AbstractThe elders of the villages and towns of Upper Egypt frequently convene councils for the settlement of disputes. These councils, which are independent of the state, deal with such matters as rights in water and land and also with succession disputes. Larger councils settle conflicts arising from homicide or feuds. I argue here that these councils should be analyzed as an integral part of society and that their relationship to the state is many-facetted. The continued importance of these institutions cannot be understood if one views customary law and reconciliation councils as no more than a reaction to a corrupt and unjust official legal system

AbstractWithin the rather complex relationship between State and Church the appointment of ministers has always been of the greatest importance. Attempts to make a regulation, which would be valid in all the towns of the province of Holland, were not successful because of the fundamental disagreement between church and civil authorities on the limits of competence on both sides. The "broad" church council, composed of ministers, elders and deacons and sometimes also former elders and representatives of the town government (commissarissen politiek) officially decided on the selection of ministers. In almost every town however, the church council had to ask the burgomasters for permission to set the procedure in motion. In the end the council had to present a select list of three candidates and finally the name of the candidate the majority of its members thought preferable. This procedure offered the town governments ample opportunities to intervene. They could decline to initiate the selection process, impose conditions or veto unsuitable candidates. Many church councils considered these interventions as unacceptable encroachments on their rights and freedom. The appointments of ministers were always potential causes of discord between the civil authorities and the church councils. The article deals with the many conflicts in a number of towns in the province of Holland between 1670 and 1770. The beginning is marked by the political crisis of 1672 which resulted in the restoration of the stadholderly regime under William III. The Voetians, the Reformed orthodoxy, hoped for support of the stadholder in their theological struggle with the adherents of Coccejus. In the second half of the 18th century this conflict had lost its original character and furthermore the dissension within the Reformed Church was no longer mainly based on disagreement between these two groups but the changed situation had produced a tripartition. Somewhat later political elements began influencing the internal relations. Analysis of the conflicts leads to the conclusion, that local circumstances often played a decisive part. It also demonstrates the complex and comprehensive character of these collisions. Yet it is possible to categorize the various conflicts by distinguishing between different, although closely interconnected, dominating factors: 1. religious antagonism within the Reformed Church (the richtingenstrijd); 2. discord between political factions within the town governments; 3. differing opinions on the relation between church and state at the local level and more specifically the part played by the church council in the selection procedure; 4. nepotism and favouritism; and 5. meddling by the Orange stadholders in the appointments of ministers under William III and after the restoration of the Orangist regime in 1747.

AbstractThis article explores local understandings of and experience with democracy in an Iraqw community in northern Tanzania. At independence, President Julius Nyerere in his development of a one-party state, argued that democracy in this new nation state would be modelled on that which is found in indigenous, pre-colonial political systems. In the Iraqw homeland, pre-colonial ‘democracy’ was expressed in elders’ councils in which male elders made decisions on behalf of the rest of the community. Differences of opinion were voiced but eventually the group would come to one opinion to achieve the state of being of ‘one heart’ before decisions could be put into effect. While Nyerere claimed that this practice of democracy and achieving consensus would provide the model for the post-colonial state, in actuality the state drew more on colonial models characterised by top-down decision-making and autocratic governance. Overlaying both the pre-colonial and post-colonial political systems is an ideological emphasis on ‘unity'. This article explores how the central notion of unity is expressed and perceived among the Iraqw in Tanzania and how it forms the screen through which people view démocratisation.

Abstract Native American youth are placed at greater risk for suicide than any other age or ethnic population in the United States. Resilience has helped Native Americans overcome adversity. In this paper, authors provide an example of how intergenerational mentoring can moderate or reduce these risk factors. The Intergenerational Connection Project at Native PRIDE (ICP) works with advisory councils in four Native communities in Montana and South Dakota. To better understand resilience, this paper answers two questions: (1) how do communities define cultural resilience, and (2) how can cultural resilience be operationalized in a cultural context? The ICP team worked with community advisory councils to develop a cultural resilience scale that was administered at the beginning of the project and six months later, at the end of the Project. An independent samples t-test demonstrated a significant increase in all scale items from baseline and at six-month follow-up. Results indicate that all community definitions include terms related to adversity and the transfer of cultural knowledge through sharing, participation, and involvement. Community definitions also included conversations about spirituality, language, values, and interactions between elders and youth. Authors conclude with a strong message that strengths-based interventions like the ICP are needed to address suicide risk in Native communities.

