In 2017, the Interagency Autism Coordinating Committee, a federal advisory panel consisting of autism researchers and community members, recommended that funders of autism research prioritize research projects on: (1) treatments/interventions, (2) evidence-based services, and (3) lifespan issues. We sought to describe research funding since this recommendation was made. We searched the databases of the three largest federal funders of autism research in the United States (National Institutes of Health, Department of Education, and Centers for Disease Control and Prevention) for grants awarded during 2017–2019. We categorized grants as follows: autism screening and diagnosis, biology, risk factors, treatments and interventions, services, lifespan issues, or infrastructure and surveillance. We found that funding patterns remained largely consistent during 2017–2019. Biological research received a relative majority of funding (32.59%), followed by treatments and interventions (22.87%). While given higher funding priority by the Interagency Autism Coordinating Committee’s recent budget recommendation, fewer funds were awarded to research areas like services (5.02%) and lifespan issues (2.51%), indicating a misalignment between funding patterns and the Interagency Autism Coordinating Committee budget recommendation. These findings emphasize the need for autism research funding to align with the Interagency Autism Coordinating Committee budget recommendations to best meet the needs of the autism community, particularly autistic younger, middle-aged, and older adults. Lay abstract In 2017, an advisory board consisting of autism researchers and community members recommended that funders of autism research prioritize research projects on: (1) treatments/interventions, (2) evidence-based services, and (3) lifespan issues. To describe funding in these areas since this recommendation was made, we searched the databases of the three largest federal funders of autism research in the United States. We found that the largest portion of federal funding during 2017–2019 was awarded to research on the biology of autism (32.59%) and treatments and interventions for autism (22.87%). Less funds were awarded to research areas that are high funding priorities by the Interagency Autism Coordinating Committee budget recommendation including services (5.02%) and lifespan issues (2.51%). Our findings emphasize that autism research funding is not consistent with the Interagency Autism Coordinating Committee budget recommendation to increase funding particularly to services and lifespan issues. We recommend that funding patterns should shift to better align with these priorities so that autism research may better serve the needs of the autism community.

The following are among those that do so, and provide up-to-date information on these topics for the benefit of others who conduct human research: (1) The Committee on Privacy and Confidentiality of the American Statistical Association; (2) an interagency committee of the federal government, the Federal Committee on Statistical Methodology, and its subcommittees, the Confidentiality and Data Access Committee and the Committee on Privacy; (3) the Inter-university Consortium for Political and Social Research (University of Michigan), whose core mission is to archive important social science data, provide open and equitable access to data, and promote the effective use of data; and (4) Carnegie Mellon University's Department of Statistics, which has created an open-access online journal, the Journal on Privacy and Confidentiality. Abstract The ASAS Public Policy Committee (PPC) provides updates of Grand Challenges (GCs) which clearly articulate research priorities while providing science-based information for shaping public policy and enhancing future funding for research and education programs in animal sciences (AS). Among the GCs is reproduction of domesticated animals (cattle, swine, sheep, goats, poultry, horses, and aquatic species) that is integral to sustain and improve global competitiveness of U.S. animal agriculture, understand and resolve complex animal and human diseases, and advance fundamental research in sciences that are critical to understanding mechanisms of action and identify future targets for interventions. Historically, federal and state budgets have dwindled and funding for the United States Department of Agriculture (USDA) National Institute of Food and Agriculture (NIFA) competitive grants programs remained relatively stagnant from 1985 through 2010. This shortage in critical financial support for basic and applied research, coupled with the underappreciated knowledge of the utility of non-rodent species for biomedical research, has hindered funding opportunities for research involving livestock and limited improvements in both animal agriculture and animal and human health. In 2010, the National Institutes of Health (NIH) and USDA National Institute of Food and Agriculture (NIFA) established an interagency partnership to promote the use of agriculturally important animal species in basic and translational research relevant to both biomedicine and agriculture. The “Dual Purpose with Dual Benefit” program encouraged One Health approaches for comparative medicine studies that use farm animal models that mimic human developmental, physiological, and etiological processes to promote human and animal health, better understand disease origins, interspecies transmission and mitigation strategies, and improve efficiency of assisted reproduction technologies. This presentation will review the successes of the 9-year Dual Purpose effort and highlight opportunities for tackling GC research in reproduction of domesticated agricultural animals.

