Design libraries in Germany are characterized by their generally extremely specialized collections dedicated to aspects of product and graphic design. These libraries are frequently located in institutions which concern themselves with a wide range of design-related subject areas, such as design centres, universities, and museums, or else they exist as special collections in large libraries. This distribution of design libraries amongst very different institutions also means that they reach a very wide spectrum of users. Librarians working in design libraries have formed a loose network known as the Initiative der Design-Bibliotheken.

All librarians come face to face with design every day in their interaction with a library building, its furniture, and its equipment. Librarians in design libraries are in addition concerned with information, about and for designing. The library of the German Design Council constitutes the most comprehensive collection of design information available to the public in the former Federal Republic, and is complemented by a photo and slide archive, including company literature and a newly-established video collection. Although no use is made of modern information technology, user-friendly information services, including a periodicals indexing service in the form of cards which are also available to external subscribers, are provided. However, the dissemination of design information further afield is constrained by three factors. In the first place, designers themselves do not fully appreciate how libraries can help them. Secondly, there is little co-ordination in Germany of design libraries of different kinds and in different regions and administrative units. Thirdly, most German design libraries are insufficiently resourced to allow them to do more than fulfil a specific function within the context of an institution or a locale. Nonetheless, librarians of German design libraries have formed an action group and have taken the first steps towards working together, while the German Design Council’s publication Design Bericht (1989) has provided a directory of design institutions. Design Bericht will appear every two years; a similar publication encompassing the whole of Europe is envisaged. (A full English version follows the original text in German. The study of practical experience of the project activities of the libraries of the Federal Republic of Germany in the field of promoting library as a reading centre is relevant at the present stage of formation of digitalization society. Problems associated with the reduced motivation to read are manifested in one way or another in social and economic spheres, therefore the importance of promotion of reading at the national level is recognized in many countries. It resulted in the development of national programmes on support of reading. Despite the fact that all libraries in the world perform one common function — the development of reader competence and sustained interest in obtaining set of knowledge through reading, the experience of using the forms and methods of this activity is extremely wide. The purpose of the article is to study the trends in the promotion of books and reading in the libraries of Germany for the possible adaptation of examples of specific activities in the libraries of our country. Getting acquainted with international experience allows identifying common and special features in the practice of library activities in Russian Federation and Germany, to determine the achievements and to point out the problems in a broader context. The system of librarianship management in Germany and the typology of German libraries are similar in many respects to the structure of this sector in the Russian Federation, which is an important reason for the possibility of adapting the experience in the domestic librarianship. The author analyzes the primary sources in German, presented on the websites of libraries and on the pages of professional library journals of the Federal States of Germany. The article considers the experience of working with the target groups of children, young adults, families with children, refugees and migrants. The author describes the national reading program Lesestart 1-2-3, popular forms of promoting reading: “Knowledge Box” (Wissensbox), “Book Cinema” (Bilderbuchkino) and Kamishibai. The article emphasizes that reading aloud is a unique tool, undeservedly forgotten by our libraries. Research by German librarians, psychologists and educators testifies that reading aloud not only promotes imagination, creativity and empathy, but also influences educational opportunities. The author concludes that book and reading promotion events held in the libraries of the Federal Republic of Germany can be used as experience in a number of Russian libraries, considering the specific conditions.

