Der volle Inhalt der QuelleThe National Police of Peru, as the tutelary entity of the Peruvian state, requires to have in its ranks police officers with third-level university degrees, who have knowledge of humanistic knowledge and Police Science, who are able to perform their functions with solid skills and provided with attitudes framed in the regulations that govern them, coupled with the values that the values that the institution demands, in addition to ethical behavior and a lot of discipline. However, it has been evidenced that there is no competency profile for applicants to the PNP Officers' School, dependent on the National Police Professional Training School. In this sense, this innovation project is dedicated to studying the deficiencies in the approach of competency profiles in the admission processes to the National Police Professional Training School, contrasting the results obtained with the determining factors that predominate in the applicants. The project arises from the need to have police officers who have the skills required in the tasks that are carried out on a daily basis. To do this, a study of roots and causes was carried out, managing to find that in the admission processes there are deficiencies to choose the indicated profile that is needed to provide police training. In short, this project is a sample of current reality and is a source of studies that can be a basis for the following investigations and improvements that need to be made.

This can be reached from a focus on innovation that can contribute to enhance the functioning of the Officials School of Police Officers (known in Spanish as EO-PNP), promoting the best possible performance of this service, which will allow to regain the trust of the population and applicants to the EESTP-PNP, as well as the prestige and public image of the National Police of Peru as a organization that protects the state, transforming processes in which the deadlines for the dates of the examinations, in addition to the fact that the examinations that have been determined in the directives on the subject are effectively carried out, in addition to the applicants having full knowledge of the advantages and benefits that the police career offers to all male and female applicants in reference to other training schools such as similar ones in the Armed Forces s of Peru, as well as the different public and private universities, since the raison d'être of the National Police of Peru (PNP) is to provide the service of maintaining public order. They must be of high quality and that contribute to considerably reduce the indices of victimization and feelings of insecurity, strengthening citizen security, where the added value to the police service would be the high education and training of our police members during their stay in within the Alma Mater of the PNP so that when they go out to work in the streets they can perform professionally and ethically at the service of society, demonstrating at all times the profile of police that society so requires, that crimes and misdemeanours are reduced to a minimum, greatly influencing the perception of citizen insecurity. It has been observed that during the processes carried out in the years 2017- 2018 and 2019, the deadlines set out in the admission directives and requirements prospectus have not been fully met. In that order of ideas, the researchers set out to develop an innovative contribution that allows increasing the quality of the Police Schools’ admission process to prioritize the quality and not the quantity of those interested in being admitted to the Superior Technical School of Police Officers, supported by a bigger public exposition and interinstitutional control of the acceptance of candidates, ethical processes, and the use of digital resources. These factors will allow the improvement of police services, which Peruvian society requires and demands.

Der volle Inhalt der QuelleThe National Police of Peru, in the admission processes, specifically to the School of Officers, requires men and women with competencies, who offer their greatest effort, the best performance to achieve the objectives of the organization; therefore, adequate planning and articulation with the public budget is needed, as well as identifying and rebuilding the value chain that will allow for the development of efficient procedures to obtain an effective and effective result, then translated into public impact. In this regard, the present project and innovation addresses the topic: "Improve efficiency in the application of procedures during the execution of the admission process to the School of Officials of the National Police of Peru." As part of the investigation, it has been established that the admission process to the Officers' School includes the stages of dissemination, pre-registration, registration, selection and admission; being the case that, during its execution, there are deficiencies in the application of the procedures that comprise each of its stages. The causes of this problem have been prioritized according to the detail indicated below: absence of specific updated standards for the execution of the admission process; absence of administrative and technological resources in the Office of Admission and Reports; and, lack of allocation of human resources. It concludes therefore that it is necessary to attack the causes of the problem, considering the same amount of duly prioritized means, as a structure of the proposed solution, namely: updating the specific legal basis; optimal allocation of administrative and technological resources; and, optimal allocation of human resources, proposing the development of an Admission Manual; prioritize the necessary requirement in the Needs Chart, aligned to the Institutional Operational Plan and institutional public budget, to implement the Admission and Reporting Unit of the National School of Police Professional Training; and, generate the allocation of human resources with the modification of the Organization Chart and Personnel Chart of Officers of the National Police of Peru.