Introduction. Analysis and generalization of the results of scientific research of the institutions of the Federal Service for Supervision in Protection of the Rights of Consumer and Man Wellbeing (Rospotrebnadzor)institutions of a hygienic profile are extremely important in the scientific substantiation of ensuring sanitary and epidemiological well-being and managing risks to the health of the Russian population. The purpose of the study is to analyze the results, achievements and prospects of the scientific substantiation of ensuring sanitary and epidemiological well-being and managing risks to the health of the population of the Russian Federation. Materials and methods. An expert-analytical study was carried out. The analysis materials are the main results of the activities of scientific institutions of the Rospotrebnadzor of the hygienic profile in the implementation of the industry research program of Rospotrebnadzor for 2021-2025. “Scientific substantiation of the national system for ensuring sanitary and epidemiological well-being, managing health risks and improving the quality of life of the population of Russia”, as well as of the Federal Program (FP) “Clean Air” of the National Project (NP) “Ecology”, FP “Clean Water” NP “Housing and Urban Environment”, FP “Strengthening Public Health” NP “Demography”, the State Program “Provision of chemical and biological safety of the Russian Federation for the period 2021-2024”, the Federal Target Program “Ensuring nuclear and radiation safety for 2016-2020 and for the period up to 2030”. Results. Within the framework of the industry program, in the first year of its implementation, six SanPiNs, 668 hygienic standards were approved, 20 analytical reviews were prepared. 23 patents for inventions, 45 - for industrial designs, 34 - certificates for computer programs, 178 objects of intellectual activity were registered. Based on the materials of scientific research, 95 articles were published in the journals Web of Science, 328 - Scopus, 802 - RSCI. 40 monographs, books and manuals have been published. 11 PhD, 2 doctoral dissertations were defended. Limitations. The research materials are limited to the results of scientific research of the Research Institute of Hygienic Profile of Rospotrebnadzor, obtained in 2021. Conclusion. The results of the activities of the NIO Rospotrebnadzor in 2021 indicate that the set of tasks assigned to them to ensure the sanitary and epidemiological well-being of the population is being successfully implemented. Further development of interagency cooperation is required (with scientific institutions of the Russian Academy of Sciences, the Ministry of Education and Science of Russia, other ministries and departments, with medical universities); interaction with problem committees of the Scientific Council of Rospotrebnadzor, as well as further modernization and renovation of the park of laboratory and medical equipment of scientific organizations.

A nuclear/radiological incident is known as a low-probability and high-impact disaster, yet it is catastrophic when it actually happens. Therefore intensive preparation for an effective response is required and many institutions and stakeholders are involved in the preparedness phase. This research is to examine the inter-agency coordination model on nuclear/Radiological incident response in the United States and aims to extract policy implications. In order to do so, the Nuclear/Radiological Incident Annex to the Response and Recovery Federal Interagency Operational Plan was studied with a focus on the interagency coordination program in the United States. This study reviewed the Federal Radiological Preparedness Coordinating Committee (FRPCC) and Radiological Emergency Preparedness Program (REPP) in the United States and examined the role of the Federal Emergency Management Agency (FEMA) as a lead entity for federal response activities for the nuclear/radiological event. This study suggests establishing a central government program to support local governments for radiological emergency preparedness activities and coordination efforts among stakeholders.

ABSTRACT Following the spill of 11 million gallons of North Slope crude oil by the Exxon Valdez in Alaska on March 24, 1989, a major cooperative effort to plan for the cleanup of Prince William Sound and the Gulf of Alaska shorelines was undertaken in Valdez, Alaska. All aspects of the spill response—the lightering of oil remaining on the stricken tanker, the containment of free-floating oil, and the unknown miles of remote shoreline to be cleaned up—were much larger than anything in American experience. The event provided unprecedented organizational challenges in shoreline cleanup planning and execution. The scope of the shoreline cleanup and the extended cleanup time anticipated, due to geography, weather, logistics, and other factors, required an organization not specifically identified in the National Contingency Plan or the Alaska regional contingency plan. The Interagency Shoreline Cleanup Committee—an interdisciplinary, interagency cleanup planning group—evolved in Valdez concurrently with the larger response organization implemented under existing contingency plans. As a day-to-day working group serving the needs of the federal on-scene coordinator, it included Exxon, the National Oceanic and Atmospheric Administration, the Alaska Department of Environmental Conservation, federal and state land and resource management agencies, Alaska natives, and commercial fishing and environmental groups. The planning model that evolved was refined and streamlined in early 1990 and carried through the remaining cleanup seasons.

The research is an administrative case study based on an extensive review of Hawaii government documents and interviews with key personnel of the Hawaii Emergency Preparedness Committee (EPC), civil defense, and other relevant government officials. Interviews with key personnel at the major medical centers were also conducted as well as a survey of 80 percent of the local Hawaii-based TV news reporters. The study describes the interagency coordination at the federal, state, county, and community level to improve capability. Recommendations from the study included increased funding for family emergency preparedness and local community response teams and continuous training by emergency response coordinators to improve state and county disaster preparedness. The study also recommends collaboration with disaster-trained media reporters. The study concluded that, overall, Hawaii is adequately prepared in emergency response capability, particularly in the areas of medical services and interagency coordination, but coordination with the media reporting on disasters could be improved.

