In 2017, the Interagency Autism Coordinating Committee, a federal advisory panel consisting of autism researchers and community members, recommended that funders of autism research prioritize research projects on: (1) treatments/interventions, (2) evidence-based services, and (3) lifespan issues. We sought to describe research funding since this recommendation was made. We searched the databases of the three largest federal funders of autism research in the United States (National Institutes of Health, Department of Education, and Centers for Disease Control and Prevention) for grants awarded during 2017–2019. We categorized grants as follows: autism screening and diagnosis, biology, risk factors, treatments and interventions, services, lifespan issues, or infrastructure and surveillance. We found that funding patterns remained largely consistent during 2017–2019. Biological research received a relative majority of funding (32.59%), followed by treatments and interventions (22.87%). While given higher funding priority by the Interagency Autism Coordinating Committee’s recent budget recommendation, fewer funds were awarded to research areas like services (5.02%) and lifespan issues (2.51%), indicating a misalignment between funding patterns and the Interagency Autism Coordinating Committee budget recommendation. These findings emphasize the need for autism research funding to align with the Interagency Autism Coordinating Committee budget recommendations to best meet the needs of the autism community, particularly autistic younger, middle-aged, and older adults. Lay abstract In 2017, an advisory board consisting of autism researchers and community members recommended that funders of autism research prioritize research projects on: (1) treatments/interventions, (2) evidence-based services, and (3) lifespan issues. To describe funding in these areas since this recommendation was made, we searched the databases of the three largest federal funders of autism research in the United States. We found that the largest portion of federal funding during 2017–2019 was awarded to research on the biology of autism (32.59%) and treatments and interventions for autism (22.87%). Less funds were awarded to research areas that are high funding priorities by the Interagency Autism Coordinating Committee budget recommendation including services (5.02%) and lifespan issues (2.51%). Our findings emphasize that autism research funding is not consistent with the Interagency Autism Coordinating Committee budget recommendation to increase funding particularly to services and lifespan issues. We recommend that funding patterns should shift to better align with these priorities so that autism research may better serve the needs of the autism community.

Abstract The ASAS Public Policy Committee (PPC) provides updates of Grand Challenges (GCs) which clearly articulate research priorities while providing science-based information for shaping public policy and enhancing future funding for research and education programs in animal sciences (AS). Among the GCs is reproduction of domesticated animals (cattle, swine, sheep, goats, poultry, horses, and aquatic species) that is integral to sustain and improve global competitiveness of U.S. animal agriculture, understand and resolve complex animal and human diseases, and advance fundamental research in sciences that are critical to understanding mechanisms of action and identify future targets for interventions. Historically, federal and state budgets have dwindled and funding for the United States Department of Agriculture (USDA) National Institute of Food and Agriculture (NIFA) competitive grants programs remained relatively stagnant from 1985 through 2010. This shortage in critical financial support for basic and applied research, coupled with the underappreciated knowledge of the utility of non-rodent species for biomedical research, has hindered funding opportunities for research involving livestock and limited improvements in both animal agriculture and animal and human health. In 2010, the National Institutes of Health (NIH) and USDA National Institute of Food and Agriculture (NIFA) established an interagency partnership to promote the use of agriculturally important animal species in basic and translational research relevant to both biomedicine and agriculture. The “Dual Purpose with Dual Benefit” program encouraged One Health approaches for comparative medicine studies that use farm animal models that mimic human developmental, physiological, and etiological processes to promote human and animal health, better understand disease origins, interspecies transmission and mitigation strategies, and improve efficiency of assisted reproduction technologies. This presentation will review the successes of the 9-year Dual Purpose effort and highlight opportunities for tackling GC research in reproduction of domesticated agricultural animals.