Tension between personal experience and community discernment, a prophesy and Church’s teaching, judgement of conscience and trueness of moral doctrine is still alive. Ultimately, it is all about what in the Church is subjective and what is objective. This reconciled opposition is inscribed in the identity of Christianity. Evangelical testimony of disciples going to Jerusalem after encountering Jesus in Emmaus and theirs confrontation with Peter’s experience demonstrates a model of appropriate route: subjective does not transgress objective, personal it is in tone with ecclesiastical. Despite an agreement among Christians in terms of general direction, a diff erence at level of details between particular traditions is noticed. Without depreciating individual and discerned, Catholic Church invariably supports the necessity to acknowledge The Teaching Office of the Church and the power of bishops within diocese. Of course all faithful take part in carrying and development of the legacy, especially through testimony and creative dialogue. Synods, councils and other bodies serve an example. However they do not cover doctrinal and disciplinary issues. Formation, obedience and spiritual guidance are important at personal level. Recognition of bishop’s authority, adherence to the Tradition and cannons and obedience to spiritual guide (the elder) are key elements of Orthodox tradition. Special attention is given to conciliarity (synodality) on various levels of Church. On the other side, for the post-reformation communities the fundamental and practically the only rule is Sola Scriptura. Bible does not give answer to each particular question and does not describe every form of Holy Spirit’s action therefore different conclusions and options arise in various denominations. Undertaking the process of discernment itself, historical Churches follow more codified path of Church’s discernment such as synods, councils, conferences while evangelical communities accept even more individual approach, recommending of course pastoral prudence and consultations with pastor or elders of the congregation. It is especially necessary among Pentecostal Christians accepting the presence of charismatic gifts, to include prophecy.

Use of vehicle modifications might enable older drivers to stay on the road safely and provide a more gradual pathway between driving and driving cessation. Although adaptive features for automobiles have long been known by the disabilities community, they have not been well known by professionals in the network of aging programs and services or by elders themselves. This study examined the use of a video intervention to increase elders’ awareness of low-tech vehicle features. It was hypothesized that participants would have an increased awareness after viewing a video and would take steps toward using the features. The 23–min video was shown to 157 drivers age 70+ at seven Councils on Aging and senior centers in Massachusetts. The median age was 79, and 11% were age 85 and older. The participants completed pre- and postvideo questionnaires, and 127 of the participants (81%) were surveyed by phone approximately 2 months later. Familiarity significantly increased for 10 of 13 demonstrated features. On average, participants had taken two of five follow-up steps: 85% had read handouts, 63% had discussed features with family or friends, 20% had looked for features in stores or on the Internet, 9% had tried features, and only 2% had contacted a professional. Eleven percent of the telephone interviewees had purchased features. The video served the intended purpose of increasing awareness of vehicle modifications. Although some change was noted, 2 months may not have been sufficient time to observe change for the majority of the participants. Moreover, it is not known to what extent the participants may draw on this knowledge in the future, if and when they perceive a more direct need.

Indigenous approaches to conflicts resolution in African societies provide appropriate fora and opportunities for members of the societies to process their disputes when they do arise. The indigenous approaches are structured and rooted on cultures and traditions of the societies in which they are applied. The Talensi traditional area has its indigenous approach based on its culture and tradition as well. However, there are concerns with regards to how indigenous approaches to conflict resolution recognize and respect the human rights of persons involved in the process. This paper examined how the Talensi indigenous conflict resolution approach recognizes and respects the human rights of the disputants. It was a qualitative research which employed the case study design. Two chiefs, three elders to chiefs’ councils and five disputants were purposively and conveniently selected as sample for the study. The instruments in terms of interview, focused group discussion and observation were used to gather data for the study. It emerged from the study that the various considered human rights (rights to life, non-discrimination, freedom of religion and belief and prohibition of torture and other ill-treatment) of disputants were recognized and respected to a large extent under the Talensi indigenous approach to conflict resolution. It was, therefore, recommended that the approach is replicated in other rural societies in Ghana so as to ensure the recognition and respect for disputants rights as many people in rural Ghana practically rely on indigenous approaches to process their disputes.

