This thesis analyses materials – a set of guidelines and a presentation – provided for officials  who assess claims related to sexual orientation and gender identity within the Australian  government’s Department for Immigration and Border Protection. The analysis is conducted  using critical discourse analysis to see if the lexicon shows a white heterosexual bias, and if it  does, how the bias is manifested within the guidelines, especially within the context of the  gender binary. The theoretical framework primarily uses Critical Race theory, but also  combines elements of Said’s Orientalism, and absence and presence theory. The results show  that the guidelines do have a white heterosexual bias, which manifests itself in the form of,  Western superiority, stereotypes about LGBT+ people, as well as an undertheorized portrayal  of the gender binary. The findings contribute to research within the queer asylum field,  especially with regards to research on migration from a non-gender-binary perspective.

This thesis is concerned with migrants’ experience of their acceptance and well-being in Australian society, particularly the unconscious processes reflected in dreams and communication patterns; the provision of services intended to be of help in settlement; and the relationship between the unconscious processes and the provision of services. Collaborating with clients, colleagues who share similar interests and concerns, people with special skills and cultural knowledge, and some Management Committee members of the Migrant Resource Centre of Canberra and Queanbeyan, Inc. the author has investigated the multicultural unconscious, government policies and guidelines related to services to recent arrivals and people of non-English-speaking backgrounds, measures to address gaps in services for appropriate improvement. The research approach is naturalistic with a strong emphasis on the author’s personal reflections and case studies of people and projects.

This thesis explores the question of intercultural personhood in two 'mainstream' Australian cases within interpersonal, intercultural relations in Australian contexts in the second half of the twentieth century. The problem is viewed through three disciplinary lenses: those of communication, psychology and sociology. A qualitative, interdisciplinary approach integrates these through an inductive biographical research design. Within cross-cultural communication studies, a host culture such as that of the Anglo-Australian majority is seen in a monolithic and static way to which Australians of other cultural backgrounds are seen to adapt. These studies give no place to the changes which members of the majority undergo. 'Intercultural personhood', a term coined by Kim (1988, 2001), describes the kinds of 'ethnic' individuals who through negotiating their identities within personal, social and mass communication contexts, both host and ethnic, move beyond the bounds of their own cultural heritage to embrace both their former cultural identity and the new 'host' (viz Australian) identity. In this thesis, the elements of cross-cultural adaptation theory and of 'intercultural personhood' are applied to the intercultural experience of 'mainstream' Australians. From preliminary memory work workshops and focus groups, the cases of two mainstream individuals who show some evidence of 'intercultural personhood' and make identity claims comparable with 'ethnic' adapters are then developed through biographical method. Their life accounts are drawn on for the exploration of issues of identity and personhood within interpersonal, intercultural relations. Major focus is given to the social psychology of Harre (1983, 1993, 1998), whose work provided both a conceptualisation and a methodological tool for the problem. In Harre's work, three dimensions of personhood, namely consciousness, agency and biography are identified together with the psycho-social processes through which an individual's identity and orientation to their culture is appropriated, transformed and publicised. This publication is then rejected or incorporated into the culture through processes of conventionalisation. These four psycho-social processes are explored in my study through an adaptation of assisted biography method (De Waele & Harre, 1979). The strength of the psycho-social approach of Harre lies in its ability to get below the surface behaviours to an analysis of the theory of self which individuals, as 'singular' beings, bring into play in their interactions within themselves and with one another. While this approach draws on social contexts to support the transformations, it is not designed to explicate to a sufficient degree the conditions under which such theories of self are activated and within which changes in identity occur and are maintained. For this reason it is essential to incorporate a sociological framework to understand the influence of the conditions within which such experiences are played out. Bourdieu's (1984, 1987) cultural, relational sociology is coupled with Harre's (1983, 1993, 1998) theory of personal and social being in that it brings together the individual and the society in a way which proves fruitful for ongoing analysis of the biographical data collected within the communication and psycho-social framework of the earlier research. Bourdieu's critique of a methodology based on biography points to the 'illusion' that is created through a biographical interview process. Taking this critique of biography into the study of interpersonal, intercultural relations meant a shift from the communication interactions and psycho-social analysis undertaken to an analysis of the various social constructions evident within the elements of the life account and a search for the cognitive imprint of social structures as durable dispositions within the persons. These dispositions are evident from within a social trajectory of the life and they are applied to the intercultural encounters recounted by the participants in their autobiographies. The addition of Bourdieu's (1984, 1987) sociology strengthens the ability to view the individual and the society through a single lens and to position the individual life course as secondary within a broader and primary analysis of social structure and social structuring as a means of interpreting lives. Its weakness lies in the degree of 'voluntariness' brought into effect as individuals both chart their course through life and are pushed and pulled by the various social forces at work within their trajectories. Within the scope of this thesis, these two approaches, that is, a psychological and a sociological one, are illustrated and incorporated into an interdisciplinary model for the study of interpersonal, intercultural relations. Further rigorous research to validate the components and the relationships of the model and to investigate these strengths and weaknesses more thoroughly is foreshadowed. This interdisciplinary model of interpersonal, intercultural relations is the major contribution of this work to the field of intercultural communication. Advances which are achieved through use of psychology, sociology and biographical research method as a tool through this study are also identified. The thesis concludes with a review of the contributions of the thesis and a discussion of the implications for future research on interpersonal, intercultural relations.

