Purpose The purpose of this study is to assess whether the implementation of the electronic Court Records Management System (CRMS) at the Gaborone Magisterial District, Botswana, brought improvements in the delivery of justice as expected in the management of case file records. Design/methodology/approach Principally, a quantitative approach utilizing a research survey design, supplemented by a qualitative approach was used in this study. Findings The CRMS implementation led to improvements in case file management at the Gaborone Magisterial District; case files were successfully captured into the system; retrieval of case files became easier; and incidents of lost and misplaced case files went down significantly. Challenges included shortcomings related to the security of digital case files, digital records preservation and disposition, records appraisal, training, inadequate bandwidth and shortage of computers, as well as inadequate archives and records management standards and guidelines. Research limitations/implications The findings of the study are limited to the case study and cannot be generalized to other organizations. Practical implications The findings should aid future implementation of court records management systems in the judiciary specifically and the public sector in general in Africa. Lessons learnt can enable the avoidance of pitfalls experienced in the implementation of CRMS by other courts. Originality/value This paper provides empirical evidence from an original study.

AbstractThis paper presents a careful review of studies underlining the impediments in digitization and digital preservation of cultural heritage resources faced by library professionals, archivists and project managers in digitization projects. A systematic and structured literature review based on the conceptual and empirical published studies on digitization and digital preservation is done to sieve out the barriers and challenges of digitization projects. The findings of the study revealed that most digitization projects suffer with impediments such as, inadequate funding, lack of national-level digital preservation policy and absence of technical infrastructure while digitizing and preserving the cultural and heritage resources. The originality of the paper lies in presenting the prominent constraints in digitization and preservation of cultural and heritage resources in consolidated manner otherwise scattered in several case studies. The findings will be of high significance for librarians and digitization project managers at the planning stage of their digitation projects.

Much of the effort in VH is directed towards accurate representation of historic structures, objects or artefacts. There is little attention is paid, however, to the human aspects of city life, the intangible heritage to which people can actually relate. Digital models of historic buildings and spaces only give a sense of precision. Yet, rituals, human attitude and cultural traditions remained a gap in current research and advanced technology in heritage visualization. Virtual Heritage Environments (VHE) suffer from the lack of ‘thematic interactivity’ due to the limited cultural content and engaging modules largely used in photorealistic video gaming systems. In order to approach virtual fidelity and accurate reproduction of historic environments, this paper reports on a research process to investigate and incorporate a Cultural-feed into digital platforms of Virtual Heritage. In doing so, the paper focuses on the Middle East in general and Medieval Cairo in particular. It discusses conceptual and practical framework for the development of virtual heritage platforms as a research, educational and engagement tool that brings historic spaces and buildings back to the recognition of the public eye of the ordinary user. It analyses current practices and projects of the virtual heritage technologies and reports on field work that took place in Islamic Cairo with Five Start-Up entrepreneurs.

This paper develops and tests a lifecycle model for the preservation of research data by investigating the research practices of scientists. This research is based on a mixed-method approach. An initial study was conducted using case study analytical techniques; insights from these case studies were combined with grounded theory in order to develop a novel model of the Digital Research Data Lifecycle. A broad-based quantitative survey was then constructed to test and extend the components of the model. The major contribution of these research initiatives are the creation of the Digital Research Data Lifecycle, a data lifecycle that provides a generalized model of the research process to better describe and explain both the antecedents and barriers to preservation. The antecedents and barriers to preservation are data management, contextual metadata, file formats, and preservation technologies. The availability of data management support and preservation technologies, the ability to create and manage contextual metadata, and the choices of file formats all significantly effect the preservability of research data.

Purpose The purpose of this study is to assess the digital preservation policies and plans for long-term digital preservation in selected repositories in South Africa, with a view to develop a digital preservation framework for the preservation of Indigenous knowledge system (IKS) in South Africa. Design/methodology/approach Through the multiple case study research design, data was obtained from eight respondents in four Indigenous Knowledge Systems Documentation Centers (IKSDCs) in institutions that are part of the National Recordal Systems (NRS) initiative across four provinces in South Africa using in-depth face-to-face interviews. Data collected was also supplemented with the content analysis of several policy documents in South Africa. Findings The findings reveal that there are no digital preservation policies in place in the institutions, especially long-term digital preservation for IKS. However, some of the institutions are formulating policies that will include the management of IKS collected in the institutions. This study also reveals that digital curation, policy formulation and disaster preparedness plans to some extent are measures said to be in place for the digital preservation of IKS. Research limitations/implications This study focuses mainly on the NRS initiative in South Africa. Indigenous Knowledge (IK) related to traditional medicine, traditional plants and food are currently being digitized at the IKSDCs by IK recorders. This study will help in ensuring that the South African Government’s effort and investment in digitizing IKS and making them accessible online is not wasted. This study will help mitigate the risk of damage and alteration over time, either deliberately or in error. Originality/value This study fills a gap in the literature on the digitization and digital preservation of IKS from the context of the NRS project in South Africa. Very few studies have been carried out on the digital preservation of IKS in Africa. This study also proposed a framework for the digital preservation of IKS in South Africa.

