The paper is focused on the efficiency of government activities and possibilities of evaluating it. Nowadays an appropriate use of public finances is an urgent problem of financial management of the state. Therefore, a special emphasis is put on the necessity to evaluate the results of activities of the public sector. These results have become an important element of the public financial system oriented towards results, as they form a stable base for planning and evaluating government budget resources. Being unaware of results, it is impossible to estimate if the aims and tasks set by the government financial policy are real and appropriate to the current situation and financial resources. Therefore a systematic approach to the evaluation of activities of the state administration is necessary. It can be done with the help of the system of efficiency indicators.Existing views on efficiency evaluation options for the public sector in economic literature are summarized, related issues are highlighted and trends in the improvement of the performance indicators system are identified in the research.

The objective of this study is to empirically analyse the relationship between public infrastructure investment and economic growth for India using yearly data for its 28 states (excluding Telangana). We have taken six major sub-sectors falling under infrastructure sector: transport; education, sports, arts and culture; energy; medical and public health; telecommunication; and water supply and sanitation. We have aimed to analyse the efficiency of each of these sub-sectors using data envelopment analysis (DEA). For every state, we have used the public investment data from the state budget files as input while sector-specific infrastructural criterions and sector-wise revenue are taken as outputs. We have gone by the logic that a state’s particular sub-sector of infrastructure will be highly efficient if it is able to use up the investment allotted to it and create a stronger infrastructure as compared to other states, subsequently generating higher amount of revenues. For each sector, various infrastructural criteria were clubbed together using principal component analysis technique to construct a single infrastructure index (representing the sector-wise output). Further, DEA was applied to calculate efficiency for each Indian state and they were ranked based on their efficiency scores. The analysis tells us that policy-making and budget allocation may be done in accordance with standing performances of different states in various sectors and the goals of the respective state governments.

Purpose The purpose of this paper is to use stochastic frontier analysis (SFA) to estimate the efficiency of public investments and their impact on economic growth in the USA using panel data. Results of the study show highly significant and positive relationships between gross state product (GSP) and expenditures on education, transportation, health, welfare, and public safety (police and fire), and negative but significant relationships between output and employment in health care and public safety services. Inefficiencies in the study are measured using per capita tax revenue and time. Tax revenue has a very minimal positive and significant effect on efficiency, while time inversely relates to efficiency. Design/methodology/approach The present study uses SFA to investigate the efficiency of government expenditures in five service sectors – education, transportation, health, welfare, and public safety (police and fire), using recent data and economic trends. The study hypothesizes that changes in the current levels of expenditures in the public sector have a significant impact on the aggregate economy, as measured by GSP. The study uses GSP as the dependent (output) variable, and government expenditure on the five service sectors as the independent (input) variables. Findings Analysis of efficiency for individual states for all 21 years produced interesting results. Overall, the technical efficiency of the public sector was quite high. The average TE score across all years and all states was 0.878. This suggests that public sector operates at a relatively high efficiency level. Originality/value The current SFA model followed Battese and Coelli approach of estimating efficiency of public sectors in each state of the USA. It allowed estimation of policy impact on the overall efficiency. It was applied to macroeconomic panel data.

Purpose Knowledge management (KM) is increasingly becoming critical to public sector organizations as it is to private sector organizations. This is because public sector organizations are increasingly held accountable for their actions and are forced to move away from traditional bureaucratic approaches to more managerial ones. For instance, public sector is facing pressure to improve its operational efficiency such as productivity, lead time and expenditure. Similarly, it is also facing pressure to improve its transparency, trust, reliability and accountability, which are key elements of sustainable development (SD). The purpose of this study therefore is to understand the intricate relationship between KM processes, operational efficiency and SD in the public sector. Design/methodology/approach A framework consisting of eight constructs (knowledge acquisition, knowledge creation, knowledge capture, knowledge storage and retrieval, knowledge sharing, knowledge utilization, operational efficiency and SD) and their underlying items was developed through an extensive literature review. Using 383 usable responses collected through a structured questionnaire from the UAE public sector, the constructs and framework were first validated and then the current level of implementation/achievement of KM processes, operational efficiency and SD was assessed along with the hypothesized relationships between the constructs. Findings The findings show that KM processes had a positive and significant direct impact on operational efficiency and SD. Also, operational efficiency was found to strongly mediate the relationship between KM processes and SD. Practical implications The findings are expected to help UAE public sector organizations devise strategies and policy interventions to align and improve their KM processes for achieving operational efficiency and SD. Public sectors looking to focus on SD must focus on KM processes and strive to improve stakeholder engagement, which is a vital aspect of SD. Originality/value Integration of KM processes, operational efficiency and SD has not been attempted previously and hence constitutes the novelty of this work.