AbstractThe seven sanjaqs, or sacred images of Malak Tawus, are the most concrete expression of Yezidism and considered the holiest of the holy ritual objects of that religion. Only a handful of non-Yezidis have ever seen one, and very little is known about them. The latter holds, in particular, true with regard to the so-called Moskovi-sanjaq. Before World War I it was sent to the Russian Empire (East Anatolia and the Transcaucasus) every year, but was reported lost in 1914.Based on numerous interviews with Yezidis in Armenia, as well as on official correspondence between British, Iraqi, and Soviet authorities, the first part of the article reconstructs the odyssey of the Moskovi-sanjaq and the seven priests (qewwals) carrying it. It confirms that after 16 years of wandering through the Transcaucasus, five of the seven qewwals were eventually able to return via Odessa and London to the Yezidi heartland in Northern Iraq, but concludes that the Moskovi-sanjaq was ultimately lost in Georgia—confiscated by the Soviet authorities.The second part of the paper describes the history of a second sanjaq, which the author discovered in a village near Yerevan, secretly kept and protected from the prying eyes of non-Yezidis by a sheikhly family. Although all tales and myths, explaining how this second sanjaq arrived in Armenia, are examined and analysed, the origin of that sacred image remains mysterious. The article further paints a detailed picture of the cult, which evolved around the sacred image in Armenia as well as of the—sometimes savage—fights over its possession and the struggle of the keepers of the sanjaq with the Soviet authorities. In addition to interviews with eyewitnesses, the author bases his findings on court decisions and minutes of the councils of Yezidi elders, as well as information found at Yezidi graveyards.

The necessity and urgency of administrative-territorial reform in Ukraine are underlined. The main factors which should be taken into account during the changing of administrative-territorial structure of the state are named. The most actual questions, related to conducting administrative-territorial reform, are named and shortly analyzed. From the point of view of the authors, some measures which could quickly improve financial state of now existing rural communities and their management before the full implementation in life of proposed by the power reforms are suggested. In the transition from administrative-command to market economy there was a significant reduction in production or full stop of existing enterprises in small settlements. This has resulted in a sharp decrease in revenues to the local budgets, total unemployment and a significant reduction in the population. In such circumstances, life itself dictates necessity of changes and the question of effective management of administrative and territorial units and preservation of their infrastructure becomes extremely important. The most important thing is to determine, what changes are needed and which improvements in the life of communities they are able to provide in the short term. On the one hand, the radical changes envisaged by the new legislation should be made or the regions should be eliminated, and after enlargement of districts, counties should be created together with eliminating regional and district administrations. On the other hand, existing rural communities should be enabled to control the resources which belong to them but, due to various reasons, are not controlled by them. In our opinion, reforming the administrative-territorial structure should take into account the natural, economic, historical, ethnic, cultural, social and other factors, which are currently affecting the socio-economic development of the existing communities and which will seriously influence the socio-economic life of the newly formed associations of citizens in the future. Works of many professionals in the fields of social and economic geography, public administration, regional economics, etc. are dedicated to the research of characteristics of administrative-territorial reform of our country. Processing of these publications has shown that many of the problems associated with reform are not investigated enough and this issue will be extremely important for the government, academics and citizens of Ukraine for a long time. The purpose of this research aims to highlight the specific characteristics and problems of administrative-territorial reform in Ukraine. The objective is connected with implementation of the following tasks: evaluation of socio-economic situation of the currently existing rural communities; identification and analysis of the most appropriate for the citizens and government conditions of communities’ formation; studying the opportunities for citizens to obtain material and financial resources. Reforms of administrative-territorial structure have already been conducted in many European countries. Our country is also facing this problem: being a part of the former USSR, its administrative-territorial structure has been repeatedly changing (some administrative-territorial units disappeared, the new ones appeared; boundaries of regions and districts changed as well as their number). Inefficiency of administration in Ukrainian regions is so obvious, that immediate and decisive actions are required. The question is how reformation will be conducted and how positive would it be from the point of view of state and regional management and social-economic life of communities. Of course, the country’s leadership insists on “voluntary” radical changes. To make these changes there are a necessary legislative framework, agreement on financing, the orders of the government and regional administrations, etc. But there is another way, for example, to eliminate regions, to enlarge districts, to create counties, to shorten the apparatus in rural councils and to keep only the heads of these councils. Those persons who apply for the position of the head of the council, should be at the same time registrated as a candidates for deputies of the county council. In the case of election, they would lead the community and represent them at the district level. In addition, all the resources which belong to now existing rural communities, but are not controlled by them because of different reasons, should be immediately transmitted to their disposal. It will create conditions for their financial independence. To sum up, a conclusion is obvious, that the main problem is not about the area and structure of administrative and territorial units, but about the effectiveness of management in communities and counties as well as about efficiency of their economic activities. There is every reason to believe, that even now, before the complete implementation of administrative-territorial reform, on condition of reduction of staff working in rural councils, empowering heads (village elders) with powers of district (county) deputies and transmission of real financial sources to the hands of the community, there are all possibilities to improve the financial condition of existing rural communities significantly.