This study assessed the digital preservation capability maturity readiness within the context of e-government in Botswana Public Service with a view to developing a strategic framework that ensures digital continuity. There some studies that have been conducted in Botswana regarding digital preservation but they did not provide a framework which could be used as an assessment to check their capability in digital preservation as e-government progresses so that digital information is continuously being used for decision making over time. The study adopted a pragmatic paradigm and embedded mixed method approach; whereby a cross sectional survey and case study were deployed in each of the 6 selected ministries as a unit of analysis. The target study respondents comprises of 5 Senior Managers, 4 Managers - Human Resources and Administration, 6 ICT Managers, 40 Records Management Officers,12 Information Technology Officers, 1 Performance Improvement Coordinator, 1 Project Manager, 8 Archivists, 1 Assistant Deputy Manager and 1 Deputy Managers- Management Services. The data was collected through interviews, questionnaires, personal observations, and documents analysis. Both qualitative and quantitative data were collected sequentially and simultaneously where one form of data supported or complemented each other so as to have one form of data play a supportive role to the other. Data analysis was achieved through the triangulation of both qualitative and quantitative data in order to yield a single interpretation and conclusion drawn. The findings of the study showed that the Botswana Public Service has no unified national information systems used to manage public sector records leading to some ministries adopting their own electronic records management systems. Currently few ministries have implemented the electronic records management system and majority of the digital records are not preserved due to lack of preservation guidelines and strategies. The study further established the lack of preservation policies and skills in managing and preserving digital records in Botswana Public Service. In that regard, the study developed a strategic framework for digital preservation capability maturity readiness in the context of e-government in the Botswana Public Sector. The ultimate aim of the framework is to ensure digital continuity and make sure that e-government is sustained for the benefit of an open government and increased participatory citizenry.

Taking its cue from the increasing amount of digital content deposited into institutional and subject repositories as well as the open question of repositories'' role in long-term preservation, this study presents case studies of three German institutional and subject repositories all of which are in a different stage of establishing a (cooperative) framework for the long-term preservation of their digital collections. Drawing on different sets of criteria for trustworthy repositories, it is investigated which strategies the selected repositories pursue to preserve the digital assets in their collections, and how these strategies are implemented with the help of both human repository staff and the repository software used. The following repositories are considered: pedocs (Deutsches Institut für Internationale Pädagogische Forschung), JUWEL (Forschungszentrum Jülich), and Qucosa (SLUB Dresden). In that the latter can be regarded as examples for common types of (German) repositories, the results of this study might on the one hand serve as a guideline for repositories that intend, similar to the ones described here, to explore questions of long-term preservation in the near future, or are even taking their first concrete steps in this field. On the other hand, it is hoped that this work can at least give some hints as to the stage and status of long-term preservation in the German repository landscape.

