This article discusses the questions of providing assistance by foreign countries and international organizations to the Kingdom of Jordan. Jordan is in the grip of Syrian crisis reflected in arrival of a significant number of refugees. This, in turn, affects the deterioration of the economic situation and security in the state. Jordan has received assistance from the Gulf Cooperation Council that played a key role in aiding Jordan during the local protests. The article uses the content analysis for declarations of Jordan, initiated by the Ministry of International Cooperation; as well as complex approach towards understanding an international subject that greatly contributes to this assistance. It is concluded the most assistance is provided by the United States and the neighboring Arab countries, which influences the political views of Jordan upon regional crucial problems. At the same time, Jordan faces financial deficit that led to organization of local demonstration on the Kingdom and put the Jordanian government into a situation of serious crisis.

The peculiarities of the policy of contemporary Jordan in light of shortages of natural resources and problems of a socio-economic nature include stimulation of the research and development sector, as well as the creation of an effective innovation system. The purpose of the article is to conceptualize the priorities, main directions, forms and results of the European Union's assistance to scientific, technological and innovative development of Jordan since 2010s. The study reveals the synergy of EU assistance in the implementation of Jordan's policy to strengthen its competitiveness in the field of science, technology and innovation in the form of programs and projects at the multilateral and bilateral level. The article substantiates the conclusion about the contradictory nature of the results of this assistance. While it increases the research potential of Jordan, the EU is not interested in integrating the country into global value chains. This leads to a slowdown in its economic development and simultaneously to a slowdown in the development of the national innovation system due to the lack of effective commercialisation of knowledge and technologies in the national and international markets. Jordan's integration into the European Research Area involves solving a number of problems, for example, participation in the process of establishing priorities for regional cooperation in science and technology.

This article analyzes Japan’s Overseas Development Assistance (ODA) policy in Jordan, focusing primarily on the areas concerning security. After the oil shock in 1973, security concerns in the Middle East affected Japan’s economic security policy. However, Japan’s long vulnerability in energy supply was not the sole determinant of its aid policies in the Middle East. Rather, a paradigm shift in the Japanese government’s ODA policy in the 1990s, the implementation of the human security approach, had a greater impact than economic security in subsequent Japanese ODA programs in Jordan. Japan has given more assistance to areas relevant to military security in its ODA in Jordan, particularly after increasing security concerns about the Middle East since the early twenty-first century. The two phenomena—Japan’s more aggressive commitment in the Middle East, including its deployment of Japan Self-Defense Forces (JSDF) in the region and Jordan’s greater responsibility in regional security—occurred simultaneously because of a series of crises after 2003. The unusual nature of Jordanian society today, a small society that hosts refugees from many nations, means the new Japanese ODA approach in Jordan has more diverse recipients than ever, as the country is becoming a host for a community of refugees.

Jordan is heavily affected by the influx of over 1.4 million Syrians among them 655,000 registered refugees. Today, the country has been struggling to provide housing, water, education, healthcare and jobs to its increased population and this huge number of Syrian refugees. When Syrians first arrived to Jordan they received assistance and sympathy from the host communities but once it became clear that they are here to stay and started to compete with local population for food, housing, jobs and services things started to change. Host communities in Mafraq and elsewhere in the country became weary of refugees, as the two groups have to compete over such scarce socio-economic resources and would rather see Syrians go back to their country. The study recommends more international aid to Jordan to enable the government to provide food, jobs and services to its population and refugees. The government should provide economic aid for the local population in Mafraq to help them cope with the refugees’ crisis.

Local governments play an important role in the economic and social development of local services provided to localities. In Jordan, local governments face problems and challenges that impede this development. The purpose of this descriptive study is to investigate the magnitude of challenges faced by local governments using a random sample (251) of mayors and heads of provincial governorates. Qualitative methods with a purposive sample employing twenty in-depth face-to-face interviews were conducted to identify the major challenges. After analyzing data using the SPSS, the study pointed out that the lack of financial resources and the lack of independence of local government in managing local funding is another major challenge. The study revealed that environmental protection was the biggest challenge. Responsiveness and public participation are other challenges faced by local governments. Based on the study results, the recommendation and provision of centralized technical assistance are required to maintain environmental protection. However, capacity building for local employees is a must. The critical financial position of local governments needs to be addressed by re- evaluating the share of funds allocated to local units.

