A theory of change is a purposeful model of how an initiative, such as a policy, a strategy, a program, a project or an intervention contributes through a chain of early and intermediate outcomes to the intended result. Theories of change help navigate the complexity of social change. Digital behavior change interventions (DBCIs) and Community-based change initiatives represent complex designable systems. The goal of the DCBI is to provide an effective theoretical framework for behavioral change to practitioners that offer different forms of psychological intervention based on scientifically validated practices. Applying theory of change when designing digital individual and community interventions for optimizing digital wellbeing helps practitioners to achieve results in practice, as this strategic approach is generally considered an evidence-based framework. Theory of change is useful to guide the strategic thinking and action, as most of DCBI/ Community-based change initiatives research endeavors are active in a complex situation, often unplanned events happening. Conclusions and implications are discussed.

Purpose Information and communications technologies (ICTs) have transformed the lives of many people around the world, yet billions remain unconnected. While many initiatives attempt to “connect the unconnected,” initiatives focused on access and skills-development alone will still fall short. Based on the authors’ experience with the SolarSPELL initiative, this study aims to propose using the concept of socio-technical awareness as a step forward in conceptualizing a more accurate picture of capabilities necessary to enable people to make meaningful use of the internet. Design/methodology/approach This paper uses an integrative literature review for the ideas related to the digital divide, digital inclusion and digital literacies, as well as the applied work of the authors in the SolarSPELL initiative, to develop the concept of socio-technical awareness, which is presented as a method for understanding empowered, meaningful internet use. Findings The argument is made that access, skills- and literacy-development are necessary but insufficient conditions for meaningful ICTs use. Accordingly, a third concept, socio-technical awareness, is introduced, and the case is made for including this concept in both application and measurement of meaningful use of ICTs. Practical implications The design of digital inclusion initiatives should focus on increasing socio-technical awareness to empower users to make meaningful use of digital technologies. Originality/value Taking a step further than most assessments of the digital divide or digital inclusion, this study proposes that to achieve meaningful internet use, people need access, requisite skills development and socio-technical awareness, to be able to make informed, empowered decisions about ICT use.

Ghana has deployed high-speed technology and digital initiatives for the daily management of all the sectors of the country under the theme ‘’Ghana Go Digital Agenda’’ policy initiative. These digital governance initiatives include the electronic or digital-health care systems, e-justice system paperless clearing of goods at port-banking, and other online services. Paramount among the many digital initiatives is the introduction of drones for emergency digital health delivery. Access to medical supplies in Ghana has been hindered by the difficulty of getting the supplies from the central points to other areas that are remotely located to enable the patients who need the services to get them. To overcome this challenge and deliver affordable and accessible health care services to the Ghanaian populace, the Government of Ghana engaged a US-based company Zipline Technology to use Drones in the supply of medical supplies for emergencies and hard-to-reach areas of the country. Since the introduction of this initiative in 2019, it has attracted mix-reactions from various stakeholders on the relevance of the drone technology project on health delivery in Ghana. This study used the Diffusion of Innovation (DOI) and Technology Acceptance Model (TAM) to assess drone technology’s impact on Ghana’s emergency health delivery system. The study utilized an online survey questionnaire to solicit data from participants. From the hundred (100) health facilities, located within the operational zone of the drone, twenty (20) were purposively sampled. Out of 550 questionnaires distributed, a total of 533 health workers (participants) validly responded to the online questionnaire. One key finding of our study indicates that the introduction of drone technology for medical supplies in Ghana has significantly impacted positively on the emergency health delivery system in Ghana.

Purpose The purpose of this study is to investigate the performance of electronic theses and dissertations (ETD) initiatives in the repositories of federal government-owned universities due to the poor global visibility of ETDs from Nigeria. Design/methodology/approach An explanatory case study empirical research method was adopted for the study. Using an adapted methodology of Ghosh (2009) and multiple data gathering techniques, data was collected based on the three domains of the network of excellence on digital libraries (DELOS) digital library reference model. Findings The ETD initiatives in repositories of Nigerian federal universities have not made remarkable progress as digital libraries based on policy, content and system architecture. The specificity of ETDs is not clearly stated in the policies where available. The repositories housing the ETDs are also not compliant with the open archive initiative-protocol for metadata harvesting framework. Research limitations/implications The study focussed on ETD initiatives in federal government-owned universities. Although the findings of the study are relevant to other institutions in Nigeria and sub-Saharan Africa. It cannot be used as a basis for the generalisation based on other performance metrics. Practical implications This research study concluded that electronic theses and dissertations in Nigerian institutional repositories are not well managed for effective service delivery and long-term accessibility. The ill-management of the ETD initiatives is the reason for the poor global visibility and accessibility of these research output from this part of Africa. Originality/value The study assessed ETD initiatives using constructs from a theoretical framework.

Digital economy follows three laws — the Metcalfe’s law. the Moore’s law. and the Davidow effect, which are practically in line with China’s poverty-alleviation initiative by developing cultural tourism. The Moore’s law, however, is paradoxical in given contexts, and thus, we proposed the “reverse-Moore’s law” to analyze the current cultural tourism-based poverty-alleviation policies. The features of digital economy can be employed to support the cultural tourism-based poverty-alleviation work: the development trend of digital economy also coincides with China’s cultural tourism-based poverty alleviation initiatives. With the poverty-alleviation work at Chishui City in Guizhou Province as the study case, this paper made an analysis from the perspective of digital economy to confirm the practical and surreal significance of applying digital economy to China’s poverty alleviation endeavors.