Since 2001, Australia’s increasingly securitised and exclusionary asylum policy has been legitimated through a damaging discourse surrounding people who seek asylum. This discourse, reinforced by successive Australian Prime Ministers, has been instrumental in shaping policies which have a devastating human impact. While political elites across the West are distancing themselves from a discourse of inclusive multiculturalism, Australia continues to celebrate its multicultural success despite the ongoing tension between a rhetoric of inclusion and one justifying exclusion. Since discourse is both productive and reflective of the social world, shaping discourse can be understood as a means to shape reality. This thesis explores how discourse is constructed and reproduced through framing; a discursive practice that influences how certain issues are understood. The texts analysed are those in which Australian Prime Ministers and senior political figures defend policies of exclusion against people who seek asylum by boat as part of a broader policy vision for a Safe, Secure & Free Australia. In order to contrast the frames, narratives and discourses associated with exclusion, communications promoting the policy vision of an inclusive Multicultural Australia have also been analysed. The frames identified in the material reproduce particular narratives which help to maintain the hegemonic position of discourses which present Australia as a humanitarian, welcoming and inclusive multicultural society and situate people who seek asylum by boat as illegal, seeking an unfair advantage, and as a threat to national security. By identifying frames that consistently appear in the messaging of Australian political elites, we can understand how certain narratives have come to be accepted as truth.

Research on ethnicity and conflict treats the concept of ethnicity as defining the actors in these conflicts, whereas research on the construction and maintenance of ethnic identity explores why ethnicity unifies individuals into a single social group. What happens when this unifying concept is divided between two enemy countries? How does this situation influence peace settlements over territorial issues, armed conflict, and economic relations between these countries? To answer these questions, I create a continuous measure of ethnic similarity between rivals. I find that ethnic similarity can facilitate cooperation and exacerbate conflictual interactions between rivals, but governments will seek to limit interactions with their rival when the cross border ethnic groups are minorities. In addition, I create categorical predictors of ethnic similarity, which reveal nuances in these relationships. Specifically, rivalries sharing a pan-ethnic identity are more likely to engage in conflict regardless of actual ethnic similarity, and dyads with a majority in one country sharing ethnicity with a minority in another country are less likely to fight once in a state of rivalry. This is because a quid pro quo exists between these rivals where one rival can reduce oppression of the minority in exchange for the other rival not supporting secessions by their co-ethnics. These pairs of rivals also are more likely to attempt peace settlements. Contested nations, which are rivalry-dyads with similar ethnic majorities, are both the most likely of the ethnically similar rival categories to engage in militarized interstate disputes, but also engage in larger amounts of interstate trade.

Ethnic broadcasting is a unique phenomenon of multiethnic countries that could reflect and influence a country's ethnic relations. This study examines the ethnic broadcasting policies and practices in Canada and China, to determine existing issues, and reflect on the countries' ethnic relations and ethnic policies. This thesis analyzes the ethnic broadcasting operations in the two countries comparatively through interpreting with critical lenses the data collected from government and university databases. This analysis is especially interested in the relationship between ethnic relations and the broadcasting media, between ethnic policies and broadcasting policies, and between ethnic politics and ethnic broadcasting content. Several issues in the two countries' ethnic policies and ethnic broadcasting operations are revealed through the comparative analysis, particularly the insufficiency of public broadcasting presence and governmental involvement in Canadian ethnic broadcasting, and the politicization of ethnic relations and ethnic broadcasting operations in China.

