In the process of small business establishment and development, it is very important to understand both the financial needs of entrepreneurs and the main obstacles and difficulties arising in the way of financing. Alternative sources of financial support, along with traditional ones, create opportunities to increase funds, but the solution to the issue of their attraction should be based on modern effective methods and decision- making technologies. The article uses the decision tree method to determine the optimal alternative to financial support of small business at the early stages of the life cycle. The results highlight the importance of alternative source of resources for small business entities, namely business angels’ means. The empirical and statistical analysis confirms that access to alternative sources of financing for small businesses in EU countries is improving, while in Ukraine, informal financing is a rather new and underdeveloped area. Based on the analysis of the advantages of using the business angels’ funds, it was concluded that they need to implement their potential in small business of Ukraine. The results show that the decision tree method is an effective tool for deciding on the prioritization of a financial alternative to the small business, and is characterized by ease of use, forecast precision and problems solution novelty.

Labor and floorspace cost functions are derived for small business trade. Relationships are proposed between average volume of labor or average floorspace per establishment on the one hand, and average size per establishment, average rental paid, percentage selling space, and indicators of business type and location on the other. Promising estimation results are reported using South African data of 1979/1980. The method however Is not restricted to the South African case. A productivity business support system can be developed providing productivity standards for any area in the small (service) business. An analysis similar to the one presented here, but relating to the area in question, should precede the development of such a system.

The aim of this study is to determine whether the size of a business, classified as small, medium or micro establishment (SMME), has an impact on its management of the compliance burden placed on it by taxation laws. A survey was conducted amongst small, medium and micro establishments in the business services sector in Gauteng province, South Africa. The study finds that the majority of SMMEs in the business services sector outsource their tax responsibilities due to lack of skills and time. Also, the significance of taxation inputs for making business decisions and preferences for administrative relief measures varies according to the size of the organisation.

Purpose – The purpose of this paper is to examine and explore why “Small-Businesses” resist employing outside the immediate family and investigate the employee as an outsider and entrepreneurial resource. Design/methodology/approach – The authors review the literature on barriers to small-business growth concentrating on key empirical and theoretical studies. The authors use empirical data from the Federation of Small Business in which informants commented on growth and employing outside the family. Findings – The findings suggest that small business owners adopt a polemical stance, arguing that a barrage of employment regulations deters them from employing outsiders because doing so brings trouble in terms of costs such as insurance, taxes, paperwork, leave (maternity and paternity) entitlement, etc. They argue that employing from inside the family or ones peer group is much cheaper, convenient and less hassle. This ignores the entrepreneurial employee as a potential ingredient of growth and points to a paradox whereby the very values and emotions characterized by fairness of which of “smallness” and “familialness” is composed compound the issues of discrimination central to the debate. Research limitations/implications – The paper offer important insights for growth issues among small businesses and challenge the contemporary equilibrium in terms of small “family-orientated” business philosophy relating to employment practices. Ideologically, the entrepreneur is an “outsider” fighting the establishment, yet paradoxically, in a small-business context s/he becomes the establishment by employing outsiders. This results in the fairness vs unfairness paradox. Originality/value – The paper contributes to the existing knowledge and understanding on growth issues among small businesses by illuminating a paradoxical insider vs outsider tension.

This paper examines the use of location quotients, a measure of regional business activity relative to the national benchmark, as an indicator of sectoral agglomeration in small cities and towns, and as a measure of industry specialization that might impact the number of new business startups in these places. Using establishment-level data on businesses located in Maine, our findings suggest that the addition of one "hypothetical" establishment in very small towns leads to a dramatic change in the magnitude of the region-industry location quotient. At population sizes of about 4,100 or more people, however, location quotients are reasonably stable. Regression results from an analysis of the relationship between new business activity and regional industry specialization show that the effect of location quotients on business startups switches from "inelastic" to "elastic" at a population size cutoff of about 2,600 residents. Overall, our findings suggest that researchers and practitioners should exercise caution when using location quotients to study small regions.

We build on earlier work by Mills and Ulmer in which characteristics of the local economic base, particularly establishment size, were related to civic welfare. They posit that small business is ‘good’ for local community welfare, whereas big business is ‘bad’ for it. Data from County Business Patterns and various population censuses are used to examine this issue for US nonmetropolitan counties. With regression procedures adjusted for spatial autocorrelation across counties, we find support for the Mills and Ulmer hypothesis for three measures of civic welfare.