The following case study addresses the difficulties and promise of developing a statewide interagency public information campaign to raise general awareness of water quality issues and governmental programs to address them. Due to only moderate success of voluntary programs to curb nonpoint source pollution, agencies are looking toward information and education programs to motivate the public toward conservation behavior. One of the biggest obstacles in developing an effective information/education program is institutional barriers to interagency cooperation, mirroring difficulties local conservationists encounter in their work to restore and maintain water quality at the watershed level. Cooperation between federal agencies, and resource commitment to public information is necessary at the federal level, as well as state and local levels. Agencies involved to date include the United States Department of Agriculture-Soil Conservation Service; Wisconsin State Departments of Natural Resources, and Agriculture, Trade and Consumer Protection and Administration; University of Wisconsin-Extension; Wisconsin Land Conservation Association.

Interagency coordination is crucial for effective multiagency disaster management. Viewing government and emergency management organizations as vital components of citizens’ disaster communication ecology, this study examines how a group of Texas-based public health departments and emergency management offices engaged in interagency coordination during different phases of the COVID-19 pandemic. By analyzing coronavirus-related agency tweets between early February and the end of August 2020, the study assesses two types of interagency coordination: (1) content-level coordination in the form of semantic similarity among the selected public agencies serving different jurisdictions and (2) relational-level coordination in terms of referencing common stakeholders through retweeting coronavirus-related information. Using a granular, four-stage construct of a crisis, results identify stage-based variation with regard to peer-to-peer and federal-to-local coordination. We conclude with theoretical and practical implications for communication ecology and disaster management.

Each decade since 1979, the Healthy People initiative establishes the national prevention agenda and provides the foundation for disease prevention and health promotion policies and programs. Law and policy have been included in Healthy People objectives from the start, but not integrated into the overall initiative as well as possible to potentially leverage change to meet Healthy People targets and goals. This article provides background on the Healthy People initiative and its use among various stakeholder groups, describes the work of a project aiming to better integrate law and policy into this initiative, and discusses the development of Healthy People 2030 — the next iteration of health goals for the nation. Lessons from the preliminary stages of developing Healthy People by the HHS Secretary's Advisory Committee (Committee) on National Health Promotion and Disease Prevention Objectives for 2030 and a Federal Interagency Workgroup will be included. Efforts by the Committee focused on the role of law and policy as determinants of health and valuable resources around health equity are also shared. Finally, the article discusses ways that law and policy can potentially be tools to help meet Healthy People targets and to attain national health goals.

Over the last decade, national authorities in the USA and Europe have launched initiatives to validate new and improved toxicological test methods. In the USA, the Interagency Coordinating Committee on the Validation of Alternative Methods (ICCVAM), and its supporting National Toxicology Program Interagency Center for the Evaluation of Alternative Toxicological Methods (NICEATM), were established by the Federal Government to work with test developers and Federal agencies to facilitate the validation, review, and adoption of new scientifically sound test methods, including alternatives that can reduce, refine, and replace animal use. In Europe, the European Centre for the Validation of Alternative Methods (ECVAM) was established to conduct validation studies on alternative test methods. Despite differences in organisational structure and processes, both organisations seek to achieve the adoption and use of alternative test methods. Accordingly, both have adopted similar validation and regulatory acceptance criteria. Collaborations and processes have also evolved to facilitate the international adoption of new test methods recommended by ECVAM and ICCVAM. These collaborations involve the sharing of expertise and data for test-method workshops and independent scientific peer reviews, and the adoption of processes to expedite the consideration of test methods already reviewed by the other organisation. More recently, NICEATM and ECVAM initiated a joint international validation study on in vitro methods for assessing acute systemic toxicity. These collaborations are expected to contribute to accelerated international adoption of harmonised new test methods that will support improved public health and provide for reduced and more-humane use of laboratory animals.

Improving the quality, value, and safety of national food supplies is the common mission of several Federal agencies. Under different authorities, these agencies conduct basic and applied research, develop curriculum at higher educational institutions, and disseminate new scientific knowledge about food processing, formulation, and preservation to a broad range of stakeholders. Emerging food processing technologies, including various thermal and nonthermal processes, as well as chemical processes, have received increased attention and investment in recent years. Some agencies dealing with Emerging Technologies include the Cooperative State Research, Education, and Extension Service (CSREES), Agricultural Research Service (ARS), and Food Safety Inspection Service (FSIS), and all of the United States Department of Agriculture (USDA). The U.S. Army Natick Research Center of Department of Defense (DOD), National Aeronautics and Space Administration (NASA), and Food and Drug Administration (FDA) of Department of Human Health Service (DHHS) also are involved in this research area. These agencies have their vision, mission, strategic goals, and current programs and activities related to emerging food processing technologies. The synergy of effective collaboration and cooperation among all stakeholders is the key to generating an impact greater than the simple sum of all.