Ethnic relations are an important feature of contemporary Russia. This is especially true in the North Caucasus where ongoing insecurity combined with a depressed economy has led to growing Russian nationalism, xenophobia, and fears over immigration. In Stavropol’skii krai, the only ethnic Russian dominated territory in the North Caucasus Federal District, the situation is especially acute. In this thesis I investigate how the geopolitics of ethnic relations in Stavropol’skii krai, as part of the wider North Caucasus situation, impact on the everyday life of citizens in Stavropol’. I do this through employing an eclectic methodology, including both qualitative and quantitative techniques. Through four research papers, I explore how the built urban environment, through the politics of naming place (for example, street names and monuments), has become a space through which ethnic identity can be (re)produced and contested. I show how ethnic relations are (re)presented and performed in Stavropol’ through the Den’ kraya celebration, a performance that is based on a Soviet-era idealised framing of ethnic relations, and one which is open to challenge. I explore how in summer 2007 ethnic relations turned violent as ethnic Russian and non-ethnic Russian citizens rioted, and I attempt to explain the geopolitics surrounding this. Finally, I show how everyday ethnic relations have turned increasingly violent in Stavropol’ since 1991, drawing on reports from non-governmental organisations and independent researchers. I situate this research within the context of the changing ethnic geography of the krai since 1991. Together, this research represents a geopolitics of ethnic relations in Stavropol’skii krai.

Dominant society discourses and images have long depicted the Aboriginal people of the town of Wilcannia in far Western New South Wales as having no 'culture'. In asking what this means and how this situation might have come about, the thesis seeks to respond through an ethnographic exploration of these discourses and images. The work explores problematic and polemic dominant society assumptions regarding 'culture' and 'Aboriginal culture', their synonyms and their effects. The work offers Aboriginal counter-discourses to the claim of most white locals and dominant culture that the Aboriginal people of Wilcannia have no culture. In so doing the work presents reflexive notions about 'culture' as verbalised and practiced, as well as providing an ethnography of how culture is more tacitly lived. -- Broadly, the thesis looks at what it is to be Aboriginal in Wilcannia from both white and black perspectives. The overarching concern of this thesis is a desire to unpack what it means to be black in Wilcannia. The thesis is primarily about the competing values and points of view within and between cultures, the ways in which Aboriginal and non-Aboriginal people tacitly and reflexively express and interpret difference, and the ambivalence and ambiguity that come to bear in these interactions and experiences. This thesis demonstrates how ideas and actions pertaining to 'race' and 'culture' operate in tandem through an exploration of values and practices relating to 'work', 'productivity', 'success', 'opportunity' and the domain of 'art'. These themes are used as vehicles to understanding the 'on the ground' effects and affects of cultural perceptions and difference. They serve also to demonstrate the ambiguity and ambivalence that is experienced as well as being brought to bear upon relationships which implicitly and explicitly are concerned with, and concern themselves with difference.

Ethnic issues continue to attract increasing global attention. With more than 30 ethnic-related conflicts currently raging across the world the dual issues of ethnicity and conflict are perhaps more important than ever before. Many aspects of this highly complex field of study are yet to be thoroughly researched. The reasons for this are varied but two of the most important reasons relate to the complexity of ethnic studies and also the fact that ethnicity is a relatively recent addition to not only the global lexicon but also to academic programs around the world. This thesis examines one of the relatively unexplored areas within the field of ethnic studies. This thesis investigates the issue of intra-ethnic conflict or an ethnic community in conflict with itself. It explores this issue by using the Hmong as a case study in two different contexts - Australia and Thailand. It looks at the causes and impacts of intra-ethnic conflict within these different contexts and discusses the impacts of social and religious change in Hmong communities by looking at a range of issues related to inter-ethnic relations, modernization and globalization. The paper will argue four main hypotheses: 1. Inter-ethnic conflict, modernization and globalization are the sources of intra-ethnic conflict in Hmong communities in Australia and Thailand. 2. Intra-ethnic conflict occurs when elements of Hmong ethnicity are replaced, changed or destroyed as a result of inter-ethnic relations with a dominant ethnic group or community. 3. Intra-ethnic conflict leads to further marginalization within Hmong communities effecting rituals, religion and the social structure. 4. Ethnicity is not a birthright for the Hmong and is often revoked as a consequence of ethnic change - namely changes to religion and change that brings about challenges to traditional leadership and social structures. In order to argue these hypotheses the thesis is divided into two parts. The first seeks to define key terms relevant to this type of research. These include terms such as ethnicity, modernization and globalization. Other terms such as dominance and conflict will also be examined in the context of this research. In addition, Part 1 of the thesis will also seek to define the highly contentious issue of Hmongness. To do this, the Hmong will be contextualized in terms of their place in diaspora communities such as Australia and in more traditional settings such as Thailand. This attempt to define Hmongness seeks to highlight the different perceptions of Hmong ethnicity by conflicting parties within Hmong communities. It will compare traditional notions of Hmongness with contemporary notions of Hmongness in diaspora and modernizing Hmong communities. The terms inter-ethnic and intra-ethnic conflict will be defined with regard to the Hmong. Part 2 of the thesis seeks to further contextualize the Hmong in terms of their arrival and current lifestyle in Thailand and Australia. Part 2 not only provides historical background but also individual case studies which demonstrate how the processes of inter-ethnic conflict, modernization and globalization work together to create an environment of intra-ethnic conflict. Part 2 also investigates the fruits of conflict in both an Australian and Thai context. Two main issues will be examined to demonstrate the existence of intra-ethnic conflict. They are: 1. The role and impact of Christian conversion and its influence in sparking intra-ethnic conflict. 2. The impacts of ethnic change on maintaining traditional languages, leadership and social structure. The thesis argues that conversion to Christianity provides a fertile environment for intra-ethnic conflict. It also argues that social and ethnic change brought about by globalization, modernization and inter-ethnic conflict contribute to this internal conflict. The research in this thesis has been collected following extensive research within Hmong communities in Australia and Thailand between April 2001 and April 2004. In Australia this research has centred on Australia's largest Hmong community in North Queensland which is home to some 1,000 Hmong. In Thailand this research includes more than 12 months of research in Hmong villages in four provinces including Tak, Chiang Mai, Nan and Phetchabun. In both Australia and Thailand the Hmong communities were selected on the basis that they contained members who were upholding traditional beliefs alongside those who had adopted change, for example, converting to Christianity. The research in this thesis has been conducted using several different research methodologies including interviews, itinerant ethnography, participant observation, the use of qualitative data and extensive research of scholarly work produced by ethnic Hmong.