Little information has been published on the business and marketing practices of landscape firms, an important sector of the green industry. We sought to profile the product mix, advertising, marketing, and other business practices of United States landscape firms and compare them by business type (landscape only, landscape/retail, and landscape/retail/grower) as well as by firm size. We sent the 2014 Trade Flows and Marketing survey to a wide selection of green industry businesses across the country and for the first time included landscape businesses. Herbaceous perennials, shade trees, deciduous shrubs, and flowering bedding plants together accounted for half of all landscape sales; 3/4 of all products were sold in containers. However, landscape only firms sold a higher percentage of deciduous shrubs compared with landscape/retail/grower firms. Landscape businesses diversified their sales methods as they diversified their businesses to include production and retail functions. Landscape businesses spent, on average, 5.6% of sales on advertising, yet large landscape companies spent two to three times the percentage of sales on advertising compared with small- and medium-sized firms. Advertising as a percent of sales was three to four times higher for landscape/retail/grower compared with landscape only or landscape/retail firms; most respondents used Internet advertising as their primary method of advertising. The top three factors influencing price establishment in landscape businesses were plant grade, market demand, and uniqueness of plants, whereas inflation was ranked as the least important of the nine factors provided. A higher percentage of small and medium-sized firms perceived last year’s prices as more important in price establishment compared with large firms. A high percentage of large landscape companies said the ability to hire competent hourly employees was an important factor in business growth and management, but this was true only for about half of the small and medium-sized landscape companies.

The presented study touches upon two groups of problems that significantly affect the development of the Russian economy. The first of them is the creation of conditions for the expansion and formation of small business, which, in particular, is a priority area of one of the national projects. The second problem is the establishment of relations of interfirm trust in the domestic business environment, which is in demand in various sectors of the economy and has become, for example, the dominant topic of the St. Petersburg International Economic Forum. Hence, the paper aims to form, on the basis of trust relations, a model of interaction between small enterprises and banks, which makes it easier to obtain loans. The object of the paper is intercorporate (B2B) trust, and the subject is the improvement of relationships between small businesses and banks on the basis of trust. The methodological basis of the study is an integral approach that combines both institutional and sociological views on the phenomenon of trust, and the traditional economic analysis of the relationship between banks and their clients, small enterprises. The analysis showed, on the one hand, the complexity of the relationship between banks and small enterprises, and on the other hand, the prospects of these clients for banks. There was also demonstrated the role of the B2B trust as a tool for establishing steady mutually beneficial contacts of the subjects under consideration. The author concluded that the model of partnership between small enterprises and banks, based on the establishment of relations of trust between the parties, will stimulate investment processes in small business and support its development. The study presents the organizational solutions for the establishment of the proposed model.

The most sensitive to external microenvironment small business is concentrated mainly in the major cities, agglomeration systems. On the one hand, it creates the basis for agglomeration economies, on the other hand, it is entirely dependent on the administrative and managerial processes occurring in it. In this regard, the establishment of an effective management model agglomeration can improve the performance of the business. What models of agglomeration systems are there? This is also caused by external factors beyond the influence of the policy itself, namely the taste and tendency of consumers to prefer shopping at minimarkets rather than at grocery stores or traditional stalls. A shift-share style research design is implemented to predict county-level lending shocks using variation in preexisting bank market shares and bank supply shifts. Counties with negative predicted lending shocks experienced declines in small business loan originations, indicating that it is costly to switch lenders. However, small business loan originations have an economically insignificant and generally statistically insignificant impact on both small firm and overall employment during the Great Recession and normal times. Over the past decade, several studies have questioned the stage models of the internationalization process. Many of these studies concentrate on the exporting versus nonexporting factor, identifying an increasing number of firms that are active in international markets shortly after establishment. Limited empirical evidence exists as to whether this actuality indicates simply a reduced time factor in the preexport phase or an important change in the export behavior of firms. Using small and medium-sized exporting firms from Norway, Denmark, and France, the authors focus on the concept of gradual development. The results suggest that export intensity, distribution, market selection, and global orientation are not influenced by the firm's year of establishment or first year of exporting activity. One-third of the firms sampled reported that the time period between establishment and export commencement was less than two years. In terms of export intensity, these firms outperform those that waited several years before exporting. The results indicate that the future export involvement of a firm is, to a large extent, influenced by its behavior shortly after establishment. The results further indicate that the development of resources in support of international market competitiveness may be regarded as the key issue and that the basic resources and competencies of the firm are determined during the establishment phase. The authors review how the management challenges differ depending on the type of firm (age and export involvement) in question.

