Since the introduction of black economic empowerment (BEE) in South Africa by the African National Congress (ANC) in 2003, the impact of the legislation and its accompanying policies on the six major “PESTIS” (political, economic, social, technological, institutional and structural-physical) macro-environments in which businesses in the private sector and government in the public sector operate, has largely gone unnoticed or has been ignored. In an exploratory study using the “5 Star” research methodology, and with the aid of specially developed qualitative research adjudication matrix (QRAM), the impact of the ANC’s BEE policies on these macro-environments was investigated. Unfortunately, it appears that these policies have negatively affected South Africa’s political, economic, social/cultural and institutional macro-environments. Allegations of state capture and nefarious influences on government and ministerial appointments, poor economic performance and possible further credit downgrade to “junk” status by the international ratings agencies, increased prevalence of racism, hate speech and discrimination, and violation of the Constitution of South Africa and international treaties by the ANC government, paint a dismal picture. In addition, the coun¬try is facing unseen high levels of corruption, graft, fraud, looting, bribery, nepotism and self-enrichment in government, state-owned enterprises (SOEs) and businesses. BEE can be regarded as the ANC’s “Achilles heel” in South Africa, and the political party should rather abandon this policy in order to stop the rot, and further deterioration, distrust and decay in the country’s most important macro-environments.

Worldwide, millions of rural people inhabiting marginal lands have been evicted from their homes in the name of conservation. Africa is no exception, nor is South Africa, the focus of this paper. Our central concern is whether land reform in South Africa can accomplish both social and environmental justice in a context of widespread and longstanding human displacement and opportunity costs as the country's national parks and game refuges expand. The costs of ecological expropriation are illustrated, as are instances from other countries where land reform simultaneously serves social and environmental objectives. Recommendations are advanced for greening South Africa's land reform without sacrificing its social and economic missions.

Sallie McFague's Trinitarian planetary theology is investigated. It is argued that her portrayal of God—as the one who: creates us in God's image; liberates us from all enslavements; provides for our spiritual and material needs; saves us from personal and institutional sin and renews humans, churches, nature and society—offers guidelines for constructing a Trinitarian public theology on African soil.

A comprehensive program of water institutional reforms has been implemented in South Africa since 1994. These reforms followed some major reform on the political and economic fronts. The institutional changes that occurred in the water sector covered the policy legal, and organizational dimensions of water allocation and management and affected all water sub-sectors including environmental allocations. The reform process has culminated in a new national water policy, a national water act and a national water resources strategy. Substantial organizational changes have also occurred with a focus on management decentralization, user participation and license-based allocation of water. This paper aims to provide an overview of these and other changes, especially from the perspective of irrigation and agriculture. It also attempts to explain the emergence and implementation of the water institutional reforms process in the light of the results reported in recent literature on water institutional reforms. The paper provides evidence for the role of transaction cost and political economy considerations as well as the use of reform design and implementation principles such as institutional sequencing and reform timing.

The South African space economy has recently undergone a restructuring in terms of the formation of development regions which cross Bantustan borders, the creation of regional financial and administrative institutions, and the implementation of an extraordinarily expensive industrial decentralisation scheme. In this paper the authors both describe these changes and set out to explain them. It is argued that the state is currently embarked on a regional or federalist ‘reform initiative’. Reform is taken to mean an authoritarian restructuring of the state on a less overtly racist basis. At present, for example, Regional Services Councils or revised forms of metropolitan government are being instituted. For the restructuring to be ‘successful’, however, coincident changes in the distribution of economic activity are necessary. As a result there is a critical relationship between the political—economic intentions of the state and regional economic policy.

This paper undertakes a review of the literature that examines the highlights and changes in specific external environmental factors (Ecology, Economy, Politics, Legislation and legal structures, and Society), between1994 and 2008 in South Africa, with the aim to ascertain how these factors affect the day-to-day labour relations in the workplace and add to sustainable development. These factors form the landscape for labour relations. Changes to them have consequences on the quality of labour relations, that is, inter alia, the frequency, and intensity of conflicts, disputes, demands and industrial actions. It is also evident that with its power and through the political system, the South African trade union was enhanced to shape the labour relations landscape. Labour laws were particularly designed to be worker friendly and to ensure that trade unions could use a fair collective bargaining system to spread the wealth of the mining industry, agriculture and other industries more evenly. Also, because of the alliance that exists between Labour and the ruling party (ANC), the economy was influenced so that economic policies could to a certain extent guide and steer economic growth, unemployment, inflation, interest rates and exchange rates. Trade unions were instruments in ensuring that formal changes in laws and policies did, in fact, reach and positively impact families and households within the social environment. Lastly, trade unions were the most effective instrument for heralding change within South Africa in the environmental fields of ecology, economy, politics, legislation and legal structures, as well as within society. Furthermore, these fields have interchangeably affected the labour relations landscape thereby indelibly shaping it between 1994 and 2008.

Environmental injustice is part and parcel of the fundamentals of international and domestic environmental law. In South Africa, section 2(4)(c) of the National Environmental Management Act 107 of 1998 (NEMA) establishes environmental justice (EJ) as part of the environmental management principles to direct decision-making. This is particularly relevant because of the country’s legacy of continuing environmental injustices and inequalities, especially concerning natural-resource dependent services and benefits. The Constitution of the Republic of South Africa, 1996 further establishes a developmental local government (DLG) of which the objects are to ensure a safe and healthy environment, sustainable delivery of services, promotion of social and economic development as well as public participation in decision-making. These objects are complemented by section 24 environmental right in the Bill of Rights. Municipal service delivery of water and sanitation, electricity, land matters and municipal health, should supplement, not compromise the state of local communities' environment and access should be equal. The absence of the latter may result in the form of environmental injustice as has been described by authors such as Bullard, McDonald and Schlosberg. In the event of service delivery-related environmental injustices, it is to be expected that communities must have remedial options available. One of which may be accessible to the judicial system. Therefore, this paper focuses on and explains the role that Municipal Courts specifically may play in fortifying the relationship between municipal service delivery and improved grass-root level environmental justice in South Africa. The underlying question is whether such courts can be agents of (environmental) change where local communities are exposed to environmental harm as a consequence of the failure of municipal services or the environmentally harmful actions of other community members or local industries.

Energy access is fundamental to the full enjoyment of not only economic and social rights but also civil and political rights. Whilst the campaign for extending energy access to the world’s most vulnerable populations may be validly anchored on the need to mitigate climate change and promote sustainability, it is exigent to also underscore its human rights significance. In Africa, where most countries have weak environmental regulation and enforcement structures, the climate change and sustainable development rhetoric most commonly used in emphasising the importance of energy access may not yield the desired results. Access to energy is a major issue in Africa and South Asia where a very significant proportion of their populations make use of biomass-sourced fuels to meet most of their energy needs. This has come with some major attendant health, environmental and socio-economic consequences. This article argues that energy access has transcended the contours of climate change and has become a human rights issue. It posits that African Union states may be made to take progressive measures to provide modern energy services through the adjudicatory jurisdiction of the African Court on Human and Peoples’ Rights.

