This study sought to analyze the relationship between the operation of volunteer fire brigades and the efficiency of fire-fighting administrations. To this end, the efficiency of the fire-fighting administrations of 16 metropolitan and provincial governments in South Korea were measured using data envelopment analysis (DEA) from 2011 to 2018. In addition, the relationship between the operation efficiency of the volunteer fire brigade and the fire administration was analyzed using a Tobit regression model. DEA found that the technical efficiency based on constant returns to scale was 82.78 ± 18.12%, the technical efficiency based on variable returns to scale was 89.31 ± 12.46%, and the efficiency of the scale was 91.72 ± 10.56%. Tobit regression analysis found the ratio of volunteer fire brigade personnel, the budget ratio of the volunteer fire brigade, and the enforcement of the Act on the Establishment and Operation of Volunteer Fire Brigades to have significant positive effects on the pure technical efficiency of local governments. In addition, when the ratio of volunteer fire brigade personnel or ratio of budget had a positive effect on the efficiency of fire administration, the enforcement of the volunteer fire brigade statute exerted a positive adjustment effect. This study thus shows that volunteer fire brigades have a positive impact on the efficiency of the fire-fighting administrations of metropolitan and provincial governments.

The responsibility mental model (RMM) is an important factor in an effective cooperation system that affects decision-making, role adjustment, and performance. For this purpose, 186 firefighters from an off-site fire brigade and 65 firefighters from an on-site fire brigade participated in the study. We compared the levels of the RMM for a fire at a nuclear plant and analyzed whether the RMM is shared internally in each fire brigade through latent profile analysis. The results showed that the responsibility of on-site fire brigades is prioritized for fire liability in nuclear plants. Both brigades identified the heterogeneity of the RMM. Firefighters from the off-site fire brigade were divided into three groups of thinking they have ‘more responsibility’ (11%), ‘shared responsibility’ (36%), and ‘less responsibility’ (53%) than their cooperation partner. Firefighters from the on-site fire brigade were divided into two groups of ‘more responsibility’ (48%) and ‘shared responsibility’ (52%). The result that each fire brigade does not share a homogeneous RMM suggests the ambiguity of roles in the cooperation system. The need for infrastructure for cross-organizational collaboration and coordination is discussed.

Locating the study firmly within historical debates concerning the embryonic international municipal movement, this article demonstrates that municipal institutions participated in networking activities as part of a policy learning and knowledge-transfer process.

The “forest fire 2020” program of Canton Ticino The Canton of Ticino has a long-lasting experience in facing forest fires. As a result, a tradition in forest fire documentation and analysis exists and the forest fire management approach is continuously reviewed and improved with the aim to preserve the forest protection functions and to keep the mountain areas safe for the inhabitants. The fire regime has been reduced in Ticino since the seventies of last century thanks to improvement of the firefighting organization and fire control techniques (e.g. systematic use of helicopters for the aerial fire control) and the possibility of declaring a total fire ban in the open. However the demand in terms of protection of human lives and goods of the modern society is raising and as consequence of the climate change fire risk may increase in the future. For this reason two years ago the forest service of Canton Ticino developed the “forest fire 2020” program, in collaboration with the cantonal fire brigades association and the federal research Institute WSL. The program consists of four interdependent activity modules, which are 1) prevention, 2) organizational and technical measures, 3) firefighting and control, 4) burnt area restoration. The forest service is responsible for the fire-danger rating, the fire-ban release, the mentoring of local authorities in forest management questions and for planning pre-suppression facilities (e.g. water points for helicopters). It is also responsible for defining the mission rules for aerial firefighting, for collecting the data for the statistics, and for planning the post-fire forest restoration measures. The fire brigades are in charge of the firefighting tasks, by first intervening with the urban fire brigades and in case of need requiring the support of specialized forest-fire brigades. During the firefighting actions the forest service takes a consulting role. The first two years of implementation confirmed the suitability of the “forest fire 2020” program. Potential improvements have been however detected and are under implementation, such as the completion of the pre-suppression infrastructures, a better coordination between aerial and terrestrial firefighting and the strengthening of the specialized forest-fire brigades.

