This article describes that fire researchers apply old and new tests to assure that materials meet safety requirements. Baltimore-based Hughes Associates Inc., a fire research firm, uses standard tests and computer modeling, and, in some cases, will develop tests to ensure that new building products satisfy the safety requirements of existing building codes. Hughes Associates also facilitates contact between its client and the appropriate code-making organizations, whether local, state, federal in the case of governmental agencies, or internationally through its offices in Singapore and in Milan, Italy. The data derived from the small-scale tests are also used in flame spread computer modeling testing. These tests use a series of proprietary computer modeling programs to predict the behavior of the product’s flames—for example, how high the flames would reach, and how quickly they would spread. The development of amusement park attractions is driving fire testing to prove that these attractions meet the stringent public assembly provision in fire codes.

We develop a model to analyze optimal product-costing and pricing decisions in a dynamic information environment under long-term-capacity commitment. The arrival of new information about demand and cost parameters each period makes the problem complex. The optimal prices and capacity choices in our model cannot be decoupled as in Banker and Hughes' (1994) single-period model. The optimal prices are based on product costs that are adjusted each period to reflect changes in expected variable costs as well as utilization of fixed activity resources. The charge for each fixed resource is monotonically increasing in the expected demand for that resource in each state given the optimal capacity choice. The average optimal prices across periods and states are similar to Banker and Hughes' (1994) benchmark prices. Finally, we investigate a two-period version of the model to explore the optimality of carrying idle capacity. The optimal product-cost charge for fixed capacity is strictly less in the first period than in the second period when the firm expects demand growth.

ABSTRACT We explore how risk aversion affects optimal capacity and pricing decisions within the economic setting of Banker and Hughes (1994). A risk-averse firm invests in fixed capacity and sets a product price, but can also purchase spot capacity at higher unit cost. Initial capacity and price are set by maximizing the firm's mean-variance certainty equivalent. We find that, contrary to common intuition, optimal capacity or list prices can increase under greater risk aversion depending on exogenous fundamentals. We show how the firm's capacity and price choices affect the economic trade-off between the mean and the risk of the firm's uncertain payoffs. We also show that the cost of capital is affected not only by the firm's covariance with other assets, but also by its payoff mean. The objective of minimizing the cost of capital is, therefore, fundamentally inconsistent with maximizing project value.

Miller traces their friendship to Simone’s active participation in a local chapter of the NAACP when she was a high school student. Then he explains how the two artists later met, in a real sense, after Simone became a professional artist. Most important, Miller discusses the nature of their friendship, which led to their momentous collaboration on Hughes’s poem “The Backlash Blues” that Simone transformed into her own song, as evident in Ahmir “Questlove” Thompson’s film Summer of Soul.

Searches for the role of spin in gravitation dated before the firm establishment of the electron spin in 1925. Since mass and spin, or helicity in the case of zero mass, are the Casimir invariants of the Poincaré group and mass participates in universal gravitation, these searches are natural steps to pursue. In this update, we report on the progress on this topic in the last five years after our last review. We begin with how is Lorentz/Poincaré group in local physics arisen from spacetime structure as seen by photon and matter through experiments/observations. The cosmic verification of the Galileo Equivalence Principle for photons/electromagnetic wave packets (Universality of Propagation in spacetime independent of photon energy and polarization, i.e. nonbirefringence) constrains the spacetime constitutive tensor to high precision to a core metric form with an axion degree and a dilaton degree of freedom. Hughes-Drever-type experiments then constrain this core metric to agree with the matter metric. Thus comes the metric with axion and dilation. In local physics this metric gives the Lorentz/Poincaré covariance. Constraints on axion and dilaton from polarized/unpolarized laboratory/astrophysical/cosmic experiments/observations are presented. In the end, we review the theoretical progress on the issue of gyrogravitational ratio for fundamental particles and the experimental progress on the measurements of possible long range/intermediate range spin-spin, spin-monopole and spin-cosmos interactions.