Public sector transformation is a must in responding to new challenges and taking advantage of opportunities that arise in the digital economy era. The aim of this study is to understand the role of efficiency and innovation in public sector transformation, as well as its impact on public performance and services. The research background covers the ever-evolving global dynamics, where advances in digital technology have fundamentally changed the economic landscape, encouraging the public sector to improve efficiency, responsiveness, and innovation in providing public services to society. The research methods used include literature studies, secondary data analysis, and direct surveys to stakeholders related to public sector transformation. The results show that a large number of government agencies have adopted digital technology as part of their transformation efforts. However, there are still significant challenges associated with the digital divide and lack of technological skills among bureaucracy. It also found that innovation and collaboration across sectors play an important role in designing holistic and effective solutions. The result of this study is that the transformation of the public sector towards increased efficiency and innovation has a significant impact on public performance and services. Digital technology adoption, technology skills development, innovation promotion, and cross-sector collaboration are key in achieving transformation goals. By combining these efforts, the public sector can create significant added value for society and position themselves for long-term success in the ever-changing era of the digital economy.

The current literature suggests that downsizing is a popular strategy among public sector managers to improve organizational efficiency, effectiveness, and performance. To extend this line of research, this study aims to empirically examine the effects of public sector downsizing on organizational performance in the context of the Kurdistan Region of Iraq. To determine the effects of the subdimensions of public sector downsizing on the subdimensions of public sector performance, a conceptual model is developed and examined based on qualitative data collected from a sample of 20 public sector managers in various organizations in the Kurdistan Region of Iraq. Content analysis of the interviews reveals that, as a subdimension of public sector downsizing, privatization is suggested to link to the subdimensions of public sector performance. Implications of the findings for theory and practice are discussed, and avenues for future research are recommended.

This paper evaluates the performance and efficiency of the government public expenditure in the education and health sectors in the emerging economies context, specifically comparing Kosovo with the Western Balkan countries. The indicators of education and health sectors were used to assess a Public Sector Performance Index (PSP) and the Public Sector Efficiency Index (PSE). Also, this study uses the nonparametric method DEA (Data Envelopment Analysis) to evaluate the input-output oriented efficiency. This study finds that education score of performance ranges from 0.43 which is the minimum to 1.48 which is the maximum. And in the health sector, the PSP score ranges from 0.81 which is the minimum to 1.09 which is the maximum. Kosovo ranks 41st out of 42 countries in this sample, in terms of the education sector, with a performance index of 0.67, which is 37% below the average of 1.00, whilst in terms of the health sector it ranks 39th out of 42 countries in the sample.In the analysis of the input output efficiency model in the education sector, the results show that the countries included in the study achieve an efficiency of 76.69 and it means that countries can reduce relevant public expenditure by 23.3% and maintain the same level of PSP in the education sector. Kosovo is assessed in this analysis as an inefficient country. The value of the input-oriented index is 40.24, which means that Kosovo can achieve the same level of performance in the education sector by using 60% less relative public expenditure, whilst, on the other hand, the input-output efficiency results for the health sector show that the efficiency score for countries is 47.64, and denotes that the countries in the sample could reduce 53% in health expenditure to achieve the same performance in the health sector. Thus, Kosovo compared to other countries in the sample is within the limits of production opportunities and uses public expenditure on health and education inefficiently.

The study looked for an answer to the question of how the tighter state regulation and control adopted after 2010 affected their management, and what influence the price regulation of consumer public utility charges, imposed since 2013, had on companies’ activities.

Деятельность бюджетных учреждений имеет ряд особенностей, что не позволяет применить общую методологию экономического анализа эффективности и результативности организаций реального сектора. Для устранения таких ограничений в работе раскрываются критерии и широкий круг показателей, которые дают возможность объективно оценить с различных сторон продуктивность хозяйственной деятельности бюджетного учреждения при выполнении государственного (муниципального) задания, уровень качества оказываемых социально-значимых услуг, эффективность деятельности государственных и муниципальных служащих. The article highlights the theoretical and methodological aspects of evaluating the effectiveness of organizations and institutions of the public sector. From a theoretical point of view, the authors reveal such definitions as economic efficiency and social efficiency of a budgetary institution. The activities of budgetary institutions have a number of features that do not allow applying a general methodology for economic analysis of the effectiveness and efficiency of real sector organizations. To eliminate such limitations in the work, the criteria and a wide range of indicators are disclosed, which make it possible to objectively assess from various sides the productivity of the economic activity of a budgetary institution when performing a state (municipal) task, the level of quality of socially significant services provided, the effectiveness of the activities of state and municipal employees.

