Abstract This article explores the spatial generation and perception of administrative districts. It has a particular focus on how certain administrative practices contributed to diminishing spatial distance between district offices and local society, that is, residents and municipalities, from the early 19th century to the 1870S in the Grand Duchy of Baden. TWO different administrative systems – a centralized one introduced in 1809 and a more participative one dating from 1863/1865 – characterize the period under consideration. With regard to the methodological approach, the understanding of the generation and perception of administrative spaces is informed by cultural, communications, and media studies. With respect to the spatial generation and perception of the administrative districts, two administrative practices are of particular interest. Firstly, administrative visitations (›Ortsbereisungen‹) were periodically carried out in the villages by the district officers, starting in the early 19th century, to gather information as the basis of a ›close‹ description of the administrative, agricultural, economic, infrastructural, security, welfare and health conditions in the districts for the purpose of administrative reports. Oral communication and immediacy in conducting the administrative visitations contributed in particular to reducing distance between district administrations and local society. Secondly, the article explores the role of honorary district councillors as middlemen between local society and district administration from the mid-1860s. In their roles as experts, advisors, and mediators – which they also fulfilled in the context of administrative visitations – the honorary district councillors enhanced the proximity of local society to the district administration and in this way contributed to the perception of the district as a rather small space.

Purpose Although it is assumed that school district governance by districts leaders can impact schools’ capacity to improvement and educational quality, there is little systematic evidence to support this claim. The purpose of this paper is to discuss how governance goals and interventions affect school districts’ social capital. Design/methodology/approach The empirical enquiry used quantitative data on district leaders enacting governance as perceived by their school principals. These data were collected among 399 school principals of 23 Dutch school districts in elementary education, using a survey. Social network data on social capital within school districts were collected using a social network survey among educational administrators (i.e. district leaders, central office administrators and school principals). Additionally, examples of the relation between school district social capital and governance at six school districts were described. Findings Results suggest that district leaders can promote the organizational social capital of their school districts through focusing on educational goals. In addition, the findings show that they can reinforce their impact by using interventions varying in coercion level, of which offering support to school principals appears to be “a golden button” to make organizational social capital thrive. Research limitations/implications Limitations to the study are the generalizability of the findings (they can be questioned because “convenience sampling” was used) and warrant a longitudinal design to examine how organization social capital develops over time. Originality/value The study is unique as it addresses the impact district leaders may have on their districts’ social capital by focusing on social network approach in the study of school district governance.

The aim of this study is to describe the status and evolution of forest management in Romania in terms of forest regime, as well as to highlight the most frequent problems and common expectations of forest district managers. Underlying the presented results are an analysis of the compiled statistical indicators used in Romanian forestry and the outcome of a sociological survey conducted on a sample of 345 forest district managers. In early 2013, over 4.4 million hectares of state, public and private forest land were administered by state and experimental forest districts, and over 1.7 million hectares of forest land, other than state-owned, by private forest districts. Note that approximately 0.36 million hectares (over 5% of Romania’s forest area) are not in the care of specialized units, contrary to the legal provisions. The most frequent problems faced by forest district managers arise in relation to the owners of forests or are caused by illegal logging. This study is a contribution to making the concrete problems faced by foresters and especially the structure and ownership related characteristics of forestland the driving force of legislative changes in the forestry sector.

Policy implementation is an important indicator that has a major influence on the success of policies related to public issues. This study aims to analyze and explain the implementation of population administration service policies in Sidoarjo Regency. The basic concept used is Edwards III's policy implementation theory. This qualitative research uses a purposive sampling technique. Data were collected using interviews, observation, and documentation. Data analysis used interactive Miles, Huberman, and Saldana. The research results show that population administration service policies in Sidoarjo Regency have demonstrated adequate quality, but still require innovation and development to increase reliability, speed and management innovation. In Tulangan District, there are obstacles in communication due to the lack of service flow boards and inconsistencies in service times. Meanwhile in Porong District, population administration requirements are good with competent officers, clear service flow boards, and high consistency of service times. Human resources in Porong District are considered good and fast, while in Tulangan District they are quite good. Regarding disposition, both sub-districts provide services according to the needs of their residents. However, regarding the bureaucratic structure, Tulangan District has good SOPs, while Porong District experiences problems in the unclear distribution of the main tasks and functions of village officials.