The problem of small-scale broiler business is the low efficiency and low application of biosecurity. In the chicken industry, however, efficiency is an essential consideration for product competitiveness in terms of both price and quality. Vertical integration involving small scale businesses in partnership models is expected to maintain the existence of small scale businesses. This paper aims to analyze the performance of the implementation of various models of broiler business partnerships with the legal basis for the establishment of partnership. In this paper there are four models to be discussed, namely: Partnership of National Price Contract (KKHN), Partnership of Regional Price Contracts (KKHR), Partnership of Local Broiler Maklun (KMLB), and Partnership of Local Revenue Sharing (KBHL). The implementation of legislation for the broiler partnership is weak. This can be seen from the tendency of the core companies to narrow down to the KKHN model, while other models are being pushed and bankrupt, and there is the occurrence of unilateral business relationship termination by the nucleus company to plasma as its business partner. The policy recommendations offered are: (i) There is a need to strengthen regulation and guidance by relevant agencies in charge of animal husbandry and animal health functions at the central and regional levels supported by Business Competition Supervision Commission (KPPU); (ii) The company is advised not to break the partnership relationship with small-scale farmers who have worked together for a long time; (iii) The company should reserve funds from the farmer's chicken harvest to reinvest the chicken cage.

At the same time, however, the member states are concerned that following the EU enlargement strong migration flows on the part of new members are likely to occur. Therefore, it is in the interests of the member states to learn whether the citizens of candidate countries are internally motivated to run their own businesses and whether suitable conditions have been created, i. e. whether there are any factors negatively affecting the establishment of small enterprises. To this end, an extensive survey was carried out in the Czech Republic aimed at the above mentioned issues and at identifying favourable and unfavourable factors in the process of small enterprise establishment in transition economies, using the Czech Republic as an example.

In this study, we attempt to find the factors that influence small business owners’ optimism as well as their company’s success. For this purpose, we use a survey done by Kauffman foundation. This survey asks business owners about their state’s performance in areas like “ease of starting a business”, “ease of hiring”, “regulations”, and “training and networking programs”. It also asks business owners questions about their firm’s performance and their optimism for the future. We run several tests to see if business owners are more optimistic and more successful in states with a high score in each “business friendliness” area. We show that, in the states with a higher business friendliness composite score, both growth in revenue and growth in employees are higher and also owners tend to be more encouraging to others. Regression analyses support these findings (except for growth in employees). Our results indicate that growth in revenue is driven mainly by the Ease of Start score. In other words, the revenues of small businesses grow faster in the states with a better initial registration/establishment process. Our results also indicate that growth in the number of employees is driven mainly by the Overall Regulations score. In other words, small businesses grow faster (in terms of the number of employees) in the states with more favorable regulations. With respect to whether or not the owners would encourage others to start a business in their state, our results show that all subcomponents (Ease of Start, Ease of Hire, Overall Regulations, and Training and Networking programs) are important. The owners are more encouraging to others when Ease of Start, Ease of Hire, Overall Regulations, and Training and Networking programs are all favorable. Overall, we conclude that while all components of business friendliness have a positive relation with the small business owners’ optimism, the link between the business friendliness score and firm performance is weaker. Ease of Start is important for growth in revenues and optimism, Ease of Hire is important for optimism only, Overall Regulations are important for growth in the number of employees and optimism, and Training and Networking Programs are crucial for optimism. During the 1990s recession, the UK experienced a dramatic growth in employment in information-intensive business firms. This paper explores this growth with reference to small management consultancy and market research firms. Business service firms continued to be established and to grow during the recession because of three related attributes: professional expertise, an existing reputation and a network of client contacts. These attributes are related to the theoretical work of Granovetter (1973; 1982; 1985) who argues that "weak ties" operate to connect different groups of people together. The implications of these attributes for local economic development are considered. Success for all companies at the level of the local economy will be partially dependent on efficient and effective use of available business service expertise. The three attributes make it impossible to develop successful mechanisms to encourage the formation of business service companies in areas with underdeveloped service infrastructure. Mechanisms, however, may be developed at the local level to encourage the establishment of “weak ties” between local companies and regional and national providers of business service expertise.

