La Commission de réforme du droit du Canada (CRD) a publié, en 1982, un document de travail intitulé Euthanasie, aide au suicide et interruption de traitement. En 2009, la députée Francine Lalonde a déposé à la Chambre des communes le projet de loi C-384 intitulé Loi modifiant le Code criminel (droit de mourir dignement). Ce projet de loi a été défait. Une période de près de trente ans sépare ces deux documents. Quelles sont les préoccupations que partagent ces documents ? Le projet de loi envisage-t-il l’aide au suicide d’une manière qui diffère de celle du document de la CRD ? L’examen du document de la CRD, du projet de loi C-384 et des travaux de la Chambre des communes fait ressortir des difficultés persistantes dans nos discussions publiques. Certaines suggestions s’imposent à propos du débat souhaitable dans une matière aussi contentieuse que l’euthanasie et l’aide au suicide.

This article shows how a high-quality filtering architecture for targetted documents can be achieved by adapting the intex system to the domain (i.e. ‘economic intelligence’), when expressed in finite state automata filters. A push system named corail (‘request composition by linguistic intelligent agents’) is described, developed by a consortium comprising Thomson-CSF Corporate Laboratory (senior partner), Informatique-CDC, the University of Paris X/CRIS, and the ladl. Both practical and theoretical issues regarding the use of finite state automata are discussed, as for example the notion of the ‘automaton classes’ which are to be used as a paraphrasing agent in the process of document filtering. This project can be considered as an example of how linguistics and computer science can interact in anatural language processing task to meet high-quality standards, namely avoiding noise and reducing silence, thus offering an alternative solution to traditional push systems based on simple keyword-matching. A prototype of the corail system is now operational at Thomson-CSF Central Laboratory and Informatique-CDC.

During Second World War, Italian resistance fighters from the Aosta Valley and the Vaudois valleys meet in Chivasso to think about an international system for the post- war era. They defend a republican and democratic political system, and, far from micro-nationalism, they are the bearers of a federal project which combines the autonomist instances, specific to these linguistic and religious minorities, with a vision of European unity. The result is the drafting of one of the most Europeanist documents of the Resistance in Europe: the Declaration of the representatives of the Alpine populations signed on the 19th of December 1943. This article intends to study and contextualize this document, whose minority nature does not remove its importance within the framework of a Europe still today interested in matters of minorities as well as borders and by autonomist and independence movements.

This article presents the development, rollout, and subsequent uptake of the Al- berta Teachers of English as a Second Language (ATESL) document Best Prac- tices for Adult English as a Second Language (ESL)/Language Instruction for Newcomers to Canada (LINC) Programming in the light of literature on teacher engagement with second-language acquisition and teaching research. The first part of the Best Practices project was designed to develop a set of best practice statements of principle developed in collaboration with language education ex- perts in Alberta and through the professional literature, as well as with ESL teach- ers across the province. In the second part of the project, we facilitated the uptake of the principles by teachers and administrators throughout Alberta.Cet article présente le développement, la mise en œuvre et l’adoption subséquente du document des enseignants albertains de l’ALS portant sur les meilleures pra- tiques pour l’ALS aux adultes et le programme cours de langue pour les immi- grants au Canada (CLIC) et ce, à la lumière de l’implication des enseignants dans la recherche portant sur l’acquisition et l’enseignement de langues secon- des. La première partie du projet des meilleures pratiques visait le développement d’une série de déclarations de principes élaborées en collaboration avec des ex- perts en enseignement de la langue, appuyées par la littérature spécialisée et des enseignants en ALS de partout en Alberta. Mesurer l'avancement de gros projets est toujours difficile car la charge de travail est partagée entre les départements d'une entreprise ou même entre des entreprises réparties dans le monde. La littérature de niveau recherche sur la gestion des projets a été passée en revue pour découvrir les différentes techniques applicables. Les outils largement utilisés pour prévoir et mesurer l'avancement des projets, comme la méthode de la valeur acquise (Earned Value Analysis), Progress Plot, Milestone and Resource slip charts, Concurrent Engineering, peuvent être utilisés. Le problème étudié est lié à l'industrie pharmaceutique où de nouveaux traitements ou médicaments sont développés, et où l'efficacité d'un traitement médical est testée sur des patients répartis à travers le monde. Beaucoup de variables augmentent la complexité et l'ambiguïté du problème étudié. L'objectif principal est d'analyser l'efficacité d'une solution dans différentes situations au cours du projet, de sorte que la durée soit la plus réduite possible, et que les objectifs soit atteints au moindre coût. Les résultats suggèrent que la relocalisation des patients dans les pays produit de meilleurs résultats en terme d'avancement de projet
In large projects measuring progress is always difficult due to the complexities involved, because the realization is shared among departments of a firm or even between firms disseminated all over the world. Project management and operations research literature is reviewed for discovering various techniques applicable. Widely used tools for progress measurement and forecasting, such as Earned Value Analysis, Progress Plot, Milestone and Resource slip charts, concurrent engineering, can be employed. This thesis is based on a problem of pharmaceutical industry where the effectiveness of a certain medical treatment is examined on patients in a number of countries. The number of variables involved increase the complexity of this problem. The main objective is to analyze the effectiveness of a solution in different situations during the project such that a better project duration and a lower cost can be achieved. Our findings suggest that reallocation of patients among countries produces better results in terms of progress