The research aimed to study the contribution of the Islamic economy in reducing the unemployment problem caused by Corona pandemic (Covid-19) in the Jordanian labor market. The study used the descriptive analytical approach and the inductive approach. One of the most important results of the study was that the Corona pandemic and its accompanying economic repercussions had caused an increase in the unemployment rate in Jordan, and that the Islamic economics tools and institutions have contributed to mitigating this increase. The Jordanian Zakat Fund, Awqaf Funds Development Department, and donations to the Al-Khair Account, contributed to mitigating the economic effects of the Corona pandemic on the Jordanian labor market. Jordanian Islamic banks also contributed, through Al-Qard Al-Hasan, to mitigate the effects of the pandemic on unemployment. The study recommended the need to urge the rich to provide financial assistance in its forms, and encouraging investment in projects that employ large numbers of unemployed.

Social media networks have become a prominent role in forming social relations, especially among university students, the transmission of information, the circulation of data, and the spread of topics among students and all members of society. In addition, these networks reflect how people think, their lifestyles, and what issues they think about. Through them, we can study the prevailing behavior patterns, including the stereotypical or mental image of Syrian students in Jordan. Therefore, the current study aimed to identify the nature of the mental image of Syrian students in Jordanian universities as reflected by social media and to know the mental image in its various economic, political, and entertainment aspects that social media reflects on Syrian students. Also, the study looked at revealing patterns of social media use among students. The study followed the descriptive approach to achieve these objectives. A questionnaire was used on a sample of Jordanian university students. The results concluded that the Syrian students in Jordan live in good conditions and are treated well by the people of Jordan. Also, students in Jordanian universities do not differentiate between students according to their nationalities. Syrian students only suffer from poor material living conditions and suffer bad psychological conditions because of immigration and leaving their homelands. The material assistance provided by international organizations can significantly alleviate their suffering, and the image formed about them among the Jordanian people is a good one. Finally, Jordan did not witness any negative actions by these students. Rather, they reflected the good image of the Syrian Arab student. In light of the results, the study presented some recommendations and suggestions.

The European Union has drawn on its migration policy in the Middle East and North Africa as a method of region-building that takes resilience as its “Governing Principle” when responding to crises. The central theme of resilience is to keep refugees closer to their home instead of flowing into Europe. This approach might be promising, yet it has both positive and negative effects. In the absence of adequate resources, resilience building may exacerbate the economic, political and social vulnerabilities already existing in these countries. In addition, resilience does not seem to put an end to the refugees’ suffering which, in turn, leads to increasing demands for better services, which could ultimately lead to violent riots that endanger the security of these states. Hence, resilience may seem to jeopardise rather than safeguard the security of these hosts. However, considering the case of displacement from Syria, the article focuses on the EU’s approach to refugees in its neighbourhood, and attempts an in-depth analysis of the EU’s refugee cooperation with Jordan, one of the key regional hosts, to argue that while resilience might be an approach with opposing effects, the EU and Jordan are working to make it a promising one. Their focus is to maintain a balance between the interests of refugees and of local communities. More importantly, the role of resilience in preserving Jordan’s economic and social stability and its social cohesion makes it a more promising approach than simply providing humanitarian assistance.

In migration studies, humanitarian work and workers are studied as benefactors or managers of migrants and refugees. This article inverts the gaze from “researching down” refugees to “studying up” the humanitarian structure that governs them. The article studies how the humanitarian industry ballooned after the Syrian refugee response in Jordan due to the influx of expatriate humanitarians as economic migrants from the global North to refugee situations in the host country in the global South. It examines the global division of mobility and labor among expatriate, local, and refugee humanitarian workers, investigating the correlation between geographic (horizontal) mobility and social/professional (vertical) mobility, demonstrating that the social and professional mobility of workers depends on their ability to access geographic mobility. Thus, rather than advocating for and facilitating global mobility, the humanitarian industry maintains a colonial division of labor and mobility. This raises the question: who benefits most from humanitarian assistance?

