Buildings shape cities as those cities grow from and nurture people living and working within the built environment. Thus, the conceptualization of smart building should be brought closer to the smart city initiatives that particularly target ensuring and enhancing the sustainability and quality of urban life. In this paper, we propose that a smart building should be interlinked with a smart city surrounding it; it should provide good experiences to its various occupants and it should be in an ongoing state of evolving as an ecosystem, wherein different stakeholders can join to co-produce, co-provide and co-consume services. Smart buildings require a versatile set of smart services based on digital solutions, solutions in the built environment and human activities. We conducted a multiphase collaborative study on new service opportunities guided by a Design Thinking approach. The approach brought people, technology, and business perspectives together and resulted in key service opportunities that have the potential to make the buildings smart and provide enjoyable experience to the occupants who support their living and working activities in smart cities. This paper provides the resulting practical implications as well as proposes future avenues for research.

Likewise, government institutions are required to always be able to provide excellent service to the community and strive to maintain the quality of their services even in a pandemic condition. BPJS Ketenagakerjaan is one of the public service institutions that also strive to innovate to be able to provide the best service even in a pandemic condition. One form of strategy that is sought is the LAPAK ASIK ONSITE Services. Blitar is a diverse and growing city. The presence of LAPAK ASIK ONSITE Services can be said to be something new and the people of Blitar are still adapting to this new service model. The new strategy must be well guarded so that the implementation of LAPAK ASIK ONSITE Services in the city of Blitar can run well, be accepted by the community, and satisfy the community following the mandate carried out by the implementation of good governance, including by conducting performance evaluations through community satisfaction surveys. This study aims to measure whether LAPAK ASIK ONSITE Services have been able to provide community satisfaction. This study uses an approach to calculating the Community Satisfaction Index based on PERMENPAN RB no.14-2017. The results of this study indicate that BPJS Ketenagakerjaan in Blitar City has been able to provide good LAPAK ASIK ONSITE Services and can generate community satisfaction.

Injecting drug users (IDUs) experience numerous health problems, but report barriers to utilising general practitioners (GPs). A nurse-led Harm Minimisation-based Primary Healthcare (HMPH) service for IDUs was established within a needle and syringe program in inner-city Sydney with Area Health Service medical support and clinical governance. This paper aimed to describe the HMPH service, review service utilisation and assess nurses’ perceptions of their work with IDUs. A review of the most recent 200 clinic files was undertaken. Service utilisation, GP and other health service use and access were extracted and analysed using SPSS. A semi-structured qualitative interview with clinic nurses regarding their experience working with IDUs and local GPs was conducted and analysed. Since its inception in mid-2006, the service has been utilised by 417 clients. Of the most recent 200 files, blood-borne virus and sexually transmitted infection screening were the primary reason for presentation (64.5%). At least one follow-up visit was attended by 90% of clients. A total of 62% of clients reported consulting a GP in the last 12 months. The service provided 102 referrals. Nurses believed that IDUs tend to utilise GPs ineffectively and that self-care is a low priority, but that they can support IDUs to overcome some barriers to GPs and facilitate access. Targeted primary health care services led by nurses with focussed medical support and co-located with needle and syringe programs can fill an important gap in delivering and facilitating health care to IDUs.

The capacity of the government, be it human resources, infrastructure, and budget, is often not comparable with the problems that must be addressed, especially in handling and controlling the spread of COVID-19. Besides, both the public and the private sector have resources that can be used to reduce the burden on the government. In public services, it is also very possible for co-production to occur, especially in services in the form of health services. The purpose of the study was to determine the practice of co-production in the covid-19 vaccination in Tanjungpinang City. The method used in this study uses a qualitative approach and is presented descriptively, then the informants are determined using purposive sampling. The findings reveal that there is a co-production practice in vaccination between the Tanjungpinang COVID-19 volunteers and the government through related parties. Volunteers are involved in producing health services in this vaccination through socialization, registration of vaccine participants, mobilization, and service flow in the implementation of vaccination

The number of visits to telemedicine applications has increased during the Covid-19 pandemic. Halodoc is the most commonly used telemedicine platform in Indonesia. The return of public activity to health services after the easing of the pandemic were a challenge and opportunity for telemedicine service providers. Marketing is an important factor in influencing people's decision to use a product/services. This study aimed to examine the effect of Marketing 4.0 strategies on the usage of Halodoc's telemedicine services in Bogor City. The study used a quantitative method with a cross sectional approach, total research sample are 270 respondents who used Halodoc's telemedicine services, accidental sampling are used to select participants for the study, and the questionnaire had been tested for validity and reliability. The collected data was analyzed using the logistic regression test. The results showed that Co-creation strategy (Sig.=0.016) and Conversation strategy (Sig.=0.028) had an effect on the usage of telemedicine services through the Halodoc application in Bogor City, while Currency (Sig.=0.216) and Communal Activation strategy (Sig.=0.152) did not. The researchers recommend Halodoc to evaluate, improve, and develop an effective and sustainable marketing strategies to increase the use of telemedicine services in Bogor City.