Introduction. Analysis and generalization of the results of scientific research of the institutions of the Federal Service for Supervision in Protection of the Rights of Consumer and Man Wellbeing (Rospotrebnadzor)institutions of a hygienic profile are extremely important in the scientific substantiation of ensuring sanitary and epidemiological well-being and managing risks to the health of the Russian population. The purpose of the study is to analyze the results, achievements and prospects of the scientific substantiation of ensuring sanitary and epidemiological well-being and managing risks to the health of the population of the Russian Federation. Materials and methods. An expert-analytical study was carried out. The analysis materials are the main results of the activities of scientific institutions of the Rospotrebnadzor of the hygienic profile in the implementation of the industry research program of Rospotrebnadzor for 2021-2025. “Scientific substantiation of the national system for ensuring sanitary and epidemiological well-being, managing health risks and improving the quality of life of the population of Russia”, as well as of the Federal Program (FP) “Clean Air” of the National Project (NP) “Ecology”, FP “Clean Water” NP “Housing and Urban Environment”, FP “Strengthening Public Health” NP “Demography”, the State Program “Provision of chemical and biological safety of the Russian Federation for the period 2021-2024”, the Federal Target Program “Ensuring nuclear and radiation safety for 2016-2020 and for the period up to 2030”. Results. Within the framework of the industry program, in the first year of its implementation, six SanPiNs, 668 hygienic standards were approved, 20 analytical reviews were prepared. 23 patents for inventions, 45 - for industrial designs, 34 - certificates for computer programs, 178 objects of intellectual activity were registered. Based on the materials of scientific research, 95 articles were published in the journals Web of Science, 328 - Scopus, 802 - RSCI. 40 monographs, books and manuals have been published. 11 PhD, 2 doctoral dissertations were defended. Limitations. The research materials are limited to the results of scientific research of the Research Institute of Hygienic Profile of Rospotrebnadzor, obtained in 2021. Conclusion. The results of the activities of the NIO Rospotrebnadzor in 2021 indicate that the set of tasks assigned to them to ensure the sanitary and epidemiological well-being of the population is being successfully implemented. Further development of interagency cooperation is required (with scientific institutions of the Russian Academy of Sciences, the Ministry of Education and Science of Russia, other ministries and departments, with medical universities); interaction with problem committees of the Scientific Council of Rospotrebnadzor, as well as further modernization and renovation of the park of laboratory and medical equipment of scientific organizations.

A nuclear/radiological incident is known as a low-probability and high-impact disaster, yet it is catastrophic when it actually happens. Therefore intensive preparation for an effective response is required and many institutions and stakeholders are involved in the preparedness phase. This research is to examine the inter-agency coordination model on nuclear/Radiological incident response in the United States and aims to extract policy implications. In order to do so, the Nuclear/Radiological Incident Annex to the Response and Recovery Federal Interagency Operational Plan was studied with a focus on the interagency coordination program in the United States. This study reviewed the Federal Radiological Preparedness Coordinating Committee (FRPCC) and Radiological Emergency Preparedness Program (REPP) in the United States and examined the role of the Federal Emergency Management Agency (FEMA) as a lead entity for federal response activities for the nuclear/radiological event. This study suggests establishing a central government program to support local governments for radiological emergency preparedness activities and coordination efforts among stakeholders.

ABSTRACT Following the spill of 11 million gallons of North Slope crude oil by the Exxon Valdez in Alaska on March 24, 1989, a major cooperative effort to plan for the cleanup of Prince William Sound and the Gulf of Alaska shorelines was undertaken in Valdez, Alaska. All aspects of the spill response—the lightering of oil remaining on the stricken tanker, the containment of free-floating oil, and the unknown miles of remote shoreline to be cleaned up—were much larger than anything in American experience. The event provided unprecedented organizational challenges in shoreline cleanup planning and execution. The scope of the shoreline cleanup and the extended cleanup time anticipated, due to geography, weather, logistics, and other factors, required an organization not specifically identified in the National Contingency Plan or the Alaska regional contingency plan. The Interagency Shoreline Cleanup Committee—an interdisciplinary, interagency cleanup planning group—evolved in Valdez concurrently with the larger response organization implemented under existing contingency plans. As a day-to-day working group serving the needs of the federal on-scene coordinator, it included Exxon, the National Oceanic and Atmospheric Administration, the Alaska Department of Environmental Conservation, federal and state land and resource management agencies, Alaska natives, and commercial fishing and environmental groups. The planning model that evolved was refined and streamlined in early 1990 and carried through the remaining cleanup seasons.

