A theory of change is a purposeful model of how an initiative, such as a policy, a strategy, a program, a project or an intervention contributes through a chain of early and intermediate outcomes to the intended result. Theories of change help navigate the complexity of social change. Digital behavior change interventions (DBCIs) and Community-based change initiatives represent complex designable systems. The goal of the DCBI is to provide an effective theoretical framework for behavioral change to practitioners that offer different forms of psychological intervention based on scientifically validated practices. Applying theory of change when designing digital individual and community interventions for optimizing digital wellbeing helps practitioners to achieve results in practice, as this strategic approach is generally considered an evidence-based framework. Theory of change is useful to guide the strategic thinking and action, as most of DCBI/ Community-based change initiatives research endeavors are active in a complex situation, often unplanned events happening. Conclusions and implications are discussed.

Purpose Information and communications technologies (ICTs) have transformed the lives of many people around the world, yet billions remain unconnected. While many initiatives attempt to “connect the unconnected,” initiatives focused on access and skills-development alone will still fall short. Based on the authors’ experience with the SolarSPELL initiative, this study aims to propose using the concept of socio-technical awareness as a step forward in conceptualizing a more accurate picture of capabilities necessary to enable people to make meaningful use of the internet. Design/methodology/approach This paper uses an integrative literature review for the ideas related to the digital divide, digital inclusion and digital literacies, as well as the applied work of the authors in the SolarSPELL initiative, to develop the concept of socio-technical awareness, which is presented as a method for understanding empowered, meaningful internet use. Findings The argument is made that access, skills- and literacy-development are necessary but insufficient conditions for meaningful ICTs use. Accordingly, a third concept, socio-technical awareness, is introduced, and the case is made for including this concept in both application and measurement of meaningful use of ICTs. Practical implications The design of digital inclusion initiatives should focus on increasing socio-technical awareness to empower users to make meaningful use of digital technologies. Originality/value Taking a step further than most assessments of the digital divide or digital inclusion, this study proposes that to achieve meaningful internet use, people need access, requisite skills development and socio-technical awareness, to be able to make informed, empowered decisions about ICT use.

Ghana has deployed high-speed technology and digital initiatives for the daily management of all the sectors of the country under the theme ‘’Ghana Go Digital Agenda’’ policy initiative. These digital governance initiatives include the electronic or digital-health care systems, e-justice system paperless clearing of goods at port-banking, and other online services. Paramount among the many digital initiatives is the introduction of drones for emergency digital health delivery. Access to medical supplies in Ghana has been hindered by the difficulty of getting the supplies from the central points to other areas that are remotely located to enable the patients who need the services to get them. To overcome this challenge and deliver affordable and accessible health care services to the Ghanaian populace, the Government of Ghana engaged a US-based company Zipline Technology to use Drones in the supply of medical supplies for emergencies and hard-to-reach areas of the country. Since the introduction of this initiative in 2019, it has attracted mix-reactions from various stakeholders on the relevance of the drone technology project on health delivery in Ghana. This study used the Diffusion of Innovation (DOI) and Technology Acceptance Model (TAM) to assess drone technology’s impact on Ghana’s emergency health delivery system. The study utilized an online survey questionnaire to solicit data from participants. From the hundred (100) health facilities, located within the operational zone of the drone, twenty (20) were purposively sampled. Out of 550 questionnaires distributed, a total of 533 health workers (participants) validly responded to the online questionnaire. One key finding of our study indicates that the introduction of drone technology for medical supplies in Ghana has significantly impacted positively on the emergency health delivery system in Ghana.

Purpose The purpose of this study is to investigate the performance of electronic theses and dissertations (ETD) initiatives in the repositories of federal government-owned universities due to the poor global visibility of ETDs from Nigeria. Design/methodology/approach An explanatory case study empirical research method was adopted for the study. Using an adapted methodology of Ghosh (2009) and multiple data gathering techniques, data was collected based on the three domains of the network of excellence on digital libraries (DELOS) digital library reference model. Findings The ETD initiatives in repositories of Nigerian federal universities have not made remarkable progress as digital libraries based on policy, content and system architecture. The specificity of ETDs is not clearly stated in the policies where available. The repositories housing the ETDs are also not compliant with the open archive initiative-protocol for metadata harvesting framework. Research limitations/implications The study focussed on ETD initiatives in federal government-owned universities. Although the findings of the study are relevant to other institutions in Nigeria and sub-Saharan Africa. It cannot be used as a basis for the generalisation based on other performance metrics. Practical implications This research study concluded that electronic theses and dissertations in Nigerian institutional repositories are not well managed for effective service delivery and long-term accessibility. The ill-management of the ETD initiatives is the reason for the poor global visibility and accessibility of these research output from this part of Africa. Originality/value The study assessed ETD initiatives using constructs from a theoretical framework.

Digital economy follows three laws — the Metcalfe’s law. the Moore’s law. and the Davidow effect, which are practically in line with China’s poverty-alleviation initiative by developing cultural tourism. The Moore’s law, however, is paradoxical in given contexts, and thus, we proposed the “reverse-Moore’s law” to analyze the current cultural tourism-based poverty-alleviation policies. The features of digital economy can be employed to support the cultural tourism-based poverty-alleviation work: the development trend of digital economy also coincides with China’s cultural tourism-based poverty alleviation initiatives. With the poverty-alleviation work at Chishui City in Guizhou Province as the study case, this paper made an analysis from the perspective of digital economy to confirm the practical and surreal significance of applying digital economy to China’s poverty alleviation endeavors.