Regarder, parcourir, s'arrêter, venir et revenir, se positionner et incorporer un espace jusqu'à ce qu'il devienne ordinaire, sont-ce des pratiques géographiques que les photographes ont érigé en art? De quelles façons un art de la photographie géographique est-il susceptible de suggérer des interrogations, non pas sur les apparences, mais sur la part structurelle de phénomènes spatiaux? La thèse de doctorat, Le projet photographique comme expérience et document géographiques, est composée de deux volumes de recherches et d'enquête. Tout d'abord, la photographie géographique est définie comme un procédé d'expérimentation, d'observation et d'étude des modes de construction, d'aménagement et d'habitation, dans leurs différentes spatialités. Cette définition s'appuie sur l'étude de commandes institutionnelles, de travaux personnels et, notamment, sur des entretiens réalisés avec des photographes et des commanditaires, dont des aménageurs. Ensuite, une photographie et une géographie de la Grèce contemporaine sont conjointement développées. Pour cela, le projet photographique fut imaginé et accomplit afin d'examiner les usages, les pratiques d'édification et les logiques de transformation qui caractérisent ce pays, du nord au sud. Can geography -meant as knowledge and research on the ways of building, managing, and inhabiting Earthrely on a photographic project ? Looking, scouring, stopping, going and coming back again, positioning oneself, embodying a space until it becomes ordinary, are ail these actions geographical practices that photographers have transformed into art? How can the art of geographical photography be a support to formulate questions, not based on appearances, but on the structural part of spatial processes? The PhD thesis entitled -The photographie Project as a Geographical Experience and Document -consists in two volumes of research and investigation. First, the geographical photography is defined as a process of experiment, observation, and study of the ways of building, managing and inhabiting, in all their different spatialities. This definition relies on the study of institutional commissions, personal works, notably and interviews conducted with photographers and commissioners, some of whom managers. Secondly, a photography and a geography of contemporary Greece were developed jointly. A photographic project was established to examine the use, building practices and the logic of transformation that characterize this country, from North to South. This project has been thought as a way of paying attention, as a technic of making notes and as a way of producing documents that can be analyzed by inhabitants, builders, and actors of local geography