Two years-plus into a global pandemic, we all have experienced the fragility and uncertainty that dogs the global supply chain for lifestyle goods and services. Remember last year when you couldn’t find a multipack of toilet paper to save your life? Or maybe you’re currently in the market for a vehicle, so you visit your local dealership—and find that the lot that’s normally awash with shiny, new vehicles … has three. And though they carry a manufacturer’s suggested retail price of about $25,000, they are being offered for well in excess of $30,000. These supply-and-demand anomalies can be directly attributed to disruptions in the supply chain—whether it’s manufacturing woes such as parts shortages or logistical snarls with goods stacked up at ports for a lack of dockworkers or truck drivers. These same types of supply chain challenges that affect us on a personal level can also do a number on industries. For oil and gas, the situation is unique. The symbiotic relationship between oil companies and oilfield service (OFS) companies has run hot and cold for decades. Oil company supply chains are directly tied to those service companies that provide the tools and equipment required for oil and gas extraction and production. When things go sideways, service companies have historically retained much of the contractual risk. However, that doesn’t change the fact that when service companies are impacted by shortages, so are their clients. This past year, as oil prices rebounded from pandemic lows and global demand started to creep back up, OFS companies were faced with overcoming gaps in the supply chain at their expense—some of which continue today. “Supply chain and inflationary pressures also drove higher costs and delivery issues primarily across our OFS and DS [digital services] product companies,” Lorenzo Simonelli, chief executive at Baker Hughes, told investors in January. “Our teams have continued to work to offset some of these pressures, but we expect to continue to see some level of tension and disruption in these areas potentially through the first half of the year.” Those impacts place pressure on profit margins for OFS companies, and oil companies will fight to keep their costs from increasing, which could create a tenuous scenario for 2022. Many of the supply chain disruptions affecting Baker Hughes stem from logistics, some shortages more broadly, and disruptions in shipments. The company is offsetting the impact by employing new shipping routes and increasing lead times on specific items. “Right now, pretty much about 90% of our suppliers are giving us 1-year lead times, and we have all of our 2022 on order there. To give you some perspective, if I go back 7 months, that 90% was about 20 to 30%,” said Simonelli. “That’s really what’s going on in the industry. We are planning for it. We’re working through it and operating in this new normal.” Baker Hughes is far from the only oilfield service firm being affected by the “new normal.” Many are experiencing increasing delays in the delivery of tubulars, meters, and other basic oilfield equipment.

In 2006 Oil and Gas Institute, Underground Gas Storage Department was given the task of designing the UGS Strachocina working volume, production and injection rates enlargement. Gas storage Strachocina is located in the south eastern part of Poland, near Sanok. The UGS Department ran some analysis before that date, which gave us the answer that the old vertical well technology would not be enough to achieve investment success. We knew that we needed to use horizontal well technology in which we had no experience at all. At that time there were only a few horizontal wells drilled in Poland. We decided to start cooperation with the company Baker Hughes, and asked them to help us to design the drilling technology and well completions. We knew that we needed to drill 8 horizontal wells in difficult reservoir conditions. Based on Baker Hughes’ recommendations, the EXALO Polish drilling company’s experience and the Institute’s knowledge of storage reservoir geology, the trajectories of 8 new wells were designed. Working with Baker Hughes, we designed the well completion based on expandable filters, the second time this type of completion technology had been used in the world at that time. During drilling, we were prepared for drilling fluid losses because of the extensive Strachocina reservoir’s natural fracture system. The investment was in doubt during the drilling of the first two horizontal wells because of huge drilling fluid losses and the inability of drilling the horizontal section length as designed. We lost 4000 cubic metres of drilling fluid in a one single well. During the drilling of the 2nd well, we asked Baker Hughes to help us to improve the drilling technology. Our partners from Baker Hughes prepared the solution in 3 weeks, and so we were able to use this new technology on the 3rd well drilled. It turned out that we could drill a longer horizontal section with less drilling fluid loss. The paper will show the idea of the project, the team building process, the project problems solved by the team, decisions made during the UGS Strachocina investment and the results. It will show how combining “western” technology and experience with “eastern” knowledge created a success story for all partners.