The Covid-19 era was the beginning of a new era in increasing digitalization. With the increase of digital users, it is seen that digital businesses also increase. Nowadays, as we witness this radical change in consumer behavior, it is seen that market-oriented initiatives are shifting towards digital initiatives. The purpose of this study is to reveal what market-oriented initiatives should be based on changing consumer behavior with the effect of covid-19. In order to reveal market-oriented initiatives, the opinions of entrepreneur candidates who are studying business administration were taken with a qualitative research. As a result of the research, the entrepreneur candidates are more likely to attempt health-protective cleaning initiatives in jobs that require a physical work environment; In jobs that do not require a physical work environment, it has emerged that they want to work mostly on digital initiatives.

Purpose – The purpose of the study is to evaluate the objectives, priorities and criteria of digitization. It also analyses the open access initiatives adopted by the special libraries in National Capital Region of India. The paper further examines the motivating factors of using digital resources. Design/methodology/approach – The research paper is based on primary survey of librarians and users of special libraries. Weighted index has been used to analyse the factors of digitization while factor analysis is used to study the open access initiatives adopted by the libraries. Findings – Based on the primary goal of libraries, i.e. to increase their global visibility and the ultimate purpose of such digital projects is to provide greater access to their collections to promote research activities. The paper summarizes that increased accessibility is the most preferred objective; content value is most preferred criterion for digitization. The paper further identifies factors that motivated users to use digital resources. Practical implications – The availability of digital literature not only helps the local users but provides access to their resources and thus increases the visibility of these libraries globally. The revelation of special libraries to undertake such ventures is not only helpful to establish better information availability and visibility but also to maximize its value and worthiness. Originality/value – Most existing studies remain on the level of collecting data and interpreting specific cases on digital conversion but this paper not only interprets the reasons of digitization but also investigates reasons of user needs by factorizing them. This paper examines the objectives, criteria and prioritization of material for digitization. It further identifies the factors motivating users to access these digital resources.

Purpose The purpose of this paper is to offer and explore innovative strategies for building and sustaining digital initiatives at information organizations. Although the examples provided are based on case studies at an academic library, the practices are rooted in project management principles and therefore applicable to all library types, museums, archives and other information organizations. The innovative strategies on staffing and funding will be particularly useful to organizations faced with monetary and staffing shortages and highlights collaborative management practices. Design/methodology/approach Concept of strategic and collaborative management practices led by an experienced project manager cross-trained in management, technical and soft skills enables the successful development and sustainability of digital initiatives. A cross-trained librarian’s management practices of leading the Digital Scholarship Initiatives at a particular university will be examined as a case study and aided with literature supporting the need for digital initiatives leaders to have training beyond the credentials of librarian, curator, archivist or historian in the technologically savvy twenty-first century ecology of information centers. Findings The innovative strategies implemented in the case study yielded increases in the number of hours of digital lab usage, digital projects developed, seminars or workshops presented, attendance of library hosted events, number of programs implemented and awareness on campus, all with limited staff and funding. The variety and level of production and marketing is instrumental to the growth and sustainability of digital initiatives. Practical implications The innovative strategies emphasized in this paper use the concept of borrowed or shared time to start staffing needs and is particularly helpful to organizations that do not have a strong line of dedicated staffing or funding to begin building digital initiatives. Offers small ways to start immediately while setting the stage to plan for big ideas for the future. Originality/value This paper suggests a credentialed information expert, such as a librarian, archivist or curator, that is, also cross-trained in project management and technology is the key to not only successfully leading digital initiatives but is instrumental for its sustainability and the marketing, growth and future of digital initiatives.

The focus of this research is upon the measures that Swedish Crisis Management System carried out during the Covid-19 pandemic toward the shopping needs (i.e., food/groceries, medicines) of home-quarantined individuals (those who should stay at home according to the authorities’ recommendations because they were either elderly or regardless their ages, were in risk groups or had symptoms of disease). The research identifies the immediate responsible authority concerning this need and examines how this actor behaved and what measures took to address the shopping needs of home-quarantined. The interaction between this responsible actor and other social parties (e.g., humanitarian actors/civil society, and/or Local Communities), explored to illustrate whether the responsible actor had carried out its immediate duty or not. The outcomes of various operations that different social actors performed are analyzed and compared. For assessing the Swedish Crisis Management System and the measures carried out during the Covid-19 pandemic, five case studies conducted; the action of the municipalities in four cities (Örebro, Staffanstorp, Uppsala and Umeå) and one Community Initiative in Örebro (named Coronahjälpen, which launched and operated via a Facebook group) examined and compared. Additionally, the pattern exercised in more than a hundred cities explored. The relationship/interaction between state agents (mainly municipalities) from one side and Civil Society organizations or Community Initiatives is illustrated by applying one practical categorization of the relationship between state and Civil Society and one politico-economic categorization. For the latter, the Neo-liberal paradigm applied for such an analysis toward the relationships. Based on the primary and secondary data and the discussion upon them, the failure or success of the Swedish Crisis Management System during the Covid-19 pandemic regarding shopping needs of home-quarantined individuals was examined. In the conclusion part of the paper, a recommendation for such a system is provided.