The paper presents for the first time the analysis of the main aspects of multicultural library work in Russia and the Federal Republic of Germany, based on the data of questionnaire survey conducted by the author in the libraries of two countries. The author considers the terminology used by modern Russian and German libraries in the course of work with migrants. The paper gives definitions and shows the difference in approaches to the use of terms “intercultural library work”, “polycultural library service” and “multicultural library service”. The author reveals that both Russian and German libraries do not mostly maintain statistical records on migrant users. The paper compares the data indicating insufficient knowledge on the interests of readers with migration background. The author revealed institutions of different levels providing statistical data that use the libraries of two countries to analyze the ethnic groups living in the library service area and to clarify the demographic and social characteristics of individual migrant groups. The paper highlights the forms of upgrade qualifications for librarians involved in the development and provision of multicultural services. The survey shows that the important characteristic of German librarians who work with multicultural users is their belonging to a group of migrants. Based on the data obtained, the author concludes that work with migrants in Russia and Germany is mainly funded from the general budget of the library. The author identifies the sources of targeted funding for multicultural work in libraries, as well as the approximate size of the budget allocated for the acquisition of collections for migrants. The paper considers the forms of acquisition and criteria for selecting documents in the languages of migrants. The author presents the comparison of the main forms of mass work with migrants in the libraries of Russia and Germany, as well as identifies the activities that are not held in Russian libraries, but are of interest from the point of view of implementation in the domestic practice.

This article is going to give an overview of the continuously developing world of standardised data and its use in German cultural institutions. It will provide an introduction into Germany’s federated library system and explain how libraries developed standardised data more quickly than other cultural heritage institutions. We argue that this head-start in using and creating standardised data means that museum librarians are best suited to support both their institutions and others, which want to implement standardised data. They can also take an ambassadorial role for standardised data produced from the museum environment, because museum librarians have the professional background to ensure the quality of such data.

PurposeThis paper aims to describe the development and current situation of electronic document delivery by public libraries in Germany, taking into account the impact of the changing regulatory framework of German copyright law and the consequences of law suits against libraries and Subito.Design/methodology/approachThe paper describes the current situation. Also, the new licensing strategy of the Subito delivery service and the national licensing strategy for electronic media of German libraries and the German Research foundation come into focusFindingsThe negative development of copyright law posed a new challenge for document delivery services in Germany since the statutory licence in German copyright law no longer covers electronic document delivery provided by Subito and other library document delivery services. Licence agreements with publishers or intermediaries such as copyright clearance centres are now necessary to allow delivery of electronic documents. These negotiations have proven to be very complex and controversial, but now a complicated framework of licence agreements has been concluded and will enable German libraries to generally provide electronic documents in the future. DRM‐systems, however, still are a challenge for customers and the delivery service.Practical implicationsDemand of delivery services has decreased and may decrease even more in the long run due to availability and direct accessibility of electronic documents, together with the national licensing program in Germany.Originality/valueThe paper provides a concise summary and gives an impression of the development of document delivery services of German libraries between 2003 and 2008 with special reference to the legal position and changes to German copyright law.

The purpose of the article is to explore the experience and identify best practices for modernizing the content and organizational structure of the librarians’ graduate training in Germany. The methodology. The research was conducted using a set of theoretical and empirical methods of scientific knowledge. These allowed to identify the main stages of evolution of the higher library education system in Germany, the establishment of classical and innovative models of its modern development. The following scientific approaches were cognitive tools for achieving this goal: system, historical, comparative, as well as research methods: statistical, modelling, content analysis of the 19 German Universities’ 30 educational programs for Bachelors, Masters and Doctors of Philosophy in “Library and Information Sciences”. The results. The generalization of the study’s empirical basis allowed us to conclude that 19 German Universities offer more than 30 educational programs to their applicants for “Library and Information Sciences” higher education at various levels, including 45% bachelor’s, 35% master’s, and 20% doctoral degrees. Terms of bachelor’s educational programs are 3–3.5 years, master’s — 2–2.5 years, doctoral — 3–4 years. In the context of the global communication space digitalization the most popular are universal educational programs in “Information Systems”, “Information Science”, and “Information Management”, which train professionals for all types of information institutions and provide extensive opportunities for profiling with a focus on scientific information management or solutions tasks of library, cultural and educational management with a focus on work in school, university and public libraries. The topicality. Germany has a long tradition of forming a national book culture and training high-quality librarians, which contributed to the development of one of Europe’s most powerful library, publishing and bookselling industries. Germany’s accession to the Bologna Process made adjustments to the national system of training librarians, identified new vectors of its European integration development, formed modern models for the educational process optimization through the implementation of levelling, succession, flexibility, and interdisciplinarity of education programs in library. In the context of the higher library education system modernization in Ukraine, these innovative practices need to be studied to determine the possibilities of borrowing the most effective of them. The practical significance. The results of the analysis of the profiling of modern bachelor’s and master’s degrees in German universities show their interdisciplinarity and focus on training a universal information specialist capable of performing professional tasks in all types of document communication institutions (libraries, archives, media libraries, publishing houses, news agencies, mass media, etc.). Starting with the 3rd semester most bachelor’s degree programs provide their applicants with a choice of a particular specialization, deepening professional competencies through a wide range of optional disciplines and training through participation in the implementation of real interdisciplinary projects. This experience of German colleagues should be borrowed by Ukraine as well.