Partant de la sociologie d'innovation, des organisations et d'attentes et en se basant sur une démarche empirique d'enquête (plus de 30 entretiens conduits durant 2010-2013 en France), la première partie de cette thèse traite de la variété des acteurs de l'électromobilité et de l'abondance combinatoire des possibilités relationnelles. Elle procède à une analyse historique, théorique et systémique, afin de recenser et établir une typologie des acteurs potentiellement concernés par son développement, d'évaluer leur position stratégique et leur inclinaison envers l'électromobilité, leurs intérêts et facteurs de résistance potentiels. Enfin, le croisement du caractère offensif ou défensif de la stratégie propre à chaque acteur avec le degré variable de maturation de celle-ci a permis de préciser les ressorts de l'adhésion au système d'électromobilité et les conditions d'évolution de celui-ci. La thèse met un accent particulier sur la nécessité de maîtriser la zone d'incertitude la plus majeure du système qui est la recharge. Les ambiguïtés et les difficultés d'installation d'équipements de recharge révèlent une certaine réticence de la société. Combler les lacunes, surtout celles particulières à la recharge privée, mérite une attention collective des constructeurs, opérateurs immobiliers et fournisseurs d'équipements de recharge, ainsi qu'une concentration particulière des efforts publics et ce, à tous les niveaux réglementaire, financier et surtout organisationnel. Cela devrait permettre de raccourcir le décalage qui se manifeste aujourd'hui entre la mise sur le marché des véhicules et la disponibilité des infrastructures de recharge, qui pénalise le démarrage du système en constituant un grand blocage psychologique pour ses usagers potentiels. Dans un deuxième temps, est explorée l'électromobilité dans un cadre systémique éclaircissant les relations d'interdépendance entre mobilité et territoire. En effet, chaque territoire définit son système de mobilité en fonction de ses caractéristiques intrinsèques telles que sa géographie, sa composition démographique et socioéconomique et les autorités territoriales jouent un rôle crucial dans sa mise en œuvre et assurent son bon fonctionnement. Ainsi dans le cadre d'une étude de cas, le diagnostic socio-économique du territoire de Paris-Saclay, suivi par l'analyse de son système de mobilité, permettent de dégager l'avenir possible du territoire en matière de transport, au vu de la dynamique générale créée par le projet de Grand Paris Express. Une fois que l'image future du système de mobilité du territoire est dessinée, la place de l'électromobilité dans ce futur système et le degré de réceptivité du territoire de Paris-Saclay est discutée. L'évaluation du potentiel d'équipement en VE en tant que voiture particulière montre que le territoire de Paris-Saclay constitue un terrain favorable : de par l'adaptation du VE à leur comportement d'auto mobilité et par l'accès à la recharge, 37% des ménages motorisés du territoire sont susceptibles de s'équiper d'un VE (contre 20,5% en IDF). Enfin, la France est le pays où toutes les conditions d'émergence de l'électromobilité se réunissent. Son électricité issue du nucléaire permet d'espérer un bilan carbone très promoteur pour le VE. Les deux constructeurs historiques du pays sont parmi les premiers de l'industrie d'automobile à proposer les modèles électriques de la nouvelle génération. Le déploiement massif des infrastructures de recharge divise. L'éventail des suites à donner est large, allant de l'abandon total de l'électromobilité par peur qu'elle devienne un gouffre financier jusqu'au renforcement des mesures de soutien dans l'espérance de favoriser la dynamique créée. Parmi les options, on soutient une politique de territorialisation du déploiement de l'électromobilité à définir sur la base d'une connaissance approfondie du territoire et de son système de mobilité
Over the past few years, socioeconomic and political developments, environmental and energy concerns, and ongoing technological progress nourish the prospect of substituting conventional gasoline cars with upcoming electric alternatives. A real success of the electric vehicle (EV) has become increasingly conceivable but is still subject to a certain number of conditions. Electromobility differs from the currently prevailing form of automobility mainly due to a larger range of the involved stakeholders, and a stronger dependence on the territory where the system is to evolve. These differences motivate the present doctoral research studying the emergence of electromobility in France from two major points of view: the stakeholders' organization and the territory's adaptation. Adopting a historical and empirical approach, the first part of this thesis discusses the results of over 30 interviews conducted with representatives of potential electromobility stakeholders that are likely to have a major influence on the developing electromobility system in France. It deals with the large variety of potential actors and their possible relationships by following a systematic and sociological approach. The applied methodology allows to detail and characterize the actors and to evaluate their likely strategies as well as their inclinations towards electromobility conveyed by various motives of interests and factors of resistance. Analyzing the probable forms of interdependence between the actors in the electromobility system also helps to highlight the lack of some essential links in the current system of actors. The second part of this thesis explores electromobility in a systematic framework in order to shed light on the interdependence between mobility and its territory. Indeed, each territory is endowed with a transportation system of its own on the basis of its diverse intrinsic characteristics. Local authorities have a crucial role to play in the process of deploying the system and of facilitating its functioning. This part of research therefore examines the potential for electromobility development at the local level: the semi-urbanized area of Paris-Saclay located within the Greater Paris area about 20 km southwest from its center serves as study area. The local transportation system's configuration and its dynamics including all relevant projects that will partially or integrally influence the area are discussed. The prospective analysis takes into account a wide range of considerations and potential determinants so as to render the assessment as realistic as possible. The study's findings shed light on the initial phase of the electromobility system's emergence while highlighting the flaws and complexities that hinder its future development. By these means, this research provides decision aid for policymakers and others stakeholders that are potentially involved in the electromobility system's deployment in France