During the first half of the twentieth century, new mass media practices radically altered traditional cultural forms and performance in a complex encounter that incited much debate, criticism, and celebration the world over. This essay examines how the new sound media of gramophone and sound cinema took up the live performance genres of Tamil drama. Professor Hughes argues that south Indian music recording companies and their products prefigured, mediated, and transcended the musical relationship between stage drama and Tamil cinema. The music recording industry not only transformed Tamil drama music into a commodity for mass circulation before the advent of talkies but also mediated the musical relationship between Tamil drama and cinema, helped to create film songs as a new and distinct popular music genre, and produced a new mass culture of film songs.

AbstractWe make use of a large sample of transaction-level institutional trading data to test an extended version of Brennan and Hughes’ (1991) information production theory of stock splits. We compare brokerage commissions paid by institutional investors before and after a split, assess the private information held by them, and relate the informativeness of their trading to brokerage commissions paid. We show that institutions make abnormal profits net of brokerage commissions by trading in splitting stocks. We also show that the information asymmetry faced by firms goes down after stock splits. Overall, our empirical results support the information production theory.

Abstract This paper explores how racial slurs are dealt with in Anglo-American films and rendered in films dubbed in Italian. It focuses on the racist epithets ‘nigger’, ‘gook’ and ‘zipper head’ with a view to unveiling the linguistic choices made by Italian audiovisual translators. Furthermore, it supports the claim that taboo topics vary from culture to culture and sheds some light on self-censorship, which has allegedly shifted from sexual and religious topics to ethnic slurs (Allan and Burridge 2006; Hughes 2006). In some cases the analysis reveals a wide spectrum of translation choices accompanied by subtle linguistic manipulations. In other cases translation choices tend to be fixed owing to the limited range of corresponding slurs in Italian. Also, the paper discusses self-censorship in contemporary Anglo-American films. In this regard, it is observed that ‘the n-word’ has characterized the majority of Anglo-American films since 2000 and has hallmarked a shift in self-censorship. The final question that this paper addresses is whether Italian culture is ready or not for this change.

Abstract This article presents a mediacentric reading of the autobiographical-lyric (auto-lyric) sound structures of Ted Hughes's 1998 poetry collection Birthday Letters, which broke his decades-long silence on the controversies surrounding his life with and after Sylvia Plath. It explores how Hughes's poems of bereavement adapt the media logics of film, tape, record, and radio not only to understand trauma's complex psychology but also to textually remediate his lost connection with his beloved dead. Rendering Hughes's traumas audible by way of phonotextual analysis, this essay ultimately forwards an ear-sighted approach to poetry of trauma, wherein traumatic memories are often written down to be sounded out by the reading voice and heard—not seen—accordingly.

Being discriminated against because of factors such as gender, ethnicity, age, sexual orientation, and stature (i.e., height and weight) has been a common experience for women in traditionally men-dominated/identified occupations. Although women’s representation has risen in other men-dominated domains (Hughes 1995), within firefighting their presence remains extremely low in Canada (4.4% [Statistics Canada 2017]). Women firefighters mostly operate in a patriarchal context; they are often ignored, harassed, and treated poorly due to an intersectionality of factors (Paechter 1998). Thus far, most research has taken place in the US, UK, and AUS. In the present Pan-Canadian study, we examined the experiences of volunteer and career women firefighters (N=113). The Psycho-Social Ethnography of the Commonplace methodology (P-SEC [Gouliquer and Poulin 2005]) was used. With this approach, we identified several practices, both formal and informal (e.g., physical and academic standards, gender roles), which resulted in women feeling the effect of the intersection of gender and firefighting. Results indicated that women firefighters experience “Othering” manifesting itself in a variety of ways such as discrimination, hostility, and self-doubt. This paper focuses on Canadia women firefighters and ends with social change and policy recommendations to better their reality.