The Ministry of Human Resource Development (MHRD) has set-up a â Consortia-based Subscription to Electronic Resources for Technical Education System in Indiaâ on the recommendations made by the Expert Group appointed by the ministry. The consortium is named as the Indian National Digital Library in Science and Technology (INDEST) Consortium. The INDEST Consortium has commenced its operation since Dec., 2002 through its headquarters at the IIT Delhi. The Consortium subscribes to full-text electronic resources and bibliographic databases for 38 leading engineering and technological institutions in India including IITs (7), IISc (1), NITs / RECs (17), IIMs (6) and a few other institutions directly funded by the Ministry of Human Resource Development (MHRD). While the expenditure on electronic resources proposed for subscription under the consortium for these 38 institutions are being met from the funds made available by the MHRD, the consortium being an open-ended proposition, welcomes all other institutions to join it on their own for sharing benefits it offers in terms of highly discounted subscription rates and better terms of agreement with the publishers. Moreover, beneficiary institutions may also subscribe to additional electronic resources through the consortium that are not being funded by the MHRD. This article introduces the INDEST Consortium, its activities and services.

La present tesi doctoral s’ha centrat en el repte d’aconseguir, mitjançant Fabricació Additiva (FA), models per a assaig quirúrgic, sota la premissa que els equips per fer-los haurien de ser accessibles a l’àmbit hospitalari. L’objectiu és facilitar l’extensió de l’ús dels prototips com a eina de preparació d’operacions quirúrgiques, transformant la pràctica mèdica actual de la mateixa manera que en el seu moment ho van fer tecnologies com les que van facilitar l’ús de radiografies. El motiu d’utilitzar FA, en lloc de tecnologies més tradicionals, és la seva capacitat de materialitzar de forma directa les dades digitals obtingudes de l’anatomia del pacient mitjançant sistemes d’escanejat tridimensional, fent possible l’obtenció de models personalitzats. Els resultats es centren en la generació de nou coneixement sobre com aconseguir equipaments d’impressió 3D multimaterials accessibles que permetin l’obtenció de models mimètics respecte als teixits vius. Per facilitar aquesta buscada extensió de la tecnologia, s’ha focalitzat en les tecnologies de codi obert com la Fabricació per Filament Fos (FFF) i similars basades en líquids catalitzables. La recerca s’alinea dins l’activitat de desenvolupament de la FA al CIM UPC, i en aquest àmbit concret amb la col·laboració amb l’Hospital Sant Joan de Déu de Barcelona (HSJD). El primer bloc de la tesi inclou la descripció de l’estat de l’art, detallant les tecnologies existents i la seva aplicació a l’entorn mèdic. S’han establert per primer cop unes bases de caracterització dels teixits vius -sobretot tous- per donar suport a la selecció de materials que els puguin mimetitzar en un procés de FA, a efectes de millorar l’experiència d’assaig dels cirurgians. El caràcter rígid dels materials majoritàriament usats en impressió 3D els fa poc útils per simular tumors i altres referències anatòmiques. De forma successiva, es tracten paràmetres com la densitat, la viscoelasticitat, la caracterització dels materials tous a la indústria, l’estudi del mòdul elàstic de teixits tous i vasos, la duresa d’aquests, i requeriments com l’esterilització dels models. El segon bloc comença explorant la impressió 3D mitjançant FFF. Es classifiquen les variants del procés des del punt de vista de la multimaterialitat, essencial per fer models d’assaig quirúrgic, diferenciant entre solucions multibroquet i de barreja al capçal. S’ha inclòs l’estudi de materials (filaments i líquids) que serien més útils per mimetitzar teixits tous. Es constata com en els líquids, en comparació amb els filaments, la complexitat del treball en processos de FA és més elevada, i es determinen formes d’imprimir materials molt tous. Per acabar, s’exposen sis casos reals de col·laboració amb l’HJSD, una selecció d’aquells en els que el doctorand ha intervingut en els darrers anys. L’origen es troba en la dificultat de l’abordatge d’operacions de resecció de tumors infantils com el neuroblastoma, i a la iniciativa del Dr. Lucas Krauel. Finalment, el Bloc 3 té per objecte explorar nombrosos conceptes (fins a 8), activitat completada al llarg dels darrers cinc anys amb el suport dels mitjans del CIM UPC i de l’activitat associada a treballs finals d’estudis d’estudiants de la UPC, arribant-se a materialitzar equipaments experimentals per validar-los. La recerca ampla i sistemàtica al respecte fa que s’estigui més a prop de disposar d’una solució d’impressió 3D multimaterial de sobretaula. Es determina que la millor via de progrés és la de disposar d’una pluralitat de capçals independents a fi de capacitar la impressora 3D per integrar diversos conceptes estudiats, materialitzant-se una possible solució. Cloent la tesi, es planteja com seria un equipament d’impressió 3D per a models d’assaig quirúrgic, a fi de servir de base per a futurs desenvolupaments.<br>La presente tesis doctoral se ha centrado en el reto de conseguir, mediante Fabricación
Aditiva (FA), modelos para ensayo quirúrgico, bajo la premisa que los equipos para
obtenerlos tendrían que ser accesibles al ámbito hospitalario. El objetivo es facilitar la
extensión del uso de modelos como herramienta de preparación de operaciones
quirúrgicas, transformando la práctica médica actual de la misma manera que, en su
momento, lo hicieron tecnologías como las que facilitaron el uso de radiografías. El
motivo de utilizar FA, en lugar de tecnologías más tradicionales, es su capacidad de
materializar de forma directa los datos digitales obtenidos de la anatomía del paciente
mediante sistemas de escaneado tridimensional, haciendo posible la obtención de
modelos personalizados.
Los resultados se centran en la generación de nuevo conocimiento para conseguir
equipamientos de impresión 3D multimateriales accesibles que permitan la obtención de
modelos miméticos respecto a los tejidos vivos. Para facilitar la buscada extensión de la
tecnología, se ha focalizado en las tecnologías de código abierto como la Fabricación
por Hilo Fundido (FFF) y similares basadas en líquidos catalizables. Esta investigación
se alinea dentro de la actividad de desarrollo de la FA en el CIM UPC, y en este ámbito
concreto con la colaboración con el Hospital Sant Joan de Déu de Barcelona (HSJD).
El primer bloque de la tesis incluye la descripción del estado del arte, detallando las
tecnologías existentes y su aplicación al entorno médico. Se han establecido por primera
vez unas bases de caracterización de los tejidos vivos – principalmente blandos – para
dar apoyo a la selección de materiales que los puedan mimetizar en un proceso de FA, a
efectos de mejorar la experiencia de ensayo de los cirujanos. El carácter rígido de los
materiales mayoritariamente usados en impresión 3D los hace poco útiles para simular
tumores y otras referencias anatómicas. De forma sucesiva, se tratan parámetros como
la densidad, la viscoelasticidad, la caracterización de materiales blandos en la industria,
el estudio del módulo elástico de tejidos blandos y vasos, la dureza de los mismos, y
requerimientos como la esterilización de los modelos.
El segundo bloque empieza explorando la impresión 3D mediante FFF. Se clasifican las
variantes del proceso desde el punto de vista de la multimaterialidad, esencial para hacer
modelos de ensayo quirúrgico, diferenciando entre soluciones multiboquilla y de mezcla
en el cabezal. Se ha incluido el estudio de materiales (filamentos y líquidos) que serían
más útiles para mimetizar tejidos blandos. Se constata como en los líquidos, en
comparación con los filamentos, la complejidad del trabajo en procesos de FA es más
elevada, y se determinan formas de imprimir materiales muy blandos. Para acabar, se
exponen seis casos reales de colaboración con el HJSD, una selección de aquellos en los
que el doctorando ha intervenido en los últimos años. El origen se encuentra en la
dificultad del abordaje de operaciones de resección de tumores infantiles como el
neuroblastoma, y en la iniciativa del Dr. Lucas Krauel.
Finalmente, el Bloque 3 desarrolla numerosos conceptos (hasta 8), actividad completada a lo largo de los últimos cinco años con el apoyo de los medios del CIM UPC y de la actividad asociada a trabajos finales de estudios de estudiantes de la UPC, llegándose a materializar equipamientos experimentales para validarlos. La investigación amplia y sistemática al respecto hace que se esté más cerca de disponer de una solución de impresión 3D multimaterial de sobremesa. Se determina que la mejor vía de progreso es la de disponer de una pluralidad de cabezales independientes, a fin de capacitar la impresora 3D para integrar diversos conceptos estudiados, materializándose una posible solución.
Para cerrar la tesis, se plantea cómo sería un equipamiento de impresión 3D para
modelos de ensayo quirúrgico, a fin de servir de base para futuros desarrollos.