Der volle Inhalt der QuelleThe present innovation project is aimed to solve the public issue of the process of allocation of personnel within the National Police, which has been manually developed over the years using the parameters of the former institutions, and without taking into account the functional specialties contained in the internal regulations. Currently, the work of the National Police is effective in the fight against citizen insecurity but it is not efficient since the human capital is not used properly and rationally, allocating staff on a discretionary basis, giving priority to the highest number of patrols and presence on the streets, rather than in the more specialized work, due to on the one hand, the regulation is inadequately delimited and on the other, the existence of a weak systematization of the police career as the fundamental causes of the public issue. This situation has brought with it the delay of the annual allocation process and the consequent damage on both, the production of the police work and the personal life of the police. The proposal to be submitted is located centrally in the systematization of the process of the allocation of staff through the implementation of a computer system that would allow assigning a police officer to a particular charge, according to his functional specialty, potential and professional profile, according to the information of the résumé recorded in his personnel file and that this, in turn, must be linked with the conditions, skills and required profile for each position, in such a way as to achieve a proper management and rationalization of police staff on the basis of professional skills, experience, education, and the appropriate profiles for each position. This innovative change has normative, economic and organizational viability within the institution.

En la investigación se utiliza el método descriptivo - correlacional, responde a un problema teórico, describe a un fenómeno en tiempo y espacio, por eso el diseño es no experimental, porque se observa el fenómeno tal y como se da en un contexto natural, aplicándose una prueba de comprensión de textos con alternativa múltiple, en un total de cuatro textos con cinco preguntas cada uno, es decir, veinte preguntas, donde hay preguntas literales e inferenciales evaluado en 90 minutos. La presente investigación es importante porque permitirá diagnosticar y recoger información sobre las deficiencias de la comprensión lectora en la Policía Nacional del Perú, Alipio Ponce Vásquez de Puente Piedra. A base de ello elaborar nuevos métodos o estrategias didácticas y superar las deficiencias para mejorar la comprensión lectora y el rendimiento académico para elevar la calidad académica y el aprendizaje significativo.

This dance it’s well known by its discipline and its focus of the dancers by the execution of the movements of their bodies that show the control they have of over their bodies. In one district of Lima, called Surquillo, there is a school that has been teaching, only, ballet. This academy is named “Escuela Nacional Superior de Ballet”. The research covers this academy and also other academies in Lima. This project seeks to relocate this institution into somewhere accessible and at the same time giving them a better infrastructure to hold this kind of activity. This research compares other architecture projects in the world with the same typology, it explains and shows the function of the space in relation to this kind of dance, and how these spaces have different qualities for its objective user. Another point to take in consideration the light to emphasis different parts of the dance to avoid any distraction form the technique.

Der volle Inhalt der QuelleSince the first military and law enforcement schools were founded, the goal of these was always the same: the institutional identity and the instruction of the cadets, so that they can fulfill the job of protecting their homeland. The hard, rigid and strict training of the students is not the only aspect that should be taken into consideration for the officer’s formation. Today, it is known that an atmosphere of comfort, calm and belonging are necessary to overcome the pressures and stress that the training requires of them on a daily basis. At present, the “Escuela Técnico Superior Femenina de la PNP” located in San Bartolo (ETS PNP SB), does not meet the architectural standards required to accomplish their functions. The new ETS PNP SB has as a goal, to have the necessary and adequate services for police training, to achieve the optimum comfort during the stay and training of the students and their administrative staff. The architectural concept was born out of the need of the building to reflect its role for serving the students and the society, without losing its authority and functionality. It pays important attention to the intervention of immediate urban space of the project and to the internal areas for recreation; the building is organized around two main areas: the “Patio de Honor”, which responds to the institutional needs and functions of the project, and the “Patio Central”, which takes part of the day to day activities of the students.

