Annotation:
The articles deals with problems of different development of rural areas and their factors. In usual analysis of rural development, the position of agriculture is interpreted in broad range of opinions from the neglectable role to its non-substitutability in rural economics. The article follows strong sides of these concepts at simultaneous reduction of their weaknesses and is focused on problems of investigation of the mutual influence of endogenous as well as exogenous industries on rural regions. Applied approach leads to setting up model of economic base and deriving of multiplicators of rural development. It is obvious from the analysis that nonagricultural subsidy programs supporting development of the others industries in region have indirect influence upon its agriculture too. In different regions, this influence varies due to the factors investigated in the paper.

Abstract A well-balanced relationship between economic and social progress is the main prerequisite of rural community stability. Economic development is influenced by many factors. Some of these are statistically discoverable and quantifiable, while others, which fall within the sphere of social relations and their identification, are more difficult to measure and interpret. Czech rural areas face many problems which arise from their specific features – socio-demographic structure, job possibility of various social groups, provision of the proper level of public services, transport accessibility, etc. However, there is no direct connection between economic factors and mutual relations within the rural community. Values, opinions and the behavioural patterns of people are immediately displayed in a locality, but their character is shaped by the regional and national assumptions of every stage of development. Contributions are drawn from the accessible literature and secondary data of empirical research projects.

necessary to ensure the livelihoods of those leaving the agricultural sector and to supplement the incomes of those working in agriculture. I research rural development in four settlements in Hajdú-Bihar County, in Balmazújváros, Hortobágy, Tiszacsege and Egyek, all bordering Hortobágy National Park.There are many alternative income sources in settlements in the Hortobágy area, such as organic farming, production herbs, hungaricums, small animals and arts and crafts, as well as rural tourism. Rural tourism is not for subsistence, but a supplementary income source, mainly available during the summer time. I made a survey of rural hosts in the four examined settlements, and according to my results, I constructed a model reflecting the cost-benefit relation, as well as the payment period conditions of rural tourism. I am going to show whether it is worth dealing with rural tourism, and if yes, under what conditions. Rural tourism contributes to the maintenance of rural modes of living, in this way it has significant cultural, economic, ecological and social aspects, as well. It is crucial for settlements to create the appropriate conditions needed for joining rural tourism, if it is worth joining at all, and to realise investments for all these. Rural tourism has strict requirements for the levels of environment, infrastructure and services. Studying the Western-European practices, Hungary is lagged behind in the conditions of rural tourism and rural hosts have done their activities mainly out of necessity and not to maintain traditions. Rural tourism may result in success only by co-operation and over the long-run.

One of the most relevant issues causing concern of the world community is the ensurance of sustainable development. The problem was raised in the second half of the 20th century and has not been solved up to the present yet. The main idea of the article is to consider the spatial factor of sustainable development. The author shows that there is a high level of territories’ socio-economic differentiation in the Russian Federation. The problem of increasing polarization both between the center and periphery, and between the town and countryside has become particularly urgent. Rural areas are significantly lagging behind in terms of the population’s level and quality of life, and the rates of socio-economic development. The trends of rural extinction are intensifying and, as a result, there emerge the sparsity of economic space, and the decrease in stability of the national settlement system and development of countries as a whole. The increase of socio-economic problems in rural areas requires strengthening of the state regulation concerning the territories’ spatial development

Abstract The author discusses issues of sustainable development in rural areas in Poland from the perspective of natural resources management. Sustainable development of rural areas is the way of managing which links economic, social and ethical principles with ecological safety. This may be reached by proper management, directed on cautious usage of ecosystems’ self-controlling mechanisms, with the progress of science and technology. Agriculture in Poland is one of the most important sectors from an economic perspective and its importance is greater in Poland than in other countries in the EU. It has an influence not only on the social and economic situation of the rural population, but also on the natural environment, structure of landscape and biodiversity. From ecological point of view, functions of rural areas are not only being a place for production of food, resources for industry and green energy, but also supplying environmental goods such as protection of biodiversity and influencing air and water quality as well as landscape. The author presents ways to reduce the pressure of agricultural activities on water resources in the region, catchment and farm scale