Refugees arriving in Australia undergo a number of settlement processes including adaptation and acculturation, social support and network development, and an exploration of their ethnic identity. This research examines the settlement processes of mixed marriage refugees from what was Yugoslavia who arrived in Perth, Western Australia in the early to mid 1990's. A mixed marriage is one where the couple are from different ethnic backgrounds. This research has two main aims. The first aim is to examine the processes of acculturation and adaptation, the development of social support networks, and ethnic identity, within the refugees. These processes provide a framework from which to understand the settlement process. The second aim is to investigate the initial settlement programs and supports provided by Australia's government and community groups, and to provide recommendations for future service provision. Throughout the research, the experiences of the refugees are located within the sociopolitical context of the conflict in what was Yugoslavia and their migration. The impact of the refugees' ethnicity and ethnic identity is also considered. The research was comprised of a study in two stages. The first stage involved scoping interviews with critical participants and refugees to identify key conceptual domains for the purpose of guiding subsequent interviews. The second stage consisted of multiple-case, conversational interviews with 12 mixed marriage refugees from what was Yugoslavia. Data was analysed thematically and the results indicated that the participants were moving towards an acculturation outcome of bi-culturalism. The majority have taken out Australian citizenship, were proud of and grateful for it and saw it as a security for the future. The results also indicated that ethnicity impacts on the development of social networks. The participants generally socialised with other mixed marriage refugees as they felt comfortable and emotionally supported by them. Mainstream Australians provided more instrumental support. The participants referred to a feeling of belonging to Australia increasing with participation in the community and have made substantial efforts to understand the Australian way of life. Feeling part of the Australian community was a process that was taking time. The participants described their ethnic identity as either Yugoslav or Bosnian, regardless of their ethnicity. Whilst maintaining this identity, being Australian was also important and did not conflict with feeling Yugoslav or Bosnian. The links between the various settlement processes are discussed as well as the validity of the research process and recommendations for future research and for settlement programs. The results illustrated the diversity of experiences of the participants as well as a commonality resulting from their being in a mixed marriage. With respect to the second aim, the initial settlement experience is characterised by stress, due in part to the nature of the refugee experience and exacerbated by a lack of English, receiving confusing and untimely information, difficulties in finding work and difficulties in meeting mainstream Australians. The refugees who went through the On-Arrival Accommodation program felt less supported than those who went through the Community Resettlement Support Scheme, which offered a chance to meet Australians and provided better material assistance.