An audit of financial statements relies heavily on authentic records to yield informed audit opinions. Without proper records of transactions, the objective of auditing financial statements becomes difficult. In the digital environment, determining the authenticity of digital documents for purposes of auditing is even more problematic because of a lack of criteria used by auditors for the declaration of such authenticity. This study sought to develop a framework for the authentication of records in a government accounting system in Botswana with a view to supporting the audit process in the public sector. This qualitative study framed within the interpretivism epistemological research paradigm, used archival diplomatics as a theoretical lens. Data were collected through system analysis, analysis of documents such as legislation, as well as interviews with auditors, ICT professionals and records management practitioners purposively selected from the Botswana National Archives and Records Services, Office of the Auditor General, Department of Information Technology, Accountant-General’s Department, Department of Internal Audit and Department of Corporate Services of the Ministry of Finance and Economic Development. The study established that the legislative framework for managing digital records does exist in Botswana. A lack of skills by records management professionals and auditors to authenticate digital records was also noted. The absence of some criteria to authenticate digital records means that auditors use their own discretion with regard to their authenticity. In addition, as a business system, the Government Accounting and Budgeting System (GABS) does produce and store digital records, but their authenticity and availability over time are not guaranteed. This weakness can be addressed by integrating GABS with an Enterprise Content Management (ECM). Currently, records authenticity in GABS is ensured through reliance on social and technical indicators (information technology and system application controls). The study suggests a framework for the authentication of digital accounting records in a government accounting system with the hope that its implementation would support the audit process. It is concluded that because of the failure to establish guidelines and checklists for auditors to authenticate digital records, there will be continued reliance on information technology and system application controls. Therefore, it is recommended that the Auditor General should develop a checklist for authentication. A further study of the integration of Government Accounting and Budgeting System with an Enterprise Content Management to properly manage digital records produced and stored in the system is recommended.

The aim of the study was to examine the implementation of digital preservation practices in academic libraries in South Africa in the light of the rapid changing information environment. The study looked into the strategies, systems and tools being employed to support digital preservation programmes and the costs associated with the various digital preservation programmes. The study was guided by various digital preservation theories and models,namely Davies’ (2000) Policy, Strategy and Resources (PSR) troika model, Kenney and McGovern’s (2003) three leg stool, Corrado and Moulaison‘s (2014) preservation triad and the Carnegie Mellon University’s (1990) Digital Preservation Capability Maturity (DPCM) model and Open Archival Information System (OAIS) model by OCLC (2002), underpinned by the survey research design, triangulation of questionnaires and document analysis as data collection methods. Out of 27 questionnaires distributed to academic institutions, 22 (81.5%) were completed. Quantitative data was analysed using descriptive analysis whilst content analysis was used for qualitative data obtained from document analysis. Findings revealed that academic libraries in South Africa were significantly affected by the changes to the digital environment. Most academic libraries face many challenges that hinder the effective implementation of digital preservation. The problems include: lack of funding, lack of skills and training and technology obsolescence. The study identified migration, bit preservation, replication and risk management approaches as the most widely implemented preservation strategies to address preservation challenges faced by academic libraries in South Africa. Although various preservation systems and tools are being developed to enable description, discovery, delivery and preservation of digital collections, there was expressed lack of awareness about digital preservation standards and preservation support organisations. The study also observed that, in some instances, the academic institutions were not fully involved in collaborative and partnerships with other institutions. By collaborating and partnering with other institutions, they would be exposed to new ideas, strategies and tools, and be able to acquire knowledge and skills needed to successfully preserve and manage their digital resources. The findings revealed that the implementation of policies and strategies, provision of adequate resources, sufficient funding and digital preservation knowledge and skills are some of the major factors influencing digital preservation sustainability in academic libraries. This study, therefore, recommends that these institutions can address some of the digital preservation challenges if they leverage on these factors. The study also made several recommendations on how digital preservation can be successfully implemented, and it further proposed a framework for preservation of digital resources in academic libraries, mapped to international preservation models and standards.

Many scholars lament of poor infrastructure to manage and preserve digital records within the public sector in South Africa to support electronic government (egovernment). For example, in South Africa, the national archives’ repository and its subsidiary provincial archives do not have infrastructure to ingest digital records into archival custody. As a result, digital records are left to the creating agencies to manage and preserve. The problem is compounded by the fact that very few public sector organisations in South Africa have procured systems to manage digital records. Therefore, a question is how are digital records managed and stored in these organisations to support e-government? Do public organisations entrust their records to the cloud as an alternative storage given the fact that both physical and virtual storages are a problem? If they do, how do they ensure accessibility, governance, security and long-term preservation of records in the cloud? Utilising the Digital Curation Centre (DCC) Lifecycle Model as a guiding framework, this qualitative study sought to explore digital curation of records in the cloud to support e-government services in South Africa with the view to propose a framework that would guide the public sector to migrate records to the cloud storage. Semi-structured interviews were employed to collect data from the purposively selected Chief Information Officers in the national government departments that have implemented some of the electronic services such as the Department of Arts and Culture, Department of Home Affairs, Department of Higher Education and Training and the Department of Basic Education. Furthermore, the National Archives and Records Services of South Africa was also chosen as it is charged with the statutory regulatory role of records management in governmental bodies. So is the State Information Technology Agency (SITA), a public sector ICT company established in 1999 to consolidate and coordinate the state’s information technology resources in order to achieve cost savings through scale, increase delivery capabilities and enhance interoperability. Interview data were augmented through document analysis of legislation and policies pertaining to data storage. Data were analysed thematically and interpreted in accordance with the objectives of the study. The key finding suggests that although public servants informally and unconsciously put some records in the clouds, government departments in South Africa are sceptical to entrust their records to the cloud due to a number of reasons, such as lack of policy and legislative framework, lack of trust to the cloud storage, jurisdiction, legal implications, privacy, ownership and security risks. This study recommends that given the evolution of technology, the government should regulate cloud storage through policy and legislative promulgation, as well as developing a government-owned cloud managed through SITA in order for all government departments to use it. This study suggests a framework to migrate paperbased records to cloud storage that is controlled by the government.

