The present study attempted to measure library literacy levels of open or flexible learners at the Canberra Institute of Technology (CIT) during the 1995 academic year, and to investigate to what extent the information skills component of TAFE open learning modules influence adult learners' library literacy levels. To address these issues, a quasi-experimental research methodology was used to measure library literacy levels at the beginning and, again, on or near course completion to ascertain whether any change had occurred, through the administration of a questionnaire. A number of participants were then interviewed to further validate the responses fiom the questionnaires. The study attempted to show that though courses claim to address key competencies in a vocational education and training environment, one component of the key competencies, the ability to collect, analyse and organise information, was not being met. That one component was the ability to locate (or collect) information. No strong correlations resulted fiom the library literacy levels measured and the degree to which the key competency was addressed within course modules. No statistical measures were possible due to the small sample population that eventuated, though it was almost half the original targeted population. No real gain was achieved in library literacy levels between the pretest and posttest stages of the research for either the Experimental or Control groups. Though a highly suitable research methodology, the quasi-experimental research design did have some limitations in this piece of research. The CIT flexible learning environment at the time of the study contributed to the limitations of the study. However, a number of recommendations were made on the basis of the research results, advocating some strategies that might be implemented to improve the library literacy levels of learners undertaking open or flexible delivery courses within CIT, and suggestions to change the research environment to avoid many of the problems experienced. The CIT pilot study was the first known formally documented study of library literacy levels in an Australian TAFE environment of its kind. The study reflects the literature published at the time of the study. At that time, the research in this field was minimal. Many publications and research have emerged since 1995 when this study was conducted, indicating this is an area of great interest.

Mobilized library services are a new trend in library services. The Oriental Institute of Technology’s library (hereafter referred to as “the library”) employs the concept of mobilized libraries to create a variety of mobilized library services. In January of 2008, the library included services such as text message notification for overdue books and due date extensions for borrowed books, via text message. In February of 2009, following the incorporation of the voice on demand (VOD) system into the mobile communication Internet interface, the library successfully activated the mobile VOD system. Furthermore, in October of 2009, the concept of using mobile phones to preview and reserve newly acquired books was introduced, and the mobile preview system of new book arrivals was launched. This study discusses the frameworks of both the mobile VOD system and the mobile preview system of new book arrivals. For two years, the library has launched the services of text message notifications for overdue books and the due date extension of borrowed books via text messages. From the library system, this study uses the borrowing and overdue information of 215 valid readers as samples. The sample t-test analyzed the 215 valid readers to measure any reduction in fines and overdue rates following the launch of the text messaging service. Finally, a questionnaire surveyed the 5,575 library users from the entire school to gauge the actual usage situation and service satisfaction level of the library’s text messaging service system. The number of valid questionnaires was 470 and the sampling error was within ±4.62%. The major conclusions of the study are as follows: 1. The results of using the paired sample t-test method to analyze the 215 valid readers: (1) After the readers started using the text messaging service, their book borrowing intention indirectly increased. The effect was significant. (2) After the readers started using the text messaging service, the reader overdue rate decreased. The effect was significant. (3) After the readers started using the text messaging service, the average amount of fines decreased. The effect was significant. 2. The results of the questionnaire surveys: (1) Although the day school students visited the library with more frequency, the borrowing rate of continuing education students was higher. In addition, the continuing education students’ usage rate of the text messaging service was higher than the day school students. (2) The number of students aware of the text message notification service for overdue books was 294. 169 of these students (57.48%) used the service. (3) Among the 212 readers aware of extending the due date of borrowed books via text message, 37.26% of the readers used cell phones to make renewals. The usage rate of the continuing education students was 52.83%, which was 22.06% higher than that of the day school students (30.77%). (4) The satisfaction levels for the text message notification for overdue books, and the extension of the due date of borrowed books by text messaging, were both higher than 90%. The service satisfaction level for the latter through text messaging was higher than that of the former. This indicates the readers had either a greater response, or a good impression of innovative and convenient services. The text messaging notification service has gradually become the library’s essential basic service. In addition, the satisfaction level of the continuing education students was higher than the day school students. (5) In the questionnaire survey for the reasonable fee range of text message notification for overdue books and the due date extension of borrowed books via text message, more than 60% of the readers expressed the desire for the library to remain charge-free. Most continuing education students can afford higher fees, than the day school students. This indicates the continuing education students were willing to pay a higher amount in fees than the day school students, in exchange for a convenient service. (6) The ideal time for readers to receive text messages was the morning (7:00am~9:00am) and midday (12:00pm~13:00pm), which were 26.29% and 25.04%, respectively. This shows the readers hoped to receive the text message notification before they went to work or school, or during the noon break time. However, the times the continuing education students and the day school students wished to receive the text messaging notifications differed. Most day school students wanted to receive the messages before the morning class time. However, most continuing education students prefered to receive the messages during the noon break or afternoon. (7) The text message notification for overdue books seemed to have no little effect on the readers’ book-borrowing intentions. The study found that.82.77% of the readers book-borrowing intentions increased due to the text message notification for overdue books. In addition, 85.5% of the readers book-borrowing intentions increased because of the due date extension of borrowed books through text messaging. This proves the launch of a text messaging service indirectly increases the book-borrowing intentions of the user.