The paper features the data obtained from the analysis of a video strip with the help of ELAN 5.4, the free software developed by the experts from Max Planck Institute for Psycholinguistics, the Language Archive, Nijmegen, the Netherlands. The software enables to annotate video and audio strips, describing pauses, the duration of utterances, gestures, pronunciation and other linguistic and extralinguistic factors. The speaker in the video – South African President Cyril Ramaphosa – delivers his official address to the leaders of the 10th BRICS leadership summit in Sandton, Johannesburg on July 26, 2018. BRICS is a powerful link of a global financial architecture. Its main targets are to mobilize resources for sustainable development projects of BRICS and to facilitate the global growth of multilateral and regional financial, educational and industrial institutions. The material and the speaker for the analysis belong to the domain of BRICS top level politics. South Africa was the main host of the leadership summit in 2018. South African President Cyril Ramaphosa in his speech stressed the significance of the fourth industrial revolution highlighted by Professor Klaus Schawb at the World Economic Forum in Davos in 2016. The notion of the revolution appeared in the South African leader's address 7 times. Nevertheless, the authors of the paper see more messages hidden between the lines of the South African President's address. In the paper it is argued that BRICS architecture has a right to be interpreted as an attempt of keeping the world away from further plunging into environmental degradation, the development of critical thinking and innovation among BRICS citizens. The purpose of the paper is to demonstrate the method of pauses analysis to reveal a more complex mixture of speakers' visions. Long pauses are meaningful and extremely informative for discourse analysis. The data may be relevant for discourse analysis experts, political journalists, educators and copywriters.

The research aims to find out the relationship between capital structure and profitability focusing on firms listed on the Johannesburg stock exchange in South Africa. Past research on this topic excluded the Johannesburg Stock Exchange listed firms. The research results will be useful to the business people in South Africa because it will be more in line with the South African economic status and thus relevant. From the graphs and tables of the companies analyzed, it appears there is no relationship between the capital structure and profitability. The fluctuations in the debt/equity ratio and profitability ratio are so severe to such an extent that no meaningful conclusion regarding the relationship between capital structure and profitability can be made. The outcomes are haphazard there is no uniformity and consistence on the outcomes. Other hindrances to the relationship between capital structure and profitability were also discovered and these were attributed to the environmental factors of the company such as economic, political, and social and all other external forces that companies under study were exposed to.

Since 1994, South Africa has undergone comprehensive political and economic changes in a positive direction, however, the country’s business environment still constitutes of corruption and inequity. The purpose of this thesis was to investigate how South Africa’s business environment affects Swedish SMEs establishment in the country. The methodology chosen for this research was a qualitative multiple case study with an abductive approach. The theoretical framework was established based on various theories related to business environment, internationalization and risk management, these theories was interlinked into a conceptual framework. In the empirical chapter, the primary data gathered from four cases was presented and thereafter analyzed together with the conceptual framework. The research concludes that the South African business environment affects the Swedish SMEs business activities in the country differently, depending on the firm’s size. The last decade’s political changes have generated in a more cautious approach among Swedish SME and their establishment in the country. Lastly, limitations of the research and recommendations for further research is outlined.

ENGLISH ABSTRACT: Since its arrival onto the U.S. energy scene in the early 2000s, shale gas has had a significant impact on the global energy market. The fact that the shale gas supply of a single country has had such a widespread influence on the global energy market hints at the power that this energy resource holds as a ‘game changer’. With the fifth largest estimated shale gas reserves in the world, South Africa now faces the challenge of developing its own shale gas resources in the Karoo Basin. Having lifted the moratorium on hydraulic fracturing in September 2012, the South African government has indicated its interest in pursuing the commercial extraction of the country’s estimated shale gas reserves. This comes in light of the country’s potential energy crisis, as well as an increased role for natural gas in the country’s energy mix. South Africa has no history of shale gas extraction and currently has no legislation or regulatory practices in place to deal specifically with shale gas and hydraulic fracturing. The South African government thus faces the challenge of drawing policy lessons from other experienced shale gas-producing nations, such as the U.S., to close these regulatory gaps and exploit its national shale gas resources in an environmentally and economically responsible way. Consequently, this thesis focuses on the regulation of the American shale gas industry by asking what policy lessons the South African government can draw from the United States of America on its regulation of shale gas extraction. Richard Rose’s lesson-drawing approach to policy learning was adopted as the theoretical framework for this study and can also be applied as an analytical tool to aid in data collection and data analysis. Furthermore, the framework was operationalised through the research methods used for this case study, which consisted of a review of literature on the U.S. regulation of shale gas extraction. This research produced a number of key findings in the form of policy lessons for South Africa. Four main policy lessons were drawn on the regulation of shale gas extraction: regulation of shale gas extraction must occur at all levels of government—national, provincial and local; policy research must be used to inform policymaking for the development of new legislation specific to shale gas and hydraulic fracturing, so as to avoid regulatory exemptions often linked to ad hoc policymaking on shale gas extraction; each level of government and their related regulatory agencies must have clearly defined regulatory roles relating to shale gas and hydraulic fracturing; and finally, there must be uniformity in terms of the regulatory focus of shale gas regulators at all levels of government.
AFRIKAANSE OPSOMMING: Sedert skaliegas vroeg in die jare sedert 2000 op die Amerikaanse energietoneel verskyn het, het dit ‘n beduidende impak op die globale energiemark gehad. Die feit dat die voorraad skaliegas van een land so ‘n wydverspreide invloed gehad het op die globale energiemark is ‘n aanduiding van die mag van hierdie energiebron as ‘n spel-wisselaar.Suid-Afrika het die vyfde-grootste skaliegasreserwes ter wêreld, en staan nou voor die uitdaging om sy eie skaliegasreserwes in die Karookom te ontwikkel. Nadat die moratorium op hidrobreking in September 2012 opgehef is, het die Suid-Afrikaanse regering aangedui dat hulle belangstel om die land se beraamde skaliegasreserwes kommersieel te ontgin. Dit het ontstaan in die lig van die potensiële energiekrisis wat Suid-Afrika in die gesig staar, asook die begeerte dat aardgas ‘n groter rol moet speel in die land se mengsel van energiebronne. Suid-Afrika het geen geskiedenis van skaliegasontginning nie en tans is daar geen wetgewing of regulerende praktyke in plek wat spesifiek te make het met skaliegas en hidrobreking nie. Die Suid-Afrikaanse regering staan dus voor die uitdaging om te leer uit die beleidsrigtings van ander ervare skaliegaslande soos die V.S.A. ten einde hierdie leemtes in regulering op te hef en sy nasionale skaliegasreserwes op ‘n omgewingsvriendelike en ekonomies-verantwoordelike manier te ontgin. Gevolglik fokus hierdie tesis op die regulering van die Amerikaanse skaliegas-industrie deur te vra watter beleidslesse die Suid-Afrikaanse regering kan leer by die Amerikaanse regering oor die regulering van hulle skaliegasontginning. Richard Rose se 'lesson-drawing'-benadering tot die leer van beleid is aanvaar as die teoretiese raamwerk vir hierdie studie en kan ook aangewend word as 'n analitiese instrument om te help met dataversameling en -analise. Die raamwerk is verder geoperasionaliseer deur die navorsingsmetodes wat gebruik is vir hierdie gevallestudie, wat bestaan het uit 'n oorsig van die literatuur oor die V.S.A. se regulering van skaliegasontginning. ENGLISH ABSTRACT: The emergence and growth of the environmental/green movement has been linked to a value shift from materialism towards postmaterialism. In this study, the emergence of the South African environmental/green movement and its growth potential is investigated within the context of Ronald Inglehart's value change theory and its implications for developing societies. The positive link between postmaterialism and environmentalism is well researched and widely accepted. However, many researchers focusing on developing societies argue that a shift towards postmaterialism does not adequately explain the emergence of environmentalism, because environmentalism is taking root in developing societies despite postmaterialist values not being prioritised. This relationship is investigated by means of a literature study about the values, principles and issues addressed by the environmental/green movement. It is argued in this study that environmentalism can indeed be linked to postmaterialism, but that prematerialist values could also playa role, especially in developing societies. The South African environmental/green movement is discussed as an example of environmentalism in a developing society. The South African movement is often described as a white middle class movement. It is argued on the basis of a literature study that the movement has changed considerably and incorporates a wide range of interests ranging from more conservative forms of environmentalism to radical political forms of environmentalism such as environmental justice. This change is linked to the concepts of prematerialism and postmaterialism emphasising that both sets of goals seems to be prioritised by different discourses within the movement. Issues concerning both the welloff and the poor are addressed by the movement. This is followed by an analysis of the 1995 World Value survey data set to obtain a demographic and socio-economic profile of the active members of an environmental organisation and the environmentally concerned. The relationship between active membership of an environmental organisation, the environmentally concerned and the concepts of prematerialism, materialism and postmaterialism is also established. The positive relationship between postmaterialism and environmentalism is confirmed, but contradictory results have been found regarding the relationship between prematerialism and environmentalism. This can possibly be attributed to the inadequate survey material that is available. Although active membership of an environmental organisation correlates positively with prematerialism, no relationship could be found between environmental concern and prematerialism. Lastly, a demographic and socio-economic profile of the "don't know" response group has also been compiled as this group is an important target group for the expansion of the environmental/green movement.