This thesis describes Japan's modern system of community fire brigades, a federated civilian paramilitary organization dedicated to localized fire prevention and response with a current active membership of over 800,000 men and women. Auxiliary firefighting institutions in Japan have had comparatively high rates of participation vis-à-vis those of other nations, but are now facing acute recruitment difficulties in the face of increased competition from alternative venues for civic engagement since the mid-1990s. This suggests both the tractability of civil society as an extra-statal sphere of institutionalized social organization as well as the inherent pluralism of its vernacular expression. I demonstrate that the nationalization of the fire brigade system in 1894 was predicated on the existence of an autonomous and normative sphere of age-graded practices of inter-household mutual aid in the villages of Tokugawa Japan. The gradual absorption and redirection of these practices into the nation-building projects of the Meiji state and its successors realized the creation of a functional emergency service organ with universal penetration at minimal expense. Nevertheless, drawing on Maurice Bloch's theory of rebounding violence, I argue that the secular rituals and state symbolism used to achieve this encompassment have conferred a legacy of structural ambivalence between civility and uncivility that continues to inform perceptions and representations of the brigade in public discourse. It follows that the phenomenon of organizational aging and questions of recruitment and succession should be seen as ideological in nature, rather than as simple indices of wider demographics or social transformation. This thesis is based on data collected during twenty months of research in Japan between 2008 and 2010, including eleven months of continuous participant observation with a brigade in Suwa District, Nagano Prefecture. Extensive ethnographic interviews with local firefighters, community members, and town officials are supplemented with data from primary and secondary historical sources, including online discussion forums. This thesis contributes to the literature on local voluntarism in Japan, as well as to the wider anthropological project of documenting non-western models of civil society.

Fire brigades in the UK are currently exploring initiatives aimed at improving "Quality of Service". This has most commonly been in response to challenges presented by the "Citizens Charter", Audit Commission models for quality in service delivery, measurement of performance in service delivery, and, increasingly, budgetary pressures in brigades. Of the routes that are available towards quality improvement, Total Quality Management, or TQM is one that is gaining in popularity. It is the author's contention that as an organisation, the fire service, like the police, military and other command organisations, is subtly different to commercial, industrial, and most other public sector organisations. For this reason, not all of the models for quality improvement that are offered to the service are either useful or viable, and the resistance to them is not merely a symptom of unwillingness to change. Of the package of concepts embraced by the label TQM, one of the most problematic for the fire service has been that of empowerment. Part of the reason is that empowerment is not well defined in itself. This is not to suggest that the concept is not real, or that it is impossible to apply. There are, however, distinct difficulties with both the concept and its application in the fire service. This is an organisation founded on a hierarchical and bureaucratic structure; discipline and obedience to orders on the fireground are enshrined not only in tradition but also in formal Discipline Regulations. Additional considerations of uniform, rank and a hazardous working environment, against the backdrop of a unionised workforce, central government monitored service delivery standards and local political control, all constitute barriers to the successful implementation of empowerment. The question implicit throughout this investigation is whether empowerment of a workforce, which is structured and conditioned by experience to follow identified leaders, and to operate within strict procedural and organisational constraints, can ever succeed, and whether success would be recognised. Therefore, this dissertation centres on an investigation of the issue of "Empowerment" in the context of a command organisation, against a background of TQM. For the purposes of this investigation the concept of empowerment was examined in detail, and the following"working definition" established in the context of a disciplined command organisation: "Empowerment is about giving the authority to make quality improvements to those who have the ability to make them; this must be done within a clear framework of strategy and values, by teams which have the necessary knowledge and ability, and which are managed by well trained, inspirational leaders".

This dissertation traces the changing distributions of social responsibility for fire in Calcutta and London across the long-nineteenth century. While these two cities were the capitals of the British Empire, with similar adoptions of municipal fire brigades, the public trust systems that undergirded these institutions varied greatly, revealing how municipal fire protection required more than municipal authority and technological innovation to be effective and acceptable to urban citizens. This dissertation examines how these cities endeavored to limit the fire danger that went hand in hand with imperial economic growth and in the process created systems by which the social responsibility for fire was divided between urban citizens and newly-instituted municipal fire brigades. Specifically, I ask how did the British Empire approach the destructive force of fire as a social problem in the rapidly modernizing urban environments of the nineteenth century? Other historians have argued that growing municipal authority or technological innovation in the name of efficiency account for the changes in nineteenth-century fire protection, but this dissertation argues instead that expanded municipal control, adopting new technologies, and the creation of municipal firefighting institutions were all a response to breakdowns in trust. Solving the fire problem could not be entirely top-down, nor completely bottom-up, but required a trusting relationship between urban citizens and municipal governments that was rare in the nineteenth-century British Empire

This study examines three aspects of conversational management in emergency (999) telephone calls made to the fire brigade: turn-taking, the use of speech acts and the transmission of information. Examination of the 16 longest calls in the corpus showed two problem types, situation specific and information transfer. The occurrence of situation specific problems was linked to longer calls. Turn-management behaviour was studied in 146 calls. Both operators and callers interrupted more when the caller was a woman. No difference was found in the distribution of speech across role or sex. Operators used significantly more assent words than callers. Speech act management was examined in 91 calls, using Conversational Exchange Analysis (Thomas, Bull and Roger, 1982). Operators and callers used different repertoires of speech acts. The operator also used acts which lead to predictable responses from the caller. The questions asked by the operator in 92 calls were categorised by the type of information requested and the sequence of questions was analysed to determine whether the operators used Requests to structure the call. The majority of probable transitions were between repeated instances of the same question. The sequence of questions could be predicted only at the beginning and end of the call. Information transfer was studied using three measures in 72 calls: method of information transfer, lapses between the parts of transfer sequences and errors in transfer. Different items of information were differed on all three measures. Finally, turn and speech act management were examined together, in 89 calls, using Facet Theory (Gratch, 1973) and multidimensional analysis. Two facets emerged, task and degree of interventionism. The conclusion of the study is that conversation management within these calls is strongly influenced by the interaction situation.

