The creation and management of digital library collections is a relatively new field of librarianship that nevertheless has produced a substantial literature. Because the development of digital information resources can be an expensive undertaking, it is not surprising that the institutional pioneers in digital development typically were large academic research libraries or federally funded agencies. As a result, librarians and information managers from such institutions have tended to dominate the professionaldiscourse on digitalization. At an April 2003 conference in Los Angeles presented by the Northeast Document Conservation Center, for example, the speakers were from Harvard University, Duke University, Cornell University, UCLA, the University of California–Berkeley, Columbia University, the Research Libraries Group, the National Archives and Records Administration,and the Library of Congress—hardly a representative cross-section of American libraries.1

Objective – To identify and examine the factors of library publishing services that facilitate scholarly communication. Design – Analysis of library publishing service programs. Setting – North American research libraries. Subjects – Eight research libraries selected from the signatories for the Compact for Open-Access Publishing Equity (COPE) Cornell University Library’s Center for Innovative Publishing; Dartmouth College Library’s Digital Publishing Program and Scholars Portal Project; MIT Libraries’ Office of Scholarly Publishing and Licensing; Columbia University Libraries’ Center for Digital Research and Scholarship; University of Michigan Library’s Scholarly Publishing Office; Duke University Library’s Office of Scholarly Communications; University of Calgary Libraries and Cultural Resources’ Centre for Scholarly Communication; and Simon Fraser University Library’s Scholarly Publishing. Methods – The authors used Roosendaal and Geurt’s (1997) four functions of scholarly communication to analyze and categorize library publishing services provided by libraries included in the study. The four functions of scholarly communication include registration, certification, awareness, and archiving. Main Results – Analysis of the registration functions provided by library publishing services in this study revealed three types of facilitating factors: intellectual property, licensing, and publishing. These include services such as repositories for digital scholarly work and research, ISBN/ISSN registration, and digital publishing. Analysis of archiving functions demonstrated that most programs in the study focus on repository-related services in support of digital content preservation of papers, datasets, technical reports, etc. Analysis of certification functions provided by these services exposed a focus on expert review and research support. These include services like professional assessment of information sources, consultation on appropriate literature and information-seeking tools, and writing or copyright advisory services. Analysis of awareness function showed search aids and knowledge-sharing platforms to be the main facilitating factors. These include services like metadata application, schema, and standards or scholarly portals enabling knowledge-sharing among scholars. Conclusion – This study identified several services offered by these library publishing programs which can be categorized as facilitators under Roosendaal and Geurt’s (1997) four functions of scholarly communication. The majority of the libraries in the study treated library publishing services as part of broader scholarly communication units or initiatives. Digital publishing (registration function) was offered by all programs analyzed in the study, while traditional peer-review services (certification function) were not. Widely adopted among programs in the study were the use of social networking tools (awareness function) and self-publishing (archiving function). The authors recommend developing services that facilitate peer review and assert the need to provide a knowledge-sharing mechanism within the academic community that facilitates the scholarly communication process.

The current trend in examining library administrative structures to accommodate change is common in library literature. The team approach, used within the construct of Total Quality Management, is examined in this case study, after which the case study is compared with a similar change that took place at Duke University. This article seeks to ascertain the degree to which the goals of the change are met and/or exceeded. The implications for change from hierarchal to team management hold many possibilities that extend beyond those received by traditional means, benefitting the full-time staff and customers, as well as student assistants. Student assistants make up a large portion of the part-time academic library staff and offer a sometimes “untapped” resource. The inclusion of students in comprising teams may be a refreshing and productive change in management structure. The article questions a real change from hierarchy to teams and also suggests that librarianship may need to redefine the meaning of “profit” in a nonprofit environment.

Then, interdisciplinary collaborations between ICT and humanities disciplines are crucial for the advance of workflows that allow research on CH to exploit machine learning approaches. This chapter traces the visualizing cities progress, involving Duke and Padua University. This initiative embraces the analysis of urban systems to reveal with diverse methods how documentation/understanding of cultural sites complexities is part of a multimedia process that includes digital visualization of CH.