This article examines how the study of geriatric education provides a collaborative environment in which nonprofits can work together and with government in order to effectively manage the challenges in caring for older adults in the coming decades. The U.S. Department of Health and Human Services Health Resources and Services Administration (HRSA) provides federal funding to implement and maintain Geriatric Education Centers (GECs) in health care facilities across the country. These GECs have recently been directed to focus on strengthening the availability and quality of comprehensive interdisciplinary training for health care professionals that work with older adults. The funding has come at a time when the nation is faced with both a shortage of health care professionals and a dramatic increase in the older adult population in future years. Due to the critical relevance of GEC offerings for health care and the baby boomer generation, this study provides an exploratory evaluation of programs offered by GECs and the degree of both interdisciplinary and interagency collaboration between GECs, community nonprofits, and government partners in the provision of geriatric health care training. Findings suggest the interdisciplinary and interagency partnerships do exist but are vulnerable to conflicts especially between GECs.

Informal networking between related service personnel has characterized teaming, particularly for low incidence handicaps. Preservice training, however, has not directly addressed these specific suggestions for incorporating methods and activities into the existing special education departmental framework. Preliminary evaluation of the model as well as first-year follow up has been positive. Recommendations for adapting and extending activities within and across coursework are presented.

The Committee on Interagency Radiation Research and Policy Coordination (CIRRPC) was charted in April 1984 by the Office of Science and Technology Policy, Executive Office of the President, Washington, DC because there was a need to ensure that Federal policies and research applicable to the use and control of radiation sources were well coordinated and integrated. The creation and maintenance of a convenient neutral forum provided opportunities for examining various agency and public interests in radiation research and policy formulation. During its 11 years of existence, the success of CIRRPC’s policy and research initiatives were supported by a professional and administrative staff whose operations were housed in a central and neutral facility that served as a focal point for the radiation coordination activities of the 18 member agencies and departments that were brought together to discuss radiation and scientific issues of mutual interest. For over a decade CIRRPC was recognized nationally and internationally for its activities, and its preparation and publication of more than 20 major reports. CIRRPC was a model of how the Federal government should coordinate radiation issues for the United States.

The Substance Abuse and Mental Health Services Administration (SAMHSA) has twice used a nationwide network of community-focused town hall meetings (THMs) as part of a health communications strategy to promote behavior change in individuals, organizations, communities, and society at large around the issue of underage drinking (UAD). SAMHSA sponsors the initiative on behalf of the federal Interagency Coordinating Committee on the Prevention of Underage Drinking. In spring 2008, SAMHSA engaged members of the National Prevention Network to identify community-based organizations (CBOs) to host THMs. The result was a coordinated national effort to further the goals set forth in The Surgeon General's Call to Action To Prevent and Reduce Underage Drinking (2007). More than 1,600 CBOs conducted over 1,800 THMs, resulting in a 30% increase in participation over the 2006 initiative. CBOs reported high levels of satisfaction with their efforts to mobilize communities. The majority planned to conduct additional UAD prevention efforts, including more THMs.

I do not think any thoughtful researcher today believes that experiments or randomized field trials are the “gold standard” for addressing all the important questions in educational research. Yet, because these designs are now required by the 2001 No Child Left Behind Act (NCLB) and are being strongly encouraged in other federal legislation and funding initiatives, scholars, practitioners, parents, and researchers must devote time and energy to fighting these designs when they are inappropriate or irrelevant, which is often the case. Despite long-standing objections from prominent methodologists and reservations expressed by national groups and committees, key policymakers in the federal government are encouraging the pursuit of experimental designs primarily or exclusively (Eisenhart, 2005, p. 246).

