Purpose This paper aims to explore the place of disabled guests in the new world of hotel and holiday accommodation shaped by the sharing economy. Design/methodology/approach The paper uses Levitas’s (2013) Utopia as Method as a methodological tool to develop the hypothetical future scenarios, which are used to explore the place of disabled guests in peer-to-peer holiday accommodation. Findings Analysis of the hypothetical scenarios suggests that without state intervention, the place of disabled guests in both traditional hotels and peer-to-peer holiday accommodation is far from secure. Research limitations/implications This is a new area and the authors’ discussion is therefore tentative in its intent. Practical implications Planners and policymakers should consult with, and take account of, the needs of disabled people and other socially excluded groups when regulating shared economy enterprises. It may be helpful to put in place broader legislation for social inclusion rather than regulate peer-to-peer platforms. Any recourse to markets as a means of resolving access issues needs also to acknowledge the limited power of socially excluded groups within both traditional and sharing economy markets. Social implications The hypothetical scenarios discussed within this paper offer planners, policymakers and tourism stakeholders opportunities to think through the access and inclusion needs of disabled guests in the shared economy sector. Originality/value The paper extends discussion of hospitality and disability access to include shared economy approaches and the place of disabled guests in the new world of holiday accommodation shaped by the sharing economy.

This article constitutes a summary of the literatures and practices on the microfinance industry and its contribution, the status of people with disabilities (PWDs), and the case studies for financial inclusion in Bangladesh. Many Microfinance Institutions (MFIs) are operating to serve all segments of the clients for financial inclusion. People with Disabilities encounter several exclusions in the mainstream microfinance institutions in Bangladesh. At the same time, MFIs faces numerous challenges to serve these people. Even if it is not a formal analysis, it is still found that PWDs encounter tremendous discrimination such as social, political, physical, cultural, environmental; serious barriers including formal and self-employment, less access to credit, government support and social safety net system. On the other hand, these people often put themselves into ‘benefit traps’. Microfinance institutions do not realize that many disabled people are economically active, that disabled customers expect service, and do not know how to adapt products for disabled people. The profitable partnership between MFIs and Disabled People’s Organization (DPOs) are absent in practice. The government’s social safety nets programme is also very limited. Economic rehabilitation would come into progress when integration happens by blending social protection and necessary resources for income generation.

Since it came to power in 1997 the Labour Government has conceived of low levels labour market participation by disabled people as not just an economic concern but also an indicator of social exclusion or social injustice. This article presents some evidence about inequalities between disabled and non-disabled people in the labour market; reviews the evidence on discrimination in employment and discusses the potential of anti-discrimination legislation as a tool to reduce social injustice; discusses sources of social justice in the benefits system; and considers whether people in receipt of Incapacity Benefits should be expected to seek work. It concludes that rights and responsibilities are unjustly distributed between government and disabled people.

The focus of this paper is on the role of enterprise training among disabled people. The authors first review the literature, in particular comparing work on the theoretical benefits of enterprise training provision for disabled people with empirical studies of enterprise training initiatives for disabled people in various countries. In the analysis, low social capital is implicated as a cause of much disadvantage in economic and social life among disabled people, and this is particularly pertinent in modern knowledge-based economies where responsibility for development in the lifelong learning agenda is devolved from governments to individuals, including disabled individuals. Following this, an investigation of one publicly funded initiative in Fife, Scotland, is conducted and this is used to inform a wider debate about the potential uses and value of enterprise training for disabled people in the current stratified socioeconomic milieu. The paper argues that there is potential for enterprise training to contribute on a wider basis than simply independent entrepreneurship promotion and that the research community therefore has an opportunity to engage with this broader agenda.

In the 1970s and early 1980s, discussions of social justice in the social science literature focused largely on social class. The implicit assumption of much of the literature was that a more just society would be achieved through the reduction of inequalities in the distribution of economic and social resources. Since then, there has been a growing focus on plural aspects of social justice. Many writers now distinguish between distributive, cultural and associational aspects of social justice. However, the different implications of these facets of social justice for different groups, and potential tensions between them, have rarely been adequately recognised. Given New Labour's focus on social justice, and its belief that attaining greater social justice is compatible with achieving greater efficiency in the public sector, there is a need to examine more closely the understandings of social justice underpinning a range of policy initiatives.

