Annotation:
The aim of this article is to provide a theoretical and methodological substantiation of the conceptions of economic growth and economic development in the context of their interconnection and differences. This is achieved through the prism of the dialectical approach, synergistic approach, normative approach, cyclical theory of economic development, economics of happiness, and theory of sustainable development. The main reasons why economic growth should not be considered as a process identical to economic development are highlighted. It is substantiated that economic development is a more expansive concept than economic growth, which is a component of economic development. Economic growth is perceived as a desirable outcome of economic activity, while economic development, due to its dialectical nature, is progressive and regressive, involving alternating stages of growth and decline. In cyclical theories, economic growth typically coincides with the upswing phase of constantly repeating cycles of economic development. The analysis indicates that there is no singular methodological approach to determining the level of economic development. In contrast, economic growth is typically assessed based on GNP and other metrics. Development economics employs a range of indicators, including life expectancy, poverty, unemployment, income inequality, education, healthcare, happiness, freedom, and others. From the perspective of sustainable development economics, an excessive focus on quantitative indicators of economic growth without considering the cumulative effects of economic activity can be described as "growth without development." This approach may jeopardize the long-term progress of humanity. It is substantiated that economic growth can be predicted within a certain time period, provided that the economic system maintains relative stability at the same level of development. Conversely, economic development is a challenging to predict process, dependent on random fluctuations that cannot be predicted. Consequently, the modeling of economic development necessitates the convergence of the exact and social sciences, interdisciplinary synthesis, which represents an important area for further research.

Epistemology is essential for probing the fundamental issues of the management sciences, included the ‘economic control process’. The paper aims to highlight the connections between economia aziendale, the typical Italian research program, as well as the traditional research programs of Continental European Countries, with a theoretical reconstruction founded also on modern epistemological issues. One fundamental question, for instance, is about the ‘true’ information or knowledge conveyed by a financial statement, taking into account that economia aziendale, the general system, was conceived as consisting of interrelated sub-systems of management, organization and data gathering for planning and control. The ‘economic control’, both antecedent, concomitant and subsequent, refers to the azienda, the economic entity, that is to every kind of economic unit, not only to the business enterprise.The ‘economic control’ is concerned with social responsibility, ethical conduct, as well as with ‘evidence’, ‘proof’, opinions and judgments. The credibility of a hypothesis depends on the associated evidence, so it is not independent from the strength of the entire argument, ‘evidence plus hypothesis’. The ‘degree of confidence’ implies probability, specifically the bayesian approach for modifying early prior valuations in the light of further information, obtaining revised posterior probabilities. The essential requirement of a proof is that it is ‘psychologically satisfying’; the problem of the controller’s independence stresses the controlling ethical standards. The code of ethics and rules of conduct should serve to identify responsibilities and aims involved – greater accountability through better information about ends and means – and to underline the need for a theoretical foundation about ethics of accounting and economic controlling. Of particular interest is the dichotomy ‘subjective-objective’ related also to economic reality, every kind of reality, included physical as well as cultural ones. This brings directly in the field of accounting and ‘entity economics’ metaphors. The economic controlling process is tightly connected to interpersonal analogy and to the ‘social agreement approach’ to ‘objectivity’ and scientific methodology. There is often no possible control through ‘correspondence’ with definite aspects of reality, economic-financial events themselves. System theorists employ many concepts that correspond to ‘independent reality’ only through ‘indicator hypotheses’ such as ‘business income’ magnitude, the best proxy of the economic efficiency of the ‘business entity’.

Annotation:
The articles deals with problems of different development of rural areas and their factors. In usual analysis of rural development, the position of agriculture is interpreted in broad range of opinions from the neglectable role to its non-substitutability in rural economics. The article follows strong sides of these concepts at simultaneous reduction of their weaknesses and is focused on problems of investigation of the mutual influence of endogenous as well as exogenous industries on rural regions. Applied approach leads to setting up model of economic base and deriving of multiplicators of rural development. It is obvious from the analysis that nonagricultural subsidy programs supporting development of the others industries in region have indirect influence upon its agriculture too. In different regions, this influence varies due to the factors investigated in the paper.