Most institutions of higher learning in South Africa have had to merge because of the directive from the Department of Education enacted in the Higher Education Act of 1997, which aimed at restructuring the higher education sector. Academic libraries as departments within these institutions also had to merge as their parent organisations merged. The Durban Institute of Technology (DIT) became the first merged institution of higher learning in the country. The purpose of this study is to diagnose whether the merged DIT libraries are viable. This is tested by using the Viable Systems Model (VSM), which is based on cybernetic principles. This research project is meant to give a holistic view of the viability of the DIT libraries. Members of the library staff were asked through an interview process what their views were about the library. The interviews were semi-structured and were conducted individually so as to elicit detailed information from library staff about the library, its processes, procedures, structure and management. Observation and document analysis were also used to gather further information relevant to the study. The study concluded that the library does not have enough resources and there is confusion amongst members of the library staff about what the library goals are. Although the library does not have a single image and culture it is very active and is well represented in the Library and Information Services structures and within the DIT.

The library instruction (LI) not only aims at making students familiarized themselves with the library resources, equipments and services but also at training students on information literacy. Faculty wields significant influence over students’ use of the libraries. Their attitudes also possess the key factor in the successful implementation of LI. This research explores the vocational college and institute faculty’s viewpoints about LI, which could be a valuable reference for future LI.. The research surveyed the faculty of National Kaoshiung Institute of Marine Technology (NKIMT). The researcher adopted questionnaire method and interview techniques. 170 copies of questionnaire were distributed, 162 copies returned (return rate 95.3%). Data were analyzed by Statistical Package for the Social Science (SPSS) and Excel using frequency distribution, Chi-square and cross analysis. The research revealed that most faculty emphasized the importance of training students of self-studying capability through LI. Several factors affect the implementation of LI: the faculty’s library experience and publishing activities, the help from library resources, and the service/propagation of the library. Moreover, faculty’s library experiences will influence students’ learning attitudes. The best timing for conducting LI is perceived the freshmen’s first semester. The coverage of LI should be extensive. Faculty and librarians have to cooperate and plan together for the implementation of LI. The thesis reached the following conclusions: 1) to expand the library’s resources and equipments, offer a flawless network service, 2) to strengthen the implementing modes/contents of LI, 3) to do active propagation and marketing to seek supports from the faculty, 4) to invite faculty to participate LI planning, 5) to ascertain the evaluation task of LI, 6) to provide LI for faculty, 7) to integrate information literacy into the course, 8) to master the characteristics of academic field, scheme the academic-featured utilizing education.