This dissertation is ethnography of human rights discourse in postcolonial Kenya. It situates itself in the inexorable rise of the application of International Human Rights Law witnessed in the 21st century. For this reason, many contemporary observers refer to this period as an ‘era of Human Rights’. With an ethnographic account centred primarily in Luo Nyanza, western Kenya, the dissertation seeks to open up questions about the practice of Human Rights by reference not to their philosophical origin but their practical manifestations. It conceptualizes Human Rights as a discourse of ongoing conversations of ‘multiple realities’ thus resulting to an empirical rather than ideological account of manifestations of personhoods and modernities. It is a study of the production of human rights that journeys in particular contexts and moments but conscious enough not to be circumscribed by its specific location. With this strategy, the dissertation is based on some sort of dialogue. On the one hand is a notion of Human Rights as rooted in Western enligthmenent discourse which one can describe as a Eurocentric perspective visible through the International Human Rights Instruments promulgated by the United Nations (UN) and its agencies and the other a perspective common among a section of Luo people of western Kenya visible through chike, kido and kwero that are articulated and safeguarded by Luo Councils of Elders. In suggesting the distinction between ‘the Western’ and ‘the Luo’ notions of personhood, the researcher is aware that both frameworks are manifestly plural and ‘intercivilizational’ in their conceptualization

As Indigenous rights discourse continues to advance in Canada, overarching concepts of Métis, in particular those concerning recognition and rights, continue to evolve. The micro-level or management of the relationship between Canada and small-scale Métis societies provides an opportunity to highlight issues concerning Métis/state relations. As areas such as Jasper National Park are tasked with restoring a Métis presence, how has this relationship evolved? Attempts at creating a working relationship with Métis in Jasper are confounded by uncertainty concerning Métis rights and identity. In addition, Métis are expected to abandon prior practices in organization and governance in return for access to micro-level authorities. Longstanding grievances by Métis who contend that government malfeasance resulted in their ancestors being evicted from Jasper National Park upon its inception remains hidden, as local authorities continue to find ways to marginalize Métis who are averse to participating in colonial relationships designed and controlled by micro-level authorities. Alliances with other groups with territories in National Parks, such as the Haida Nation, may provide insight and solutions. As Métis/Indigenous awareness and rights advance an important area of concern will remain in the actions of micro-level bureaucrats.

In 1991, the Swedish Social Democratic government established the Pensioners’ Council at the Ministry of Social Affairs. The Council’s purpose and structure were spelled out by the Government in a Commission of Inquiry Directive. According to this, the Council is to be a forum for deliberations between the Government and pensioners’ organizations. At the municipal level, Senior Citizens Councils have existed since the 1970s. They fill a similar purpose to that of the Pensioners’ Council at the central level, namely to be an arena for political discussions between representatives from pensioners’ organizations and the municipality. The purpose of this dissertation is two-fold. First, I describe the influence of pensioners’ organizations on the establishment of the pensioners’ councils and their political influence – potential as well as actual – in these councils. Second, I seek to explain the influence of pensioners’ organizations from a power resources perspective. By doing so, I hope to contribute to our knowledge of the relationship between the welfare state and organized interests. Does this relationship imply the existence of a corporatist or pluralistic power structure? Finally, I also hope to contribute to our understanding of the future development of the welfare state in the light of a global economy and aging population. The empirical investigation on the central level suggests that pensioners’ organizations influenced the decision to establish the Pensioners’ Council. Moreover, they had actual as well as potential political influence through the council since the early 1990s. There success in influencing government policy is due to the fact that pensioners’ organizations represent an important voting group and their employees have expert knowledge. At the local level, the empirical investigation suggests that pensioners’ organizations had influence on decisions made by municipalities to establish Senior Citizens Councils. However, opportunities to influence vary at the local level, and pensioners’ organizations actual political influence is limited. This limited influence can be explained as a consequence of pensioners’ organizations lack of an important power resource at the local level – employed expertise. It is argued in the dissertation that the empirical results do not suggest an existence of a corporatist power structure in social issues. Rather, they point to a pluralistic power structure – i.e. along side producer organizations, other organizations (such as those for welfare consumers) also have an important power position. This, in turn, limits the ability of politicians to cut welfare spending. The case of pensioners’ organizations therefore suggests that we cannot expect any drastic downsizing of the Swedish welfare state due to factors such as the globalization of the economy. In light of the aging population, the empirical results suggest that politicians will have to seek other solutions to be able to meet the challenge of financing welfare programs targeting the elderly than making drastic cutbacks in those programs.

