Der volle Inhalt der QuelleContext: This thesis focuses on clinical trials in Lebanon, a topic that has been little explored until now. Conducting clinical trials remains essential for advancing scientific research. Over the past three years, Lebanon has faced a series of major crises, including the socio-economic crisis, the Covid-19 pandemic, and the explosion at the port of Beirut in August 2020. It is likely that clinical trials have been significantly impacted by these events due to the deterioration of the healthcare system. In this context, this work examines the ethical issues surrounding clinical trials in Lebanon, with a focus on the perspectives of physicians, key actors in these trials, in a complex socio-economic, legal, and political environment. Method: In order to supplement the exploratory analysis of the literature, which proved insufficient to answer our research question, we opted for a qualitative study based on directed interviews. This method allows us to explore the problem by evaluating the representations of physicians regarding the possibility of still conducting clinical trials, particularly in the face of ethical issues, in the current crisis context. Through this approach, the motivations and concerns of physicians can be better understood. Results: In the context of the economic, political, and health crisis in Lebanon, physicians have adopted mixed attitudes towards clinical trials. Some physicians remain interested in clinical trials; they see them as an opportunity to access innovative treatments for their patients and to contribute to the advancement of medical research despite the challenges they face. Others, however, are concerned about the difficulties associated with conducting clinical trials in an unstable environment, with limited resources and a shortage of drugs and medical equipment. In addition, the increased workload and emotional stress associated with financial insecurity, the Covid-19 pandemic, and the explosion at the port of Beirut appear to contribute to a lack of motivation among physicians. Moreover, the emigration of qualified physicians has made it difficult to conduct trials. According to several physicians in the study, corruption and political-economic instability have also led to emerging concerns and mistrust regarding the safety and ethical conditions under which trials are conducted. Discussion: In Lebanon, despite the various crises that have shaken the country over the past three years, clinical trials are still possible. However, in a state of crisis, clinical trials present new ethical issues such as the relevance of research subjects, the safety of study participants, the quality of their information and free and informed consent, as well as equity in their recruitment. Economic pressure on research institutions and researchers can result in neglect of ethical aspects of research, such as inadequate supervision and poor personnel training. The prioritization of clinical trials in the context of the health crisis can also lead to conflicts of interest between the need to respond to the urgent needs of the population and the rigorous evaluation of the risks and benefits of these trials. The ethical issues of clinical research in Lebanon in a state of crisis therefore require special attention and appropriate regulatory enforcement to ensure the safety and respect for the rights of participants. It should be noted that priorities change in times of crisis, and that the need for access to basic healthcare may be more urgent than the need for clinical research. In these circumstances, it can be difficult to find a balance between competing priorities

Der volle Inhalt der QuelleIn this thesis we have considered the transgressions made by heads of companies in Lebanon to the applicable labor rules (Labor Code, social security, etc.) and to the standards for good human resources management. These business owners have replaced these rules, among others, to suit their needs with the help of: sequential economic crises; a fragmented and weakened syndicalism; a paralyzed work inspection; a political power undermined by conflict; very high unemployment rates; abundance of low-cost foreign labor force; etc.Consequently, we have applied the Theory of Social Regulation (TRS) of Jean-Daniel Reynaud (1988, 1997, 2003), which have helped us in answering questions related to the redefinition of the rules of work and human resources management, other rulemakings, and the identification of the rulemaking actors, their strategies, and the nature of the rules issued.To answer the questions raised by our problem statement, we have conducted three field studies. The first in form of interviews with HR managers of companies in Lebanon. This study allowed us to identify the profiles of these actors, their career path, their involvement in rulemaking, and the issues faced at the level of HR. The second study was a sample survey filled by 450 employees at companies of the main economic sectors, from which a questionnaire was conducted on human resources management in these companies. As for the third, case studies were conducted in eight companies in form of 28 interviews with employees at these companies.Indeed, the data of all this fieldwork allowed us to detect forms of social regulation and to estimate the margin of applicability of Reynaud’s theory to the social regulation in Lebanon via HRM

The social and economical structures, based on the absolute liberalism, have created regional inequalities. The rural depopulation induced dislocation of peripheral regions as for the way of life and production systems. Nevertheless, the phenomenon of emigration has contributed to improve residents standard of living and generated a spontaneous development process, and a new social configuration which depends exclusively on individual initiative. After war, in the search of peace in Lebanon, planning should not ignore the relationship between crises and emigration; and on the other hand, between emigration consequences and spontaneous development. So, economical politic should consier the fact that conjunctural aspects have become structural ones. It is a question of a new reality, on which we should build all our theories about Lebanon construction

Der volle Inhalt der QuelleThe Lebanese banking sector is the cornerstone of the Lebanese economy, next to tourism and real estate. This sector gives the impression of having harmlessly survived the numerous destructions of different wars and political crisis that have battered the Lebanese environment. This apparent resilience is omnipresent in the speeches of political leaders of Lebanon, who claim a dichotomy between the perturbations of political environment and the performance and stability of the Lebanese banking sector. Once the study has been situated in its Lebanese context, and the theoretical concepts necessary for the study of resilience have been presented, this research studies this sectors’ resilience at multiple levels: First, at the level of the Lebanese banks, through a 2 stages model, distinguishing between the performances of the listed and non-listed Lebanese banks. Once the resilience of the banking sector was proven, the second step is to confirm it at the level of the macroeconomic determinants of the banking performance through a study using the VAR methodology, testing the interaction between the banking variables and the macroeconomic data, and their reaction to impulsions, simulating exogenous shocks. Our results confirmed the resilience of the Lebanese banking sector to shocks; although numerous measures are still to be taken to improve the governance and the resilience of the sector