Die totstandkoming van die Suid-Afrikaanse groen/omgewingsbeweging en die groeipotensiaal daarvan word ill hierdie studie ondersoek binne die raamwerk van Ronald Inglehart se waardeverskuiwingsteorie en die implikasies daarvan vir ontwikkelende lande. Die positiewe verband tussen postmaterialisme en omgewingsbewustheid is goed nagevors en geniet wye aanvaarding. Hierdie verband word ondersoek d.m.v. 'n literatuurstudie oor die waardes, beginsels en vraagstukke wat deur die groen/omgewingsbeweging aangespreek word. Daar word in hierdie studie geargumenteer dat omgewingsbewustheid wel aan postmaterialisme gekoppel kan word, maar dat prematerialistiese waardes waarskynlik ook 'n rol kan speel, veral in ontwikkelende lande. Die Suid-Afrikaanse groen/omgewingsbeweging word beskryf as 'n voorbeeld van omgewingsbewustheid in 'n ontwikkelende land. Die Suid-Afrikaanse beweging word dikwels beskryf as 'n wit middelklasbeweging. Daar word op grond van 'n literatuurstudie geargumenteer dat die beweging aansienlik verander het sodat dit nou 'n breë verskeidendenheid van belange aanspreek wat wissel van die meer konserwatiewe vorme van omgewingsbewustheid tot die radikale politieke vorme soos byvoorbeeld omgewingsregverdigheid (Eng: environmental justice). Die verskuiwing word aan die konsepte van postmaterialisme en prematerialisme verbind. Dit word beklemtoon dat verskillende groeperings binne die groen/omgewingsbeweging verskillende waardes prioritiseer. Vraagstukke wat beide die welvarendes en die armes raak, word deur die beweging aangespreek. Die literatuurstudie word gevolg deur 'n analise van die 1995 World Value Survey datastel. 'n Demografiese en sosio-ekonomiese profiel van die aktiewe lede van 'n omgewingsorganisasie en respondente wat as omgewingsbewus geïdentifiseer is, is opgestel. Die verhouding tussen die konsepte van prematerialisme, materialisme en postmaterialisme en aktiewe lidmaatskap van 'n omgewingsorganisasie aan die een kant en omgewingsbewustheid aan ander kant word ook bespreek. Die positiewe verband tussen postmaterialisme en omgewingsbewustheid, sowel as aktiewe lidmaatskap word deur die data bevestig. Hierdie resultate kan egter moontlik beïnvloed wees deur die onvoldoende meetinstrument wat beskikbaar is. In the wake of the post-Cold War era, students of international relations were forced to review their theoretical frameworks to explain new rules for international peace and security. States are now confronted with new constraints for their security and survival as current trends in international politics depict a 'regionalisation' of peace and security. For southern Africa, likewise, the end of the Cold War and, moreover, apartheid, compels its member states to redefine their security strategies and mechanisms for survival. This thesis undertakes to examine southern Africa's adaptation to new rules of a changing world environment, to ensure a stable and secure region, into the next millennium. At the outset of this thesis lies a conceptual contextualisation of security within the major contemporary theoretical approaches of international relations. By examining the essential differences between the redefinitions and new conceptualisations of security, this thesis, firstly argues that the state in southern Africa must be retained as a primary referent of security. This argument is premised on the need to create stronger states for a 'regionalisation' of security in southern Africa. The second issue examined is the changing world environment and its impact on the state and development in Africa, as the new constraints to which the continent must adapt, for security and survival. Arguing that the new international economic order and 'globalisation' dictate the new rules, this chapter asserts that the 'weak' states in Africa need to be strengthened to have the necessary capacity to be the means for its people's security. Finally this thesis examines the new rules for southern Africa's adaptation to a changing world environment. The new rules for the African sub-continent involve the formation of a security regime and economic community with, the power-house, South Africa. Using the Southern African Development Community(SADC) as the umbrella body, the formation of the Organ for Politics, Defence and Security, and signing of trade protocols for a movement towards a free trade area, are evidence of southern Africa's attempts to adapt to new rules for its security. Such adaptation cannot, however, be accomplished with 'weak' states. Southern African states will have to, therefore, be strengthened to attain a more secure adaptation to the new international (economic) order.

The signing of the Comprehensive Peace Agreement (CPA) between the Republic of Sudan represented by the National Congress Party (NCP) and the SPLM (Sudan People’s Liberation Movement) which represented the people of the Southern part of Sudan in January 2005 ushered in a rare era of peace and hope for the rebuilding and construction of the war ravaged South Sudan. Coupled with the attainment of Independence for South Sudan through an internationally supervised referendum in January 2011, the objectives of years of struggle by the people of the formerly semi-autonomous region were completed. From 2005 until after the independence of South Sudan however, a period that initially was marked by huge euphoria and broad based anticipation of development boom, the support from both local and international actors for the struggle and the plight of the people of South Sudan is waning and at worst has now turned into despair and hopelessness. After attaining independence in 2011, the highest party organ, the Political Bureau decided to remove candidates who were popularly voted by their constituents and replaced them with their cronies, leading to mass exodus of cadres from the party. On top of that, the wide believe that the elections were rigged for SPLM candidates at the expense of the Independent candidates led to another wave of exodus and open rebellion by many veteran cadres of the movement. Today, these rebellions coupled with some complex problematic societal issues are major concern and a source of political instability and violence in some parts of the country. Secondly, the hasty process of the Disarmament, Demobilization, and Reintegration (DDR) campaign, which in some cases were forcefully done left some communities exposed and venerable to attacks by rival communities. This continue to exacerbate and ignite tribal hatred, tension and stereotypes between communities especially in the traditionally volatile parts of the country that are known for cattle rustling and tribal rivalry as a form of cultural practice. Unresolved post secession issues within the SPLM had resulted to political instability and violence thus having negative economic consequences for South Sudan and all the gains the country had made in the past few years vanished after December 15 2013 political upheaval. This thesis will examine the effects of these mentioned complex political instability and economic dilemma South Sudan is being confronted with in the face of the fact that it is still in the process of nation building having attained its Independence only in July 2011.