Currently each of the domestic libraries is facing problems of constantly books increasing and continuously added service items, but the library staff can’t be accordingly increased due to the insufficient budget. The introduction of “Self-Check System” makes it available for the readers to complete the procedures of books checking all by themselves, and thus makes the circulation of books more efficient. Domestically, this kind of Self-Check System was introduced early before by many libraries. This study uses mainly the Delone & McLean(2003) revised Information System Success Model, supplemented with the Decomposed TPB, and also refers to the features of Self-Check System to delete those unnecessary phases, to construct the evaluation model for the library Self-Check System and the Usage Behavior. To design, the contents of questionnaires adopts the evaluation and suggestions from professionals; and using the empirical study method by allocating samples and issuing questionnaires to the readers who are students or faculty staff of WuFeng Institute of Technology and who have had used the Self-Check System; this study totally obtained 542 copies of effective samples, and the questionnaire returning rate is 46.32%. The analysis result manifests that besides the “stability” on system quality, the “malfunction rate” on satisfaction and the external influence on “teacher’s suggestions”, readers tend to be satisfied with the 3M model 7210 Self-Check System. Namely, the study result verifies the hypothesis, i.e., the “information quality”, “system quality”, “service quality” have positive influence to the “user’s satisfaction”; while the “external influence” has positive influence to the “subjective standard”; and the “subjective standard” has positive influence to the “usage behavior”.

RFID (radio frequency identification) technology can be expressed in the most universal manner as wireless identification technology, which does not need the line-of-sight to be read or written. It offers enhancement of identification technologies like barcode technology. Optical barcode technology was developed in 1948 by Silver and Woodland at Drexel Institute of Technology and first commercially used in 1966 (Adams, 2002). Barcode technology stores data in the widths and spacings of printed parallel lines, or in patterns of dots, concentric circles, and hidden within images. The most extended is UPC code which was invented in 1973 and since then became everyday part of our life. Other commonly used types of barcodes are Code 128, Code 93 (Groover, 1980) and DataMatrix 2D barcode. At this time, mostly the barcodes are keeping inventory and shipments moving. RFID technology has several advantages for managing and collecting object’s data or tracking it as it moves through the supply chain (SC). Two of them are related to the increased abilities of security and reliability of the identification systems. These two properties of identification technologies are equally important for their use in supply chain management (SCM). The purpose of this chapter is to highlight selected areas of this technology that may be critical specific aspects of further RFID development and applications. We have also discussed about differences between RFID and barcode technologies especially in terms of their use in SCM and concluded this article with expectations of further development of this still progressive technology.

Cloud computing and Information Network both are emerging facets in the field of Information Science (IS). Cloud computing has potential to bring another wave of changes to organizations. Overall, planning and implementation of cloud computing will be beneficial in the terms of library level as well as institutional level to manage by cloud. In this chapter the authors present RECs/NITs resources to move on for managing cloud computing. Making the decision to use cloud-based services means balancing the elements of cost, risk, and benefit to decide whether those services advance the mission of the library as well as institute. RECs/NITs Libraries can take advantage of the cloud in numerous ways, such as data sharing including discovery tools, current status of research, and software as service which depends on the cloud, e-mail systems and social networking, and so forth. This chapter recommends a road for globalizing Regional Engineering Colleges/National Institutes Technology libraries.

Recently, the German National Library of Medicine (ZB-MED) overtook the translation of MeSH. However, there is no dedicated platform which focuses on MeSH and covers multiple languages. Here, we address this gap, by offering a modern multilingual searchable MeSH browser. A modular platform using open source technology is presented. The frontend enables the user to search and browse terms and switch between different languages. The RBMK reactors are channel type, water-cooled and graphite moderated reactors. The first RBMK type electricity production reactor was put on-line in 1973. Currently there are 13 operating reactors of this type. Two of the RBMK-1500 reactors are at the Ignalina NPP in Lithuania. Experimental Critical Facility for RBMK reactors, located at Kurchiatov Institute, Moscow was designed to carry out critical reactivity experiments on assemblies, which imitate parts of the RBMK reactor core. The facility is composed of Control and Protection Rods (CPR’s), fuel assemblies with different enrichment in U-235 and other elements, typical for RBMK reactor core loadings, e.g. additional absorber assemblies, CPR imitators, etc. A simulation of a set of the experiments, performed at the Experimental Critical Facility, was carried out at the Royal Institute of Technology (RIT), Nuclear Power Safety Division, using CORETRAN 3-D neutron dynamics code. The neutron cross sections for assemblies were calculated using HELIOS code. The aim of this work was to evaluate capabilities of the HELIOS code to provide correct cross section data for the RBMK reactor. The calculation results were compared to the similar CORETRAN calculations, when employing WIMS-D4 code generated cross section data. For some of the experiments, where calculation results with CASMO-4 code generated cross sections are available, the comparison is also performed against CASMO-4 results. Eleven different experiments were simulated. Experiments differ in size of the facility core (number of assemblies loaded): from simple core loadings, composed only of a few fuel assemblies, to complicated configurations, which represent a part of the RBMK reactor core. Diverse types of measurements were carried out during these experiments: reactivity, neutron flux distributions (both axial and radial), rod reactivity worth and the voiding effects. Results of the reactivity measurements and relative neutron flux distributions were given in the Experiment report [1] as parameters, to be obtained using static calculations, i.e. the reported results were already processed numerically using the facility equipment, e.g. the reactimeter. The reported measurement errors consist only of instrumentation errors, i.e. measurement method errors and the influence from the space–time effects were not included in the error evaluation.