This study examines the efficiency of Public Sector Banks (PSBs) in India using Data Envelopment Analysis (DEA). Analysis is carried out on a sample of 19 PSBs that are existed during the study period from 2005 to 2018. There are two different aspects deliberated, namely technical efficiency of PSBs and the growth in their productivity. Input variables envisaged for the study are deposits, borrowings, fixed assets, and the number of employees. Loans and advances along with investments act as output variables to measure technical efficiency and productivity. The results indicate that the technical efficiency of PSBs ranges between 97% and 100%. Corporation Bank, Indian Bank, and Oriental Bank of Commerce outperformed their peers with 100% technical efficiency. Productivity growth among the sampled banks during the study period stood between 0.8% and 20%. However, Corporation Bank, Indian Bank, and Oriental Bank of Commerce registered 9.1%, 5.4% and 6.4% productivity growth, respectively. The results reveal that PSBs are working hard to optimize resource utilization. Researchers around the world can use DEA as a tool to measure the efficiency of banks with different input and output variables related to financial, marketing and managerial performance. The paper endeavours to analyze Cost Efficiency vis-à-visRevenue Efficiency of Scheduled Commercial Banks (SCBs) as well as across ownership in India. Data Envelopment Analysis (DEA) has been employed to calculate the efficiency scores of SCBs over five points of time i.e. 2000-01, 2004-05, 2008- 09, 2012-13 and 2016-17. The differences in the efficiency scores are examined by applying Analysis of Variance (ANOVA). The results of Cost and Revenue Efficiency of Indian Scheduled Commercial Banks highlight that the highest level of inefficiency subsist on the cost side as Scheduled Commercial Banks have higher Revenue Efficiency scores in comparison to Cost Efficiency scores. Cost Efficiency across ownership shows that Public Sector Banks have higher Cost Efficiency in 2000-01. Private Sector Banks are cost efficient in 2004-05 while Foreign Sector Banks show higher Cost Efficiency scores in 2008-09, 2012-13 and 2016-17. Revenue Efficiency scores shows that Public Sector Banks have higher scores as compared to Private and Foreign Sector Banks in the 2000-01 and 2004-05. Foreign Sector Banks are revenue efficient in 2008-09 and 2016-17 with Private Sector Banks taking the lead in 2012-13. The results of ANOVA reveal that there exists a statistically significant difference in Cost Efficiency and Revenue Efficiency among banks in different sectors over different points of time.

In the given paper, the features of the influence of institutional incentives and power tools on the efficiency of decentralization in ensuring prosperity and in the context of economic growth are explored. The purpose of the given paper is to determine the instruments of government and to characterize the methods of using them to promote decentralization, as well as the mechanisms for financing local governments, the decentralization of information and to define their role in the application of market incentives for decentralization. To study the peculiarities of power tools and institutional incentives for decentralization, to determine the conditions for effective work of local government financing mechanisms, the benefits of information decentralization and types of market incentives, a methodology of desk research was used with analysis of the results of theoretical and applied research published in foreign literature. Secondary information has been gathered in the context of the experience of implementing reforms on decentralization of state power, the peculiarities of the institutional environment and the establishment of stimulating factors for increasing the efficiency of state power. Institutional incentives to increase the effectiveness of decentralization have a complex hierarchical structure, and their impact depends on many factors of local culture and management traditions. Decentralization of information and different market incentives may also have different effectiveness in their application. In any case, many changes are needed in the political system. In future studies, it is planned to focus on the peculiarities of decentralization in certain regions of Ukraine and to assess the state of implementation of the proposed mechanisms for funding local governments in specific circumstances.

Abstract The systemic transformation in Poland, aimed, among others, at activating market mechanisms, has resulted in a change in the ownership structure and privatization that has accompanied it. Privatization processes are commonly considered to be principally motivated by an increase in efficiency of the economy based on the assumption that efficiency of private enterprises is higher than that of public sector ones. The main aim of the article is to verify the above hypothesis. An analysis of efficiency of public and private sector enterprises, taking into account their organizational and legal forms, made on the basis of Central Statistical Office information, confirmed the above hypothesis. Private enterprises use their assets better and take advantage of the financial leverage mechanism to a larger extent. It should be emphasized, however, that private enterprises are more adversely affected by economic fluctuations caused by the crisis.