Employer reluctance to hire disabled people narrows the economic and vocational opportunities of disabled people. This study investigates employer hiring decisions to identify which mainstream employers are most likely to hire disabled people. The study reports findings from interviews with eighty-seven employers in urban and regional South Australia. Analysis reveals differences across groups of employers based on their previous hiring behaviour. Communication from employment support agencies should specifically address concerns of non-hirers and light hirers. Long-term financial concerns present strong but surmountable barriers to light hirers employing disabled people. Policy mitigating long-term employer concerns could attract employers to hire disabled people for the first time (non-hirers) or return to hiring (light hirers) disabled people. Negative employers (antagonists) and employers already sustaining ongoing workplace relationships with disabled people (loyals) have insurmountable reasons to not hire any (or more) disabled people and should not be targeted.

The International Symbol of Access (ISA) produces, capacitates, and debilitates disability in particular ways and is grounded by a happy affective economy that is embedded within neoliberal capitalism. This production of disability runs counter to the dismantling of ableism and compulsory able-bodiedness. In charting the development of the modern wheelchair, the rise of disability rights in North America, and the emergence of the ISA as a universally acceptable representation of access for disabled people, I argue that this production of disability serves a capacitating function for particular forms of impairment. These capacitated forms are celebrated through a neoliberal economy of inclusion. I conclude by critically approaching the happy affects of the ISA, including the way in which the symbol creates a sense of cruel optimism for disabled people.

The United Nations Convention on the Rights of Persons with Disabilities (2006) recognises access to consumer goods and services in the mainstream private market as essential for full participation in society. Nevertheless, people with impairments rarely enjoy the same rights and consumer experience as non-disabled individuals. This paper argues that (in)accessibility of public space is an important factor shaping how accessible the private market is for people who do not ‘fit’ conventional norms and standards. It demonstrates how category-driven accessibility provisions in some geographical areas and not in others segregate disabled people within certain providers, create social and consumer isolation, and become a marker that accentuates difference and separation between disabled consumers who live in accessible districts, and the rest of the population. To illustrate the case, the paper uses empirical evidence from mystery shopping in retail outlets and qualitative interviews with people with vision impairments who live in the ‘Blind district’ in Lithuania. The district was developed by the Soviet Union (1949-1990) to boost people with vision impairments’ participation in the socialist labour market economy.

Work is an important component of individual life. To disabled people, it is of particular importance because in addition to helping them address their material needs, it prevents social exclusion and is part of integration and rehabilitation processes. Therefore, the purpose of this paper is to assess the labor market situation of the working-age disabled population. This paper also includes a comparative analysis between the situation of disabled and able-bodied persons to explore the significant differences in economic activity, employment and unemployment ratios. The data analysis suggests that the labor market situation of working-age disabled people was much more difficult than that of able-bodied persons. In 2011-2018, the average activity rate for disabled people was 27%, i.e. 51 percentage points below the corresponding ratio for able-bodied people. In turn, the average unemployment rate for persons with impairments was 13.3%, compared to 7.7% for people without impairments. The average employment rate for disabled and able-bodied persons was 23% and 72%, respectively. The disadvantages faced by disabled people are driven by many factors, including socio-demographic aspects. Legal regulations as well as attitudes of employers, collaborators, the society and the disabled people also play a considerable role.

The article deals with the problems of social adaptation of disabled veterans of the Great Patriotic War in the Tatar Autonomous Soviet Socialist Republic after their return to peaceful life. Based on the documentary materials extracted from the funds of the federal and Tatarstan archives The author characterizes forms of state support for war-maimed people, resolution of their production training and employment, appointment of pensions, opening of boarding houses, organization of health care services, etc. It is noted that for the majority of disabled people this targeted support was often a determining factor in ensuring their livelihoods. The employment of disabled veterans of the Patriotic War made it possible to solve a two-fold problem: in the conditions of an acute shortage of workers, a new personnel reserve was created for the economy and at the same time social protection of veterans returned after treatment in hospitals was provided. Many disabled veterans of the Great Patriotic War showed themselves well in the workplace, became leaders and were nominated for leadership positions. But there were those who led an immoral lifestyle, begging. The authorities, called to solve the issues of social rehabilitation of disabled people, did not always cope with the tasks assigned to them. Evidence of this is the facts of the soullessly-bureaucratic attitude of certain officials to the needs and requests of disabled people, cases of appropriation of funds and squandering of state funds.