For the validation of the model, the Ministry of the Interior, an administrative authority to exercises the functions of the internal government and the police through police and non-police bodies, was taken as a reference in the same way to maintain and restore democratic internal order, public order. In order to improve the complaints system of the Peruvian National Police (PNP), we are taken four approaches to Enterprise Architecture, which are Business, Applications, Data and Technology, are taken into account. Each of these approaches has an objective: the first identifies and optimizes the internal complaint processes of the PNP; The second approach allows to show the structure of the interfaces for the applications that will be developed later by the PNP; In the third approach it models a correctly structured and defined database design. Finally, the fourth approach must be considered and mapped all the components of the technological infrastructure that the PNP currently has. Finally, the final result of the project is a sensible economic for the implementation of the police complaint system for the PNP, considering that all the technological components identified in the Technological Architecture are under a new technological infrastructure that is supported and will last in time.

In addition, it seeks to dignify the police work and create an infrastructure that goes with the professionalism of patrolling, monitoring and preventing crime in our city. The design of this architecture creates safe spaces considering the operations and controlling external and internal risks. This space seeks to show the quality of the police service towards the community, and above all, the users will feel identified with the new modern image that is meant to contribute to the institution. All of this, without losing the correct functionality of a monitoring and emergencies center, which must be maintained as a variable due to its level of complexity. Investigating the international experience in police centers, I have been able to identify that the incorporation, well sectorized and defined of environments destined to the participation of the community, benefits the users by allowing them to reflect the new image of confidence and security that they want to present to the city they serve and protect. These environments are designed in such way that they don´t affect the operations and levels of security that allows to trespass the police center. On the other hand, the design of a large central space generates an essential order that allows to control circulation and sectorize the building by functions and activities, both, administrative and operational, service and citizen attention. It is for this reason that I decided to incorporate the vision of a new operational emergency center, adapting it to modern precepts and a brand-new image that the National and Foreign Police aims to reflect.

Der volle Inhalt der QuelleThe thesis aims to determine the problems in the Second Specialization Program in Command and Advisory Staff (SSPCAS), which manages the Postgraduate School of the National Police of Peru; for this, it was necessary to know, analyze and evaluate the selection processes, curriculum and egress profiles; with the aim of proposing alternative solutions for the continuous improvement of the SSPCAS improvement program. SSPCAS allows the PNP Officer in the commander or senior degree to acquire new competencies, skills, knowledge, values and attitudes, in order to efficiently and effectively carry out the police functions; however, the exit profiles do not fit the reality and need of the police service; in addition, the new skills and developed competences are not related to the functional specialties. In view of the problems observed, it is recommended to act through a public policy, to address the functional need for operational command and police advice, considering the functional specialties and the positions established in the organizational structure of the PNP.

As a result, the following thesis takes a specified area in the city which it’s deteriorated and vulnerable. This is the case of the Historic Centre of Lima. The chosen site is located around the Jirones Ayacucho, Ancash and Andahuaylas where is built the National School of Fine Arts. This is known for been an old construction which was adapted to be a school. However, it presents a deficit in the number of classrooms as well as the structural conditions of the building. In that sense, the architecture proposal raises the expansion of the current headquarters which contains the cultural and educational areas. The project will allow the both students, artists and people of the community will visit its ground and find galleries, exhibition and work spaces. Meanwhile, the educational area will have new classrooms, laboratories and workshops design for the different arts. To sum up, this intervention enhance the cultural dynamic around the site, and reinforce the existing infrastructure as well the construction of new equipment and public spaces.