碩士<br>國立清華大學<br>工業工程與工程管理學系<br>96<br>This research explores how the Ontology was used to describe domain knowledge and how the Multi-Agent System was applied to coordinate knowledge and information sharing in the entrepreneurial activities coordination to capture business opportunities.
In this research, a digital content business initiative was used as an example to illustrate entrepreneurial activities, knowledge and strategy to build the business model and services platform. Based on the Ontology of cross-organization knowledge linkages, the research designed the Multi-Agent System to support entrepreneurial opportunity recognition. The agent development tools were used to represent the scenario and construct a conceptual prototype system to show how the Ontology-based Multi-Agent System operates.
The model, scenario, and tools were integrated to support the coordination of the entrepreneurial teams. In the process of system operating, it was observed that the combination and reuse of the internal and external knowledge can facilitate the linkage and analysis of the valuable resources to enhance entrepreneurial opportunity recognition. The Ontology can react dynamically to the activities involved among the agents and support better knowledge generating and sharing. When the Ontology becomes more complete and plentiful, the information provided will be more refined to support the agent interactions. Hence, risks can be reduced and opportunity recognition can be enhanced.
Finally, this research outlined a design framework for an Ontology-based Multi-Agent System to support the development of innovative model and the realization of entrepreneurial opportunities in the digital content business initiatives.

The Digital City focuses on the interface of people, urban place, and the role that digital media play in placemaking endeavors. Critics have understood digital media as forces that alienate and disembed users from space and place. This book argues that the exact opposite processes are observable: many different actors are consciously and habitually using digital technologies to re-embed themselves within urban space. Five case studies from cities around the world illustrate the concept of “re-placeing” by showing how different populations employ urban broadband networks, social and locative media platforms, digital navigation technologies, smart cities, and creative placemaking initiatives to reproduce abstract urban spaces as inhabited places with deep meanings and emotional attachments. Through clear and accessible language and timely narratives of everyday urban life, the author argues that a sense of place is integral to understanding contemporary relationships with digital media while highlighting our own awareness of the places where we find ourselves and where our technologies find and place us. Through ethnographic and discourse analysis of everyday digital media practices and technologies, this book expands practical and theoretical understandings of the ways urban planners envision and plan connected cities, the role of urban communities in shaping and interpreting digital architectures, and the tales of the city produced through mobile and web-based platforms. Digital connectivity is reshaping the city and the ways we navigate through it and belong within it. How this happens and the types of places we produce within these networked environments are what this book addresses.