The research is an administrative case study based on an extensive review of Hawaii government documents and interviews with key personnel of the Hawaii Emergency Preparedness Committee (EPC), civil defense, and other relevant government officials. Interviews with key personnel at the major medical centers were also conducted as well as a survey of 80 percent of the local Hawaii-based TV news reporters. The study describes the interagency coordination at the federal, state, county, and community level to improve capability. Recommendations from the study included increased funding for family emergency preparedness and local community response teams and continuous training by emergency response coordinators to improve state and county disaster preparedness. The study also recommends collaboration with disaster-trained media reporters. The study concluded that, overall, Hawaii is adequately prepared in emergency response capability, particularly in the areas of medical services and interagency coordination, but coordination with the media reporting on disasters could be improved.

The following case study addresses the difficulties and promise of developing a statewide interagency public information campaign to raise general awareness of water quality issues and governmental programs to address them. Due to only moderate success of voluntary programs to curb nonpoint source pollution, agencies are looking toward information and education programs to motivate the public toward conservation behavior. One of the biggest obstacles in developing an effective information/education program is institutional barriers to interagency cooperation, mirroring difficulties local conservationists encounter in their work to restore and maintain water quality at the watershed level. Cooperation between federal agencies, and resource commitment to public information is necessary at the federal level, as well as state and local levels. Agencies involved to date include the United States Department of Agriculture-Soil Conservation Service; Wisconsin State Departments of Natural Resources, and Agriculture, Trade and Consumer Protection and Administration; University of Wisconsin-Extension; Wisconsin Land Conservation Association.

ABSTRACT Migrant students face many challenges to their educational experiences due to the migratory lifestyle of their families as they seek employment in agriculture across state and school district lines. For migrant student with disabilities, these challenges are exacerbated. Migrant children with disabilities may be eligible and entitled to educational services from migrant education, special education, and ELL programs which are distinct federal programs coordinated as separate agencies. This exploratory study examined the extent to which, if any, collaboration exists within three Florida school districts' providing educational services to migrant children with disabilities through the migrant education, special education, and ELL programs. Data were collected through personal interviews with nine district level supervisors, one each per district: migrant education, special education, and ELL programs using a semi-structured interview protocol. Data were analyzed through a latent content analysis to identify, code, and categorize patterns (Mayan, 2009) regarding the extent to which, if any, supervisors collaborated when developing and coordinating educational services for migrant students with disabilities. Further, data were reviewed through document analysis provided by the participants or accessed through school, district, or state websites. Finally, the data from the interviews and document analysis were aligned with Gitlin et al. (1994) five-stage model for collaboration framework to determine the extent to which, if any, the characteristics of the five stages for collaboration exists for each district, and if not, the potential for them to be developed and lead to collaboration. The intent of this study was to explore current practice and use this knowledge to provide recommendations for future practice and scholarship regarding interagency collaboration between migrant education, special education, and ELL programs providing educational services to migrant students with disabilities. The findings for this study suggest that collaboration benefits students, programs and overall school systems. However, instilling a spirit and developing a culture of collaboration is challenging and requires direct deliberate and explicit work by the districts. Recommendations for research and practice are provided.