The article touches upon the is- sue of the potential for diversification of the rural economy in terms of non-agricultural activities for the development of rural areas from an organizational, economic and socio-demographic point of view. To do this, all the directions of alternative business and the tasks that it can solve are listed. Methodological approaches to decision-making on the development of non-agricultural activities in rural areas are described and systematized, including determining the priority of economic or social efficiency and type of activity based on territorial, organizational or sectoral conditions. The characteristic of the modern concept of handicraft activity is given, its features in foreign countries and the Russian Federation are highlighted, successful examples of a number of regions, including the Volga Federal District, are given. A retrospective analysis of the sphere of rational use of wild plants and fungi was carried out, the importance of this type of activity was updated, trends in the volume of collection, processing and import of products to the EU countries were investigated. The prerequisites for the activation of rural tourism, its target audience, and the motives for choosing this type of recreation are revealed. The existing forms of its organization are systematized into three groups: recreation on the basis of a small family hotel or farmsteads, the construction of large and medium-sized private agro-tourist facilities in rural areas, the creation of agricultural parks in farms and agricultural cooperatives. It is confirmed that rural tourism is actively developing in the regions that have developed the concepts of its development (Altai Krai, the Republics of Buryatia and Karelia, Kaliningrad, Kaluga, Irkutsk, Tomsk regions). The article describes the successful experience of the Republic of Belarus in the formation of a system of consumer services in rural areas, which is based on complex complexes for consumer services, including agro-towns and field services for the population. The measures of state support, which can be claimed by the initiators of alternative rural business, are highlighted.

Social protection measures are poverty reduction interventions implemented to assist in reducing poverty shocks of communities. This study considered the Farm Input Subsidy Programme (FISP) that has been implemented in Malawi with the aim of reducing poverty amongst subsistence farmers by providing them with subsidized farm inputs. The study was conducted in the rural area of Lilongwe District, under Traditional Authority Kabudula. The study mainly focussed on the outcomes of implementing the FISP and it entails whether or not the poverty reduction intervention is really achieving its goals. Thus, the study greatly evaluates the effectiveness of subsidizing farm inputs in reducing poverty amongst households in rural communities characterised by subsistence farming. This study was mainly qualitative in nature and data was collected through interviews and Focus Group Discussions. Some quantitative data for specific trends of national indicators was collected through document. Mainly, content analysis was used to analyse the qualitative data and descriptive statistical analysis with the aid of Microsoft Excel was engaged to analyse the quantitative data. The study found that that FISP assist in household food security only in the short term. Among the reasons cited, the package size received by households has become smaller with sharing tendencies that have been devised to help households that do not receive the inputs or qualify to receive them. This practice is compromising the agricultural productivity in terms of quantities as it lasts only in the short-term before the next harvest. When households’ food reserves are depleted, households become food insecure and poverty sets in again. The study thus reveals that FISP implementation is not operating as a sustainable programme as its intended goal is not being achieved in the long-term. The study also found that coupled with the fact that there is no clear policy guidelines on graduation and that there is continued benefitting of the same beneficiaries, FISP is nowhere close to its phasing-out stage in social protection perspective.

O processo de mercantilização, isso é, a crescente orientação das atividades para o mercado, transformou as características da reprodução social dos agricultores familiares, principalmente na sua forma de produzir e obter renda. Sabendo-se que o mercado pode agravar a pobreza rural como, de outro lado, criar novas oportunidades, a reprodução social da agricultura familiar moderna muito decorre pela sua capacidade de adaptação que permite diversificar as suas fontes de renda agrícola e não agrícola. Assim, pergunta-se: quais são as combinações de atividades dos agricultores familiares de Itapejara d’Oeste nos anos 2005 e 2010 que resultaram em maior renda? Para tanto, o objetivo geral da dissertação é analisar as estratégias de renda dos agricultores familiares de Itapejara d’Oeste que lhe permitiram superar a pobreza nos anos 2005 e 2010. Como resultado se identificou nas famílias que pertencem a categoria de alta renda: (1) o aprofundamento do processo de mercantilização; (2) investimentos em tecnologia das unidades de produção familiar, principalmente, naqueles que compuseram a renda no binômio de produção grãos e leite (3) a maior disponibilidade de força de trabalho total e de área de terra; (4) a diversificação da renda total com renda não agrícola na unidade de produção familiar.
The process of commodification, that is, the growing direction of activities for the market, turned the characteristics of social reproduction of family farmers, especially in the way we produce and earn income. Knowing that the market may aggravate rural poverty as, on the other hand, create new opportunities, social reproduction of modern family farming very apparent by its adaptability that allows diversify its sources of farm and non-farm income. So we ask: what are the combinations of activities of family farmers of Itapejara d'Oeste in the years 2005 and 2010 which resulted in higher income? Therefore, the general purpose of this work is to analyze the income strategies of family farmers of Itapejara d'Oeste which enabled it to overcome poverty in the years 2005 and 2010. As a result identified in families that belong to the high income category: (1 ) deepening the commercialization process; (2) investments in technology in family production units, especially in those who composed the income in the production of grains and milk binomial (3) the increased availability of total labor force and land area; (4) the diversification of the total income from non-agricultural income in family production unit.

