A sizable volume of corporate governance literature documents that an independent and competent board of directors matter for organizational success. In order to function effectively, board comprises of different sub-committees and the three most common sub-committees are audit committees, compensation committees and nomination committees. Surprisingly, there is a paucity of research in understanding the determinants of nomination committee notwithstanding the importance of an independent nomination committee in board selection process. We contribute to the nomination committee literature by investigating the factors associated with the determination of nomination committees in New Zealand. We find that cross-sectional variation in the firm-specific characteristics affect the existence of nomination committees. This finding casts doubt on the „one-size-fits all‟ approach of corporate governance. Our logistic regression of the nomination committee determinants indicates that firm size, governance regulation and busy directors are positively associated with the existence of nomination committees, whereas firm leverage, controlling shareholders, and director independence are negatively related to the formation of nomination committees.

Background: The role of ethics committees has been well defined, but many researchers regard ethical review as a road block to research. Methods: To assess the attitude of the researchers towards the ethics committee, a cross sectional study was conducted among 80 researchers, which includes both faculty and undergraduate students at a medical research institute. Results: Our study shows that though most of the researchers agreed that ethics committee is mandatory, they felt that ethics committee review delays research projects, undermined the role of non-medical members in the committee, felt annoyed about the documentation and answering the full board queries and presentations. Conclusions: Study concludes that though the researchers have understood the critical role of ethics committee, they lack a positive attitude when it comes to the ethics committee functioning. Therefore, training should be conducted for researchers, which addresses these issues, so that the misunderstandings and conflicts are minimized.

Scholars studying congressional committees have noted the potential for members to seek membership on particular committees, leading to bias. Underpinning this line of scholarship is what might be termed a theory of comparative committee statics, characterized by a cross-sectional empirical approach. We present a new approach that focuses on the dynamics of jurisdictional control. By following a series of issues through the committee hearing process, we show that there is indeed significant issue bias in particular committee venues. However, we also find that new committees often claim jurisdiction over issues as they are redefined in the political process. The degree of jurisdictional monopoly enjoyed by different committees has been overlooked in the literature on this topic in spite of its importance in determining the nature of representation of interests in Congress.

The role and responsibility of the audit committee toward credible financial reporting are still much the same, but the issue of selecting appropriate people with the right mind is often challenged. The usual tripartite, namely independence, diligence, and knowledge of the audit committee is further refined in the recently revised Malaysian Code of Corporate Governance 2007. The study examines the determinants of discretionary accruals in MESDAQ companies. The central issues are the key aspects of the audit committee, namely independence, expertise, and diligence including the issue of former senior auditors and audit alumni on the audit committee and its effect on discretionary accruals. Based on OLS regression on cross-sectional data of 2007, the results suggest that audit committees with a higher proportion of financial expertise (former senior auditor or former CFO) and more diligent audit committees are significant for the said purpose. As such, it is argued that an audit committee with a higher proportion of financial experts would lead to credible financial reporting. However, audit committees with the former senior auditor and audit alumni are associated with larger discretionary accruals. In addition, the total independent audit committee is positively associated with larger discretionary accruals which lead to possible limited access to pertinent financial information compared to the audit committee with an insider.

Background: Research methodology is now part of the MBBS curriculum, which is a substantial adjustment to MCI standards. Objective: To assess the student's comprehension of the subject, level of interest and how it is used in clinical studies. Methods: We created a standard set of 25 questionnaires to assess postgraduate and PhD students' attitudes, awareness, and knowledge about research ethics and committees. Statistical analysis was used to compare the mean knowledge scores of several groups (age, gender, education, past research experience, etc.). Results: Students had a good attitude and understanding of research ethics and research ethics committees. We observed that past research experience and training are critical in predicting knowledge ratings. The study findings indicated a significant difference in the mean knowledge score depending on past research experience. Similarly, we observed that prior research ethics training had a significant impact on mean scores. Conclusions: A functioning research ethics committee should be present in every hospital. Students should be informed of the role and responsibilities of the ethics committee. Students must be informed of research ethics before undertaking any human subjects research. To broaden student comprehension, the ethics committee must offer seminars, workshops, and conferences on a regular basis.