The periods of historical transformations of the collective of the educational and methodological committees and the main activities in which the members of the educational and methodological committee took an active participation are shown. A brief description of the qualification level of the heads of the departments and leading professors of the departments which is part of the educational and methodological committee is given. The contents of the orders of the Ministry of Education and Science of the Russian Federation on the formation of new Federal educational and methodological associations and Federal educational and methodological associations in the system of higher education on the enlarged groups of specialties and training’s directions, including, in the direction of training 23.00.00 Land transport processes and technology are briefly discussed. Excerpts from the provisions on the activities of the Coordinating council of the Federal educational and methodological associations and the Council of federal educational and methodological associations on a large group of specialties and orientations of training and tasks to be addressed by them in their work. On the basis of the conducted analysis of the long-term activity of the educational and methodological committee, it is proposed to use the rich practical experience accumulated by its members for an improvement of the educational process of the automotive and tractor departments of technical higher education institutions of the country in modern conditions. Abstract Objectives This research project provides a novel assessment of historic and current levels of federal funding for systems-based nutrition research, defined as research that evaluates nutrition and dietary patterns in the context of agroecological systems, and demonstrates the need for greater public funding by identifying persistent research gaps in food systems research and the social, economic, and environmental costs of these needs remaining unmet. The work is being motivated by a growing movement among nutrition and health advocates to elevate the role of nutrition in improving population health and reducing health care costs and highlight the need for greater public funding for and focus on nutrition research. Methods Federal spending on systems-based nutrition research was estimated using information from the NIH Human Nutrition Research Information Management System and direct communication with federal agencies providing funding for initiatives supporting relevant research between 2010 and 2020. Gaps in systems-based nutrition research will be defined based on systematic evaluation by federal entities such as the 2015 and 2020 Dietary Guidelines Advisory Committees and Interagency Committee on Human Nutrition Research. Results Preliminary results indicate that there is less than $150 million in federal funding allocated to nutrition research related to food and agricultural production, food processing and manufacturing, supply chains, and sustainable diets, representing less than 10% of all annual nutrition research funding, which has remained stagnant for decades. Conclusions Federal investments in systems-based nutrition research at leading federal institutions, including the US Department of Agriculture and National Institutes of Health, pale in comparison to the costs of diet-related disease and threats posed by climate change, environmental pollution, and diet-related health disparities. Greater investments in this field of study, including filling research gaps identified by leading expert reports and improving coordination of research among federal agencies, will be essential to developing effective solutions to pressing public health threats. The article presents the materials of systematization and scientific study of the main international and Russian normative documents in the field of healthcare and rights of children and adolescents aged 0-17, and of the practical implementation of an intersectoral/interdepartmental approach in relevant programs. A set of modern methods of socio-hygienic and medical-organizational research, including statistical, historical insights, expert evaluation, study of departments experience, and others was applied, with an emphasis on analysis. Based on the model of the younger generation, the authors consider the current problems of implementing an interdepartmental approach to healthcare and protection of the rights of children and adolescents, recommended in recent years by leading international organizations, primarily The United Nations (UN): and the World Health Organization (WHO). The authors analyze the leading Russian normative documents based on international policy and illustrates the state of the approach in the Russian Federation, which is considered to be the leading, most effective mechanism for achieving the goals of strategies and integrated programs in this area, with an emphasis on preventive measures and the organization of primary healthcare as the most accessible and affordable to the public. The results of a comprehensive analysis of federal and international official documents actualized the need for intersectoral activities in healthcare, education, social protection and other systems to strengthen the health promotion of the younger generation, which is considered to be the less protected group of population from the perspective of health and social well-being. The article shows the importance of further improvement of comprehensive research on the scientific justification of optimal, real and effective for the federal and territorial levels of organizational methods for interdepartmental healthcare of the younger generation in Russia.

ABSTRACT The Oil Pollution Act of 1990 authorized an expanded oil pollution research and development program and mandated that the program be coordinated among the federal agencies involved, in cooperation with industry, academia, and international organizations. EPA is participating in the Interagency Coordinating Committee on Oil Pollution Research in the development of a comprehensive R&D plan, summarized here. Research to determine the effectiveness of chemical and biological processes for cleaning beaches and shorelines affected by a spill is a major component of EPA's research. This research includes the development of protocols for evaluating the efficacy and toxicity of a variety of chemical and biological agents designed to be used under various conditions to remove oil from the water, beaches, marshes, and shorelines. Research is also planned to develop and demonstrate effective techniques for controlling the spread of oil in streams moving at rates of more than one knot. Since the cleanup of a major oil spill usually results in the generation of a large volume of oily debris, which must be disposed of in an environmentally sound manner, research is planned for modifying techniques developed for the disposal of such debris.

ABSTRACT The response to the Exxon Valdez oil spill revealed a need for the federal government to take a new approach to oil pollution research. At the time of Exxon Valdez, at least seven departments and agencies were conducting research on different aspects of oil pollution preparedness, prevention, and response. However, these agencies lacked a consistent forum for coordinating their research. Section 7001 of the Oil Pollution Act of 1990 (OPA 90) changed that with the creation of the Interagency Coordinating Committee on Oil Pollution Research (ICCOPR). ICCOPR has continued functioning since 1991 but a lack of funding after the turn of the century reduced its effectiveness at coordinating research. After being reinvigorated in 2009, the ICCOPR has once again taken a leadership role in coordinating our Nation's oil pollution research investments. This paper discusses the history of oil pollution research leading up to the Exxon Valdez spill and how the ICCOPR member agencies came together to meet the mandates of OPA 90 and identify research needs in the wake of the Exxon Valdez and other spills. ICCOPR's approach to coordination among the ICCOPR members and collaborating with states, industry, and academia are described. ICCOPR's current status and initiatives are discussed.