In recent years the rural enterprise has become a key theme in small business research. Despite an extensive and increasingly sophisticated literature analysing rural firms, the research effort has largely excluded agnculture. This exclusion reflects a wider separation of agriculture and industry which is apparent not only in scholarship, but in the political, social and economic institutions which surround the farm sector. Although there have been persuasive arguments for a more multi-disciplinary approach to the analysis of rurality and calls for comparisons to be drawn between farms and other small businesses, few such attempts have been made and the analysis of rural business development remains charactensed by disciplinary polarity. This thesis seeks to redress this by analysing farms using conventional small business paradigms and methodologies. Three specific issues were examined: the extent to which farms conform to small business norms; the engagement of farms in additional business activities; and the differences between farms undertaking additional business activities and those maintaining monoactive approaches. The results reveal similarities between farms and other rural enterpnses and demonstrate the continued importance of farms as creators of employment and wealth in rural areas Importantly, farms are shown to have a hitherto, unrecognized role in accommodating and fostenng rural small firms in non-farm sectors. The study supports the view that multiple business ownership activities may have been under-reported in the small business research literature. Tins analysis suggests that additional business activities are best viewed as a continuum, from the diversification of existing assets to the establishment of independent and separately registered firms. Policy liberalization, demand side changes and shifts in the demographic profile of farm owners are expected to increase the number of faims engaging in additional business activities. These factors are also expected to increase the smulanties between farms and other rural enterprises. The thesis concludes that there are benefits to be gamed from the inclusion of the farm sector in small business analyses. The sector is dominated by family owned, small businesses that have largely survived the transition through generations. As such, the sector offers small business researchers a unique opportunity to analyse issues at the centre of small business debate Moreover, it is argued that a small business approach to the analysis of the farm sector offers a particularly relevant, but hitherto absent, insight into the future development of rural areas.

Masihlumisane (let’s grow together) is a community based project in a small rural community of Glenmore situated to the south of the Great Fish River Nature Reserve (GFRNR) and half way between Grahamstown and Peddie in the Eastern Cape Province of South Africa. This rural community was established as a resettlement center during pre-1994 South African government forced removals (Hallett, 1994). Glenmore is economically and socially impoverished as there are few businesses, little economic activity and minimal social tradition in the settlement (Murray, 1989). This village is characterised by an out migration of people of an economically active age, high unemployment amongst residents, dysfunctional families due to parents living elsewhere in order to earn a living, and a youthful population desperate to obtain skills and experiences that will benefit them when they leave Glenmore in the future.

ZusammenfassungThe experiments taking place around connected and automated vehicles (CAVs) in global innovation networks today are largely technological in nature. This research takes a relational view of CAVs by investigating how they can be conceptualized within the larger context of strategic spatial planning. To do so, it takes Japan as a case study and explores how the current government is applying the tools of its new National Spatial Strategy (NSS) to strategically steer the development of its main economic and social sectors, including transport and the deployment of CAVs.

Annotation:
The goal of this paper is to analyse socio-economic role of value added agriculture in Uzbekistan. The main agricultural exports are cotton (raw and yarn), fruits, vegetables, leather, wool and fur. There is an opportunity to acquire more social and economic advantages by exporting finished goods, which are made out of primary agricultural commodities. Adding value to agricultural products lead to increasing the share of finished goods in export, supplying import-substituting products, improving infrastructure in rural areas, providing new jobs and growing people’s income. The paper presents the analyse of the agriculture sector in GDP and the production dynamics of the primary agricultural commodities during 2005-2014, as well as comparison the share of cotton, fruits, vegetables and leather in export in 2005 and 2014. Based on the analyses it is recommended to widely use value added agriculture in order to support people, who are living in rural areas in Uzbekistan.