The first issue of the Bulletin international des Sociétés de secours aux militaires blessés (October 1969) contains an appeal by the International Committee for ratification of the Articles of 1868 additional to the 1864 Geneva Convention. It is addressed to the Central Committees of the Relief Societies, with the request that they approach their respective governments on the matter. By the same token, the Committee proposed as recommended reading the work by Gustave Moynier, Etude sur la Convention de Genève, which was described as a guide for use by army officers and doctors to give them a better understanding of the provisions of the 1864 Convention, “to refute the objections of its detractors and, by demonstrating that this instrument represents a victory for civilization, to turn them into zealous supporters”. In the second issue of the Bulletin (January 1870), the Committee asked the Central Committees to what extent States had promulgated penal or other legislation and military ordinances or regulations relating to the stipulations of the Geneva Convention or action by relief societies.

Renewed scholarly interest in the role of US congressional parties has recently coincided with a continuing interest in legislative committee influence and the extent to which that influence relies on committee preference composition. We argue that majority party incentives to influence composition vary by committee salience and party margins. In turn, the party’s ability to influence composition of salient committees is constrained, but varies by party resource levels. We present data on committee composition for the 80th to 104th US Houses and test these expectations using time-series cross-section analysis. The evidence provides support for the predictions – which have been hypothesized or tested anecdotally but have not heretofore been systematically tested – explaining both spatial and temporal variation.

ABSTRACT Objective To evaluate the composition of the Internal Regulation Committees created in hospitals of a capital city. Methods A cross-sectional descriptive study assessing the structure, processes and results of each Committee. Results The main reasons for implementing the committees were legal issues and overcrowding in the emergency department. The most monitored indicators were the occupancy rate and the mean length of stay, and the most observed results were reductions in the latter. Institutional protocols were developed in 70% of cases, and the degree of support that the Internal Regulation Committee received from the hospital managers was high, despite being only average the support received from the medical teams. Promoting the efficient use of beds seemed to be the main goal. To achieve it, the Internal Regulation Committee had to control hospital capacity at levels that allowed proper and safe bed turnover for patients. The strategies for this were varied and needed to integrate administrative and care issues. Conclusion The Internal Regulation Committees were a management tool with great potential and promising results in the experiences evaluated.

The objective of this article is to study the need for a national International Humanitarian Law (IHL) committee to domesticate the Geneva Conventions of 1949 in Malaysia. This study focuses on the core functions of the national IHL committee as recommended by the International Committee of the Red Cross (ICRC). The methodology to be used is by analysing the Geneva Conventions of 12 August 1949, observing the activities of Jawatankuasa Undang-Undang Kemanusiaan Antarabangsa Malaysia (JUKAM), attending IHL symposiums and conducting interviews. The findings confirm that there is a need to have an active national IHL committee. It is unnecessary to be highly ambitious by creating a complex structured national IHL committee with a high annual budget. It is sufficient for the structure of the national IHL committee to develop gradually or to consider other alternatives. Based on the evidence provided by national IHL committees in other countries, success in domesticating IHL in Malaysia is achievable with an active JUKAM and a strong political will by all stakeholders, including the decision-makers.

<p>Productivity is the main concern of hospitals as organizations providing health services. As the role of hospital committees is increasing and their productivity and performance improvement is very important, the present study was performed to identify weaknesses and strengths of committee sessions. This analytical-descriptive study was conducted cross- sectional from January to April in 2012. Summary of 405 committee session’s agendas related to 11 kinds of committees in 8 hospitals (out of 23 hospitals) of capital cities in 3 provinces of Sistan and Balouchestan, South Khorasan and Khorasan Razavi in Iran were extracted. Data<strong> </strong>was collected through a form and was analyzed by SPSS16 software using descriptive statistics and variance analysis and content analysis technique. This study showed that the number of hospital committee's sessions holding in 2012 was more than 2011.The differences between public and private hospitals in terms of the following subjects were significant (P-Value &lt; 0.001). In terms of the number of selected policies, participants of the committees, and the duration of the sessions the public hospitals had better conditions. And regarding documentation process, feedback of decisions to personnel and the implementation of the formulated policies in the committees, private hospitals performed better. According to the results of this study, to improve the productivity of hospital committees, it is suggested to motivate senior, tactical and operational managers to appropriately participate in the committees and necessary planning for the committees in advance is mandatory.</p>