Coordinated border management (CBM) refers to a coordinated approach by border agencies, both domestic and international for achieving efficiencies by facilitating trade and travel flows, with maintaining a balance with compliance requirements. The core objective of this paper is to identify governmental agencies cooperation for border governance of Nepal. For the purpose of understanding inter agency cooperation the research uses both qualitative and quantitative approach with descriptive design using both primary and secondary data. The findings show that there are 12 ministries at federal level and 14 departments with 670 borderline agencies in Nepal. The central ministry, departments, regional offices, district offices and borderline offices are the hierarchical system in intra- agencies. At national level there are different working groups and committee form different ministry. At district level, District Administration Office plays a lead role for local border management by instructing and upervising others agencies in interagency coordination. In order to maintain peace, security and curtail cross border crime, the security agencies are having cordial cooperation by exchanging high level information exchange, sharing of work, regular training and joint inspection by constructing different working groups. The study suggests establishing a national border management policy to incorporate all tiers agencies by constructing national border management Authority to coordinate all agencies from central level to local level which reduce unnecessary work duplication by amending relevant statutes.

With the development and implementation of best management practices (BMP), extension educators are facing a new and unexpected combination of challenges and opportunities. Because the BMP mandate requires a combination of research, demonstration, and outreach, it may affirm the relevance of the land grant mission in the 21st century, engage universities in interagency alliances, and help rediscover the wonders of the proven extension method. The extension approach to water and nutrient management needs to shift from “pollute less by applying less fertilizer” to “pollute less by better managing water.” Applied research is leading to advances in areas such as nutrient cycles and controlled-release fertilizers. At the same time, universities need to walk a fine line between education and regulation, address perennial issues of overfertilization, and consider the reformulation of recommendations that are now used in a quasi-regulatory environment. A combination of education, consensus, and novel approaches is needed to adapt the rigor of research to a multitude of growing conditions and risks of nutrient discharge in order to comply with U.S. federal laws and restore water quality.

This study is to analyse the support, exchange and cooperation of education during and after unification of Germany and to extract implications for unification education in South Korea from it. The support and cooperation in education during the process of unification of Germany are summarized in four aspects: joint committee of education between East- and West Germany, educational cooperation between East-and West Berlin, cooperation of non-state organizations between East- and West Germany and recommendations and supports from the education of West Germany. After unification of Germany are analysed the support, exchange and cooperation of education. As the support of education were fulfilled financial, personal and material support from old federal states, educational support by international organization, and support by private foundations. There were also educational cooperations between East- and West Germany in various levels. Furthermore, there were various exchange of students, teachers, teacher organizations, schools between old and new federal states, and exchange of educational field as a part of city exchanges as well. We can extract following implications for unification education in South Korea from this study: the need for broad discussions on which level of unification teleological is in education, preparation of alternatives for overcoming the educatinal problems of South-and North Korea, recovery of the educational exchanges and cooperations between South-and North Korea in the level of province office of education, discussion on construction of joint committee of education between South-and North Korea, active investigation of educational support methods by international organization.

In the United States, research funded by the government produces a significant portion of data. US law mandates that these data should be freely available to the public through ‘public access’, which is defined as fully discoverable and usable by the public. The U.S. government executive branch supported the public access requirements by issuing an Executive Directive titled ‘Increasing Access to the Results of Federally Funded Scientific Research’ that required federal agencies with annual research and development expenditures of more than $100 million to create public access plans by 22 August 2013. The directive applied to 19 federal agencies, some with multiple divisions. Additional direction for this initiative was provided by the Executive Order ‘Making Open and Machine Readable the New Default for Government Information’ which was accompanied by a memorandum with specific guidelines for information management and instructions to find ways to reduce compliance costs through interagency cooperation. In late 2013, the Institute of Museum and Library Services (IMLS) funded the Council on Library and Information Resources (CLIR) to conduct a project to help IMLS and its constituents understand the implications of the US federal public access mandate and how needs and gaps in digital curation can best be addressed. Our project has three research components: (1) a structured content analysis of federal agency plans supporting public access to data and publications, identifying both commonalities and differences among plans; (2) case studies (interviews and analysis of project deliverables) of seven projects previously funded by IMLS to identify lessons about skills, capabilities and institutional arrangements that can facilitate data curation activities; and (3) a gap analysis of continuing education and readiness assessment of the workforce. Research and cultural institutions urgently need to rethink the professional identities of those responsible for collecting, organizing, and preserving data for future use. This paper reports on a project to help inform further investments.

