The monograph describes research methods and geoecological assessment of polder lands. The history of research and practical use of surface waters of the Kaliningrad region is characterized, modern problems of their geoecological state are revealed. The characteristic of polder lands as complex natural and economic systems is given, the necessity of geoecological studies of the catchments of small rivers located on them is substantiated. A methodological approach has been developed to assess the geoecological condition of the basins of small watercourses through the combined analysis of hydrological, hydrochemical and geoecological data. Hydrological calculations of the key characteristics of the river flow of small watercourses of polder lands were carried out, the dependencies between them were revealed. Field studies were carried out, hydrochemical data sets were obtained on the rivers of polder lands for four hydrological seasons of 2020-2021. Retrospective hydrochemical information has been processed. The prevailing pollutants, integral indicators of water quality and the main sources of pollution are calculated. Based on the results obtained, a scheme of spatial distribution of pollution of the river network of polder lands is constructed. The geoecological condition of the basins is assessed on the basis of a complex of natural and anthropogenic data; based on the result obtained, recommendations for its improvement are given. It is of interest to specialists in the field of geoecology, hydrology, hydrochemistry, environmental management and environmental protection.

This chapter tackles the problem of finding data-derived indicators to measure the quality of peace, versus a definition of peace simply as the absence of war. Conceptually, peace is seen as an equilibrium condition where resort to violence is minimal and where the highest quality of peace exists when the idea of armed violence approaches the unthinkable. The author draws upon the early work of Quincy Wright and Kenneth Boulding and progresses from there, establishing first their definitions of and conditions for peace. To put his theories to work, he introduces two proxy indicators: black market currency exchanges and bond market prices. Specifically, he examines and compares the premiums attached to the black market values of currencies in less stable economies and relates them to factors that promote destabilization of the equilibrium. Similarly, he compares the strip spreads on sovereign bonds as an indicator of government stability and instability.

As difficult as it might seem to define governance, it appears to be that much more difficult to measure it. Since the World Bank Institute launched the Worldwide Governance Indicators in the late 1990s, the governance indicators field has flourished and experienced significant advances in terms of methodology, data coverage and quality, and policy relevance. Other major initiatives have added to a momentum that propelled research on governance indicators seen in few other academic fields in the economic and social sciences. Given these developments and the prominence and policy relevance the field of governance indicator research has achieved, the time is ripe to take stock and ask what has been accomplished, what the shortcomings and potentials might be, and what steps present themselves as a way forward. This volume—the fifth edition in an annual series tackling different aspects of governance around the world—assesses what has been achieved, identifies strengths and weaknesses of current work, and points to issues that need to be tackled in order to advance the field, both in its academic importance as well as in its policy relevance. Quality data are necessary to make good decisions in health delivery for both individuals and populations. Data can be used to improve care and achieve equity. However, systems for health data management were historically weak in most impoverished countries. Health data are not uncommonly compiled in stacks of poorly organized paper records. Efforts to streamline and improve health information discussed in this chapter include patient-held booklets, demographic health surveys, and the use of common indicators. This chapter also focuses on the evolution of medical records, including electronic systems. The use of data for monitoring, evaluation, and quality improvement is explained. Finally, this chapter reviews the use of frameworks—such as logic models and log frames—for program planning, evaluation, and improvement.

This chapter aims to explore how crowdsourcing can be used for gathering data in the context of governance indicators. Crowdsourcing has been applied in recent years to many human activities, from analysing galaxies to reviewing consumer products, but governance indicators can appear too technical for non-experts to participate in. The chapter begins by illustrating the traditional challenges in data collection. It then analyses a set of real-life cases of policy crowdsourcing to understand the benefits and risks that crowdsourcing entails. Based on these cases, the chapter illustrates how crowdsourcing can help address some of the core challenges of data collection for governance indicators, and in particular it extracts key lessons learned and recommendations. It concludes that crowdsourcing can be helpful provided it is carefully designed and focuses on the quality, rather than quantity, of contributions.