With the swift development of the internet as the major base for information retrieval, new ideas about knowledge presentation have come up. Today it is obvious that fast and easy access to information is a major success factor in most areas both economics and science and is therefore of eminent importance. New developments in information technology and related software have created new possibilities for the presentation of scientific knowledge also in mechanism theory [1]. In this paper the IGM-Mechanism Encyclopaedia and the Digital Mechanism Library will be presented. Both use the possibilities of the internet to make basic and specific knowledge for the analysis and synthesis of mechanisms available to a broad public.

Kanazawa Institute of Technology (hereinafter KIT) started its education reform in April 1995. The basic principle behind the reform is to develop students who can learn autonomously. The idea comes from education inadequacies up to that time, where instructors “crammed” knowledge into students. KIT established the “Factory for Dreams and Ideas” (hereinafter “Yumekobo” which is the original Japanese name of the facility), a facility open to all KIT students. There they can create things any time they like. The students can utilize “Yumekobo” freely, in the same manner as a library. In Japan, the national holidays and Sundays total sixty-five days in a year leaving three hundred days for potential use of “Yumekobo”. University classes are in session one hundred and fifty days. This means it is necessary for KIT professors and instructors to come up with good strategies to have the students spend the remaining one hundred days in a productive way that will help students to raise their academic performance. To facilitate increased performance, KIT built a library center in 1982. There, learning takes place mainly through reading books. However, we felt that another new facility to stimulate students’ interest in creating things would be an excellent way to motivate further learning for the students. Here the author will explain present state of “Yumekobo” and how it has helped students continually seek to implement their ideas, especially through team activities.

Abstract In this paper, we present a novel concept of using Matlab’s Partial Differential Equation (PDE) Toolbox to achieve shape and topology optimization during the automatic mechanical design process. In our institute, we are developing a toolbox called Solid Geometry (SG) Library in Matlab to achieve automatic design of medical robots and mechanisms. The entire design process is performed in one developing environment without additional data input and output. And those robots and mechanisms can be quickly manufactured by different kinds of 3D printers. Recently, we have also integrated the shape and topology optimization techniques into our automatic design process by using the PDE Toolbox of Matlab for finite element analysis because of its high efficiency and compactness. For optimization algorithms, we have already implemented two bionic structural optimization methods called Computer Aided Optimization (CAO) and Soft Kill Option (SKO) to optimize the stress distribution in the structure. Since the complicated material layout in the optimization results can be easily realized by the 3D printing technology, the mechanical performance of our medical robots and mechanisms can be greatly improved with the work presented in this paper.

Abstract The NIST EXPRESS toolkit is a software library for building EXPRESS-related tools. EXPRESS is an ISO language for describing information models. EXPRESS descriptions are neutral to different data storage paradigms and systems on different hardware platforms and networks. This paper describes the design and implementation of the toolkit including its important interfaces, data structures, and algorithms. This paper is recommended for anyone wishing to modify the toolkit or anyone wishing to build their own EXPRESS implementation. The reader is assumed to be familiar with the EXPRESS language, the basics of traditional language implementations, and C — the language with which the toolkit is implemented. As a testbed against which to benchmark the evolving EXPRESS language, conformance to the standard (currently Draft International Standard) is the highest priority in the toolkit. Nonetheless, time/space efficiency, accurate and helpful diagnostics, and ease-of-use are also critical to the success of the toolkit. The paper describes how these concerns are addressed even though EXPRESS is a complex and sophisticated language. The toolkit is available from the National Institute of Standards and Technology. The toolkit is just one of a number of tools for data management in STEP, a family of ISO standards currently in development. All of the NIST tools, including the NIST EXPRESS toolkit, are in the public domain.