In order to reveal market-oriented initiatives, the opinions of entrepreneur candidates who are studying business administration were taken with a qualitative research. As a result of the research, the entrepreneur candidates are more likely to attempt health-protective cleaning initiatives in jobs that require a physical work environment; In jobs that do not require a physical work environment, it has emerged that they want to work mostly on digital initiatives.

Purpose – The purpose of the study is to evaluate the objectives, priorities and criteria of digitization. It also analyses the open access initiatives adopted by the special libraries in National Capital Region of India. The paper further examines the motivating factors of using digital resources. Design/methodology/approach – The research paper is based on primary survey of librarians and users of special libraries. Weighted index has been used to analyse the factors of digitization while factor analysis is used to study the open access initiatives adopted by the libraries. Findings – Based on the primary goal of libraries, i.e. to increase their global visibility and the ultimate purpose of such digital projects is to provide greater access to their collections to promote research activities. The paper summarizes that increased accessibility is the most preferred objective; content value is most preferred criterion for digitization. The paper further identifies factors that motivated users to use digital resources. Practical implications – The availability of digital literature not only helps the local users but provides access to their resources and thus increases the visibility of these libraries globally. The revelation of special libraries to undertake such ventures is not only helpful to establish better information availability and visibility but also to maximize its value and worthiness. Originality/value – Most existing studies remain on the level of collecting data and interpreting specific cases on digital conversion but this paper not only interprets the reasons of digitization but also investigates reasons of user needs by factorizing them. This paper examines the objectives, criteria and prioritization of material for digitization. It further identifies the factors motivating users to access these digital resources.

Purpose The purpose of this paper is to offer and explore innovative strategies for building and sustaining digital initiatives at information organizations. Although the examples provided are based on case studies at an academic library, the practices are rooted in project management principles and therefore applicable to all library types, museums, archives and other information organizations. The innovative strategies on staffing and funding will be particularly useful to organizations faced with monetary and staffing shortages and highlights collaborative management practices. Design/methodology/approach Concept of strategic and collaborative management practices led by an experienced project manager cross-trained in management, technical and soft skills enables the successful development and sustainability of digital initiatives. A cross-trained librarian’s management practices of leading the Digital Scholarship Initiatives at a particular university will be examined as a case study and aided with literature supporting the need for digital initiatives leaders to have training beyond the credentials of librarian, curator, archivist or historian in the technologically savvy twenty-first century ecology of information centers. Findings The innovative strategies implemented in the case study yielded increases in the number of hours of digital lab usage, digital projects developed, seminars or workshops presented, attendance of library hosted events, number of programs implemented and awareness on campus, all with limited staff and funding. The variety and level of production and marketing is instrumental to the growth and sustainability of digital initiatives. Practical implications The innovative strategies emphasized in this paper use the concept of borrowed or shared time to start staffing needs and is particularly helpful to organizations that do not have a strong line of dedicated staffing or funding to begin building digital initiatives. Offers small ways to start immediately while setting the stage to plan for big ideas for the future. Originality/value This paper suggests a credentialed information expert, such as a librarian, archivist or curator, that is, also cross-trained in project management and technology is the key to not only successfully leading digital initiatives but is instrumental for its sustainability and the marketing, growth and future of digital initiatives.

In today’s schools and workplaces, much of that writing uses digital tools. Integrating technology in secondary schools can help improve adolescent writing within initiatives focused on the pedagogy of writing. These initiatives would provide teachers with technical support so they may focus on instruction. Professional development would emphasize how to leverage digital tools to deliver evidence-based writing instruction. Students gain most when provided systematic, explicit instruction in scientifically based strategies for writing and the writing process, as well as how to make effective use of digital tools as part of the writing process.

Summary Objectives: The principal aim of the eDiaMoND project is to develop a prototype Grid infrastructure to support the needs of the breast care community. The prototype system is but one major deliverable of the project; the other is a blueprint document that describes how a system such as eDiaMoND might be deployed throughout the United Kingdom to support the NHS Breast Screening Programme. A key consideration of both the prototype and the blueprint is security. In this paper we address some of the generic security issues faced by projects such as eDiaMoND. We also indicate how these problems are being overcome within our project. Methods: In order to fully understand the security issues faced by the project a review of current initiatives within the NHS was performed. The work of the NHS Information Authority was found to be particularly significant. Also reviewed was BS7799, the British Standard for the deployment of security systems and processes. Finally, modelling of the proposed prototype was performed using methods proposed by the e-Science Security Task Force, in particular the method proposed by Flechais and Sasse. Results and Conclusions: It is felt that the issues of security surrounding the eDiaMoND project are sufficiently generic that the eHealth community can consider and criticise the work described. It is hoped that this will enable the eHealth community to move forwards with a common agenda.

