As a result, they are exposed to increasing social and urban pressures, particularly in terms of access to administrative, health, housing and employment services. To meet these challenges, they are opting for governance approaches based on digital technologies. But the challenge is not only to appropriate digital innovations, but also to guarantee the rationality of the decisions taken and the fair and effective participation of all stakeholders, particularly residents of disadvantaged neighborhoods. It is in this context of digital transformation that Rabat, capital of the Kingdom of Morocco, aims to make its smart city system responsive to contemporary concerns. It aims to capitalize on its distinctive historical, geographical, administrative and cultural potential. In 2023, Rabat ranked fifth among Arab cities in the Swiss Institute (IMD) ranking, surpassing its neighboring competitor, Casablanca. However, the same study showed that Rabat has a mixed record in the use of digital technologies, particularly in the areas of access to health services, education, leisure and business financing. This observation constitutes one of the key elements which guided us in the choice of the subject of this thesis. Thus, our research problem revolves around the following question: Can we qualify the “Rabat: smart city” project as a democratic, equitable and participatory project? Without calling into question the credibility of this project, the question of social acceptability, particularly of those who should, in theory, be the first beneficiaries, challenges us in several respects. This brings us back to the question initially asked by Vincent Meyer in 2017 concerning the measures taken to ensure that the digital transition itself does not become an additional factor of inequality. To address this subject, we called on the methods and techniques deployed both by geographers and by researchers in information and communication sciences. As this is a joint international thesis at the interface of the two disciplines, the material used is based both on the exploitation of a rich literature for theoretical support and on empirical field studies for understanding the manufacturing process of the “Rabat-intelligent city” project and its operation. This research is organized into 7 chapters comprising 3 levels: The first concerns the theoretical framework, the research problem, the hypotheses and the methodology used. The second addresses the notions of human intelligence and digital solutionism, before addressing the geographical, historical and socio-demographic context of the city of Rabat, then the issues of urban governance. Finally, Chapters 6 and 7 present the lessons learned from this research, trying to highlight the strengths and gaps recorded in terms of participation, social acceptability, communication and financing

Der volle Inhalt der QuelleNowadays, Western societies are confronted with the ageing of their population, due to the consequences of the baby-boom and to a longer life expectancy. This context highlights the necessary attention paid to the loss of autonomy of seniors : cost and availability of retirement homes, management of dependency by family and by public policies, etc. The Silver Economy offers technological answers to these social and political problems, by developing many digital products dedicated to reducing the loss of autonomy among seniors. However, these solutions do not always seem to pay sufficient attention to the reality of elderly people. First, technologies do not seem to take into account the expectations and the needs of this population, such as the plurality of their profiles. Moreover, technologies to maintain autonomy do not seem to be adapted to their digital skills and knowledge. Finally, we can question the non democratic potential of digital technologies dedicated to health, considering their high cost whilst the number of retired people living under the poverty line has increased. In our study, we proposed a mixed approach, combining sociology and the information and communication sciences (CIS). Thus, we undertook a prospective study, whose purpose was to apprehend and to understand the current usage of digital technologies among retired people over 60 years old. Our aim was to highlight how seniors use digital devices and services, in order to verify if they are in line with the forms of technological management existing to support their autonomy. To do so, we used a qualitative methodology and surveyed 31 retired users living in Aquitaine. The results of our survey reveal totally disparate levels of digital literacy, influenced by many factors, such as age, contexts of learning, degree of sociability, biographical trajectories and self image. The use of digital technologies is deeply linked to identity processes, whether they are oriented towards biographical rupture or continuity, in relation to the past, the present and the future of the users. Technologies contribute to new forms of sociability, taking over classical ways of social bonding. Internet search practices, on the other hand, allow the user to develop a new self image. We conclude on the necessary adaptation of digital technologies to its identity appropriations of the elderly users

As the population ages and people live longer, the demand for elder care is growing. Families want affordable options that will keep their loved ones safe, healthy, and happy. To this end there are many business opportunities, especially those that use new technology to create innovative solutions for providing consistent, high quality care that's financially efficient for the client and lucrative for the provider. The purpose of this paper is to provide readers with an overview of several current and future business opportunities in elder care. To determine where these opportunities may lie, the author reviewed and compared data from eight U.S-focused companies to provide an overview of the scope and variation in elder care businesses, with an emphasis on the bottom line. These organizations range from those that provide assisted living options, homecare options, new technology, and a combination of the above. Both challenges and opportunities are discussed. This is designed to provide an introduction to the topic; those who are interested in starting their own elder care business or investing in one are encouraged to pursue more indepth research. However, those new to the industry will find this is a great place to start and will appreciate the time and effort it will save them in making their initial decisions. At the end of this study, the author provides his recommendations for elder care investing as well as the model he would develop if he were to start his own business.