To study the Elderly Councils assume in the comprehension of the historical context in which the Councils of Rights appeared. The Elderly Councils are part of a protection network, once they are participative instances in the defense of their rights. In this sense, two important legal lines are highlighted, the National Policies for the Elderly, which institutionalized them, and the Statute of the Elderly, which ratify them. In this way, it is presented the subject of the social participation which refers to sharing the power of decision regarding public subjects in these participative spaces (TATAGIBA 2002, GOHN 2002,2011a), after and before the 1988 Federal Constitution. The objectives of this research are to comprehend the structures and the operation of these Councils, to present the areas in which the demands of the elderly population were evidenced on three Conferences of the Elderly People Rights, and to analyze an Elderly Council located in a city in the State of São Paulo. The research is part of the qualitative methodological framework characterized as a case study (Godoy, 2006). The results demonstrated that it was possible to understand the singularity and particularity that were present in this Council, and from this understanding, a booklet was developed in order to extend the knowledge to other Councils that identify themselves with this problematic. The social relevance of this research is the possibility of presenting an educational action for the members of the Elderly Municipal Council and contribute with the performance of the tasks of the Council members.
Estudar os Conselhos do Idoso implica na compreensão do contexto histórico em que surgiram os Conselhos de Direitos. Os Conselhos do Idoso fazem parte de uma rede de proteção, visto serem instâncias participativas na defesa dos seus direitos. Neste sentido, destacam-se dois marcos jurídicos importantes, a Política Nacional do Idoso, que os institucionalizam, e o Estatuto do Idoso, que os ratificam. Assim, apresenta-se o tema da participação social no que se refere à partilha de poder de decisão em assuntos públicos nestes espaços participativos (TATAGIBA 2002, GOHN 2002, 2011a) antes e depois da Constituição Federal de 1988. Esta pesquisa tem como objetivos compreender as estruturas e o funcionamento destes Conselhos, apresentar as áreas em que aparecem as demandas da população idosa levantadas em três Conferências dos Direitos da Pessoa Idosa, e analisar um Conselho do Idoso de um município no interior do Estado de São Paulo. A pesquisa insere-se no quadro metodológico qualitativo caracterizando-se como um estudo de caso (GODOY, 2006). Os resultados demonstraram que foi possível entender a singularidade e particularidade presentes neste Conselho, e a partir deste entendimento, desenvolveu-se uma cartilha para estender o conhecimento para outros Conselhos que se identifiquem com a problemática. A relevância social desta pesquisa é a possibilidade de apresentar uma ação educativa para os membros dos Conselhos Municipais do Idoso e contribuir para o desempenho das funções de conselheiros.

