The paper presents aims and results of the project KA³ (Kölner Zentrum Analyse und Archivierung von audio-visual-Daten), in which advanced speech technologies are developed and provided to enhance the process of indexing and analysing speech recordings from the oral history domain and the language sciences. Close cooperation between speech technology scientists and digital humanities researchers is an important aspect of the project making sure that the development of the technologies answers the needs of research based on qualitative audio-visual interviews. For practical research reasons, the project focuses on the audio aspect, although visual aspects are of course equally important for the analysis of audio-visual data. The Cologne Centre for Analysis and Archiving of audio-visual data will provide the technologies as a central service.

Die Global Biodiversity Information Facility (GBIF) wurde nach über dreijähriger Vorarbeit des Megascience Forum der OECD im Frühjahr 2001 mit dem Ziel gegründet, wissenschaftliche Daten und Informationen zur Biodiversität über des Internet frei verfügbar und zur besseren Nutzung zu verknüpfen. Im Rahmen einer weltweiten Forschungskooperation wird GBIF von derzeit 47 Staaten und 29 internationalen Organisationen als Mitgliedern getragen, die sich alle zur freien Bereitstellung digitaler Biodiversitätsdaten nach gemeinsamen Standards über eigene, dafür selbst einzurichtende Datenknoten verpflichtet haben. Das internationale Vorhaben wird durch einen Aufsichtsrat mit Vertretern aller Mitgliedsstaaten und –organisationen geleitet, dessen Arbeit durch mehrere Komitees und Ausschüsse unterstützt wird. Das seit 2002 in Kopenhagen, Dänemark, angesiedelte GBIF-Sekretariat betreibt den Aufbau des internationalen GBIF Portals (www.gbif.net) und unterstützt koordinierend die Aktivitäten der einzelnen Mitglieder, die sich auf vier Programmbereiche erstrecken: Standardisierung und Verknüpfung von Datenbanken (DADI), Digitalisierung von Daten zu Sammlungsobjekten (DIGIT), Katalog der bekannten Organismennamen (ECAT), sowie Ausbildung und Öffentlichkeitsarbeit (OCB). Für die deutsche Beteiligung an GBIF wurden mit Unterstützung der Bundesregierung (BMBF) sieben Datenknoten an verschiedenen Forschungsinstitutionen aufgebaut, deren Zuständigkeit sich auf unterschiedliche Organismengruppen erstreckt: 1. Insekten (Wirbellose 1) am Staatlichen Museum für Naturkunde Stuttgart; 2. terrestrische Wirbellose (Wirbellose 2) an der Zoologischen Staatssammlung München; 3. marine Wirbellose (Wirbellose 3) am Forschungsinstitut und Naturmuseum Senckenberg in Frankfurt/Main; 4. Wirbeltiere am Zoologischen Forschungsinstitut und Museum Alexander Koenig in Bonn; 5. Pflanzen am Botanischen Garten und Botanischen Museum Berlin; 6. Pilze an der Botanischen Staatssammlung München; 7. Mikroorganismen an der Deutschen Sammlung für Mikroorganismen und Zellkulturen in Braunschweig. Kunstbibliotheken in Österreich können gemäß ihrer jeweiligen institutionellen Verankerung in drei Gruppen unterteilt werden: in Museums- und Universitätsbibliotheken sowie in Bibliotheken, die in anderen Austellungs-institutionen, Galerien und Kunsthallen untergebracht sind. Gerade in jüngster Vergangenheit ist die Zahl der ‘alternativen’ Ausstellungsräume stark gewachsen, die vorwiegend internationale Gegenwartskunst präsentieren und in ihren Bibliotheken und Archiven grundlegende Materialien dazu sammeln. Museums- und Universitätsbibliotheken verfügen hingegen meist über einen umfangreichen Bestand an Basisliteratur zur bildenden Kunst und Kunstgeschichte, aber auch über Literatur zu ihren Sammlungs- und Studien-schwerpunkten. Insgesamt muß festgestellt werden, daß aufgrund der äußerst unterschiedlichen Organisationsstrukturen Fragen von allgemeinem Interesse (etwa eine zentrale Vernetzung aller Daten oder eine generelle Ausbildungs-regelung) nicht koordiniert werden und die Situation daher recht unzufriedenstellend ist. Immerhin ist aber ein Trend in Richtung länger-fristiger Kooperationen im Ansatz zu erkennen. Zu nennen wären in diesem Zusammenhang etwa der Verein zur Förderung der Errichtung einer Fachhochschule für Informationsberufe (FIB) oder die ‘Kunstreferentensitzungen’, bei denen (seit 1949!) Bibliothekarlnnen aktuelle Probleme und Entwicklungen im Bibliotheksbereich diskutieren.Art libraries in Austria are basically divided into three main groups according to their specific form of institutional organisation: museum libraries, university libraries, and libraries in galleries. The latter are often situated in recently founded institutions and usually put their focus on contemporary art. Museums and university libraries traditionally have rather extensive collections of basic literature on art and art history as well as specialized literature according to the main subject of their collections. It is characteristic of the present stage of development that innovations in the organisation of these libraries (i.e. computer systems for online catalogues, specialized training, etc.) are not being co-ordinated and the results of local improvements are therefore not as rewarding as they could be. Nevertheless, the first steps towards long term cooperation are being taken, and include such initiatives as the Verein zur Förderung der Errichtung einer Fachhochschule für Informationsberufe, FIB (= Association to promote the foundation of an academy for information professions), and the Kunstreferentensitzungen, an assembly of librarians who discuss current trends and problems in library organization.