Research investigating the problems experienced and the advantages enjoyed by the minority-culture child in the North American schoolroom has focused both on changing the child and on changing the school environment. Little attention has been paid to the more basic question of differences in subjective aspects of culture across ethnic grouping and generation of residence in Canada. In addition, little appears to be known about the variability in subjective culture across levels of variables like gender, ethnic salience, or use of mother tongue. The research reported in this dissertation is a basic study of subjective aspects of the concept of "person", a concept important in virtually every society and, in addition, central to Western educational thought. The study itself was an investigation of the views of 1288 Grade 10 students in the Lower Mainland of British Columbia. Each subject ranked the importance of each of 21 positive qualities of a person, and listed up to three criteria for concluding that a person has each of 11 of those qualities. Substantive hypotheses about differences in students' rankings across ethnic groups and generation of residence in Canada were confirmed. The results suggested both persistence and change in views of personal qualities, which were dissimilar across ethnic groupings. Exploratory analyses revealed provocative information about the moderating relationships of strength of religious feeling, gender and a complex of variables related to ethnicity including ethnic salience, mother tongue, religious affiliation and occupational information. Examination of the students' criteria yielded useful information about the behaviors and traits related to each of the 11 qualities, and about ages and genders of people thought to have a great deal of each quality. It was concluded that the overall results may further development of theory in the area. In practical terms, they may help to guide the classroom teacher, may stimulate the development of policy and practice in the multicultural educational setting, and may be useful for curriculum development and teacher education in the Canadian context.

[Truncated abstract] Investor relations (IR) management encompasses a broad range of activities including voluntary disclosure, attracting analyst coverage, targeting investors, and providing feedback to corporate managers (Byrd, Goulet, Johnson and Johnson 1993; Brennan and Tamarowski 2000; Bushee and Miller 2005). In recent years, a number of high profile corporate collapses and concerns about selective disclosure have contributed to an increased awareness of the importance of effective IR practices in promoting investor confidence. To this end, Australian market regulators and industry bodies have developed a number of best practice guidelines relating to disclosure and corporate governance. The current study undertakes a comprehensive investigation of corporate approaches to IR in the Australian context, and seeks to explain cross-sectional variation in these. The sample utilised in this study comprises 129 All Ordinaries Index (AOI) constituent companies that responded to a mail survey conducted in 2006 regarding their IR practices. The survey of all AOI companies constitutes the first Australian academic survey of IR practices, and the views of the individuals responsible for the function. Self-reported data are combined with data collected from the sample entities' websites to provide a detailed overview of corporate IR programs. The results of the survey suggest that there is widespread recognition, within the sample, of the importance of devoting organisational resources to IR. ... Several proxies for the extent of investment in IR are developed in this study. Two proxies capture organisational arrangements for managing IR, one proxy captures the frequency of one-to-one meetings with analysts and investors, and one proxy captures the quality of IR websites. Multivariate analyses relate cross-sectional variation in these to a number of firm-specific variables. Consistent with findings presented in the empirical voluntary disclosure literature, this study shows that the extent of investment in IR is positively associated with firm size, a finding that is common across all IR proxies. Ownership characteristics play an important role in explaining different types of investment in IR, as captured by the four proxies. Ownership concentration is negatively associated with the likelihood of employing an external IR consultant and positively associated with the frequency with which one-to-one meetings are held with analysts and investors. Firms with a foreign stock exchange listing, a proxy for the importance of foreign investors, achieve higher scores for the quality of their IR websites. Adverse selection models of voluntary disclosure predict that firms with good news are likely to disclose more. In contrast, the results of this study show that less profitable firms and firms with lower price-to-book ratios are more likely to have an IR department/officer, and they achieve higher scores for the quality of their IR websites. Finally, the nature of the investment in IR appears to differ with sector membership. Firms in the Materials and Energy sectors held more one-to-one meetings than firms in other sectors, while firms in the Information Technology sector are more likely to have an IR department or IR officer, and have higher quality IR websites than firms in other sectors.

This thesis examines reasons behind the recent improvements in Australia-Taiwan relations and ways in which such improvements have been implemented - given the constraints that Australia has no official contacts with Taiwan. With its main focus as trade, this thesis shows that Taiwan's importance to Australia has been slowly evolving such that Taiwan is at present a more important and reliable trading partner to Australia than is the PRC. The Hazaras, who inhabit the central highlands of Afghanistan and constitute around 20% of the national population, have not only been marginalized economically and socially, but have also been denied a place in the history of the country. The thesis investigates their history over the last century and charts their struggles in the light of the last two decades of upheaval in Afghanistan, arguing that accommodation and compromise with the ethnic minorities is essential to building a modern, post-Ṭaliban Afghanistan.

