In present, innovations are spoken as an engine of the world economy because the innovations are transforming not only business entities but the whole industries. The innovations have become a necessity for business entities in order to survive on floating challenging markets. This way, innovations are driving force of companies’ performance. The problem which arises here is a question of measurement innovation’s effect on the financial performance of company or selection between two or more possible variants of innovation’s realization. Various authors which are focused on innovations processes are divided into two groups in their attitudes towards the question of influence of innovations on financial performance of companies. One group of the authors present the idea that any reliable measurement is not possible or efficient. The second group of authors present some methods theoretically applicable on this measurement but they base their approaches mostly on the methods of measurement of investments effectiveness or they suggest employment of indicators or ratios which wouldn’t be clearly connected with the outcome of innovation process. The aim of submitted article is to compare different approaches to evaluation of the innovation processes. The authors compare various approaches here and by use of analysis and synthesis, they determine their own method how to measure outcome of innovation process.

Abstract: When the winds of change blow, some people build walls, others build windmills. Innovation has taken over as the hub of quality improvement and each spoke of life is being driven by continuous improvement of these innovations. In an inexorably serious ecosystem, components such as innovation and quality can continue to prompt an upper hand. A comparative study of various world class consulting organizations, observed that innovation was among the main three vital needs for 95% of organizations, besides evaluation and metrics (1,2,3). This is to a limited extent because of innovations having the option to give extraordinary deliverables and iterations which make more prominent incentives for end users, just as monetary advantages for the organization (4). Further exploration proposes “Quality” is at the forefront of innovations. Quality management applications have likewise been related with functional and monetary execution permitting firms to accomplish objectives on priority at the grass root level first and scale up. Objective: This article identifies and provides the reader with the basis for evaluating the innovations proposed in healthcare organizations and highlights determinants to consider when implementing them. Bibliographic review: There is no complete, exhaustive, and absolute definition of health evaluation. Several evaluative approaches and tools were identified. They can be adapted and used according to the evaluator's evaluative objectives, paradigms, and theoretical influences. Moreover, essential concepts regarding the implementation of innovations were considered and synthesized, allowing the reader to understand the complexity of this phase and its impact on the success of innovations. Final considerations: Although the evaluative field is broad and has several distinct concepts, this article presents a synthesis of concepts that would support decision-makers in evaluating their organization's innovation process. Furthermore, the present paper enables a better understanding of the risks of success or failure of interventions (or innovation) from a comprehensive perspective of the critical determinants in the implementation phase.

Social innovation has gained prominence as a way to address social problems and needs. Evaluators and social innovators are conceptualizing and implementing evaluation approaches for social innovation contexts; however, no systematic effort has yet been made to explore and assess the overlap between evaluation and social innovation based on the empirical knowledge base. We address this gap, drawing on 28 empirical studies of evaluation in social innovation contexts to describe what evaluation practices look like, what drives those practices, and how they affect social innovations. Findings indicate most had developmental purposes, emphasized collaborative approaches, and used multiple methods. Prominent drivers were a complexity perspective, a learning-oriented focus, and the need for responsiveness. Reported influences on social innovations included advancing strategies, improving delivery, balancing aggregate and local information needs, and reducing risk. Conflict resolution, the quality of relationships, and availability of time and capacity mediated these influences. More peer-reviewed empirical studies and a broader range of study designs are needed, including research on how evaluations influence social innovation processes over time, phases, space and scale.

Background/Aims The National Innovation Accelerator was developed in 2014 to increase the uptake of innovation across the NHS by providing strategic funding to candidates. This study aimed to critically evaluate the success of the National Innovation Accelerator in supporting innovation in the NHS. Methods Innovations that were supported by the National Innovation Accelerator were categorised into ‘eHealth’, ‘healthcare centre medical devices’, ‘mobile medical devices’ and ‘other’. Peer-reviewed literature was used to assess all innovation types. For eHealth innovations, organic website traffic and app store reviews were also used to assess patient engagement and popularity. Results The majority of innovations supported by the programme were categorised as eHealth; however, these were also more likely to be unsuccessful in terms of patient engagement. Meanwhile, healthcare centre and mobile medical devices were likely to be supported by peer-reviewed studies and clinical trials. Conclusions The success of the National Innovation Accelerator in supporting healthcare innovation varies depending on the type of innovation, with innovations in medical devices achieving greater success than eHealth innovations.