AbstractThe history of the interlaboratory comparison of TL dating results in Poland started in the 1980s. At that time the Lublin, Warsaw and Silesian laboratories made the first attempts at TL dating of the same loess samples from the Odonów profile. However, the cooperation ceased for many years due to great differences in the obtained TL age estimates. The next interlaboratory comparisons were made in the years 2000–2009 for the loess samples from several Polish (Dybawka, Tarnawce, Dankowice, Biały Kościół) and Ukrainian (Boyanychi, Halych, Velykyj Hlybochok, Yezupil) profiles. Most of the compared dates, obtained for the loess deposits from the Upper Pleistocene and younger part of the Middle Pleistocene, were consistent. This encouraged us to undertake the Gdańsk-Lublin interlaboratory cooperation in dating of 200-700 ka old loess deposits. Nine samples were taken from the Ukrainian profile Mamalyha 2 in 2009 for this purpose. The TL dating results indicate that comparable dates are obtained in two laboratories for loess deposits younger than 300 ka BP. The TL signal obtained in the Gdańsk laboratory for the samples older than 300 ka BP was saturated so such samples should not be dated by the multi-aliquot regeneration method. The results obtained in the Lublin laboratory for these deposits (489–682 ka) confirm that it is possible to date loess deposits older than 500 ka. It probably results from the use of total-bleach method with preheating at 160°C for the equivalent dose determination.

AbstractItaly has developed a long-dated partnership with Mozambique, where it has emerged as an actor committed to norm promotion in the fields of conflict management, debt relief, and sustainable energy cooperation. This paper challenges the dominant interpretation of such a cooperative relationship that emphasizes ideational motivations and focuses, instead, on the role of Italian investors in the sectors of infrastructure and energy and of the Italian economic diplomacy. A favorable institutional and political climate in Italy has channeled investors' demands in the policy process since the independence of Mozambique. The late institutionalization of Italian development policy, the long gestation of the reform of development policy, and the lack of clear-cut borders between the competences of foreign and development cooperation institutions have empowered business groups that shape the investment strategy of the Italian foreign ministry as actors in development policy-making. Finally, convergence of interests between Italian investors and the NGO Sant'Egidio, which ultimately led to a partnership between these actors, has increased the legitimacy of Italian foreign and development policy toward Mozambique, contributing to consolidating Italy as a norm promoter in the country.

In 1968, H. Quitta, J. Herrmann, G. Kohl and P. H. Thong initiated cooperation between the Archaeological Institute in Hanoi and the Radiocarbon Dating Laboratory in Berlin. Since 1969, the Berlin 14C laboratory has measured 215 14C dates from 65 archaeological sites in Vietnam. As a result, important problems in Vietnamese archaeology have been recognized and partially solved with the aid of a secure chronological framework.