Smart Cities represent a new paradigm, a new smart and sustainable urban model that is empowered by increasingly sophisticated technologies applied in various sectors of city ecosystem to enable actors to co-create value. The main actors to be engaged in this transformation process are the citizens who in turn can represent multiple actors simultaneously within the urban environment and are actively involved in economic, social and political life. For this reason, this conceptual paper aims to point out the effective smart city patterns enabling factors. This topic can be very issued in small towns where there are numerous structural, cultural and demographical barriers that inhibit their use from every day-life to urban settings of an increasingly digitized Public Administration. After framing cities as smart service systems and given the issues regarding the citizens’ predisposition and ability to use technologies, with effects in terms of value co-creation, smart citizens and capabilities co-elevation have been outlined as drivers. An illustrative case involving a smart tourism app (PayTourist) in a small town in Southern Italy (Castellabate) is proposed to outline the factors that influence the technology acceptance by citizens and the ways to foster a capabilities co-elevation path. It would be appropriate for scholars and practitioners to adopt the service innovation roadmap to design and map the development of smart cities through the capabilities upskilling of actors involved.

This explorative study aims to contribute to the debate about citizen involvement in (complex) medical and social issues. Our research goals are: (1) to explore the main opportunities, threats and challenges to co-producing healthcare in vulnerable communities from the perspective of professionals, co-producers (i.e., citizens with a volunteering role) and service users (i.e., patients); (2) to distil lessons for public managers concerning the main issues involved in designing co-production initiatives. We studied co-production initiatives in the Dutch city, The Hague. These initiatives were part of a broader, unique movement named ‘Healthy and Happy The Hague’, which aims to change the way healthcare/social services are provided. Two intertwined research projects combine insights from interviews, focus group meetings and observations. The first project analyzed a variety of existing co-production initiatives in several neighborhoods; the second project involved longitudinal participatory action research on what stakeholders require to engage in co-production. The two research projects showed similarities and differences in the observed opportunities/treats/challenges. The study found that empowering citizens in their role as co-producers requires major changes in the professionals’ outlook and supporting role in the communities. It illustrates the potential of synergizing insights from healthcare governance and public administration co-production literature to benefit co-production practice.

Legal relation between user and provider, that occurs during the process of signing the agreement on the procurement of goods and services until the process of terminating the agreement, is called civil law relation which is specified as contractual relation. In the process of user and service user agreement, the government is represented by Budget User or Proxy or Commitment Officer (CO) or Procurement Official as an individual. Regarding this matter, the research problem is on how the legal standing of work order by the existence the public procurement agreement and on how the contractual relation between the Commitment Officer (CO) and the procurement of goods and services for the procurement of public goods at the Education Office of Padang City. This research employs empirical juridical approach. Based on the result of the research, it is found that the legal standing of work order, in addition to part of the contract, is also the decision of state administration in carrying out public authority in the form of procurement of goods and services which is violated through the state finance. In the meantime, the contractual relation of the parties is basically the same as the contract or agreement in general; the contract is binding on the parties such as laws in a lawful relationship and obligations.

Thus, this study aims to study the personal development level of Huhohaote Zhuoyue Human Resource Service Co., LTD employees. To study the work efficiency level of employees in Hohhot Zhuoyue Human Resource Service Co., LTD., People's Republic of China. Study the relationship between employee development and performance in Hohhot Zhuoyue Human Resource Service Co., LTD. Materials and Methods: To study and provide suggestions on talent development and employee performance of Hohhot Zhuoyue Human Resource Service Co., LTD., People's Republic of China. The study subjects were 80 employees of Zhuoyue Human Resource Service Co., LTD., Huhohot City, People's Republic of China. The sample size calculation formula of Yamane Taro was adopted to determine the sample size. The analysis was carried out statistically. Data include frequency distribution, percentage, mean, and standard deviation. Pearson correlation coefficient statistics were used to test the hypothesis. The statistical significance level was 0.05. Results: The research results found that: (1) the Talent development level of employees of Huhhot Zhuoyue Human Resources Service Co., LTD., People's Republic of China; Overall, is at the highest level. (2) The work efficiency level of employees of Huhhot Zhuoyue Human Resource Service Co., LTD., People's Republic of China. Overall, this is a high level. (3) Analysis results of the relationship between employee development and employee work efficiency in Huhhot Zhuoyue Human Resource Service Co., LTD., People's Republic of China. In general, the relationship between the two is at a high level. The lowest level equals -0.292. 4) Suggestions for talent development and work performance of employees of Hohhot Zhuoyue Human Resources Service Co., LTD., People's Republic of China are as follows: Increase modern training forms, so that theoretical knowledge and practical knowledge applied to practical work, and organize training consistent with the job responsibilities of employees. Training should be targeted and purposeful. A sufficient budget should be provided for training so that trainees can put their knowledge to good use and apply what they have learned to practical work. Employees should be brought to more successful departments to learn so that they can become role models in the work. Employees should be provided with financial support for further education. Professional trainers should be allowed to explain specific work knowledge to employees. Training should be provided in line with employees' interests, and the company should cultivate employees' sense of service and be recognized in the enterprise. Conclusion: The relationship between human resource development and employee performance is moderate in Hohhot Zhuoyue Human Resource Service Co., LTD.

The city of Bandung is the capital of the province of West Java with the majority of the population being Muslim. Currently, Indonesian tourism has a new concept, namely halal tourism. The purpose of this study was to see and analyze the influence of Muslim-friendly amenities, selfie promotion, and service quality on the interest in returning Muslim Generation Z tourists to Halal tourism in Bandung. The object of this research was Generation Z with 147 respondents. The approach used in this study is the Co-variance based Structural Equation Modeling with the Smart-PLS 3.2.8 analysis tool. The results showed that Muslim-friendly communities had a positive and significant influence on the interest in visiting Generation Z Muslims. The results showed that promotional selfies had a positive and significant influence on the interest of Generation Z Muslim visits and service quality had a positive and significant influence on the interest in the return visits of Generation Z Muslims.