Purpose of the research. Employment of disabled people can be considered as a kind of reserve of the labor potential of the population in the conditions of aging and reduction of the population of working age. The purpose of the article is to consider the regional differentiation of employment of disabled people, to identify factors that affect the level of their employment and typological groups of Russian regions depending on the situation in the field of employment of disabled people.Materials and methods. The article is based on data on official disability for 2012-2019 and employment of disabled people, reflected in the system of state statistical accounting, as well as sample surveys of Rosstat. In addition, we used data on employment of disabled people from the Federal register of disabled people, which is operated by the Pension Fund of Russia.The conclusions of the article are based on the results of statistical analysis of data using descriptive statistics methods, calculation of nonparametric criteria (Tau-b Kendall) to assess differences in the distributions of indicators that characterize the socio-economic status of disabled people, as well as cluster analysis to identify typological groups of regions in terms of the situation in the employment of disabled people.Results. More than half of Russian disabled people are over the age of 60 (58.9% at the beginning of 2020). Age structure of disabled people affects their employment. People with disabilities do not feel in demand in the labor market. The share of employed (working) disabled people in Russia is 14.9% (2019). The employment rate of disabled people in the regions varies significantly – from 7.2% to 29.2%. Moreover, in 75 Russian regions, the share of working disabled does not exceed 20% of their number. The result of a cluster analysis based on data describing the employment of disabled people in the context of Russian regions in 2019 was the division of 85 regions of Russia into 4 clusters. There is a certain correlation between variables such as the percentage of disabled people working and the percentage of disabled people in employment, and the level of poverty in the regions. The share of disabled people among all employed in the region is related to the level of wages in the region and the amount of disability pensions.Conclusion. The small size of the disability pension encourages the employment of disabled people. In regions where the level of poverty is relatively low, even with high wages, employment of disabled people is minimal, due to both higher levels of social guarantees and competition between disabled/non-disabled people for jobs.The calculations show that, if appropriate conditions are created, the share of employed persons with disabilities among all disabled people may increase, which will attract from 33.5 thousand employees to 611.5 thousand employees to the labor market. Increasing employment for people with disabilities is important for the well-being of people with disabilities, as well as for the state and society.

The problem of this research work is to improve the efficiency of convicts’ social adaptation through the process of effective employment, training and re-training in correctional institutions, as well as a complex of actions for post-penitentiary support. The object of the study is the existing system of organization of convicts’ work in correctional institutions. The subject of the study is the social and labour relations within the organization of jobs for a specific category of convicted disabled people and people with limited physical abilities. The aim of the study is to create an approximate mechanism for increasing the availability of correctional institutions’ production facilities for the employment of convicted disabled people. This goal predetermined the solution of the following tasks: analysis of the current state of employment of convicted disabled people at correctional facilities; analysis of international, national and departmental legal acts affecting the work organization of people with limited physical abilities; study of the main regulatory and technical requirements for the work organization of convicted disabled people; development of approximate variants of workplaces’ organization and production sites for employment of disabled people on the basis of the existing requirements. The method of research involves the study of general theoretical questions of work organization, the domestic theoretical literature on the problem of convicts’ work organization, normative-legal and normative-technical documents, and analysis of statistical data of the Federal penitentiary service of Russia. The structure of the work is typical. The first part contains a brief theoretical and statistical analysis of the problem. In the second – were covered general questions of convicted disabled people’s workplace organization on the basis of technical, ergonomic, sanitary and hygienic basic requirements. In the third – the requirements for the planning of workplaces and production facilities are analyzed in detail; the approximate options for convicted disabled people’s organization of work are given. The theoretical significance of the study consists in the formation of a systematic view of employment and socio-labour relations in prisons, taking into account the specifics of convicts as a social group. This formation can contribute to the improvement of state policy in the field of convicts’ employment at the federal and regional levels. The practical significance of the work is that the recommendations can be used in the preparation of specific projects of production sites for convicted disabled people’s work organization, in the development of monitoring programs of the existing state of convicts’ work organization, analytical and forecast materials on the employment of convicted disabled people in places of detention, for development of effective measures in the field of regulation of social and labour relations in places of imprisonment and improvement of production and economic activity by authorized bodies of the state power of Penal system, and also streamlining of normative legal and methodical base in the field of convicts’ work organization.

This is the reason of differences in social inclusion level between particular country regions. This research article reflects policy development regarding disabled people in Pakistan. International efforts and policy development for the wellbeing of disabled people paved the way for generating debates and discussions on the condition and the rights of disabled people in Pakistan. Subsequently, laws have been enacted for the protection and promotion of the rights of disabled people in the country. Available literature on the polices related to disabled people have been critically reviewed and discussed. UN Convention on the Rights of Persons with Disabilities (CRPD) possesses immense and historic importance for inclusive society and it is being considered the first legally binding international treaty by which communities can hold their respective states for the enforcement of its articles and promote the quality of life of disabled people. Pakistan has ratified CRPD in the year 2011, following government’s commitment to promote social, political, economic and civil rights of disabled people. In this regard, Pakistan enacted sporadic but important laws both in Provincial and National Assemblies. However, these policies could not bring about changes in the lives of disabled people. There is no proper mechanism at national and local level to implement the policies developed for the wellbeing of such downtrodden people.