ABSTRACT This article is a case study in transforming web-based multimedia research initiatives into digital institutional archives to safeguard against the unstable nature of the Internet as a long-term historical medium. The study examines the Bit Rosie digital archives at the New York University Fales Library, which was created as a collaboration between a doctoral researcher in ethnomusicology and the head music librarian at the Avery Fisher Center for Music and Media. The article analyzes how the Bit Rosie archives implements elements of both feminist and activist archival practice in a born-digital context to integrate overlooked women music producers into the archives of the recorded music industry. The case study illustrates how collaboration between cultural creators, researchers, and archivists can give legitimacy and longevity to projects and voices of cultural resistance in the internet era. To conclude, the article suggests that more researchers and university libraries can use this case study as a model in setting up institutional archival homes for the increasing number of multimedia initiatives and projects blossoming throughout the humanities and social sciences.

Purpose This paper aims to describe the findings of a recent Infosys survey that found digital technologies are being used to meet focused objectives such as improving customer experience or increasing productivity. This is contrary to much of the earlier rhetoric that large companies must quickly make an exponential change to survive against the digital upstarts. Design/methodology/approach This paper is based on an Infosys survey of more than 1,000 senior management executives globally at companies with more than US$1bn in annual revenue across the USA, Europe, Australia, China and India. Findings This paper expands upon findings that outline why soft skills are just as important as technical ones to foster an organizational culture that ensures the success of digital initiatives. Specifically, the paper elaborates on findings across five key areas: planning, hiring, training for skills, incentives and workplace for organizational culture. Originality/value This paper will help HR leaders build a lifelong learning culture and use it to retain top talent. This includes pursuing multiple talent approaches and initiatives, providing training programs, rigorous hiring methods and working toward sustainably smarter infrastructures.

Purpose The purpose of this paper is to critically examine and evaluate the “E-Readiness” of the citizens of India which is imperative to make such large scale e-government initiatives a success. The researchers tried to compare India with some developed and developing countries where the e-government model have been implemented successfully, looking at the prime factors for the successful implementation. Design/methodology/approach The methodology adopted for this study is exploratory in nature. A comprehensive questionnaire was adapted and the survey was conducted mostly in online format. The data were found reliable for further analysis. Exploratory factor analysis provides us five factors covering approximately 50 per cent of the variance explained. So, the authors can infer five dimensions to be the major constituents of e-readiness as per this study. Findings The findings are quite significant as end users and citizens were found to be quite involved in the usage of technology. Thus, user’s proactive participation in technological assimilation also augurs well for the e-readiness of the society. But people are worried about the safety and security of the automated and online services. Originality/value The questionnaire was developed by the authors and the data analysis was also done on the basis of responses received. The paper adds value to the existing literature by capturing the issues behind the acceptance of the several technologies backed government initiatives. The authors believe that the findings will help the government to implement digital initiatives with more success.

Purpose This paper aims to share the experience of a collaborative platform for social innovation (SI) in urban governance in Brussels (Belgium) and to formulate recommendations for future initiatives. Design/methodology/approach The publicly funded collaborative platform “Brussels by us”, which aimed to improve the quality of life in specific neighbourhoods in Brussels (Belgium), is presented as a case study for SI in urban governance. The case study is detailed according to four dimensions based on the SI and living lab literature. Findings While the initiative appeared to be a successful exploration platform for collaborative urban governance, it did not evolve into concrete experimentation nor implementation of the solutions. Possible explanations and recommendations are formulated. Research limitations/implications The findings of this paper are based on the experience of a one-year initiative. The results should be completed by similar case studies of longitudinal initiatives, and with other levels of implementation such as experimentation and concrete implementation of solutions. Originality/value This paper presents a concrete case study of a collaborative platform implemented in a specific neighbourhood in Brussels (Belgium). Its digital and offline approach can help other practitioners, scholars and public institutions to experiment with the living lab methodology for the co-ideation of solution in urban governance. The four-dimensional framework presented in the study can provide future initiatives with a structured reporting and analysis framework, unifying and strengthening know-how in the domain of SI.

In this paper, digital technologies development was analyzed as the basis for the so-called “fourth industrial revolution” with the potential for the qualitative transformation of the Ukrainian economy based on EU countries’ experience. Industry 4.0 is a new control chain over the entire chain of creating value throughout the product lifecycle. When developing an economic policy, it is important to pay attention to Industry 4.0. It increases productivity, produces new, better, and individualized products, and implements new business models based on “undermining” innovations. A comparative analysis of national initiatives I4.0 with their characteristics according to the main dimensions, including funding, focus, direction, was conducted. Particular attention was paid to considering deterrents to the successful implementation and enforcement of the I4.0 initiative in European countries. The factors of successful implementation of I4.0 initiatives in the EU countries were analyzed. Drawing on the analysis of the European experience of digital transformations in industry and national economies in general, the necessity of critical focus of such transformations in Ukraine was highlighted, and the need for state support of industrial transformation was substantiated. The emphasis was placed on the cooperation development between stakeholders within the implementation of Industry 4.0 – it is necessary to create national and regional 4.0 platforms, following the example of EU countries, which would bring together government institutions, businesses, and academics. The successful positioning of the Ukrainian modern industrial complex on the world markets depends on the high level of the interconnected system providing factors that characterize its development process. Considering the influence of a list of inhibiting factors on implementing the country’s industry accelerated development, a set of measures needed to transform Ukraine’s industry based on European experience was substantiated.