This thesis looks into the role of identity in ethnic conflict from social-psychological and cognitive perspectives.
The literature of Social Psychology suggests that one strategy of social groups under pressure or threat is to revert to their collective identity and manipulate it in ways that yield a distinct positive value for group members. Focusing on the main proponent of this view, Social Identity Theory, and transposing its premises onto an ethnic level, an Ethnic Identity Theory is proposed that explains ethnic identity's utility for the positive self-esteem of members of an ethnic group during a time of crisis.
As far as the cognitive aspect is concerned, the focus moves on to the individual level of analysis. It explores the issue of how information may be represented in the human brain, and proposes that it is due to particular 'exclusive' cognitive strategies of knowledge categorization, storing and re-processing that ethnic conflict is enhanced. Borrowing from Artificial Intelligence literature on Schemata and Frame theory, ethnic identity is treated as a frame with multiple slots for various traits that comprise an ethnic identity. Such modeling helps illustrate how properties related to the architecture of these mental structures result in the constructed ethnic identities becoming more rigid---their individual traits acquiring singular importance and, once challenged, affecting the whole identity.
This study concludes by pointing that, if intransigence and inflexibility concerning ethnic identity traits begins on a cognitive micro-level, then, little progress towards peace should be expected in on-going ethnic conflicts, unless cognitively unbiased third parties are involved in peace-making, and unless their involvement includes action on a cognitive-learning level to change convictions about warring groups members' perception of their own as well as others' ethnic identities.

In the West nationalisation and privatisation have been explained mostly in relation to the political ideologies of capitalism and socialism. The privatisations that began in the 1980s, and accelerated after the collapse of socialism across Eastern Europe, have generally been considered to be developmentally linear. Postcolonial nationalisation-privatisation cycles in South East Asian and Latin American countries, by contrast, have been explained by scholars such as Chua as related to ethnicism, nationalism and indigenism and above all the presence of a 'emarket dominant ethnic minority f (MDM). This paper reviews the cycles of nationalisation and privatisation in the mining industries in Zambia and South Africa (SA), in order to examine the respective roles that ethnicity and political ideology have played. It explores whether minority ethnic economic control is more important than political ideology in driving calls for nationalisation of mining. For each country case, I set out a detailed historical analysis of the political and policy provisions made since independence from colonial rule. The paper explores ideas of ownership and race; the internalisation of norms of neoliberal economic policies; socialism and nationalism; and power relations and identity politics. The study also interrogates the impact of global structures upon state decisions. In both case studies, I show that minority ethnic dominance has been a more important driver of nationalisation/privatisation cycles than political ideology.

This study examined whether Australian public relations and communication practitioners enact an organizational conscience role through their involvement in the organizational value-setting process. Thirty communication practitioners from 26 large organizations in Melbourne and Sydney were interviewed between May 2004 and May 2005 to ascertain and discuss their involvement in organizational value setting. Using semi-structured in-depth interviews to gather data and then applying a multiple perspective approach in its thematic data analysis, the research found that most respondents were involved in organizational value setting albeit at different stages of the process. In analysing the nature of the respondent's involvement in the process along with individual and organizational factors, three roles emerged namely, the agent of critical conscience, the agent of concertive control, and the agent of corporate compliance. However the results suggest that most respond ents enacted primarily the concertive control and corporate compliance agency roles. The study also found that the predominant managerial/functionalist perspective constrains practitioners from enacting the conscience leadership role. In exploring the practitioners' ability to influence organizational members, findings support recent studies that membership in the dominant coalition does not necessarily give public relations/communication practitioners power and influence. Rather, direct access to the CEO, expertise, performance and personality were found to be the key ingredients to the individual communication practitioners' organizational influence. Findings also reveal that public relations/communication practitioners preferred to participate but not drive the organizational value-setting process. In using a multiple perspective approach to study public relations roles, this study provides empirical basis for identifying potential leadership roles for public relations/communication practitioners and for suggesting an extension of the manager-technician role typology. The study calls for public relations/communication practitioners to enact a critical conscience agent role as part of finding a meaningful, ethical and socially responsible practice. This study proposes that critical thought and dialectical inquiry be embedded within the public relations/communication practitioner's role and public relations education.

This dissertation analyzes several topics related to political life in ethnically divided societies. In chapter 2, I study the relationship between ethnic social conflict, such as protests, riots, and armed inter-ethnic violence, and bloc partisan identification. I find that protests have no effect on bloc support for political parties, riots increase bloc partisan identification, and that armed violence reduces this phenomenon. In chapter 3, I analyze the factors that influence the targeting of ethnic groups by ethnic parties in social conflict. I find some empirical evidence that conditions favorable to vote pooling across ethnic lines reduce group targeting by ethnic parties. In chapter 4, I analyze the effects of ethnic demography on ethnic party behavior. Through a qualitative analysis of party behavior in local elections in Macedonia, I find that ethnic parties change their strategies in response to changes in ethnic demography. I find that co-ethnic parties are less likely to challenge each other for power under conditions of split demography. In fact, under conditions of split demography, I find that co-ethnic parties have political incentives to unite behind a single party because intra-group competition jeopardizes the group's hold on power.