Many studies have shown the relationship between effective satisfaction and sustainable development of supermarket. The purpose of this study is to introduce and use an exploratory factor analysis, linear regression analytical methods to measure service quality of university of Saigon Co-opmart supermarket in Ho Chi Minh city, Vietnam. With quality management training as a partial mediating construct, the result show that 6 main factors affecting quality management training as follows: support service, customer service, supermarket premises, the display supermarket, the quality of good and the type of goods.

Propelled by technological advancements and e-services, the public sector is actively focusing on the application of innovative e-services to enhance its administrative efficiency and level of public satisfaction. Currently, Taipei City Fire Department’s Comprehensive Planning Division has a set of system established in 2014, which not only computerizes the vehicle records for cars in the department, but also transitions towards a paperless maintenance registration system on the front end. While the administrative efficiency was expected to be enhanced through the efficacy of e-services, the enhancement in service efficacy has come to a halt after 3 years of implementation. Hence, finding a way to optimize the fire department’s office management system service quality for better administrative efficiency has become a current issue for fire services and corresponding information managers to solve. For this reason, the main objective of this study was to optimize the office management e-service system by identifying and improving the key e-service failures in the system. In order to meet the study objective, this study used PZB’s SEVRQUAL scale and the “E-S-QUAL and E-RecS-QUAL” composite scales as the basis for constructing a scale to assess the quality of office management e-service systems. The scale includes the six major constructs of effectiveness, privacy and safety, system availability, accessibility and responsiveness, information quality, and general service satisfaction with 28 question items. This study used employees at Taipei City Fire Department as study subjects, and collected data by questionnaire survey. A total of 500 copies of the questionnaire were administered and 440 effective copies were collected with an effective response rate of 88%. After collecting the data, reliability and validity analysis were applied first to construct a scale that could assess the office management e-service system quality. Next, the t-test and one-way ANOVA were used to analyze background differences. Finally, the IPGA model was adopted to detect key e-service failures. The study results showed that most of the service items needed to be improved. The top five key factors for improvement were found to be in the following order: “online real-time modification and data registration to reduce paper use and achieve paper reduction;” “effective simplification of colleagues’ work flow to speed up the processing of official documents;” “shortening colleagues’ time in undertaking business services;” “the website’s function of verifying identities and passwords;” “the function for colleagues to check on the progress of vehicle maintenance.” Based on the results of analysis, this study will propose specific, feasible improvement strategies for the fire department to refer to in their plan to improve the office management system. This research explore the relation between the expectation and the satisfaction of people on the service quality of Kaohsiung City Armed Force Reserve Command. Purposive sampling questionnaires are used in this research. The following is a brief report on the survey. 300 questionnaires were distributed, a total of 260 valid questionnaires, the effective questionnaire rate was 87%. The questionnaire design uses Parasuraman, Zeithaml & Berry (PZB) service quality five facets, and is scored by Likert Five-Point Scale. By using the statistical methods, including descriptive statistics and One-way ANOVA(Analysis of Variance) of independent sample, and importance-performance analysis, the conclusions are as followed: 1.The most useful service for the public is application for Military Service Discharge Orders and requently handle projects: Data verification、Apply for leave and Military welfare interest,the above four projects. 2.The second improvement quadrant: afforestation of service counter environment, parking lots and toilets, are suggested to ameliorated by the public. 3.The first improvement quadrant: a way to consult and appeal conveniently. According to the literature analysis and the study found, the recommendations are as followed : 1.Enhance efficiency and streamline processes so that the public can get a successful result in the shortest possible time. 2.The second improvement quadrant can be improved in a timely manner, providing a good environment and improving service quality satisfaction. 3.The public for the service project is unclear, wich can be patiently explained, reduce misunderstandings, provide unimpeded consultation and complaint channels, and achieve a two-way purpose.

The study uses “Co-agency Public-Private Partnership Model” to explore the performance of “High-Risk Family Service Program of Taipei City”; to retrace the program’s policy development and important background; to analyze the program’s preliminary effect in these five years; and to interview social workers of public and private sectors, experts, scholars and community’s citizens for proving and analyzing the outcomes. The main purposes of this study are exploring the intent of public-private partnership and the contents and anticipated potential value of adopting “co-agency of public-private partnership model” for “high-risk family service program of Taipei City”. Moreover, use effective monitor mechanism to find out the synergy and ingredients of collaboration. Finally, offer adequate suggestions for the high-risk family service program. Through viewing relevant theories and documents of public-private partnership and high-risk family, the thesis induces the study focus and builds the study frame, and then adopts Qualitative Study-Document Analysis Method and In-depth Interview Method. The study means to understand the current condition of implementing the high-risk family service program; to explore the demands, concern issues and cooperation consensuses of interested parties; to explore the difficulties and solutions which the public and private sectors encounter in the policy and implementation of assisting high-risk families; furthermore to analyze and induce the adjustments and suggestions of assisting high-risk families. According to the interview outcomes, several conclusions and suggestions have been achieved as follows: the public-private partnership mode performs more and more stably and clearly in these five years; co-agency benefits public organization for intensifying guiding function and connecting private sector’s service delivery; it’s hard to form real relationship if public and private sectors can’t respect, communicate with, learn from each other and have their own autonomy; the private sectors need to bear social responsibility, profits or losses; relying on outside resources lead the private sectors to insufficient autonomy, The public- private collaboration is like a game theory in accountability and supervision. It remains a further clarification for community’s civic engagement and the division of labor between the public and private sectors.