Drawing from media and internet studies, urban sociology, and digital geography, I introduce the novel concept of ‘urban digital platform’ (UDP). I do so theoretically by using a digital geography body of work and the level of abstractness proposed by Bratton (2016), in ‘the stack,’ which are entry points to define any kind of digital platform. While global and for-profit digital platforms exploit density, size, and diversity, extracting resources into a data-driven form of governance and computational production of space. UDPs benefit from the urban as a front to (re)organise citizen-based, mutual-aid initiatives, and solidarity actions. The core of the UDP concept lies in the ambiguity of the role of the urban government, media literacy, and techno-biases as basic requirements for citizens to access the platform, its services, and goods. Those claims are supported by instances and empirical findings of two analysed platforms in Milan and Amsterdam.

AbstractThis study expands on the concept of outreach programs: museum initiatives that look for ways to reach and share knowledge outside their installations, often to schools. We aim to study approaches for the development of content for a history museum outreach program using digital technologies. The significance of this lies in investigating ways to bring the knowledge of the museum to schools that cannot have easy access to them.Three different content approaches were developed and tested. The first was an Assemblable walls exhibition, consisting of a modular structure in which three different exhibition methods were presented: object, video and interactive. Second, was a Hands-on interactive exhibition, consisting of a portable system that includes digital and analogue activities in an application developed for a smart projector. Lastly, the third approach was an interactive experience, which incorporated the various approaches tested previously and expanded upon them.In our conclusions, we stress the significance of this research regarding offering museum content to schools without easy access and offer a list of suggestions based on our findings that museum curators could follow when considering the development of an outreach program with digital content.

In February 2021 two initiatives for regulating digital platforms in Australia were implemented. The News Media Bargaining Code (“News Code”) attracted international attention as a legislative means of forcing platforms to pay for news content, while the Australian Voluntary Disinformation and Misinformation Code (“Disinformation Code”) was modelled on an international initiative. Both were developed to meet Government policy formulated in response to Australia’s Digital Platforms Inquiry. Whereas the Inquiry recommended the use of co-regulation, Government policy switched to voluntary codes for both, then to a legislative scheme for the News Code. This article examines the schemes and critiques the policy on which they are based. It applies a conceptual framework to assess the optimum conditions for the use of co-regulation and self-regulation. It finds that a self-regulatory scheme of voluntary codes was never a suitable approach for the News Code, and that the close involvement of the regulator on the Disinformation Code — without a suitable remit or enforcement powers — distorts the self-regulatory model. This can in part be explained by the failure to address well-recognised flaws in the co-regulatory framework for telecommunications and broadcasting, the consequences of which are now being seen in attempts to regulate digital platforms.

The overall vision for 21st century learning has incorporated digitalisation as a key focus in teaching and learning practices. In Sri Lanka, however, despite major initiatives taken to improve digital competency of teachers, only minor improvement was noted. Using the DigCompEdu assessment tool, this study investigates to what extent Sri Lankan English language teachers are digitally competent. The results aim to inform national initiatives to facilitate the shift towards a bottom-up process, informed by actual realities based on skills and competences. The DigCompEdu 22-item quantitative survey was used to sample 40 English language teachers working within the public education system. Overall, the study finds that not even 50% of the sample is at one competency band. It is recommended that for substantial changes to occur, a more varied and individualised teacher-training is recommended, using the DigCompEdu as a diagnostic guide.

Purpose The purpose of this paper was to explore African conceptions of digital libraries from the perspective of the historical literature. This paper argues that the concept of digital libraries is a western creation and that there was a need for developing societies to develop their own conceptions to guide their own digital library development agenda. Design/methodology/approach The paper is based on a literature review. The paper makes use of publicly-available literature on the theme of digital libraries from both the Western and African perspectives. The search terms used were “digital libraries”, “Africa digital libraries”, “electronic libraries”, “information communication technologies/libraries” and “institutional repositories”. A total of 89 publications were examined for this purpose. Findings The analysis revealed that most of the initial digital library initiatives in Africa emanated from the west with African countries benefiting from international initiatives to expand access to information resources to bridge the global digital divide. However, due to a number of contextual challenges such as lack of sustainable funding and inadequate capacity and strategy, the development of digital libraries was hampered. Thus, even though digital libraries enjoy considerable goodwill, there remain negative conceptions of digital libraries in Africa. Practical implications Information institutions in African countries must evolve a unified conception of digital libraries as this would largely drive the direction of digital library development towards achieving the developmental goals of the continent. Originality/value The study applies the attributes of innovation to explain contextual factors shaping African conceptions of digital libraries.

AbstractThe 2003 UNESCO Convention for the Safeguarding of the Intangible Cultural Heritage specifies that communities are to be full partners in efforts to safeguard their intangible cultural heritage. Yet the notion of safeguarding has been complicated by the politics and mechanisms of digital circulation. Based on fieldwork in British Columbia and Thailand, I show that community-based productions of multimedia aimed at documenting, transmitting, and revitalizing intangible heritage are productive spaces in which local cultural property rights discourses are initiated and articulated. I argue that digital heritage initiatives can support decision making about the circulation—or restriction—of digital cultural heritage while drawing attention to the complexities of safeguarding heritage in the digital age.

This article examines the integration of these skills into foreign language teaching. The first part of the article studies the notion of digital skills through initiatives undertaken at the European and the national level as well as the current role of digital technology in the language classroom. The second part of the article focuses on the possible integration of digital skills with the development of productive language skills through active methods (collaborative learning, project-based learning, problem-based learning). The preliminary examination shows that the use of these teaching strategies could possibly ensure the parallel development of language and digital skill.