The financial performance variables are measured by financial ratios (decentralization degree ratio, independence ratio, effectiveness ratio , growth ratio) and performance of local government administration are measured by performance evaluation score of local government administration (EKPPD score). Sampling method using purposive sampling with judgment sampling technique. The sample in this study 216 districts / cities, consisting of 108 districts / cities that obtain WTP opinion and 108 districts / cities that obtain Non-WTP opinion. Hypothesis testing using nonparametric test ‘Mann-Whitney U Test’. The results of this study, state that the financial performance of local government and performance of local government administration on district / city governments in Indonesia that obtain WTP opinion is significantly different and better than district / city governments in Indonesia that obtained Non-WTP opinion</em>. <em>This difference shows that district / city government that obtain WTP opinion has proven to be better in terms of financial management and local government administration compared to those who obtain Non WTP opinions.</em><em></em></p>

Abstract This chapter reports on a co-creation project that was conducted in the city district Bremen Osterholz. A core group of 11 older residents co-created a digital district guide over the duration of ten months. In a first step, the group identified an information gap between existing neighbourhood resources to support older residents and older residents’ awareness about them. The solution proposed was to better inform older adults in order to facilitate social participation in their everyday lives (ranging from consulting services to social encounters and outdoor activities). Members of the core group defined the specific information needs (including relevant attributes for each information category) and collected data for all categories. In addition, focus groups with 80 older residents were conducted with the support of local social care service providers. The focus groups were used partly for collecting information about the district, but also for testing the first prototype. The chapter describes co-creation methods such as cultural probes and data tables. It concludes with lessons learned.

Abstract This chapter reports on a co-creation project that was conducted in the city district Bremen Hemelingen. A core group of seven local service providers steered the process in which 46 older residents participated. One of the tasks of social care service providers is to organise outdoor activities for older residents (also to facilitate social participation). To support their work, this co-creation project resulted in a digital walking guide that provides multi-media information on walks in different parts of the district. The walks were defined and organised by social care service providers as well as individual older residents. Older participants defined relevant information needs. A core group of five older residents defined design requirements and created content for the digital walking guide. The chapter describes different kinds of co-creation walking methods such as ideation walks, data walks and user test walks. It concludes with lessons learned.

Abstract This chapter reports on the third co-creation project described in this book. The project was managed by two departments of Zaragoza city council: the Department of Elderly Care and the Technical Office of Participation, Transparency and Open Government. Several activities aiming to improve the lives older citizens have been conducted by the city administration since Zaragoza joined the Global Network of Age-Friendly Cities and Communities. In a consultation process, older citizens had expressed a demand for safe and well-equipped outdoor spaces. Thus, the broad problem focus of this co-creation project was on the improvement of an age-friendly city infrastructure. The co-creation project covered six walks in three different districts. In each district, groups of six to eight older residents defined two relevant routes and collected information (problems and improvements) about them. The data was integrated in a collaborative digital map provided by the city’s Technical Office. The result of the project is an enhanced map service, which allows (older) citizens to report problems in the public (road) infrastructure and/or propose improvements. Their suggestions for improvements enter a list of citizen proposals for a participatory budgeting process.

The issues of the quality of the urban environment and digitalization of the urban economy of cities with a population of over one million in three federal districts of the Russian Federation (Volga Federal District, Ural Federal District, Siberian Federal District) are considered. The results of the assessment of cities on the basis of the integral index of the quality of the urban environment and the IQ index are presented. The positioning of cities was carried out taking into account the indicated indices, leaders and outsiders were identified. The expediency of applying the project approach to city management in relation to the objects of the urban environment and digitalization of the urban economy is shown.

In order to meet the interests, well-being and needs of society, as well as guarantee basic access and opportunities for development, listed in Article 37, caput , of the 1988 Federal Constitution, such as health services, education, security, environment -environment, tourism, sport, social assistance, transport, housing, culture, among others, the direct or indirect Public Administration (PA) of the three powers (Union, States, Municipalities) and the Federal District, has its elementary and peremptory principles: Legality, Impersonality, Morality, Publicity and Efficiency. Therefore, it is important to understand the principles that govern Brazilian Administrative Law (BRASIL 1988; MAZZA, 2019). Therefore, this work has the scope of synthetically presenting the basic principles of the AP, including the proposal for its reform, through PEC 32/02020 (BRASIL, 2020).

This paper analyses the dynamics of policy-making among the various political institutions in Brazil. The authors find that the driving force behind policies in Brazil is the strong set of powers given to the President, though several institutions constrain and check this power, in particular the legislature, the judiciary, the public prosecutors, the auditing office, state governors and the Constitution itself. The electorate of Brazil holds the President accountable for economic growth, inflation and unemployment. At least for the past ten years, and particularly during the Lula administration, executive power has been aimed at pushing policy towards macro orthodoxy. Achieving stable macro policies required constitutional amendments as well as considerable legislation. To attain their goals, the past administrations used their property rights over pork to trade for policy changes. The rationale for members of Congress to exchange votes on policy for pork is that the electorates reward or punish members of Congress based on the degree to which pork lands in their district.

State decentralization is often promoted to improve public service delivery, but its effects on forest conservation are ambiguous. This study exploits the discontinuous changes in government responsibilities through district splitting at new administrative borders in Indonesia. Using a spatial boundary discontinuity design, we find a 35% deforestation decline within new districts relative to existing districts both immediately before and after splits. The results point to strategic investment behavior by existing governments that maximizes medium-run land-use revenues.

