Between Meiji 41 and Meiji 44 (1908–1911), the Japanese colonial government implemented a fishermen migration project in five prefectures and six ports in Taiwan. This was set up earlier than the Japanese migration project for farmers. The latter was not formally kicked off until Meiji 43 (1910). Comparing these two Japanese government-run migration projects also shows the following differences: First, the fishermen migration project started at the time when detailed surveys and assessments of Japanese colonial migration to Taiwan had not yet been completed. Second, the later farmer migration project, unlike the fishermen migration project, was under the leadership of the Taiwan Sōtokufu (Office of the Governor-General, Taiwan). The fishermen migration project was basically an agenda set up by local prefectures. Third, it aimed at improving Taiwan’s coastal fisheries through recruiting Japanese fishermen to migrate to Taiwan. The idea was that these Japanese fishermen would be exemplary fishermen who would generate incentives for Taiwanese to compete with them. Therefore, in contrast to agrarian migrants, fishermen migration was more of an economic colonial project than a political one. Given that the fishermen migration project in Taiwan was initiated by inexperienced local prefectures while the Taiwan Sōtokufu played only a passive role, its limited achievements are not a surprise. The only successful case was in Donggang (東港), where the geographical location and personal cooperation among local and Japanese fishermen helped it become an ideal place for Japanese fishermen migrants. The migration project failed in all the other five ports. In this paper, I will analyze how the fishermen migration project operated. I will show the different governmental strategies implemented between local prefectures and the colonial government at the time when the implementation of fishing reforms was still in the trial-and-error stage of colonial experiments. At the same time, I will argue that the project failed because of the existence of unfavorable structural factors that worked against the development of the migrant industry. The Taiwan Sōtokufu might have been aware of these unfavorable factors in Taiwan, which did not support the promotion of fishermen migration policies focused on coastal fisheries in Taiwan. Out of concern for colonial rationality, the colonial government had to call off the project. Nonetheless, the Taiwan Sōtokufu then expanded spending on fisheries and related industries, and became active in promoting the fishing industry. The industry thus developed during the Japanese colonial era. (This article is in English.)

This study aims to explore the efforts of the ILO in overcoming cases of forced labour that occurred to Indonesian crew members on foreign fishing vessels. The research method used is descriptive qualitative with literature study. This study shows that the ILO's efforts are to make and adopt ILO Convention No. 188 of 2007 concerning Manpower in Fishing and recommends that Indonesia ratify the convention. The ILO also facilitates several meetings and projects, such as the ILO Marine Fisheries Project, the Bali Forum, and the Southeast Asia Forum to End Human and Forced Labor in Fisheries. The ILO also facilitated several meetings and established projects such as the ILO's Sea Fisheries Project, the Bali Forum, and the Southeast Asia Forum to End Human Trafficking and Forced Labor in Fisheries.AbstrakPenelitian ini bertujuan untuk mengeksplorasi upaya ILO dalam mengatasi kasus kerja paksa yang terjadi pada ABK WNI di kapal penangkap ikan asing. Metode penelitian yang digunakan adalah deskriptif kualitatif dengan studi pustaka. Studi ini menunjukkan bahwa upaya ILO adalah dengan membuat dan mengadopsi Konvensi ILO No. 188 Tahun 2007 tentang Ketenagakerjaan dalam Penangkapan Ikan dan merekomendasikan agar Indonesia meratifikasi konvensi tersebut. ILO juga memfasilitasi beberapa pertemuan dan mendirikan proyek seperti Proyek Perikanan Laut ILO, Forum Bali, dan Forum Asia Tenggara untuk Mengakhiri Perdagangan Manusia dan Kerja Paksa di Perikanan. Fisheries within India have significant financial, nutritional and socio-economic development prospects. The country has a diversified natural fishery resource. Fishermen have continuously undertaken fisheries activity throughout the country over decades and fisheries co-operatives have now been developed for cumulative production and effective regulation of fishery activities. It was observed that there have been many inconsistencies, mostly in the management of fisheries co-operatives; a few were effectively handled under active supervision and government backing, whereas many co-operatives are facing various problems for their existence. Effective administration of fisherman's co-operatives is critical for increasing fishing productivity and the socio-economic growth of fishermen. Co-operatives can help fishermen develop their skills and gather information about technology, marketing, and management. Co-operatives can improve productivity, processing, storing and transportation capabilities while also meeting financial demands. As a result, co-operative organisations may contend with multinational corporations by integrating competent management abilities with co-operative power. To do this, a nationwide research project focusing on different elements of fisheries co-operatives is recommended. The need for appropriate policy implications for such sustainable management of fisheries co-operatives in accordance with current technical advancements in the sector of aquaculture, environmental degradation and global warming has been highlighted.