Based on 194 samples of Thai respondents collected in November to December 2020, the findings demonstrate that DSR initiatives are significantly and positively associated with brand preference and with consumers’ purchase intention. The moderating result reveals that product involvement plays a significant role in strengthening the association between DSR initiatives and brand preference. The effect of DSR on brand preference is stronger for low product involvement respondents than for high product involvement respondents. The research highlights the significance of DSR and extends the current knowledge about DSR and its potential impact on customers’ perception.

MethodsA qualitative narrative overview was conducted on the BM literature and compared with a qualitative systematic overview of electronic medical record (EMR) implementation literature. ResultsTwenty-five articles on BM and 12 literature reviews on EMR implementation were examined. The BM approach does not have strong support in the literature and does not support all the needs of large EMR implementations. ConclusionThe current BM approach provides an inadequate basis for managing and reporting on the outcomes that ensue from a digital hospital initiative. A shift is needed from benefits idealisation to value optimisation. What is known about the topic?Health services are under increasing pressure to demonstrate that the benefits anticipated from digital health investments have been realised. What does this paper add?This paper informs the practice of benefits governance in EMR implementations. The results reveal inadequacies in current BM models and practice that are currently enshrined in policy despite a lack of evidence. What are the implications for practitioners?Health service leaders must be willing to question the governance of benefits from health service transformations using more evidence-based approaches to increase the value obtained from investments in digital transformation.

The purpose of the research is to present the features of digital transformation and its impact on changing marketing orientation of business structures and consumer behaviour in particular, and to determine main value in digital economy, which is the customer, as well as to indicate marketing initiatives to enhance consumer behaviour Y, Z. The object of scientific research. The object of the scientific research is the process of digital transformation of business structures and changes in marketing orientation, which can be traced and understanding consumer behaviour in terms of generations of baby boomers, X, Y, Z. Methodology. Based on dialectical, systemic and matrix methods, the influence of digital transformation on consumer preferences and behaviour, as well as the change in marketing orientation, which determines new quality and format of business structures, has been studied. A comparative analysis of the types of generations of consumers that determine the further content of marketing initiatives in business is used. The result of the article. Marketing initiatives to enhance consumer behaviour are presented, taking into account the preferences and behaviour of online consumers. It is determined that the advantages of digital transformation for business structures are the improvement of the customer base, increased flexibility and acceleration of business processes, innovative opportunities for business development. Practical implications. Digital transformation of business structures and the changes traced in them in three stages are revealed, namely: automation (transfer of business processes to electronic systems for storage and exchange of data in the existing form and in the way in which they work at the enterprise); digitalization (optimization of individual business processes with adaptation to tools and technologies of digital economy); digital transformation (involves a qualitative change of the entire business model of the enterprise, starting from the strategy and ending with the digitalization of all (management, core and supporting) business processes). Marketing initiatives influencing values, priorities, ways of communication of different generations of consumers are specified. Value/originality. Matrix structure of preferences and behaviour as online consumers, representatives of generations of baby boomers, X, Y, Z in terms of priorities in online shopping, frequent purchases, reasons for buying online, reasons for dissatisfaction with purchases, additional information is proposed. Key directions of strategic transformations are defined, among which there are customer service, values, work with data, introduction of innovations.

The least developed and developing countries are combating against digital divide in order to keep the wheel of development rolling and escape from the vicious circle of poverty as digital divide is one of the key factors that can lead the poverty situation of these nations to an extreme level. In Bangladesh, the digital divide condition is severe. Therefore it is imperative for Bangladesh to take fruitful steps to bridge the digital divide and to ensure ICT facilities at the national level. Recently as government pledged to convert Bangladesh into Digital Bangladesh by 2021 which is the golden jubilee year of Bangladesh independence, several initiatives have been taken to overcome the digital divide and to produce future qualified generations. However, it has been observed that no worth mentioning project has been taken by any government that ensures proper development of public, school and college libraries. Government should realize the fact that complete development of the country is never possible unless we concentrate library based education. It is not possible for any government to ensure computer with internet connection to each and every family in Bangladesh, however, it is possible to ensure ICTs at school, college and public libraries. The author of this paper firmly believe that ensuring ICTs to public, school and college libraries will greatly reduce digital divide at the national level and will produce qualified, efficient, ICT competent future generations. In this paper an attempt has been made by the authors to show the existing digital divide in the country, current ICT scenario and core projects that have taken by government, non-government, donor agencies and other development organization. The main object of this paper is to show how public, school and college libraries can reduce digital divide at the national level. It is believed that coordinated, long-term, effective projects/programme to reduce digital divide will ensure peaceful, educated, qualified, ICT competent future generations. Over recent decades, people’s (rural and urban) communities are facing numerous social and economic changes and challenges. Some of those challenges have been increasingly addressed through the lenses of technological developments and digitalization. In this paper, we have made a review of already existing practices while focusing on the existing implementations of the Smart Village concept and the importance of digital transformation for rural areas. We give special attention to EU policies that we are using as an already existing framework for understanding our own forthcoming examples. We have shown the parallels between the findings and insights from different regions and made an evaluation of presented practices. Our main argument stems from our own previous experiences and experiences of other research approaches, and is grounded on the argument that rural areas are not uniform, and that smart rural development has to be applied in combination with place-based approach. We present the cases of Slovenian pilot practices and support our argument by proposing the FabVillage concept.