Le projet d’école est issu des textes officiels et constitue le projet institué qui doit animer les équipes pédagogiques. Des travaux (Dubet, 1992 ; Rich, 1998, 2010 ; Gather Thurler, 2000) montrent que les projets d’écoles, même s’ils sont écrits, ne prennent pas toujours vie dans la réalité des écoles. Cette thèse propose de se placer du côté des pratiques de classe et non du point de vue des textes. Des processus moteurs pour l’école ne pourraient-ils pas se trouver dans la propagation de projets de classe à d’autres classes, voire à l’école toute entière ? Les phénomènes de propagation, s’il y en a, sont étudiés à l’appui des théories de l’influence sociale (Moscovici, 1979, 1984 ; Perez et Mugny, 1993). Les projets de classe peuvent-ils influencer d’autres classes jusqu’à l’école ? Telle est la principale question posée. La méthodologie de l’étude comporte une enquête préalable à partir de huit entretiens exploratoires, puis une phase approfondie de type quantitatif avec 166 questionnaires suivie d’une autre phase approfondie de type qualitatif comportant 20 entretiens. Par croisement des données, les résultats mettent à jour des phénomènes d’influence. Des types de comportement d’enseignants émergent à l’occasion de ces mécanismes. Ce travail conduit à analyser ces types de comportements ainsi que des fonctionnements particuliers dans certaines écoles
The school project is based on official documents as is officially considered the guideline that should motivate the teaching staff. Research (Dubet, 1992; Rich, 1998, 2010; Gather Thurler, 2000) has shown that school projects, even if they are official, do not always become reality. This thesis proposes to take the perspective of classroom practice and not to begin with what the official texts require. Might not the process of dynamism within schools take its roots in the dissemination of class projects toward other classes or even the entire school? The phenomena of dissemination, if they indeed exist, are studied through the theories of social influence (Moscovici, 1979, 1984, and Mugny Perez, 1993). Can class projects influence other classes and even the entire school? This is the main question addressed in this work. The methodology of the study includes a preliminary investigation from eight exploratoryinterviews and a thorough quantitative phase with 166 questionnaires followed by another qualitative phase composed of 20 interviews. By crossing the data, the results point to a phenomenon of influence. Types of teacher behavior are also revealed through these mechanisms. This work analyzes these types of behaviors and the functioning of specialgroups in some schools

Dans le contexte de la planification de projet, l’objectif de cette thèse est de s’intéresser à la prise en compte, dès les phases de conception de projet, des différents aléas potentiels pouvant survenir au cours du projet. Nous proposons ainsi une approche permettant de fiabiliser les estimations nécessaires à la prise de décision. Cette approche vise à adresser deux problématiques bien spécifiques (i) comment, pour l’évaluation d’un projet, pourrait-on tenir compte de l’ensemble des éventualités, événements et situations que le projet pourrait rencontrer au cours de son déroulement et (ii) comment tenir compte des liens et relations qui peuvent exister entre les risques. Pour cela, un modèle d’évaluation des scénarios de risque projet en variables mixtes multi risques, multi impacts, multi stratégies de traitement, multi dépendances, est proposé. Le modèle développé est intégré à un cadre de simulation permettant de traiter le processus complet de planification de projet. Un prototype informatique supportant cette approche a ainsi été développé et appliqué sur un cas d’étude issue du secteur pharmaceutique (conduite d’une étude clinique)
In the context of project planning, the objective of this thesis is to focus on the consideration, from the design phase of the project, of the various potential hazards that may arise during the project. We propose an approach for reliable estimates needed for decision-making. This approach aims to address two specific problems (i) how to evaluate a project, one might consider all possibilities, events and situations that the project could encounter during its implementation and (ii) how to address the linkages and relationships that can co-exist between risks. For this, a model for assessing the scenarios of risk-project in the mixed variables of multi-risk, multiimpact, multi-strategy of treatments and multi-dependency, is proposed. The developed model is integrated into a simulation framework for handling the entire process of project planning. A prototype computer program that supports this approach has been developed and applied in a case study for the pharmaceutical sector (conducting a clinical study)