However, statistics from the Public Employment Service shows an increase in the number of jobs contracts signed by disabled people. The main reason in that Sheltered Employment Centers have raised largely their contracting. On the opposite, ordinary firms have reduced hiring with disabled workers. These data seem to show an upward trend in Sheltered Employment Centers while disabled people in regular employment diminishes. This conclusion is against the aim of the Social Integration for Disabled People Act, although it seems that the SEC´s acting as "employment refuge" of disabled people in times of crisis.

The Employment of Disabled People in Swiss Enterprises (1950 to 1980)Disabled people's access to the labour market is one of the leading ideas in disability policy. Its success depends on the willingness of employers to employ handicapped people. Both historical and social studies focus on the welfare state or the people in question, while the perspective of the employers is often neglected. Under what conditions are companies willing to employ people whose performance diverges from the common interest to maximise economic output? Switzerland is well suited for a case study, since there are no regulations for employers, such as a quota-system. Incorporating the theory of «économie des conventions», this study investigates how employers' associations and companies justify employment of disabled people and how these people are valued. The timeframe investigated spans from the immediate post-war period to 1980.

Countries facing social issues related to the disabled apply various measures to solve them, including State aid. However, the application of these measures does not always enable them to achieve the goals of state policy or to improve indicators such as the integration of the disabled into the labor market and reduction of social exclusion. In order to evaluate the effectiveness of State aid usage and influence on the implementation of disabled employment policies, this research develops a set of social and economic indicators to reflect the examined issue, allow for the assessment of the situation of the target group, and envisage areas of improvement. To evaluate the impact of State aid on the selected indicators, a simple linear regression analysis is performed. According to our evaluations, we establish that in order for the government to solve problems of poverty by employing disabled people, questions of financial capacity as well as the effectiveness of allowances for the disabled should be addressed. The expected effects of this measure are a growing number of employed disabled people and reduction of poverty and social exclusion among disabled people.

Existing literature shows that people living with physical impairment are systematically disadvantaged in the workforce and their voices are often silenced. With a perspective of intersectionality, this article looks into how disabled women suffer from multiple forms of discrimination and how social media may emerge as a tool of empowerment for them in both the workforce and their everyday lives. Drawing on five cases of Chinese disabled women in the cyber workforce, the study finds that the booming Internet economy enables more disabled women to financially support themselves. Social media appears as a cover for these women to disguise their disability identity and get more job opportunities. It serves as an aid in many cases to allow these women to increase social participation, to project their voice, and to form alliances. The risks and challenges that disabled women often encounter in the cyber workforce are also discussed.

AbstractThe legal treatment of disability affairs carries in itself an inherent contradiction due to the nature of modern society and free-market economy. On the one hand both the historically developed notions of essentialism and on the other the particular-functional definition of manhood drawing its roots from the established democratic order and market economics are present simultaneously. However, within the current order of things there is an unbridgeable divide between them. Nevertheless, with the progression of time there is a slow gradual shift discernible away from the functional definition with the parallel strengthening of the essentialist approach. This shift is further exaggerated by the more widespread acceptance of the rights of self-determination and the provision of opportunities for the disabled, the emergence of social self-determination in case of a population subgroup living under special conditions. For the proper interpretation of the currents in the evolution of legal treatment of disabled people it would be indispensable to institute a proper social-discourse analysis, which, however, exceeds in scope its narrowly defined task.

The aim of the paper was to present and assess the economic activity of disabled people on the Polish labour market from a country, voivodship, and Masovian Voivodship rural areas’ perspective. The study used data from the Labour Force Survey in Poland collected by the Central Statistical Office and original data collected by a questionnaire, using public institutions, NGOs and direct interviews. The adopted research period covered the years 2007-2018. Japanese candlestick charting as well as tabular and selected statistical methods were used to present the research results. Levels of analysed Polish labour market indicators for disabled people increased noticeably in the analysed period, however persisted significantly below those for non-disabled people. At a voivodship level, the study showed that rates and changes of economic activity in the group of disabled people differed visibly. The highest economic activity rates were observed in the Subcarpathian, Lubusz and Holy Cross voivodships, while the lowest in the West Pomeranian and Lesser Poland voivodships. In 15 voivodships, the unemployment rate decreased significantly in the analysed period. Survey results highlighted a relatively high employment rate and low earnings rates in the researched group of disabled people from the Masovian Voivodship, where the level of education had a significant positive impact on those rates.