Manter a autonomia e a independência é fundamental para que os idosos envelheçam ativamente. Assim, o exercício da participação política pelos idosos pode atuar como uma forma de promoção da saúde, visto que favorece a sociabilização e o desenvolvimento de habilidades. Este estudo de abordagem qualitativa, com caráter descritivo e exploratório, teve como objetivo analisar a experiência de participação política de nove idosos participantes do Conselho Municipal de Saúde (CMS) de Porto Alegre e a influência desta no seu processo de envelhecimento e na sua saúde. Utilizou-se de entrevistas temáticas que foram analisadas através da Análise de Conteúdo Temática. Os idosos, cinco homens e quatro mulheres, tinham entre 60 e 79 anos na realização das entrevistas, todos aposentados ou pensionistas e representam os usuários no CMS. A maioria dos entrevistados tem nível de escolaridade acima de oito anos, participam do CMS a menos de cinco e moram com familiares. Os idosos apontaram trajetórias de participação distintas que foram construídas participando de outros espaços, além do CMS. As motivações para participar evidenciaram que os idosos buscam, além de lazer e recreação, estratégias para melhor encarar o envelhecimento, a viuvez, o isolamento social, a aposentadoria e, ainda, ajuda para suas famílias e comunidades. O envelhecimento é encarado por muitos como um período de dificuldades, porém, mostrou-se que se manter em atividade proporcionou uma avaliação mais tranquila ou realista do processo de envelhecer e da saúde. A participação política se revelou um fator protetor para a saúde dos idosos, ao garantir o envolvimento com atividades após a aposentadoria e prazer em desenvolver um trabalho para a comunidade, além de estimular o desenvolvimento cognitivo e o estabelecimento de novas relações sociais. Os gestores e profissionais de saúde são atores importantes para a construção de espaços e atividades criativos que promovam a saúde dos idosos e no incentivo à participação de mais idosos nesses espaços.
Population aging is a global phenomenon expressed by the accelerated growth of the age group above 60 years. Maintain autonomy and independence is essential for the elderly grow old actively. Therefore, the exercise of political participation by the elderly can act as a form of health promotion, since it favors the socialization and development of skills. This qualitative study, descriptive and exploratory, aimed to analyze the experience of political participation of nine elderly participants of the Municipal Health Council (CMS) of Porto Alegre and its influence on their process of aging and their health. Thematic interviews were used and analyzed using Thematic Content Analysis. The elderly, five men and four women, aged between 60 and 79 years in the interviews, all retirees or pensioners and represent the users in CMS. Most respondents have education level above eight years, participate in the CMS under five and live with relatives. The elderly showed distinct trajectories of participation that were built by participating in other spaces, in addition to CMS. The motivations to participate showed that the elderly look for, besides leisure and recreation, strategies to better face the aging, widowhood, retirement, social isolation and, also, to help their families and communities. Aging is seen by many as a period of difficulties, however, it was showed that keeping active provided a more peaceful or realistic evaluation of the process of aging and health. Political participation proved to be a protective factor for the health of the elderly, to ensure involvement with activities after retirement and delight to develop a work for the community, in addition to stimulate cognitive development and the establishment of new social relations. Managers and health professionals are important actors for building creative spaces and activities that promote the health of older people and in encouraging the participation of older people in these spaces.
El envejecimiento de la población es un fenómeno mundial que se expresa con el crecimiento acelerado de la franja de edad situada por encima de los 60 años. Mantener la autonomía y la independencia es fundamental para que los ancianos envejezcan activamente. Así que, el ejercicio de participación política de los ancianos puede actuar como una forma de promover la salud, al favorecer la socialización y el desarrollo de las habilidades. Este estudio de abordaje cualitativa, con carácter descriptivo y exploratorio tuvo como objetivo analizar la experiencia de participación política de nueve ancianos participantes del Consejo Municipal de Salud (CMS) de Porto Alegre y la influencia de esta en su proceso de envejecimiento y en su salud. Se utilizaron entrevistas temáticas que fueron analizadas a través del Análisis del Contenido Temático. Los ancianos, cinco hombres y cuatro mujeres, tenían entre 60 y 79 años durante la realización de las entrevistas, todos jubilados o pensionistas y representaban a los usuarios del CMS. La mayoría de los entrevistados tienen nivel de escolaridad superior a los ocho años, participan del CMS un mínimo de cinco y viven con familiares. Los ancianos apuntaron trayectorias de participación distintas que fueron construidas participando en otros espacios, además del CMS. Las motivaciones para participar evidenciaron que los ancianos buscan, además de ocio y recreación, estrategias para afrontar mejor el envejecimiento, la viudez, el aislamiento social y la jubilación, además de ayuda para sus familias y comunidades. El envejecimiento es afrontado por muchos como un periodo de dificultades, pero se demostró que mantenerse en actividad proporcionó una valoración más tranquila o realista del proceso de envejecer y de la salud. La participación política se reveló como un factor protector para la salud de los ancianos, al garantir un envolvimiento con actividades después de la jubilación y un placer en desenvolver un trabajo para la comunidad, además de estimular el desarrollo cognitivo y el establecimiento de nuevas relaciones sociales. Los gestores y profesionales de la salud son actores importantes para la construcción de espacios y actividades creativos que promueven la salud de los ancianos y el incentivo a la participación de más ancianos en estos espacios.