The current European Union’s and state agricultural support is more focused on the modernization of farms in technological terms, coupled with the intensification of production, and weakly focused on the farm exclusivity and diversification. This creates a minor motivation for farmers to address the issues related to climate change mitigation. The main attention in the article is concentrated on two themes: climate change and forest management. The main research methods were used: analysis and generalization of scientific literature, interview, logical and systematically reasoning, comparison, abstracts and other methods. The farms in the lower mountain ranges of Germany will change different climate conditions analyzed in the 2017 summer. Sustainable framing wide term in black forest, forest lands, organic farms, are depending or considering the climate cycles. In economic social conditions of Germany, black forest farming is so sensitive towards ancient methods of farming and their equations with the current environment. In simple terms, black forest sustainable framing is farming ecological by promoting methods and practices that are economically viable. It does not only particular about economic aspects of farming perhaps on the use of non-renewable factors in the process of thoughtful and effective farming. Agriculture land of Black Forest contributes to the nutrient and healthy food to reach high standard of living of the black forest society.

The shift towards a bio-economy is one of the main focus areas of political initiatives aiming for a society relying on renewable biological sources while achieving economic growth. The forest sector is expected to contribute significantly to the development of the bio-economy which at the same time support rural development by creating new markets for advanced forest based products. However there is a need to focus more on the economic feasibility of such initiatives. Literature on bio-economy often implicitly addresses certain aspects connected to business models but is lacking a holistic perspective on the role of business models for the successful shift towards a bio-economy in the forest sector. Therefore, the purpose of this paper is to conduct a systematic literature review about bio-economy business models in the forest sector to advance the understanding about increased and sufficient value generation necessary to persuade a shift towards bio-economy. This paper is based on a systematic review of 42 scientific journal articles and book chapters on forest based bio-economy. The first result of the article is a structured aggregation of the existing bio-economy business models including the maturity and potential for large scale application. The main implication of the paper is an overall framework on how to facilitate the commercialization of bio-economy based business models through an improved understanding of all elements of the business model canvas to reach market acceptance of innovative business models. Recommendations for future research are presented in the end of the paper.

The aim of the article was to characterize the aspects of social and economic conditions and circumstances for the establishment and operation of groups of agricultural producers in Poland. The discussion is theoretical. In the article the monographic method was used. The following issues were subsequently examined: the nature and status of groups of producers in Poland, the social capital of farmers, advantages and obstacles in the cooperation of agricultural farmers and financial aid opportunities under the Rural Development Programmes for 2007–2013 and 2014–2020. As the example, the model of agricultural producer groups functioning in Poland was described. The results of the consideration has broad spectrum. It follows from the analysis conducted that the reasons for creating groups of producers are economic benefits related to production on a higher scale and to achievement of synergies through acting together. They also include EU financial aid opportunities. The benefits are also of a social character and are related, among others, to farmers learning how to act together as well as to increased trust in cooperation. In spite of numerous benefits that may arise from acting together, there are also certain obstacles related to the level of knowledge or educational background of farmers, typical responses to change or lack of trust between organisation members. This is often an effect of negative past experiences connected with overall socialisation that affects post-communist nations.

The aim of the considerations is to define the essence of sustainable consumption as one of the conditions of the practical realisation of sustainable development concept. The paper underlines the importance of sustainable consumption implementation as well as its importance for the future development. The existence of narrow and broad understanding of sustainable consumption was indicated in the elaboration. In the first case, it concerns environmental aspects, whereas in the second, it covers three dimensions: economic, environmental and social ones. The authors also indicated the practices in fames of sustainable consumption on different levels, i.e. individuals, households and governmental ones. They considered different aspects of sustainable consumption, which is an alternative occurrence in relation to consumptionism and manifests itself in eco-consumption, collaborative consumption, deconsumption and responsible consumption. Nevertheless, sustainable consumption is on the margin of mainstream consumption processes. The elaboration also presents a number of factors and obstacles for realisation of the sustainable consumption, both on demand and supply side. First, it requires fundamental changes in value system, social awareness and consumer habits. The state should use particular tools (informational, legal, economic and financial ones) to enable realisation of the sustainable consumption concept.

The public space encourages social exchange, develops and maintains social groups and allows the exchange of public messages. When the public space and public life are not supported in the community, there is no one to communicate with, people become isolated, less inclined to help or support each other. Public space is the scene of public life that promotes a sense of community, sense of place, human connection and communication as well as dependence sensation. High-quality and well-managed public space is a benefit to the city's economy, creating shelter from the car-centred life and move to a more natural environment as well as significant urban land use. Therefore, in recent times, in order to establish the right conditions in cities for different human needs, great attention is paid not only to the development of physical infrastructure, but also to other aspects that will help to create sustainable balance of social, economic and environmental aspects. One of the quality of life in the city return ways is the release of urban spaces for pedestrians. Until these days the pedestrian zones are extended little by little, resulting in disposal of the car parking-lots and improved cycling and other transport facilities. Sustainable use of urban pedestrian zones would provide economic, social, environmental and cultural benefits only if these aspects are combined with each other. The aim of the article is to distinguish and critically analyse (on the basis of a literature review) factors influencing the functionality and sustainable development of pedestrian streets. Article object – cities pedestrian street. The study was conducted using scientific publishing content analysis and synthesis techniques. This article is an overview.