Purpose Stigler (1971) first presented a theory of regulation in which the regulator eventually serves the interests of the regulated rather than in the interest of the public good. In such an institutional environment, one should expect to observe outcomes associated with reduced competitive pressures on existing firms. The paper aims to discuss this issue. Design/methodology/approach In this paper, the authors use RegData, which quantifies regulatory restrictions by industry, to determine whether and to what degree regulation reduces establishment entry and the associated job creation and how regulation impacts existing establishment exit and job creation and destruction. Findings The results, while not definitive, are supportive of Stigler’s theory of regulatory capture. Originality/value This paper adds to the small but growing empirical literature examining the effects of cronyism more broadly. Prior studies of regulation have generally been either narrowly focused on a specific regulation or employ less precise measures of the extent of regulation. By employing RegData as a measure of regulatory restrictions by industry, this paper offers new insights on the impact of regulation on business dynamics.

The aim of this article is s to show that contrary to the common parlance and to the widespread belief that treats small business as “the backbone of the economy”, in the sense of being the prime motor of wealth and prosperity, therefore the underlying logic is what is good for small business will also help government achieves overall economic policy goals, the prevailing dominant idea that formulates and drives the Greek economic policy is quite the opposite. Based on textual analysis, from Greece’s Structural Adjustment Programs, to the various assessment reports, till the latest “Development Plan for the Greek Economy”, we attempt to reveal that the prevailing idea that penetrates the abovementioned texts is that “small is not beautiful”. Specifically, after indicating a policy paradox regarding the limited financial support that Greek small businesses received or expected to receive despite their vital importance to the Greek economy, we expose the “structural impediment” idea. According to the latter the existence of a large share of small business in the Greek economy is being considered as a structural impediment for economic growth and prosperity. The implication is a policy dictum that favours a form of an evolutionary natural selection process, whereby only those establishments successful enough to grow will be able to survive, thus the vast bulk of the remaining small firms will exit the market.

One of them is Batik Hatta Boutique, a small and medium business under the guidance of the Bank of Central Java that deals specifically in the world of batik art. This business develops and maintains its existence by participating in various exhibitions in several shopping centers as a media product promotion. To minimize losses, it needs accurate calculation in making decision of determining the location of establishment. It is reviewed by rental cost, location, layout, profit, and security. However, that calculation is still manual so it is inefficient and susceptible to error. Therefore, Decision Support System (DSS) is made to help in getting recommended location of best establishment at the Butik Batik Hatta. The method used in this research is the HYBRID MCDM AHP-TOPSIS Method. Validation process of this research has been done by using comparison of actual data and its result is 0.90 in the Sparman Correlation Coefficient. The conclusion is that the AHP-TOPSIS HYBRID MCDM method can be used in determining the location of establishment stand at the Batik Hatta Boutique.

Family businesses began to emerge in Slovakia after the change of social establishment in 1989, and since then they represent a significant group of business entities with a significant contribution to the economy, and have significant growth potential. Innovations have become a driving force for the future opportunities of these companies. Based on empirical research, this paper aims to identify the innovation activities of small and medium-sized family businesses in Slovakia and to determine their impact on the company’s economic results. We can state that out of small and medium-sized family businesses included in the survey, 76.5% have implemented innovations in the last five years. We use statistical tests to verify the research hypotheses. We can state that there is a statistically significant relationship between the size of the company and the number of types of introduced innovations, as well as between the generation running the company and the number of types of introduced innovations. Second-generation family businesses can, therefore, be considered more innovative than first-generation family businesses. We investigate the impact of the COVID-19 coronavirus pandemic on innovation activities in these companies. It is interesting that in 30.6% of family businesses the COVID-19 coronavirus pandemic positively affected their innovation activities.