In times of global health emergency and nation-wide lockdown due to the outbreak of the COVID-19 pandemic, the smooth functioning of the academic system has been poorly affected or suspended in India from the middle of March 2020. However, the entire operations of libraries are compensating with the applications of information and communication technologies (ICTs). In this chapter, the authors adopted the mixed-method approach, which brings out the methods, policies initiated by libraries in 'new normal', and to know the status of library operations during the lockdown. Authors mapped out the experiences of professionals during 'work from home'. Findings of the chapter show that the libraries are struggling to sustain their services to cater to the needs of the university students whose academics has been shoddily affected. Further, it reveals that majority of the respondents have adopted unique initiatives and precautionary measures in the 'new normal'. The librarians call themselves 'information warriors' which showed an optimistic attitude while struggling in an unprecedented situation.

At the University of Central Florida Libraries, a new alternative to traditional reference service was adopted during the COVID-19 pandemic as a remote solution for safely staffing the Research and Information Desk (RAID) at the John C. Hitt Library. Due to the challenges of a partial library re-opening at the height of COVID-19 variant infection rates in Florida, a safe alternative to physically staffing RAID was conceived and coined “Tele-Reference.” Utilizing a Zoom institutional license and readily available work equipment with audio and video capabilities, the Tele-Reference service model was developed by our research and information services librarians. The implementation, challenges, assessment, and future directions of using Tele-Reference at the University of Central Florida Libraries, as well as possible applications at other institutions, are explored herein.

Globally, the role of academic librarians as online teachers at higher education institutions is experiencing a tsunami of change. This is due to the Fourth Industrial Revolution and the influence of technology on pedagogy. The 21st-century academic librarian is challenged to adopt innovative teaching methods using technology in a digital environment. The purpose of this study was to explore the pedagogical and technological preparedness of academic librarians at University of Technologies in South Africa for online teaching. The technology pedagogy content knowledge framework guided the methodology in exploring the pedagogical and technological preparedness of academic librarians. A pragmatic approach using quantitative techniques was used in the data collection process. The data collected from the findings were analyzed and validated resulting in emerging themes. The results show a lack of pedagogical and technological skills among academic librarians at UOT in South Africa.

Open Access (OA) to scholarly information has now become a reality. Due to the efforts of OA supporters worldwide now even commercial publishers have started supporting open access to their content through various open access models. Many public institutions like universities and R&D Labs have realized the importance of OA in developing the society in general. As a result, these institutions have come up with OA repositories, archives and libraries. As with any such proliferation of information, OA resources have increased manifold and can easily overwhelm even an experienced user. Also different repositories may use various digital library software, which presents the problem of multifarious search interfaces and features. The solution can be found in the open community of open source software and open standards. The open source metadata harvesting software PKP-OHS and the open protocol for metadata harvesting i.e. OAI-PMH come to the rescue. This chapter discusses how PKP-OHS was implemented as a pilot study at the Central University of Himachal Pradesh (CUHP).

This chapter details the collaboration scenario of the University libraries of Makerere University in Uganda and the University of Bergen in Norway for over a decade. This chapter highlights the multiplier effect of the collaboration leading to new partners at the University of Juba in South Sudan, the East African School of Library and Information Science (EASLIS) at Makerere and the Norwegian School of Librarianship. The new partners implemented the Juba University Library Automation Project (JULAP) funded by the Norwegian Ministry of Foreign Affairs. JULAP aimed to rebuild the Juba University Library closed due to 1985 war. The project includes library automation, training and sponsoring young Sudanese for a Bachelor’s degree in Librarianship at EASLIS. Staff training is conducted by EASLIS, while the practical component was handled by previously trained Makerere University Library staff. Activities, challenges faced and addressed, achievements and future plans of the project are outlined.

ACTIVITY OF THE ALFONS PARCZEWSKI PEDAGOGICAL LIBRARY IN KALISZ IN PROMOTING REGIONAL CULTURE The Kalisz library actively participates in the promotion of the culture, tradition and history of the region. The study reviews initiatives undertaken by the library for the maintenance of cultural identity, also in cooperation with the local community, e.g. the Kalisz Friends of Sciences Society, or the University of the Third Age “Calisia”. The authors discuss a variety of regional publications, such as the periodical published by the Pedagogical Library, Closer to the Library. A Magazine of Librarians of Southeast Wielkopolska, which promotes the activities of teachers and regionalists cooperating with that institution. The article presents numerous projects, lectures, including the series The Famous/Unknown Inhabitants of Wielkopolska, library lessons and exhibitions organized by the library. The projects discussed make use of the rich resources of the library, including documents and manuscripts pertaining to Kalisz.