This “58282” service has a repository of all Sikh religion daily prayers, religious songs, teachings, stories from Guru's life and similar information that is derived from the Sikh Holy book Guru Granth Sahib Ji. As per mutual agreement between Goldfinch Mobile Solutions and Bharti Airtel, the telecom operator had the responsibility to promote Goldfinch's Guru Ki Bani service amongst its subscriber base through its below the line (BTL) promotional channels such as short messaging service (SMS), outbound calls, cell information, notification SMS after call and above the line (ATL) activities such as posters, leaflets, print, promoters, regional TV, outdoors, etc. The revenue sharing arrangement between Airtel and Golfinch was in the ratio of 75 percent and 25 percent. However, with recent changes in the policies of Telephone Regulatory Authority of India (TRAI), promotional marketing used by telecom operators has been constrained. Declining customer share, decreasing profits (after Bharti Airtel halted promotions) and increasing organization cost per customer have made MD and CEO Mr Newton Bubber think of various options including low-cost marketing initiatives besides digital marketing to promote Guru Ki Bani services. Value communication to its huge potential customer base, i.e. 184.19 million Bharti Airtel subscribers was another challenge facing Mr Newton and his marketing team at Goldfinch. It is commonly argued that, despite the tremendous resonance Citizen Science (CS) has shown in recent years, there is still lack of understanding of important aspects defining citizens’ participation and engagement in CS initiatives. While CS initiatives could provide a vehicle to foster forms of participation contributing to the democratization of science, there is still limited attention paid to the “Citizen” component of the Citizen Science term. For the purpose of this work, we systematically reviewed the available literature for empirical studies in respect to citizens’ participation in environmental and nature-based CS initiatives established during the last two decades, using the PRISMA methodology. The participatory facet of the retrieved 119 CS initiatives was analysed on the basis of: (a) exclusion and inclusion demographic factors, (b) CS models and practices, (c) facilitators and constraints of citizen’s participation, and (d) environmental citizenship. Our findings show that the majority of the CS initiatives did not place restrictions on gender participation; however, we have identified that mostly highly educated adults participated in the reviewed initiatives. In addition, most of the CS initiatives reported in the literature were situated in the EU and USA, were mostly limited to the local scale, and primarily followed the contributory model. Academic institutions were found to coordinate the majority of the CS initiatives examined. By using digital technologies, academic scientists were able to control and increase data quality, as well as to engage a broader audience, even though they were mostly treating volunteers as “data collectors”, desiring their long-term engagement. Therefore, it will be of CS benefit to be better aligned with the mentality and needs of citizens. In this direction CS initiatives should trigger citizens’ learning gains and interpersonal/social benefits and personal, environmental, and social motivations, but also to shift their goals towards contributing to science and citizens’ connection with nature. On the other hand, there is a need to overcome any design and implementation barriers, and to enhance democratization through a more participative engagement of active and aware citizens, thus promoting environmental citizenship.

The concept of digitainability has recently been suggested to underscore potential cross-fertilization effects between digitalization and sustainability, which have often been neglected. This article draws on an innovation-based view to develop a conceptual framework for combining digitalization and sustainability in firms’ strategic initiatives. It distinguishes four settings depending on whether firms pursue either digitalization or sustainability – or both or none of them to a strong degree. Beyond the individual importance of the two megatrends, their potential positive and negative interdependencies will gain further importance, and this article underscores the need for overcoming a potential dark side of digital solutions in terms of their carbon footprint and energy consumption to enable a sustainable digital transformation. In addition, digitainability offers the opportunity to move beyond optimization and cost savings due to digitalization and sustainability initiatives in order to capture the cross-fertilization potential of these two megatrends for innovation and new business development.

Digitalization is one of the dominant processes in contemporary economic development, both on the national level and globally. The process of articulating and implementing digital economy policies is underway in the member states of the Eurasian Economic Union (EAEU), and in 2017 the EAEU Strategic Directions for the Development of the Digital Agenda Until 2025 were adopted. Identifying the specificities and challenges of the digital agenda’s implementation in the context of integration processes in the region is the aim of this article. The study focuses on the interaction at the supranational level of decision-making within EAEU institutions, as well as the interaction of the national and supranational levels. The author concludes that the projects and initiatives are being implemented as a part of the agenda, albeit slowly. The other envisaged mechanisms require a much higher level of harmonization, for which EAEU leaders are not yet ready. The main features of the digital agenda’s implementation in the EAEU are the primacy of sovereignty, diverging levels of digitalization of members in both access to infrastructure and regulatory frameworks, project-based approaches to implementation, absence of a digital agenda in the EAEU Treaty and involvement of expert communities. Based on analysis of the legal and regulatory framework, the following recommendations can be made: an institutional and legal framework for the digital agenda should be established, coordination between the national and supranational levels should be improved, digital strategies should be adopted and synchronized in all member states, the selection and implementation of initiatives should be improved, best practices should be adopted, and cooperation with international organizations and theEuropean Union (EU) should be developed. For Russia, the development of a digital agenda within the EAEU and deepened integration (or development of cooperation) are necessary to ensure the realization of national interests in a priority region—the post-Soviet space—especially given the increasingly active developing regulatory influence of other actors, primarily the EU. Given the growing importance of digitalization as a driver of economic growth and the increasing competition for influence on the regulation of the digital economy, a priority for the Russian Federation should be to resolve the contradiction between the principle of primacy of sovereignty and the development of integration. A possible way out could be an approach based on ‘multi-speed integration,’ as tested in the EU. Another option could be a complete revision of the model of interaction with neighbours in the region.