Who was the ‘jolly swagman’ in Waltzing Matilda, Australia’s unofficial national anthem? In this essay I argue that the ghost of the swagman can be heard in a number of recent de-colonising crime narratives. Outback Noir is a relatively recent genre category that describes a new wave of Australian crime films that highlight Indigenous and white relations and take a revisionist approach to traditional history. These films often feature redemption stories that highlight effective collaborations between Indigenous and white policing practices. Uncovering a rural communities’ dark, repressed secrets in order to solve a current problem is a common trend in Outback Noir cinema. I examine Patrick Hughes’ 2010 film Red Hill as an early provocative example of Outback Noir and as modern reimaging of the Waltzing Matilda narrative with the swagman’s avenging ghost exposing the social fractures and corruption that are destroying rural communities. I argue that the Outback Noir genre with its focus on revenge-redemption narratives shapes the cultural dialogue around putting the ghosts of the colonial past to rest.

Incidence and severity of fire blight [Erwinia amylovora (Burr.) Winslow, Broadhurst, Buchanan, Krumwiede, Rogers, and Smith] following field infection were recorded using families resulting primarily from open-pollination of Malus sylvestris (L.) Mill. var.domestica (Borkh.) Mansf. cultivars and a few other Malus Mill. sp. The families were structured as three sublines, planted in three successive years (1992 to 1994), of a diverse population of apple germplasm established at HortResearch, Hawkes Bay, New Zealand. The incidence of fire blight varied among the sublines with the oldest planting exhibiting more fire blight. Flowering trees were more likely to be infected than nonflowering trees, in terms of both incidence and severity. Furthermore, the level of fire blight was related to flowering date, with later flowering trees having higher levels. Thus, family means and narrow-sense heritability estimates were computed after first adjusting the fire blight score for flowering date by fitting a linear model. Provenance of origin of the maternal parent explained little variation except that M. sieversii Lebed. families were more resistant than M. sylvestris var. domestica families in one subline. Family means computed using all trees, and those from only flowering trees were highly correlated. Families from open-pollination of M. honanensis Rehder and M. xhartwiggii Koehne females were among the more susceptible. Those from several European M. sylvestris var. domestica cultivars as well as from M. baccata (L.) Borkh. and M. toringoides (Rehder) Hughes females were among the more resistant families. Narrow-sense heritability estimates ranged from 0.05 to 0.85 depending on the subline, with most estimates between 0.12 and 0.36. They were higher in the two older sublines that consisted primarily of open-pollinated families from M. sylvestris var. domestica, and lower in the younger subline that consisted primarily of M. sieversii, due to lower incidence and severity in the latter subline. Breeders who consider potential complications of juvenility, tree size, and flowering date in relation to infection periods should be able to exploit field epidemics to perform effective selection.

The article considers the problems of conveying verbal means of expressing humour in translation taking the American comedy “Sixteen Candles” by John Hughes as an example. The comparison of the original and its three translations (two voice-over translations and subtitles) made it possible to analyse in detail the verbal and non-verbal means of creating a humorous effect in the film and assess their interpretation in Russian in specific comic situations. Furthermore, in some cases we offer our own translation solutions. The problem of conveying humor is still one of the most difficult problems in audiovisual translation; it is often related to specific cultural peculiarities reflected in the speech of the source language speakers and the speakers of the target language. The relevance of the paper lies in the need for further research on the means of creating humour and the problems of its preservation in translation. The goal of the paper was to study the verbal and non-verbal means of creating humour in a particular comedy film, as well as to analyse and assess the effectiveness of their transfer in Russian translations. The following methods of analysing the data were employed: comparative-contrastive analysis, linguistic analysis, lexicographic analysis, situational analysis and functional-stylistic analysis. The study revealed some losses in translation usually caused by unjustified lexical replacements (mainly generalization), a change in the word‟s register (for instance, using a neutral literary word for a slang word) and resorting to outdated vocabulary. Besides that, translators often ignore non-verbal, situational means of creating humour and their influence the verbal description of the situation.