Los orígenes del Cooperativismo Latinoamericano datan de la llegada de inmigrantes Europeos quienes promovieron el desarrollo de cooperativas de consumo y cajas de socorro mutuo en un principio en Argentina, Brasil, México y Venezuela; posteriormente la Iglesia Católica introdujo este sistema en la Región Andina a pesar de las represiones de algunos gobiernos militares dela época, consecutivamente se crea laACI (Alianza Cooperativa Internacional), cuyo objetivo principal es "promover el reposicionamiento del modelo cooperativo en el nuevo entorno económico, político, social y comercial apoyando a las organizaciones miembros de la Alianza en la difusión y defensa de la identidad cooperativa, la promoción de los negocios y el desarrollo del Recurso humano (hoy Talento Humano)". Y es así como se inicia este sector que ha contribuido al desarrollo sostenible de la región. Para este caso en particular, nos referiremos a algunos países representativos de la economía solidaria, sus beneficios, y ejemplos de las cooperativas más importantes de estos, de tal manera que el lector amplíe su conocimiento no solo sobre este atractivo sector, sino que además logre despertar si es posible, un interés en alguna de estas cooperativas o en su defecto, tenga una idea de ellas por si en el futuro tuviese oportunidad o necesidad de hacer parte de una de ellas.

Ziel dieser Arbeit ist es, die Entwicklung von RDF-Wissensbasen in verteilten kollaborativen Szenarien zu unterstützen. In dieser Arbeit wird eine neue Methodik für verteiltes kollaboratives Knowledge Engineering – „Quit“ – vorgestellt. Sie geht davon aus, dass es notwendig ist, während des gesamten Kooperationsprozesses Dissens auszudrücken und individuelle Arbeitsbereiche für jeden Mitarbeiter bereitzustellen. Der Ansatz ist von der Git-Methodik zum kooperativen Software Engineering inspiriert und basiert auf dieser. Die Analyse des Standes der Technik zeigt, dass kein System die Git-Methodik konsequent auf das Knowledge Engineering überträgt. Die Hauptmerkmale der Quit-Methodik sind unabhängige Arbeitsbereiche für jeden Benutzer und ein gemeinsamer verteilter Arbeitsbereich für die Zusammenarbeit. Während des gesamten Kollaborationsprozesses spielt die Data-Provenance eine wichtige Rolle. Zur Unterstützung der Methodik ist der Quit-Stack als eine Sammlung von Microservices implementiert, die es ermöglichen, die Semantic-Web-Datenstruktur und Standardschnittstellen in den verteilten Kollaborationsprozess zu integrieren. Zur Ergänzung der verteilten Datenerstellung werden geeignete Methoden zur Unterstützung des Datenverwaltungsprozesses erforscht. Diese Managementprozesse sind insbesondere die Erstellung und das Bearbeiten von Daten sowie die Publikation und Exploration von Daten. Die Anwendung der Methodik wird in verschiedenen Anwendungsfällen für die verteilte Zusammenarbeit an Organisationsdaten und an Forschungsdaten gezeigt. Weiterhin wird die Implementierung quantitativ mit ähnlichen Arbeiten verglichen. The aim of this thesis is to support the development of RDF knowledge bases in a distributed collaborative setup. In this thesis, a new methodology for distributed collaborative knowledge engineering – called Quit – is presented. It follows the premise that it is necessary to express dissent throughout a collaboration process and to provide individual workspaces for each collaborator. The approach is inspired by and based on the Git methodology for collaboration in software engineering. The state-of-the-art analysis shows that no system is consequently transferring the Git methodology to knowledge engineering. The key features of the Quit methodology are independent workspaces for each user and a shared distributed workspace for the collaboration. Throughout the whole collaboration process data provenance plays an important role. To support the methodology the Quit Stack is implemented as a collection of microservices, that allow to integrate the Semantic Web data structure and standard interfaces with the distributed collaborative process. To complement the distributed data authoring, appropriate methods to support the data management process are researched. These management processes are in particular the creation and authoring of data as well as the publication and exploration of data. The application of the methodology is shown in various use cases for the distributed collaboration on organizational data and on research data. Further, the implementation is quantitatively compared to the related work. AbstractSoftware verification has recently made enormous progress due to the development of novel verification methods and the speed-up of supporting technologies like SMT solving. To keep software verification tools up to date with these advances, tool developers keep on integrating newly designed methods into their tools, almost exclusively by re-implementing the method within their own framework. While this allows for a conceptual re-use of methods, it nevertheless requires novel implementations for every new technique.In this paper, we employ cooperative verification in order to avoid re-implementation and enable usage of novel tools as black-box components in verification. Specifically, cooperation is employed for the core ingredient of software verification which is invariant generation. Finding an adequate loop invariant is key to the success of a verification run. Our framework named CoVEGI allows a master verification tool to delegate the task of invariant generation to one or several specialized helper invariant generators. Their results are then utilized within the verification run of the master verifier, allowing in particular for crosschecking the validity of the invariant. We experimentally evaluate our framework on an instance with two masters and three different invariant generators using a number of benchmarks from SV-COMP 2020. The experiments show that the use of CoVEGI can increase the number of correctly verified tasks without increasing the used resources.