The purpose of this study is to explore service quality for fresh food supermarket of general merchandising stores in Kaoshiung City. Research methods used in this paper are: 1.frequency distribution, 2.reliability analysis, 3.factor analysis, 4.t-test, 5.analysis of variance (ANOVA) and 6.cluster analysis. The findings in this paper are as follows: 1.From perspective of customer satisfaction, “business hours” is the only item of service quality which can be satisfied. It implies that there are many items to be improved. 2.With respect to the factors of “service attitude”, “reliability”, “layout of merchandise”, and “service efficiency”, there are significant differences between expected and realized satisfaction for customer. Therefore, market research and consumer survey should be conducted to meet customer’s tastes. 3.The location of store and variety of merchandise are the most important factors which attract residents of the near community to buy. This implies that community residents are the major customer of fresh food supermarket of GMS. Therefore, management should participate and show concerns about community residents to create good relationship with their leaders. 4.With respect to both factors of “service attitude” and “reliability”, there are significant differences between manager and customer. Therefore, customer relationship management(CRM)should be strengthened. 5.With respect to the factors of “service attitude”, “reliability” and “layout of merchandise”, there are significant differences between expected and realized satisfaction for employee at fresh food supermarket in GMS. It implies that employee’s professional knowledge and communication skills should be upgraded. 6.In the below-average customer satisfaction group, the families of young couple are the major source of customer, they are about 26-30 year-old and with monthly income level of $50,000-$100,000. Therefore, management should take measures to understand what the young-wealthy families want and upgrade service quality to meet them. 7.In the inner quality of management, evidence shows there is a significant difference in marketing information between employee and manager. Therefore, communication between manager and employee should be improved.

The research deeply explores the operation of public transportation system in Kaohsiung City by using qualitative single case study. Through exploration, this research finds relevance between the increase of traffic volume in transportation system in Kaohsiung City and its interaction within the systems. The system focuses on Kaohsiung Bus system and MRT system. Also we include Transportation Bureau, Kaohsiung City Government to analyze its institutions for further research. We try to use service-dominant logic and service system perspective which are less applied in the transportation system. We analyze how the eco-systems in Kaohsiung transportation interacts and how these actors co-create value by applying and integrating their own resources to provide service. Through these interactions, the whole ecosystem in transportation system in Kaohsiung City could co-create value to increase the whole volume of transportation in Kaohsiung City. The results indicate that operand resources play important roles when the whole eco-system operates. In the case of public transportation system in Kaohsiung City, the operant resources, the institution and the technology would be crucial resources when co-creating value in the whole eco-system. Moreover, institution in the eco-system in public transportation in Kaohsiung City would result in the situation of competition and corporation in the same time between the bus and MRT system. Therefore, we could get the conclusion of that operant resources should be well integrated in the eco-system to co-create value.

AbstractUrban green infrastructure could represent an important mean for environmental mitigation, if designed according to the principles of restoration ecology. Moreover, if suitably executed, managed and sized, they may be assimilated to meta-populations of natural habitats, deserving to be included in the biodiversity monitoring networks. In this chapter, we combined automatised and expert opinion-based procedures in order to select the vascular plant assemblages to populate different microhabitats (differing in terms of light and moisture) co-occurring on an existing green roof in Zurich (Switzerland). Our results lead to identify three main plant species groups, which prove to be the most suitable for the target roof. These guilds belong to mesoxeric perennial grasslands (Festuco-Brometea), nitrophilous ephemeral communities (Stellarietea mediae) and drought-tolerant pioneer species linked to nutrient-poor soils (Koelerio-Corynephoretea). Some ruderal and stress-tolerant species referred to the class Artemisietea vulgaris appear to fit well with local roof characteristics, too. Inspired by plant sociology, this method also considers conservation issues, analysing whether the plants selected through our procedure were characteristic of habitats of conservation interest according to Swiss and European laws and directives. Selecting plant species with different life cycles and life traits may lead to higher plant species richness, which in turn may improve the functional complexity and the ecosystem services provided by green roofs and green infrastructure in general.

Abstract This chapter reports on the third co-creation project described in this book. The project was managed by two departments of Zaragoza city council: the Department of Elderly Care and the Technical Office of Participation, Transparency and Open Government. Several activities aiming to improve the lives older citizens have been conducted by the city administration since Zaragoza joined the Global Network of Age-Friendly Cities and Communities. In a consultation process, older citizens had expressed a demand for safe and well-equipped outdoor spaces. Thus, the broad problem focus of this co-creation project was on the improvement of an age-friendly city infrastructure. The co-creation project covered six walks in three different districts. In each district, groups of six to eight older residents defined two relevant routes and collected information (problems and improvements) about them. The data was integrated in a collaborative digital map provided by the city’s Technical Office. The result of the project is an enhanced map service, which allows (older) citizens to report problems in the public (road) infrastructure and/or propose improvements. Their suggestions for improvements enter a list of citizen proposals for a participatory budgeting process.