Parasites serve as a source of threatening outcomes for humans in many science fiction plots. Perhaps the most notable is the Xenomorph of the first Alien film (1979). Here, we use the film as the sole source of direct information to hypothesize its life cycle. We recognize a distinctive infective stage, the face-hugger. To further its development as an internal parasite in its human host, we conceive features of its physiology. It has an astonishing ability to manipulate the behaviour of its doomed host, before emerging as the famous chest-burster. It is clearly a parasitoid, requiring the death of its host. A further metamorphosis completes its development to the adult predator that roams the doomed spaceship Nostromo. The Xenomorph adult stage bears an uncanny resemblance to a parasitoid of salps, pelagic invertebrates. Conceptualizing its mythic biology offers insight into the physiology and biochemistry of real parasites.

IntroductionGwendolyn Bennett (1902-81) is often mentioned in books that discuss the harlem renaissance, and some of her poems Occasionally appear in poetry anthologies; but much of her career has been overlooked. Along with many of her friends, including Jessie Redmond Fauset, Langston Hughes, and Countee Cullen, Bennett was featured at the National Urban League's Civic Club Dinner in March 1924, an event that would later be “widely hailed as a ‘coming out party’ for young black artists, writers, and intellectuals whose work would come to define the Harlem Renaissance” (McHenry 383n100). In the next five years Bennett published over forty poems, short stories, and reviews in leading African American magazines and anthologies, such as Cullen's Caroling Dusk (1927) and William Stanley Braithwaite's Anthology of Magazine Verse for 1927; she created magazine cover art that adorned two leading African American periodicals, the National Association for the Advancement of Colored People's Crisis: A Record of the Darker Races and the National Urban League's Opportunity: Journal of Negro Life; she worked as an editor or assistant editor of several magazines, including Opportunity, Black Opals, and Fire!; and she wrote a renowned literary column, “The Ebony Flute.” Many scholars, such as Cary Wintz, Abby Arthur Johnson and Ronald Maberry Johnson, and Elizabeth McHenry, recognized the importance of Bennett's column to the Harlem Renaissance in their respective studies, but their emphasis on a larger Harlem Renaissance discussion did not afford a detailed examination of her column.

Among the heroes of the book are American Ambassador Joseph E. Davis and his chauffeur Charles Ciliberti, writers Langston Hughes and Dorothy West, playwright Sophie Treadwell, actress Blanche Yurka and other writers, artists, diplomats, journalists who came to the USSR in the 1930s and early 1940s. The book consists of five chapters; each of them is devoted to a certain episode of Soviet-American connections: the failed film project Black and White; The Promised Land, Sophie Treadwell's play about Soviet life; Moscow theater festivals of 1933–1937; history of the Anglo-American Institute (1933–1935), Moscow summer school for American students; a comparison of two books about the USSR — Joseph E. Davis’ Mission to Moscow (1943) and Charles Siliberti’s Backstage Mission to Moscow (1946), that show Soviet reality from the opposing points of view. The book that is, in fact, a collection of articles, is however marked by unity and integrity; it reconstructs the general context of the period in question on the basis of the extensive material. Memoirs, correspondence, archival documents, Soviet and American press form a vivid picture of Soviet-American relations in the pre-war decade. Many sources revealing American attitudes towards the USSR used by the author, have not yet been translated or published in Russia. In the academic field, Soviet-American relations are more often studied in the context of the Cold War, while bilateral contacts in the first half of the 20th century are much less represented. Research focuses more on formal cultural diplomacy, implemented through the organization of cultural exhibitions, film festivals and creative initiatives, rather than on visits by foreign intellectuals motivated to see the Soviet country from the inside. The article examines the plot-forming categories of “space” and “time” in the travelogue works of American writers who personally visited the USSR in the 1920–1940s. The focus of the study is the travel diaries of Theodore Dreiser, Langston Hughes and John Steinbeck. Each travel journal operates within its own spatial boundaries and time period within the geography of the USSR and a given chronological period of the 20th century. The key aspect of this work is the analysis of the chronotope (according to M.M. Bakhtin), which represents the interconnection of temporal and spatial relations in the narrative. Being constructed by the writer, the chronotope consists of premises, signs, symbols and ideas that bear the imprint of the time of a given period and are inextricably linked with the figure of the author of each travel diary under consideration. This approach to the analysis of the diary text makes it possible to reveal the writer’s understanding of the reality around him, which he attributes with meaning in the context of the historical and political realities of the given epoch.