La constatation des difficultés rencontrées par les étudiants pour comprendre la logique du suivi des risques dans un projet est à l’origine de la thèse. Des interviews effectuées dans des banques de la région Centre ont mis en évidence des différences dans les niveaux de maturité du management de projet et dans les phases d’appropriation. L’appropriation des outils par les acteurs de l’organisation ne va donc pas de soi. Nous positionnons la thèse dans la perspective psychocognitive et sociale de l’usage des outils. L’usage est mesuré par l’intensité de la fréquence d’utilisation. Un questionnaire est diffusé au sein du Crédit Agricole à des chefs de projet, des acteurs métier et/ou à des membres du comité de pilotage. Nous mobilisons les théorisations des outils de gestion, la théorie de la dissonance et la théorie de l’acceptation de la technologie pour étudier le rapport à l’outil chez les utilisateurs. L’étude conclut que ceux qui utilisent le plus souvent les outils ne ressentent pas une plus forte obligation à les utiliser et les jugent plus faciles et plus adaptés que ceux qui les utilisent moins souvent, mais ils ne privilégient pas certains types d’outils. L’originalité de la thèse est d’introduire le concept de représentation sociale. Nous formulons des hypothèses à partir de la théorie de la création des connaissances, des théories culturelles et des théories des représentations sociales pour expliquer l’usage différencié des outils. Nous concluons que la culture professionnelle est un marqueur de l’utilisation des outils de gestion du risque dans les projets
The observation of the difficulties encountered by students in understanding the logic of risk monitoring in a project was at the origin of this thesis. Interviews conducted within banks of the Centre region revealed differences in the levels of maturity in project management and in the appropriation phases. The appropriation of tools by those instrumental in organisation is therefore not self-evident. The aim of this thesis was to consider the psycho-cognitive and social approach to the usage of the tools. Usage of a tool was measured by the intensity of the frequency of its use. A questionnaire was sent out to project managers, members of different services and/or the steering committee within the Crédit Agricole bank. The theorisation of management tools, the dissonance theory and the technology acceptance theory were applied to study the relationship between the tool and its user. The study made it possible to conclude that those who use the tools the most frequently do not feel more obliged to use them than those who use them less often. The former also consider the tools to be easier and more suitable than the less frequent users, but they do not privilege certain types of tool. The originality of the thesis was to introduce the concept of social representation. Hypotheses based on the theory of creation of knowledge, cultural theories and social representation theories are put forward to explain the different usage of the tools. The conclusion was that professional culture has a marked effect on the use of risk management tools in projects

Les pratiques liées à son management ont fortement évolué si bien qu’on retrouve de plus en plus de femmes dans l’approche managériale des projets (Neuhauser, 2007). Le projet échappe-t-il davantage à la culture organisationnelle ? Favorise-t-il le développement de nouvelles compétences managériales ? Dans tous les cas, nous reconsidérons, dans cette thèse, la question de genre et souhaitons répondre à la problématique suivante : quelle est l’influence du genre sur les situations de management de projet ? If in literature, very few researches have analyzed the gender aspects in the projects, it should be noted that most of them have measured gender equated with gender as in many work in the permanent organization. However, the study of the project under gender vision has several interests. In fact, nowadays, the project transmits so far from its starting point. Its management practices have so developed that women are more and more found in projects managerial approach (Neuhauser, 2007). Can we say that organizational culture does not deal more with the project ? Does the project encourage the development of new managerial skills? In any case, in this thesis, we deal with gender issue and we would like to answer to the following question : what is gender influence on project management situations ? En effet, à une époque où les dispositifs et les réglementations sont de plus en plus nombreux, amenant avec eux la multiplication du nombre d’intervenants, ce sujet demeure complexe et enclin à de nouvelles difficultés. Alors que faire ? Comment intervenir pour aider les acteurs des projets architecturaux à surmonter ces difficultés ? Autrement dit comment les accompagner sur cette problématique ? A l’évidence, il n’existe pas de recettes toutes faites. Ce travail a l’ambition de présenter notre réflexion sur les modalités d’accompagnement favorisant l’implication des acteurs et s’intéressant à leur mode de prise en compte de cette problématique. Pour cela, à partir de la littérature, nous avons cherché à approfondir le constat selon lequel la gestion des projets architecturaux est globalement assez peu efficace et efficiente malgré des réglementations de plus en plus importantes et une nouvelle fonction d’accompagnement qui se développe ces dernières années, celle d’assistance à la maîtrise d’ouvrage. Notre cheminement nous a conduite à mettre en lumière l’importance que revêt un accompagnement favorisant l’implication des acteurs dans le projet. Nous avons expérimenté cet aspect sur un terrain constitué par un projet de reconversion architectural d’une SCI. Dans ce projet, nous sommes intervenue en tant qu’assistante à la maîtrise d’ouvrage dans le cadre d’une CIFRE sur une durée de trois ans. Cette immersion nous a permis de dégager des modalités concrètes d’accompagnement qui favorisent l’implication des différents acteurs de l’organisation dans le projet et ceci, dès les phases amont
While the problems of management of architectural projects is not a new topic, it remains an issue that stakeholders struggle to resolve. While plans and regulations are becoming more and more numerous, increasing the number of stakeholders, this topic remains complex and prone to new difficulties. So, what should be done? How can those involved in architectural projects be supported to overcome these difficulties? Obviously, there are no ready-made solutions. The aim of this study is to present our reflection on how to promote stakeholder involvement and our understanding of how they deal with these issues. By way of a literature search, we investigated the finding that architectural project management is generally not really effective and efficient despite the increasing impact of regulations, but also despite an emerging practice of a support function that has expanded in recent years: project management assistance. Our search led us to highlight the importance of an approach to project support that promotes the involvement of stakeholders. We gained experienced of this issue on a site consisting of an architectural conversion project for an enterprise. We took part in this project as an assistant project manager in the context of a CIFRE (a type of contract between the researcher and the enterprise) over a period of three years. This involvement allowed us to identify specific support methods that promote stakeholder involvement in this project from its beginning