Purpose The purpose of this paper is to study the difference of subject service between Chinese and German libraries. Subject service is the key direction of user-oriented service in libraries at home and abroad, especially in university libraries. It is an innovative measure to provide service for teaching, learning and research in libraries under the information environment. Subject service has strong practicality, and with the increasing demand of users and the continuous change of external information environment, the service content and mode are gradually improved. Design/methodology/approach By investigating the selected websites of University Libraries between China and Germany, the specific practice status of subject services between these two countries was known, and the study provided a basis for the comparative analysis of the practice status of subject services between China and Germany. By using the elastic analysis model, the library services in foreign countries and China can be quantitatively analyzed to find out the matching situation between resources and reader’s needs, and then formulate the countermeasures for the allocation of literature resources. In this way, readers can find out the hotspot topics which are more in line with their needs, as well as in the field of inquiry. It is also helpful for readers to further study and analyze the knowledge background and subject distribution in this field. Findings The results show that there are still some deficiencies in China’s participation in international scientific research cooperation. By mapping high-frequency keyword co-occurrence network and clustering knowledge map, it is seen that there are differences in user research, information search, subject service platform and other aspects between Chinese and German library subject services. There are also some gaps in such aspects as location, disciplines service website revealing mode, resources support, disciplines service platform and so on. Research limitations/implications Although this study compares the status of scientific research and practice of discipline services between China and Germany, due to the limited capacity, the paper only selects a number of key points for comparative analysis of discipline services at home and abroad. Due to the limited range of data collected by WOS and Chinese Social Sciences Index, there are some deviations in data processing in the software used, which makes the theoretical research and comparison results have certain limitations. Practical implications By investigating and analyzing the current situation of subject service in university libraries between China and Germany, this paper points out the shortcomings of subject service in university libraries in China on the basis of comparative analysis and draws on the advanced experience of German subject service to provide guidance for improving the problems in subject service in China. Originality/value The innovation of this study lies in the comparative analysis of Chinese and German subject services from the perspective of subject service research and work practice and puts forward some strategies to improve the development of domestic subject services. At present, there are few domestic literatures comparing the research status of subject services between China and Germany by using visualization method. This study quantitatively compares the time distribution, knowledge evolution direction, research hotspots and topics of subject services at home and abroad by using visualization technology and summarizes the evolution direction of subject services between China and Germany.

Most actual libraries, though, are probably not familiar yet with the SDGs. Nevertheless, there exists in Austria an outstanding model in (library-)cooperation and SDG platform Bildung 2030. As there are hardly any articles about medical libraries contributing to the SDG discussion, there is unused potential for medical and health libraries to contribute. High potential lies within cooperation between public libraries and medical and health libraries, to spread health literacy to the public.