Thomas Nagel’s 1974 essay “What Is It Like to Be a Bat?”[1] is one of the most cited texts on the problem of consciousness, and its theses have been discussed and debated in many different fields, from philosophy of mind to animal cognition and animal ethics. Nagel’s argument, that it is ultimately impossible for us to know what it is like to be a bat for a bat given the extreme differences in sensory experience between humans and bats, has come under fire from very different and even opposed perspectives: if, on the one hand, science-oriented philosophers and scholars accused him of underestimating and ultimately curtailing the power of scientific inquiry, on the other researchers in the humanities and animal ethics indicted him of defeatism for dismissing the power of imagination in bridging the species gap. In what follows, I will present and contrast two such positions, the critique of Nagel by neurophilosopher[2] Kathleen Akins and a very different approach to bat lives through poetry, exemplified by two poems by Ted Hughes (1930-1998) and Les Murray (1938-2019). The goal of counterposing these two different ways of looking at bats is not only or not much that of suggesting a preferable approach to bats’ otherness (though this is also what I will do), but also of emphasizing the aesthetic dimension of our relationship with the animal other and the role it plays in our ethical decision-making. CNOOC Turns Taps on Bohai Bay Fields Volumes are flowing from two new CNOOC-operated field developments in the Bohai Sea, offshore China. Production began at the Luda 5-2 oil field north phase 1 project in Liaodong Bay. The field is in an average water depth of around 32 m. CNOOC installed one thermal recovery wellhead platform and one production platform, and connected processing facilities serving the Suizhong 36-1 oil field. The company plans to drill a total of 26 production and two water-source wells, with peak crude oil production of 8,200 B/D targeted for 2024. Oil also is flowing at the Kenli 6-1 oil field 4-1 block development in the southern Bohai Sea. A new wellhead platform in about 17 km of water is connected to processing facilities at the Bozhong 34-9 oil field. CNOOC plans a total of seven producer and five water-injector wells at Kenli 6-1, with peak oil production later this year of around 4,000 B/D. CNOOC holds a 100% stake in both projects. Sailaway for GTA FPSO Expected by Year-End A BP executive told conference goers in Senegal recently that the FPSO destined for that country’s Greater Tortue Ahmeyim (GTA) gas project is expected to leave China prior to year-end. BP Executive Vice President for Production and Operations Gordon Birrell added that the first phase of the GTA project is 80% complete. The main function of the FPSO will be to remove water and condensate and reduce impurities in the gas stream before exporting processed gas to a nearby FLNG facility and domestic gas offtake. BP and Kosmos Energy are leading the development of GTA and Yakaar-Teranga, Senegal’s first natural gas projects. GTA straddles the border between Senegal and Mauritania. Phase 1 of the planned development is expected to start delivering gas by the end of 2023. Birrell added that BP is in discussions with Senegal and Mauritania about GTA’s second phase and other projects in both countries, but did not get into specifics, according to Reuters. Phase two should double expected production from 2.5 to 5.0 mtpa. ReconAfrica, NAMCOR Reach Target Depth on Namibia Well Reconnaissance Energy Africa and its joint venture partner NAMCOR, the state oil company of Namibia, confirmed the third stratigraphic test well in the Kavango basin of northeast Namibia, 1819/8-2, reached target depth. The well was drilled to a total depth of 2056 m reaching all geological targets. However, the duo did not reveal what was found in the well. Instead, the pair said current operations were focused on well data capture and initiating analysis of the data. Company-owned rig Jarvie-1 will remain on site until logging and coring operations are completed. A vertical seismic profile tool will also be run to total depth to tie into the 2D seismic program. Processing of the second phase of 761 km of 2D seismic is near completion, where early results are being used to refine drilling locations for the upcoming stratigraphic wells. The next well of this planned continuous drilling program was scheduled to have the rig on location by the end of last month. Pantheon Resources Alaska Discovery Deemed “World Class” Pantheon Resources has uncovered a “world-class” oil