Social innovations (SIs) frequently bring previously unrelated actors, ideas, and practices together in new configurations with the goal of addressing social needs. However, the dizzying variety of definitions of SI and their dynamic, exploratory character raise dilemmas for evaluators tasked with their evaluations. This article is based on a systematic review of research on evaluation, specifically an analysis of 28 published peer-reviewed empirical studies, within SI contexts. Given that design considerations are becoming increasingly important to evaluators as the complexity of social interventions grows, our objectives were to identify influences on design of evaluations of SI and clarify, which SI features should be taken into account when designing evaluations. We ultimately developed a conceptual framework to aid evaluators in recognizing some differences between SI and conventional social interventions, and correspondingly, implications for evaluation design. This framework is discussed in terms of its implications for ongoing research and practice.

The work deals with the problems of innovation transfer and intellectual property management at enterprises. An approach reasoning the choice of innovations and the type of their transfer at an enterprise has been developed, which increases the efficiency of innovation processes. For this purpose, the essence of the category “innovation transfer” regarding the micro-level was clarified and determined according to the sources of innovations. A set-theoretic model of innovation selection based on evaluating the essence of innovations, their generators (suppliers) and implementation conditions has been developed. For such an assessment, a set of criteria has been proposed, a number of the most essential conditions for introducing innovations at an enterprise have been identified, and an optimization model for the efficiency of the innovation development process has been developed. They allow making an informed choice of innovations in accordance with the needs of the enterprise. Evaluation criteria for the innovative potential are proposed and their essence is determined. Testing of the evaluation confirmed the possibility of using the proposed criteria. A model of innovation transfer, which presents the main processes and participants in the transfer of external and internal innovations has been developed, which allows enterprises to ensure a high level of organization and implementation of the transfer. Given the direct relationship between the transfer of innovations and intellectual property, an approach to improving intellectual property management at the enterprise is proposed. A number of principles of intellectual property management have been determined. The stages of intellectual property management at the enterprise are proposed as a set of specific actions determining all processes directly or indirectly related to such management, as well as those responsible for these processes and resource provision.

Purpose Young people who are looked after by the state face challenges as they make the transition from care to adulthood, with variation in support available. In the past decade, funding has been directed towards organisations to pilot innovations to support transition, with accompanying evaluations often conducted with a single disciplinary focus, in a context of short timescales and small budgets. Recognising the value and weight of the challenge involved in evaluation of innovations that aim to support the transitions of young people leaving care, this paper aims to provide a review of evaluation approaches and suggestions regarding how these might be developed. Design/methodology/approach As part of a wider research programme to improve understanding of the innovation process for young people leaving care, the authors conducted a scoping review of grey literature (publications which are not peer reviewed) focusing on evaluation of innovations in the UK over the past 10 years. The authors critiqued the evaluation approaches in each of the 22 reports they identified with an inter-disciplinary perspective, representing social care, public health and organisation science. Findings The authors identified challenges and opportunities for the development of evaluation approaches in three areas. Firstly, informed by social care, the authors suggest increased priority should be granted to participatory approaches to evaluation, within which involvement of young people leaving care should be central. Secondly, drawing on public health, there is potential for developing a common outcomes’ framework, including methods of data collection, analysis and reporting, which aid comparative analysis. Thirdly, application of theoretical frameworks from organisation science regarding the process of innovation can drive transferable lessons from local innovations to aid its spread. Originality/value By adopting the unique perspective of their multiple positions, the authors’ goal is to contribute to the development of evaluation approaches. Further, the authors hope to help identify innovations that work, enhance their spread, leverage resources and influence policy to support care leavers in their transitions to adulthood.

The intention with this thesis is to examine the preparation for commercialisation of industrial innovations. Both in the industry and in the academic perspective there is a common need for support of the commercialisation process of innovations, especially concerning the preparation phase. A preparation model for commercialisation has consequently been designed. The propeller of commercialisation incorporates a perspective of parallel preparation concerning the three critical aspects technology characteristics, environment scanning and preparation of the venture. Generally the model can thus contribute with a structured way of evaluation and preparation and reduce the risks by limiting the budget needed in the early phase of commercialisation through the use of subsequent steps incorporating all three critical perspectives. To demonstrate the model and to provide a basis for evaluation, the Propeller of Commercialisation was applied on the specific commercialisation preparation of the SMB technology at Johnson Pacific Pte Ltd in Singapore.