Abstract Background Los Angeles (LA) County is large and diverse urban southern California county with a population of over 10 million and a multitude of hospitals. The state of California required hospitals to implement ASPs in July 2015. This collaborative with the LA County Department of Public Health sought to characterize administrative structure and practices of hospital ASPs in the county. Methods A survey of LA County hospital ASPs was conducted from November 2018 to April 2019. Initial telephone and email screenings were performed to confirm individuals’ involvement in hospital ASPs prior to survey participation. Results Overall, 40 of 87 (46%) hospitals responded. Of these, 90% (36/40) were private hospitals and 68% (27/40) were part of a multi-hospital network. All hospitals (40/40) reported an active ASP with 53% (21/40) established for 5 years or longer. Only 65% (26/40) reported meeting all seven CDC core elements of hospital ASPs and 85% (34/40) reported having an ASP committee. Of those with ASP committees, individuals who chaired or co-chaired the committee were predominantly ID physicians (33/34, 97%). Most held meetings quarterly (18/34, 53%). Committee member meeting attendance “all or most of the time” was highest for pharmacists (34/34, 100%) and ID physicians (33/34, 97%) and lowest for information technology (IT) personnel (9/34, 27%) and non-ID physicians (12/34, 35%). ASP committees reported to a mean of 2.4 other committees, most frequently to pharmacy and therapeutics (P&T) (32/34, 94%) and infection control (IC) (24/34, 71%). ASP committees received reports from a mean of 2.3 committees, most frequently from IC (22/34, 65%). Few ASP committees (<20%) reported to any of patient/medication safety, quality, sepsis, laboratory, risk management or nursing committees. Risk assessments and strategic planning were performed by only 35% (12/34) and 56% (19/34), respectively. Conclusion Our study demonstrates additional need in LA County hospital ASPs to meet CDC core measures as well as enhance ASP administrative structure. Notably, ASP committees appear to be siloed with P&T and IC with minimal reporting to other committees, do not frequently perform risk assessments or strategic planning, and have low meeting attendance by IT personnel and non-ID physicians. Most capacity development efforts for research ethics committees focus on committee members and little on ethics administrators. Increasing studies mandate the focus on administrators’ capacity development needs to enable adequate and effective committee support. This study investigated current responsibilities, training requirements, and administrator role needs. An online cross-sectional survey was conducted among administrators from 62 National Health Research Ethics Council-registered research ethics committees in South Africa. In total, 36 administrators completed the questionnaire. Results show that, in addition to administration, they perform managerial, review process and guidance-advisory tasks. Nearly 49% indicated only having received informal research ethics-related training, not targeted formal training, with 81% of the informal training being through workshops. Research ethics administrators’ responsibilities have evolved to complex tasks requiring targeted capacity development efforts.

The International Committee of the Red Cross traditionally seeks to protect and assist victims of armed conflict. Over the past 10 years, however, the International Committee of the Red Cross and several other major international humanitarian agencies have turned their attention to situations of urban violence that fall short of the international humanitarian law thresholds for armed conflict. This article examines the institutional consequences of expanding the International Committee of the Red Cross mandate to include urban violence, to make a three-fold argument. First, the incorporation of urban violence into its mandate has led to significant and surprising shifts in the organization’s humanitarian boundaries: from eschewing any effort to prevent or reduce conflict and prioritising neutrality and dialogue with all parties to conflict, the International Committee of the Red Cross has begun engaging in violence-prevention and violence-reduction activities, compromising its neutrality and limiting dialogue with some armed groups. Second, because the International Committee of the Red Cross is such an important and influential actor in international humanitarianism, these shifts in its boundaries have the potential to transform definitions of humanitarianism. Third, these shifts may serve to undermine the moral authority of the International Committee of the Red Cross to persuade combatants in international humanitarian law contexts to comply with international humanitarian law, irrespective of the rightness or wrongness of their or their opponents’ goals. Ultimately, then, they may erode the distinction between jus ad bellum and jus in bello in the laws of war.

Introduction: the Wisconsin Gait Scale (WGS) has been shown to be a valid and quick tool for analyzing gait in post-stroke people in the clinical setting. Its widespread use has led to versions of the scale in other languages, but so far there has been no version in Spanish. Objective: to conduct a cross-cultural adaptation of the WGS for use in the Spanish-speaking population and to analyze the content validity. Materials and methods: the Spanish version was obtained using the double translation method and back translation method, followed by a review by an expert committee. This expert committee evaluated the content validity index (CVI) for each item on the version obtained and for the entire scale (scale content validity index (S-CVI)). The item content validity index (I-CIV) was calculated as the number of experts whose score had been 3 or 4 divided by the total number of experts. To obtain the S-CVI, the middle of the I-CVI was calculated for all the items on the scale. Results: the Spanish version of the WGS was obtained after the expert committee evaluation. The CVI was excellent for its general assessment (0.91), excellent for 85.7% of its items (≥0.78), and good for 14.3% of the CVI (≥0.72). Conclusions: the Spanish version of the WGS was developed through a process of cross-cultural adaptation from its original English version, and, according to an expert committee, it had an excellent content validity.