Communal forests occupy one million hectares in the Northern of Portugal and Galicia. Since centuries ago, “Baldios” and “Montes Veciñais en Man Común” (MVMC) played an essential function in the economy of their owner communities. This role was lost all through the last century due to the enormous afforestation and the decrease of agriculture. The restitution of democratic regimes returned the communal forests tenure to the communities. Given the extension and high average area, our paper aims to research its potentialities and limitations of contribution to rural development. Two case studies, one in North Portugal and another one in Galicia, allow identifying the individual and collective traditional uses and the achievements made with revenues linked. Both Galician and Portuguese realities exhibit similarities and complementary benefits, and needing social and economic innovation to make a better use of rural resilience. Communal lands and small-scale business projects could maintain the network of local produce markets with attractive aesthetic values as well as biodiversity conservation. The comparison of the different criteria shows economic aspects are the most valorised by the stakeholders. The management decision of collective forests was the alternative mixed by the communities and the Forestry Services as the best one to complete the main objective of sustainable rural development. As a final conclusion of our work, remarking that the communities owning these forests currently seem to have the conditions to successfully manage their properties if the commoners are able to mobilize and adequate organize the communities.

Mathematical competence is one of the eight basic key competencies which are defined by EU Directives. Mathematical competence includes the skills of applying basic processes and principles of mathematics in everyday contexts. The aim of current research is to identify the role of adult mathematics education and mathematical competence in sustainable development in case of Baltic States. We are continuing the investigations that began in the Nordplus research project “Cooperation to strengthen the citizens' math skills in the context of sustainable development and welfare”. The main objective of the research is to highlight the role of mathematics in a lifelong context. We separate two aspects of mathematics role in sustainable development. The first considers mathematics as a tool in processional work, the second considers the role of mathematical competence in the development of person's intelligence and personality. Both aspects are widely discussed in the scientific literature and in the programmatic documents of United Nations, United Nations Educational Scientific and Cultural Organizationn, Organisation for Economic Cooperation and Development. Through combining insights of theoretical goals of leading international institutions and actual survey data we can show the value of mathematical competence in adults in the Baltic states.

Modern knowledge becomes a strategic endowment of the country and its key resource for economic growth, giving individuals opportunities to become active employers or increasing their opportunities to become professionals being demanded in the labour market. For these reasons, the development of lifelong education is a significant tool for economic growth in Latvia. Correlation and linear regression analyses showed that lifelong education made the strongest and most positive effects on a country’s competitiveness at two stages of economic development: at the innovation-driven stage and during a country’s transition to it from the efficiency-driven stage (the case of Latvia). Calculations were preformed based on the data for 2008 and 2013, and the results were similar, which indicated the stability of this global causal relationship. So the authors conclude that a country’s stage of economic development plays a crucial role in the extent the factor of lifelong education can affect the country’s global competitiveness. In the countries being at lower stages of economic development, even well-developed lifelong education is not objectively capable of increasing their competiveness as effectively as it takes place, for example, at the innovation-driven stage. Proving a causal relationship – the capability of lifelong education to increase a country’s competitiveness is determined by the existing economic background and rules of game, which are different at different stages of economic development – based on research of the economic aspects of lifelong education may be regarded as the key gain of the present research.

All definitions of the natural environment’s potential provided by the literature highlight the role of humans as entities making use of environmental resources. The natural environment creates conditions for life processes to occur by supplying raw materials and energy required to satisfy various human needs. It provides a basis and a precondition for socio-economic development. It is, however, difficult to define the natural environment’s potential in its entirety, therefore the study focused on the resource-and-performance aspect of this potential. Hence, the article aims at identifying the relationships between the level of the natural environment’s potential and the level of socio-economic development of communes. The study involved communes located in Warmińsko-Mazurskie Voivodeship. The study was carried out in several stages and involved an analysis of the level of the natural environment’s potential as well as of the meta-indicator that shows the socio-economic determinants of communes in a synthetic manner. The analysis of the relationships between the level of the natural environment’s potential and the socio-economic development was performed using the Pearson product-moment correlation coefficient.