Global healthcare systems are united by their desire to widen patient access to safe and effective clinical services in the face of increasing demand and financial constraints. In low- and middle-income countries (LMICs), a variety of ingenious product and process solutions, termed frugal innovations, have been able to deliver services at a fraction of the cost. It is the broad proposition of this work that such ideas could be applicable to high-income countries (HICs), a concept labeled reverse innovation. Using a conceptual model of innovation scouting derived from the causal mechanism of critical realism, this work examined the development and testing of a tool to deductively identify frugal innovations in healthcare (FIH-ID tool) and then evaluated methodology to assess the reversibility of potential of frugal innovations. The FIH-ID tool demonstrated consistently acceptable inter-rater reliability scores using different methods of application and different raters, moreover, construct validity was shown by its ability to identify well-known frugal innovations. With respect to the assessment of the reversibility potential, the results of the present study highlighted the challenges of undertaking such a complex evaluation process using a simple scoring system. Raters achieved poor levels of inter-rater reliability and only 2 innovations were thought likely to reverse to a HIC. This study presents the first application of a critical realist approach to innovation scouting. It has identified a cohort of 76 potential frugal innovations in healthcare suggesting that the FIH-ID tool is likely to be a valuable asset for similar studies in the future. It has highlighted the challenges of assessing the reversibility potential of innovations from LMICs. It has documented the emergence of the global innovation curator, entities that seek to identify, curate and promote innovations from LMICs, and it proposes a conceptual model for the role of global innovation curators in the diffusion of innovation.

International assessments such as the Trends in International Mathematics and Science Study (TIMSS) and Program for International Student Assessment (PISA) have exhibited United States students specifically in the fourth and eighth grades, are not performing well when compared to their international peers. Educational stakeholders including parents, teachers, politicians, and the business community are putting more pressure on schools to improve their student’s academic performance. The stakeholders want improved performance on not only American assessments but also on international tests. The purpose of the current qualitative phenomenological study was to explore the perceptions of educators in the United States to investigate the possible use of alternative educational innovations as a means for bridging the achievement gap between learners. The qualitative research study involved investigating the perceptions of 52 educational professionals through an online web-based survey and analyzing the data using the three steps outlined by Merriam. Two themes emerged from the data and two subthemes were revealed. The themes were finances and training and professional development. The subthemes were funding allocation and teacher compensation.

Annotation:
Architectural, Engineering and Construction (AEC) projects are becoming more complex in terms of client requirements, stakeholder issues, physical, budget and time constraints, and safety and environmental concerns. These constraints have spawned ad-hoc innovations in some AEC projects, without structured frameworks for their assessment, resulting in varying success for these innovations. The primary goal of the thesis is to test an existing framework for evaluating innovative design and construction technologies for high-rise buildings by way of a case-study. The case study is a48-story structure (with an 8-level sub-grade parkade) in a downtown setting with significant constraints and challenges. Unlike most other assessment frameworks which are single-issue based (financial, cost, time or risk), a holistic method that captures a broad range of critical issues at the micro and macro levels is used to screen a number of construction innovations. The process highlights the primary difficulty in balancing stakeholder issues, technical/engineering requirements and project goals in assessing the overall feasibility and net benefits of an innovation. As a useful tool, it facilitates the engineering/technical judgment of proposed innovations and provides evidence of a sufficient trade-off between incremental 'cost and benefits' to justify a detailed evaluation and possible subsequent use of a subset of the innovations that passed successfully through a tiered first stage evaluation process. A secondary objective is to propose appropriate quantitative models for a detailed evaluation of the screened technologies that not only seeks to quantify incremental cost and benefits (e.g. time, increased revenue, etc.) but also assess the level of certainty (in benefits and cost) of innovative construction technologies. An illustrative evaluation provides insights as to the level of modeling and analysis required to evaluate an innovative or novel strategy both at the 'activity/work package' and project levels. The quantum of data required at the pre-construction planning stage coupled with the lack of easy to apply evaluation models probably accounts for the non-prevalence of detailed quantitative evaluation of innovative construction technologies on AEC projects, especially in terms of impact at the project level and the degree of certainty with which net benefits are likely to be achieved.

Thoracic endovascular aortic repair (TEVAR) is considered as the first line therapy for complicated acute type B aortic dissection (cABAD). However, current endovascular treatment has limitation regarding the proximal anchoring when aortic arch is involved and regarding the dissected aorta distally to the stent graft leading to early and late complication. The aim of this work was to assess new endovascular techniques to optimise endovascular treatment of ABAD in the aortic arch and in the thoraco-abdominal aorta. We reported the first model of ABAD in human cadaveric aorta, which was reproducible, extended to the infra-renal aorta and close to clinical pattern, allowing for human aortic devices assessment. We assess on this model extensive bare metal stenting of the dissected aorta, which was effective in true lumen reexpansion but induced a drop in pressure in the visceral arteries in 54% when they were supplied by the false lumen. Then, we assessed the results of this technique, associated with balloon inflation of the bare stent in clinical practice, which allowed an immediate and mid-term persisting complete remodelling of the stented thoraco-abdominal aorta, with a low dissecting aneurysmal evolution at one year of follow-up.Finally we reported a model of physician modified scalloped stent graft on currently available thoracic aortic device to extend the proximal landing zone in the arch while preserving the supra aortic trunks. These finding allow for potential improvement of endovascular treatment of ABAD but also of acute type A dissection, chronic dissection and some other acute aortic arch diseases