Economic aspects of globalization are related to the increasing economic integration and interdependence on a global level through the processes of overall trade and financial liberalization and deregulation, minimization the role of the state, domination of market principles and mechanisms, and appearance of new actors on international economic scene. Ideological background of the new globalization wave is neoliberalism or market fundamentalism that is institutionalized in the form of trilateralism in international economic relations. Trilateralism includes concentrating the power of governing and regulation of international relations on three regional blocks in the world economy (SAD, Western Europe and Asia) and three international economic institutions (IMF, WTO and WB) that regulate specific area of international economic relations. Although globalization represents huge potential for creation of enormous economic prosperity these benefits aren't evenly distributed, so there exists an increasing gap between the wealthy and the poor that deepens the discontents of the globalization process. Considering that the only alternative is autarky and isolation of economy, globalization cannot be an option, but a reality that must be accepted, however, not at the cost of annulling national interests and sovereignty, degrading economic positions and initiating enormous social tensions.

Introduction. For the recent years telemedicine (TM) has been actively integrated into daily life, and its growth was especially significant during COVID-19 pandemic. However, its economic component has its own specificities depending on the health financing system. The aim of this article is to analyze reasons of economical inefficiency of TM technologies in different health financing systems and to determine its further development path in economic terms. Results. It’s not justified to expect cost reduction of health care after integrating TM technologies into medical practice. In private health-care system TM technologies in the form of TM consultation aren’t cost-effective for beneficiaries. Representatives of private clinics use TM as a part of lead generation. From private clinics’ point of view, it’s cost-effective to use distant monitoring technologies integrated into programs of patients’ management. It’s economically appropriate to apply all varieties of TM including TM consultation on the voluntary health insurance (VHC) system. However, due to the low prevalence of VHC in Russia we can’t expect significant growth of TM in Russia based on using this sector. Conclusions. TM technologies require financing in its formative stage, implementation, development and further functioning phases.

Objective: To review what is known about the cost of leg ulcers, and venous leg ulcers in particular. Method: Searches of the Medline and Cochrane Library databases. Reviewing reference lists of personally gathered articles in the field of chronic leg ulcers. Synthesis: Most publications dealing with the economics of leg ulcers are cost studies assessing the cost of different dressings or bandages, and only a few have given estimates of the total costs of leg ulcer management. The latter, in conjunction with accurate epidemio-logical data, are essential to estimate the nationwide costs of leg ulcer management. The costs consist of direct and indirect costs for society. Direct costs are mainly staff costs for managing dressing-changes. Based on the few estimates made, approximately 1% of the total health care costs in the western world are likely to be used for management of chronic leg ulcers. To reduce the costs of leg ulcer management a reduction in the frequency of dressing-change is recommended. Improved use of high technology, such as duplex Doppler diagnostics and varicose vein surgery, is also likely to be cost-effective. On the basis of two health economic analyses leg ulcer clinics alone do not appear to reduce the costs of leg ulcer management, mainly because of an inability to prevent recurrent ulceration. Conclusion: The cost implications of chronic leg ulcers are insufficiently studied but there is no doubt that managing patients with leg ulcers takes a substantial proportion of the health care budget. More health economic analyses are needed to define the best treatment in order to reduce total costs.

Economic aspects of prevention refer to the costs and benefits associated with measures aimed at preventing various problems and risks. Prevention can include measures aimed at preventing disease, crime, harmful behavior, environmental problems and other areas. There are several important economic aspects of prevention: cost reduction, productivity gains, social and human benefits and long-term sustainability. It is important to realize that prevention requires initial investments and often its economic impact is not immediately visible. However, a long-term evaluation of costs and benefits shows that prevention can be an economically beneficial strategy that brings a large number of socioeconomic benefits for the individual and society as a whole.

The problem of national and economic security is of particular relevance in the period of the formation and development of a market economy, which in modern conditions is characteristic of both Russia and the CIS countries. In the event of an economic stagnation, the possibility of its resilience and adaptability to internal and external threats is sharply reduced. Violation of proportions and connections between different components of the system leads to its destabilization and is a signal of the economy's transition from a safe state to a dangerous one.Economic security is fully achieved when its degree of dependence on the dominant economy does not exceed the limit that threatens to lose national sovereignty, a significant weakening of economic power, a significant decrease in the standard of living and health of the nation, disrupting the achievement of global strategic goals.