This article analyzes these latest developments in Germany and Europe, illustrating the challenges public libraries are facing as a result of the corona crisis. The main research focus is on public libraries’ recent transformation – not only during the corona crisis – and its implications for safeguarding educational justice. AbstractThis article, written by Ivo Vogel and Elisabeth Schrecklinger, deals with the efforts of German libraries to digitise historical legal sources and make them publicly available. Although the main focus is on two selected libraries, a general overview is included. Commercial products are not considered since their contents are likely to become increasingly less relevant due to German law libraries' own initiatives. More attention is paid to problems that have been identified during the implementation of digitisation projects such as the recording of full texts is highlighted. The retrieval of digitised legal materials and, eventually, the digitisation of historical legal gazettes or parliamentary literature is also discussed. This contribution focuses exclusively on the retrospective digitisation of historical legal materials.

The experience of foreign digital libraries of the universities of Marburg (Germany), Chalmers (Sweden) and Graz (Austria) is discussed. The structure of the libraries being reviewed comprises six key elements of DELOS conceptual model, i. e. content, users, functionality, quality, policy, and architecture. The Marburg University Library cooperates with many German libraries and possesses vast collections and resources of various types, both it owns and shares with other libraries. The e-library of Chalmers University of Technology is based on the service-oriented Central Knowledge Database comprising paper and digital collections of full texts and metadata being administered with data import-export applications on the Discovery platform. The Graz Library is the bibliographic and information center; it supports scientific research and learning with literature in printed and digital formats, and preserves the cultural heritage in natural sciences and technology. Based on the review of the mentioned digital libraries, the author concludes that Russian libraries must study the foreign experience to develop the model of an inter-university digital library.

The article highlights the experience of libraries working with older generation users in certain foreign countries faced with the modern demographic problem - the aging of the population: Germany, Canada and Australia. The modern forms of work of libraries of these countries with the elderly, which are of interest to Russian libraries, are identified and characterized. Difficulties in the work of foreign libraries with the older generation during the COVID-19 pandemic are separately noted. The authors come to the conclusion, that despite the differences in location, size, departmental affiliation, quantity and quality of the fund, and so on, many libraries in developed countries face the same problem - the increasing number of elderly readers and reconstruct their work in accordance with the new demographic and socio-cultural situation, which requires libraries to develop special services to save the cultural capital of older generations.

Of the numerous libraries dealing with art documentation in Lithuania, it is the National Library which holds the most significant collection. The exhibition programme of its Arts Department is particularly noteworthy: displays of items from the collection travel all over the country and beyond its borders to foreign lands, including the United Kingdom, France, Austria, Germany, Ireland and Finland. The enthusiasm generated has encouraged similar activities in other libraries, as is described in the directory of Lithuanian art libraries which concludes this article.

The internal situation in the Don region in 1918, during the intervention of armed units of the Austrian and German armies, has been overshadowed in the scholarship by two key phenomena: fates of the Volunteer Movement and formation of the quasi-state, All-Great Don Host. It is important to reconstruct the events that took place in the Don towns and villages in May–November 1918. Historical sources are scattered throughout archives and libraries. The author has used fonds of the State Archive of the Russian Federation, the State Archive of the Rostov Region, and the Center for Documentation on the Contemporary History of the Rostov Region. Austrian and German units that appeared on the borders of the Don region in early May 1918 engaged in combat only with the Red Army detachments. Cossacks and foreign troops fought together from the very beginning. In future, the German administration strove to organize uninterrupted supplies of industrial raw materials and products, food and fodder from the Don territory. In order to do this, the Germans occupied key control points and transport communications in the Western part of the region. A double government was introduced in the villages: alongside atamans there appeared German commandants. Re-election of Ataman P. N. Krasnov in August 1918 was ensured by the Germans; his most influential opponents were neutralized; censorship for the press was introduced. The Germans held a neutral position towards Russian officers and the Volunteer Army. The experience of intervention in the South of Russia influenced the fate of Germany, as German soldiers received a practical lesson in revolutionary action. Presence of the Central Powers’ troops in Russia forced the Entente countries to intervene more actively in the affairs of their former ally. Germany assumed that successful results of the armistice on the Eastern Front could be replicated on the Western Front.