A hegemonia, entendida no autêntico conceito desenvolvido por Gramsci, é considerada no presente trabalho como uma ferramenta metodológica e como um horizonte político para se alcançar a realidade e se construir uma possível sociabilidade mais livre e emancipada. Nesse sentido, buscou-se analisar as mediações ocorridas no Conselho Estadual do Idoso de São Paulo (CEI/SP) enquanto um campo permeado por tensões, contradições e consensos no exercício político que visa disputar valores e projetos societários por meio da participação, do controle social e das ações desenvolvidas nesse espaço em privilegiado tempo, em que aconteceram as Conferências Municipais, Estadual e Federal dos idosos no contexto de recessão e crise político-econômica vivenciado atualmente. Os Conselhos de políticas públicas no Brasil foram inscritos constitucionalmente após a reabertura democrática, ocorrida no final da década de 1980, e como órgão paritário e deliberativo, o CEI/SP foi observado enquanto espaço privilegiado de relações entre a sociedade civil e o Estado, capaz de refletir demandas e expressões da população idosa na interlocução com o poder governamental, com vistas a inscrever, normativamente, garantias e direitos tanto na esfera estadual como nas discussões e encaminhamentos federais por meio das Conferências. Para tanto, foi desenvolvida análise com base em literatura afeta ao tema, em material produzido pelo Conselho – como atas, relatórios e deliberações, observação das reuniões ordinárias e entrevistas com os conselheiros, tanto representantes da administração pública quanto da sociedade civil. Foi possível perceber que o CEI/SP tem relevância enquanto instrumento de consolidação democrática, haja vista seu alcance junto à base popular que representa e sua capacidade organizativa para encaminhar propostas junto ao executivo/legislativo estadual e federal como acontecido nas Conferências, mas, por outro lado, esbarra em limites que por vezes esvaziam e restringem esse potencial, sem conseguir tencionar ou incidir nas correlações de forças dadas nas relações cotidianas de construção e transformação social, ou em outras palavras, na capacidade de alargar seu exercício político para além da delimitação do próprio Conselho.
The hegemony, according the true concept developed by Gramsci, it is considered in this study as a methodological tool and as a political horizon to achieve reality and build a possible more free and emancipated society. In this sense, it sought to analyze the mediations taken in the State Council of the Elderly of São Paulo (CEI/SP) as a permeate field by tensions, contradictions and consensus in the political exercise that dispute values and social projects through participation, social control and actions of this space in prime time that happened Municipal Conference, State and Federal of the elderly in the context of recession and political-economic crisis experienced contemporarily. The Boards of public policies in Brazil were enrolled constitutionally following the democratic re-opening occurred in the late 1980s and as deliberative and parity institution, the CEI/SP was seen as a privileged space of relations between civil society and the state, able to reflect demands and expressions of the elderly population in the dialogue with government, in order to sign normatively guarantees and rights both at the state level, as in the discussions and federal referrals in the Conferences. To that end, we developed analysis based on literature affects the subject, material produced by the Council as minutes, reports and resolutions, observation of regular meetings and interviews with counselors, with representatives of government and civil society. It could be observed that the CEI/SP has relevance as democratic consolidation tool, given its reach with the population that represents and their organizational capacity to forward proposals to the executive / state and federal legislatures as happened in the Conferences, but on the other next he comes up against limits emptying and restriction to their potential, being unable to change the correlation of forces in social relationships building, in other words, the ability to expand its political exercise beyond the Council itself delimitation.

Abstract This chapter reports on the third co-creation project described in this book. The project was managed by two departments of Zaragoza city council: the Department of Elderly Care and the Technical Office of Participation, Transparency and Open Government. Several activities aiming to improve the lives older citizens have been conducted by the city administration since Zaragoza joined the Global Network of Age-Friendly Cities and Communities. In a consultation process, older citizens had expressed a demand for safe and well-equipped outdoor spaces. Thus, the broad problem focus of this co-creation project was on the improvement of an age-friendly city infrastructure. The co-creation project covered six walks in three different districts. In each district, groups of six to eight older residents defined two relevant routes and collected information (problems and improvements) about them. The data was integrated in a collaborative digital map provided by the city’s Technical Office. The result of the project is an enhanced map service, which allows (older) citizens to report problems in the public (road) infrastructure and/or propose improvements. Their suggestions for improvements enter a list of citizen proposals for a participatory budgeting process.

This chapter considers Isaac Newton’s conceptualization of the origins of monarchies. In 1702, Newton penned the “Original of Monarchies” following the death of William III. At the heart of the new project was the question of whether large empires had existed prior to the four monarchies mentioned by Daniel, namely Babylon, Persia, Greece, and Rome. If not, and Newton believed this to be the case, how to account for the seemingly well-documented counter examples of ancient empires, namely Egypt and Assyria? According to Newton’s theory, population growth during the early, postdiluvian era led to the rise of towns inhabited by multiple families. Coexistence of many families, in turn, required governance, and so the “fathers of families” united to produce a common set of laws, eventually choosing a “judge” to adjudicate among the families on the basis of such agreed-upon laws. These governed towns later morphed into larger units, “cities,” which were administered by councils of “elders.” Villages arose in the vicinities of the cities, and the authority of the judges extended to them, thereby producing the first conurbation that could be termed a “kingdom.” Over time these cities expanded further still, either by joining together under a common “captain,” or through conquest, to form an empire.