This article discusses the economic empowerment among the disabled in UD Mutiara Handycraft Karangsari Buayan, Kebumen Regency, Central Java seen from the maqāṣid al-syarī’ah perspective. The economic empowerment aims at empowering the disabled to be more creative and have a better living standard in economic and social aspects. Through this program, they are expected to produce work that can make money, have jobs and be more confident in communicating and interacting with other people. The disabled economic empowerment is very important in order to improve their ability and skills so that they can carry out economic activities as normal people can do. Islamic law has several objectives, namely protecting the religion (ḥifżu ad-dīn), protecting the wealth (ḥifżu al-māl), protecting the soul (ḥifżu an-nafs), protecting the generation (ḥifżu an-nasl) and protecting the mind (ḥifżu al-‘aql). Some scholars suggested the sixth goal of Islamic law, i.e. protecting the honor (ḥifżu al-’arḍ). These objectives are well-known by the term maqāṣid al-syarī’ah. After collecting the data, the author analyzed them using theory of maqāṣid al-syarī’ah. The results of this study shows that the economic empowerement of the disable in UD Mutiara Handycraft suits the theory of maqāṣid al-syarī’ah, which includes protecting the religion, the wealth, the soul, the generation, the soul and the honor.

The way people organize their spare time, to a great extent, is the reflection of economic and cultural transformations of the society. It also applies to disabled people. It is not only a matter of how much free time people have, but also how they spend it, who helps them to organize it and with whom this free time is shared. In most societies disabled people constitute a group with the lowest level of activeness considering both their professional and their organization of leisure time. These two dimensions in the very essential way influence each other depending on the socio-demographic characteristics of the people. In the case of disabled people professional activity fulfils not only economic function but also holds essential functions of rehabilitation and integration. Making a proper use of free time has even greater influence on the progress in rehabilitation, especially in the social one. The study was aimed at examining the participation in free time of the disabled in the context of the vocational activeness.

The standard and quality of the just mentioned conditions determine significantly the way in which a disabled person performs the assigned tasks and duties in the company and it also helps to create the individual sense of self-fulfillment and work satisfaction. What is more, at the same time the level of environmental conditions influences directly work efficiency and profits of the company. It must be clearly stated that working conditions do not appear immediately and spontaneously - they need careful planning and modern organization. This research paper presents the environmental conditions and discusses a model design of the work organization for the disabled people.

The Americans with Disabilities Act of 1990 promised to be a “secondgeneration” civil rights statute, comparable in importance and scope to the Civil Rights Act of 1964. The breadth of the act reflected congressional and disability activists' desire to change society in order to enable the disabled to achieve economic autonomy and social equality. Historically, disabled individuals were characterized by their inability to normally function in society, either due to physical obstacles or social myths and stereotypes. Up until 1990, the federal government had taken baby steps to address these issues. Indeed, most federal activity was limited to assisting disabled people in overcoming physical barriers to employment. However, the government did little to change the structure of those barriers, and most certainly did not address the widespread social prejudice against the disabled.

The article is devoted to the analysis of the socio-economic reasons for the disability of the population in modern society, the substantiation of the basic terms and concepts that reveal the essence of the theoretical, methodological and substantive foundations of the concept of “disabled”. It examines the main reasons for the emergence and spread of disability as a social phenomenon. An important point of the article is a section describing the socio-economic barriers faced by people with disabilities in modern socio-economic conditions and associated with a lack of understanding on the part of the relevant government agencies of the need to show genuine concern for the intellectual, economic and emotional development of disabled people. At the present stage of development of the social structure, despite the presence of a sufficient number of regulatory and legal sources, as well as research on the problem of the rights of persons with disabilities, there is a tendency that many of them do not know their rights, in particular of a socio-economic nature. Consequently, the problem of studying the socio-economic reasons for the disability of the population in the conditions of modern society is very topical, since disabled people of all categories must know their rights, and the relevant social service bodies must fully guarantee the observance of the socio-economic rights of disabled people.

The first part of the paper informs about research project concerning social and economic situation of disabled people and their families that has been started in ’93 under auspices of the Polish Academy of Science. We describe the main components that form an accessible educational environment for people with disabilities. Based on the analysis of the regulatory legal framework of education, social protection and rehabilitation of people with disabilities, as well as theoretical, procedural and medical-expert bases of disability, the characteristics of the interrelated elements of accessibility in the system of vocational education of people with disabilities is given. The main legal acts of the Russian Federation, as well as international acts regulating the provision of accessible education and employment for the disabled are considered. We reveal that vocational education of people with disabilities is at the same time an integral part of the system of vocational rehabilitation of disabled people. We also emphasize that the independent way of life of people with disabilities should be ensured through the accessibility of the physical, social, economic and cultural environment. The importance of the rehabilitation component of the accessible educational environment for the people with disabilities is highlighted. This component includes the provision of assistance to the disabled person in the development of professional educational programs, the solution of related learning problems, formation of professional, social and psychological maturity of the disabled person. The importance of technical means of rehabilitation and architectural and planning aspects in creating an accessible educational environment for the disabled is noted. Taking into account all the necessary components will allow to create a system of affordable and quality vocational education for people with disabilities.