An immense transformation in oral history and media has taken place over the past few decades. This article draws largely upon personal experiences in culminating media, message, and meaning along with the study of oral history. This article looks at experiences in interviewing people and how memories can be juxtaposed in combining oral history. To convey something of the orality and subjectivity of a radio series, this article also intersperses thirteen longer “profiles,” extended interview excerpts with people found especially informative and illuminating, and whose stories did not always fit neatly within the larger narrative. Living Atlanta: An Oral History of the City, 1914–1948, published in 1990 is referred to for conveying message and meaning. The advent of the digital revolution by the early 1990s helped spur a resurgence of interest. The plethora of oral history–based media initiatives is astounding which is still mushrooming.

Defences to copyright infringement have gained increased significance over the past twenty years. The fourth industrial revolution emerged with the development of innovative copy-reliant services and business models, transforming the way in which copyright works can be used, from digital learning methods to mass digitization initiatives, media monitoring services, image transformation tools, and content mining technologies. The lawfulness of such innovative services and business methods, which arguably have the potential to enhance public welfare, is dubious and challenges copyright law. EU copyright contains specifically enumerated, narrowly drafted, and strictly interpreted defensive rules, often taking the form of the so-called exceptions and limitations to copyright. Because the fourth industrial revolution promises innovation and business growth—stated objectives of EU copyright—it invites an examination of defensive rules as a whole. The book adopts a holistic approach in its exploration of the limits of permissibility under EU copyright, including legislatively mentioned exceptions and limitations, doctrinal principles, and rules external to copyright, with a view to unveiling possible gaps and overlaps, offering a novel classification of defensive rules, and evaluating the adaptability of the law towards technological change. Discussing recent legislative developments, such as the provisions of the Digital Single Market Directive, Court of Justice of the European Union case law, and insights from national laws and cases, the book tells the story of copyright from the perspective of copyright defences, offering positivist and normative insights into law and doctrine and arguing towards a principle-based understanding of the scope of defences that could inform future law and policy making.

This chapter examines concerns regarding the internet's strategic vulnerabilities and the challenges to the longstanding U.S. approach to global internet governance both from within and without. The 1990s and the decade that followed witnessed scattered cyberattacks, occasionally quite serious ones. U.S. analysts charged that China-based hackers had repeatedly broken into U.S. military organizations, corporate contractors, and digital services, and that they had insinuated “logic bombs” into U.S. networks for possible later use. This chapter first considers issues pertaining to cyber-conflict, in which network-enabled weapons launched a far-reaching reappraisal of strategic imperatives, before discussing the U.S.'s cyber-conflict policy, including the Comprehensive National Cybersecurity Initiative adopted in January 2008 and efforts to reconstruct the internet around territorially bounded networks imbued with connectivity restrictions. It also explores how foregrounding digital sites of accumulation gave rise to an increasingly fractious geopolitics of information.

Latin America and the Caribbean, unlike other regions, is still quite young demographically: people over age 60 make up around 11% of the total population. However, the region is expected to experience the fastest rate of population aging in the world over the coming decades. This projected growth of the elderly population raises challenges related to pensions, health, and long-term care. At the same time, it opens up numerous business opportunities in different sectorshousing, tourism, care, and transportation, for examplethat could generate millions of new jobs. These opportunities are termed the “silver economy,” which has the potential to be one of the drivers of post-pandemic economic recovery. Importantly, women play key roles in many areas of this market, as noted in the first report published by the IDB on this subject (Okumura et al., 2020). This report maps the actors whose products or services are intended for older people and examines silver economy trends in the region by sector: health, long-term care, finance, housing, transportation, job market, education, entertainment, and digitization. The mapping identified 245 actors whose products or services are intended for older people, and it yielded three main findings. The first is that the majority of the actors (40%) operate in the health and care sectors. The prevalence of these sectors could be due to the fact that they are made up of many small players, and it could also suggest a still limited role of older people in active consumption, investment, and the job market in the region. The second finding is that 90% of the silver economy actors identified by the study operate exclusively in their countries of origin, and that Mexico has the most actors (47), followed by the Southern Cone countriesBrazil, Chile, and Argentinawhich have the regions highest rates of population aging. The third finding is that private investment dominates the silver economy ecosystem, as nearly 3 out of every 4 actors offering services to the elderly population are for-profit enterprises. The sectors and markets of the silver economy differ in size and degree of maturity. For example, the long-term care sector, which includes residential care settings, is the oldest and has the largest number of actors, while sectors like digital, home automation, and cohousing are still emerging. Across all sectors, however, there are innovative initiatives that hold great potential for growth. This report examines the main development trends of the silver economy in the region and presents examples of initiatives that are already underway. The health sector has a wealth of initiatives designed to make managing chronic diseases easier and to prevent and reduce the impact of functional limitations through practices that encourage active aging. In the area of long term careone of the most powerful drivers of job creationinitiatives to train human resources and offer home care services are flourishing. The financial sector is beginning to meet a wide range of demands from older people by offering unique services such as remittances or property management, in addition to more traditional pensions, savings, and investment services. The housing sector is adapting rapidly to the changes resulting from population aging. This shift can be seen, for example, in developments in the area of cohousing or collaborative housing, and in the rise of smart homes, which are emerging as potential solutions. In the area of transportation, specific solutions are being developed to meet the unique mobility needs of older people, whose economic and social participation is on the rise. The job market offers older people opportunities to continue contributing to society, either by sharing their experience or by earning income. The education sector is developing solutions that promote active aging and the ongoing participation of older people in the regions economic and social life. Entertainment services for older people are expanding, with the emergence of multiple online services. Lastly, digitization is a cross-cutting and fundamental challenge for the silver economy, and various initiatives in the region that directly address this issue were identified. Additionally, in several sectors we identified actors with a clear focus on gender, and these primarily provide support to women. Of a total of 245 actors identified by the mapping exercise, we take a closer look at 11 different stories of the development of the silver economy in the region. The featured organizations are RAFAM Internacional (Argentina), TeleDx (Chile), Bonanza Asistencia (Costa Rica), NudaProp (Uruguay), Contraticos (Costa Rica), Maturi (Brazil), Someone Somewhere (Mexico), CONAPE (Dominican Republic), Fundación Saldarriaga Concha (Colombia), Plan Ibirapitá (Uruguay), and Canitas (Mexico). These organizations were chosen based on criteria such as how innovative their business models are, the current size and growth potential of their initiatives, and their impact on society. This study is a first step towards mapping the silver economy in Latin America and the Caribbean, and the hope is to broaden the scope of this mapping exercise through future research and through the creation of a community of actors to promote the regional integration of initiatives in this field.