An important growing trend is reliance on temporary organisations and mechanisms such as projects. Projects have been increasingly used in all kinds of organisations, including public sector organisations, and are widely considered as effective and precise management tools. The extent to which current evaluations are able to measure their perceived impact is, however, unclear. Are project evaluations conducted in such a way that the long-term effect of – in this case the EU fisheries policy – can be assessed, and to what extent are the contribu- tions or added value of projects as a form of organizing assessed in the evaluations? The article draws on programme theory to analyse the evaluation criteria used for European Fisheries Fund projects in Finland. The article concludes that a potential mismatch between operational logic between the evaluation system and the project logic exists. It also shows that there is a connection between decisions made to fund projects and the actions that they produce, but that a clear causal relationship measurement of project impact is difficult to establish using current evaluation criteria.

Artisanal fisheries are the subject of a growing interest in the conservation community. It is considered as a less harmful extractive activity in many multiple-use marine protected areas (MPAs)s. However, only a few of these MPAs have been able to successfully combine their nature conservation objectives with those of managing artisanal fisheries in a sustainable manner. In many cases, the artisanal fishing activity and the communities related to it have been barely involved in the management of MPAs, which has led to sometimes tense situations between fishermen and MPA managers. This work takes the example of the future marine protected area "Jbel Moussa", located in northern Morocco just off the Strait of Gibraltar, where artisanal fishing is one of the main local activities. A survey was conducted between July and November 2022 and targeted the future stakeholders of the marine protected area. Knowing already the point of view of the artisanal fishermen of Jbel Moussa from previous works, this survey has served to clarify the perspective of the future managers of the protected area, in order to take stock of all that is planned in terms of the general management of the site and artisanal fisheries, but also to determine if there is a real communication between each stakeholder category. After analysis, the results of the survey showed some shortcomings in communication between the different categories of actors interviewed, but also some divergence of opinions between the managers of the future protected area and the artisanal fishermen operating there. However, it was revealed that several projects addressing, in particular, some of the aspects studied in this work, are being carried out at the site and will undoubtedly allow the problems observed to be taken into account for a better future management of the MPA.

Beel Mail is a 100 ha seasonal floodplain beel where community based fish culture was introduced during rainy season with 73 community members by department of fisheries with the funding support of WorldFish Center in year 2006. Socio-economic impact of this management was compared with control beel Chandpur. Beel Chandpur is 200 ha seasonal floodplain beel where also 16 landowner part time fishermen introduced fish culture during flooding. Beel Mail was stocked with 34.93 kg ha-1 fish fingerlings and beel Chandpur was stocked with 9.68 kg ha-1. Fish was harvested after about 6 months culture period and it was noticed that the gross production was about 4.7 times higher in the project site than the control site. Farmers obtained TK 7481.23 ha-1 as net return based on production cost in beel Mail and TK 3261.90 ha-1 as net return based on production cost in beel Chandpur. Average fish consumption increased by 20.49% in project site. In addition, future stocking and saving fund for fishermen society were established and sharing of benefit from fish culture was more evenly distributed between landowners and landless fishermen in project site than control beel. The following is a case study of the Northeast Fisheries Project, in Northeast Thailand, carried out jointly by the Canadian International Development Agency, its implementing agency and the Thai Department of Fisheries from 1986 to 1990. The formulation and events surrounding the project will be reviewed, with special emphasis on an experimental extension program which was pivotal to the project's success. Overall, the project did not succeed in meeting its objectives, and the purpose of this study is to examine the role of Thai values, social structure and bureaucracy, in contributing to this failure. Specifically, we will consider Thailand as a 'bureaucratic polity', the history and dynamics of patron-client relationships, and how these factors interact in the context of development projects and programs.