Abstract: Many environmental, economic and societal factors are leading fire brigades to be increasingly solicited, and, as a result, they face an ever-increasing number of interventions, most of the time on constant resource. On the other hand, these interventions are directly related to human activity, which itself is predictable: swimming pool drownings occur in summer while road accidents due to ice storms occur in winter. One solution to improve the response of firefighters on constant resource is therefore to predict their workload, i.e., their number of interventions per hour, based on explanatory variables conditioning human activity. The present work aims to develop three models that are compared to determine if they can predict the firefighters' response load in a reasonable way. The tools chosen are the most representative from their respective categories in Machine Learning, such as XGBoost having as core a decision tree, a classic method such as Multi-Layer Perceptron and a more advanced algorithm like Long Short-Term Memory both with neurons as a base. The entire process is detailed, from data collection to obtaining the predictions. The results obtained prove a reasonable quality prediction that can be improved by data science techniques such as feature selection and adjustment of hyperparameters.
Resumo: Muitos fatores ambientais, econômicos e sociais estão levando as brigadas de incêndio a serem cada vez mais solicitadas e, como consequência, enfrentam um número cada vez maior de intervenções, na maioria das vezes com recursos constantes. Por outro lado, essas intervenções estão diretamente relacionadas à atividade humana, o que é previsível: os afogamentos em piscina ocorrem no verão, enquanto os acidentes de tráfego, devido a tempestades de gelo, ocorrem no inverno. Uma solução para melhorar a resposta dos bombeiros com recursos constantes é prever sua carga de trabalho, isto é, seu número de intervenções por hora, com base em variáveis explicativas que condicionam a atividade humana. O presente trabalho visa desenvolver três modelos que são comparados para determinar se eles podem prever a carga de respostas dos bombeiros de uma maneira razoável. As ferramentas escolhidas são as mais representativas de suas respectivas categorias em Machine Learning, como o XGBoost que tem como núcleo uma árvore de decisão, um método clássico como o Multi-Layer Perceptron e um algoritmo mais avançado como Long Short-Term Memory ambos com neurônios como base. Todo o processo é detalhado, desde a coleta de dados até a obtenção de previsões. Os resultados obtidos demonstram uma previsão de qualidade razoável que pode ser melhorada por técnicas de ciência de dados, como seleção de características e ajuste de hiperparâmetros.

It is important to examine the behavior of forest fires and city fires to mitigate the property damages and victims by fires. There have been many previous studies on forest fires where the fire spreading patterns were investigated, utilizing artificial satellite pictures of forest fires, together with the use of corresponding weather data and GIS data. On the other hand, large area city fires are very scarce in the world, particularly in modern cities where high-rise concrete buildings are constructed with sufficient open spaces. Thus, the examples of city fires to be referred are few and detailed investigations of city fires are limited. However, there have still been existing old cities where traditional houses built with flammable material such as wood, maybe historically important, only separated with very small open spacing. Fires may freely spread in those cities, once a big earthquake happens there and then water supply for the fire brigade is damaged in the worst case along with the effect of strong wind. There are some fundamental differences between the forest fires and city fires, as the fuel may distribute either continuously or discretely. For instance, in forest fires, the dead fallen leaves, dry grasses and trees are distributed continuously on the ground, while the wooden houses in cities are discretely distributed with some separation of open spacing, such as roads and gardens. Therefore, the wooden houses neighboring the burning houses with some separation are heated by radiation and flames to elevate the temperatures, thus causing the ignition, and finally reaching a large city fire. The authors have studied the forest fire spread and are planning to start a laboratory experiment of city fire spreading. In the preliminary investigation, a numerical study is made to correlate with the laboratory experiment of city fire propagation, utilizing the three-dimensional CFD simulations. Based on the detailed experimental analysis, the authors are attempting to modify the three dimensional CFD code to predict the forest fires and city fires more precisely, taking into account the thermal heating and ignition processes. In this study, some fundamental information on the city fire propagation has been obtained, particularly to know the safe open spacing distances between the houses in the cities and also the wind speed.

With a commitment to protect and guarantee the safety of the residents of Joinville, 127 years ago a group of people created an institution focused on serving the population in a fast and efficient way. This was how the Volunteer Fire Brigade of Joinville was born, the first such institution in Brazil and the second national fire company. Having seen that it is an association composed of several institutions, as well as several volunteers, a way of managing them is necessary. This paper presents the steps of developing an application to assist the ABVESC firefighters with regard to their institutional organization, bringing greater accessibility and agility to their tasks and planning.