Today, Information and Communication Technologies have developed to the extent of amplifying political procedures that are central to the contemporary civic society, such as political participation and citizen engagement. eParticipation is a multidisciplinary field of study, which is particularly relevant in several contexts and environments, e.g. digital democracy, public services, open government, popular social media etc. This paper addresses the eParticipation framework in the European context, during the last 10 years.Our research will explore theoretically and empirically how citizen participation is achieved through social media and digital public services. The article explores both the cultural and political environments that favor the development of eParticipation initiatives, with the study of networking interactions based on social and public policy initiatives. We are particularly interested in the public policy formulations that embrace eParticipation and most importantly the recent developments in the field, which include a number of eConsultation, ePolling, eLegislation, eElectioneering, eVoting etc. A review of the good practice examples in eParticipation policy development will help us identify the strengths and weaknesses of the digital framework. Within the context of social value, we want to explore the aspect of eParticipation in the broader political scene, by examining the role of digital participation in political crises. By drawing examples based on case studies of public policy formulation in European countries, the research suggests a correlation between digital innovation and challenging politics. The framework is originally designed to be sustainable for the European societies and it places citizens in the center of its conception. It is, however, argued that the interaction between public policy innovation and citizen engagement needs continuous scholarly attention and study.

В результате исследования разработан бизнес-процесс реализации цифровых инициатив, про-веден конкурентный анализ его преимуществ и недостатков перед традиционным подходом к обучению. The article discusses the possibility of forming in the banking business an environment in which employees will be able to in-dependently implement digital initiatives for the development of the company and self-learning. The necessity of its presence is grounded. The analysis of compliance of the problem with the trends in Russia and the world based on the study of Federal programs and ratings agencies. To attract new staff with the necessary knowledge, banks have a number of tools - business classes, sponsorship programs, mentoring, hackathons, man-agement fights, case-championships, etc. It has been revealed that new professionals with technical skills can solve complex problems and generate products. But it’s difficult for them to dive into the banking sector, study its features and offer their own solutions to problems. It was also revealed that the company is interested in product results that are practice oriented. Com-bining product results and training is only possible by creating an environment in which they can discuss their ideas, find sup-port and implement them. As a result, a business process for the implementation of digital initiatives has been formed, a competi-tive analysis of its advantages and disadvantages over the tradi-tional approach to training has been conducted. strategies. The leading method of research is the definitions according grouping to the principles of the matrix method. It was revealed that the economic security concept is disclosed using factors freely com-bined into three groups (includes: sustainability, protection of interests, ensuring sovereignty), and the most common definitions are built using words-markers: state, security, advantage, process. One of the main study results is an algorithm for constructing the definition of the economic security concept, which allows to model and refine the definition of the concept based on the initial categories, consider-ing the economic context. The author's definition is also formulated, which reflects the interrelation of such components as the protection of interests, the impact of threats, the stability preservation, inde-pendence, ensuring development, self-adaptation and self-reproduction.

Purpose – The core purpose of the study is to find the existing status of digital libraries (DLs) in university libraries of Bangladesh and to see whether university libraries of Bangladesh are ready to convert their traditional libraries into digital ones. Other purposes include: to explore the status of adoption of subscription-based e-resources among the university libraries in Bangladesh; to assess the level of information and communications technology skills of library and information science (LIS) professionals working in the university libraries; and to illustrate the government initiatives on digitization/DL development. Design/methodology/approach – The current study used the mixed methods, i.e. qualitative and quantitative. A questionnaire was prepared to assess the existing status of DL systems in university libraries of Bangladesh and to meet other purposes of the study. The population of the study included the heads of the public and private university librarians in Bangladesh. Several phone contacts were made for this study. A good number of e-mail addresses of the librarians of public and private universities in Bangladesh were collected over the phone. The study was conducted from June 2012 to September 2012. Of the 50 identified respondents, the author received 30 completed questionnaires. The heads of 18 public universities and 11 private universities and one international university responded to this study. Two responses were received by post. Therefore, the response rate for the current study is 60 per cent. Findings – As part of the government’s pledge to build “Digital Bangladesh”, several initiatives have been taken that are related to digitization, information development and developing repositories and e-services for citizens. However, not much initiative has been taken to develop nationwide DLs in Bangladesh. In terms of e-resource usage scenario, public university libraries are better in offering e-resources to its students and faculty members than private university libraries in Bangladesh. Finally, it turned out that the majority of the university libraries in Bangladesh are not ready to be digital. Lack of funds, lack of infrastructural support and lack of skilled LIS professionals are the main reasons hindering the development of DLs in the university libraries of Bangladesh. Originality/value – This study will help DL researchers around the world in getting information on the status of DLs in Bangladesh. The Government of Bangladesh, policymakers, university authorities and LIS professionals in Bangladesh will highly benefited from this research. No study to find DL readiness of the universities has so far been conducted.