The transport of oversized cargo is becoming more and more popular, which is related to the construction of, inter alia, wind farms to generate electricity in mountain areas or on the coast of the Baltic Sea. Internet communication networks are expanding, thus requiring the construction of new relay towers. Non-divisible elements to be transported are getting longer and more difficult to be delivered and installed in the field. All this must be met by forwarding and transport of industrial long cargo. Such a situation requires specialized vehicles, monitoring and optimization of travel routes.

This paper contemplates on relevant socio-economic factors which have influence on variability of the scope and directions of commuting flows, with special emphasis on situation in Serbia. Due to the need for balance between work and family life, this specific form of population?s mobility often represents alternative for migration. It also has numerous implications on both commuters and their households, places of residence and work and society in general. Effects of sex, marital status, education, occupation, size and structure of a household, as well as local community onto participation in commuting and time/distance of traveling to work have been discussed. The results revealed that, apart from economic factors, non-economic ones also have important role in commuting.

This paper provides a brief overview of waste management in Serbia in order to become such a past in the European Union as a result of the obligations arising from the European Waste Land Disposal Directive. This will in practice mean that there is no longer any disposal of untreated waste, and the processing of waste will be paid according to the following price lists, and then the separate collection of waste becomes, in some way, an instrument for reducing the burden on the budget, ie saving from disposal and waste disposal. There is a direct link between the amount of landfill for the landfill and the economic viability of their waste management systems, a new study by the European Institute for Foreign Policy and the needs of the European Commission confirmed. The task of the study was to analyze the use of economic instruments in waste management. considerations used in the development of the ecological system model in order to select the solid waste management process, after which the possibility of using the incineration process is presented. It also provides an overview of the use of waste as fuel, institutional and financial frameworks. A rough estimate was made that about 50% of waste could be burnt with the possibility of obtaining heat and electricity. If about 1,800 kWh of useful energy (thermal and electrical) is obtained per tonne of waste then it is possible to expect about 1,800 kWh / tx 75,000t = 135 MWh of useful energy or an approximate savings effect of about 6,750,000 € per year, calculated with the price of energy from 0.05 € / kWh., Per city in Serbia.

necessary to ensure the livelihoods of those leaving the agricultural sector and to supplement the incomes of those working in agriculture. I research rural development in four settlements in Hajdú-Bihar County, in Balmazújváros, Hortobágy, Tiszacsege and Egyek, all bordering Hortobágy National Park.There are many alternative income sources in settlements in the Hortobágy area, such as organic farming, production herbs, hungaricums, small animals and arts and crafts, as well as rural tourism. Rural tourism is not for subsistence, but a supplementary income source, mainly available during the summer time. I made a survey of rural hosts in the four examined settlements, and according to my results, I constructed a model reflecting the cost-benefit relation, as well as the payment period conditions of rural tourism. I am going to show whether it is worth dealing with rural tourism, and if yes, under what conditions. Rural tourism contributes to the maintenance of rural modes of living, in this way it has significant cultural, economic, ecological and social aspects, as well. It is crucial for settlements to create the appropriate conditions needed for joining rural tourism, if it is worth joining at all, and to realise investments for all these. Rural tourism has strict requirements for the levels of environment, infrastructure and services. Studying the Western-European practices, Hungary is lagged behind in the conditions of rural tourism and rural hosts have done their activities mainly out of necessity and not to maintain traditions. Rural tourism may result in success only by co-operation and over the long-run.

Sustainability and multifunctionality look to be crucial points of the future of developed agriculture. Energy utilization of a part of the available biomass perfectly fits in these expectations. Bioethanol production allows for the substitution of the most expensive and most pollutable energy source, gasoline, by agricultural materials. This article contains a complex evaluation of economic characteristics of this method and calculations for the expectable economic effects of a would-be Hungarian bioethanol program. This essay includes the most important technological knowledge, a comparison between bioethanol and the competitive energy sources (gasoline, biodiesel, MTBE) and the most interesting elements of bioethanol programs operating in foreign countries. Introduced are which participants in the bioethanol chain have financial interests and counter-interests under present economic conditions in the spread of bioethanol by the enumerazation of macro- and micro-economic factors. The statements and consequences are based on my own calculatiosn so I am truly interested in any professional opinion.