ENGLISH ABSTRACT: The Spatial Development Initiatives (SDIs) became the Department of Trade and Industry's (DTI) official policy in 1995/6 to accommodate problems, such as unemployment and empowerment, through sustainable development. We consequently pose the question whether the government has realised a strategic fit, i.e. whether the initial intention with the SDI strategy has consequently been achieved and, if not, what the main lessons are to fill the strategic gap? This question will be addressed in five chapters. The first chapter will provide the reader with the necessary background information on these initiatives. Before concluding (Chapter 6), the following three chapters will follow the inherent logic of the SDI strategy, i.e. economic investments are crowded in (Chapter 3) through a facilitating and mediating role of government (Chapter 4) in order to solve employment and empowerment (Chapter 5). Each realm, i.e. economic- political/institutional-and social, is evaluated on its contribution to the success of the Spatial Development Initiative. On the one hand it is difficult to say categorically whether or not there was a strategic fit, because the strategic aims were not initially written out in measurable detail. If the aim was to employ and to empower, while strengthening the institutions, we could qualitatively discern only when institutional capacity building (like in Lubombo) was a clear aim, that the resulting effect of the SDI strategy was significant. The employment and empowerment efforts may have been more disappointing than hoped for. But again this is difficult to discern because it may be too early to observe the trickle down effects. Neither is it easy to measure the many achievements that were recorded, and still then, they will probably look very relative because of the immensity of the problem. In 2001 the South African Government acknowledged that it has failed in its empowerment programme, while a Presidential Summit was convened in 1998 to search for employment solutions. Against this background and given that not more effort is made to measure the results of the efforts to create employment, has to indicate that the SDIs have not left behind an impression of having performed well in terms of their strategic aim. On the one hand this was because government strongly tended towards attracting foreign investment while paying too little attention to the subsequent needs of SMMEs. Moreover is there a need for an integrated and long-term development plan that allows rational choices to be made. Nevertheless, the fact that evaluations are commissioned and that government publicly admits a mistake could be the signs of a learning organisation, which again is the start of a positive process.
AFRIKAANSE OPSOMMING: Ruimtelike Ontwikkelings Inisiatiewe (ROI's) het die Departement Handel en Nywerheid se amptelike beleid in 1995/96 geword om probleme soos werkloosheid en swartbemagtiging deur middel van volhoubare ontwikkeling aan te spreek. Ons stel gevolglik die vraag of die regering 'n strategiese plan gehad het waarbinne die ROI inisiatief gepas het, of dit gewerk het en wat die lesse te leer is? Hierdie kwessie sal in vyf hoofstukke aangespreek word. Die eerste hoofstuk voorsien die leser van die nodige agtergrondinligting oor dergelike inisiatiewe. Die samevatting is hoofstuk ses, maar dit word deur drie ander hoofdstukke voorafgegaan: 'n logiese beoordeling van die ekonomiese determinante (hoofstuk drie), die fasiliterende rol van die regering (hoofstuk vier) en die suksesse, al dan nie, van werkskepping en bemagtiging (hoofstuk vyf). Elke tema word beoordeel in die lig van die vraag of dit bydra to die sukses van ROI's. Aan die een kant is dit moeilik te verklaar of daar 'n strategiese plan was omdat so 'n plan nie vooraf uiteengesit was nie. Indien dit die bedoeling was om werkgeleenthede te skep en om bemagtiging te bevorder, sou mens slegs na enkele inisiatiewe hoef te kyk, bv die Lubombo Plan. In so 'n geval was die suksesse tog beduidend. In die algemeen was die werkverskaffings- en bemagtigingsresultate egter teleurstellend. Dit is moontlik steeds te vroeg om 'n finale oordeel uit te spreek. Op hierdie stadium is dit geen eenvoudige taak om prestasies in die lig van die groter problematiek te meet nie. Bv in 2001 het die regering bevestig dat bemagtigingsprogramme in die lig van die presidensiele beraad van 1998, misluk het. Teen hierdie agtergrond word die indruk geskep dat die ROI's moontlik nie hul strategiese doelwitte bereik het nie. Sedertdien het die regering daarna gestrewe om buitelandse direkte investering na Suid-Afrika te lok deur middel van privatisering en klein, mikro en medium ondernemings te vestig. Die planne was moontlik meer suksesvol. Al hierdie inisiatiewe behoort in 'n enkele langtermyn ontwikkelingsplan opgeneem te word sodat rasionele keuses gemaak kan word. Dan sal daar duidelikheid wees oor die rol en plek van ROI's. Dit bestaan nog nie. Nietemin doen die regering reeds beoordelings van hulle planne met die oog om dit te hersien en die erkenning dat sekere planne nie hulle mikpunte bereik nie, is tekens daarvan dat 'n leerproses aan die orde van die dag is wat tog 'n positiewe begin was.

South Africa has become a significant role player in the international relations since being readmitted into the world community after the first democratic election in 1994. The primary focus of country’s international relations is the African continent. South Africa has played a pivotal role in bringing peace across the continent. There has also been an increase in South Africa’s engagement with the continent on economic and trade issues. South Africa’s economic diplomacy has been scrutinized from different angles. There has been perceptions of a South Africa with imperialists or hegemonic tendencies resembling those of the West. There are also those who view South Africa’s economic role in the continent in the positive light as a contributor to economic growth and development. The South African governments have always preached the notion of the “African agenda” and the interest in fair trade and engagement with the continent. This study assesses different debates regarding South Africa’s economic diplomacy in Africa and explores if this is benefiting the continent’s development. The study also considers if such economic diplomacy has positive spin off for the South African economy. Since economic diplomacy is operated at government level the study also considers how economic diplomacy is coordinated in South Africa. There are a number of recommendations presented for the improvement of economic diplomacy in South Africa.