Background Digital phenotyping, the measurement of human behavioral phenotypes using personal devices, is rapidly gaining popularity. Novel initiatives, ranging from software prototypes to user-ready research platforms, are innovating the field of biomedical research and health care apps. One example is the BEHAPP project, which offers a fully managed digital phenotyping platform as a service. The innovative potential of digital phenotyping strategies resides among others in their capacity to objectively capture measurable and quantitative components of human behavior, such as diurnal rhythm, movement patterns, and communication, in a real-world setting. The rapid development of this field underscores the importance of reliability and safety of the platforms on which these novel tools are operated. Large-scale studies and regulated research spaces (eg, the pharmaceutical industry) have strict requirements for the software-based solutions they use. Security and sustainability are key to ensuring continuity and trust. However, the majority of behavioral monitoring initiatives have not originated primarily in these regulated research spaces, which may be why these components have been somewhat overlooked, impeding the further development and implementation of such platforms in a secure and sustainable way. Objective This study aims to provide a primer on the requirements and operational guidelines for the development and operation of a secure behavioral monitoring platform. Methods We draw from disciplines such as privacy law, information, and computer science to identify a set of requirements and operational guidelines focused on security and sustainability. Taken together, the requirements and guidelines form the foundation of the design and implementation of the BEHAPP behavioral monitoring platform. Results We present the base BEHAPP data collection and analysis flow and explain how the various concepts from security and sustainability are addressed in the design. Conclusions Digital phenotyping initiatives are steadily maturing. This study helps the field and surrounding stakeholders to reflect upon and progress toward secure and sustainable operation of digital phenotyping–driven research.

This article argues that models for the integration of ICT in teacher training should be based on a holistic understanding of digital literacy that considers the ongoing change in knowledge production, management and consumptions connected with the generalised rise of open and participatory societies. In order to understand how this could be done, the article analyses a few digital literacy frameworks, including the recent DigCompEdu framework by the European Commission, looking for the space given to competencies related to openness and collaboration, and proposes some reflections on how critical competences could be included in contemporary digital literacy frameworks for teachers. The article concludes that more should be done by teacher training initiatives to transform educators into critically literate actors able to participate competently in digital practices but also to transform these practices into an active, inclusive and open way.

Rights-based approaches to children’s digital media practices are gaining attention offering a framework for research, policy and initiatives that can balance children’s need for protection online with their capacity to maximize the opportunities and benefits of connectivity. But what does it mean to bring the concepts of the digital, rights and the child into dialogue? Arguing that the child represents a limit case of adult normative discourses about both rights and digital media practices, this article harnesses the radical potential of the figure of the child to rethink (human and children’s) rights in relation to the digital. In doing so, we critique the implicitly adult, seemingly invulnerable subject of rights common in research and advocacy about digital environments. We thereby introduce the articles selected for this special issue and the thinking that links them, in order to draw out the wider tensions and dilemmas driving the emerging agenda for children’s rights in the digital age.

In the ‘industry 4.0’ era, the phenomenon of digitalization of smart cities has gained increasing prominence, as it has the potential to address the problem of resource optimization and the pressure of demand of the growing urban population. In the past, smart city initiatives may not have created desired impacts as these initiatives were limited in scope, focusing on physical digital integration of the underlying systems of cities and of their citizens. This article examines the success factors that affect the digitalization of smart cities based on secondary research. To achieve smart cities’ core objectives of increasing quality of living, providing efficient and optimal services, thereby making the functioning of the city smart through digitalization, it is essential to look at these critical success factors, namely, sustainability, ecosystems and digital citizen. The article points out important elements such as lack of governance of sustainability, methods and processes to enhance participation of digital citizens and inadequate knowledge about structures and value creation through ecosystems that would need to be addressed while digitalizing smart cities. Given the required policy attention and focus, these factors would be expected to make smart cities sustainable, improve the quality of life of citizens and create new economic opportunities, while digitalizing them.

The study explores how the COVID-19 outbreak prompted digital innovation in a Higher Education Institution (HEI) by providing evidence on the dimensions leveraged, the initiatives organised and the organisational results achieved. By means of an exploratory single case study based on a School of Management located in Northern Italy, the study proposes a process model to highlight how digital innovation has been fostered during the emergency. Results highlight the relevance of both technological and cultural aspects that supported the digital transformation during the crisis. The dimensions of digital readiness and cultural openness, together with a defined strategic orientation, represented relevant facilitators of the digital innovation process. In turn, digital innovation had important implications for sustainability, which was fostered by increasing the accessibility to quality education and addressed as a topic of many of the digital contents delivered. Thus, the study contributes to the stream of research that investigates how digital innovation in HEIs and other public administrations happens and how such an innovation can support sustainability. Finally, the paper provides practical implications on both technological and cultural aspects of innovation.

The paper deals with the problems of applying the conflict method of regulating relations connected with the introduction into the Russian Federation of digital assets that have become particularly relevant in recent times. A number of legislative initiatives aimed at regulating relations on the creation and / or exchange of digital financial assets are analyzed. The author defines digital rights — digital codes or designations that exist in the decentralized information system, they certify the rights of the holder of unique access to them to other («real») objects of civil rights, with the exception of intangible benefits. The author proposes to legislatively fix the rules that determine the location of an auction, competition or exchange location on the Internet by the location of the party organizing such an auction, competition or exchange. If that is not possible, the location is determined based on information on their location or location on the corresponding website, or by the domain name that provides the holding of such an auction, competition or access to an electronic exchange.