The climate and energy crisis requires a strong state to change the direction, speed, scale, and financing of innovation in world capitalism in order to create a bio-digital energy paradigm. Four states are possible contenders for catalyzing this survival governance: China, the European Union, India, and the United States. China is an improbable leader, but less improbable than the other three. No US president can close down the fossil fuel industry in time. The US state, worried about the slippage of its technological superiority, is turning to regulatory mechanisms like intellectual property to slow China’s technological development. China will have to manage the risk of a United States bent on military primacy. China is urbanizing innovation on a historically unprecedented scale. Lying at the heart of the bio-digital energy paradigm is a global city-based network of innovation. China, more than the other three states, is scaling technology innovation through the building of experimental cities such as eco-cities, hydrogen cities, forest cities, and sponge cities. The Belt and Road Initiative will take this innovation well outside of China’s borders. China could help to place cities into a new relationship with their surrounding ecosystems. Drawing on more than 250 interviews, carried out in 17 countries, including the world’s four largest carbon emitters, the book shows how cities and their networks represent the best chance for growing climate survival governance for the 21st century.

Abstract Digital Earth and many other satellite and semiconductor-enabled cartography advances imply the need for a globally useful schema for more scientific and eco-ethical management of cities. How should we plan an internationally cohesive and locally effective system for understanding and managing urban stocks and flows around our planet? The answer to this question depends on new systems for managing geodata to underpin increasingly automated systems for evidence-based decision making. The current concept of Digital Earth as a “self-aware nervous system” is being advanced by urban proto-projects that are supported or followed by globally applicable initiatives including Singapore’s new Geospatial Masterplan, the International Standards Organization’s City Standards, Denmark’s Open Public Life Data Protocol, and the City-GML data model. These recent ventures are progressing a movement that extends far beyond the 1990s concepts of “smart cities” enabled by wireless telecommunications. In the Digital Earth science paradigm, cities must simulate their key situations and scenarios and analyze Earth observation data obtained via satellite-enabled devices that remotely detect and interpret all the light and radio waves of the electromagnetic spectrum.

Abstract In recent years, with the advancements in technology and research as well as changes in society, Digital Earth transformed. It evolved from its original concept of a 3D multilayer representation of our planet into a more practical system design to fulfil the demand for information sharing, which now embraces fields such as global climate change, food security and natural disaster prevention. In this novel scenario, Europe has become one of the major players at the global level; accordingly, the goal of this chapter is to provide a general overview of the major European contributions to the overall objectives of Digital Earth. These include the establishment of a European spatial data infrastructure through the Infrastructure for Spatial Information in Europe (INSPIRE) directive, the initiation of the Galileo and Copernicus programs that provide a wealth of big data from space, the launch of novel cloud-based platforms for data processing and integration and the emergence of citizen science. An outlook on major upcoming initiatives is also provided.

Abstract While global levels of hunger and malnutrition have dropped significantly in the last few decades, there are concerns that agricultural advancements and R&D spending are not enough to unlock the true agricultural innovation needed to feed the burgeoning 10 billion people. Government spending on agricultural R&D has decreased in the last decade and many of the large-scale NGO activities are now focusing on environmental and sustainability issues. With the evolution of corporate social responsibility (CSR) initiatives, coupled with the growth of agricultural startups and venture funds, the role of agriculture and hunger relief has dramatically changed in the last several decades. A new focus on sustainable growth, capabilities development, and innovative approaches for smallholder farmers has created an environment of continuous innovation that has replaced many of the donation-based hunger relief initiatives of the past. Large corporations are working with local NGOs and support groups to tackle global hunger on a local basis. In the next decade, we should see more socially minded entrepreneurs that will work with NGOs and private businesses to solve the issues of smallholder farming and provide the opportunity to introduce both digital and agricultural innovations at the local level to further the quest to feed the world.