Abstract This chapter reports on a co-creation project that was conducted in the city district Bremen Hemelingen. A core group of seven local service providers steered the process in which 46 older residents participated. One of the tasks of social care service providers is to organise outdoor activities for older residents (also to facilitate social participation). To support their work, this co-creation project resulted in a digital walking guide that provides multi-media information on walks in different parts of the district. The walks were defined and organised by social care service providers as well as individual older residents. Older participants defined relevant information needs. A core group of five older residents defined design requirements and created content for the digital walking guide. The chapter describes different kinds of co-creation walking methods such as ideation walks, data walks and user test walks. It concludes with lessons learned.

Abstract This chapter reports on a co-creation project that was conducted in the city district Bremen Osterholz. A core group of 11 older residents co-created a digital district guide over the duration of ten months. In a first step, the group identified an information gap between existing neighbourhood resources to support older residents and older residents’ awareness about them. The solution proposed was to better inform older adults in order to facilitate social participation in their everyday lives (ranging from consulting services to social encounters and outdoor activities). Members of the core group defined the specific information needs (including relevant attributes for each information category) and collected data for all categories. In addition, focus groups with 80 older residents were conducted with the support of local social care service providers. The focus groups were used partly for collecting information about the district, but also for testing the first prototype. The chapter describes co-creation methods such as cultural probes and data tables. It concludes with lessons learned.

AbstractChallenging the acceptance of what have been defined as universal and standard pictograms, this paper promotes a conceptual approach to improve non-textual communication in digital mobility and delivery services, to ensure that different types of people may access content in an intuitive manner, overcoming language, cultural, physical and cognitive barriers. Starting from the user-centred methodological process applied in the development of the Universal Interface Language tool, one of the main outcomes of the INDIMO EU project (Inclusive Digital Mobility Solutions), this paper presents a methodological path that can provide UX/UI designers, developers and service providers with a practical guide to defining a proper set of accessible and inclusive icons as part of the user interface, be it digital or physical. In particular, this paper points out the need for bottom-up initiatives based on the co-design of physical and digital interfaces and their components to create symbols and icons with a higher degree of universality. To this end, user evaluations of mobility specific and general icons, and recommendations based on the empirical research in the INDIMO project, are presented. These address the design, selection and integration of visual icons in accessible user interfaces for digital applications.

AbstractThe involvement of designers in the sustainable transition from linear to circular economy is crucial since they significantly contribute to the realization of products and services. In the FiberEUse project, a multiple-step approach to co-design was employed, starting with the definition of a first and second design brief in order to clarify the task objectives for designers. This was followed by the description of the co-design process, which aims to engage designers to contribute innovative design concepts for recycled composites. By publishing design concepts in the feedback collection software module Idea Manager, designers and users were able to exchange information, insights, visions, and thoughts digitally. The Idea Manager comprises a feedback collection tool that supports a first assessment of design concepts. Depending on the design briefing and/or confidentiality agreements, the feedback collection and the assessment can either be done (stakeholder-)internally or publicly. A flowchart illustrates the multi-step approach of co-design within the FiberEUse project. The feedback collection process was aided by a progress analysis to detect new value chains for business cases. For the selection of product design concepts, a progress analysis partitioned into four main criteria, the following aspects are drawn on for assessment: (i) quantitative and qualitative production feasibility, (ii) closeness to market introduction, (iii) potential volume of the market, (iv) circularity, (v) type of market, (vi) service opportunities, and (vii) take-back/deposit systems. Aside from bringing out the advantages of co-design for consumers as well as production companies, this chapter also discusses general challenges of co-design and co-creation in a broader sense when intellectual property rights (IPR) are not respected appropriately. The participation in a publicly accessible co-design of concepts must be clearly communicated and accepted by each participant by agreeing to intelligible terms and conditions.

The chapter explains why and how the institutional and social transformations that have taken place in France during the last decades with the advent of the new public management are at the origin of new forms of cooperation between social economy organisations provided in the past by public organisations or private companies providing public services and in charge of the missions entrusted to them. Today, public and social economy partnerships are encouraged by public enterprises, public non-market organisations or public authorities, which see it as a means to extend public service delivery in a context of reducing financial resources. These transformations have the advantage of the cooperation of different organisations to maintain or increase public service provisions for the benefit of citizens. However, the future of this emerging model raises three main interrogations: the capacity of social economy organisations to retain their own identity by becoming largely providers of public organisations or authorities; the resilience of the fundamentally centralist conception which permeates the French model and limits the scope of these new partnerships; and last the banalization of social economy organisations as a result of the deployment of new public management and the neoliberal conception that limit the ability to co-construct the general interest with the different partners.

AbstractThis chapter centres on the publishing of the NHS Long Term Plan in 2019 and subsequent revised Health and Social Care Act (2022), both of which focus on integrated, out-of-hospital approaches to health service delivery. The creation of a layered system across geographical levels is advocated, with nested levels of ‘place’ and ‘neighbourhood’ intended to be the building blocks of Integrated Care Systems (ICS), which replaced CCGs in July 2022. We introduce the concept of newly created, ‘neighbourhood level’, Primary Care Networks (PCNs) of general practices and how district nurses fit into them, especially with regard to their organisation around geographical versus GP registered lists. Whilst not explicitly mentioned in the H&SC Act, it is clear that the Act situates community-based services as essential in the context of the desire to reduce the amount of hospital care, which has implications for district nursing services in particular. This mode of care delivery will require multi-disciplinary team working across all levels of the new system whereby community nurses will be required to liaise and co-ordinate with primary and social care to deliver services. Continuance of case management approaches for patients with complex needs and lack of funding in the social care system, means that we discuss in this chapter, the further strain on already pressured community nursing teams.