This thesis is concerned with the conjunction of two themes. The first is the new tempo of Australia's security relationship with Japan. Since the late 1980s, governments in Canberra and Tokyo have increasingly called for greater partnership in pursuing shared security interests in the Asia-Pacific theatre. This development has been largely a result of the rise of Japan as a major international power, and a corresponding revival of doubts about the role of the US, hitherto the predominant power in the region. These questions about Australia's strategic environment have been thrown into sharp relief by the second theme of the thesis - the impact of the end of the Cold War on the international and regional order. The forces that precipitated the Cold War's demise, and its after effects, have raised fundamental questions about the international system, not least being for Australia, its future security environment and defence ties. This thesis, therefore, focuses on the intersection of emerging trends in one of Australia's major bilateral relationships and in the strategic order. The thesis is accordingly divided into two elements: an examination of the evolution of Australia-Japan ties and the recent development of defence links, and an analysis of the key systemic forces which will influence the future development of these links.

Many studies explore the determinants of support for ethnic parties, and the consequences of such parties for democracy. This dissertation addresses these questions through a study of the Bahujan Samaj Party (B.S.P.) in India's largest state, Uttar Pradesh (U.P.). The BSP is India's only successful lower caste party, and gained greatest support over the last two decades in U.P., which it now rules. This thesis will analyse the identity politics of the Chinese party-state’s nation-building project in the Xinjiang Uyghur Autonomous Region. It will examine how the party-state intends to overcome the barrier of ethnic boundaries in the production of a shared sense of multi-ethnic, national belonging. Uyghurs and Han can be thought of as belonging to different civilisations (Chinese and Turkic-Islamic) but in modern times they are often thought of as divided by ethnic boundaries. The party-state’s idea of the Chinese nation (Zhonghua Minzu) is a nation-building project to eliminate these boundaries so as to produce a multi-ethnic nation. Fieldwork was conducted after the riots of July 2009 engulfed the region. Ethnically targeted violence against both Han and Uyghurs destabilised the city of Ürümchi and challenged the party-state’s vision of China as a unified and harmonious nation. The official Chinese explanation was that this was an internationally funded and synchronised terrorist attack but Uyghur rights groups have blamed tensions on government policy repressing Uyghur culture and stoking Han nationalism. The theoretical framework employed draws from the concepts of production and performativity in Post-Structuralist and Critical International Relations (IR) theory, particularly the work of Cynthia Weber (1998) and David Campbell (1998). The critical approach adopted here takes security as a process of performative enactment of identity, which produces the units we take for granted as worthy of security. The analysis will examine official performances of what it means to be Chinese and Uyghur. It will then ask how these performances are received and (re)performed by members of the postulated nation. The party-state seeks to include Uyghurs as Chinese but it also excludes and securitises Uyghur Turkic and Islamic identities as ‘outside’ threats to the unity of the nation. The research is a result of one year of fieldwork (September 2009-August 2010) in Ürümchi, the capital city of Xinjiang. This was the first ethnographic study of responses to the violence of July 2009. Furthermore, the incorporation of Han perspectives has been very limited thus far in the literature on Xinjiang. The analysis uses a top-down approach, which employs discourse analysis of official texts to understand what type of national identity the party-state seeks to produce. However, these methods are coupled with a bottom-up analysis using ethnographic methods, particularly detailed, semi-structured interviews, to explore how these official discourses are received. The perspectives of Han and Uyghurs in Xinjiang can inform us how nation-building will unfold and what type of social dynamics it will engender. Analysing perspectives on the nation from below can help us understand the type of nation we expect to be produced in China rather than the type of nation the party-state narrates. The findings of this research demonstrate that both Uyghurs and Han are turning official Chinese nationalist discourses against themselves to articulate separate ethnic nations. Uyghurs frame China as an assimilationist transgression of ethnic boundaries for the benefit of the Han. Han frame their nation as under threat from Uyghurs and articulate China as a Han nation. The party-state’s nation-building project is unintentionally producing insecurity and reinforcing ethnic boundaries which remain obstacles to a shared sense of nationhood.