Research pursuit in Open Access (OA) has become a center of interest in academic institutions. Academic institutions and publishers have been energetically working hard towards achieving strategic and sustained partnerships in providing OA to information resources. While the work of strengthening these endeavours is ongoing, very little have been done on the logistics for digital preservation of OA resources in Institutional Repositories. This chapter explores digital preservation processes in OA using the University of Botswana Research, Innovation, and Scholarship Archive (UBRISA) as a case study. The chapter establishes the implementation activities, the outcomes, and challenges experienced by UBRISA. The findings reveal that the UBRISA commits to strategically capturing and preserving the intellectual output, raw data, and historic values of the institution for posterity. The UBRISA is challenged by limited budgets, logistical challenges, and limited expertise. This chapter recommends that partnerships and advocacy for legislative structures that support OA are critical.

The paper illustrates the results of a research project entitled “Landscape Information: new tools and methodologies for the representation of the landscape.” The case study selected for this research on the many aspects of the landscape is the vast territory included in the municipalities facing the Lake Garda, a significant example of “territory-landscape”, where different environmental characteristics meet, and through dynamic processes of interaction and transformation were generated specific natural and social forms. The innovative outcome of the research is to be found mainly in the methods of observation and representation defined and used, in order to get to the synthesis of an observation and cataloging system continuously queryable and implementable, accessible through simple and common interfaces, based upon the DLM. Its goal is to lay the foundations for the creation of a virtual strategic space where preservation and transformation processes will be activated, a platform easily accessible to different users, thus allowing a plural and inclusive vision of the landscape.

The themes of conservation and dissemination of heritage, both tangible and intangible, are actually central in the scientific debate. Modern technologies play a crucial role in the transition into the “digital age” and it is essential to make the best use of their potential. This chapter describes a pipeline, made precisely thanks to well-established previous experiences, which is applied to the case study of the noble palaces of Pontremoli and their decorations in “quadrature.” It is illustrated how starting from the data of digital survey it is possible to construct and realize a virtual world in the form of a “videogame,” which is useful as a tool for easier disclosure of cultural heritage.

Due to the expansion and growth of information technologies, much of human knowledge is now recorded on digital media. A new problem in the digital universe has arisen: Digital Preservation. This chapter addresses the problems of Digital Preservation and focuses on the conceptual model within a specific class of digital objects: Relational Databases. Previously, a neutral format was adopted to pursue the goal of platform independence and to achieve a standard format in the digital preservation of relational databases, both data and structure (logical model). The authors address the preservation of relational databases by focusing on the conceptual model of the database, considering the database semantics as an important preservation “property.” For the representation of this higher layer of abstraction present in databases, they use an ontology-based approach. At this higher abstraction level exists inherent Knowledge associated to the database semantics that the authors tentatively represent using “Web Ontology Language” (OWL). From the initial prototype, they develop a framework (supported by case studies) and establish a mapping algorithm for the conversion between databases and OWL. The ontology approach is adopted to formalize the knowledge associated to the conceptual model of the database and also a methodology to create an abstract representation of it. The system is based on the functional axes (ingestion, administration, dissemination, and preservation) of the OAIS reference model.

The digital reconstruction of architectural and urban complexes which were demolished, transformed or have been only theoretically conceived, remaining 'on paper', is now a tool of considerable heuristic value, allowing to preserve, interpret and create new images of cultural heritages that no longer exist in their original shape or never reached a material construction. The tools, methods and techniques of representation (graphical analysis, two and three-dimensional modeling, animation, prototyping) should be carefully chosen, case by case, in order to interpret properly the basic data and create original interpretations, using as research sources and ideas not only the archival drawings and any surviving vestiges, but also the autograph writings and the more inspired analysis developed by the architecture critics. The examination of several international case studies, and also some experiences personally conducted highlights the different strategies used for the preservation of the memory of such heritage.