The article presents the brief description of freely available selected digital music collections of the national and largest public libraries of German-speaking countries: Austria, Belgium, Germany and Switzerland. The author studies the main stages of the historical formation of musical culture in the German-speaking environment, chronologically correlated with the brilliant names of composers, founders and recognized authorities of the classical music school. As an illustrative material, the author gives diagrams with quantitative characteristics of the distribution of digital content by the types and quantity of documents, as well as personalities of composers. The paper provides current links to resources and thematic portals created by libraries within the framework of sectoral collaboration.National and major public libraries collect and store documentary heritage, including musical collections, which differ by the type diversity of documents. Digital collections generated by libraries based on their own priorities and technical capabilities contribute to the physical preservation of documents. Digital music collections act as promoters of the great heritage of the classical music school, which has received recognition on the world musical Olympus. For the first time, the paper considers the combined heritage of the classical music school of the national and the largest German-language libraries of free access. Thanks to modern technologies of document digitisation, the use of thermographic camera (for reproducing filigree signs), creation of comfortable interface in language understandable to user, libraries expand the audience of researchers, going beyond the country, contribute to conducting scientific research in a remote format. Libraries are becoming a progressive, democratic platform and an equal partner of the world scientific community and at the same time receive additional funding for the implementation of the next ambitious projects.

Purpose The purpose of this paper is to describe the different positions and roles that German research libraries may have in their funding organizations: center or periphery, making a change with respect to the overall strategy or having just a strategy of their own; having strong communication links to the top management or just to their users. Design/methodology/approach Since 2008, the Joint Science Conference (Gemeinsame Wissenschaftskonferenz (GWK)) in Germany deals with all questions of research funding, science and research policy strategies and the science system which jointly affect the Federal Government and the Länder. For the big four German national research societies (Max-Planck, Helmhold, Fraunhofer, Leibnitz), the GWK formulated a set of performance indicators that are used to compare the different societies in a monitoring report published every year. Interestingly, there are several aspects affecting the libraries and their services and products, but the performance of the libraries (approximately 200) is not clearly mentioned. Findings An exemplary matrix is developed that can be adapted by all research libraries to show to which extent the research library is able to support and influence the level of different performance indicators and thereby to contribute to the overall goal of the organization. A graduated traffic light system is used to highlight which contributions in which areas can be expected from the research library. Research limitations/implications Research libraries are usually quite different from each other and there are not many tools to compare their contributions and to show their performance to the management level. In this paper, a method to show the influence and impact in the German research context is used, which may not be applicable to other countries with other research structures. Practical implications The paper identifies the importance of playing an essential role in the fulfillment of the overall strategic goals of the funding organization, especially for research libraries as there are usually special metrics to compare the big scientific research organizations in Germany. Social implications It is shown that there are simple ways to derive strategic goals and key figures and translate them into a benchmark and even use existing reports and systems. Originality/value The value of research libraries has usually been seen as supporting the research process for the users in the best possible way. As more competition arises between different research institutions or societies, the role of the library with respect to the contribution to the stakeholder’s strategy opens up another perspective.

Purpose: The aim of the study was to investigate how cultural differences affect the adoption and effectiveness of green marketing strategies in Germany. Methodology: This study adopted a desk methodology. A desk study research design is commonly known as secondary data collection. This is basically collecting data from existing resources preferably because of its low cost advantage as compared to a field research. Our current study looked into already published studies and reports as the data was easily accessed through online journals and libraries. Findings: Cultural differences significantly impact green marketing in Germany. Germans prioritize authenticity, quality, and performance, alongside environmental consciousness. Trust is crucial, with consumers valuing transparency and credibility in marketing. While price sensitivity remains, competitive pricing enhances success. Tailoring strategies to align with German values is essential for effective engagement and promoting sustainability. Unique Contribution to Theory, Practice and Policy: Social identity theory, consumer engagement theory & gratifications theory may be used to anchor future studies on how cultural differences affect the adoption and effectiveness of green marketing strategies in Germany. Fast-food brands should prioritize measurement and evaluation of social media marketing efforts to assess their impact on brand equity. Government agencies and regulatory bodies in Brazil should collaborate with industry stakeholders to develop guidelines and best practices for social media marketing in the fast-food industry.