AbstractThe city of Pereira is in the central-western region of Colombia, in the valley of the Otún River in the Central Cordillera of the Colombian Andes, whose soils are mostly composed of volcanic ash and Lahar flows. On June 11, 2019, after intense rains, a landslide of about 13,000 m3 was triggered. This landslide killed 4 people, interrupted the traffic on an important national road, and endangered the airport runway. Just after the event, it was necessary to evacuate 100 homes, located in the upper part of the slope and 234 in the following days. A second landslide occurred on July 24, 2020, mobilizing 52,000 m3 and affecting 33 of the previously evacuated houses, then there were about 20 more small landslides. A zone of about 2.300 m long and 300 m wide (69 ha) was identified to be susceptible to new landslides that may affect more than 15.000 people. Identification of landslide triggering factors, failure, post-failure behavior, and the retrogressive landslide advance are reviewed because they are key factors for an effective hazard evaluation and risk governance. The landslide event was also used to calibrate a general methodological guide for landslide risk assessment, developed by the Colombian Geological Service and the National University of Colombia (Ávila et al. 2016) that has been extensively applied for the inclusion of risk evaluation in the land use planning, as required by the Colombian legislation.

In Germany and beyond there is a widespread social and political discussion on a “mobility turnaround”, which refers to the technological and behavioural change of the entire transport sector towards sustainability goals. Within that approach of a “mobility turnaround” the concept of car-sharing is universally seen as a central component. This attribution is mainly based on the presumed combination of the advantages of rationally using a car on one hand without baring the negative social effects of a private-car ownership. Until recently, however, it has not been legally possible in Germany to reserve exclusive parking spaces for carsharing vehicles in public spaces. Carsharing stations could therefore only be located in private spaces, which in turn was a strong limiting factor in the expansion of the service. With the introduction of the German “Carsharing Law” in 2017, municipalities were given the possibility to identify and assign exclusive parking spaces in public areas, which now serves as an instrument for targeted planning of carsharing services. The following contribution presents an overview of the typical organizational and operational forms, use-cases and user groups of casharing services. The positive and negative effects are identified, classified and discussed. Further, the paper proposes how an ideal carsharing service should be designed from a municipal and transport planning perspective. Based on this general findings, the contribution presents the exemplary approach of the city of Wiesbaden. The municipality allocates public spaces to private-sector providers based on a defined comprehensive network concept. Within that concept public spaces are only tendered to providers in accordance with clearly defined targets and operational standards. With that approach Wiesbaden is proactively fostering a city-wide carsharing network as an integrated mobility service.

New high temperature materials and improved blade cooling techniques have led 10 design of advanced models of industrial gas turbines with inlet or “firing” temperatures of 2350 degrees F. and higher. All major vendors now offer large new commercial gas turbine-generators, with outputs of 150 megawatts and higher, based on these new designs. These new turbine units offer higher overall performance and fuel efficiencies, with promise of better reliability and availability, as well as lower operating and maintenance costs. EPRI began to assess the durability of early models of these advanced gas turbines (AGT) in 1991, by closely monitoring their performance during electric utility operation. The durability surveillance program, involving several AGT installations outlined below, will be described. However, only the first two sites involving GE units have produced a substantial operating history for discussion. The latter two sites have only recently had new AGT units installed by ABB and Siemens respectively. At the time of this writing, those new units are still being readied for utility operation. Their operating history under the durability surveillance program will be monitored, and discussed in a future paper. • General Electric Gas Turbine Model MS7001F in peaking service at Potomac Electric Power Co. En el debate actual sobre ciudad y territorio se abordan múltiples tópicos entre ellos son significativos la sostenibilidad ambiental, la dispersión de los asentamientos, la movilidad, la desigualdad social, el paisaje y el espacio público siendo a su vez formas de acercar, conocer y entender estos procesos complejos que generan y son la ciudad simultáneamente. Este trabajo aborda el Espacio Público como uno de los filtros desde dónde poder obtener datos sobre la ciudad en la que vivimos y desde allí impulsar políticas acordes al modelo de ciudad deseado. Reconociendo el Espacio Público como el lugar por excelencia de las prácticas urbanas, como soporte y catalizador de la interacción y socialización entre las personas. Viendo lo urbano como “escenario y producto de lo colectivo haciéndose a sí mismo”; donde “su personaje central es polisensorial, capaz de relaciones complejas y transparentes con el mundo” (Delgado, 2004) con la finalidad y necesidad de relacionarse socialmente. Si bien el Espacio Público se define tanto por su dimensión jurídica como por su dimensión socio-cultural, aquí se aborda su forma de uso y apropiación, como lugar de relación y de identificación susceptible de diversos usos y que implica una co-presencia entre desconocidos (Borja, 1998). Es esta cualidad integradora del Espacio Público la que nos lleva a considerar las actividades y el hábitat construido donde éstas se desarrollan, atendiendo una multiplicidad e intensidad de prácticas urbanas que permite hacer más vivible y democrática la ciudad y favorecer la interacción de los diferentes grupos demográficos que la habitan. En ese contexto conceptual se propone un acercamiento a dos espacios públicos: Vila de Gràcia en Barcelona y la Rambla en Montevideo. Se realiza una lectura general de los dos enclaves urbanos desde una concepción planificadora del espacio público que contextualiza cada una de las áreas a observar, una lectura particular de aproximación a ambos espacios destacando sus principales rasgos y por último una mirada desde la propia vivencia del lugar a partir de la yuxtaposición de recorridos aleatorios con especial atención en las actividades que desarrollan las diferentes personas que viven ambas ciudades. Tanto la Vila de Gràcia como la Rambla son espacios públicos planificados, diseñados y apropiados por su gente que aún transformándose mantienen vivo el rol que les fue asignado como lugares de intercambio, paseo, servicio y generadores de ciudadanía.