The current deficiencies of extension interventions in aquaculture in Bangladesh, in particular, in the North-west have been examined. The importance of the inclusion of a social dimension in development interventions has been reviewed. Aquaculture, extension, social development and poverty are defined in the context of the study and a model of their interactions is proposed and used to elucidate the role of aquaculture in poverty reduction. Research questions were generated to examine the contention that ‘Aquaculture Extension Approaches that fail to substantially address social development will lead to no more than a superficial reduction of poverty’. The study approach chosen was comparative case study (the first use of its' kind in this context). Within the study, communities representing four different aquaculture extension approaches and a, null-case, control were selected and then engaged in the research process. The findings that emerged from the study were matched and linked to the proposed model to establish patterns and linkages between aquaculture and poverty; extension and aquaculture; aquaculture and social development; social development and poverty; extension and poverty. The study suggests that all these aspects go hand in hand within communities, and that it is the degree of marginalisation that defines the success of any intervention as much as the intervention approach itself. The study indicates that aquaculture could be an entry point for a poverty alleviation strategy but the inclusion of a social dimension, together with the chosen technical intervention, is essential in achieving higher impacts on a sustainable basis. A number of recommendations for greater poverty impact through aquaculture intervention as an entry point are put forward, including the targeting of women as well as men, emphasise a learning approach, and the building of networks through forming community producers groups, fish clubs, Fry Traders and fingerling producers groups.

Women playa vital role in the agricultural sector of many developing economies. However, their efforts have been largely taken for granted, their needs ignored, and their work remains statistically invisible. Since statistics are supposed to function as tools in planning, this has widespread consequences - the continued neglect of women's activities especially as this relates to development. Although the importance of the role of women in development has of recent been acknowledged, the approach at a planning and operational level has been minimal. This has led to questions about the limitations of focussing on women in isolation and instead examining ways of focussing on gender which is the core of this research. In view of this, this research provides a framework for integrating women into the mainstream of development activities without treating them as a homogenous group, using a case study approach of women in the fisheries sector in Igbokoda fishing community, Nigeria. This study uses primary data collected through a household survey from a sample of 300 women over a period of 5 months. The survey covers three major areas - the gender division of labour and time allocation to activities; the gender allocation of responsibilities (responsibility for household expenditure by gender); and access and control of men and women to productive resources. Another aspect that is important to this research concerns development projects - past and present - and the impact these have on women. The overall purpose of this study is to demonstrate that gender roles constitute a key variable in the socioeconomic condition of any country - one that can be decisive in the success or failure of development plans. The major results of the study suggest that women in this community (as in many agricultural communities of developing economies) are working longer hours than men. They spend on average about 13% more time on income-earning activities and 9% less on leisure than men. They also spend on average 70% of their earnings on household food and basic needs. Only about 3.3% of the women studied had access to modem technology and extension services/literacy and training programmes. This research argues that women's work is critical to the survival of their families, they are key actors in the economic system, and their neglect in development plans has left untapped a potentially large economic contribution.

Aquatic macrophytes are important components in structuring aquatic communities because they provide physical and biological functions that contribute to the stability of the ecosystem. Macrophytes provide the basis for the aquatic food-web and also provide habitat and refugia for aquatic fauna. In systems that lack macrophytes, anthropogenic re-establishment may be a feasible management approach to improve aquatic ecosystems. Understanding environmental factors that regulate colonization, dispersal, and persistence of aquatic macrophytes is pertinent to re-establishment efforts. The purpose of this study is to test hypotheses regarding success of macrophyte re-establishment efforts in Little Bear Creek Reservoir, Alabama using different macrophyte species, water depths, plant patch size and protection against herbivores at planting sites. In addition, a deductive GIS model is used to predict suitable areas to focus re-establishment efforts. Knowledge generated from hypothesis testing and application of GIS modeling provides novel information and tools for managing aquatic ecosystems.