The aimed of this study was to find out the effect of cognitive and religious intervention to cope with stress of disaster. The subjects of this study were people in Bantul who exposed to stress due to disasters such as disability and individuals who have low self-confidence because of disabilty. The method of the study was a responsive action research. Data were collected through observation, interviews, focus group discussions, psychoeducation and training. The study found that cognitive and religious intervention has positive impact on recovery of the subject, for example increase on self-confidence of individual and decrease in the mean of SUD (subjective unit disturbances) score of familie’s subject member. The interventions were usefull to improve the future intervention of disabled persons and people who experience stress of family member’s disability.

Understandings of disability are situated within social, political and economic circumstances. Internationally, medical conceptualisations of disability prevail, influencing policy and practice, creating a discourse which encourages categorisation, diagnosis and prescribed ways of understanding behaviour. This body of knowledge has a profound influence, providing powerful explanatory models of disability. Such discourse excludes other ways of knowing, with little attention paid to competences and the construction of worlds especially from the perspectives of disabled children themselves. This article draws upon a small number of UK qualitative studies which have examined disabled child abuse and included the experiences of disabled children. These studies have highlighted how medicalised notions of disability have led to both medicalised and psychiatrised responses to abuse, which have ill-served disabled children. It could be argued that medicalisation has led to disabled children being labelled as either ‘too disabled’ to be abused or ‘not disabled enough’ to receive an appropriate response which meets their needs; they are also sometimes regarded as showing signs of mental ill health when such signs are more likely to be an understandable manifestation of the trauma of abuse. Evidence collected indicate that much can be learnt from understanding the construction of disabled childhoods and how our current limited exploration of this affects how society prevents, identifies and responds to disabled child abuse and associated trauma. Drawing upon disabled children’s recommendations to ‘see me, hear me and understand me’, this article will argue that in order to protect disabled children and support them to recover from abuse, we need to move away from a tick-box culture of medicalising, categorising, psychiatrising and ‘othering’ to a greater understanding of disabled children’s worlds, and to a rights-based model of disabled child protection whereby we challenge the increased barriers to support faced by disabled children who have experienced abuse.

Objective changes in the national economy provide sufficient grounds for state authorities to realize the importance of not only professional training of employees but also their retraining and further education. Thus, the widespread introduction of information and electronic technologies in all branches of the national economy systematically requires the availability of specialists with a high level of knowledge, experience, and new competencies in the labour market. Long-term neglect in the development of a uniform model in the training system of the studied categories of individuals has led to the fact that the labour market of regions, including municipalities, has experienced difficulties of a chronic nature. This article explores recent developments in the modernisation of adult social care through the lens of changes to English day services. Drawing on wider policy debates, it argues that Disabled Peoples' Movement and governmental ideas on self-directed support, although superficially similar, are growing increasingly apart. It is argued that in the absence of adequate funding and exposure to organisations of disabled people, day service recipients risk moving from a position of enforced collectivism to an enforced individualism characteristic of neo-liberal constructions of economic life.

All subjects that exist in a given economic system show to a greater or lesser degree various forms of economic behaviour. The main aim of this study is to analyze selected forms of economic behaviour in rural households with disabled people. In particular, the author presents a thorough analysis of ways of generating income by people living in such households. Taking into consideration the spatial scope of the research, it seems legitimate to assume that work in agriculture the predominant source of income in the analyzed households. Another hypothesis formulated in this study is the assumption that the sources of income in households with a disabled person are determined by the degree of disability and the period of legal disability status granted in a medical certificate. In order to verify the hypothesis, the author conducted survey studies of 5000 households with disabled people. The analysis allowed for a positive verification of only the second hypothesis.

