two commercial tanks of this technology with emphasis on their performance degradation. Stochastic methods were used to study the impact of cycling (charge/discharge) on the variation of the tanks' intrinsic parameters. In a second part, the results of this study were implemented through an energy model of the tank developed under the MATLAB /Simulink environment. The model was validated experimentally on a specially designed test bench. The ageing phenomenon was highlighted, providing a significant advance, particularly with a view to the industrialisation of this type of solution. Finally, the thermo-fluidic coupling between the fuel cell and the hydride tank was experimented, modelled and numerically simulated

Their rôle are multiple, going from liquid flows control (flood – peak shaving and low flow support) to water supply of great urban areas and agricultural lands. They also are an important energy supplier. After their watering, a fast filling of the tanks related to rates of erosion that appear among the highest in the world, has been observed. This significant efficiency decrease involves multiple negative impacts on environment and utilities. Through a multiple approach (GIS, remote sensing, hydroclimatic databases, lake surveys...), the objectives of this research are to determine the sedimentary transfer rates and pace within the studied basins, which act as erosion indicators in their respective basins. The key determinants affecting this high sedimentation will be highlighted and a software will be developed with the aim to provide Javanese river basins authorities with new tools

Der volle Inhalt der QuelleLao PDR is a landlocked country with low population density, which stands nowadays in a process of regional economic integration, after suffering wars related to decolonization and Cold War during several decades. A very fast economic growth, based on the development of infrastructures of transport and natural resource exploitation, has led to large differentiated impacts on populations and their resource based livelihoods. The concepts of resilience and vulnerability have been used in different disciplines to analyze and manage the dynamics of geographical areas and social groups facing rapid and uncertain changes. Both concepts are used within a variety of frameworks of analysis of society-environment relationships. While all reviewed frameworks take into account multiple scales of analysis in order to tackle the complexity of the studied phenomena, they do not, however, assess vulnerability and resilience at the same scales. In particular, some frameworks are actor-centered, while others are system-centered. The scale and limit of the socioecological system whose resilience or vulnerability is assessed depend on the issues that the authors want to tackle. Before such an assessment, it seems necessary to identify the issues of resilience and vulnerability that we want to address. This task should not be taken over by scientists alone, but by other stakeholders as well. The question is: how can we incorporate multiple viewpoints in the system design? For this, our framework considers a socioecological system both as a specific representation of the environment offered by a stakeholder, and as a set of elements contributing to one function. This system is organized in a hierarchy of levels of observation, in which each level corresponds to an intermediary function. We developed and tested a process to collect system representations of the environment from various stakeholders, that is to say, the way they structure a socioecological system that makes sense to them, according to the purposes that they assign to their environment. This approach has been tested in the catchment area of the Nam Lik river, Fuang district, Vientiane province, where the Nam Lik 1-2 hydropower dam was built in 2010. A series of workshops were held with residents of the study area, employees of local government and Lao National University teachers. At the earliest stage of a vulnerability or resilience assessment in the field study, this thesis proposes a reflection on the possible framings of these concepts, as well as methods to collect them from multiple stakeholders

Der volle Inhalt der QuelleThis research discusses the tools of land use conflict analysis and methods for their prevention and management, on the basis of existing conflicts created by infrastructural projects in developing countries. Such conflicts have entailed expropriation of homes, farm businesses and other productive resources in rural settings. Specifically, we use data from the case of Chotiari water reservoir project in Pakistan, where we put stress on project impacts on socio-economic and natural resource values in the region, by highlighting root causes of the conflicts with response to land use decision. We also paid attention on the network of actors over land use and property right violation, which have created dissimilar power distribution and significant land use conflicts. Through this research we show that conflicts created by the project have resulted from structural factors (unilateral decision, lack of technical and scientific investigation, corruption, international interest, and non-existence of national resettlement policy) and proximate factors (nepotism, ethnic diversity/disarray, and illiteracy). Moreover, forceful displacement of local population has led for multiplication of the confrontations. From these results, we provide helpful insights and information for the recommendations in terms of land use conflict prevention and management, mainly based on proximity relations analysis