Budget cuts and staff turnover are tough, but they prompted a much-needed reassessment of roles, culture, and priorities in the library. Different approaches to spending and curating the library’s collections were vital to counteract the budgetary challenges. Cara Cadena, the new head of collections, was charged with building a task force to recommend cancellations and a plan to communicate these changes across campus. Decisions were made based on feedback gathered from teaching faculty, liaison librarians, campus stakeholders, and usage data. Ultimately, the communication plan proved to be the most critical--and challenging--part of the process. In this session, Cara and Marcia will discuss successes, missteps, results, the importance of vendor relationships, and future plans for collection management at GVSU. Attendees will gain insights into leveraging stakeholder buy-in and grasping opportunities amidst constant change (and decreased funding) in order to evolve effectively. They’ll also learn how GVSU Libraries are reimagining the role of the collections team.

“Begin at the beginning,” the King said, very gravely, “and go on till you come to the end: then stop.” This paper describes how two librarians newer to the University of Tennessee Libraries refreshed collection development workflows at the Libraries after a reorganization. This reorganization distributed tasks across departments in a different manner due to the new departmental configurations. In this new matrix environment, more communication was required to achieve desired outcomes, but more buy-in was also needed from constituents such as the subject librarians. This paper describes how a new Collections Committee was formed to make decisions on high-dollar resources; what information was added to the traditional request form to facilitate the committee’s decisions; what information was asked of vendors at the point of trial or initial interest; and how this fed into a new collection development policy. By revamping the workflows to ask for more information up front, the presenters were able to help the new Collections Committee obtain all the information needed for decision-making at the point of decision. The authors share insights into how organizational changes can be used as an opportunity to instigate workflow changes that help libraries acquire resources more nimbly and flexibly.

Aim/Purpose: In many public and academic libraries, ebooks are being pushed on users mainly due to budgetary and space needs even though readers are still showing a strong preference for print books. Background: Many librarians are focusing on how to get readers to use ebooks when they really should be considering how ebooks fit into learning, whether formal or self-learning, and the preferences that readers show for one format over the other. Library collections since the 1960s have generally focused on a strategy of “give them what they want,” but in the case of ebooks, there seems to be a trend of trying to force ebooks on users. Methodology: A survey was given to undergraduate and graduate students at the University of South Florida. Contribution: Our research findings fit with current data that shows a decline in popularity of ebooks and a continued popularity of print books. We would like to convince members of the academy to think about this issue and question the ebooks plans that libraries have on their campuses. Findings: Both undergraduates and graduates strongly preferred print over electronic in the case of textbooks and books for leisure reading. Only journal articles were preferred in electronic form, but from the comments it was evident that articles were printed out and the student used the print copy for studying and research purposes. Reference books were split 50/50 in preference for electronic versus print. Recommendations for Practitioners: Librarians and teachers cannot assume that just because students use their smart-phones that they prefer ebooks. Recommendation for Researchers: More research is needed on this subject before libraries become too dependent on purchasing large ebook packages from vendors rather than the selection of print books. Future Research: Now that this paper has advanced our understanding of user preferences for books versus ebooks, we wish to expand our research to faculty and widen the geographical areas covered.