Les moyens d’observation en astronomie n’ont cessé d’évoluer au fil des siècles. L’utilisation de réseaux de télescopes permet aujourd’hui d’avoir des détails de plus en plus fins dans les images obtenues (grande résolution). Dans ce contexte, le projet ALOHA propose une approche totalement originale consistant à changer la couleur de la lumière de l’objet observé au niveau de chaque télescope du réseau avant de la détecter. Cela permet d’éviter d’utiliser des systèmes de cryogénie très coûteux et complexes nécessaires lors de la collecte de lumière moyen et lointain infrarouge. Ce document présente quelques éléments sur nos activités de recherche sur le projet ALOHA.

For Bogotá, Transmilenio changed the image of the city and the way of transportation for its inhabitants; however, neither the quantity nor the quality of public space is commensurate. In this sense, the document analyzes the urban planning guidelines for the generation of public space associated with mass transit systems, based on what is set forth in public policy documents, and how these are concretized at the local pedestrian scale through the platform booklet, which is the document that condenses the design and implementation criteria, and is in turn, the common point of the public space and mobility master plans. The document explores the correspondences and tensions between these plans that account for the disarticulation of the urban physical space and reinforce the idea of prioritizing the transportation system over the pedestrian. In order to realize the objective of expanding library services to provide knowledge management support for small businesses, a series of requirements must be met. This particular phase of a larger research project focuses on one of the requirements: the need for a document classification system to rapidly determine the content of digital documents. Document classification techniques are examined to assess the available alternatives for realization of Library Knowledge Management Centers (LKMCs). After evaluating prominent techniques the authors opted to investigate a less well-known method, the Normalized Word Vector (NWV) approach, which has been used successfully in classifying highly unstructured documents, i.e., student essays. The authors propose utilizing the NWV approach for LKMC automatic document classification with the goal of developing a system whereby unfamiliar documents can be quickly classified into existing topic categories. This conceptual paper will outline an approach to test NWV’s suitability in this area.

Abstract Currently oil and gas companies are spending billions of dollars on digitalization efforts. One important aspect of a project that needs to be digitized are requirements. Most oil and gas companies receive project documentation and requirements as PDF files. Receiving PDF documents make it very difficult for companies to manipulate the content to identify which parts of the document are requirements and which parts are just background information. In addition, documents that contain requirements have poorly written requirements that are ambiguous, and can have many interpretations, making it difficult to show compliance. To solve the issues caused by poorly written requirements and receiving PDF files instead of receiving requirements in a more usable format, the solution is to rewrite the requirements and use a requirements management (RM) tool to put the requirements in a database. The American Petroleum Institute (API) 17O 2nd Edition document and a representative list of High Integrity Pressure Protection System (HIPPS) product requirements are used to show the benefits of using a requirements management tool. This paper will describe the prerequisites prior to selecting an RM tool, show how using a requirements quality analyzer tool can aid in preparing requirements to be imported into an RM tool, demonstrate the main benefits of using an RM tool in a project context, and discuss lessons learned from adding an RM tool to a document-based project.