AbstractSpread over the ocean regions of the Caribbean, the Pacific and Atlantic, the Indian Ocean, the Mediterranean, and the South China Sea, the small island developing states (SIDS) are a distinct group of developing countries often known for their rich biological diversity, oceans, tourism, and fisheries. The pressures on these and other natural resources is most immediate in the islands where the high vulnerability to the impacts of climate change, limited land and water resources, often unsustainable natural resource use, and other particular economic vulnerabilities are disrupting livelihoods. The COVID-19 pandemic has further exacerbated the SIDS economies and livelihoods. Over the past 25 years the Global Environment Facility (GEF) has supported interventions in SIDS through $578 million in financing, in critical areas such as biodiversity protection, climate resilience, and energy access through renewable energy. But how effective and sustainable have these interventions been? What factors influencing the sustainability of GEF interventions can provide insights for future project design and implementation? This chapter draws on findings from a recent country cluster evaluation on SIDS conducted by the Independent Evaluation Office (IEO) of the GEF. It presents the main environmental challenges in SIDS, the evidence on the relevance and effectiveness of GEF interventions in addressing these challenges, and the main risks to sustainability of outcomes. Important contextual factors that affect sustainability in SIDS include good policies and legal and regulatory frameworks, national ownership of projects, environmental awareness, institutional capacity, and strategic institutional partnerships. Project-related factors including good project design and adaptive project management, scaling-up and replication based on lessons learned, and a good exit strategy are also important for sustainability.

AbstractTypically, data cannot be shared among competing organizations due to confidentiality or regulatory restrictions. We present several technological alternatives to solve the problem: secure multi-party computation (MPC), trusted execution environments (TEE) and multi-key fully homomorphic encryption (MKFHE). We compare these privacy-enhancing technologies from deployment and performance point of view and explain how we selected technology and machine learning methods. We introduce a demonstrator built in the DataBio project for securely combining private and public data for planning of fisheries. The secure machine learning of best catch locations is a web solution utilizing Intel® Software Guard Extensions (Intel® SGX)-based TEE and built with the Sharemind HI (Hardware Isolation) development tools. Knowing where to go fishing is a competitive advantage that a fishery is not interested to share with competitors. Therefore, joint intelligence from public and private sector data while protecting secrets of each contributing organization is an important enabler. Finally, we discuss the wider business impact of secure machine learning in situations where data confidentiality is a concern.

AbstractIntegrated River Basin Management (IRBM) involves the integration of the multiple uses of water, the integration of multiple properties of water: water disaster, water resources, waterways, water environment, water ecology, water landscape and water culture, and the integration of water by space: upstream vs downstream, left bank vs right bank. The main problems of IRBM within the Lancang-Mekong River Basin includes flood disaster, navigation and its impact to basin cooperation, contradiction between development and protection, and public security in a framework of cooperation and integration. It has been a general concern for Mekong countries to manage water conservancy engineering and coordinate water supply, navigation, fishery, power generation, and water disaster management. All stakeholders put great emphasis on water conservancy engineering management in terms of basin planning, domestic and cross-border project construction, and cooperation mechanisms. In order to ensure the sustainable use of water resources, a series of continuously updated plans were proposed. Those plans set goals and provided measures for the rational and sustainable development of the resources in the basin, and meanwhile, it also put forward a mechanism to offset the adverse effects. The development of international navigation has deepened win-win cooperation, strengthened regional economic exchanges and tourism development, promoted regional prosperity among China, Laos, Myanmar and Thailand. The basin has abundant fishery resources and has the world’s third most diverse fish population, with 1,148 fish species, after the Amazon and Congo River Basins. Mekong countries have different needs for the development of fishery resources due to their different geographical locations and economic development, and thus very little cooperation in fisheries has been carried out among Mekong countries. The basin’s ecohydrological management involves environmental flow, water quality, soil erosion and sedimentation, aquatic organism and underground water protection. The current measures include enhancing monitoring, scientific assessment, rational regulation of water system, the establishment of natural reserves, and international cooperation. Climate change and construction of dams are both critical challenges faced by the basin in terms of ecohydrological management in the 21st century.

Abstract Local fishery unions have a significant authority over the use of marine space in Japan. Building consensus with them on marine space use have been identified as significant barriers to development of offshore wind projects. Creating non-monetary benefits and adding value to the local fisheries is a required strategy for getting fisheries consensus for future offshore wind projects. Previous studies have proposed and evaluated several such benefit creation options. However, there still remains uncertainty of the effectiveness of such benefit creation options. This study aims to compare the local residents’ and fisheries’ preference of the benefit creation options by using questionnaire surveys and stakeholder interviews in three areas. Those valid responses have been selected for the preference analysis by using the DS-AHP multi criteria decision making model. This study shows that project location and other regional differences are significant factors of general residents’ attitudes of offshore wind projects. On the other hand, fishers, the most important stakeholders, preferred added values related to their fishing industry. Additionally, regional location and fishing method is found to have an impact on their preference.