Purpose This paper aims to examine the causal models that predict disabled tourists’ behavioral intentions to use peer-to-peer (p2p) accommodations. This study also explores the causal models through complex combinations of demographic factors, host attributes and the levels of perceived charm, convenience and other service features of the accommodations as a means of describing disabled tourists’ behavioral outcomes. Design/methodology/approach A questionnaire was administrated to measure the study variables. Using the convenience sampling technique, the questionnaires were distributed among disabled individuals with orthopedic disorders who reside in North Cyprus in May 2016. The five respondents were later interviewed about their needs and expectations from p2p accommodations. A set of preliminary tests (for both reliability and validity) was conducted, and descriptive statistics were used based on the scale items. Fuzzy set qualitative comparative analysis (fsQCA) was used to test the proposed research model, which revealed sufficient and consistent conditions leading to behavioral intentions of disabled tourists in their use of p2p accommodations. The predictive validity of the model was then tested. Finally, the results of the fsQCA were evaluated based on the key tenets of complexity theory. Findings The findings reveal under which conditions disabled tourists tend to use p2p accommodations. This empirical study has relied upon the use of causal models integrating combinations of demographic variables and host and accommodation place attributes (i.e. charm, convenience and service features) which were put forth as sufficient predictive configurations of the behavioral outcomes of disabled tourists within the context of a sharing economy. Ultimately, this study finds that p2p customers are not limited to travelers with low income levels. Research limitations/implications The views of people with orthopedic problems in North Cyprus were obtained for testing the configurational model, which means that the results do not necessarily represent a large range of customers’ perspectives. Although this limitation was addressed through the application of a powerful compensatory analytical approach (fsQCA), it is advised that data from tourists with various types of disabilities in other countries be collected for future studies. Practical implications The results of this study provide practical implications for hosts on how to combine accommodation place characteristics (e.g. charm, convenience and service) with their own personal attributes (e.g. knowledge and eagerness) to bolster the disabled tourists’ intentions to use p2p accommodations. It is hoped that the results of the fsQCA using the demographic variables presented here will guide businesses toward performing target marketing. This is useful for hosts who wish to attract more disabled tourists, a profitable segment of the market. Social implications This study draws social attention to the disabled tourists as potential customers in the sharing economy. Conducting an empirical study that considers the social inclusion of tourists with disabilities in the emerging version of hospitality business is helpful to both the supply and demand sides. Originality/value To the best knowledge of the authors, this is the first empirical study that investigates the indicators of disabled tourists’ intentions to use p2p accommodations. This study also adds to the current literature by modeling the behavioral intentions of disabled tourists within a sharing economy using a pragmatic and set-theoretic approach (i.e. fsQCA in conjunction with complexity theory).

AbstractIn this article I discuss the past and present of Station 17, a project made up of disabled and non-disabled musicians, which was founded in Hamburg, Germany in 1988. Station 17 refuse to regard themselves as a pedagogic or therapeutic project. My specific interest is to show how they attempt to solve artistic and economic problems that arise out of this decision. In artistic terms they developed two major modes of production, which both led to a dead end. As a consequence they merged these two modes in order to regain the flexibility of improvisation without losing the benefits of sequencer-based electronic music. Within the pop market the lyrics, which are exclusively provided by disabled members of the project, serve as a unique selling proposition. In economic terms they succeeded in creating themselves a niche within a therapeutic structure that allows them to act as professional artists.

Persons with a disability are at a far higher risk of homelessness than those without. The economic, social and health challenges faced by disabled people are addressed, in Australia, by the recently implemented National Disability Insurance Scheme (NDIS). Using nationally representative, longitudinal household panel data, we construct the Index of Relative Homelessness Risk (IRHR) to track how the risk of homelessness for disabled persons has changed since the introduction of the NDIS. We find that, overall, fewer persons with a disability face moderate risk of homelessness but that many more face high risk. We conclude that the NDIS has not effectively protected disabled people from the risk of homelessness. We reflect on the implications of these findings for policy interventions.

The paper presents the data of an original study evaluating the impact of disability associated with a number of rheumatic diseases (RDs) (rheumatoid arthritis, ankylosing spondylitis, and psoriatic arthritis) on the country's economy, as well as their related losses of the state under the conditions of implementation of the upcoming pension reform (PR). The authors consider the socioeconomic importance of disability associated with RDs in the current period and after PR implementation in 2019–2028, determine the degree of its influence on the country's gross domestic product, and also calculate the economic efficiency of return of the potentially able-bodied proportion of disabled people (able-bodied population) to socioeconomic activity.The opinions of experts and leading experts in this area from different subjects of the Russian Federation were taken into account when preparing the study.

The assumption of universal human developmental tasks is central to Erikson’s influential Eight Stages of Man. While grand developmental theories have been strongly critiqued from a feminist perspective, it is necessary for feminists to also consider the implications of Erikson’s theory from a critical disability perspective. Applications of Erikson’s theory have claimed that disabled people experience stagnated development because they are unable to complete the achievements required for full participation in adulthood. However, we argue that the positioning of disabled people as diminished adults is open to question, as it is based on narrowly defined notions of “autonomy”, “industry” and “initiative”. Additionally, constructions of disabled adults as “dependent” or “vulnerable” render invisible the systematic exclusion of disabled people from social and economic opportunities. Human service workers who adopt normative developmental understandings may not realize the potential for “well-intentioned” disability services to cause harm through paternalism and a culture of low expectations. It is essential that universalized models of adulthood are deconstructed from both feminist and critical disability perspectives, in order to locate, understand and celebrate diverse developmental experiences. We offer some ideas about how this deconstruction might be enacted within a university education context.

