This paper explores the goals and functions of the public libraries in Sweden. This is regarding their materials, what groups they are focusing on and what their purpose is in the society. The paper focus on the four interviews that I have conducted which also are what this study is based upon. I have used the model of Andersson & Skot Hansen (1994) to analyze the material and the results that I have found. This in order to determine what functions the public library has that I have chosen as an example for this study. It displays what functions the chosen library has in its community and the goals of the public libraries. The result shows that the libraries strive to spread culture, literature and information to all groups in the society and to support all forms of education. The paper also reveals that the library that I have chosen has many functions in its community as public libraries often has.

It is said that libraries are the cornerstones of democracy.What is then the democratic mandate, and how is itperceived by the library staff? That's what I examine in thismaster's thesis. I’ve made 14 phone interviews with librarystaff, from assistants to managers, and examined what theirdaily work routine looks like and what they think belongs tothe democratic mandate. I found that all agree that there is ademocratic mandate, but it is not clearly stated in anydocument.I found seven areas that my respondents saw as part of themandate; availability, diversity, children and young people,equality, public education, free of law and cultural history.These are not sharply defined, but can often move into oneanother. The everyday work of the library is more of a socialwork than you might think. The digital divide means that thelibrary staff will largely be helping with things like orderingstuff over the Internet, get email accounts, helping people tolearn social media, helping immigrants and refugees to learnhow Swedish society works and so on.The problems experienced with the democratic mandatewere mainly economic. Downsizing means that the staffdoes not have time and opportunity to help as much as theywant. The fact that the democratic mandate is not so clearlystated was also experienced as a problem. A clearly definedmandate would not only draw guidelines for labor, but alsoshow outward a little better what you actually do at thelibraries, more than lend books.

In this master’s thesis we examine how the public libraries’ role and mission has been interpreted during the covid-19 pandemic and how the public libraries adapted to the situation. Public libraries are communal spaces meant for the public and according to the Swedish library law the public libraries should work especially towards a few specified prioritized target groups. Therefore, we also wanted to consider which groups needs that have been fulfilled or not, through the adjustments during the pandemic. The material of the study consists of interviews with 14 public library directors and 1 developer of public libraries services. We applied Fairclough’s framework for critical discourse analysis on our interview material. This framework was supplemented with Habermas term the public sphere and with the discourses about public libraries identified by Hedemark.  In the thesis we identified reasons and arguments for how the public libraries readjusted their library activities and prioritized services. We also identified which discourses about libraries were noticeable in the library directors’ descriptions of the libraries’ role during the pandemic. Several discourses about libraries identified by Hedemark were common in the material. We also found a discourse that had not been identified by previous research, which we named the social meeting place discourse. We interpreted the prevalence of this discourse about libraries, which focuses on the social aspect of the library as a meeting place, as an effect of the pandemic. Since the libraries have not been able to function as meeting places during the pandemic, this function has become more noticeable. The closing of the libraries as meeting places has affected all the library users but has affected the libraries work towards the prioritized groups the most. In some areas of Sweden the public libraries have replaced some of the meeting place functions with new digital services. These adaptions vary greatly between different counties, which has meant that people have had different access to library services depending on where they live.  This is a two years master's thesis in Library and information science.

This master’s thesis aims at examining and structuring different viewpoints concerning the assignments of the Swedish public library system. The method used is ideology analysis.The main questions are: what are the overriding goals connected to each of the different assignments? How are these goals motivated? By which means are the goals to be reached? And how does our analysis relate to earlier research on the assignments of the Swedish public library? The thesis can be said to consist of three main parts. Part one is a theoretical framework introducing the concept “ideology analysis” and the concept “schools of thought”. Part two is an examination of different documents regarding the public library and its assignments. Analyses of political documents such as the Library act and other documents, such as documents from the Swedish Library Association and from periodicals are included. Part three is the analysis. The examination in part two leads to the structuring of four sets of schools of thought, each with a slightly different view of what the public library should and should not do. The first school of thought focuses on the public library as a beacon for an open and democratic society. The second school of thought focuses on the public library as a mediator and promoter of reading, learning and language. The third school of thought puts the public library's strong connection to the education system and knowledge in general in centre. The fourth, and last, school of thought stresses the impact the public library is liable to have, and in some cases already has had, on the economical growth in a region.