Abstract Decay heat prediction is essential for nuclear reactor safety, waste management and spent fuel disposal. The NUIT code is dedicated for nuclide inventory calculations, which was developed by Institute of Nuclear and New Energy Technology (INET), Tsinghua University. NUIT is able to compute isotope density, radioactivity, decay heat, photon spectrum and other source term quantities. The problem-specific neutron spectrum and tabular effective one-group cross-section library produced by neutron transport codes were utilized by NUIT. Therefore, the NUIT code could be applied to many types of fission reactors, such as HTGR, PWR, BWR, etc. In this paper, validation of the NUIT’s capabilities in predicting decay heat for spent fuel assemblies was conducted with measured decay heat data from PWRs. The test cases for validation include measurements of 52 fuel assemblies (14 × 14, 15 × 15 and 17 × 17 fuel designs) that were irradiated in 5 PWR plants, with burnup values ranging from 19.7 to 51 GWd/tU. The cooling periods for the measured samples vary from 2.4 to 26.7 years, which are times of interest to spent fuel transportation and storage applications. The multi-group neutron spectrum provided by Monte Carlo code OpenMC was utilized to collapse into one-group cross sections. The decay heats for different fuel assemblies were obtained and compared with measurement data. The validation results show satisfactory agreement between NUIT results and reported measurement data. This work helps to obtain uncertainty margins in decay heat predictions with NUIT code.

The ANSI/ANS-6.4.3-1991 Standard, Gamma-Ray Attenuation Coefficients and Buildup Factors for Engineering Materials, is currently being updated by an American Nuclear Society (ANS) Working Group. The ANSI/ANS-6.4.3, 1991 standard, which is “withdrawn” due to the failure to meet the requirement of the ANS to have standards updated every ten years, contains buildup factor values that are derived from data that is over seventeen years old. In addition, computer technology has significantly improved since 1991, allowing for more complicated, computationally demanding codes to be utilized. Therefore, the ANSI/ANS-6.4.3-1991 standard is being re-visited to include updated data and to include modern codes. Gamma-ray buildup factors and attenuation coefficients are being generated for common shielding materials (e.g., concrete, steel, water, etc.) utilizing the ENDF/B-VI.8 cross-section data library, which is distributed by Brookhaven National Laboratory’s National Nuclear Data Center (NNDC). One modern code, Monte Carlo N-Particle (MCNP5/MCNPX), is being compared with PALLAS-1D (VII) and Anisotropic Source-Flux Iteration Technique (ASFIT-VARI), which were used to develop values included in ANSI/ANS-6.4.3-1991. PALLAS-1D (VII) is a code for direct integration of transport equation in one-dimensional plane and spherical geometries while ASFIT-VARI is a gamma-ray transport code system for one-dimensional finite systems. MCNP5 is a general purpose Monte Carlo radiation transport code that tracks particles (e.g., neutron and photons) at numerous energies in a three dimensional configuration of materials. The MCNP5 radiation transport code require response function input to provide dose and exposure output. Mass energy-absorption coefficients and mass energy-transfer coefficients are required to develop absorbed dose and exposure responses. The National Institute of Standards and Technology (NIST) provide and maintain the most up-to-date mass energy-absorption coefficient and mass energy-transfer coefficient database currently available. The NIST values are used in these initial buildup factor calculations to prove the validity of the methodology used and allow for preliminary comparisons. The energy absorption (dose in material) and exposure buildup factors are calculated at mfp values of interest, consistent with ANSI/ANS-6.4.3-1991 up to forty mfp. Comparisons between the new buildup factors and the previous results presented in the ANSI/ANS-6.4.3-1991 standard indicate that there is fairly good agreement. Differences in buildup factor values can be attributed to differences in cross-section data libraries, numerical methods, and physics treatments within the respective codes.