Adjudication of issues in the Ghanaian jurisdiction can be traced back to the pre-colonial era where powers were vested in chiefs, elders, and representatives of all the major tribes. Chiefs and elders adjudicated on most issues with the family heads serving as lawyers. During the colonial era, judicial powers were vested in the Privy Council, which took away the powers of the chiefs and elders. At times parties to a dispute may want to resolve the dispute in a form other than the normal court system, hence the alternative dispute resolution (ADR). However, ADR lacks stare decisis since it set no precedent to guide similar disputes in the future. Also, there is no right of appeal when parties opt for ADR. The purpose of this chapter is to assess the use of ADR in Ghana, the challenges, and the way forward.

By the 1980s, the authority of the council of elders as expressed through the authority of the “uncles” over the marriages of their nephews and nieces had weakened considerably in contrast to the power they had been able to exert during the 1930s and 1940s. There have been few arranged marriages, an increase in “stolen” marriages, an increase in divorce in which children were involved, and a decline in the power of the set of close female relatives of the bride to vet the groom’s suitability. Moreover, the chapter describes the forces of globalization and acculturation that have contributed to the elders’ waning powers.

This chapter summarises the London research boroughs and estates. The research focusses on fourteen council-built housing estates in seven boroughs: Barnet, Hackney, Haringey, Lambeth, Newham, Southwark and Tower Hamlets. Six of these boroughs (except suburban Barnet) have been among the most deprived local authority areas in England for decades, and include high levels of poverty and large Black, Asian and Minority Ethnic populations, although they have also gentrified since the 1980s. The fourteen estates are analysed in terms of their local authority origins, landlords and housing tenure, and also the rationale, progress and effects of their respective regeneration schemes. Reference is made to entrepreneurial borough strategies where relevant. In addition to the seven main boroughs, less extensive research was undertaken at five council estates in four supplementary boroughs: Brent, Camden, Waltham Forest and Westminster. The chapter provides a socio-demographic summary of the estate resident interviewees divided into four housing tenures: social tenants, Right-to-Buy owner-occupiers, temporary non-secure tenants, and owner-occupiers who bought their homes on the open market. The interviewees broadly reflect the dominant multi-ethnic working-class population of London’s social housing estates, albeit weighted towards elderly and long-term residents.

The common model for engineers’ engagement in philanthropic development work is to find a community with a technical need, design the solution, raise funds for the solution, construct the solution, and hand the solution over to the community. While this approach has yielded many completed projects around the world, there are limits to the efficacy, sustainability, and long-term enabling potential to this approach. The Dayton Service Engineering Collaborative, or DSEC, takes an alternative approach to philanthropic community development which is demonstrated via a case study in bringing clean water for drinking and agricultural purposes to Caliche, Honduras. Caliche, an impoverished village of approximately 350 people located in central Honduras, had access to a mountain spring as a source of water until a 2009 earthquake sent the spring’s flow underground. As of late 2011, the village did not have a clean source of drinking water, utilizing collected rainwater and surface water ponds for all of their water needs. Waterborne illness and malady was prevalent, with severe consequences to the young and the elderly. After a survey of the geography, the resources of the local people, and partner institutions, a community-scale biosand filtration system with requisite delivery structures was proposed, accepted, and brought to design fruition. Design and implementation of a solution to the technical problem of water delivery and treatment, while rigorous and complex, is not out of the realm of practice for technical groups working in communities such as Caliche. The innovation in this project, however, was the “lead from behind” approach in the context of a best practice called asset-based community development. A multi-partner initiative led first and foremost by the community leadership, and through local institutions and power structures, was managed from distance. In addition to DSEC, partners in this project included a multi-national non-governmental organization (NGO), a financial investor, the Honduran government, several missionaries, the Caliche Water Council, a local landowner, the Caliche leadership known as the Patronado, and the local church. DSEC provided technical leadership and project oversight, ensuring that not only were the technical obstacles overcome, but that the community and local authorities were empowered to tackle future development projects with independent vision. It is through this enabling approach that impact beyond the immediate project is attained, and where DSEC believes the leadership potential of the engineer is fully realized.