The aim of this Masters thesis is to examine and analyse how the public librarys mission is interpreted and formulated in a selection of library related journals. The journals are both international scientific referee journals from the LIS field and journals with a closer connection to the practitioners within the public library field. The idea is that these journals can be seen as windows to an academic theoretic perspective on public libraries, as well as to the practitioners way of talking about the librarys mission. The study also aims to examine if there is a difference in the way that the librarys mission is interpreted and discussed among theorists and among practitioners within the field. The theoretical starting-point is Ernesto Laclaus and Chantal Mouffes discourse theory, and the method is text analytic. By using a model in four phases based on Laclaus and Mouffes terminology, 30 articles from the two journal contexts are analysed. The result of the analysis reveals nine discourses which imply different ways of regarding the librarys mission: An information technology discourse, a democracy discourse, a cultural discourse, an educational discourse, a market economy discourse, a social discourse, a pedagogical discourse, a general education discourse and an overall discourse that concerns the fundamental values in the public library activities. The findings show that there is little difference between the theorists and the practitioners way of interpreting and formulating the public librarys mission. Even though some small differences are discernible, the overall impression is that there is a similar lack of conformity regarding the mission in both perspectives. The lack of conformity is due to the fact that there is no agreement within the public library field nor among theorists or practitioners on what the fundamental values for public libraries are, or should be in the future. To ensure the public library a place in the future society, this is an important question for further research in the library field.

The purpose of this thesis is to investigate whether there is a correlation between the vision of the public library as expressed in “A new model for the public library” and how public libraries and its services are conveyed to newcomers to Sweden. Our two research questions inquire about the ways the public library and its services are conveyed and the challenges faced by public libraries in  communicating public libraries to newcomers? The method used for this study is semi-structured interviews with five public librarians working with multicultural issues at their workplaces. This study is theoretically grounded in the model for the public library proposed by Jochumsen, Rasmussen Hvenegaard and Skot-Hansen. The findings reveal that the model correlates quite well with how librarians describe their work in relation to newcomers.

The new Library Act came in force in January 2014, external changes such as globalization and information technologies had changes the way libraries work and the new law aimed to reflect this. The aim of this study is to examine ideas surrounding the mission of the public library as it appears in the referral statements that three state agencies and three interest organizations gave to the ministry publications series Ds 2012:13. The questions this thesis examines are: what ideas can be discerned in the respond-ents' opinion regarding public library's mission? How is the con-sultation bodies’ way of looking at public library's mission to-wards the government's approach? In this thesis the empirical ma-terial has been analyzed using a theoretical model called The four spaces – a new model for the public library designed by Casper Hvenegaard Rasmussen, Henrik Jochumsen and Dorte Skot-Hansen. The model consists of four different goals and four differ-ent spaces and can be used as a basis for discussions about the public libraries role in society. The findings show that the state agencies and the interest organizations view of the mission of the public library is that of a knowledge intermediaries and a conveyer of information, of promoting reading and democratic views and having children and adolescents as a focus group. In regards to the comparison between the government’s ways of looking at the mis-sion, I found only a few differences. The respondent’s wanted to widen the mission compared to the governments view.

Syftet med denna studie är att undersöka hur några bibliotekarier ser på samarbetet mellan folkbiblioteket och skolan angående deras likvärdiga läsfrämjande arbete kring barn och unga. Metoderna vi valt att använda oss av är en enkätundersökning och att se över biblioteksplanerna för de kommuner studien berör. Vi har i enkäten valt att använda oss av både öppna och stängda frågor då vi vill undersöka bibliotekariernas perspektiv på samarbetet. Resultatet vi kommit fram till är att samarbetet ser väldigt olika ut i kommunerna men även att folkbibliotekens riktlinjer är väldigt otydliga för hur samarbetet ska se ut eller inte. Många skolor saknar skolbibliotek och använder därmed folkbiblioteket som resurs till skolan vilket även flera folkbibliotek uttrycker att de inte är deras jobb att assistera skolorna.

This study deals with the Swedish public library in our changeable time. New technology, an altered media situation with a growing digitalization, globalization and a society focusing on the individual and the market have put the public library in a new, indistinct position. It is described as facing an identity crisis. The aim of this thesis is to, by interviewing a group of young people ages 15-16, find out what the public library is for this user group and what it ought to be according to them. How do they value the services provided by the public library? Are there services they miss? The thesis also aims at relating the opinions of the young people to earlier research. By using different models discussing the mission of the public library and its function in local society, the opinions of the young people are analyzed. It is shown that the user group values social activism the highest, focusing on the public library´s social responsibility and the importance of including everyone in its activities. The democracy aspect is central for the young people interviewed. It is further shown that the market adaptation of the public library is not embraced by the young people. Neither is the public library in the role as a meeting place. The populist initiative is rejected by the user group and thus, the public library’s populism of our time could be described as misdirected. Instead, more of the public library’s traditional services are inquired for.