“The Healthy Plan of Enclosed Coastal Environments” was a project implemented from 2011 to 2013 to design an effective action plan for restoring a healthy environment in Mitsu Bay, Hiroshima, Japan. After collecting and analyzing natural and social background information, two controversial issues associated with the bay’s ecosystem were identified: a decrease in oyster production that may be due to oligotrophication of the bay, and deterioration of sediment quality caused by oyster culture. Four mitigation approaches were proposed by the committee and their effectiveness was evaluated using numerical calculations. An application of hot air-dried oyster shells (HACOS) to the sediment was considered the most effective measure, because the remediation of sediment quality by adsorbing hydrogen sulfide may increase benthos biomass and fisheries production. Improved conditions were estimated to continue for 10 years. The application of HACOS is easy for fishermen, and is very cost effective because it is a by-product of extensive oyster culturing in the bay. Thus, the approach is also considered advantageous for establishing a recycling-orientated community. The effective action plan for sustainable fisheries and restoration of the environment outlined in this study is proposed as a leading model of design and implementation.

The paper presents the activities and results of the „Danube. Prut. Siret. School education”. This project was carried out within the Prut - Danube Galati Local Development Strategy and was financed by the European Fund for Fisheries and Maritime Affairs, respectively the Operational Program for Fisheries and Maritime Affairs 2014 - 2020. The target group was formed by 150 students of the School High schools no. 28 Galatians from the primary cycle, respectively a class 0, a class I, a class II, a class III and a class IV (total 5 classes), all of them also being the beneficiaries direct of the activities undertaken within this project. The purpose of the project „Danube. Prut. Siret. School education” was a better understanding of the natural potential of the Prut - Danube-Siret fishing area, the understanding of the local specifics of the area where I live and the existing elements of tradition. The activities within the project sought to enhance the cultural heritage and biodiversity of the aquatic environment through non-formal education of students from Secondary School No. 28 Galatians. The project took place between 10.01.2019 and 10.01.2020 in the area described by the Lunca Prutului Inferior from Cavadinești to Tulucești, the area described by the Danube River and the banks of the Siret River in the towns of Şendreni and Braniștea.

A cooperation agreement has been signed on the 15th October 2014. Within this agreement several activities have been implemented. Among them, 5 research projects [2] have been developed during 2015: Study of a New Bus Station Terminal, Creativity Entrepreneur Area (Dermocosmetics industry, agro bio organic market, Renewable Energy, Wood artisanal and Fair Fashion), Viability of Wave Energy Station, Harbor New uses, Offshore Wind Energy Farm. Here it is summarized the outcome of these researches, measured in terms of invest needed and benefits generated, in terms of active participation of people of Essaouira, new activities and companies generated, and profits potentially gained in a short and long term under sustainable and respectful environmental, cultural and social behavior where fair trade, health, person to person business and less is more are the bones and the heart of all proposals.

This paper describes a multi-year program to assess pipeline crossings of sensitive watercourses along a major pipeline project. During the Front End Engineering and Design (FEED) phase a sensitive watercourse assessment team (SWAT) was established to provide a biophysical and construction assessment of selected watercourses to be crossed by a proposed pipeline project in western Canada. The SWAT comprised a fisheries biologist, a pipeline watercourse construction specialist and other technical support personnel. The field work included assessing biophysical data, fish habitat values, access to the crossing location, construction issues, site-specific mitigative measures and potential habitat compensation options, as well as providing photo documentation and a conceptual crossing sketch. The advantages of the SWAT assessment at a crossing site were: • It provided an effective and efficient field assessment of the proposed watercourse crossing in the early phase of the project. • It was a multidisciplinary assessment. • It provided a recommendation as to a preferred crossing location at the site. • It provided a recommendation as to preferred crossing method and timing of construction at the site. • The data were site-specific to the preferred crossing location. Three consecutive years of baseline biophysical field data were compiled and site reports generated using a custom designed database. Over 200 sensitive watercourses were identified based on environmental, geotechnical, and constructability factors and were visited by the SWAT team, sometimes more than once, for a total of 271 individual site assessments. Data collected during the FEED phase included site-specific information that can be used for ongoing project discussions, regulatory and community consultations, permitting and Fisheries and Oceans Canada (DFO) authorizations. The SWAT program also provided recommendations for minor or significant shifts in crossing location for 40% of the sites visited, resulting in changes to the pipeline alignment during the route evolution process.