The article presents the factors that limit starting one’s own business. Self-employment is one way to integrate disabled people into the labour market and to utilize resources from the labour force of disabled people. The results are obtained on the basis of a study conducted by the author in the Mazowieckie Voivodeship among people with disabilities. The conducted research shows that self-employment is not willingly chosen by people with disabilities. People with disabilities see many negative factors (reasons) that make it difficult to set up and run their own businesses. Their state of health and a lack of resources are the main hindrances to starting a business. The tools/instruments used by the state to facilitate self-employment are also indicated. Through self-employment people with disabilities create a workplace (position) for themselves and decide to enter or return to the labour market. Bureacratic support and appropriate motivation to take up professional activity is also very important as it reduces the number of those who remain unemployed.

lang="X-NONE">The article presents the costs that are incurred to support the employment of people with disabilities in the Polish system of vocational rehabilitation and employment. Employment support system includes the following elements: subsidies to salaries of disabled employees, the refund of additional costs of employing disabled workers, assistance in adaptation and supplying equipment for the workplace and the refund of salary of the employee helping a person with a disability at work. All this generates high financial costs of the system. This is mainly due to the very nature of the disability, which generates additional costs. Without adequate support people with disabilities can not cope in the labour market, and employers will not be interested in employing such workers. Note, however, that the balance of costs and benefits of professional activation of the disabled takes a positive value most often. Working person with disability is simply "cheaper" than the unemployed, who gets a pension, if only because they pay income tax on their earnings, buy more products and therefore pay more VAT, pay rent for their apartment and what is important they are involved in social life. In addition, the economic analysis of the costs incurred in the system allows to look at the facts and phenomena occurring and to determine their causes, particularly the low activity of people with disabilities. Furthermore, on the basis of cost, especially when compared with the effects, one can make an initial assessment of the system.

Motivation is an international organization working in low-income countries to improve opportunities for disabled people by positively influencing their physical, social, and economic situations to enable their full participation in society. Providing good-quality, low-cost, ergonomic wheelchairs in low-income countries is extremely challenging. These complex issues are best addressed by establishing comprehensive services with trained staff and a range of innovative product solutions.

The article deals with the problem of social integration of people with disabilities, the ultimate goal of which is to solve the issues of their the employment as it is an urgent need for present Ukraine. The normative and legal framework on the issues connected with employment of this category of citizens was analysed, the organizational and legal principles of homework application were revealed, economic and social benefits of disabled persons’ employment at home were determined. The purpose of this research was to substantiate the effectiveness of homework as a type of social and psychological rehabilitation of people with disabilities. To reach the article objective we used the following research methods: analysis of international and Ukrainian legislation on the promotion of disabled people’s employment; survey, which involved 70 disabled persons having different nosologies; analysis of the employment status of people with disabilities in Ukraine and further development of recommendations for homework introduction into domestic practice to support people who are in difficult living conditions. Due to this, the normative and legal framework on the employment of this category of citizens was analysed; the economic and social advantages of homework were determined. The results of our research highlight the fact that work activities, in particular homework, can help to overcome some barriers and stereotypes connected with employment: psychological, physical, social, organizational, regulatory (related to the imperfection of the regulatory framework).

Sie legt dabei besonderen Wert auf die Situation in Sachsen-Anhalt, das in diesem Zeitraum die deutschlandweit niedrigste Beschäftigungsquote aufweist. Die multivariate statistische Analyse liefert Hinweise darauf, dass der Erfüllungsgrad der Beschäftigungspflichtquote nach § 154 SGB IX in stärkerem Ausmaß von soziodemografischen als von ökonomischen Strukturmerkmalen der Länder bestimmt wird. Als Hauptdeterminante tritt in dem hier spezifizierten Modell der Anteil der (registrierten) Schwerbehinderten an der Gesamtbevölkerung hervor. Abstract: Non-Compliance With The Compulsory Employment Quota Of Severely Disabled People – An Empirical Investigation Of Potential Causes At The German Federal State Level This paper examines factors that can explain substantial differences in the employment rate of severely disabled people between the German federal states from 2003 to 2015. It puts special emphasis on the situation in Saxony-Anhalt, which had the lowest employment rate of disabled persons nationwide during this time. The multivariate statistical analysis provides evidence that the degree of compliance with the compulsory employment quote is determined by socio-demographic rather than economic characteristics of the states. Within the specified model, the main determinant of the employment rate appears to be the share of (registered) severely disabled people in the population.