ENGLISH ABSTRACT: The impact of globalisation can be found in every aspect of human life. Globalisation has also brought about changes in the world of work, such as the call for labour market flexibility, which has restructured the workplace. This study focuses on the implications of labour market flexibility for workers in South Africa and for trade unions, within the context of the introduction of a macroeconomic neoliberal policy in South Africa in 1996. The study examines the changing nature of employment and work in a company in the South African retail sector, namely Pick n Pay. Labour market flexibility comes about as companies try to compete and cut costs at the expense of workers. This implies a reduction of protection and benefits and has resulted in the creation of a ‘working poor’ labour segment. Trade unions have been ineffective in providing a voice and representation for the new working poor. This study argues that under conditions of economic globalisation, trade unions are disempowered and flexible labour market practices are introduced to cut costs in order to maintain market share and increase competitiveness. Economic globalisation has pressurised the South African government, and the African National Congress (ANC), to shift gradually to the right and to adopt a neoliberal macroeconomic policy. This has led to an increase in inequality, unemployment, new forms of insecure jobs and the creation of an informal economy. This study found that instead of creating jobs and alleviating poverty, the government’s Growth, Employment and Redistribution Strategy (GEAR) has resulted in retrenchments, downsizing and restructuring. The unemployed, retrenched and working poor find themselves in the ‘second economy’. The retail sector in particular makes use of labour market flexibility in order to compete for market share. Pick n Pay is an example of a retail company that increasingly makes use of flexible labour market practices. This study found that labour market flexibility has created a situation that trade unions find difficult to deal with, and that labour market flexibility has been accompanied by increasing inequality, which overlaps with race and gender identities. Furthermore, Pick n Pay maintains flexible employment under conditions of increased productivity and contrary to labour legislation.
AFRIKAANSE OPSOMMING: Impak van globalisering kan in elke aspek van mense se lewens waargeneem word. Globalisering het verandering in die wêreld van werk teweeggebring, soos die aandrang op arbeidsmarkbuigsaamheid wat tot die herstrukturering van die werkersmag gelei het. Hierdie studie fokus op die implikasie van arbeidsmarkbuigsaamheid vir werkers in Suid‐ Afrika, en die implikasie vir vakbonde in die konteks van die inwerkingstelling van ’n makroekonomiese neo‐liberale beleid in Suid‐Afrika in 1996. Verder ondersoek die studie die verandering in die aard van indiensneming en werk in ’n Suid‐Afrikaanse maatskappy in die kleinhandelsektor, naamlik Pick n Pay. Buigsaamheid in die arbeidsmag ontstaan wanneer besighede in ’n poging om kompeterend te wees, uitgawes ten koste van werkers besnoei. Dit het gelei tot verhoging in ongelykheid, werkloosheid, nuwe vorme van onsekere werksgeleenthede, en die skepping van ’n informele ekonomie. Die studie bevind dat die regering se Groei, Indiensnemings‐ en Herdistribusiebeleid (GEAR), wat veronderstel was om werk te skep en werkloosheid te verminder, eerder tot meer afdankings, afskaling en herstrukturering gelei het. ENGLISH ABSTRACT: This thesis describes the development of neoliberalism within the global context and explains how this ideology influenced economic policy formulation in post-apartheid South Africa. Policies from the Growth, Employment and Redistribution (GEAR) to the New Economic Growth Path (NEGP) are analysed within the timeframe from 1996 to 2011 to determine how and whether neoliberalism had an impact on policy formulation. The development of neoliberal thinking is historicised to illustrate how it became the dominant ideational framework at the world order level. This was a path dependent process which is traced at the social, institutional and ideational levels. The establishment of the Mont Pelerin Society, the development of the post-Second World War economic order and the development and implementation of the Washington Consensus are important aspects of a counter-ideational challenge to Keynesianism which took place over some 25 years. The rationale behind neoliberalism and the implementation of neoliberal policies is strongly motivated by assumptions such as private property rights, deregulation of trade, finance and production and a form of state which facilitates market dominant policies. Neoliberalism strongly came to prominence during the 1970s and 1980s. During this time increased pressure was placed on the South African apartheid government from outside and inside to implement more market-orientated or neoliberal economic policies. It became increasingly evident that South Africa’s isolation to economic globalisation was not sustainable. At the time of the unbanning of the African National Congress (ANC) and the release of Nelson Mandela in 1990, the ANC did not have a clearly formulated economic programme. Neoliberal thinking gradually gained in influence among ANC leaders and policy makers and after the party resoundingly won the 1994 elections, it seemed that neoliberal thinking became well established, albeit with some important variations and distinctive characteristics. The Growth, Employment and Redistribution programme did not fully achieve its primary goals of employment creation and redistribution, although a period of economic growth (2002-2006) did follow the first phase of its implementation. This led to a rethink and reevaluation of economic policy, particularly after the global financial crisis (2007-2009). The first “rethink” led to the adoption of the Accelerated and Shared Growth Initiative for South Africa (AsgiSA). This shift is regarded by some analysts as an economic transition period from GEAR to a more developmentalist and interventionist policy, but is, in fact, characterised by continuity and is in line with the World Bank’s post-Washington consensus thinking. This period is also characterised by internal tensions within the ANC and the leadership struggle between Jacob Zuma and Thabo Mbeki (the incumbent president and architect of GEAR), Zuma’s victory was regarded as a victory for the left, but was followed by minor concessions and more continuity in policy, notwithstanding the launching of the NEGP in 2011 which spells out some goals for democratising and restructuring the economy. The study concludes that neoliberalism had a unique influence on economic policy formulation in South Africa even though it was not a pure reflection of neoliberal policies. Economic policy formulation in South Africa has undergone constant change and adaptation and reflects the shifting balance of power between the major social forces related to production and finance in the country. At the rhetorical level, policy seems to be moving in the direction of a democratic developmental state and this needs to be viewed within the context of the circumstances which led to the development of the RDP, GEAR and the NEGP.
AFRIKAANSE OPSOMMING: Die tesis beskryf die ontwikkeling van neoliberalisme binne die globale konteks en verduidelik hoe hierdie ideologie ekonomiese beleidformulering in Suid-Afrika beïnvloed het. Ekonomiese beleid vanaf die Herkonstruksie en Ontwikkling-program (HOP), die Groei, Indiensneming en Herverspreiding-program (GIEH) en die Nuwe Ekonomiese Groei-pad (NEGP) word geanaliseer binne die tydsbestek vanaf 1996-2011, ten einde te bepaal hoe en of neoliberalisme ’n impak op beleidsformulering in die land gehad het. Die ontwikkeling van neoliberale denke word histories beskryf ten einde te illustreer hoe dit, op die wêreld-orde vlak, die dominante ideologiese raamwerk vir ekonomiese beleid geword het. Hierdie proses was afhanklik van ’n aantal duidelik lynverwante fases wat nagespoor word op die kontinuum van sosiale, institusionele en idees dimensies. Dit, nieteenstaande die feit dat die NEGP in 2011 lanseer is,met as onderbou die demokratisering en herstrukturering van die ekonomie. Die studie kom tot die gevolgtrekking dat neoliberalisme ’n unieke invloed op ekonomiese beleidsformulering in Suid-Afrika gehad het, selfs al was dit nie ’n suiwer weerspieëling van hierdie denkrigting nie. Ekonomiese beleidsformulering ondergaan voortdurend verandering en aanpassing en weerspieël veranderinge in magsverskuiwinge tussen die vernaamste sosiale magte verwant aan produksie en finansies in die land. Op die retoriese vlak, skyn dit asof beleid besig is om te verander in die rigting van ’n demokratiese onwikkelings-staat en dit moet gesien word binne die konteks van die omstandighede wat gelei het tot die ontwikkeling van die HOP, GIEH en NEGP.