This paper aims to highlight the key role that corporate governance plays in increasing the efficiency and the economic growth of organizations, including the public institutions. The benefits and effects that Corporate Governance offers have led to the expansion of the practice in question, including in the public sector. Although the mission of the public sector is a social one, it differs significantly from that of the private sector – which is the economic one, however, a number of corporate governance traits are specific to both sectors, and the aim of each sector is to streamline management and improve the internal control system. The study highlights the reasons that have led to growing interest in corporate governance in the public sector, providing the possibility to identify optimal solutions to prevent negative practices of fraud and financial failure.

This paper compares a homogeneous group of countries in terms of capacity and technology, where we picked income as indicator for capacity and technology. We study the case of the Hashemite Kingdom of Jordan. We apply radical data envelopment analysis to 36 middle income countries where we calculate constant returns to scale technical efficiency and variable returns to scale technical efficiency to show the health care sector efficiency in Jordan. Using different factors for input first we studied healthcare expenditure per capita then as percent of GDP and public expenditure as percent of GDP and private as percent of GDP, and last was the number of beds per 1000 population and physicians per 1000 population all to the same output life expectancy. The results show that there is inefficiency in health care expenditure. The inefficiency mainly is shown by two major findings, first the lack of utilization of resources. Secondly, the public-sector inefficiency. The output is justifiable for many challenges faced the health sector in the year of the study one of which is the Syrian refuges crisis. We shed light on factors causing the inefficiency where modifications could yield substantial efficiency gains. As for the mix between public and private sectors and the quality and utilization and distribution of the real resources, nevertheless adding health economists to the management staff for there is a managerial inefficiency.

This paper considers a public management perspective on management in the public sector. It begins by setting out two contrasting perspectives, those of business management and of public administration. It contends that the present Conservative government has strongly backed a business management approach to the public sector, with the emphasis being placed on the ‘Five Es’ of economy, efficiency, effectiveness, excellence and enterprise. However, it notes the relative neglect of effectiveness in favour of a rather narrow and short-term concern with economy and efficiency. The paper considers the public administration approach which emphasises the normative differences between the public and private sectors. The paper concludes with an examination of the emerging public management perspective which aims to combine the instrumental insights of business or generic management with the normative orientation of public administration.

Purpose: The study major objective is to examine the relationship between the principles of sound governance and the improvement of institutional, financial and operational performance in the government units of telecommunications sector in Iraq. Theoretical framework: In most countries, the governance of the public sector is an urgent demand in the present time. States focused on the general development through various initiatives and projects, where the projects aimed to reform administrative and operational systems of different public sectors. The importance of governance in public sector units is attributed to the significance of establishing and activating the role of internal audit in public and government sectors and ensuring its independence and organizational non-association with direct performance as currently seen in most countries. Design/methodology/approach: This applied study was designed to examine the study hypotheses considering their objectives and limitations. The relationship between the independent variable (sound governance principles) and the dependent variable (financial performance) was analyzed. Findings: The study findings revealed that the corruption is the result of weak or absence of sound governance, which basically upholds the principles of transparency, accountability, and fight corruption. Research, Practical & Social implications: We recommend a research agenda for the future and emphasizes the contributions made to corporate governance in public sector. Originality/value: Recently, previous literature began to pay attention to corporate governance in the public sector, especially in countries where the government controls a large part of economic activity, as in Iraq.

Digitalisation in the public sector has attracted the attention of political and administrative leaders as well as researchers. Empirical studies suggest that most of the digitalisation efforts fail to achieve the intended efficiency, transparency, and responsiveness of the public sector. While digitalisation is a hot research agenda, only a few studies explored the issue in public organisations. This study, therefore, attempts to address the gap in the literature and identify the factors influencing digitalisation in the public sector. A case study is conducted at one of the largest state-owned enterprises in Liberia, the National Social Security and Welfare Corporation (NASSCORP). The data collected through interviews and examination of internal documents were analysed thematically. The study resulted in the identification of 13 factors influencing digitalisation in the public sector, which are related to technology, organisation as well as the environment. The contribution of the study to research and practice is presented along with the potential future research opportunities.

Purpose Many unanswered questions remain regarding the authors’ understanding of how entrepreneurship can be fostered in the public sector. To fill this knowledge gap, the purpose of this paper is to conduct an empirical investigation to determine the relationship between different organisational factors and entrepreneurial orientation (EO) in the South African public sector. Design/methodology/approach Primary data are sourced from middle-level managers at municipalities in the three largest provinces across South Africa. Hypotheses are statistically tested using regression analyses. Findings Results reveal that the organisational antecedents of structure and culture explain a significant amount of variation in the EO dimensions of innovativeness, risk taking and proactiveness. Additionally, the findings on organisational rewards converge with an emerging stream of research which highlights that while rewards works well to motivate individuals in the private sector, they are negatively correlated with entrepreneurship in the public sector. Research limitations/implications The study implications relate to the efficiency and effectiveness of service delivery of municipalities in South Africa. Due to increases in community protest actions, it is necessary not only to maximise efficiency in the provision of services, but also to innovate and be proactive in order to achieve more with less resources. Originality/value By investigating previously unrelated factors in the public sector, the authors create closer conceptual and empirical links between the role of organisational factors and each of the EO dimensions. Furthermore, the study takes place in a relatively under-researched entrepreneurship and public sector context.