The present paper aims to analyze the current mission of "Carol I" Central University Library for library professionals' training and development. We started our methodology from the services and scientific products that these institutions offer to higher education researchers, teachers and students, the extent of the technological developments and (co)relation with the assimilated skills. Taking into account the new tendencies in heritage preservation and cultural sharing through the new tech, dedicated portals and communication channels, library professionals must be specialized in digital technology processing, metadata cataloguing, bibliographic data exchange, digital preservation and data analyzing. Unfortunately, the Romanian library system lacks a well guided training policy, a nationwide unified strategy for digital preservation and also a public strategy for professional training. Our study will focus on how "Carol I" Central University Library, Bucharest understands its unique role of training provider for secondary school library system and also of the academic library system. The librarian profession addresses to a different public, has specific tasks and levels of difficulty, being influenced by the organizational evolution and technical infrastructure. They are also confronted with economic constraints and need to develope the expertise and adjust the library services and scientific products (eBooks, e-portfolios, digital repositories, eLearning platforms) through electronic means of communication, theoretical expertise and sociological tools in order to accomplish the fundamental mission of the institution (to support teaching, learning and scientific research) at highest academic standards. The teaching and learning processes have been transformed rapidly the last decades due to the shifting evolution of communication channels and educational software. Blended Learning as new paradigm became a very appropriate solution for knowledge transfer. The evolution of library services and new strategies for learning and communications required a strong set of specific skills for librarians. In this respect, having as mission to develop the competences of both academic and school librarians, "Carol I" Central University Library might use a common training curriculum for the basic working skills. The purpose of our analysis is to explore the need for blended learning and its influences in the academic environment, highlighting the librarians' training policies. We designed a virtual learning environment dedicated to the professional training, with Moodle, in order to provide professional guidance for librarians, and also applied the last theoretical fundamentals of blending learning in the librarianship field, comparative case studies concerning electronic library services. In this regard, we explored the possible technological foundation that might be used to design a pedagogical model for librarians' blended training framework. This is the reason behind "Carol I" Central University Library, as the only national training provider for two library systems, took into consideration the blended learning as a cost effective solution for knowledge sharing, continuous development and professional solidarity.

Annual subscription reviews are a normal part of many libraries’ operations, but this process is time consuming and can be particularly challenging for institutions with small e-resources staffs. The approach pursued by the Michael Schwartz Library at Cleveland State University includes strategies other libraries may find helpful in moving beyond cost per use in their reviews. In early fiscal year 2019, the Michael Schwartz Library identified a need to systematically review all subscriptions annually. The library operates with a flat budget and cancellations are often required to manage inflation. Previously, subscription reviews were in response to immediate needs (e.g. budget cuts, changes in consortium offerings, etc.). Largely due to staffing and time constraints, examining the entire corpus of subscriptions was outside of the scope of past reviews. A new subscription review process was developed to prepare the library to make data-driven decisions regarding cancellations for the next fiscal year. The methodology developed for the new subscription review consisted of three phases with each phase narrowing the number of resources considered for cancellation. The first phase was an evaluation of resource performance from an acquisitions perspective and incorporated cost per use and annual price increases. In the next phase, subject librarians evaluated resources in their respective disciplines based on several criteria and were required to rank resources in order of retention priority. In the final phase, faculty were surveyed on content quality, frequency of use in instruction, and other criteria for those resources deemed “cancellation eligible.”

The aim of the current study is to present the methodology for exploring code choice in the context of Tunisian higher education focusing on the use of Code Switching (CS). The study addresses these two research questions: To what extent and in what circumstances are Arabic, French and English used in Tunisian higher education contexts? What are the functions of code choice and code switching? To find answers to the research questions, this study leans on two types of observations namely informal observation and formal observation. The informal observation took place in informal settings, namely university corridors, libraries and eateries and the formal observation was conducted in classrooms. The aim of the informal observation is to investigate the languages used by students in public places. The classroom observation is used again to investigate the languages used in classes. After presenting the observation charts, the researchers presented the procedure of piloting. Due to the COVID situation, the researchers suggested piloting the observation charts by the use of recorded videos from Tunisian students’ university life, videos on multilingual classrooms and online courses. The study may methodologically contribute to the literature of observation design and validation.