The student protests in South Africa (2015–2017) triggered shifts in pedagogical practices, such that by 2020 many South African higher education institutions had begun to make some concrete moves towards more socially just pedagogies within teaching and learning (Quinn, 2019; Jansen, 2019). In March 2020, however, South Africa went into lockdown as a result of Covid-19, and all higher education teaching became remote and non-synchronous. This paper reports on the effects of the move to remote teaching on the implementation of a new decolonial ‘emplaced’ pedagogy at one South African university. The idea of emplacement draws on the careful incorporation of social space as a teaching tool within the social sciences, such that students can situate themselves as reflexive, embodied persons within concrete spaces and communities which carry particular social, economic and political histories. This paper draws on data from course evaluations and student assignments, as well as a description of course design, to argue that many of the benefits of careful emplacement in historical and contemporary context can happen even where students are never in the same physical spaces as one another or their lecturers. This relies, however, on students’ having access to both the necessary technology and to an environment conducive to learning.

South Africa is a “canary in a coal mine” for the world’s upcoming ecological crises, especially regarding electrical energy provision for a developing modern society, because aspects of the South African situation may be repeated elsewhere when ecological limits constrain economic activity. We describe the South African context in terms of social issues and economic development policies, environmental issues, and the electrical energy situation in the country. We explore implications of the South African context for the provision of electrical energy in terms of development objectives, climate change, the electrical grid, water, and solar, wind, ocean, and hydro energy resources. Thereafter, we explore future directions for electrical energy provision in the country, including some important questions to be answered. Next, we offer a rational way forward, including an assessment favoring concentrated solar power (CSP) as a path of least resistance for decoupling South Africa’s energy use from upstream and downstream environmental impacts. We conclude with some learnable lessons from the South African context for the rest of the developing and developed world.

The state-owned power utility, Eskom, generates about ninety five percent of the electricity produced in South Africa. Plans by the government of South Africa in the mid-nineteen nineties to restructure the electricity industry in the country prevented Eskom from embarking on capacity expansion activities when it was necessary. Load growth, as a result of economic growth and a national electrification programme, caused an erosion of the electricity reserve margin, which was quite massive in the early nineties. The large reserve margin then caused Eskom to reduce operating capacity by mothballing some generating plants and putting them in reserve storage. The current situation is that the reserve margin has dropped to about 17,4 percent and a capacity expansion programme is underway. Though the apparent reserve margin is within the desired range, plant unavailability has diminished the reserve margin in real terms and this does not leave Eskom with much room for planned maintenance and a buffer to manage unplanned maintenance, the result being that plant incidents and technical problems cannot easily be absorbed within the power system to avoid interruption of supply. Also, the new environmental legislation does not help the situation, as it has the potential to shut down generating plants that do not meet the new emissions standard. In addition, there have been problems with the New Build Programme that caused a delay, of over three years, in the delivery of new power, and to compound the problem the Energy Regulator refused recently Eskom’s application for additional tariff increase, which was requested to enable the company provide the finances to cover the shortfall in funding for operational expenses and the New Build Programme. As such, Eskom faces many challenges in meeting its obligation to South Africa, and interventions are in place to manage the situation. In the short term, the key to generation sustainability is improved plant health, brought about by on-time maintenance and correctly-scoped and no-slip outages. This paper presents an overview of the power situation in South Africa, explaining where the country has come from, the plan for long term security of supply, and the challenges faced by Eskom from the generation supply side in meeting the demand load in the short term. Trends in the performance indices indicative of plant health are examined and it is argued that executing planned plant maintenance will improve plant health and, hence, plant availability, which can bring about a turnaround in the short term power supply situation, as Eskom awaits new capacity from the New Build Programme.

The borehole disposal concept (BDC) was first presented to ICEM by Potier, J-M in 2005 [1]. This paper repeats the basics introduced by Potier and relates further developments. It also documents the history of the development of the BDC. For countries with no access to existing or planned geological disposal facilities for radioactive wastes, the only options for managing high activity or long-lived disused radioactive sources are to store them indefinitely, return them to the supplier or find an alternative method of disposal. Disused sealed radioactive sources (DSRS) pose an unacceptable radiological and security risk if not properly managed. Out of control sources have already led to many high-profile incidents or accidents. One needs only to remember the recent accident in India that occurred earlier this year. Countries without solutions in place need to consider the future management of DSRSs urgently. An on-going problem in developing countries is what to do with sources that cannot be returned to the suppliers, sources for which there is no further use, sources that have not been maintained in a working condition and sources that are no longer suitable for their intended purpose. Disposal in boreholes is intended to be simple and effective, meeting the same high standards of long-term radiological safety as any other type of radioactive waste disposal. It is believed that the BDC can be readily deployed with simple, cost-effective technologies. These are appropriate both to the relatively small amounts and activities of the wastes and the resources that can realistically be found in developing countries. The South African Nuclear Energy Corporation Ltd (Necsa) has carried out project development and demonstration activities since 1996. The project looked into the technical feasibility, safety and economic viability of BDC under the social, economic, environmental and infrastructural conditions currently prevalent in Africa. Implementation is near at hand with work being done in Ghana with support from the IAEA. Here the site selection is complete and studies are being carried out to test the site parameters for inclusion into the safety assessment.

Abstract The population of Africa is estimated to be about 1.5 billion, 25% of world population but the continent accounts for only 3.2% of global electricity generation (2.2% coming from South Africa, Egypt, Algeria and Morocco). This translates to the lowest per capita energy of any continent. The rapidly growing population in Africa will inevitably result in the emergence of more African cities and this underscores a need to urgently address the energy poverty concerns presented. The global energy landscape is changing, and Africa finds herself at a vantage point in the complex interplay between energy, development, climate change and sustainability. The need to provide an answer to these concerns is further highlighted by the effects of globalization and climate change. The onus rests on African countries to find a cross-functional solution; one which answers simultaneously to socio-economic and environmental challenges. This involves driving growth in energy supply and hence industrialization via the adoption of a balanced mix that harnesses all energy potential and integrated utilization possibilities. Projected increase in energy demands coupled with emission allowances present a unique opportunity for these countries to put in place plans and infrastructure congruent with the future energy landscape. In contrast to the narrative where African energy is driven majorly by renewables, the continent must first maximize the enormous fossil fuel potentials domiciled in large gas reserves in some of her countries to create an economy that can support a sustainable energy future. Natural gas is expected to play a vital role in the transition to a more environment friendly future of energy, especially in developing countries. This paper aims to present the prospects and challenges of the use of natural gas as a driver of sustainability and energy transition in the developing nations. Nigeria and the Nigerian Gas Master Plan will be taken as a Case Study.

It is sometimes very difficult for an organization to adopt a specific software project management methodology in a short space of time. It requires sufficient time, adequate financial support and skilled human resources in order to start with a comprehensive methodology. It is, however, often more appropriate to use a maturity model so as to progress from one maturity level to the next. Assessment of the maturity level of an organization provides a good benchmark to rate the success of its operations. One such exercise was carried out in South Africa in 2003, and the overall average project management maturity was found to be 2.92 (Sonnekus & Labuschagne, 2004) on a scale of 1 to 5. The maturity level was found to be closely linked to the success rate of projects. In this paper we report on a similar exercise conducted in Mauritius regarding the maturity level of software development projects. The average maturity of software development companies in Mauritius can provide a useful indication of, among others, the current status of software project management with a view of bringing about improvement in this sector. Given that Mauritian software development companies are making use of European/Western software project management methodologies, this study has been carried out and a preliminary attempt was made to also assess their ability to deal with factors related to cultural, social, economic and political situation within the local context. These factors, when incorporated into existing project management methodologies, can bridge the gap between developing and developed countries and also contribute towards the globalization of software project management.