In policy documents, the source is usually the institution or organization that published the given policy document. In this study we compare the policy document sources indexed by Altmetric.com and Overton. Altmetric.com is an altmetric aggregator that has been around for over a decade. Overton is a newer database aiming at being the most complete collection of international policy documents. Our findings reveal that Overton covered more policy organizations than Altmetric.com, although the overlap in sources is quite small. This low overlap may suggest that both data aggregators may be using slightly different operationalizations of their notion of “policy documents”, which calls for more transparency on what notion of policy documents and policy organizations are considered by them. Regarding policy organizations indexed by both data aggregators, most policy documents are published by government and non-profit organizations. Future research should delve more into the different policy organizations that are being covered in Overton and Altmetric.com, as well as their geographical distribution.

This Paper describes a new approach to explosion loading and response developed by MSL as part of a project to develop Guidance for the Design and Assessment of Offshore Installations against Fire and Explosion accidental events. The Guidance document developed for BP is being considered as one of the source documents of the new Guidance Notes for the UK. This project is in progress and has been financed by UKOOA and the HSE. The Guidance document is based on the risk matrix approach described in API RP 2A (21st edition) and is being considered as one of the source documents for the development of the new API Recommended Practice on Fire and Explosion Engineering. This paper outlines the new thinking which is being incorporated into the new Guidance Notes and the new API standard. The paper concentrates on the areas of explosion loading and response and in particular the use of simplified methods in structural explosion assessment and design.

<p>The Enhanced Station Initiative (ESI) is an ambitious program to rehabilitate and enhance existing New York City Subway stations under an aggressive schedule, using Design-Build contracts. This paper will describe an innovative approach to project information management for the development of concept documents, sharing of information within the project team, and during design and construction, as well as using passenger modeling and virtual reality (VR). Several key software applications and platforms will be discussed, including a project developed dashboard, a collaborative document control system with version-control, a construction management submittal and document control system, a passenger modeling application, and virtual reality (VR) experiences. The paper will focus particularly on the innovative ESI dashboard, a web-based platform developed as a single source for accessing project information. The document control systems were used for contract and construction document production, collaboration and management. The paper will also present the advanced passenger modeling performed with MassMotion and the immersive VR environments used to understand how the confluence of discipline specific designs impact a future user’s experience of the station.</p>

Este trabalho tem como foco apresentar a forma de organização da Educação a Distância (EaD) na Universidade Federal de Goiás que se materializa por meio das políticas institucionais. Trata-se de resultado da organização de um relatório de pesquisa realizado por meio da análise documental, com abordagem qualitativa. Foram analisados documento como o Estatuto, Regimento Geral, Plano de Desenvolvimento Institucional (PDI) e Projeto Pedagógico Institucional (PPI) e documentos do Centro Integrando de Aprendizagem em Rede (CIAR). A partir do estudo realizado, observou-se que a UFG trata a educação a distância como uma modalidade educacional, sendo utilizada como estratégia de expansão e democratização ao acesso a educação, ao mesmo tempo em que busca consolidar e fortalecer a modalidade na Instituição.

Abstract In the oil and gas industry, extracting relevant information for new projects often involves scrolling through a large unorganized or semi-organized unstructured electronic repository of unstructured documents inside an enterprise. However, the digital availability of these unstructured documents and their proper characterization with respect to E&P domain objects remain a significant challenge. To address this issue, we developed an - "AI-based unstructured document geotagging solution" that utilizes text mining, optical character recognition (OCR), natural language processing (NLP), and named entity recognition (NER) to extract entity relations for spatial E&P objects and document category (for example well completion, log data print, daily drilling report etc.) from documents content autonomously. We employed popular language models spaCy, Roberta-base, GPT2 and GPT3.5 and compared the results. The extracted information was then linked to a structured database that contained geo-locations. The solution was developed using the company specific data sciences platform but is capable of being deployed for an operator on-premises or in the cloud. The end-to-end solution can be integrated with any GIS-based dashboard solution, allowing user to select objects from the map and the model can predict related documents to the objects along with document category. This solution will allow user to obtain an organized list of related documents out of electronic repository with unorganized collection of uncharacterized documents, which will allow the user to prioritize and deploy only content of interest to be ingested to the insight and analytics system often hosted in cloud environment.