discovery on its Theta West acreage in Alaska, according to independent consultants brought in to assess the area’s potential. Baker Hughes Advanced Hydrocarbon Stratigraphy (AHS) was charged with compiling a report based on data collated after a successful appraisal well drilled early this year. The firm believes there is a continuous column of oil-bearing cuttings of at least 1,360 ft that is host to a light crude in the order of 37–39 °API. The AHS report concluded there are “abundant good-quality reservoirs” with an “ultimate, nonpermeable seal” at 7,070 ft. Pantheon said the results are supportive of analyses of cuttings from previous work on the acreage on Alaska’s prolific North Slope. The company estimated the project, which is close to infrastructure, is host to 17 billion bbl of which 10%, or 1.7 billion bbl, is deemed recoverable. Invictus Well in Zimbabwe a “Game Changer” The Mukuyu-1 exploration well being drilled in Zimbabwe by Australian firm Invictus Energy in partnership with the government is being called “a game changer” for the country by President Emmerson Mnangagwa. The well is in license SG 4571, which covers 250,000 acres located in the most prospective portion of the Cabora Bassa Basin in northern Zimbabwe. The license is currently in the second exploration period which runs to June 2024. Invictus entered into an agreement with the Zimbabwe government in March 2022 to increase the license area sevenfold to 1.77 million acres. Previously explored by Mobil Oil, the project contains the largest undrilled structure in onshore Africa. The Muzarabani anticline feature has more than 200 km2 under closure and up to 1500 m vertical relief at favorable depths for conventional oil and gas. Invictus completed the acquisition of 840 km of high-resolution infill 2D seismic data ahead of spudding the well using Exalo Rig 202 in August. Drilling Results a Mixed Bag for APA Offshore Suriname APA Corporation has made an oil discovery offshore Suriname with its Baja-1 well in Block 53 but came away empty with a probe in Block 58. Baja-1 was drilled to a depth of 5290 m and encountered 34 m of net oil pay in a single interval within the Campanian. Preliminary fluid and log analysis indicates light oil with a gas/oil ratio (GOR) of 1,600 to 2,200 scf/bbl, in good-quality reservoir. The discovery at Baja-1 is a down-dip lobe of the same depositional system as the Krabdagu discovery, 11.5 km to the west in Block 58. Evaluation of openhole well logs, cores, and reservoir fluids is ongoing. The success at Baja marks the sixth oil discovery in which APA has participated in offshore Suriname and the first on Block 53. The company said the result confirms its geologic model for the Campanian in the area and helps to de-risk other prospects in the southern portion of both Blocks 53 and 58. APA recently received regulatory approval regarding an amendment to the Block 53 production-sharing contract, which provides options to extend the exploration period by up to 4 years. The company is currently proceeding with formalizing the first one-year extension, for which all work commitments are complete. APA is operator and holds a 45% working interest in Block 53; partners Petronas and CEPSA hold 30% and 25% stakes, respectively. Baja-1 was drilled using drillship Noble Gerry de Souza in water depths of approximately 1140 m. The rig will mobilize to Block 58 following the completion of current operations, where it will drill the Awari exploration prospect, approximately 27 km north of the Maka Central discovery. APA was not as fortunate with its Dikkop exploration well in Block 58. The well encountered water-bearing sandstones in the targeted interval and has been plugged and abandoned. Operator TotalEnergies holds a 50% working interest, while APA holds the remaining 50% stake. The drillship Maersk Valiant will be moving to the Sapakara field to drill a second appraisal well at Sapakara South, where the joint venture conducted a successful flow test late last year. Helix Energy Solutions Secures Production, P&A Work With Thunder Hawk Buy Helix Energy Solutions Group subsidiary Deepwater Abandonment Alternatives (DAA) acquired all of MP GOM’s 62.5% interest in Mississippi Canyon Block 734, comprising three wells and related subsea infrastructure, collectively known as the Thunder Hawk field. MP GOM is a subsidiary of Murphy Oil. Financial terms of the deal were not disclosed. “This acquisition furthers Helix’s energy transition business model by taking on decommissioning obligations in exchange for production revenues,” said