A avaliaÃÃo do ensino superior no Brasil se destaca, na atualidade, indicando mudanÃas nas relaÃÃes entre as InstituiÃÃes de Ensino Superior (IES) e a sociedade, convertendo-se em tema que interessa ao Governo e aos diversos segmentos sociais. A expansÃo do ensino superior no Brasil ampliou a preocupaÃÃo com a qualidade da educaÃÃo, pondo em relevo a avaliaÃÃo institucional, como importante instrumento para acompanhar a oferta de ensino e perseguir a qualidade preconizada pela lei n 9394/96, que estabeleceu diretrizes e bases da educaÃÃo nacional (LDB). Com a aprovaÃÃo da Lei n 10.861/2004, que instituiu o Sistema Nacional de AvaliaÃÃo da EducaÃÃo Superior â Sinaes, a avaliaÃÃo ganhou novos contornos, ao considerar o aspecto institucional, os cursos e o desempenho dos alunos. Para avaliar o aspecto institucional, o Sinaes prevà que as IES devem perscrutar o perfil e ambiÃncia de sua atuaÃÃo, mediante uma autoavaliaÃÃo conduzida por ComissÃo PrÃpria de AvaliaÃÃo (CPA). Este cenÃrio motiva esta pesquisa que pretende analisar como se efetivam as aÃÃes da CPA no Instituto Federal de EducaÃÃo, CiÃncia e Tecnologia do Cearà (IFCE) à luz do Sinaes e quais evidÃncias apontam para a construÃÃo da cultura de avaliaÃÃo e a consequente melhoria da qualidade dos cursos de graduaÃÃo do IFCE. Como percurso metodolÃgico, amparando-se na legislaÃÃo especÃfica e em referencial teÃrico atinente ao tema, situa-se a avaliaÃÃo institucional nas IES, em seu contexto polÃtico, atà à instituiÃÃo do Sinaes. Por meio de uma pesquisa predominantemente exploratÃria e descritiva, de carÃter documental, com abordagem qualitativa e quantitativa, tendo como procedimento tÃcnico o estudo de caso, evidencia-se o histÃrico, a composiÃÃo e a forma de atuaÃÃo da CPA no IFCE. Com base em questionÃrios aplicados, apresenta-se a visÃo de gestores e representantes da comunidade acadÃmica sobre a atuaÃÃo da CPA, alÃm das reflexÃes sobre as fragilidades e fortalezas dessas comissÃes, na Ãtica de seus membros. As anÃlises apontaram que a CPA tem relativa visibilidade entre os gestores, professores e tÃcnicos administrativos, sendo menos reconhecida entre alunos. Identifica-se, tambÃm, o enfrentamento de pontos fracos apontados pela CPA por meio de aÃÃes estratÃgicas do planejamento do IFCE, alÃm das principais dificuldades elencadas pelos membros da CPA, para a atuaÃÃo plena das comissÃes. Por fim, evidenciam-se alguns esforÃos rumo à disseminaÃÃo da autoavaliaÃÃo na instituiÃÃo, no entanto hà ainda muitas dificuldades a serem vencidas para que se consolide a cultura de avaliaÃÃo.
The evaluation of higher education in Brazil stands out nowadays, indicating changes in the relations between Higher Education Institutions (IES) and society, becoming an issue that interests the Government and the several social segments. The expansion of higher education in Brazil has increased concern about the quality of education, thus highlighting the institutional evaluation as an important tool to monitor the education offer, and to pursue the quality advocated by Law No. 9394/96, which established the Guidelines and Bases of National Education (LDB). With the approval of Law No. 10.861/2004, which created the National System of Higher Education Evaluation â SINAES, evaluation has gained new contours by considering the institutional aspect, programs, and studentsâ performance. To evaluate the institutional aspect, SINAES anticipates that IES should scrutinize the profile and ambience of its performance through a self-evaluation conducted by the Own Evaluation Committee (CPA). This scenario motivates this research, which intends to analyze how the CPA actions become effective at the Federal Institute of Education, Science and Technology of Cearà (IFCE) in the light of SINAES, and what evidence points to the construction of the evaluation culture, and the consequent quality improvement of IFCE under-graduation programs. As a methodological approach, supported by the specific legislation and the theoretical referential related to the subject, the institutional evaluation has been carried out in IES, in their political context, until the establishment of SINAES. Through a predominantly exploratory and descriptive research, with a documentary character, and qualitative and quantitative approach having the case study as a technical procedure, one evidences the history, composition, and how the CPA works at IFCE. Based on the questionnaires applied, the vision of managers and representatives from the academic community about the CPA performance are presented, in addition to the reflections on the weaknesses and strengths of those committees, under the view of their members. The analyses have shown that the CPA has relative visibility among managers, professors, and administrative staff, being less recognized among students. Coping with the weaknesses pointed out by the CPA through the strategic planning actions of IFCE is also identified, besides the main difficulties listed by the CPA members, for the full performance of the committees. Finally, some efforts towards the dissemination of self-evaluation in the institution are evidenced; however there are still many difficulties to be overcome in order to consolidate the evaluation culture.