The architectural heritage is a particular case from the immaterial and material assets, movable or immovable, constituents of the cultural heritage. It is presented as a complex system with a continuous historical process, which can not be dissociated from its surroundings (Brusaporci 2015). In order to study, preserve and disseminate the past and present reality of this type of heritage, it was developed a digital recostruction methodology, able to adapt to each specific case, both in the object nature and in the representation objectives. This is only possible due to the last decade technological advances, that, alongside with the hardware and software development, led to the digital heritage definition. In order to disclose and discuss the proposed methodology, is presented digital reconstructions of monuments that have marked and still mark the image of the city of Lisbon. European city, capital of Portugal, country of aqueducts, rich in religious and military architecture. To cover their specific needs, taking into account their different natures, is presented the following case studies: 1) particular case of an extensive monument - the Águas Livres Aqueduct - and the case of territory circumscribed monuments in different preservation states (demolished, remains or existent). This last includes three representative convents of Lisbon’s religious houses: the Nossa Senhora da Piedade da Esperança Convent, the Santíssima Trindade Convent and the Santo Antão-o-Velho College. The developed digital reconstructions were based on the London’s Charter and Principles of Seville, in order to ensure the intellectual and technical rigor, as well as the methodological computer-methods visualization work sturdiness. Thus, the developed methodology is scientific, cyclical and flexible based on the creation of digital models with associative and parametric geometry - BIM models (Building Information Model) - intended to include the architectural heritage study, conservation and dissemination.

Following completion of the 1st Workshop of Digital Documentation of Monuments Using 3d Laser Scanner organized by the Laboratory of Architectural Theory of Forms and Preservation Studies, Faculty of Architecture, DUTh, the present study was undertaken mainly to focus on the application of advanced techniques, such as the 3d laser scanner, for the geometric documentation of the mining complex at the town of Limenaria of the island of Thassos, an abandoned and discredited monument for almost half a century. The key purpose of the laboratory work was the instruction of new technologies in surveying and documentation and their contribution to preservation, protection and restoration of monuments. The Field of practice was the former Speidel headquarters, known as "Palataki", and the abandoned mining complex at Limenaria, a unique example of industrial heritage at risk. The main objective of the laboratory was the documentation and the recording of this monument in order to protect it and highlight its historical value and cultural significance to the public.

Following the 2000 European Landscape Convention, a new act strengthening landscape protection instruments has been in force since 2015. It sets forth legal aspects of landscape shaping (Dziennik Ustaw 2015, poz. 774) and introduces landscape audits at the province level. A landscape audit consists in identification and characterization of selected landscapes, assessment of their value, selection of so-called priority landscapes and identification of threats for preservation of their value. An audit complies with GIS standards. Analyses use source materials, i.e. digital maps of physical-geographical mesoregions, current topographic maps of digital resources of cartographic databases, latest orthophotomaps and DTMs, maps of potential vegetation, geobotanic regionalization, historic-cultural regionalization and natural landscape types, documentation of historical and cultural values and related complementary resources. A special new methodology (Solon et al. 2014), developed for auditing, was tested in 2015 in an urban area (Myga-Piatek et al. 2015). Landscapes are characterized by determining their analytic (natural and cultural) and synthetic features, with particular focus on the stage of delimitation and identification of landscape units in urban areas. Czestochowa was selected as a case study due to its large natural (karst landscapes of the Czestochowa Upland, numerous forests, nature reserves) and cultural (Saint Mary’s Sanctuary, unique urban architecture) potential. Czestochowa is also a city of former iron ore and mineral resources exploitation, still active industry, dynamic urban sprawl within former farming areas, and dynamically growing tourism. Landscape delimitation and identification distinguished 75 landscape units basing on uniform landscape background (uniform cover and use of the land). Landscape assessment used a new assessment method for anthropogenic transformation of landscape – the indicator describing the correlation between the mean shape index (MSI) and the Shannon diversity index (SHDI) (Pukowiec-Kurda, Sobala 2016). Particular threats and planning suggestions, useful in development of urban areas, were presented for selected priority landscapes.