This scoping study is the first component of a larger ANZSOG-sponsored research project examining co-governance practices and especially trust between governments and communities. Its purpose is to identify methods to operationalise and implement co-governance, and expectations of co-governance outcomes. This report presents the findings of the scoping study and identifies general principles that can be applied to different contexts, and includes illustrative examples of co-governance in specific jurisdictions and policy areas. The project is being undertaken by the Social Policy Research Centre (SPRC), UNSW Sydney, funded by ANZSOG and key NSW Government Agencies (the NSW Department of Premier and Cabinet, as well as Customer Service, Regional NSW, and the NSW Public Service Commission).

This paper sheds light on the personal security dimension of ride-hailing from a gender perspective. We explore how features of Transportation Network Companies (TNCs) services affect riders perceptions of security when commuting in ride-hailing services, and how general perceptions of fear of crime shape the way people value such features. Moreover, we analyze the strategies women and men are using to enhance their own security in ride-hailing and factors influencing these strategies. We conducted a survey of users of the TNC DiDi in Mexico City. The statistical methods used are structural equation models SEM and ordered logit models OLOGIT. Results show that women are more likely to value the information made available by ride-hailing applications (e.g., knowing your location or knowing driver information) and the presence of a panic button. The value given to information also increases if a person feels insecure in the streets, in a public transit station or in public transit. People who perceive higher insecurity in the streets have increased positive perceptions of the possibility of travelling without transfers. We also find that women are 64.4% less likely to share ride-hailing trips (pooling) and 2.14 times more likely to share details of their trips through their cellphones.

Unique and persistent identifiers for researchers, institutes, and different types of research outputs, alongside comprehensive metadata, facilitates Findable, Accessible, Interoperable, and Reusable (FAIR) research. In the second webinar of the Better Together series hosted by Crossref, DataCite, and ORCID, we welcomed a guest co-organizer CSTR (Common Science and Technology Resource Identifier) to jointly present a session focused on the sharing of scholarly resources, leveraging both the global and local identifier infrastructure and services. We go into detail about how repositories can leverage open scholarly infrastructure to help researchers share more, cite more, and generate impact. In response to the invasion of Ukraine, most OECD countries have announced punishing sanctions against Russia. In addition to targeting financial markets and service sectors, some countries have begun to impose restrictions on exports of Russia’s fossil fuels. In this paper, we analyze a scenario whereby most OECD countries put major restrictions on Russia’s energy exports. Results suggest that the short-term implications are likely to be non-trivial for EU – Russia’s largest energy export destination. Households’ real income could drop by 0.7-1.7 percent (relative to the reference case) with energy prices growing by as much as 11 percent. But after the initial adjustment period, the cost of such restrictions for the EU is expected to be more modest over the longer run (0.04 percent slowdown in the annual growth rate of real income over the 2022-2030 period), even as they lead to substantial environmental co-benefits through reductions in CO2 (6.6 percent in 2030) and air pollutant emissions (2.8-5.9 percent in 2030). Such emission reductions would take the EU more than halfway to its Green Deal mitigation target, reducing the necessary carbon price by around 40 EUR per tCO2. Adverse impacts on the Russian economy would be overwhelming and, in relative terms, 10 time larger than that for EU. By 2030 the cumulative reduction in Russian real income would exceed 1.1 trillion USD, while lost revenue from fossil fuel exports would be almost 1.4 trillion USD. This report offers a multi-sector response to the Online Safety Bill (OSB). The shape and content of the OSB has generated discussion amongst policy specialists, stakeholders and lobbyists in key services and sectors, political advisors and appointed representatives, and academics and researchers – as well as a general public interested in what the OSB will mean for people made vulnerable or at risk of harms online. We report on the discussions that took place in four co-production workshops with representatives from the areas of: intimate digital health tools and services marketed to those who identify as women; image-based and technologically-enabled abuse; “toxic” internet communities; and protections for people with mental health conditions and neurodiversity. As the OSB reaches the final stages of approval through the UK government, this report provides a response from people working in these areas, highlighting the voices and perspectives of those invested in ensuring a vibrant, equal, inclusive, and safe digital society can flourish. Our recommendations include the need for: robust, transparent risk assessment and frameworks for preventing harm that work across life-stages; going above and beyond the current OSB legislation to raise awareness and educate to reduce harms; recognition in the OSB and elsewhere of the national threat of Violence Against Women and Girls (VAWG); and, an increase in information sharing and working across sectors of the technology industry, service providers, and charity, law, and government to generate new approaches for a better future.