This paper investigates the research question ‘What is the effect of co-ethnic and non coethnic networking on business performance in Chinese immigrant businesses?’ The research will discuss key themes such as the extent to which Chinese immigrant entrepreneurs are embedded in co-ethnic and non co-ethnic networks and the affect of embeddedness on business performance, such as the entrepreneur’s satisfaction and business growth. Research on immigrant entrepreneurship has emerged as an important new area of inquiry within the field of entrepreneurship. The increased importance of the subject is due in part to major immigrant receiving countries, such as Australia, the United States and Canada, experiencing a high growth rate in their immigrant population. Reflecting on the existing research on immigrant entrepreneurship, it was decided to investigate the role of embeddedness on entrepreneurial business performance. This research seeks to identify the impact of embeddedness in co-ethnic and non co-ethnic networks on business performance of Chinese immigrant entrepreneurs in Australia. Chinese immigrant restaurant entrepreneurs in southeast Queensland, Australia were studied. The result expands on existing research on immigrant entrepreneurship, since the majority of immigrant entrepreneurship studies have been conducted on the United States and Canada immigrant experiences, but few have been conducted in the Australian immigrant entrepreneur context. This thesis also adds empirical testing to a research area with little empirical testing. The results indicated that embeddedness in the co-ethnic network is positively related to business performance measured by both growth and satisfaction. Embeddedness in the non co-ethnic network of the Chinese immigrant entrepreneurs in Australia did not show a similar pattern in accordance with studies conducted in the United States and Canada. This result is interesting and creates the opportunity for future research employing a comparative study.

Abstract There has been a significant change in Australian consumer behaviour with an increase in time and money spent, in suburban ethnic business districts (named in this study as ethniehubs). But little attention has been paid to the role of ethnically owned stores in generating income within ethniehubs. In fact, there is still a lack of research conducted by architects and planners about the way in which the physical environment of ethnic stores in ethniehubs attract consumers, and the way in which the physical environment affect consumers’ behaviour. Therefore, the study is important in filling the current gap in literature. For this Sydney-based study, two separate ethniehubs are used for data collection - Leichhardt with a strong Italian character, and Cabramatta with identifiably Vietnamese attributes. The goal of this study is to find out how the ethniehubs have developed and how consumers behave in ethniehubs. The present study derived from architecture and planning, also addresses the effect of the physical environment of ethnic stores on consumers behaviour at both store and ethniehub level. The research has several questions to answer. How have Sydney’s ethniehubs developed? How do ethniehubs influence consumer behaviour? More specifically: What attracts consumers to ethniehubs? Who are these consumers? What do they purchase? Does the ethnic background of consumers influence their behaviour in ethniehubs? The data are collected through observation, survey and focus group discussions of consumers at both Leichhardt and Cabramatta. The findings of this research have a number of implications for urban planning, i.e tourism, place branding and place marketing. By understanding the importance of the physical environment of ethnic stores, more considered architectural design and interior decoration will ensure that their most highly valued aspects are reinforced. This study also contributes to the knowledge of urban planning of ethniehub shopping precincts and ethnic stores decorations each of which has important social and economic consequences.

In the decade since the events of 9/11, Muslims and Islam came to act as symbols for the putative correlation between immigration and the erosion of social cohesion in a number of Western countries, including Australia. Increasingly, immigrant integration was believed to be key to the maintenance of social cohesion and individual immigrant integration was seen as the main factor in successful integration. The Howard Government distanced itself from multicultural policies by rejecting group identities for 'ethnic' minorities, while, conversely, strengthening group identity in terms of nationalism and citizenship. Following other Western societies, the integration of Muslims in Australia became characterised as a security imperative and the responsibilities of Muslim citizens increasingly became embedded within the discourse of terrorism, where Muslim citizens are simultaneously suspected as potential terrorists and encouraged to act as community watchdogs. Politicians also came to see terrorism as something harboured within Islamic communities in Australia and Muslim lack of belonging came to be viewed as having 'cultural' and 'religious' underpinnings. As a result of the securitisation of Islam and the view that Islam and Muslims are problematic, all Muslims were characterised as potential terrorists and negative ideas and actions toward Muslims, what some have called 'Islamophobia', were normalised and justified. There has, however, been remarkably little systematic attempt to examine any continuity between broader understandings of the official definitions of belonging and how and why Muslims are viewed as incapable of belonging. This research demonstrates the links between ideas about the 'Other' and their place in Australian society and how these ideas give meaning to the ways Muslims and Islam are thought not to belong. The focus on Muslim Australians as refusing integration and challenging Australia's national identity is contextualised within the wider framework of Australian national identity, immigration policies (entry, settlement and citizenship) and the wider prevalence of 'Islamophobia' in Australia. This dissertation explicitly politicises the concept of belonging in order to demonstrate the social and political barriers to belonging for Muslim Australians. This dissertation uses Allen's (2010) concept of 'Islamophobia as ideology' to empirically examine discourses about Islam and Muslims in the House of Representatives (2000-2006). The findings indicate that deeply-entrenched views about who belongs (and who does not), and how they belong in Australia, informed parliamentary discourse on Muslims and Islam. Islamophobia in the Australian House of Representatives demonstrates the ways in which discourses about the 'Other' are systematically used to strengthen negative meaning about Islam and Muslims and to consistently present them as anathema to everything 'Australian'.