Although the idea of lending works of art originated in Germany in 1885, the first library to actually do so was that of Newark, U.S.A., through the initiative of John Cotton Dana in 1903-4. Other countries followed suit - Britain before the end of the Second World War, Scandinavia by the late 1950s, and France, where in recent years over 30 picture libraries have been established with state support under Mitterand’s Minister for Culture, Jack Lang. While in East Germany there are over 100 picture libraries lending mainly reproductions, in West Germany there are 61, lending exclusively original works. The Graphotek in Bremen Public Library is the third largest of these, and all citizens over 16 can borrow from its collection of over 2,200 works for eight weeks at a time, choosing either directly or, at any of the six branch libraries, from colour slides and catalogues. The Bremen Graphotek has set out to build up a representative collection of German and international art from all periods, with special emphasis on contemporary art; prints make up the greater part of the collection, and reproductions are excluded. 720 artists are represented; 50% of funding is reserved for Bremen artists. Over 33,000 loans have been made in the Graphotek’s first ten years, with 75%-80% of the collection being out on loan at any given time. There has been a gradual trend towards more borrowing by schools, hospitals, etc.The Graphotek has promoted 88 exhibitions. The last of these, on the occasion of the Graphotek’s 10th anniversary, displayed work by 70 artists illustrative of new directions in art since 1970.The Graphotek also functions as a centre for information on art, artists, art galleries, etc., with reference books and art journals available for consultation.

Findings Legitimations related to the libraries role as a meeting place and arena for public debate are ranked as the 3 least important out of 12 possible legitimations for upholding a public library service. Libraries are, however, used extensively by the users to access citizenship information and to participate in public sphere relevant meetings. AN OVERVIEW OF RESEARCH INTO THE HISTORY OF LIBRARIES AND LIBRARIANSHIP IN POLAND IN 1945–2015The author of the article discusses selected academic and popular publications concerning the history of libraries and librarianship in Poland which appeared in 1945–2015. In that period information about the most important historical resources of various Polish libraries and early book collections was made available; in addition, the period was marked by progress in the study of materials originating before the end of the 18th century. Scholars published a range of methodological studies as well as studies dealing with sources, contributing to the development of scholarship. On the other hand, there were too few editions of source materials. After 1989 scholars intensified their efforts to find sources in foreign collections, especially in Lithuania, Belarus, Ukraine, Russia and Germany. Polish collections kept abroad are yet to be fully researched and have their inventories and catalogues published. The vast body of literature is uneven when it comes to its focus on the various historical periods, regions, subregions and local centres. It comprises publications dealing with the history of libraries, their function and role in culture with regard to the history of the book, and publications focused on the types of libraries or individual libraries — of different traditions, sizes and stature. Scholars also explored the history of home book collections, reading rooms and libraries as well as biographies of librarians and collectors. The quality of the publications varies. There are gaps in, for example, the history of libraries in the former Polish Eastern Borderlands as well as “blank pages” in the historiography of Polish librarianship after the Second World War. There is a visible shortage of quantification of phenomena from the past of libraries, despite the fact that there are some possibilities in this respect. What is also needed is development in comparative studies, also in an international perspective, although this would require Polish historians to become more interested than before in the history of librarianship in other countries.

Within the last decade, the environment in which university libraries operate has dramatically changed. The rise of Conservative Governments in both Britain and Germany and the resulting shifts in public policy as well as the declining economic situation have led to a drastic decrease in resources. Librarians have had to find ways to cope with fewer funds in an environment which is growing ever more competitive. A useful tool for increasing the effectiveness of a library is marketing management. Marketing management is a means to achieve effective financial management, to use existing resources more efficiently and to create new resources in a customer-centred and market-oriented way.