Introduction Vaccination against coronavirus disease (COVID-19) is a key factor in protecting vulnerable populations, reducing healthcare burdens, and mitigating the economic and social impacts of the pandemic. Objective This study aims to investigate Jordanian nurses’ perceptions, acceptance, and factors affecting their decisions toward the COVID-19 vaccines. Methods In this study, we conducted a cross-sectional design. Data have been investigated between July 1, 2021 and August 30, 2021. Nurses at three private hospitals in Jordan were surveyed online. The online survey, created using Google Forms, was distributed to nurses via email and social media sites (e.g., WhatsApp and Facebook). Participants were eligible if they were a RN nurse and/or nursing assistance, and had access to the internet via computer and/or smartphone. Results Out of 189 responses, 50.6% agreed to receive the COVID-19 vaccine, while 25.5% disagreed, and 23.9% were undecide to receive the vaccine. A large proportion (84.66%) of the respondents had a negative perception toward the vaccine, while only a small minority (15.34%) had a positive perception of it. The older nurses, those with more experience, and those with a higher level of education were more likely to accept the vaccine, with acceptance rates of 56.1%, 54.8%, and 63.9%, respectively. Conclusion Of the nurses surveyed, 84.66% had a negative perception of the COVID-19 vaccine, and only 50.6% reported that they would be willing to get vaccinated. It is crucial to address the concerns and reduce apprehension among nurses about the vaccine. Efforts to increase awareness about the importance of vaccination in controlling the disease through workshops and online meetings are needed.

Strong, effective, economic assistance programs are a crucial part of U.S. foreign policy. They are a primary instrument for advancing U.S. national interests, enhancing global stability, expanding economic opportunities, and promoting American democratic values. From 2004 through 2010, the United States donated more than $16 billion in economic assistance to countries in the Western Hemisphere. Some ask why the United States spends so much money abroad on humanitarian programs and infrastructure investments in developing states. To address this question, this thesis looks at Colombia and Mexico, both of which are of crucial strategic importance to the United States. Under Plan Colombia (20002006), U.S. economic assistance and staunch political will enabled Colombia to improve from 14th (2005) to 57th (2013) on the Failed State Index scale. As a result, Colombia has also emerged as a stronger U.S. partner in the Western Hemisphere. The Colombian experience was historically specific, but lessons can be extracted for Mexico, even though its history and relationship with Washington is very different. In particular, the recent Merida Initiative (Plan Mexico; 2008present) can benefit immensely from being carefully evaluated in light of the earlier success of Plan Colombia.

The purpose of this dissertation is to study the planning and budgeting processes in Jordan to determine whether the findings of Caiden and Wildavsky about those processes in other poor countries generally are applicable to Jordan. An attempt is made to answer the research questions by comparing data from national plans, budgets, and expenditures during a fifteen-year period (1970-1984). In Jordan, as in other developing nations, the role of planning and budgeting is highly significant to the success of the country's hopes for development. This research tries to evaluate the role of planning and budgeting as policy instruments in the process of development in Jordan. The second focus of the dissertation concerns the possibilities and problems of assessing the impact of governmental policies on development. Specifically, an assessment is made to determine the impact of governmental expenditures on development as evidenced in Jordan s gross national product during the last fifteen years. The following questions are addressed in order to examine the impact of government action on economic development. First, what are the impact and significance of government expenditures, as a combined measure, on the gross national product in Jordan? Second, which governmental expenditure areas provide the greatest contribution to an increase in the Jordanian GNP? Data for Jordan are compared with Caiden and Wildavsky's assumptions about planning and budgeting in poor countries, and conclusions are drawn about how planning and budgeting have influenced economic and social development in Jordan.