In 2018, the world population is around 7.6 billion, 4.2 billion in urban settlements and 3.4 billion in rural areas. Of this total, according to UN-Habitat, 3.2 billion of urban inhabitants live in southern countries. Of them, one billion, or nearly a third, live in slums. Urban poverty is therefore an endemic problem that has not been solved despite all initiatives taken to date by public and private sectors. This global transformation of our contemporary societies is particularly challenging in Asia and Africa, knowing that on these two continents, less than half of the population currently lives in urban areas. In addition, over the next decades, 90% of the urbanization process will take place in these major regions of the world. Urban planning is not an end in itself. It is a way, human and technological, to foresee the future and to act in a consistent and responsible way in order to guarantee the wellbeing of the populations residing in cities or in their peripheries. Many writers and urban actors in the South have criticized the inadequacy of urban planning to the problems faced by the cities confronting spatial and demographic growth. For many of them the reproduction of Western models of planning is ineffective when the urban context responds to very different logics. It is therefore a question of reinventing urban planning on different bases. And in order to address the real problems that urban inhabitants and authorities are facing, and offering infrastructures and access to services for all, this with the prospect of reducing poverty, to develop a more inclusive city, with a more efficient organization, in order to make it sustainable, both environmental than social and economic. The field work carried out during recent years in small and medium-sized cities in Burkina Faso, Brazil, Argentina and Vietnam allows us to focus the attention of specialists and decision makers on intermediate cities that have been little studied but which are home to half of the world's urban population. From local diagnoses, we come to a first conclusion. Many small and medium-sized cities in the South can be considered as poor cities, from four criteria. They have a relatively large percentage of the population is considered to be poor; the local government and its administration do not have enough money to invest in solving the problems they face; these same authorities lack the human resources to initiate and manage an efficient planning process; urban governance remains little open to democratic participation and poorly integrates social demand into its development plans. Based on this analysis, we consider it is imperative to renovate urban planning as part of a more participatory process that meets the expectations of citizens with more realistic criteria. This process incorporates different stages: an analysis grounded on the identification of urban investment needed to improve the city; the consideration of the social demands; a realistic assessment of the financial resources to be mobilized (municipal budget, taxes, public and international external grants, public private partnership); a continuous dialogue between urban actors to determine the urban priorities to be addressed in the coming years. This protocol serves as a basis for comparative studies between cities in the South and a training program initiated in Argentina for urban actors in small and medium sized cities, which we wish to extend later to other countries of the South

We explored some of the questions posed by digitalisation in an accompanying working paper focused on constitutional theory: Digitalisation, the ‘Fourth Industrial Revolution’ and the Constitutional Law of Privacy in South Africa. In that paper, we asked what legal resources are available in the South African legal system to respond to the risk and benefits posed by digitalisation. We argued that this question would be best answered by developing what we have termed a 'South African public law perspective'. In our view, while any particular legal system may often lag behind, the law constitutes an adaptive resource that can and should respond to disruptive technological change by re-examining existing concepts and creating new, more adequate conceptions. Our public law perspective reframes privacy law as both a private and a public good essential to the functioning of a constitutional democracy in the era of digitalisation. In this working paper, we take the analysis one practical step further: we use our public law perspective on digitalisation in the South African health sector. We do so because this sector is significant in its own right – public health is necessary for a healthy society – and also to further explore how and to what extent the South African constitutional framework provides resources at least roughly adequate for the challenges posed by the current 'digitalisation plus' era. The theoretical perspective we have developed is certainly relevant to digitalisation’s impact in the health sector. The social, economic and political progress that took place in the 20th century was strongly correlated with technological change of the first three industrial revolutions. The technological innovations associated with what many are terming ‘the fourth industrial revolution’ are also of undoubted utility in the form of new possibilities for enhanced productivity, business formation and wealth creation, as well as the enhanced efficacy of public action to address basic needs such as education and public health.

The current COVID-19 epidemic is both a health and societal issue; therefore, groups historically excluded and marginalised in terms of healthcare will suffer if COVID-19 vaccines, tests, and treatments are to be delivered equitably. This rapid review is exploring the social and cultural challenges related to the roll-out, distribution, and access of COVID-19 vaccines, tests, and treatments. It highlights how these challenges impact certain marginalised groups. Case studies are taken from sub-Saharan Africa (the Democratic Republic of Congo, South Africa), with some focus on South East Asia (Indonesia, India) as they have different at-risk groups. Lessons on this issue can be learned from previous pandemics and vaccine roll-out in low- and mid-income countries (LMICs). Key points to highlight include successful COVID-19 vaccine roll-out will only be achieved by ensuring effective community engagement, building local vaccine acceptability and confidence, and overcoming cultural, socio-economic, and political barriers that lead to mistrust and hinder uptake of vaccines. However, the literature notes that a lot of lessons learned about roll-out involve communication - including that the government should under-promise what it can do and then over-deliver. Any campaign must aim to create trust, and involve local communities in planning processes.