Abstract Atlantic Shores Offshore Wind is developing one of the largest offshore wind energy projects along the U.S. East Coast. Given the large lease area covering 741 km2 and with minimal pre-existing geophysical, geotechnical, environmental, and marine archaeological data availability when the lease was awarded, significant front-end efforts were required to complete project design and regulatory site characterization. Collection of the information needed to progress the Construction Operations Plan and develop a project's detailed design parameters would typically take up to 4 years to finalize. This long duration is exacerbated by the misaligned timing of geophysical information needed early for permitting purposes compared to detailed geotechnical information acquired later, when project design essentials are better defined. This timing issue was managed through innovative phasing and integration of geoscience efforts in the first few years of the development. Coordinated acquisition of geohazards, geophysics, marine archaeology, geotechnics, and benthic habitat data, designed to cover the range of project variables within the project design envelope, optimized the survey campaign and resulted in a future-proof site characterization baseline. This case study highlights various technological, operational and strategic innovations implemented in the following areas: fisheries management and simultaneous vessel operations (SIMOPS), survey line planning, environmental and benthic planning, geotechnical tools and techniques, phased ground model development, data quality assurance and control, offshore operations oversight, data management and regulatory strategies. Refinement to survey plans, including orientation, sequencing, clustering, and multi-purposing data acquisition, delivered multiple efficiencies as the project matured. The team achieved geoscience data quality objectives and reduced survey durations by carefully considering commercial fishing intensity, metocean conditions, geological features, and survey line design or layout. Close coordination with multiple technical package teams was necessary to understand and anticipate evolving engineering data needs and minimize duplicate data gathering. This integrated approach enabled the project to accelerate the identification and interpretation efforts needed to answer critical questions for geotechnical ground modeling, archaeological paleolandscape modeling, geologic history determination, and benthic habitat mapping in ways that are unique and innovative to the offshore wind industry. The unprecedented use of new data displays and innovative mapping tools allowed various project development and engineering design experts from across the global project team to easily access the wealth of geoscientific information developed without the need for specialty software or extensive training. The approach also realized valuable benefits in the areas of offshore safety, achieving critical milestones, and supporting Atlantic Shores Offshore Wind goals of environmental stewardship, being a good neighbor and leading with science.

[Extract from Executive Summary] This report documents Work Package 7 of the Scottish Inshore Fisheries Integrated Data Systems (SIFIDS) Project, which was designed to facilitate engagement with the key stakeholders including; inshore fishers, their representative bodies, Regional Inshore Fisheries Groups, Marine Scotland including Policy, Compliance and Science. The SIFIDS Project focused on 12 metre and under inshore fisheries vessels, of which around 1,500 are registered in Scotland including those that work part-time or seasonally. The facilitation team was set various targets for engagement based on the requirements of other work packages. The success of the overall project was dependent to a significant extent on securing voluntary engagement and input from working fishers. Previous experience has shown that having a dedicated project facilitation team is an extremely effective model for establishing the necessary trust to encourage industry-participation in projects such as this. The WP7 facilitation team comprised three individuals who have significant marine and fisheries related experience and wide-ranging skills in communications and stakeholder engagement. They worked together flexibly on a part-time basis, ensuring staffing cover over extended hours where required to match fishers’ availability and geographical coverage over Scotland.

Interest in the Somali fishing sector is growing. Development agencies, donors, and investors see the potential for fisheries in Somali waters to provide income, food security, and stability in coastal communities. But reliable and up-to-date information about the state of Somali fisheries is difficult to find, complicating business decisions. Where should development be focused? What kind of investment will provide the most benefit and long-term return for coastal communities? What fisheries sector opportunities are the most sustainable, and which might be a threat to the health of Somali fisheries? Somali Coastal Development Opportunities answers these questions through targeted and original analysis of fisheries data coupled with information on current development projects throughout the Somali region. This report highlights six coastal fishing villages – Bereda, Hordio, Bander Beyla, Maydh, Hawaay, and Merca – to investigate the development needs and opportunities in each. Opportunities in the fisheries sectors are analyzed in light of sustainability and feasibility to provide recommendations that will guide investment and development in the Somali fisheries sector.