This thesis examines the history of Commonwealth Government higher education policy in Australia between 1958 and 1997 and its impact on the development of two groups of academic librarians: the Association of Librarians in Colleges in Advanced Education (ALCAE) and the Committee of Australian University Librarians (CAUL). Although university librarians had met occasionally since the late 1920s, it was only in 1965 that a more formal organisation, known as CAUL, was established to facilitate the exchange of ideas and information. ALCAE was set up in 1969 and played an important role helping develop a special concept of library service peculiar to the newly formed College of Advanced Education (CAE) sector. As well as examining the impact of Commonwealth Government higher education policy on ALCAE and CAUL, the thesis also explores the influence of other factors on these two groups, including the range of personalities that comprised them, and their relationship with their parent institutions and with other professional groups and organisations. The study focuses on how higher education policy and these other external and internal factors shaped the functions, aspirations, and internal dynamics of these two groups and how this resulted in each group evolving differently. The author argues that, because of the greater attention given to the special educational role of libraries in the CAE curriculum, the group of college librarians had the opportunity to participate in, and have some influence on, Commonwealth Government statutory bodies responsible for the coordination of policy and the distribution of funding for the CAE sector. The link between ALCAE and formal policy-making processes resulted in a more dynamic group than CAUL, with the university librarians being discouraged by their Vice-Chancellors from having contact with university funding bodies because of the desire of the universities to maintain a greater level of control over their affairs and resist interference from government. The circumstances of each group underwent a reversal over time as ALCAE's effectiveness began to diminish as a result of changes to the CAE sector and as member interest was transferred to other groups and organisations. Conversely, CAUL gradually became a more active group during the 1980s and early 1990s as a result of changes to higher education, the efforts of some university librarians, and changes in membership. This study is based principally on primary source material, with the story of ALCAE and CAUL being told through the use of a combination of original documentation (including minutes of meetings and correspondence) and interviews with members of each group and other key figures.

The first International Congress of Mathematicians (ICM) was held in Zurich in 1897, setting the standards for all future ICMs. Whilst giving an overview of the congress itself, this thesis focuses on the Swiss organisers, who were predominantly university professors and secondary school teachers. As this thesis aims to offer some insight into their lives, it includes their biographies, highlighting their individual contributions to the congress. Furthermore, it explains why Zurich was chosen as the first host city and how the committee proceeded with the congress organisation. Two of the main organisers were the Swiss geometers Carl Friedrich Geiser (1843-1934) and Ferdinand Rudio (1856-1929). In addition to the congress, they also made valuable contributions to mathematical education, and in Rudio's case, the history of mathematics. Therefore, this thesis focuses primarily on these two mathematicians. As for Geiser, the relationship to his great-uncle Jakob Steiner is explained in more detail. Furthermore, his contributions to the administration of the Swiss Federal Institute of Technology are summarised. Due to the overarching theme of mathematical education and collaborations in this thesis, Geiser's schoolbook "Einleitung in die synthetische Geometrie" is considered in more detail and Geiser's methods are highlighted. A selection of Rudio's contributions to the history of mathematics is studied as well. His book "Archimedes, Huygens, Lambert, Legendre" is analysed and compared to E W Hobson's treatise "Squaring the Circle". Furthermore, Rudio's papers relating to the commentary of Simplicius on quadratures by Antiphon and Hippocrates are considered, focusing on Rudio's translation of the commentary and on "Die Möndchen des Hippokrates". The thesis concludes with an analysis of Rudio's popular lectures "Leonhard Euler" and "Über den Antheil der mathematischen Wissenschaften an der Kultur der Renaissance", which are prime examples of his approach to the history of mathematics.

The role of the individualized education program (IEP) team chairperson is to lead the committee process and include all stakeholders as equal and valued members of the committee. As an educational leader, it is essential to understand the role of the advocate as both a liaison to parents and a thought partner to the IEP team to help them consider eligibility criteria and federal mandates.

Abstract When the Advisory Committee began its work, a central task was the reconstruction of the federal government’s rules and policies on human experiments from 1944 through 1974. The history of research rules at the Department of Health, Education, and Welfare (DHEW) was well known, at least from 1953 on, when DHEW’s National Institutes of Health (NIH) adopted a policy on human subjects re search for its newly opened research hospital, the Clinical Center. In the 1960s, the DHEW and some other executive branch agencies undertook regulation of research involving human subjects. These were early steps of a process that culminated, in 1991, in the comprehensive federal policy known as the “Common Rule.”1 The his torical background of this process, including a well-publicized series of incidents and scandals that motivated it, was also widely known and much discussed (see chapter 3).2