M-Government services are now at the forefront of both user expectations and technology capabilities. Within the current setting, there is growing evidence that interoperability is becoming a key issue towards service sustainability. Thus, the objective of this chapter is to highlight the case of “Beyas Masa” – a Turkish application for infrastructure repair services. This application requires different stakeholders from different cultural background and geographically dispersed regions to work together. The major aim of this chapter to showcase experiences in as far as implementation and adoption of m-Government is concerned in the case of Turkey. The study utilizes the co-creation literature to investigate the factors influencing successful implementation of the Beyas Masa. This study reveals that initiatives are fragmented due to differences in the characteristics of the targeted audience, the marketing strategy, technology supply, distribution, and media utilized to promote its awareness. The chapter posits that in order to have affluent m-Government implementation in Turkey, it is important that many of the standalone applications are integrated to encourage interoperability and that socio-cultural behaviours should be re-shaped to encourage active engagement and interactive government service provisions that unlock the power of ICT.

The School of Nursing & Midwifery at Flinders University provides dedicated support for the English language needs of over 500 international students. As part of a strategic plan to deal with communication difficulties among these students, a series of language-learning initiatives are being implemented. One of these is a game called Medicina, which has already undergone the full cycle of development, testing, and release. This game familiarizes students with confusable and common medication names. It also aims to improve phonological awareness through a focus on word form. This chapter discusses the creation of Medicina from inception through to dissemination, detailing the stages, challenges, and lessons learned in the process, in the hope of informing other educators of the level of commitment involved in a digital game-based project.

The context of territory-based innovation processes includes both barriers and incentives. This chapter presents the research and findings of a study conducted with two sets of five community-led initiatives, one composed of small-sized initiatives and another composed of larger-sized initiatives, with a view to identify barriers and incentives to territory-based innovation. Following a mixed-coding approach, data was analysed to identify barriers and incentives to territory-based innovation prompted by the use of digital tools, by the interaction among actors, and by contextual factors. Results from both types initiatives show significant technology weariness, still initiatives praise the effectiveness of some digital tools, namely social media, in reaching their audience. Both types of initiatives evidence disappointment towards cultural traits and bureaucracy, being these factors experienced as a disheartening barrier. Yet, initiatives also commend the know-how and flexibility of specific actors, with whom initiatives interact with closely when performing their activities.

Abstract Change Management is a process of adopting appropriate guidelines on how to manage change and meet the set business objective. Change Management could be extended into the realm of providing leadership for a group of persons or organisation alongside the path of change and embed the needed framework in actualising the set business target. Conversely, Digital Transformation could be described as the deployment of technology in a business process to amplify business benefits realisation that include fast decision-making, efficient business processes and significant reduction in risk exposure through managing the operational risk foot print. Failures of many Digital Transformation initiatives around the world is traceable to poor framing or complete lack of change management process embedment in the implemented digital solution, this paper aims at proposing effective framework for embedding orchestrated change process. Several research works show that worldwide there are high rate of project failures in most digital oilfield implementations. The reasons for such high failure rate in the solution of Digital Transformation is poor or lack of experience in change management in such projects resulting in poor framing of the change process that will ultimately assist in orchestrating the disruptions that accompanies the implemented Digital Transformation in different assets. This research based project will be reviewing how effective change management process was implemented in a digital solution by an Oil and gas operator in a field offshore in sub-Saharan Africa. Elements such as proper engagement of the workforce, defined business processes, clear business objectives and experience of the change agents in managing previous projects will be evaluated because these are components that has been identified as key reasons for failure of the change management process implementation in most digital initiatives. What companies need to do is to be strategic with the approach of implementation of digital oilfields transformation to ensure that the disruption brought about by the digital oilfields solutions are orchestrated through effective change management embedment. The effective change management process, when applied, shows that orchestrated technology disruption process is embedded which will ultimately not just lead to benefit realisation of the solutions but will assure continuous business improvement process, overtime. The result of this study, has shown that effective change management processes are beneficial to the effective embedment of Digital Oilfields Transformation solutions. Outcome of this study could form a reference tool for similar robust digital oilfields transformation, elsewhere.

Preservation of photographic materials, both physical and digital, presents numerous challenges, and photographic collections are at risk world-wide. In response to this danger, regional partners have worked with international organizations to forge global training initiatives and platforms centred on experiential learning and designed with curricula tailored to speci c climates, geographies, needs and outcomes. paper highlights three forward-thinking e orts. The Middle East Photograph Preservation Initiative (MEPPI) has provided training to collections in 16 countries. Préservation du Patrimoine Photographique Africain (3PA) has connected and empowered talented African archivists, artists and collections care professionals. Training efforts by APOYO have sought to build a regional network to preserve collections in Latin America. By using problem-based learning, advocacy and community engagement, these programmes offer new paths for collaboration in an effort to protect a critical piece of our world heritage.

Introduction. Digital deception is a double-edged sword used by both blackhats and whitehats in cybersecurity. A status quo review of the reintroduction of digital deception can reveal challenges and initiatives and show how information behaviour expertise might inform cybersecurity research and vice versa. Aim. To use a status quo review of digital deception to reveal links between cybersecurity and information behaviour and to stimulate further research. Method. Critical review of digital deception in cybersecurity regarding whitehats and blackhats using an information behaviour lens. Findings. There is a need for research that tackles digital deception from both information behaviour and cybersecurity. There is also a need to bridge the gap between the two research fields and link cybersecurity concepts with information behaviour theories. Conclusions. The reintroduction of digital deception in cybersecurity highlights the challenges for the unreliability of defence-based detection systems. Although many solutions are available from cybersecurity, information behaviour might contribute to multidisciplinary research on digital deception and the future of defence technologies. Understanding the interplay between whitehats and blackhats in cybersecurity can help information behaviour practitioners to design models or frameworks for predicting changes in information-seeking behaviour.