The Standing Senate Committee on National Finance has recently recommended a major change in the way that the federal government provides support to the provinces for postsecondary education. It recommends that the cash transfers under EPF be eliminated and replaced with additional transfers of tax points to the provinces designed to provide the same amount of money. The Committee believes that the current arrangements do not influence the spending priorities of the provinces and such a change would not alter this fact. This paper argues that the Senate Report is based on an economic approach to grants that has been under serious question for 15 years. Both the traditional and the modern theory of grants are discussed. It is argued that there are reasons to believe that a change to the new arrangements would influence provincial spending priorities. Empirical estimates of the change show that provincial governments could be expected to decrease their support for postsecondary education by between $38 to $48 million per year over the next 5 years as a direct result of the proposed change in the way the transfers are made.

O presente estudo teve como objetivo meta-avaliar o Relatorio de Avaliação pos-ocupação (APO) da Escola Municipal Albert Schweitzer, realizado por alunos do curso de pos-graduação em Arquitetura da Universidade Federal do Rio de Janeiro. A APO e um processo avaliativo, utilizado por arquitetos, que se realiza em edificios, passado algum tempo de sua construção e ocupação. Tem como principais objetivos a obtencao de subsidios para corrigir, falhas, aferir acertos e definir diretrizes para novos projetos semelhantes. E realizada atraves da utilização de um conjunto de metodos e tecnicas com instrumentos especificos para sua avaliação. Visando alcancar o objetivo proposto acerca do presente estudo, foi verificada a conformidade entre o relatorio meta-avaliado e os padroes definidos pelo Joint Committee on Standards for Educational Evaluation (JCSEE). Neste caso, os autores utilizaram-se de 22 padroes relativos a quatro atributos recomendados pelo Joint Committee, e tracaram comparacoes entre os aspectos de cada atributo/padroes e as acoes praticadas pelos avaliadores da APO. Foi concluido que a avaliação meta-avaliada atendeu a maioria dos padroes utilizados no presente estudo, cumprindo a sua finalidade e atendendo as expectativas dos stakeholders.

Since 1996, U.S. federal regulations allow research without informed consent to study emergency conditions, if there is currently no satisfactory treatment for the condition, no time to obtain advance consent from the patient or representative, and if there is community involvement through a public disclosure and community consultation process. REB experiences since then are unknown. We surveyed REB chairpersons at the 126 United States medical schools to quantify reviewed protocols and identify attitudes about the rule, to better understand the rule's impact on REBs. Sixty-nine surveys were returned (55%). Fifty-two respondents reviewing human research had heard of the Rule. Forty-eight percent (25/52) had reviewed such a study; 40% of those had rejected at least one. Seventy-eight percent believe the rule protects human subjects, and 88% feel prepared to implement them. REB views differed from public opinion on how best to enact notification and consultation.

The purpose of this study was to investigate the relationship between the aircraft noise exposure, annoyance reactions and health status of the residents living within the vicinity of the Murtala Muhammed International Airport (MMA) in Lagos state, Nigeria. Aircraft noise monitoring was conducted in five locations within the vicinity (0-5Km) of MMA, and a sixth distant location (14km away). Levels of aircraft noise for all five locations within the vicinity of the airport exceeded the EPA Victoria threshold of 75 dB LAmax for the residential area (outdoor). A survey on annoyance induced by aircraft noise exposure and general health status was conducted on 450 local residents in the study locations using the International Commission on Biological Effect of Noise question and a single question that has been applied in Dutch national health care surveys since 1983 on self-reported general health status respectively. Percentage of residents within the vicinity of MMA that were highly annoyed (%HA) exceeded 15% guideline limit stipulated by Federal Interagency Committee on Urban Noise while 14.5% reported poor health status. There was a significant association between the annoyance reactions and aircraft noise levels in the study locations while the association between self-reported health status and aircraft noise levels was not significant. Taken together, the residents within the vicinity of the airport are exposed to aircraft noise levels above permissible limit which may be associated with high annoyance reaction but may not be associated with poor health rating. Evidence-based aircraft noise related policies by government are advocated.

The purpose of this study was to investigate the institutional history and documentary evidence of the North American Band Directors’ Coordinating Committee (NABDCC) during the first decade of its existence, from 1960 through 1970. The NABDCC constituted a forum of national band, music industry, and related associations, including the American Bandmasters Association, College Band Directors National Association, and the National Association of Music Merchants, for examining mutual concerns critically and for fostering discussion with experts outside of the wind profession. The research questions addressed the development of the NABDCC, important events in its history, and the specific issues in music education examined by the committee. Important issues in instrumental music that were discussed by the NABDCC included the role of the band in the school curriculum, music advocacy, federal and state legislation, standards-based education, and the inclusion of new musical styles and ensembles. Various themes across these issues emerged from the study, including the difficulties of collaboration within a multifaceted representation of specific interests and the oscillating relationship between music educators and the music industry. The results of this study contribute to enhanced understanding of 1960s instrumental music education, with implications for the present.