The ICRC Medical Division, established in November 1977, works for the war wounded, for prisoners, for the civilian population and for the war disabled. Its essential purpose is to keep the victims alive, alleviate their suffering and prevent their sicknesses or wounds from ruining the rest of their lives. In his summary of ICRC activities during his term of office, (1976–1987) President Alexandre Hay said last May, “The medical sector, completely embryonic when I arrived, has developed considerably and has now achieved a highly praiseworthy quality and dimension. The ICRC and the victims of conflicts owe a great deal to the spirit of initiative, devotion and competence of its doctors”.The Review is particularly pleased to publish the following article by Dr. Remi Russbach, Chief Medical Officer of the ICRC, who traces the evolution of the Medical Division in the past ten years, emphasizing not only the progress achieved in the execution of its programmes but dealing as well with the problems which the ICRC has had to face in this domain.

ABSTRACT This paper investigates the economic consequences of the Securities and Exchange Commission's (SEC) disclosure regulation by examining market reactions of foreign private issuers (FPI) to events related to the SEC's requirement for a firm to disclose whether its audit committee has at least one financial expert. Using U.S. and home country stock market returns from an FPI, the findings from this study suggest that an FPI traded in U.S. capital markets and subject to SEC regulatory requirements experience negative returns around event dates related to this requirement. Their returns in U.S. markets are also more negatively impacted by the audit committee financial expert disclosure regulation than are the returns in their home countries. Additionally, this study extends research by DeFond, Hann, and Hu (2005), Zhang (2007), and Litvak (2007) by examining the SEC's mandatory disclosures of financial experts on company audit committees.

Background: Mapping of ethical governance structures is very useful in identifying strengths and weaknesses in order to uphold integrity and ensure standardization. However, reliable countrywide data about ethical review committees (ERCs) is unavailable in Pakistan. Aims: To evaluate the research ethics governance mechanisms at national level and at key healthcare institutions in Pakistan. Methods: This pilot mapping exercise used a mixed-methods approach, involving a cross-sectional survey of 19 key healthcare research institutions, and structured in-depth interviews with the chairs of the National Bioethics Committee and the Drug Regulatory Authority of Pakistan. Results: Eighteen institutions responded to the ethics mapping survey. Twelve public sector ERCs had a permanent structure and 17 had formal terms of reference. Seven ERCs claimed accreditation, although no central accreditation agency exists in Pakistan. Eight ERCs were chaired by the heads of the institutions. There was no fixed tenure for the heads in 13 committees, and 14 committees allowed multiple terms. Six ERCs had follow-up mechanisms for ethical approvals, and 6 took punitive actions in response to any deviation from an approved protocol, or to a scientific misconduct. Two respondents recalled situations where applicants pressured committee members for favourable approvals. Survey respondents mentioned the lack of central research ethics guidelines as a weakness of the national governance system. Structured interviews revealed the need for formal training of committee members and capacity strengthening, particularly for administrative staff. Conclusion: There is a need to develop guidelines for local ethics governance in Pakistan, and ensure accreditation of ERCs through the National Bioethics Committee to uphold the integrity of the ethics governance structure

The purpose of this paper is to add a meaningful critique to the existing audit committee (AC) literature by providing (i) a critical analysis of the AC literature grounded on agency theory; (ii) a discussion of the emerging new theories of AC, which investigate the people serving on and working with ACs, and (iii) a description of the relationship between these two groups of literature. A number of qualitative AC studies have provided new insights by investigating the actual people serving on and working with audit committees. This review paper summarizes these findings and provides a comparative evaluation with the agency theory-based AC research. This review documents, among others, that the attributes of ACs, as measured by the quantitative literature, have hardly been reflected by qualitative investigation, whereas qualitative analysis of the data contributed by people who have actual experience of ACs questions the fundamental propositions, not only of why ACs exist, but also how they function. This paper provides a cross-examination of the afore-mentioned two paradigms of literature on AC effectiveness and invites corporate scholars to reflect on the differences between the two groups of AC studies.