Gheorghe Armașu (1914-1991) was a priest with special spiritual qualities, a true intellectual of the 20th century, a patriot and a priest appreciated by the communities in which he served. He was born on January 25, 1914 in the village of Domulgeni, Soroca county in a peasant family. He studied in the local school and had secondary education. In 1929 he entered the Theological Seminary in Chisinau, which he graduated in 1937, after which he entered the Theological Academy in Chernivtsi, but due to the poor material situation, he abandoned his studies. He first worked as a psalmist in the village of Bălcăuții de jos, Cernăuți region, then as a priest in the villages of Vetreanca, Moșana, Plop, Petreni. He had a special passion for old books. He collected several libraries, which the Soviet regime confiscated. His last library composed of over 700 books was saved by Ioan Vasile Nicorici, a professor at “Alecu Ruso” Bălți University, and is currently stored in the library of this institution. The books are in different languages. In Gheorghe Armașu’s library there are 67 theological, historical, didactic books and a Latin-Romanian dictionary. The books were mostly bought in Chernivtsi. Only three books belonged to the priest Gheorghe Armașu from December 1939, when he was in the village of Vetreanca (Hotin county). Others were mostly purchased in the city of Chernivtsi during 1973-1984. His passion for old books made him a savior of them, threatened to be destroyed, after the communist regime closed most of the cultural institutions in the annexed Romanian territories.

During the Covid-19 lockdown, the University of the South Pacific (USP) had to close the Face-to-Face (F2F) delivery of lectures, tutorials and Drop-in support services at all its campuses. This included closing the Drop-in sessions at Student Learning Support (SLS) that provide additional literacy, numeracy and remedial support for students studying at USP. Given that all courses changed to online mode, contact with students was only possible using online virtual sessions such as Big Blue Button (BBB) or Zoom. Such sessions were only possible for students who had facilities and resources and could afford to study online. With Internet cafes and USP's Outreach Hubs, computer labs, and libraries closed, it further limited facilities for studying online for many. Realising major accessibility issues for the majority of its students, particularly those who needed support the most, USP formed a working group of SLS, First-Year Experience (FYEC) Coordinators, Information Technology Services (ITS), and Student Administrative Services (SAS) to design a strategy to identify and support the At-Risk Students (ARS). Moodle, the Learning Management System (LMS) used at USP, which records all students' activities became the central platform for this intervention. With SLS and FYE access to student activity and logs across the different schools at USP, the team worked on the design and implementation of an intervention system to help students isolated due to COVID-19 lockdowns. Intervention systems have been successfully used at many universities (Carroll, 2007; Burmack, 2002; Riddle, 2009; Frey & Fisher, 2008; Trilling & Fadel, 2009; Zhang, Fei, Quddau and Davis, 2014), showing a reduction in dropout and a better pass rate. The approach used at USP involved creating regular contact with the ARS studying in isolation or lockdown, supporting them through internet data plans for studying and virtual academic support sessions. The results showed an increase in these students' Moodle activity and better performance in the courses they were enrolled in. This paper discusses the planning, strategies, and results from a primary survey conducted on these ARS' performances.

Academic institutions have made significant investments to support public access to research data requirements, yet little to no data about these services, infrastructure, and costs currently exist or are widely shared. For public access to research data to be optimized, funding agencies, institutions, and organizations must better understand the investments made by institutions and individual researchers toward meeting these requirements. This mixed-methods study was funded by the US National Science Foundation (grant #2135874). The Association of Research Libraries (ARL) and six research-intensive academic institutions—Cornell University, Duke University, University of Michigan, University of Minnesota, Virginia Tech, and Washington University in St. Louis—used surveys and interviews to provide an initial examination of institutional expenses for public access to research data. Due to the breadth and heterogeneity of research data and funding, we scoped this work to three US federal funding agencies (Department of Energy, National Institutes of Health, and National Science Foundation) and five disciplinary areas (biomedical sciences, environmental science, materials science, physics, and psychology).

This report describes the methodology of research conducted during the first stage of the Realities of Academic Data Sharing (RADS) Initiative, funded by the US National Science Foundation (NSF), from 2021 to 2023, and should be considered supplemental to the additional final research reports (white papers) produced as a result of this research. As part of the RADS Initiative, institutional administrators and funded researchers were surveyed in 2022 and interviewed in 2023 on details related to research data sharing support services and practices, and their corresponding expenses. While the Association of Research Libraries (ARL) is the administrative home of the RADS Initiative, the research was conducted with participants at the following institutions: Cornell University, Duke University, University of Michigan, University of Minnesota, Virginia Tech, and Washington University in St. Louis.