Owen Kratz, president and chief executive of Helix. “We have long communicated our unique position as a qualified offshore field operator that can also assume and efficiently discharge decommissioning obligations. We continue to pursue opportunities that enable us to enhance and extend the life of existing reserves and safely perform the related decommissioning of the infrastructure in transactions that allow producers to remove noncore assets from their balance sheets.” Under the terms of the transaction, Helix receives the benefit of ownership of MP GOM’s interest, with a 1 November 2021 effective date purchase price adjustment resulting in nominal cash paid by MP GOM at closing, in exchange for the assumption of MP GOM’s abandonment obligations at the Thunder Hawk Field. In addition to anticipated future production revenue, DAA will operate the Thunder Hawk field with Helix eventually expected to perform the required plug and abandonment operations. Kolibri Continues Tishamingo Program in Oklahoma Kolibri Global Energy has completed the location work for the Glenn 16-3H and Brock 9-3H wells, which are the third and fourth wells in its 2022 drilling program. A fifth location is also being prepped. All three wells in the Tishamingo area of the SCOOP play are planned to be drilled back-to-back, and the completion operations for the Glenn 16-3H and Brock 9-3H wells have been tentatively scheduled for the first week of October. Neptune Energy Confirms New Discovery in the Gjøa Area Neptune Energy and its partners announced a new commercial discovery at the Ofelia exploration well (PL 929), close to the Gjøa field in the Norwegian sector of the North Sea. Neptune has completed drilling of the Ofelia well, 35/6-3 S, and encountered oil in the Agat formation. The preliminary estimate of recoverable volume is in the range of 16 to 39 million BOE. In addition to the Agat volumes, north of the well there is an upside of around 10 million BOE recoverable gas in the shallower Kyrre formation, which brings the total recoverable volume to approximately 26 to 49 million BOE. Located 15 km north of the operated Gjøa platform, at a water depth of 344 m, Ofelia will be considered for development as a tieback to Gjøa, in parallel with the company’s recent oil and gas discovery at Hamlet. The Ofelia well, drilled by Odfjell-operated semisubmersible Deepsea Yantai, confirmed an oil/water contact at 2639 m total vertical depth. It is the third discovery by Neptune Energy in the Agat formation, a reservoir which until recently was not part of established exploration models on the Norwegian Shelf. The first was at the Duva field, which is now onstream and being operated by Neptune. The second was the company’s discovery at Hamlet, with estimated recoverable volumes between 8 and 24 million BOE.

Neoliberal economists say that growth is easy, provided the state does not obstruct the natural growth-inducing processes of a capitalist economy. They point to the success of South Korea and Taiwan as evidence that this proposition also holds for quite poor economies. Using chapters of Helen Hughes's edited volume by way of illustration, this article shows that the neoliberals ignore so much contrary evidence as to suggest that the neoliberal paradigm has entered a degenerative stage, like classical economics in the years before Keynes's breakthrough and like much Marxist writing of the 1970s.Two recent books about East Asia offer ways forward. The one by Alice Amsden argues that Korea has done better than other developing countries because it has created a more powerful synergy between a state that aggressively steers market competition and large, diversified business groups whose firms focus strategically on production processes at the shop floor. In conditions of “late development” this synergy is the key to success. Stephan Haggard's book accepts the core economic mechanism of the neoliberals but argues that the choice between sensible export-oriented policies, as in East Asia, or unsensible secondary import-substitution policies, as in Latin America, is determined by a complex conjunction of international pressures, domestic coalitions, political institutions, and ideas.Both books make important contributions to the debate. But they are weakened by not situating the experience of their case studies within an account of trends in the world system and by not addressing the question of what prevented massive “government failure” in market interventions in the East Asian cases. The last part of this paper takes a short step in this direction.