The International Committee of the Red Cross (ICRC) has greatly expanded its activities on behalf of political prisoners since the Second World War. The ICRC's involvement with this issue has resulted from a series of incremental steps, taken over more than a hundred years, and it raises difficult legal, political, and moral questions. Is the ICRC, by operating in this highly sensitive area, endangering its special relationship with governments–a relationship that is vital for the performance of its more traditional functions in wartime? Should the organization be more open or less Swiss? Is it evading fundamental moral issues? The ICRC's success in achieving its objectives also raises questions as to why states have permitted a nongovernmental organization to intervene in their internal affairs and whether the ICRC provides a model that other nongovernmental organizations concerned with human rights might seek to emulate.

Mr Aeschlimann tells the story of the establishment of the International Committee of the Red Cross and its main activities. He notes that the Committee was founded by Henri Dunant from Switzerland. The symbol of Red Cross was not a coincidence; Henri Dunant associated it with health protection. It is also noteworthy that the symbol resembles the flag of Switzerland. Since the very inception, the primary responsibility of the organisation was taking care of injured soldiers and captives; later on, it started to help abused people. Soon enough, the organisation began to provide food to the people in need. Mr Aeschlimann also emphasises that the International Committee of the Red Cross has worked in line with the principles of international humanitarian law and cooperated with states for its improvement since its foundation and adoption of the First Geneva Convention. The legal aspect is also an important part of the organisation’s work. In general, the Committee has a broad range of activities, totally depending on the state of a conflict or domestic violence. The International Committee of the Red Cross launched aggressive activities in 2014, following the outbreak of the military conflict in the east of Ukraine. The organisation pays much attention to the following aspects related to its operation in Ukraine: the conflict was unleashed between nations with similar mentality and is of highly politicised and polarised character. Representatives of the organisation act not only in the territory under Ukrainian control but also in the occupied territory. Mr Aeschlimann mentions that the most challenging aspect of working in Ukraine is to adjust to the fast pace of drastic changes in the country due to sweeping reforms and transition economy. Moreover, the organisation faced certain difficulties in providing humanitarian assistance, but currently all the subtleties have been settled and the ICRC is operating in favourable conditions. Among the priority tasks of the International Committee of the Red Cross, the following can be singled out: expansion of activities, namely measures on the search for missing persons, expansion of a program of support of psychosocial and psychological health. Special attention is drawn to provision of first aid to people near to the collision line. Mr Aeschlimann also tells how he chose this profession, his free time taking into account a busy working schedule, and his favourite places in Ukraine. Keywords: the International Committee of the Red Cross, the ICRC mission, the First Geneva Convention, humanitarian assistance, conflict.

OBJECTIVE: To perform a cross-cultural adaptation of the Clear Communication Index instrument from the Centers for Disease Control and Prevention (CDC-CCI) from English to Brazilian Portuguese. METHODS: This study comprised initial discussion about the conceptual equivalence of the instrument by a committee formed by experts on health education. We performed translations, synthesis of translations, back-translations, revision by the committee, and linguistic revision. Semantic equivalence was obtained by analyzing the referential and general meaning of each item by the committee, resulting in a pre-final version of the instrument. Subsequently, thirty professionals with health sciences degrees performed a pre-test. These professionals used the pre-final version of the instrument to assess a health education material. A questionnaire was applied to evaluate the acceptability of the instrument, the understanding of each of the 20 items, as well as the individual and professional variables. We analyzed the scores attributed to the health education material, the variables related to healthcare professionals, the proportions of the acceptability of the instrument, and the comprehension of each item. RESULTS: After we obtained the conceptual equivalence of the instrument, the committee of experts, the instrument’s main author, and the linguist produced the pre-final version using two translations, a synthesis of the translations, and two back-translations. A general equivalence was maintained in 15 of the 20 items (75%), four of the items were slightly altered (20%), and one item was very altered (5%). Nineteen items presented referential equivalence or near equivalence (95%). We then carried out with the pre-test, in which the professionals used the pre-final version. Two items in the domains of “risks” and “main message” were unclear and needed to be revised. CONCLUSION: The process of cross-cultural adaptation of the Clear Communication Index provided an adapted version to the Brazilian Portuguese language.