As a multi-sector strategy, a governance committee was created, including the participation of both public and private sector representatives. The participation of the private sector in the development of the ENEF occurs through an array of actions, such as the construction of proprietary education projects and participation at the National Financial Education Week, as well as support for education projects organized by civil society organizations. However, it also arose through a more direct need, along two main lines. The first initiated in 2012 with the constitution of AEF-Brasil (Association of Financial Education in Brazil, a Civil Society Organization of Public Interest – or OSCIP in the Portuguese acronym used – created to develop and scale projects involving financial education and developed according to the premises of the ENEF, namely: free access to beneficiaries and no form of product or service recommendation. The second was direct sponsorship of projects developed by AEF-Brasil. From 2012 to 2020, a series of strategies and projects were implemented by AEF-Brasil, each in partnership with and funded by major companies, international entities and investor funds. The projects are detailed in Chapter 2 of this book, highlighting the diversity of publics and the initiatives developed by AEF-Brasil.

After shortages of physicians developed in the 1950s and 1960s, federal and state governments undertook programs to increase the number of medical students. Government funding led to the creation of many new medical schools and to substantial enrollment increases in existing schools. Medical schools admitted larger numbers of women, minority, and low-income students. The impact of medical schools on the career choices of students has been limited. Federal funding for medical research immediately after World War II was designed to avoid politically controversial issues like federal aid for medical education and health care. The 1947 Steelman report on medical research noted that it did not examine “equally important” problems, such as financial assistance for medical education, equal access to health care, continuing medical education for physicians, or “the mass application of science to the prevention of many communicable diseases.” The same restraints prevailed with regard to early federal aid for the construction of medical school research facilities. Some medical school research facilities were built with the help of federal funds during and after World War II, but the first federal legislation specifically designed to fund construction of medical school research facilities was the Health Research Facilities Act of 1956. It provided matching grants equal to 50 percent of the cost of research facilities and equipment, and benefited practically all medical schools. In 1960, medical schools received $13.8 million to construct research facilities. This may be compared to $106.4 million for research grants and $41.5 million for research training grants in the same year. Federal grants for research and research training were often used for other activities. As early as 1951, the Surgeon General's Committee on Medical School Grants and Finances reported that “Public Health Service grants have undoubtedly improved some aspects of undergraduate instruction in every medical school,” with most of the improvements resulting from training rather than research grants. By the early 1970s, according to Freymann, of $1.3 billion given to medical schools for research, “about $800 million was 'redeployed' into institutional and departmental support. . . . The distinction between research and education became as fluid as the imagination of the individual grantees wished it to be.”

This chapter focuses on the New York World's Fair of 1964–65. It emphasizes that the fair's exhibits offered an exciting vision of progress for the 51 million visitors who passed through its gates: computers, modernistic automobiles, and telecommunications. For William Laurence, the fair was all these things. However, as the chapter argues, the fair also would be the cause of Laurence's professional ruin. It stresses that Laurence once again tried to serve two masters—his professional responsibility as a journalist and his consuming desire to be close to those in power, in this case, the powerful Robert Moses, the so-called master builder of New York who, among many other projects, headed the fair. The chapter also underscores Laurence's major change in his career: his retirement from the Times, embarking on a new career promoting the fair. It examines the key challenge in the fair's planning phases: convincing the federal government to support the privately run event. To that end, Moses put Laurence in charge of a committee to write a proposal for federal support. Ultimately, the chapter recounts their report that called on the federal government to spend $30 million to build a Franklin National Center of Science and Education at the fair site. It then considers how Laurence's association with the fair also skewed his journalistic work.

The project ‘OERlabs - jointly training student (teachers) for Open Eductional Resources (OER) use’ is funded by the Federal Ministry of Education and Research Germany (BMBF[SH1] ) and aims to sensitize and contextualize OER for all relevant university actors by strategically carrying out an open developmental process. This process includes organizing regular Multi-Stakeholder[SH2] Dialogues (MSD) over the course of the project. This paper briefly outlines the kick-off MSD event, its methodological approach in context of the entire process, i.e. building a base for working on solutions with implicit use of OER-principles and presents the participants feedback and provides results from the event. In contrast to committee work, our MSD-approach provides participants with more spacefor open discussions while still working towards a shared goal. In the context of OER, these events show the importance of focusing on the participants attitudes and mindset, rather than confronting them with general OER-related topics right away, such as licensing and creative commons. The project OERlabs will organize its final MSD in July of 2018, while also documenting additional experiences in an Open Book.