The main contribution of the paper is the development of a new way of assessing the efficiency of public administration using statistical methods - multivariate regression (identification of exogenous factors) and residual analysis (identification of regression residuals). The methodology presented is intuitive, practical and, if appropriately set up, globally applicable for the evaluation of a wide range of processes taking place in the public sector on the principle of "action and reaction". Putting the methodology into practice can go some way to satisfying the "taxpayer hunger" for information about whether the money they pay in taxes is being used wisely. It makes it possible to assess efficiency in a particular institution or to compare similar processes in several institutions over a given period of time. The methodology has been developed on the basis of audit findings (prepared by the supreme audit institution for the public sector in a democratic state) and their implications. The developed methodology brings a new perspective to the traditional claim that public sector effectiveness is virtually impossible to measure and that factors for objective evaluation of public sector managers cannot be easily established.

The article reveals the basic theoretical principles of public administration. The stages of formation and development of public administration are studied. It was found that public administration, as a system of public administration in Ukraine, needs to be reformed in a market economy and democratization of society. The main problems of formation and development of the system of public administration in terms of compliance with the European political trend of integration of public and personal factors, expanding the sphere of state influence while maximizing rights and freedoms, absolutization of the administrative factor of social transformations are considered. It is established that public administration: provides implements the decisions of the authorities; applies democratic, public, liberal forms and methods of managing the social, social and economic development of the country. The main factors that influenced the emergence in many countries of the world of such a new form of government in the public sector as public administration. Based on the understanding of the peculiarities of the evolution of the management model in the public sector, the need to introduce the concept of "public administration" into scientific circulation is substantiated. Recommendations for decentralization of management in the context of domestic reforms to increase the efficiency of the system of public authorities on an innovative basis are offered. In this context, it is extremely important to implement initiatives on constitutional changes in the decentralization of power, the priorities of the Public Administration Reform Strategy of Ukraine for 2016-2020; development of a new version of the Law of Ukraine "On Civil Service", which regulates the basic principles, legal and organizational principles of public service.

Romania’s journey in the digitalization of the Public Sector has been a topic of interest in recent years. In general, our country has taken significant steps towards the modernization of Public Administration by introducing digital solutions. The Government and the Private Sector have invested in information technology to improve public services, education and the business environment. E-Government leads to the development of smart cities and contributes to increasing the quality of life, and when the processes are integrated correctly, multiple benefits can occur. However, there are also challenges for Public Administration, such as uneven access to technology between urban and rural environments. Digitalization continues to be a priority in many areas, with a focus on innovations such as artificial intelligence, cyber security and emerging technologies.

The purpose of this study is to present the relations between organizational effectiveness and efficiency in public sector units. The study was conducted in 114 Polish communes, in the period from January to June 2013. To assess organizational effectiveness the author’s model has been applied, which considers criteria referring to the three main concepts of management in the public sector: the traditional public administration, New Public Management and Public Governance. The efficiency assessment was based on the method of DEA (Data Envelopment Analysis). To study the relations between the organizational effectiveness and the efficiency Spearman's rank correlation method and the Wilcoxon signed-rank test have been used. The aim of this paper is to identify the difference between the prices achieved in public procurement by public and private bodies. The analysis exploits the fact that European legislation forced to follow the Public Procurement Act not only public sector but also private companies working in the position of local monopolies (gas supply, water supply, public transport, etc.).The analysis is based on data from the Information System of Public Procurement in the Czech Republic. The data set is created by more than 500 observations containing information about the large construction contracts from the years 2006–2011. Details of these contracts were analysed using regressions. As a dependent variable were used price achieved (in the first model) and the number of bids (in second model). As explained variables were the numbers of bids (only in the first model), type of tender, the contract size, etc. The methodology is based on foreign papers, which are dealing with the issue of competitive effects.The results show that the public sector bodies obtain in their tenders on average more bids than private firms, but their realized prices are higher. Another finding is the influence of the type of procurement procedure. In the public sector are the best rates achieved with open procedures, while in the case of private entities was not identified the influence of procurement procedures.