Abstract New fields development deadlines are growing short every day and FPSO projects shall be adapted to sustain these new patterns, even though actual process plants are becoming larger and more complex. FPSO projects critical path is the hull construction and changes are being made to shorten the duration of this process. For this to be feasible, hull project must be standardized to fit various topside configurations and any changes made must be absorbed as quickly as possible. This requires the use of innovative solutions and digital technologies to reduce design time. The core of these solutions is the modelling of the hull digital twin during the basic design phase with a high level of structural definitions that only happen during detailed engineering phase. This paper presents some initiatives that results in a more consistent design and on a desktop-based virtual reality model that can be used to accelerate fabrication during construction and assembly phases. Furthermore, the way of doing hull basic design is being changed.

In recent years, industrial nations around the globe have invested heavily in new technologies, software, and services to advance digital design and engineering analysis using the digital thread, data analytics, and high performance computing. Many of these initiatives such as Cloud-Based Design and Engineering analysis (CBDEA) fall under the umbrella of what has become known as Industry 4.0 or Industrial Internet. While an increasing number of companies are developing or already offering commercial cloud-based software packages and services for digital design and engineering analysis, little work has been reported on analyzing and documenting the related state-of-the-art as well as identifying potentially critical research gaps to be addressed in advancing this rapidly growing field. The objective of this paper is to present a state-of-the-art review of digital design and engineering analysis software and services that are currently available on the cloud. The main focus of this paper is on assessing the extent to which design and engineering analysis can already be performed based on the software and services accessed through the cloud. In addition, the key capabilities and benefits of these software packages and services are discussed. Based on the assessment of the core features of commercial CBDEA software and service packages, results suggest that almost all phases of a typical design and engineering analysis process can indeed already be conducted through cloud-based software tools and services.

During the past decade the globally networked digital technologies that operate within the realm of the internet have encouraged academicians and educators the world over to communicate, collaborate, and share knowledge. They have stimulated the creation of transgeographic educational initiatives which broaden the opportunities of learners and are an effective means of eradicating ethnocentrism, xenophobia, and cultural divides. The construction of transgeographic learning communities within the unmapped virtual forest of the internet requires an organized and systematic approach. Success is dependent on committed participants; a shared learning platform; a clear understanding of purpose; extensive student and instructor preparedness towards technology usage; exemplary curricula; a central focus for investigation; interaction with experts; extensive opportunities for intellectual discourse; and collaboration. The purpose of this paper is to offer an independent examination of a successful technology-dependent transgeographic learning project that serves as a model from which to base future projects. The Summer Ecosystems Experience for Undergraduates (SEE-U) is available to colleges and university students worldwide, operating at three geographically distinct locations concurrently. The program includes global networking, GPS and GIS usage, a shared investigative focus, real-time interactions, data collection, a globally networked geo-referenced digital database that was specifically created for this project, data manipulation, online lectures, bulletin board discussions, Web-based office hours, links to relevant resources, expert presenters, online demonstration videos, networked simulations, collaborative research, and a series of student presentations.

Recent cyberinfrastructure initiatives seek to create ubiquitous, comprehensive, interactive, and functionally complete digital environments that consist of people, data, information, tools, and instruments for research communities. With product dissection as our unifying theme, we are forging a cyberinfrastructure to support undergraduate design engineering education through CIBER-U: Cyber-Infrastructure-Based Engineering Repositories for Undergraduates. CIBER-U pairs two of the nation’s leading design repository developers with several active users and their students to realize a high-impact application of cyberinfrastructure in engineering undergraduate curricula involving freshmen through seniors. Specifically, CIBER-U combines product dissection activities at three universities with two digital design repositories, CAD modeling and animation, video, MediaWiki technology, multimedia, and undergraduate summer research experiences to enable cyberinfrastructure-based product dissection activities. Nearly 700 students have participated in the Phase I efforts of CIBER-U, which have focused primarily on generating, capturing, and storing data in two digital design repositories. Lessons learned from these efforts are presented from the students’ perspectives as well as that of the faculty in both engineering and computer science. The implications for implementing CIBER-U on a national scale are discussed along with ongoing research.

[The final form of this paper was published in the journal Issues in Informing Science and Information Technology.] One of the key attempts towards a collective African vision is the New Economic Partnership for African Development (NEPAD). Barnard and Vonk (2003) report that “53 countries have been urged to implement ICTs in three crucial development arenas: education, health and trade”. While NEPAD and other initiatives have contributed to the provision of ICT infrastructure with positive results as seen in the growth of Internet uses, the disparities in development across Africa are enormous. The challenge to HEIs in Africa, has been summarised by Colle (2005): “central to creating digital resources and academic infrastructure is the question of universities' relevance to the world around them, and especially to the challenge of being an active player – ‘an anchor of a broad-based poverty alleviation strategy’ in an increasingly knowledge-based economy”. It can be inferred from Colle that the activities of HEIs in Africa ought to be geared towards contributing to the realisation of the Millennium development goals. In 2003, the World Summit on the Information Society (WSIS) adopted a declaration of principles aimed at enabling everyone to create access, utilise and share information and knowledge. In this declaration, member states affirmed their commitment to aggressive investment in ICT for social and economic development (Ngwenyama et al 2006).