Annotation:
This study examines Jordan's development policy and analyzes the role of Jordan's external public borrowing in economic development during the period 1967-1983. Mainly, Jordan's rapidly increasing external indebtedness is related to its development strategy which is based on the concept of unbalanced growth . This strategy has emphasized' the concentration of development resources (including external loans) in certain areas (e . g . Amman and Zarka) and certain economic sectors (e.g. industry and service) which are assumed to be growth propelling. The agricultural sector has been seriously ignored in Jordan's development process. Jordan's growth has been quite impressive, but the problems of poverty and inequality have remained intact. On an ave rage, the real growth rate of t he GNP was 7 percent per year during the period of study. However, the Jordanian economy suffers not only from inequality i n income distribution but also in opportunity (i.e . lack of access to goods and services). In order to show the impact external borrowing has on Jordan's economic growth and on a set of macroeconomic variables , an econometric model based on the production function approach was developed and a set of regression equations was specified. The findings of the model and a series of regress ion analyses showed that external borrowing was negatively associated with GOP growth rate and domestic savings. Howe ver , it was positively associated with in vestment, imports and exports. The association with consumption was positive, but statistically insignificant. Overall, external debt retarded economic growth and didn't help to reduce Jordan 's deficits during the 1967-1983 period. Increasing debt deteriorate the balance thereby affecting the service obligations recently may of payments in the near future, level of Jordan's international reserves and possibly threatening its development process. Hence, it is argued that Jordan should adopt vital policy measures to curb its external debt burden.

Financial inclusion implies the possibility for individuals to easily access financial services; this has a major role in supporting small and medium enterprises, economic empowerment of women, supporting economic growth and it is the basis of sustainable development. The purpose of research is to identify the determinants of financial inclusion, the reality of women in Jordan and Arab countries in the labor market, access to financial services, the problems experienced by the economy of Jordan and small and medium enterprises; the qualitative approach is used to investigate the problem of the study. The study concluded that determinates of financial inclusion are: economic variables, physical infrastructure variables and banking variables. Increasing female access to financial services enhances women's financial independence and achievement of economic opportunities. In Jordan the percentage of women’s participation in the labor force is 18.1%, and the percentage of financial inclusion is 26.6%; compared to the global average it is 64.8% and there is a reciprocal relationship between financial inclusion and women’s economic empowerment. The most important recommendations of the study are: it is necessary to eliminate the obstacles of financial inclusion (economic variables, physical infrastructure variables and banking variables), and the Central Bank urges banks to ease the conditions for opening an account and obtaining loans, especially for women and small projects, which contributes to increasing the domestic product and economic growth. Keywords: financial inclusion, economic empowerment of women, SMEs, economic growth, financial inclusion index

Annotation:
Youth violence, particularly targeting the state as well as engagement in violent extremism, has been a persistent feature in Jordan over the past decade. There are numerous factors driving this: economic, political and social marginalization of young people; a search for purpose (in the case of religious extremism); and ineffective youth policies on the part of the government. Other key forms of marginalization in Jordan are ethnicity, gender and disability. With regard to community security mechanisms, Jordan has made efforts to introduce community policing. These link in with traditional tribal dispute resolution mechanisms, but the impact on youth is unclear. Psychosocial support for youth is important. Interventions will vary depending on needs and context, but sport and education (learning spaces) are especially effective avenues to reach young people. This review drew on a mixture of academic and grey literature. While it found significant literature about youth protests in Jordan (in particular in the early 2010s) and on drivers of youth violence, as well as other forms of marginalization in the country, there was very little on community security mechanisms – whether formal or informal. The review identified several sources of recommendations for psychosocial support programming (for youth), but few evaluations of such interventions specifically targeting youth in other countries. Overall, there are gaps in the evidence base, highlighting the need for further research.

This paper examines gender and age differences in the labor supply of households in Jordan, and the impact of young women’s employment on gender and generation relations. The objective of the study is to address the issues of gender and generation as factors influencing accessibility to labor markets, and to provide a broader understanding of female employment by exploring age-related factors. Empirically, the study looks at the disproportionate workforce participation of young urban single women in Amman, Jordan, and argues that this generation of working women is evidence of a new stage in the lives of Jordanian women: single employed adulthood. It looks at a specific “time” in the social and economic lives of households and individuals. Within this context, the paper constructs a profile of employment characteristics of adult household members to explore the intersecting influences of age and gender and the specific positions of young women. It then addresses how normative gender and generation hierarchies within households respond to these phenomena of young women’s work, their prolonged single status, and their expanding horizons.