Expectations of research, technology and innovation (RTI) policy are shifting towards effectively addressing major societal challenges. Due to its potential to increase innovative dynamics, to develop new knowledge and create new solutions, social innovation is increasingly promoted. This raises questions about (potential) effects and impacts of social innovation. The assessment of impacts is a rather new topic in this field, respective research is still in its early stages. This paper proposes to focus on the change of social practices within RTI ecosystems when assessing social innovation. The ecosystem approach is not only a helpful concept to analyse the emergence and diffusion of social innovation in a specific context, it can also be used to support and guide policy design. Implication for evaluation design are discussed and analytical categories presented. A set of measurement dimensions is proposed that can be used in evaluation designs and for future research.

This project developed conceptual and empirical frameworks to analyze the water management politics as water scarcity increases. The analyses showed that increased scarcity will tend to encourage a transition from systems in which water is allocated administratively to water trading. However, transaction costs and political economy considerations placed barriers on the introduction of markets. The recent droughts - both in Israel and California were shown to cause an increase in water use efficiency by adoption of modern technologies and improvement of water conveyance systems. The drought led to institutional innovations and an increased reliance on trading as mechanisms for water allocation. Case studies from both countries demonstrate that reducing barriers to water trading and increasing farmers' flexibility in exchange of water will lead to efficient outcomes and much better uses of existing water resources.

Annotation:
During the last few years, city labs have emerged as promising formats to address transformative change. The aim of these formats often is to create collaborative spaces in which different stakeholders can jointly experiment with novel solutions for certain problems. While city labs start to establish transdisciplinary research settings, evaluating the effects of a city lab still brings about several chal- lenges. In this contribution, we reflect on three main challenges that emerged in the course of evaluating a city lab in Mannheim’s district Neckarstadt-West. The city lab was conducted as part of the research project SONNET (Social Innovation in Energy Transitions) and aimed to encourage social innovation in energy and thereby enable local energy transition. In the context of evaluating the city lab, we identified three main challenges that were related to a) evaluating an ongoing and open process, b) external shocks (especially in the context of the COVID-19 pandemic) and c) evaluating new forms of innovation under the concept of ‘social innovation’. The main achievement of this evaluation was to trace the process of a city lab and identify changes in objectives as well as the engagement of different stakeholder groups. However, an evaluation of the city lab’s outcomes remains challenging due to the openness of the process. This suggests rethinking linear evaluation models in favour of co-designing evaluation criteria in the course of the city lab process.

In 2020 and 2021, practically all areas of work and life were under the influence of the Corona pandemic. In the course of 2020, it was already apparent that the consequences of the Corona crisis would also have a considerable impact on grant recipients and their projects and thus on the implementation and goal achievement of the funding programmes, and that this would be reflected in the results of evaluations. From the perspective of an evaluation of innovation funding programmes, the Corona pandemic represents an external influencing factor that could negatively affect the intended impact of a funding programme with regard to the successful implementation of innovation projects and behavioural change of actors towards innovation orientation. This article provides initial answers to the questions of what effects the Corona pandemic has on innovation promotion, what adaptation strategies can be observed and how these can be provisionally evaluated. For this purpose, the authors of this paper draw on current, as yet unpublished data from evaluation surveys in 2020 and 2021.

This paper seeks to shed some light on the different considerations for regulation and governance of ride-hailing platforms in emerging markets, highlighting their positive and negative externalities. Building on an extensive review of the literature and secondary sources, we outline Ride-hailing's identified and potential effects on users (providers and consumers), incumbents, and society. Based on the welfare impacts structure, we identify the significant challenges that regulators face in understanding, monitoring, evaluating, and regulating this type of transportation innovation. Finally, the paper proposes a framework for approaching such mobility innovations from governance and regulation perspectives. In a context of exponential growth in research and innovation in urban mobility in general and Ride-hailing, a rigorous review of the literature and a critical framework for understanding governance and regulation in such services in rapidly changing contexts is a timely contribution.

Since the summer of 2020, researchers from ten projects pertaining to the Horizon2020 Science with and for Society (SwafS) call have been meeting virtually as the SwafS14 Monitoring and Evaluation ecosystem. Topics of discussion were the trials and tribulations of their regional Responsible Research and Innovation (RRI) projects as well as their strategies for monitoring and evaluation. In this paper we make a first attempt at presenting these issues as problems of translation between different kinds of stakeholders. After an exploration of the diversity of stakeholders and the process of translation in regional RRI, we suggest evaluative conversations as a way of improving regional RRI. We intend to develop this idea in the future and that these conversations will facilitate more responsible and engaged monitoring and evaluation and contribute to better R&I policies.