Der volle Inhalt der QuelleThe present investigation is related to the public problem in the police institution, generated by the granting of a license for the death of a relative of the PNP invoking an illegal norm, which has been constituting an illegitimate labor benefit to invoke social security rights; which has been noticed in the police population of Metropolitan Lima during the 2018-2019 period. This is elaborated from the administrative normative point of view, for which, in the design of data collection, the Administration Offices of the Police Units of Metropolitan Lima were chosen as observation units, through the documentary review and interview of the Police officers responsible for issuing such permits, as well as the beneficiaries themselves. Specifying that the main cause of the public problem was determined in the non-observance of the Principle of Legality for the granting of the labor benefit (license) requested by the police administrations, which have been granted by the Administration Offices of the Police Units, invoking the Dec. Leg. N ° 276-Law of Bases of the Administrative Career and its Regulation the D.S. No. 005 No. 005-90-PCM; that excludes from its application the personnel of the Armed Forces and PNP. Which has oriented as a challenge, to determine what would be the norm in which the labor benefit (leave) due to the death of a relative of the PNP personnel should be sustained so that the social security rights are legitimate. Finally having as an innovative solution, the adaptation of the norm to face the illegal granting of the license for the death of a police family member for the legitimate exercise of their labor-pension rights.

Der volle Inhalt der QuelleLa Potestad Sancionadora de la Administración, está regida por un conjunto de principios, contenidos en el artículo 230 de la Ley N.º 27444; encontrándose establecido en el artículo 229.2 de la ley en comento que todas las entidades de la administración pública que ejerzan potestades sancionadoras cuando tramiten los respectivos procedimientos administrativos sancionadores, aunque estos últimos se encuentren regulados por leyes especiales, estarán obligadas a observar necesariamente los principios de la potestad sancionadora administrativa consagrados en la LPAG. Asimismo, es necesario precisar que el Tribunal Constitucional ha establecido en el Expediente N.º 2050-2002-AA/TC el criterio de que la sanción administrativa no solo debe imponerse dentro de las normas establecidas en el marco institucional, sino que debe observar principios constitucionales y que la aplicación de una sanción administrativa constituye la manifestación del ejercicio de la potestad sancionatoria de la Administración, que como toda potestad, en el contexto de un Estado de Derecho, está condicionada, en cuanto a su propia validez, al respeto de la Constitución, de los principios constitucionales y, en particular, a la observancia de los derechos fundamentales. De conformidad con lo establecido, la Administración Policial en la sustanciación de procedimientos administrativos disciplinarios debe sujetarse al irrestricto respeto de los derechos constitucionales procesales y a los principios constitucionales que lo conforman y que se encuentran contenidos en el artículo 1 del Decreto Legislativo N.º 1150 modificado por el Decreto Legislativo N.º 1193, dispositivo que regula el Régimen Disciplinario de la Policía Nacional del Perú; cabe precisar, que este régimen no es uno que esté apartado del Procedimiento Administrativo General, pues como ya antes dijimos pese a tener una regulación especial, este está supeditado a los principios generales del derecho administrativo sancionador.

Establece la importancia del planeamiento estratégico sobre la competitividad de una empresa de tipo asociación sin fines de lucro, cuyos directivos y asociados se encuentran en situación de retiro y en su mayoría pertenecen a la tercera edad. El trabajo se realiza en la Asociación Nacional de Oficiales de la Policía Nacional del Perú- ANOPPER durante el período comprendido entre el mes de abril de 2013 y mayo de 2014. El propósito de la investigación consiste en determinar de qué forma el planeamiento estratégico puede impulsar la competitividad para un período determinado de tiempo, en una organización con las características de la unidad de estudio, para lo cual es fundamental medir el perfil organizacional y la línea base, a efectos de comprobar si la organización contaba con un plan estratégico y a su vez evaluarla utilizando el modelo de excelencia en la gestión del premio nacional de la calidad de Malcom Baldrige. Se elige este modelo porque se encuentra validado y sirve como base para generar los instrumentos necesarios para medir el planeamiento estratégico. Producto de este estudio y como propuesta de solución al problema encontrado, se formula el plan estratégico para el período 2015-2017 (3 años), el cual se encuentra alineado al plazo del estatuto de la asociación para renovar a su consejo directivo. El trabajo de investigación representa para la asociación un aporte técnico que le permitirá mejorar su situación dentro del sector en donde se desarrolla. En ese sentido se presenta una propuesta de solución para impulsar la competitividad de la asociación ANOPPER, la que una vez entrada en ejecución, permitirá a la asociación en el mediano plazo, mejorar su rentabilidad y la satisfacción de sus asociados, impulsando su desarrollo y competitividad.