Two years into implementation, this policy brief examines how California’s Local Control Funding Formula (LCFF) and its accompanying Local Control Accountability Plan (LCAP) meet the needs of English Learners (ELs). Researchers seek to understand district administrator perspectives on the impact of LCFF for ELs through interviews and focus groups with administrators that represent districts from Northern, Central, and Southern California. Findings reveal that although the LCAP serves as a mechanism to increase personnel and PD efforts to address EL needs, it is still largely viewed as a compliance document that requires alignment with other strategic documents and is sensitive to changes in leadership. The following policy recommendations are made as a result of these findings: 1) re-design the LCAP to support districts in specifying EL learning goals, services, assessments and expected outcomes; 2) differentiate support for district administrators; and 3) invest (long-term) in district-level and site-level professional development with a focus on EL success.

Over the past decade, the Government of Tanzania has paid increasing attention to accountability in its nutrition policies. This has coincided with the introduction of truly innovative efforts to advance and monitor government action towards and accountability for nutrition at subnational level. A multisectoral nutrition scorecard (MNS) has been rolled out across all districts in the country, with quarterly updates on district performance. Moreover, a Nutrition Compact instrument was introduced to incentivise senior civil servants within regional and district administrations to advance efforts to promote nutrition. This paper explores how the government has used these initiatives to give accountability a particular form and meaning, pertinent to context. The paper analyses a series of policy documents and complements analysis this with field-based interviews with local officials across five regions. We find that the MNS and Compact are designed predominantly for internal purposes of government. This renders ‘accountability tools’ largely in the service of a centralised state, advancing vertical accountability. Such a narrow framing and design inhibits the potential of these instruments for galvanising social accountability, whereby citizens can hold public service providers and subnational government actors to account directly.

We evaluate whether floods and landslides are more likely when rain falls inside versus outside protected areas (PAs). We use monthly municipality data for the period 2000-2015 in Guatemala and monthly district data for the period 1992-2019 in Costa Rica. We define relevant catchment areas using water flows to population centers of administrative units. Then, we calculate the precipitation inside and outside PAs within the relevant catchment areas, and test how the frequency of floods and landslides is affected by whether rain falls inside or outside PAs. We use a two-way fixed effect panel data model. For Guatemala, we find no robust statistically significant effects on these types of disasters. However, in Costa Rica, we find that shifts in precipitation towards PAs reduce floods significantly. These results were highly robust. We also find effects on landslides in densely populated districts, as well as reductions in flood-related deaths.

Permanent capacity expansion, such as adding new lanes, is no longer a viable strategy to address traffic congestion in California; hence, ITS (Intelligent Transportation System) strategies, such as part-time use of the shoulder as a travel lane, need to be explored. The use of the shoulder as a travel lane during peak traffic hours has limited applications in the US, and most use the right shoulder as a part-time travel lane even though either the right or left shoulder (but not both) may be used. Caltrans District 5 is exploring the use of Left Shoulder as a Part-time Travel Lane (LSPTTL) as a piece of the larger project, titled Five Cities Multimodal Transportation Network Enhancement Project (FCMTNEP), aimed at congestion relief near Pismo Beach, CA. Construction is expected to begin in Winter 2025 with a Winter 2027 completion date. Given that this would be the first instance of LSPTTL in California, it is a Project of Division Interest (PoDI) for the California division of Federal Highway Administration (FHWA), and the District 5 experience may guide similar future installations of the shoulder as travel lane projects in the state. This research uses a microsimulation-based approach to evaluate design alternatives being explored by Caltrans District 5. This approach allows for evaluating the operational and safety effects of each of the alternatives. Furthermore, a Transportation Management Center (TMC) operator training framework has also been developed to ensure that the local TMC personnel can effectively deploy the LSPTTL during routine operations and emergencies. Based on the operational evaluation, the study found no significant difference in travel times associated with the three design alternatives. Alternative 2, which involves the longest segment with LSPTTL among the alternatives, was found to be the safest based on a surrogate safety measure-based evaluation. This framework for evaluating design alternatives for operations and safety effectiveness may be used for future projects that involve the use of the shoulder as a travel lane. For TMC operator training, this report documents key learning objectives. A hands-on training program that involves operators executing the opening and closing of the shoulder for routine and emergency conditions was developed. As the project nears implementation, there is some scope for improvement in the training modules through replication of the exact features of the LSPTTL design and introducing more realism in the TMC simulator training exercises.

This report highlights the current state of educational inequities and national efforts to address them through policy, resources, tools, and technical assistance. Based on our review of over sixty equity-centered resources, we find that few toolkits are explicitly designed for K-12 schools and districts. We make a case for practical tools and resources, such as the EET™, to support education leaders in their equity work. Finally, based on our analysis of federal efforts to advance equity and a new administration that is prioritizing racial justice, we outline immediate action steps the Biden-Harris administration can take on this matter.