In recognition of the increasing trend toward the strain-based design of pipelines and the need for basic guidance on strain-based design, the Minerals Management Service (MMS) and the Office of Pipeline Safety (OPS) co-funded EWI to provide general guidance on strain-based design for pipelines both for the on-shore and off-shore environment. The resulting guidance can be found in this report. Special consideration has been given to the choice and qualification of pipe material, the choice and qualification of girth welding procedures and the demonstration that both pipe and weld areas have sufficient strain capacity to meet the requirements of the design. The current use of strain-based design has many project-specific components. This limits the ability of a "cookbook" approach where each step can be laid out as part of a common design sequence to apply to all areas of pipe strain-based design. This situation would indicate that taking the current state-of-the-art methods and creating a code or standard would be ineffective at covering the range of needs for future pipeline designs. Yet, because there are many choices that are part of a particular pipeline strain-based design, the availability of guidance and recommended practices can help simplify the design and qualification process for many pipelines. Going forward with this approach, the guidance provided in this report could profitably be taken forward by the industry into, for instance, an API-recommended practice. The primary areas where the strain-based design will be used are in the design of reeled laying of offshore pipelines, in thermal design of arctic pipelines, in the design of types of offshore pipelay systems, in design and assessment of pipelines in areas with significant expected ground movement, and in high-temperature and high-pressure HT/HP pipeline designs.

This brief summarises key considerations concerning cross-border dynamics between South Sudan and Uganda in the context of the 2022 outbreak of Ebola in Uganda, and the risk of the spread of the virus into South Sudan. It is one of four briefs exploring cross-border dynamics in the context of the outbreak, alongside Kenya, Rwanda and Tanzania. The outbreak is of the Sudan strain of Ebola (Sudan Virus Disease, SVD). SVD is used in this paper to refer to the current outbreak in East Africa, whereas outbreaks of Zaire Ebolavirus disease or general references to Ebola are referred to as EVD. The outbreak of SVD began in Mubende, Uganda, on 19 September 2022. At the time of writing (25 November), there had been 141 confirmed cases and 55 deaths, including seven health workers. Infections had been confirmed in nine districts in Uganda, including in Kampala – a major transport hub. Vaccines used in previous Ebola outbreaks are effective against the Zaire strain of Ebola, and vaccines that could work against the Sudan strain remain under investigation. As of November 2022, there have been no confirmed cases of SVD imported into South Sudan, although several alerts have been investigated. However, the fear that travellers from Uganda might bring the disease into South Sudan has spurred preparations by government institutions and partner organisations, building on the experiences acquired during past outbreaks, particularly Ebola and COVID-19. An EVD High Level Taskforce has been formed, chaired by the Minister for Cabinet Affairs and co-chaired by the Minister of Health. The South Sudan Ministry of Health (MoH) has activated the Public Health Emergency Operation Centre (PHEOC) and Incident Management System (IMS). A national EVD Readiness Plan has been developed and endorsed by the government. A free hotline (number 6666) is in place, which can be used either to report suspected cases or for information on Ebola. Training of staff at border entry points has started. This brief is based on a rapid review of published and grey literature, and informal discussions with the South Sudan Red Cross, IOM, academics from University of Juba, and the PHEOC. It was requested by the Collective Service and was written by Leben Nelson Moro (University of Juba) and Alice Robinson (London School of Economics). It was reviewed by colleagues at the University of Bath, the PHEOC, Internews, Anthrologica, the Institute of Development Studies and the Collective Service. This report summarizes the results of the training workshop for health and population officials and researchers who gathered in Boracay, Aklan, Philippines, on August 9-13, 1996, to discuss the tenets and applications of operations research (OR). This workshop was co-sponsored by the Family Planning Service of the Department of Health (DOH) and the Family Planning Operations Research and Training Program of the Population Council, Manila. Fourteen local government units (LGUs) were represented in the workshop: Benguet, Cagayan, Ilocos Sur, Tarlac, Quezon City, Capiz, Negros Oriental, Bacolod, Misamis Oriental, Davao del Sur, Davao City, Maguindanao, North Cotabato, and South Cotabato. They are all participants in the LGU Performance Program of the DOH, which was undertaken as a response to the devolution of health services to local government units as mandated by the Local Government Code. Resource persons from academe, research institutions, and the DOH elaborated on OR in five sessions: Introduction to Operations Research, Considerations in Conducting an OR Study, Conducting the "Cluster Survey": 1997 LLP Benchmark #6, Special Topics in OR, and Preparation of an OR Concept Paper.

The project aims to reduce fertility through increasing accessibility, improving quality, and generating demand for family planning services. It attempts to achieve its objectives by supporting service innovations in the public and nongovernmental sector and through social marketing of contraceptives. These intervention strategies are expected to increase the couple protection rate of the state in general and of Kanpur Nagar in particular. One of the prerequisites is to carry out a baseline survey in selected districts of Uttar Pradesh. The BSUP is primarily a household survey with an overall target sample size of 37,000 ever married women ages 13–49 years. The Population Council has collaborated with a number of Indian Consulting Organizations (COs) for survey implementation. Each CO has carried out the survey in one or more districts. The baseline survey was initiated in 15 out of the state’s 63 districts. This report pertains to district Kanpur Nagar.