OBJECTIVE To analyze the dynamics of operation of the Bipartite Committees in health care in the Brazilian states.METHODS The research included visits to 24 states, direct observation, document analysis, and performance of semi-structured interviews with state and local leaders. The characterization of each committee was performed between 2007 and 2010, and four dimensions were considered: (i) level of institutionality, classified as advanced, intermediate, or incipient; (ii) agenda of intergovernmental negotiations, classified as diversified/restricted, adapted/not adapted to the reality of each state, and shared/unshared between the state and municipalities; (iii) political processes, considering the character and scope of intergovernmental relations; and (iv) capacity of operation, assessed as high, moderate, or low.RESULTS Ten committees had advanced level of institutionality. The agenda of the negotiations was diversified in all states, and most of them were adapted to the state reality. However, one-third of the committees showed power inequalities between the government levels. Cooperative and interactive intergovernmental relations predominated in 54.0% of the states. The level of institutionality, scope of negotiations, and political processes influenced Bipartite Committees’ ability to formulate policies and coordinate health care at the federal level. Bipartite Committees with a high capacity of operation predominated in the South and Southeast regions, while those with a low capacity of operations predominated in the North and Northeast.CONCLUSIONS The regional differences in operation among Bipartite Interagency Committees suggest the influence of historical-structural variables (socioeconomic development, geographic barriers, characteristics of the health care system) in their capacity of intergovernmental health care management. However, structural problems can be overcome in some states through institutional and political changes. The creation of federal investments, varied by regions and states, is critical in overcoming the structural inequalities that affect political institutions. The operation of Bipartite Committees is a step forward; however, strengthening their ability to coordinate health care is crucial in the regional organization of the health care system in the Brazilian states.

During the past five years, First Nations elementary-secondary education has been the focus of some useful recommendations in two major reports: The Senate Standing Committee on Aboriginal Peoples in 2011, “Reforming FN Education: From Crisis to Hope,” and the 2012 Report of the National Panel on First Nations Elementary-Secondary Education. In response, the Harper government introduced Bill C-33 in 2014, the first-ever federal First Nations Education Act. Both reports identified much-needed reforms and despite vociferous opposition by most First Nations leaders the First Nations Education Act was a serious effort to accommodate some of them. But neither the reports nor the eventually torpedoed Bill C-33 zeroed in on the three key components that serve as the foundation of any education program: teachers, principals, and the curriculum. If these three elements remain untouched in the new Liberal government’s First Nations education policies, First Nations education outcomes will continue to be a national humiliation. This conceptual paper offers a critique of the provincial and federal governments’ approaches to remedying the dire condition of elementary and secondary school education for First Nations youth, with a focus on teachers, principals, and curriculum.

Fight against corruption is one of global problems of modern society, that is why law-enforcement agencies have the most important objective of developing effective and innovative psychological and educational technologies of fighting against corruption-related offences. It is especially important to form rejection of corruption by would-be law-enforcement officials (specialists of the Ministry of Internal Affairs, the Federal Security Service, the Federal Penal Service, the Investigation Committee, the Judicial System, the Prosecutor’s Office), as life and health of the population of Russia depends on the legitimacy of their decisions. One of the ways to fight against corruption in organizations of higher education can be forming of students’ anticorruption personality orientation which is realized by the authors as integrative personality education providing anti-corruption legislation compliance in the sphere of professional occupation by means of structural components of personality orientation (motivational-axiological, emotional-volitional, cognitive, spiritual and moral) which are being formed in the process of studying in the higher education establishment.

ABSTRACT The University of British Columbia's Institute of Oceanography, established in 1949, inaugurated graduate education in oceanography in Canada. It is a rare example of federal government involvement in the content ofhigher education. In the face of competition from McGill and Dalhousie, UBC's success was due to the need for new personnel in oceanography after World War Two, to the presence of the Pacific Oceanographic Group under J.P. Tully nearby in Nanaimo, to Canadian interest in defence during the Cold War and in Arctic development, and to the postwar growth and success of UBC under its president, N.A.M. MacKenzie. UBC exploited the interest of the Canadian Joint Committee on Oceanography, made up of senior civil servants, in physical oceanography to get support for its endeavour. By contrast, Dalhousie, which attempted to base a graduate programme upon bacteriology, failed to find a federal government patron until oceanography expanded further in the late 1950s.