Introduction: Herpes simplex virus type 2 (HSV-2) causes lesions in the orolabial and anogenital region that last for a lifetime. Data show that about 491.5 million people live with HSV-2. Objective: The aim of this study was to evaluate the epidemiological profile of HSV-2 infection in a population of transgender women in Goiânia-GO and cities in the interior of the state. Methods: This is a cross-sectional study that estimates the prevalence of HSV-2 in transgender women residing or in transit in the metropolitan region of Goiânia and cities in the interior of the state. The Respondent-Driven Sampling (RDS) method was used for recruitment (sample size), the prevalence of HSV-2 was assessed by enzyme immunoassay. Statistical analyses were performed using the Statistical Package for the Social Science (SPSS). The database was analyzed to generate an adjusted prevalence of the characteristics of the study population. The study was approved by the Ethics Committee of the Universidade Federal de Goiás. Results: The prevalence was 8.2% (95% CI 5.0-12.2) for anti-HSV-2 IgM and 70.0% (95% CI 63.0-77.3) for anti-HSV-2 IgG; the bivariate analysis showed an association between positivity by IgG HSV-2 and age >30 years (p<0.0001), exchange of sex for money/drugs or consumer goods (p=0.002), more than 20 sexual partnerships in the past 7 days (p=0.001), and insertive anal sex (p=0.011); in the multivariate analysis, age ≥30 years (p=0.001) and more than 20 sexual partnerships in the past 7 days (p=0.008) were shown statistically related to HSV-2 infection. Conclusion: The data showed a high seroprevalence of HSV-2 among transgender women in the state of Goiás, indicating the need to develop public policies aimed at sexual education and improve this population’s health conditions.