This chapter describes the system design for a multimedia telediagnostic computing environment (MMTE) for telemedical applications. Such an environment requires the design of: (i) a wired-in or wireless computing facility based on currently available technology with a high bandwidth for fast, reliable, and efficient communication of data, voice, and image; (ii) a database query system to access data, voice, and medical images from a fixed server to the mobile or fixed hosts; and (iii) suitable audiovisual software communication tools among the cooperating fixed and mobile hosts to help visualize pointer movements remotely (telepointers) and for teleconferencing. Appropriate software and hardware tools for the design of the cooperative environment are described. We also provide an up-to-date bibliography.

Differences between MS’ willingness or capability to proceed on the common path to an ‘ever closer Union’ have existed since the creation of the EEC. First reflections on how to avoid that this heterogeneity slows down the integration process date back to the 1970s. The then divergence of MS’ economic and financial situations prompted suggestions that MS that are able to progress towards an economic and monetary union should have a duty to forge ahead, whilst those left behind should receive assistance to catch up. In the ensuing decades, it was first and foremost the different political visions for the future of the Union that fuelled discussions about types of differentiated integration for which terms such as ‘multi-speed Europe’, ‘Europe à la carte’, or ‘closer cooperation’ were coined.

Tatjana Dawson and Ljiljana Hellman examine the cooperation between the Republic of Serbia and the International Criminal Tribunal for the former Yugoslavia (ICTY) by Serbian authorities. The chapter discusses the Completion Strategy of the ICTY and how this triggered cooperation in many areas. These areas included cooperation for the reform of Serbian national law, the transfer of cases indicted or investigated by the ICTY, mutual legal assistance in the region of the former Yugoslavia, capacity building projects, and access to confidential ICTY records. The chapter provides an overview of cases of International Humanitarian Law (IHL) violations that Serbia has prosecuted to date. It highlights some of the obstacles that Serbian legal professionals face when bringing these war crimes cases to trial.

The United Nations Convention on the Rights of Persons with Disabilities (CRPD) Committee oversees the implementation of the CRPD by its states parties through an assessment of periodic reports and by hearing disputes submitted under the CRPD’s Optional Protocol. Article 37 CRPD contains two distinct obligations: that owed by the signatory states of cooperation with the Committee (article 37(1)), and that of the Committee to bear in mind the need to augment domestic capacities to give effect to the CRPD (article 37(2)). An understanding of the import of this turns on the ‘ordinary meaning’ of the words used ‘in their context’ and bearing in mind their ‘object and purpose’. Accordingly, this chapter examines various relevant features and looks at the practice of the Committee to date in order to suggest the meaning of these obligations.

Monolithic and composite advanced ceramics have reached sufficient levels of material development to warrant serious consideration for applications in advanced heat engines. These applications require optimum material behavior with physical and mechanical property reproducibility, component reliability, and well-defined methods of data treatment and materials analysis. As new materials are introduced into the market place, these issues are best dealt with via standard methods. The primary standards writing organization in the U.S. is the American Society for Testing and Materials (ASTM), a private, nonprofit corporation which relies upon the voluntary cooperation of industry, government, and academe to develop standards by consensus. ASTM Committee C28 “Advanced Ceramics” has been active since 1986 and currently has 16 standards “on the books” with 17 standards in the balloting process. Overviews of the five subcommittees of C28 are presented. Accomplishments to date are discussed, as well as future activities, including a brief summary of joint cooperative efforts with international standards formulating organizations.