This report maps the African landscape of Open Science – with a focus on Open Data as a sub-set of Open Science. Data to inform the landscape study were collected through a variety of methods, including surveys, desk research, engagement with a community of practice, networking with stakeholders, participation in conferences, case study presentations, and workshops hosted. Although the majority of African countries (35 of 54) demonstrates commitment to science through its investment in research and development (R&D), academies of science, ministries of science and technology, policies, recognition of research, and participation in the Science Granting Councils Initiative (SGCI), the following countries demonstrate the highest commitment and political willingness to invest in science: Botswana, Ethiopia, Kenya, Senegal, South Africa, Tanzania, and Uganda. In addition to existing policies in Science, Technology and Innovation (STI), the following countries have made progress towards Open Data policies: Botswana, Kenya, Madagascar, Mauritius, South Africa and Uganda. Only two African countries (Kenya and South Africa) at this stage contribute 0.8% of its GDP (Gross Domestic Product) to R&D (Research and Development), which is the closest to the AU’s (African Union’s) suggested 1%. Countries such as Lesotho and Madagascar ranked as 0%, while the R&D expenditure for 24 African countries is unknown. In addition to this, science globally has become fully dependent on stable ICT (Information and Communication Technologies) infrastructure, which includes connectivity/bandwidth, high performance computing facilities and data services. This is especially applicable since countries globally are finding themselves in the midst of the 4th Industrial Revolution (4IR), which is not only “about” data, but which “is” data. According to an article1 by Alan Marcus (2015) (Senior Director, Head of Information Technology and Telecommunications Industries, World Economic Forum), “At its core, data represents a post-industrial opportunity. Its uses have unprecedented complexity, velocity and global reach. As digital communications become ubiquitous, data will rule in a world where nearly everyone and everything is connected in real time. That will require a highly reliable, secure and available infrastructure at its core, and innovation at the edge.” Every industry is affected as part of this revolution – also science. An important component of the digital transformation is “trust” – people must be able to trust that governments and all other industries (including the science sector), adequately handle and protect their data. This requires accountability on a global level, and digital industries must embrace the change and go for a higher standard of protection. “This will reassure consumers and citizens, benefitting the whole digital economy”, says Marcus. A stable and secure information and communication technologies (ICT) infrastructure – currently provided by the National Research and Education Networks (NRENs) – is key to advance collaboration in science. The AfricaConnect2 project (AfricaConnect (2012–2014) and AfricaConnect2 (2016–2018)) through establishing connectivity between National Research and Education Networks (NRENs), is planning to roll out AfricaConnect3 by the end of 2019. The concern however is that selected African governments (with the exception of a few countries such as South Africa, Mozambique, Ethiopia and others) have low awareness of the impact the Internet has today on all societal levels, how much ICT (and the 4th Industrial Revolution) have affected research, and the added value an NREN can bring to higher education and research in addressing the respective needs, which is far more complex than simply providing connectivity. Apart from more commitment and investment in R&D, African governments – to become and remain part of the 4th Industrial Revolution – have no option other than to acknowledge and commit to the role NRENs play in advancing science towards addressing the SDG (Sustainable Development Goals). For successful collaboration and direction, it is fundamental that policies within one country are aligned with one another. Alignment on continental level is crucial for the future Pan-African African Open Science Platform to be successful. Both the HIPSSA ((Harmonization of ICT Policies in Sub-Saharan Africa)3 project and WATRA (the West Africa Telecommunications Regulators Assembly)4, have made progress towards the regulation of the telecom sector, and in particular of bottlenecks which curb the development of competition among ISPs. A study under HIPSSA identified potential bottlenecks in access at an affordable price to the international capacity of submarine cables and suggested means and tools used by regulators to remedy them. Work on the recommended measures and making them operational continues in collaboration with WATRA. In addition to sufficient bandwidth and connectivity, high-performance computing facilities and services in support of data sharing are also required. The South African National Integrated Cyberinfrastructure System5 (NICIS) has made great progress in planning and setting up a cyberinfrastructure ecosystem in support of collaborative science and data sharing. The regional Southern African Development Community6 (SADC) Cyber-infrastructure Framework provides a valuable roadmap towards high-speed Internet, developing human capacity and skills in ICT technologies, high- performance computing and more. The following countries have been identified as having high-performance computing facilities, some as a result of the Square Kilometre Array7 (SKA) partnership: Botswana, Ghana, Kenya, Madagascar, Mozambique, Mauritius, Namibia, South Africa, Tunisia, and Zambia. More and more NRENs – especially the Level 6 NRENs 8 (Algeria, Egypt, Kenya, South Africa, and recently Zambia) – are exploring offering additional services; also in support of data sharing and transfer. The following NRENs already allow for running data-intensive applications and sharing of high-end computing assets, bio-modelling and computation on high-performance/ supercomputers: KENET (Kenya), TENET (South Africa), RENU (Uganda), ZAMREN (Zambia), EUN (Egypt) and ARN (Algeria). Fifteen higher education training institutions from eight African countries (Botswana, Benin, Kenya, Nigeria, Rwanda, South Africa, Sudan, and Tanzania) have been identified as offering formal courses on data science. In addition to formal degrees, a number of international short courses have been developed and free international online courses are also available as an option to build capacity and integrate as part of curricula. The small number of higher education or research intensive institutions offering data science is however insufficient, and there is a desperate need for more training in data science. The CODATA-RDA Schools of Research Data Science aim at addressing the continental need for foundational data skills across all disciplines, along with training conducted by The Carpentries 9 programme (specifically Data Carpentry 10 ). Thus far, CODATA-RDA schools in collaboration with AOSP, integrating content from Data Carpentry, were presented in Rwanda (in 2018), and during17-29 June 2019, in Ethiopia. Awareness regarding Open Science (including Open Data) is evident through the 12 Open Science-related Open Access/Open Data/Open Science declarations and agreements endorsed or signed by African governments; 200 Open Access journals from Africa registered on the Directory of Open Access Journals (DOAJ); 174 Open Access institutional research repositories registered on openDOAR (Directory of Open Access Repositories); 33 Open Access/Open Science policies registered on ROARMAP (Registry of Open Access Repository Mandates and Policies); 24 data repositories registered with the Registry of Data Repositories (re3data.org) (although the pilot project identified 66 research data repositories); and one data repository assigned the CoreTrustSeal. Although this is a start, far more needs to be done to align African data curation and research practices with global standards. Funding to conduct research remains a challenge. African researchers mostly fund their own research, and there are little incentives for them to make their research and accompanying data sets openly accessible. Funding and peer recognition, along with an enabling research environment conducive for research, are regarded as major incentives. The landscape report concludes with a number of concerns towards sharing research data openly, as well as challenges in terms of Open Data policy, ICT infrastructure supportive of data sharing, capacity building, lack of skills, and the need for incentives. Although great progress has been made in terms of Open Science and Open Data practices, more awareness needs to be created and further advocacy efforts are required for buy-in from African governments. A federated African Open Science Platform (AOSP) will not only encourage more collaboration among researchers in addressing the SDGs, but it will also benefit the many stakeholders identified as part of the pilot phase. The time is now, for governments in Africa, to acknowledge the important role of science in general, but specifically Open Science and Open Data, through developing and aligning the relevant policies, investing in an ICT infrastructure conducive for data sharing through committing funding to making NRENs financially sustainable, incentivising open research practices by scientists, and creating opportunities for more scientists and stakeholders across all disciplines to be trained in data management.

The Panel discussion titled “The Presidential Employment Stimulus: Research Opportunities”, was hosted on 10 December 2020 by the Department of Science and Innovation (DSI) and the Academy of Science of South Africa (ASSAf) at the Science Forum South Africa (SFSA) 2020. The Presidential Employment Stimulus was launched in parliament on 15 October as part of government’s Economic Recovery Strategy. It directly funds 800,000 employment opportunities that are being implemented within the current financial year, but it is anticipated that it will also become a medium-term programme. The stimulus includes public employment programmes, job retention programmes and direct support to livelihoods. The single largest programme is run by the Department of Basic Education, which, in the last fortnight, recruited 300,000 young people as school assistants, to assist schools to deal with the setbacks faced as a result of the pandemic. The stimulus supports employment in the environmental sector and over 75,000 subsistence producers are receiving production grants through an input voucher scheme. There is a once-off grant to assist over 100,000 registered and unregistered Early Childhood Development Practitioners back on their feet, as well as a significant stimulus to the creative sector. The session set out to provide an introduction to the Presidential Employment Stimulus Programme (PESP), a key programme within government’s economic recovery plan led by Dr Kate Philip. The key objective was to get input from the research community on how the work that they are already doing and future work could contribute to the M&E efforts and be augmented in such a way that the PESP could become a medium-term programme. The DSI plans to hold further engagements in 2021 to mobilise the wider research community to provide evidence-based research in order to shape the research agenda that would support the M&E work and identify short-term issues that need to be factored into the department’s work plans, under the guidance of Dr Philip.