Harmful and toxic algal blooms (HABs) are a well-established and severe threat to human health, economies, and marine and freshwater ecosystems on all coasts of the United States and its inland waters. HABs can comprise microalgae, cyanobacteria, and macroalgae (seaweeds). Their impacts, intensity, and geographic range have increased over past decades due to both human-induced and natural changes. In this report, HABs refers to both marine algal and freshwater cyanobacterial events. This Harmful Algal Research and Response: A National Environmental Science Strategy (HARRNESS) 2024-2034 plan builds on major accomplishments from past efforts, provides a state of the science update since the previous decadal HARRNESS plan (2005-2015), identifies key information gaps, and presents forward-thinking solutions. Major achievements on many fronts since the last HARRNESS are detailed in this report. They include improved understanding of bloom dynamics of large-scale regional HABs such as those of Pseudo-nitzschia on the west coast, Alexandrium on the east coast, Karenia brevis on the west Florida shelf, and Microcystis in Lake Erie, and advances in HAB sensor technology, allowing deployment on fixed and mobile platforms for long-term, continuous, remote HAB cell and toxin observations. New HABs and impacts have emerged. Freshwater HABs now occur in many inland waterways and their public health impacts through drinking and recreational water contamination have been characterized and new monitoring efforts have been initiated. Freshwater HAB toxins are finding their way into marine environments and contaminating seafood with unknown consequences. Blooms of Dinophysis spp., which can cause diarrhetic shellfish poisoning, have appeared around the US coast, but the causes are not understood. Similarly, blooms of fish- and shellfish-killing HABs are occurring in many regions and are especially threatening to aquaculture. The science, management, and decision-making necessary to manage the threat of HABs continue to involve a multidisciplinary group of scientists, managers, and agencies at various levels. The initial HARRNESS framework and the resulting National HAB Committee (NHC) have proven effective means to coordinate the academic, management, and stakeholder communities interested in national HAB issues and provide these entities with a collective voice, in part through this updated HARRNESS report. Congress and the Executive Branch have supported most of the advances achieved under HARRNESS (2005-2015) and continue to make HABs a priority. Congress has reauthorized the Harmful Algal Bloom and Hypoxia Research and Control Act (HABHRCA) multiple times and continues to authorize the National Oceanic and Atmospheric Administration (NOAA) to fund and conduct HAB research and response, has given new roles to the US Environmental Protection Agency (EPA), and required an Interagency Working Group on HABHRCA (IWG HABHRCA). These efforts have been instrumental in coordinating HAB responses by federal and state agencies. Initial appropriations for NOAA HAB research and response decreased after 2005, but have increased substantially in the last few years, leading to many advances in HAB management in marine coastal and Great Lakes regions. With no specific funding for HABs, the US EPA has provided funding to states through existing laws, such as the Clean Water Act, Safe Drinking Water Act, and to members of the Great Lakes Interagency Task Force through the Great Lakes Restoration Initiative, to assist states and tribes in addressing issues related to HAB toxins and hypoxia. The US EPA has also worked towards fulfilling its mandate by providing tools and resources to states, territories, and local governments to help manage HABs and cyanotoxins, to effectively communicate the risks of cyanotoxins and to assist public water systems and water managers to manage HABs. These tools and resources include documents to assist with adopting recommended recreational criteria and/or swimming advisories, recommendations for public water systems to choose to apply health advisories for cyanotoxins, risk communication templates, videos and toolkits, monitoring guidance, and drinking water treatment optimization documents. Beginning in 2018, Congress has directed the U.S. Army Corps of Engineers (USACE) to develop a HAB research initiative to deliver scalable HAB prevention, detection, and management technologies intended to reduce the frequency and severity of HAB impacts to our Nation’s freshwater resources. Since the initial HARRNESS report, other federal agencies have become increasingly engaged in addressing HABs, a trend likely to continue given the evolution of regulations(e.g., US EPA drinking water health advisories and recreational water quality criteria for two cyanotoxins), and new understanding of risks associated with freshwater HABs. The NSF/NIEHS Oceans and Human Health Program has contributed substantially to our understanding of HABs. The US Geological Survey, Centers for Disease Control and Prevention, and the National Aeronautics Space Administration also contribute to HAB-related activities. In the preparation of this report, input was sought early on from a wide range of stakeholders, including participants from academia, industry, and government. The aim of this interdisciplinary effort is to provide summary information that will guide future research and management of HABs and inform policy development at the agency and congressional levels. As a result of this information gathering effort, four major HAB focus/programmatic areas were identified: 1) Observing systems, modeling, and forecasting; 2) Detection and ecological impacts, including genetics and bloom ecology; 3) HAB management including prevention, control, and mitigation, and 4) Human dimensions, including public health, socio-economics, outreach, and education. Focus groups were tasked with addressing a) our current understanding based on advances since HARRNESS 2005-2015, b) identification of critical information gaps and opportunities, and c) proposed recommendations for the future. The vision statement for HARRNESS 2024-2034 has been updated, as follows: “Over the next decade, in the context of global climate change projections, HARRNESS will define the magnitude, scope, and diversity of the HAB problem in US marine, brackish and freshwaters; strengthen coordination among agencies, stakeholders, and partners; advance the development of effective research and management solutions; and build resilience to address the broad range of US HAB problems impacting vulnerable communities and ecosystems.” This will guide federal, state, local and tribal agencies and nations, researchers, industry, and other organizations over the next decade to collectively work to address HAB problems in the United States.

In October 2017, the Coordinating Board of the US Committee on the Marine Transportation System tasked the MTS Resilience Integrated Action Team to identify the impacts, best practices, and lessons learned by federal agencies during the 2017 hurricane season. The RIAT studied the resiliency of the MTS by targeting its ability to prepare, respond, recover, and adapt to and from disruptions by turning to the collective knowledge of its members. Utilizing interagency data calls and a targeted workshop, the RIAT gauged the disruptive effect of the 2017 hurricane season and how Hurricanes Harvey, Irma, and Maria affected the operating status of at least 45 US ports across three major regions. This report identifies recommendations to better understand how the MTS can prepare for future storms and identifies activities by federal agencies that are contributing towards resilience. Such actions include hosting early pre-storm preparedness meetings, prioritizing communication between agencies and information distribution, and maintaining or updating existing response plans. Recommendations also target challenges experienced such as telecommunication and prioritization assistance to ports and critical infrastructure. Finally, the report offers opportunities to minimize the impacts experienced from storms and other disruptions to enhance the resilience of the MTS and supporting infrastructure.