The main goal of the paper is to create a methodology for the theoretical and practical part of the multi-crew cooperation training course, which is provided by the Air Training and Education Centre of the University of Žilina since 2007. At the same time, the purpose of the methodology will be to contribute to the quality of education, streamlining the multi-crew cooperation training course and to provide a comprehensive study material for training candidates that reflects on the changes made from 2007 to the present. The reason which stimulated the elaboration of the paper is mainly the already existing study material, published in 2007 within the publication Metodika pilotného výcviku na letovom simulátore, which has now proved to be outdated and insufficient for the needs of the training course. The training material does not reflect the legislative changes made, the modifications to the flight and navigation procedures trainer and some training elements, which are currently emphasized in the training process. The paper, the content of which is a new methodology focused exclusively on the multi-crew cooperation training course, is based on valid and effective regulations, on the airplane flight manual of Beechcraft Super King Air B200 / B200C, inspired by internal operation manuals of the airline operators, internal manuals of the Air Training and Education Centre and is also based on the Metodika pilotného výcviku na letovom simulátore. It will be possible to apply the content of the paper as an up-to-date methodology for theoretical and practical part of the multi-crew cooperation training course, which meets all the currently required criteria. At the same time, it will be possible to implement some parts of the paper into the internal manuals of the Air Training and Education Centre.

Climate change will increase weather induced risks to forests, and thus effective adaptation measures are needed. In Säätyö project funded by the Ministry of Agriculture and Forestry, we have summarized the data that facilitate adaptation measures, developed weather and climate services that benefit forestry, and mapped what kind of new weather and climate services are needed in forestry. In addition, we have recorded key further development needs to promote adaptation. The Säätyö project developed a service product describing the harvesting conditions of trees based on the soil moisture assessment. The output includes an analysis of the current situation and a 10-day forecast. In the project we also tested the usefulness of long forecasts beyond three months. The weather forecasting service is sidelined and supplemented by another co-operation project between the Finnish Meteorological Institute and Metsäteho called HarvesterSeasons (https://harvesterseasons.com/). The HarvesterSeasons service utilizes long-term forecasts of up to 6 months to assess terrain bearing conditions. A test version of a wind damage risk tool was developed in cooperation with the Department of Forest Sciences of the University of Eastern Finland and the Finnish Meteorological Institute. It can be used to calculate the wind speeds required in a forest area for wind damage (falling trees). It is currently only suitable for researcher use. In the Säätyö project the possibility of locating the most severe wind damage areas immediately after a storm was also tested. The method is based on the spatial interpolation of wind observations. The method was used to analyze storms that caused forest damages in the summer and fall of 2020. The produced maps were considered illustrative and useful to those responsible for compiling the situational picture. The accumulation of snow on tree branches, can be modeled using weather data such as rainfall, temperature, air humidity, and wind speed. In the Säätyö project, the snow damage risk assessment model was further developed in such a way that, in addition to the accumulated snow load amount, the characteristics of the stand and the variations in terrain height were also taken into account. According to the verification performed, the importance of abiotic factors increased under extreme snow load conditions (winter 2017-2018). In ordinary winters, the importance of biotic factors was emphasized. According to the comparison, the actual snow damage could be explained well with the tested model. In the interviews and workshop, the uses of information products, their benefits, the conditions for their introduction and development opportunities were mapped. According to the results, diverse uses and benefits of information products and services were seen. Information products would make it possible to develop proactive forest management, which would reduce the economic costs caused by wind and snow damages. A more up-to-date understanding of harvesting conditions, enabled by information products, would enhance the implementation of harvesting and harvesting operations and the management of timber stocks, as well as reduce terrain, trunk and root damage. According to the study, the introduction of information is particularly affected by the availability of timeliness. Although the interviewees were not currently willing to pay for the information products developed in the project, the interviews highlighted several suggestions for the development of information products, which could make it possible to commercialize them.