Les incertitudes de différentes natures (technologiques, organisationnelles, liées au contexte) posent souvent des problèmes importants dans les grands projets technologiques, conduisant à des retards de livraison, des dépassements de budget et parfois à l’érosion des marges de sécurité dans la conception ou dans la mise en œuvre. La gestion des aléas, par des pratiques d’anticipation et d’adaptation, constitue une part importante du travail des chefs de projet. Ce document propose une synthèse de la littérature académique sur la gestion de l’incertitude dans les grands projets technologiques. Il examine les limites des analyses de risques préparatoires, la manière dont sont gérées les alertes et autres signaux indiquant un écart par rapport aux plans, et comment les trajectoires de projet sont redéfinies pour chercher à remplir les objectifs malgré ces imprévus.

Afin de mettre un outil intégrateur à la disposition des organisations québécoises, le Forum IA Québec a confié à l’OBVIA le mandat de mener un projet de recherche exploratoire visant à tester des chartes éthiques et voir laquelle pourrait correspondre aux besoins des entreprises participantes. Les travaux réalisés ont permis de dégager 7 principes et 25 sous-principes ainsi qu’une série de caractéristiques spécifiques importantes à intégrer dans l’outil. Le document suivant présente la première partie de cet outil comprenant les principes, les définitions qui ont été validées par un groupe d’experts, de même qu’une première série de questionnements éthiques et d’évaluation des risques.

Ce document présente les résultats d’une étude de la perception des risques et nuisances industrielles dans l’agglomération dunkerquoise, ainsi qu’une analyse de la perception et du fonctionnement de différentes structures de concertation consacrées à ces questions. Les auteurs analysent la façon dont les tensions entre risques et bénéfices socio-économiques liés à l’activité industrielle sont ressenties et gérées sur ce territoire fortement industrialisé, où différents acteurs sont engagés dans le projet commun d’articulation du développement industriel et d’amélioration de la qualité environnementale. Les chercheurs ont interrogé les Dunkerquois sur leur environnement, leur cadre de vie, leur perception des risques industriels, leur connaissance des consignes à appliquer en cas d’accident industriel, et la confiance qu’ils accordent à différents acteurs chargés de la gestion des risques. Ce travail s’appuie sur une enquête par questionnaire qui visait, en produisant de la connaissance sociologique sur ces thématiques, à intégrer l’analyse des perceptions et des opinions des habitants dans la réflexion sur la gestion des risques à l’échelle de leur territoire.

La gestion des risques industriels soulève de nombreuses questions auxquelles on ne peut pas répondre par un simple «oui» ou «non»: (1) quels critères la société devrait-elle utiliser pour décider que les risques d'une installation industrielle ont été réduits aussi bas que raisonnablement praticable? (2) comment arbitrer entre des considérations qui relèvent de «dimensions» différentes: morts et blessés potentiels en cas d'accident industriel, impacts potentiels sur l'environnement, enjeux financiers, développement de l'emploi, déménagements forcés en cas d'expropriation d'habitations, etc. et ayant des impacts sur de multiples parties prenantes (riverains des installations industrielles, exploitants et employés des sites, élus locaux et régionaux, etc.)? L'analyse coût-bénéfices (ACB) est un outil d'aide à la décision qui peut faciliter la discussion entre parties prenantes. Elle fournit un cadre structuré permettant de présenter l'ensemble des éléments de la décision et discuter de leur pondération respective, favorisant ainsi la transparence du processus décisionnel. Cet outil est largement utilisé dans les pays anglo-saxons en matière de réglementation environnementale et de décisions concernant la sécurité industrielle. Le présent document vise à aider des analystes qui souhaiteraient conduire une ACB d'un projet d'investissement en matière de sécurité ou une analyse d'impact d'une réglementation liée à la prévention. Il vise également à éclairer les lecteurs de telles études et les aider à évaluer la qualité de l'analyse. Le document présente les concepts économiques qui sous-tendent l'ACB, et décrit les principales étapes pratiques d'une étude. Il fournit des indications sur les sources de données permettant de monétiser différentes conséquences hors-marché de l'activité industrielle (impact sur la santé et la sécurité des personnes, pollutions environnementales et nuisances sonores). Le document propose également une check-list des questions qu'il peut être utile de se poser lors de la lecture critique d'une étude ACB.
